Jury denies door-to-door permit for security co. STACEY TINSLEY Bossier Press-Tribune At the Sept. 2 Bossier Parish Police Jury meeting, the jury voted to disqualify Vivint Louisiana, LLC, and/or Vivint, Inc., to be eligible to obtain a Bossier Parish Peddler’s Permit for door-todoor sales in Bossier Parish. Parish Attorney Patrick Jackson, presented to the Jury the reason- JACKSON ing for disqualifying Vivint from further eligibility to obtain the permit. “Vivint is a security company that operates in the state of Louisiana and as you know they’ve been subject to a multitude of citizens’ complaints that have come before the jury since 2015. I have a small summary of the contents of the information that folks can see,” Jackson said. “Primarily, the issues are young people being dropped off in areas knocking on doors after hours. Some using scare tactics. And, when I say scare tactics, the things that have been reported to the Jury are that the salespeople are using aggressive sales tactics to indicate that there is some kind of criminal activity that may or may not exist in the area in order to secure a sale for a security system,” he added. STACEY TINSLEY Bossier Press-Tribune The Bossier Chamber of Commerce held a second “Pack the Bus” event last week to collect school supplies for Bossier Parish Schools. The Chamber partnered with Bossier Parish Schools, along with supporters Advocate Advertising, Ryan Gatti, Attorney at Law as well as BeauxJax Crafthouse, which is offering 10 percent of proceeds from lunch sales to support the supply drive. The event was held at the East Bank District Plaza, 600 Block of Barksdale Boulevard.

“I have two kids in school and I look back to when we first started our business and buying school supplies was difficult. You look at what’s going on right now with COVID and all these people are unemployed or just barely making ends meet. And now they have to buy school supplies,” said Beau Hays, BeauxJax Crafthouse co-owner. “I think anytime you’re going to do a school drive, I would say right now is probably the most critical for a lot of people. We are in a position now where we are blessed currently and we don’t have that worry. But I know that worry is See, SUPPLIES, Page 3

Governor John Bel Edwards signed a bill into law in June that makes way for Louisiana to adopt daylight saving time as its “standard”’ time. HB132 was sponsored by Rep. Dodie Horton (R-Haughton). Horton said the change will not go into effect until a federal law can be changed by Congress, and that will have to wait until after November. HORTON “ I ’ m going to wait until after the election and talk to [Congressman] Mike Johnson and see if he will propose a bill,” said Horton. Horton added that she has been asked to present this particular legislation ever since she was elected. “In World War I and World War II they went to full time daylight savings time because it saved energy, people were more productive,” Horton said. “Basically, it was an energy-savings measure. [Now] people are just tired of changing for a few months.”

BSO resupply team delivers much needed items to south Louisiana Special to the Press-Tribune Bossier Sheriff Julian Whittington and a team of Bossier Sheriff’s Office deputies delivered some much-needed supplies to help the recovery efforts in Calcasieu Parish from Hurricane Laura. The resupply team of Sheriff Whittington and three deputies towed a travel trailer camper, heavy equipment, and a trailer full of mission essential items to the storm ravaged parish. The sheriff’s office travel trailer camper will be used to provide shelter for the deputies deployed to the devastated region. The box trailer was filled with items such as chainsaws, bottled water, box fans, tables, chairs, and 500 tarps that’s needed to cover damaged roofs. The team also towed a

They sent food, drinks and toiletries to help supply first responders and their families. “I always give back,” said Juneau. “I gave to Hurricane Rita, I gave to the Hurricane Harvey that hit south Texas, so why not give to this one. I want to give back to the community because this is my way of helping out.” “This is the first wave of help needed to help restore order in Lake Charles,” said Sheriff Whittington. “Their lives have been devastated, and it will take a lot of prayers and resources to get them back on track.”

