School board to refund part of premiums

STACEY TINSLEY Bossier Press-Tribune At Thursday’s Bossier Parish School Board meeting, the board approved a measure to refund active and retiree employees a portion of health and dental premiums. “What we are asking for is a refund to be given to active and retired employees for the current year. The refund we are proposing is for three months of premiums. It would be anyone covered that had active coverage for the months of February, March or April of 2020,” Nicia Bamburg, Chief Financial Officer, said. “We’re currently looking at a total of 4,420 individuals that we would be issuing a refund to,” Bamburg added. This refund will not come out of the general operating fund. It is an insurance fund that the board is required by law to keep. The current plan is to issue check refunds by June 18. The board also approved accrued annual leave (vacation) days over the 45-day maximum for professional 12-month employees to be rolled over to the 20202021 school year with 45 day accrued annual leave maximum going back into effect on June 30, 2021.

Global Strike collaboration hub opens via virtual ribbon cutting STACEY TINSLEY Bossier Press-Tribune Air Force Global Strike Command officially opened its new innovation center, STRIKEWERX, during a virtual ribbon cutting event May 28 at the Cyber Innovation Center. STRIKEWERX is the command’s official storefront to traditional and non-traditional industry partners, to include small businesses, start-ups, and academia. The innovation center will provide an “outside the fence” venue to engage and collaborate with nonDoD partners in new and efficient ways. These partnerships will be pivotal to finding unique solutions to the command’s challenges. During May 28’s event, patrons heard in-person comments from Craig Spohn, Executive Director of the Cyber Innovation Center. “In April of this year we marked the CIC’s 10th anniversary. Today is a celebration of effort over those past ten years to bring a space like this into existence. Over that period, we’ve strived to build transformative economic change in NWLA to improve the quality of life for all members of our community,” Spohn said. “This new state-of-the-art facility outside of Barksdale AFB will allow us to connect local businesses, entrepreneurs, [and] academics, with AFGSC Headquarters. Governor John Bel Edwards and state officials guided residents through Phase 1 of reopening businesses that spent weeks closed to stop the spread of COVID-19. Now, some are wondering what things will look like when the state enters the next phase. After consulting with health officials, the state began taking baby steps to reopen its economy on May 15 when Gov. Edwards lifted his stay-at-home order to enter Phase 1 of recovery. Edwards’ plan allowed many businesses like restaurants, gyms and casinos to reopen with restrictions like limiting occupancy to 25%. “We are so excited and blessed to see our clients again. They mean the world to us. The health and safety of our clients, team members, and our community has been and will continue to be our biggest priority,” said Jeannie Yaun, Owner of The Skin Station. “Transitioning into Phase 1 has had it’s challenges. But I am thankful that we are in Phase 1. Hopefully we will be in Phase 2 soon,” said Tekara Davis, beautician at Hair Spray Styling Salon. Once Louisiana enters Phase 2, the number of people allowed in restaurants and businesses could also be raised from the current 25-percent of capacity to up to 50-percent. The exact increase has yet to be determined. Residents and leaders will follow guidelines detailed by the White House. The guidelines are principles designed to help each state reopen as safely as possible. A brief overview of Phase 2 guidelines can be found below:

Businesses are locating to Bossier Parish, despite uncertain economic times in the wake of the COVID-19 pandemic. One such business coming to Bossier is a QuikTrip travel center. Mike Thornbrugh, manager of Public and Government Affairs for QuikTrip said after looking in the Bossier area for a number of years for the best location, they have found a plot of land that will best serve the Bossier community and travelers.

“We are coming to Bossier. We hope to start construction in the fall and our hopes are that the store will be open in the summer of 2021,” Thornbrugh said. “Everyone in Bossier has been very receptive to work with. It is a great location and it will compliment what we are doing right now. We’re trying to do our best to grow the economy.” The QuikTrip travel center will be located at 4300 Industrial Dr. Exit/ 4344 E. Texas St. The travel center will include 10 mpd’s, which can fuel up to 20 cars at a time, and 6 diesel bays. Other businesses opening soon

in Bossier are Five Below, Chicken Salad Chick and Another Broken Egg. “I’m looking forward to the next step to transferring from Shreveport to Bossier. Area gas prices have fallen 1 cent per gallon in the past week, averaging $1.61/g Monday, according to GasBuddy’s daily survey of 177 stations. Gas prices in Shreveport are 3.1 cents per gallon higher than a month ago and stand 68.7 cents per gallon lower than a year ago. According to GasBuddy price reports, the cheapest station in Shreveport is priced at $1.47/g Monday while the most expensive is $1.99/g, a difference of 52.0 cents per gallon. The lowest price in the state Monday is $1.39/g while the highest is $2.96/g, a difference of $1.57/g. “The pace of increases has begun to throttle back over the last week in most states as gasoline demand’s recovery has slowed, keeping prices from matching their rapid pace from just a couple weeks ago. Prices will continue to move in lock-step with the coronavirus situation, so it remains challenging to know where prices will go in the weeks ahead,” said Patrick

De Haan, head of petroleum analysis for GasBuddy. The national average price of gasoline has risen 0.7 cents per gallon in the last week, averaging $1.97/g Monday. The national average is up 20.0 cents per gallon from a month ago and stands 84.5 cents per gallon lower than a year ago.

Neighboring areas and their current gas prices: Little Rock- $1.56/g, up 0.6 cents per gallon from last week’s $1.56/g. Dallas- $1.63/g, up 7.8 cents per gallon from last week’s $1.55/g. Louisiana- $1.64/g, unchanged from last week’s $1.64/g. “Oil prices saw another weekly rise, closing last week at over $35 per barrel due to a collision between oil production cuts and gasoline demand in the U.S. which has been on the mend, leading oil’s rally. The recovery in gas prices is likely to continue, though at a slower pace than what we’ve seen, with $2 per gallon likely coming in the next week or two,” DeHaan said.

BPCC Respiratory Therapy students graduate early to help in COVID-19 fight Special to the Press-Tribune Nineteen of the 22 students enrolled in Bossier Parish Community College’s Respiratory Therapy (RT) Clinical Program have chosen to graduate early in order to continue fighting on the frontlines of the COVID-19 health pandemic. These 19 students will receive their degrees during a virtual graduation ceremony on Monday, June 1, 2020. A majority of this group has already signed contingent, permanent offers as a Respiratory Therapist and are in pursuit of a special temporary license to practice respiratory care. This is a historic event for the respiratory therapy program and the college as a whole. “They will certainly go down in BPCC’s history as being part of something that has never been done before,” RT Program Director Tim Gilmore said. As physical campuses closed across the country, BPCC’s Respiratory Therapy (RT) Clinical Program scrambled to figure out how to not only transition to an exclusive web-based format, but how to allow clinical students the opportunity to continue to complete bedside rotations. This proved challenging as most clinical affiliates dismissed all

professional students from rotations once COVID-19 shutdowns began. However, it was quickly realized that Respiratory Therapists in particular, were in dire need with the increasing amount of ICU patients on respirators. According to the World Health Organization, one in six COVID-19 patients becomes seriously ill and has trouble breathing. Respiratory therapists are vital to treating these patients because they are specially trained to operate ventilators as well as provide other types of cardiopulmonary care. Because of BPCC’s reputation and the high-performing RT Clinical Program students, the community found creative ways to re-engage students in clinical rotations while fulfilling the immense need to have trained healthcare providers during the crisis. After the national accrediting body and LA State licensure board agreed to allow special provisions, BPCC students were invited back into certain healthcare facilities as hired and paid student interns. “This unprecedented arrangement allowed upper level RT students the opportunity to not only care for COVID-19 patients but served a dual purpose to allow the completion of clinical hours ahead of schedule,” Gilmore explained.

BPCC’s “Maymester” option gave RT students the option to complete the remaining didactic coursework via web-based format while all clinical rotations (including the Monroe satellite-site) were creatively executed as paid student intern positions. All of these unusual options gave rise to allow, for the first time in the RT program’s history, for RT Clinical Program students to graduate almost 2 months early. Of the 22 total students in the RT program, 19 signed up for this special arrangement/allowance and completed various rotating 8-12 hour shifts to include weekends and a holiday, all concentrated within a 3 week period. The students who are not graduating early will receive their diplomas later this summer and are expected to make an impact on healthcare while COVID-19 is a continued concern. Carolyn Burroughs, Dean of Science, Nursing and Allied Health at BPCC, said, “I am extremely proud of these students who overcame the obstacles to continuing their education, and did so on an accelerated schedule. They demonstrated a commitment to excellence and dedication to patient care during the most trying time we have ever experienced in healthcare. We are certainly BPCC proud!”