The Bossier Chamber of Commerce is opening its doors to aid any businesses, or businesspeople, who have been displaced during Hurricane Laura and are looking for resources or space to conduct business. As many businesses have been damaged or remain closed due to lack of utilities or safe conditions, the Bossier Chamber of Commerce is opening up space for businesses/ businesspeople that need a place to check or send emails, make phone calls or establish a temporary office space to conduct business. “Just as the Chamber did after Hurricane Katrina,

we are opening up a temporary business resource center to any business or businessperson displaced after the hurricane,” said Lisa Johnson, President/ CEO of the Bossier Chamber. “We have reached out to our sister chambers in Lake Charles and Beauregard Parish directly as well as to Congressman Mike Johnson and Congressman Clay Higgins to offer our assistance.” The center is within the Chamber office at 710 Benton Road, Bossier City, LA 71111. My Memories of Labor Day This week, we celebrated Labor Day. With the first Monday of the month falling on September 7th this year, Labor Day seemed to come late in one way. Yet, in another way, I can’t believe Labor Day got here as fast as it did. Labor Day is dedicated to the economic achievements of American workers. It recognizes the tremendous contributions that our workers have made to the financial well being of our country. In 1894, in his second stint as President of the United States, Grover Cleveland made Labor Day a federal holiday. This day always brings back many memories for me. First of all, it signifies the fast approaching end of the summer season and in my youth, the start of school. Secondly, I can’t think of Labor Day without thinking of Jerry Lewis’ MDA Telethon. The entertainment that appeared on the telethon telecast was outstanding. And, all of the monies raised through- RANDY out these many years BROWN have helped so many people for such a worthy cause! Third, as a huge tennis (Jimmy Connors) fan when I was growing up, Labor Day means U.S. Open tennis. My favorite U.S. Open memory was Jimmy Connors‘ 1991 U.S. Open “magical” run at 39 years of age. It all began when Connors lost the first two sets to the younger McEnroe brother (Patrick) in the opening round match. Down two sets, 0-3 (games) and 0-40 in the fourth game of the third set, it was all but over. I vividly remember turning the television off and going to sleep. The next morning, I awoke to the news that Connors had rallied (as he did so many times) in one of the most memorable comebacks in tennis history. Connors won the third set and came back to win the next two sets to pull off a victory in a five set match that ended at 1:35 a.m. on the east coast! Wow! Connors went on to win his next two matches and by the time Labor Day rolled around, he had become a national news story. In a most memorable Labor Day match against fellow American Aaron Krickstein, Connors again pulled out an exhausting five set victory on his birthday. Connors went on to advance to the semi-finals of the U.S. Open in 1991, where he lost to fellow American Jim Courier. What an amazing and unexpected run! It was fun to watch. And, I will never forget it! Finally, I remember a Labor Day weekend when I was 15 years old. We celebrated my cousin Greg’s twelfth birthday at Caney Lake in Minden on that Saturday. Out there all day and in the days where thick/“globby” sun tan lotion existed instead of sun block, my fair skin baked. At the end of the day, I had one of the worst sunburns of my entire life. I spent the rest of the Labor Day weekend completely sidelined at home nursing and suffering from a horrible sunburn (and watching the U.S. Open and the MDA Telethon, of course). These are some of my most memorable Labor Day experiences. Labor Day 2020 was a bit different for us all, of course. In fact, it pretty much goes without saying that 2020 has been different for ALL of us in so many ways. Even so, I hope that you all had a great Labor Day celebration with family and friends. Pro-life women are still treated as unequal

August 26 marked the historic 100th anniversary when the Nineteenth Amendment became part of the U.S. Constitution and America finally recognized women’s right to vote. Yet today, some women are still treated as unequal. Not treated as unequal to men, but as unequal to other women. The fact is, many on the left want to exclude prolife women from this year’s milestone celebration of the success of the suffragists. They bristle at the thought of us having an equal claim to the women’s rights movement. They equate being pro-life and female as somehow being self-hating and opposed to the full equality of women. Therefore, in their minds, we – and the millions and millions of women around the country like us – are not fully equal… to them. However, abortion is not the litmus test for feminism. If it were, then those on the left might be surprised to find out that most of the women who led the fight for suffrage would have been excluded from the movement, and women’s suffrage may have eluded us to this day. It’s time for a little history lesson. The suffragists of the 19th and 20th centuries weren’t just fighting for the right to vote, they were