Wind energy Broaden your news, and views is worth the effort OPINION

Last Wednesday, the Louisiana Public Service Commission approved SWEPCO’s long awaited wind energy project. In time, this project will bring a low cost, clean and efficient energy source into our lives. And, wind is a renewable energy source. Louisiana has long been one of the top energy producing states in our nation. However, in view of recent developments over the last couple of months, Louisiana has been dealt a huge blow in terms of RANDY the market forced downturn BROWN in the energy sector. All of the above reminded me of a column I wrote a couple of years ago when the “Wind Catcher” project appeared in our local news. Please pardon the partial “REPEAT,” but I feel this is important. So, here we go (my column from June 3,2018): Energy. We are all dependent upon it. It is a necessity. Fuel for our vehicles, utilities for our homes, energy to produce the goods that we all need to live our lives in the manner to which we are accustomed…. and so much more. In reality, energy is “what makes the world go round.” In this modern advanced technological age, we can accomplish very little without it. Though there are many alternative fuel sources being used in today’s world, our historical sole dependence upon energy derived from fossil fuels and natural resources is consistently working toward the eventual depletion of these natural energy resources. And, we must realize that there is only so much energy to be derived from these traditional energy resources. Though our world has always thought of these resources in a manner of bountiful abundance and relative infinity, these traditional energy resources are eventually extinguishable. They are finite, not infinite. As our world, our nation, our cities, our businesses/factories and our population continue to grow, the demand upon these resources will increase exponentially. As a result, one day (well into the future), our energy supply in its current form is at risk of being exhausted. This is a hard concept to fathom, but it is definitely true. Will this happen in our lifetimes? Probably not. However, we have to think of energy as a commodity. I had never really thought of the harsh reality of this concept until I attended a presentation by Texas businessman/billionaire T. Boone Pickens at the Shreveport Convention Center in October of 2008. At that time, our area was on the precipice of the natural gas boom (Haynesville Shale) and all attention locally was sharply focused on natural gas. I vividly remember Mr. Pickens’ graphs and charts and how he spoke of the un-negotiablefact that America had no choice but to develop alternative energy sources. He spoke of how we should be running our city buses, the trucking industry and basically as many motorized vehicles and machines as possible on natural gas. During his presentation, Mr. Pickens also spoke of wind energy as a very viable future energy resource. Now, back to 2020. SWEPCO’s wind project has received approval to move forward in Arkansas, Oklahoma and now in Louisiana. Regulatory review is ongoing in Texas at this time. This project will also have to be approved by the Federal Energy Regulatory Commission, as well. Over the last couple of years, several of our area political and business leaders have voiced their support for this project. And, I commend SWEPCO for moving forward in making this happen. Am I for SWEPCO’s wind project? Yes. And, I think we all should be. The facts are very clear. The long term benefits for all of us loom large. Are there questions still to be answered and research yet to be done? Of course. But let’s face the facts, both our energy and economic futures hang in the balance. Where do you get your news? It’s an important question, especially during this turmoil and division. Do you get your news from just one source? Do you rely on social media for your news? Many of us remember the time when the only news sources we had were the morning newspaper and the evening television news, or DAVID perhaps a ra- SPECHT dio update. That is no longer the case today. There are 24 hour news channels, a host of news websites and apps, and, of course, social media. Where is the truth? Where is the news with no agenda? Regardless of where you get your news, the information is disseminated through the worldview of the organization that is behind it. Even though we in journalism are supposed to be unbiased observers, we are also human. Sometimes, how we present the facts is skewed by our worldview. It happens. If that weren’t enough, how we as citizens consume the news is often just as biased as

we are, especially if our primary sources of information are social media channels. When you think about your circle of influence on social media, your “newsfeed” is often filled with mostly content that resonates with your worldview. After all, it is the job of the algorithms to serve you content you want to consume. It is not often we see a differing view in our personal

feeds. It doesn’t matter where you lean politically, it is dangerous to consume news that only agrees with your viewpoint. Someone that I greatly admire has both the Fox news app and the CNN app. They consume news from both so that they can make their own decision on where the truth lies. It is sad that my friend has