fighting for basic equality. They were fighting for the domestic violence victim who could only escape an abusive husband with the clothes on her back, because laws forced her to leave behind her children and even wages she had earned. They were fighting for access to higher education, the right to own property, economic freedom, the ability to enter into contracts, and other basic rights that they were so often denied. KAY C. It was a JAMES desperate battle that became the longest-running social movement in American history. While the early feminists fought for many things, they didn’t fight for abortion. And while they fought for women to have more control over their own lives, they didn’t consider taking the lives of their own children as a key to their independence. In fact, many of the early suffragists are quoted as condemning abortion and considered it an offense against women and their children. Suffragist Alice Paul, for example, said abortion was “the ultimate exploitation of women.” In high school, we all

learned about Victoria Woodhull, who became the first female candidate for president in 1872 to raise awareness for women’s suffrage. Woodhull called abortion “murder” and said that women would only commit such an act when they were in a “demoralized condition.” Two of the most famous leaders of the suffrage movement, Susan B. Anthony and Elizabeth Cady Stanton, published The Revolution, a women’s rights newspaper. The newspaper frequently published editorials forcefully opposed to abortion. Anthony denounced abortion along with a list of other evils such as murder, infanticide, adultery, and rape in her famous speech “Social Purity.” Stanton, a social activist, abolitionist, and suffragist, believed that abortion was used to oppress women, not lift them up. She called it “a crying evil” and said that giving women the right to vote was one way of actually helping to end abortion. She and other suffragists reasoned that when women could vote, they could end unjust laws that allowed husbands the sole discretion of deciding when their wives would become pregnant. Ending “forced maternity” by domineering husbands would do much to end women seeking abor-

tions. These women and many other leaders of the suffrage movement recognized the value of every human life and that one group’s rights could never be built by destroying another’s. Many modern feminists claim that abortion is empowering for a woman, giving her the ability to decide when and if to have children. But early feminists would find it ludicrous to claim that becoming empowered meant taking another’s life and denying something that makes her uniquely female – her ability to be a mother. Today’s pro-life women believe in the intrinsic value of every human life and the equal rights of every human being, whether born or unborn. As such, we continue the fight for human rights and social reform in the image of the original suffrage movement until all are recognized as equal. That means pro-life women have just as much – if not more – of a claim to that history as any other woman. Alexander: Case for the presidency has been made

We have now seen the national conventions of both major American political parties. Each presented their plans and platforms for governing. There should be no confusion about any of this because they have each written and stated them clearly and emphatically. What did we learn about their respective policies and agendas? The differences are stunning. Let’s begin this week with the Biden-Harris agenda. It embraces virtually all of the socialist platform advanced by Bernie Sanders. This includes the effort to destroy suburban neighborhoods, posing a threat to roughly two thirds of the American people including a substantial number of Black, Latino and Asian Americans who live in suburbs across America. How so? Biden-Harris seeks to advance a social engineering scheme—entitled Affirmatively Furthering Fair Housing—that would result in a federal takeover of local

zoning laws. The Biden-Harris plan is to, regardless of local preferences and local control, mandate that suburban neighborhoods with single-family homes and minimum lot sizes build high-density affordable housing right in the middle of these neighborhoods. Biden-Harris also means vigorous support for abortion generally but also specifically allowing our taxpayROYAL er dollars ALEXANDER to pay for abortions up to and through the ninth month of pregnancy; open borders and free federal benefits, including Covid relief payments, to those in the country illegally; Biden’s commitment to Beto O’Rourke that he would lead the gun control effort, including compulsory confiscation of firearms, in direct violation of the 2nd Amendment;

Support for defunding the police while praising weak, leftist Democratic mayors who coddle, and prosecutors who won’t prosecute, criminals and their violence and destruction. Biden-Harris means support of the national teachers’ unions that, among many other things, completely oppose charter schools and school choice, which would unquestionably free millions of American schoolchildren from failing schools. Some teachers’ unions have also threatened that they won’t return to school until the police are defunded and will no longer allow for Resource Police Officers on campus when they do return. Regarding unions, there would also be a major effort to repeal right-to-work laws and advance other efforts such as “card check,” a process that deceptively leads employees to vote to organize when they believe they are only agreeing to a secret ballot election.