to do something like that. If you think about it, each organization presents the news that they believe will resonate with their audience. Knowing this, it is understandable why a bias might be present. Therefore it is always important to open our minds and our news consumption. We should realize that is it possible an opinion which is contrary to our own is not only valid but may be correct. Instead of limiting our news consumption and social circles to those who only agree with us, we should begin to broaden our worldview. We should consider other views as valid. It doesn’t matter if you’re in Shreveport, Bossier City, Baton Rouge, or Washington DC. As we try to solve real problems, both in government and in the private sector, we need to all work together for the common good. To accomplish this, we need to broaden our views and have a willingness to accept someone else’s view. This is no easy task, as it requires putting ego aside. But, in the end, our community, our state, and our nation will be the better for it. David Specht is editor of the Bossier Press-Tribune.

States want coronavirus aid to pay for years of fiscal mismanagement, not coronavirus fight

At a time when huge spending bills marked “coronavirus relief” are easily passing Congress with little scrutiny, poorly run states are asking unscrupulous members of Congress to slip in taxpayer bailouts to rescue them from years of their own fiscal mismanagement. In response, the House of Representatives recently passed a coronavirus relief bill that includes a half trillion dollars (trillion with a “t”) in unrestricted funds to bail out state governments for years of reckless expenditures entirely unrelated to the pandemic. I have the same reaction to these proposals that I had when I worked in government and people were proposing millions of dollars in monuments to little known people on what seemed like every street corner, while many Americans were out of work and struggling to make their next mortgage payment: “Have you lost your mind??” People are suffering, and federal taxpayers have already sent states and localities hundreds of billions of dollars to help pay for expenses related to fighting the coronavirus. States have received over $200 billion in grants and $500 billion in loans to municipal governments. Add to that the fact that state and local governments are also benefiting from the

more than $1 trillion in federal coronavirus relief that has flowed to their businesses and residents in the form of small-business loans, relief checks, and increased unemployment benefits. Some states haven’t even spent all of their coronavirus grant money because the pandemic didn’t hit them as hard as anticipated, yet many are asking for more. They just don’t want to have to spend the money on KAY C. actual coroJAMES navirus relief this time. Sen. Rick Scott (R-Fla.) is one of the voices in Congress speaking out against state bailouts, calling the funding “a piggy bank for unrelated expenses that have nothing to do with responding to the coronavirus.” He rightly warns that the money will be used to bail out pension plans, reward decades of mismanagement, and encourage states to become even more dependent on the federal government. Many states want to use the money to rescue their woefully underfunded pension plans. For years, rather than putting money into these pension plans to ensure they

could fund the retirements they promised to their state employees, politicians diverted money into other spending projects. Bailing out states is, simply put, a bad idea. It shields politicians from the consequences of their actions and encourages the same reckless spending habits that got them into a financial mess in the first place. That wouldn’t just harm the rest of us federal taxpayers, it would also do long-lasting harm to their citizens: When federal taxpayer funding runs out, the reckless spending and bigger budgets remain, and states will just raise taxes on their own citizens to make up the difference. Federal bailouts of the states in the early 2000s and in the Great Recession of 2007-2009 show us that these fiscally irresponsible leopards seldom change their spots. In 2003, states received $20 billion in federal aid, but instead of balancing their books, many states just increased their spending and debt. Again in 2009, much of the $300 billion slated for state governments to help them recover from the recession was used instead to permanently expand government programs. For instance, states were given about $50 billion to stabilize their education systems, but instead, many used the funds to add brand

new staff positions. There is an old adage that the definition of insanity is doing the same thing over and over again and expecting a different result. The insanity of state bailouts must end. Sending mismanaged states hundreds of billions of dollars in bailouts is basically like giving a drug addict money and telling him not to buy drugs with it. While many in Congress oppose these bailouts, some say they might be a necessary component to any relief package. That’s because pro-bailout members of Congress are willing to hold hostage the rest of the package in order to get them included. For the good of taxpayers everywhere, lawmakers must resist bailouts. Instead, Congress should provide targeted and temporary relief for taxpayers, families, and businesses to fight the devastating health and economic effects of the coronavirus pandemic, not pay the past due bills that fiscally irresponsible politicians have racked up over the years. Summer Reading (or as we call it, Summer Experience) is open and running; you can register any time and log your reading time either on the website or on the handy app that’s available for download in the various app stores. In addition, Curbside Pickup is also trucking along. Hopefully you’re taking advantage of this service if you’ve been missing the weight of a book in your hands and the act of turning physical pages, all while tracking your progress through the book by eye-balling the section of pages you have left verses the section you’ve already progressed through. We’ve been cataloging new arrivals too, so call or check our catalog to place a hold if you’re waiting for a new-release to come out! But on to our newly added service: Free Printing! That’s right, starting on Monday, June 1 we will be printing up to 10 pages for patrons for free. (Insider Hint: if you want your document printed