More disturbing is that this agenda is based upon political identity and “critical race theory.” Critical race theory has as its foundation the belief that every societal flaw is based upon sexism, racism or some other form of prejudice or “systemic bias”—and so the interactions and relationships of our citizens must be closely monitored for conformity with ethnic and gender categories. All of this, of course, is to say nothing of the forced redistribution of wealth (our taxes), a massive dose of new taxes and regulation, government-run health care, elimination of the oil and gas industry and feverish devotion to the false religion of climate change. Welcome back, high school sports

High school sports are back. For the first time since schools were closed and sports shut down on March 14 in response to the COVID-19 pandemic, high school sports events are being held in Bossier Parish. It started with the beginning of the volleyball season on Tuesday. The first cross country meet in Bossier Parish, the Border Dash hosted by Parkway, will be Saturday at the South Bossier Recreational Complex Course. As for football, as of press time it was still a waiting game. If Gov. John Bel Edwards decides to move the state’s reopening from Phase II to III this week, that will be a big step toward having an eight-game regular season beginning Oct. 8. Momentum seemed to be building toward making the season a reality last week. State Attorney General Jeff Landry wrote a letter to LHSAA Executive Director Eddie Bonine urging no more delays to the season. The letter closed with the following exhortation. “Mr. Bonine, it is time

to turn on the Friday Night Lights.” That letter followed a similar one sent to Bonine by Sports Editor House Dist. 74 Rep. Larry Frieman signed by 44 other representatives. However, the fate of the Russell season could Hedges rest in the governor’s hands. Also, Act 9 under House Bill 59 passed by the state legislature in July could be a factor. That protects all schools hosting events from civil lawsuits if students, teachers/coaches and others contract the coronavirus provided all minimum safety standards have been implemented. If the LHSAA and school superintendents decide to start the season regardless of the governor’s decision, that could violate the act and the schools could lose the liability protection. That volleyball matches were given the go-ahead in Phase II was something of a surprise. COVID-19

guidelines released by the LHSAA earlier this summer stated inter-scholastic matches couldn’t be played until the state reached Phase III. But updated guidelines released in a memo to coaches, athletic directors, administrators and superintendents on Aug. 31 stated matches could be played in Phase II if certain conditions are met. They include allowing no more than 25 students in a gym and limiting essential personnel (coaches, match officials, trainers, etc.) to 10 adults. That means no fans. While cross country doesn’t have as many restrictions, there is a fairly sizable list. Among those are staggered start times and only two spectators per runner or depending on the site, no spectators. There are also wave/interval starting options in Phase II and III. In interval time trial racing, athletes would enter the course one at a time separated by 15 to 30 second intervals. Team time trial racing is another option. The wearing of face masks is also mandatory

for spectators and athletes upon arrival to the event site. Spectators and coaches must also wear masks when lining the course to cheer on runners. Awards ceremonies won’t be allowed. Because of the restrictions, the Border Dash was made an invitation-only event with just varsity boys and girls divisions and athlete limits placed on teams. So everything is hardly back to normal and likely won’t be for awhile. But it is a step in that direction. As they should be, guidelines and restrictions to protect the health and safety of all athletes and others at the events is paramount. That, at least for the foreseeable future, is the new normal. Haughton star Peyton Stovall has been ranked the No. 1 player in Louisiana in the Class of 2021 by Prep Baseball Report. Stovall is an infielder committed to Arkansas.

In last week’s virtual press conference, head coach Ed Orgeron talked about his confidence in Marshall and the rest of the Tigers receivers. “A guy a lot of people don’t talk about who is a great player is Terrace Marshall,” said. he “There's 200 balls between (Justin Marshall Jefferson) and Ja’Marr that’s got to be caught, and these guys are eager to catch them. Kayshon Boutte, Koy Moore, those guys have stuck out. Jontre Kirklin, Racey McMath, Terrace Marshall – this is their time.” Jefferson was the Tigers’

That's the time we live in it, but we have guys that are going to step up. There are some opportunities for new guys to come in. And we have a good roster that can handle that.” Meanwhile, the SEC and CBS announced last week that three LSU games will be broadcast on CBS, including the Sept. 26 opener against Mississippi State at 2:30 p.m. CBS will also televise the Auburn game at 2:30 on Oct. 31 and the Alabama game at 5 on Nov. 14.

RUSTON – Louisiana Tech will have two additional games nationally televised for the 2020 season. Tech’s Sept. 12 season opener at Baylor will kick off at 11 a.m. on FOX. The Bulldogs’ conference opener on Sept. 19 at Southern Miss will start at 6:30 p.m. on ESPN2. Last week’s announcement completes the 2020 schedule with all 11 regular-season games slated for a television or digital format. Gus Johnson will serve as the play-by-play announcer in the Baylor game, Joel Klatt as the analyst and Jenny Taft as the sideline reporter with Chuck McDonald producing. Tech will have two games aired on CBS Sports Network beginning with its home contest against Marshall on Saturday, Oct. 17, at 5 at Joe Aillet Stadium. On Saturday, Nov. 7, Tech will travel to North Texas for a 5 o’clock kick at Apogee Stadium on CBS Sports Network. A pair of Tech games

will be broadcast by Stadium starting on Saturday, Oct. 31, when the Bulldogs host UAB at 2:30. Kickoff for Tech’s neutral site game against ULM on Saturday, Nov. 21, at Independence Stadium is set for 3 on Stadium. The five remaining games of the 2020 season will be broadcast by ESPN 3/+ beginning with the Bulldogs’ home opener against Houston on Saturday, Sept. 26, at 6. Tech will have another home contest against UTEP on Saturday, Oct. 10, with a 6 o’clock kick. On Saturday, Oct. 24, Tech will take on UTSA on the road at 2:30 at the Alamodome. Two November games will be also broadcast by ESPN 3/+ beginning with Tech’s home contest against Rice on Saturday, Nov. 14, at 2:30 followed by the regular-season finale at FIU on Saturday, Nov. 28, at 11 a.m. at Riccardo Silva Stadium. The 2020 C-USA Championship game, is slated for Saturday, Dec. 5. It will air on CBS Sports Network. Kickoff time will be announced at a later date.