double-sided then it can be up to 20 pages.) So, how do you get us your document? Simply go to the form on our website, the direct link is listed below, fill it out and attach a PDF file to the form, and hit submit. Staff will be confirming document length, which is restricted to allow enough time to ANNIE GILMER print for as many patrons as possible during our limited hours. Elizabeth O. Sherwin was not born in Bossier Parish, but that did not stop her from faithfully serving the Haughton community from the time she moved there and until she departed from this earth. Sherwin and her husband moved to Haughton after World War II, in 1945 from Marshall, Texas. They purchased land and built a house where they could raise kids away from the city, calling Haughton home from then on. When Sherwin first arrived in Haughton, it was just a small town with unnamed dirt roads. As she watched her kids grow, she also attended the town grow. She got involved in the community by joining committees, clubs, and programs. She organized the Haughton P.T.A. in 1947, and she organized the candy striper program at Bossier General Hospital in 1965. She began serving Haughton politically as the first woman to serve on the town council for Haughton in 1970. In 1972, she was the first alderwoman elected to the Haughton Town Council. After six years as an alderwoman, Sherwin ran for mayor. In an interview with Shanda Thomas, for The Shreveport Journal, Sherwin stated, “She was urged to seek the top position by her husband because she ‘put in as many hours as an alderman as she would as mayor.” In 1976 Sherwin became the first female mayor of Haughton, the first female mayor in Bossier Parish, and the first female Republican mayor elected in Louisiana. Taking her first oath of office on July 1, 1976, after beating her opponent Sylvester E. Carson. Eager to continue the many projects she had begun and happy to continue serving the community, she ran for re- election; this time, she was unopposed. After her first term as mayor, she ran unopposed for re- election and joyfully continued serving the great town of Haughton. During her stay in office as the Mayor of Haughton, Sherwin helped Haughton to become recognized as an official Bicentennial Community, making the town eligible for a variety of grants. Including grant funds for the construction of a new water treatment plant; to connect all houses within

Haughton town limits to the sewerage system; to add fluoridation to the water system to prevent dental disease, and to implement an ongoing AMY ROBERTSON drainage program for flood-prone areas. She also obtained funding to build a new firehouse, a new library, and to expand the city hall. Sherwin took her responsibility to keep the citizens of Haughton safe during an emergency and organized a mock evacuation drill to access the town’s ability to respond effectively to a public emergency in coordination with the various agencies. She evaluated the railroad tracks for disrepair and saw to it that the railway company made necessary repairs. Also, she was successful in imposing a 10mph speed limit on trains passing through the town. She always looked for ways to help others and could rally people together to help make a difference in the lives of others. In 1983, after the tragic loss of Haughton’s very own Joe Delaney, she established a memorial scholarship in his name to serve the athletically inclined graduates of Haughton High School. Elizabeth Nowlin Witt Haughton, LA - Elizabeth Moody Nowlin Witt, Ph.D., died today, May 29, 2020. She was seventy- nine years old. Beth was born April 11, 1941, in Columbus, Mississippi, to John David and Elizabeth Moody Nowlin. Her parents divorced when she was an infant, and Beth was raised by her mother and grandmother, Lucille McCann Moody. Her grandmother’s teachings and the fact that Beth survived a critical attack of bulbar polio

in 1952 were powerful influences on her life. 1963 was a key year for Beth. She married her high school sweetheart, Larry Witt, in February, shortly before he entered the Air Force’s Flight Training School in Selma, Alabama. Beth received her bachelor degree in Journalism and English from the “W” (Mississippi State University for Women) in May of ‘63 and joined her husband in Selma. There she worked as a reporter for the Selma Times-Journal, where she was wit-