we're holding a school supply drive

We’ve made it to the first full week of September now, so this week’s topic is a little late but still relevant: we’re holding a school supply drive! In partnership with United Way of Northwest Louisiana for their Fill the Bus initiative, we’re collecting school supplies. From September 1st to the 30th you can donate supplies at any of our Bossier Parish Library locations and earn a ticket to enter the drawing for our raffle prizes. For this year’s school supply drive, we’re focusing on some of the most needed supplies since students and teachers can’t share supplies as they would have in previous school years. On our flyers you’ll see a list of five supplies: pencils/pens (black/red/blue), wideruled loose-leaf paper, glue bottles/sticks, safety scissors, and crayons. We will, of course, accept other supplies but these are some of the ones in highest demand. At the end of September these donations will be collected and given to United Way to distribute amongst the schools that they’ve been in contact with to ensure we can spread the donations. Any donation you can make is much appreciated since these seemingly basic supplies are essential tools for learning, whether from home or in the classroom. In celebration of the Women's vote centennial, each month, a woman who made a difference in Bossier Parish has been spotlighted in this column. This month, Marguerite White Hudson is in the spotlight. Hudson was born in Pitkin, Louisiana, in 1929. After high school, she went to Northwestern University, where she earned her BS in Physical Education and met the love of her life, Plain AMY ROBERTSON Dealing native Billy Brooks Hudson, who was also a teacher. In 1961 their careers brought them to Bossier City, where they both began teaching at Bossier High School. As many teachers do, Hudson continued her education and obtained a Master's degree in Education and a Master's degree in English. Hudson taught at Bossier High School until 1970 when she became one of the charter teachers for Bossier Parish Community College as an English teacher. Even after "retiring" in 1979, Hudson continued to teach English at the Noncommissioned Officers Academy, Louisiana Tech, and Centenary for the next ten years. After forty years of teaching, she decided to focus on how she could better serve Bossier Parish schools outside of the classroom. She ran for a seat on the Bossier Parish School Board, which she was elected to in 1991. In an interview with Shreveport Times reporter Fred Powell, Hudson asserted, "I intend to see that the quality of the classroom's environment is foremost." She served two terms on the BPSB and was elected as vice president and then president. Though she decided not to run for re-election in 1998, she kept on doing things to better the parish where education is concerned, which is why she started campaigning for the expansion of the Bossier Parish Library system. She believed that the history of Bossier Parish needed to be preserved and accessible to the people. She organized a history presentation with Dr. James Hudson and Dr. Tom Carleton, including the archeological history of Bossier Parish, emphasizing the need for a history center and an archives repository. Along with her husband and three other couples, the Bossier Parish Historical Foundation was re-activated. She was instrumental in the school board's decision to lease the old courthouse site in Benton to the Historical Foundation and having the Hughes House moved and restored. Hudson has served the community in many other ways, such as serving as chairwoman of the Bossier Parish Citizens' Advising Committee on Corrections. This 12-member committee sought answers to corrections problems, including persistent overcrowding at the parish Jail in Benton. She was a volunteer for Project R.E.A.D. sponsored by BPCC, which matched non- reading adults with volunteer tutors. In 2000, she was recognized by the Women's Business Council, an affiliate of the Shreveport Chamber of Commerce, selecting her as a Woman of the Century. Her lifetime of devotion to education and public service found her inducted in the Bossier High School Hall of Fame in 2012. Hudson co-authored a cookbook Crème de la Crème with Geri Cope and Pat Maxwell, and she was the author of two other books. Her first book was Emmet Cope: A Tribute of Remembrance, a tribute to Emmett E. Cope, former principal of Bossier High and Superintendent of Schools of Bossier Parish. The second book is Whiskey Chitto Woman: A Civil War Novel, which is a historical fiction novel based on the lives of her great grandparents, Aaron and Ellen Johnson, during the civil war. OBITUARIES Joe Timothy “Timmy” Gahagan Joe Timothy “Timmy” Gahagan, 65, passed away on August 22, 2020 in Coushatta, Louisiana. A memorial service was held at Rose-Neath Funeral Home in Bossier City on Friday, August 28, 2020 at 2:00 p.m. with a visitation starting 12:00 p.m. prior to the service. Timmy was born on July 15,

1955 in Coushatta, Louisiana to parents Bobby and Martha Gahagan. Timmy worked hard as a project manager and took of pride in his work, which showed in his 32 years he worked in construction. Timmy was an avid fisherman. He fished down south in the saltwater and marsh lands, or at home in the rivers and lakes with his beloved wife, Lisa. He loved

his LSU tigers and watched all the games. He enjoyed grilling and having crawfish boils. Timmy was a man that knew a little bit about everything. His children could always call him about a new project or endeavor and he always had something to contribute. He would often talk sports with his son, Jordan. He made his wife feel protected, safe, and secure. “Pappy” as he was referred to, loved spending time with his grandchildren and called them his “grand partners”. He was caring and never met a stranger. Timmy was a passionate person, no matter if it was good or bad. He was proud of his work, proud of his LSU Tigers, but especially proud of his family and the fact his son-in-law, Chaise, serves his country. Joe is Preceded in death by father, Bobby and son, Michael Shaw. Mr. Lindell was a member of the Bossier Levee Board for more than 20 years, appointed by Governor Bobby Jindal. He was also a member of the Republican Central Committee for over 12 years. He is preceded in death by his parents, Bertha and James Webb; and two of his brothers, Joe and Richard Webb. Mr. Webb is survived by his loving wife of 39 years, Mrs. Jo Ann Webb; his daughter, Amanda Walpole (Kevin) and her children, Callie Paul (Steven), Bailey Walpole and Austin Walpole; his great-grandchildren, Whitley, Brynleigh and Maci Paul; and his two brothers, Gary Webb (Nicki) and Eddie Webb. Billy Wayne Freeman Bill Wayne Freeman, 85 of Bossier City, Lousiana died August 23, 2020 from complications following surgery. Billy Wayne Freeman, son of Benjamin Franklin Freeman and Gracie Mae Buster, was born December 24, 1934 in Grayson, Texas. In 1956, Bill married Elizabeth Ann Raffa. Together they had five children. She passed away in 1969. He then married Lurene Knowles Clore which brought two children into the family. Lurene passed away. In 1978, Bill married Octava Jean Merril Stringer and together they had four more children. Bill joined the Air Force in 1952. He served his country for 20 years, retiring as a Senior Master Sergeant. After the military, Bill worked for Hughes Aircraft Company in Montana and California. In 1976, Bill moved his family to Salem, Missouri. The 1980s found Bill and Jean living in Missouri, California, and New Mexico. In the 1990s they moved to Cherokee Village, Arkansas where they enjoyed the retirement community’s lakes and golf courses. When Jean passed in 2013, Bill relocated to Bossier City, Louisiana to be closer to family. Bill was an avid golfer and enjoyed fishing. McDonalds and Walmart were Bill’s favorite places to go almost daily. He always had a dog or two that were considered furry children. Bill was a member of the Fellowship United Methodist Church. Bill was preceded in death by three wives, Betty, Lurene, and Jean; his sisters, Opal, Alice, & Betty and his daughter, Maryann. Bill is survived by his children Paul Freeman and wife, Keiko, of Spokane, Washington, Wayne Freeman and wife, Cherie, of Ogden, Utah, John Freeman and wife, Vanessa, of Bossier City, Louisiana, Mark Freeman and wife, Phyllis, of Salem, Missouri, Charlie Clore, of Ogden, Utah, Lorri Saracini and husband, Tom, of Hot Springs, Arkansas, Connie James and husband, Donn, of Salem, Missouri, Michael Stringer and wife, Jennifer, of Dallas, Texas, Mark Stringer and wife, Sheri, of Bakersfield, California; 18 grandchildren; 17 great grands and his last furry child, Doodlebug. Edwin Charner Fowler Edwin Charner Fowler, of Bossier City, Louisiana passed away in Shreveport, Louisiana on August 21, 2020 at age 69. He was born on November 29, 1950 to Edwin D. and Gloria Marie Fowler in Shreveport, Louisiana. Edwin proudly served his country in the Marines and

served two tours in Vietnam. He later joined the U.S. army and retired as a Senior Drill Sergeant. He served his community as a member of the Bossier Parish Sherrif’s Office Posse member. He enjoyed boats, cars, and guns, but also volunteered often at Ninna’s Road to Rescue. At the rescue he was known as the Chihuahua whisperer. He was a man of few words, so when we spoke, everyone listened. He had strong convictions and believed in our Lord and Savior, and our flag and country. Edwin is preceded in death by father, Edwin D. Fowler and mother, Gloria Marie Fowler. He is survived by his wife, Linda Marie Cantu Fowler; son, Edwin D. She passed away August 25, 2020 after a lengthy illness. She was raised in Jamestown, Louisiana and moved to Shreveport, Louisiana where she graduated from Fair Park High School. She worked at City Hall in Shreveport for several years. Shen then went to work for Merrill Lynch as a Broker’s Assistant, where she retired after 37 years. She was loved by everyone who knew her and had many friends. She had a wonderful sense of humor, and a great love of gardening of all kinds. She had a very green thumb. She loved to travel and went on many cruises sand trips with friends and family. Frankie was preceded in death by her parents, Harrison and Mae Wiggins; two sons, Rick and Randy Ginn; granddaughter, Brandy Wood and great-grandbaby, Francis Flores. Left to cherish her memory are her two brothers, Sam and Jim Woodall; her children, Mike Ginn and wife, Pat, Cindy Ginn Flores and husband, Paul, and Brian Butler and wife, Becky and her daughter-in-law, Linda Ginn. She leaves 12 grandchildren, 18 great grandchildren, 5 great great-grandchildren, 3 nephews and 1 niece. Serving as pallbearers were Roy Ginn, Cody Ginn, James Leach, Dawson Leach, Sean Woodall, and Kyle Woodall. The family would like to thank Colonial Oaks for their loving care. Special thanks to Keisha, Carla, and Felicia for all their loving care and support, St. Andrew’s Presbyterian Church family for their support and prayers, and her many friends and family. She was truly loved and will be greatly missed by all who knew her.

Notice is hereby given, pursuant to Article IV, Section 21(D)(1) of the Louisiana Constitution, that on August 28, 2020, Entergy Louisiana, LLC (“ELL”), a public utility providing retail electric and gas service throughout the State of Louisiana, filed with the Louisiana Public Service Commission (“LPSC”) its Formula Rate Plan (“FRP”) Rider Schedule FRP Evaluation Report Compliance Update for Test Year 2019.

The filing reflects an earned return on common equity (“EROE”) for the 2019 Evaluation Period/Test Year of 9.66%. As such, no change to Base Rider FRP Revenue is required. While Base Rider FRP Revenue will not change as a result of this filing, overall FRP Revenues will increase by approximately $96 million. The resulting FRP factors to be applied to the respective ELL rate classes (including Legacy ELL and Legacy EGSL rate classes) effective for customer bills rendered on and after the first billing cycle of September 2020 are as follows:

Except for those rate schedules excluded under ELL Rider Schedule FRP-1, the required FRP factor of 54.9458% is to be applied to each of Legacy ELL’s rate classes and the required FRP factor of 53.4631% is to be applied to each of Legacy EGSL’s rate classes, both effective for monthly customer bills rendered on and after the first billing cycle of September 2020.

It is estimated that the proposed adjustment in rates will have the following effects upon applicable Legacy ELL customers’ typical monthly bills: for a Residential customer using 1,000 kWh the bill would change by approximately $3.29, from $95.50 to $98.79; for a Small General Service customer using 50 kW and 12,500 kWh the bill would change by approximately $44.69, from $1,278.20 to $1,322.89; for a Large General Service customer using 1,000 kW and 500,000 kWh the bill would change by approximately $1,011.37, from $32,364.04 to $33,375.41.

It is estimated that the proposed adjustment in rates will have the following effects upon applicable Legacy EGSL customers’ typical monthly bills: for a Residential customer using 1,000 kWh the bill would change by approximately $1.42, from $89.14 to $90.56; for a Small General Service customer using 5,000 kWh the bill would change by approximately $8.71, from $529.64 to $538.35; for a Large General Service customer using 500 kW and 255,500 kWh the bill would change by approximately $217.54, from $15,130.20 to $15,347.74.

The Bossier Council on Aging, a public body providing transportation services to elderly and disabled person in Bossier Parish, Louisiana, intends to apply for a Federal Operational grant to be used for the purpose of supporting operations in transporting elderly and disabled person who are unable to utilize existing public transit services. Services will be generally between 4:30am and 4:30pm Monday through Friday, in the area encompassing Bossier Parish, Louisiana. We plan to utilize the 5310 Operational Assistance Grant to supplement our current transportation program.