ness to Martin Luther King’s participation in important events that were influential in the Civil Rights Movement. In December of 1963, Beth gave birth to her first son, Larry Witt, III. During the next ten years, Beth and her husband lived in Georgia, Mississippi, Michigan, and California, and added two more sons to their family: Benjamin was born in Albany, Georgia and John at Wurtsmith Air Force Base, Michigan. Beth worked as a press secretary for the five-state Tennessee Waterway Authority, while the family was stationed in Mississippi. At other bases, she was active in Officer’s Wives Club work (she was editor of the Wives Club paper in Michigan), as a volunteer Grey Lady at base hospitals, and as a volunteer at her children’s schools. In 1972, the Witts were transferred to Barksdale AFB, Louisiana, where twin girls (Elizabeth and Catherine) were born. Birth-caused brain damage to her daughter Elizabeth precipitated Beth’s return to college, where she received a Master’s in Special Education (1978) from Louisiana Tech University. She began to work in 1976 at C-BARC’s Goldman School, where her daughter had received training. After working there for three years, Beth went to work as a teacher of preschool children with disabilities in Bossier Parish Schools. There her collaborative teaching with speech therapist Jeanne Boose Morgan resulted in their writing and publishing (in 1984) a teaching kit for developing language in young children with delays, which was called TOTAL. These materials brought Beth national attention, and during the next ten years, she was invited to speak to school districts and at national and state conferences for teachers, speech pathologists, and educational diagnosticians in 14 states and two Canadian provinces. She also wrote and published two other educational products: ENABLE and PREPARE, numerous professional articles, and a chapter in a college textbook. Beth later worked for 13 years (1983-96) as an educational diagnostician for the Caddo Parish Special Education Pupil Appraisal team, and, for several years, taught coursework for Louisiana Tech leading to certification in early childhood special education. In the ‘90’s, Beth began work on a doctorate in speech-language pathology from LSU in Baton Rouge. She received her Ph.D. in 2000. Beth was employed as an assistant professor for LSUHSC’s Department of Rehabilitation Services (speech-language pathology program) at Mollie Webb Speech and Hearing Center from 1998 through 2004. There she taught coursework in language development and disorders, fluency disorders, multicultural issues, and discourse analysis, and was clinic supervisor. While there, she developed, initiated, and supervised a program for late talking toddlers. After her retirement from LSUHSC, Beth later worked part-time as a consultant for the Caddo Early Head Start program, as well as C-BARC’s

early intervention program. Beth is survived by her husband Larry and five children: Larry (and wife Gladys) of Palm Harbor, Florida; Ben (and wife Sarah) of Memphis, Tennessee; John (and wife Stacy) of Norfolk, Nebraska; Catherine Horak of McKinney, Texas, and Elizabeth Witt of Shreveport, Louisiana. She is also survived by eight grandchildren: Matthew and Rachel Witt of Athens, Georgia; Cade, Kinley, and Landry Shaw of McKinney, Texas; and Elizabeth, Catherine, and Allie Witt of Norfolk, Nebraska. Because Beth believed that individuals who were raised in a bookfilled home and were avid readers were life-long happy, educated, knowledgeable, and productive people, she always gave books as gifts to family and friends. Due to COVID-19, a memorial service will be held at a later date. In her memory, contributions may be made to Holy Angels Residential Facility (10450 Ellerbe Road, Shreveport, Louisiana, 71106) or to scholarship funds for needy students at a college of your choice. William Arvil “Buddy” Hearne Benton, LA – Funeral services for Mr. William Arvil “Buddy” Hearne, age 71, were held at 11:00 am, Saturday, May 30, 2020, at the Welcome United Methodist Church, Taylor, AR with Rev. Brad Franklin, Rev. Arville McLain, and Rev. Rob Spencer officiating. Interment followed in Welcome Cemetery under the direction of Bailey Funeral Home, Springhill, LA. Visitation was held Friday, May 29, 2020, 5:00 pm until 7:00 pm at the Bailey Funeral Home Chapel, Springhill. Mr. Hearne was born on March 8, 1949 to Verlon Douglas “Doug”and Mary Timmons Hearne in Springhill, LA and passed away on Tuesday, May 26, 2020 at his home in Benton, LA. He was a graduate of Springhill High School and Louisiana Tech University. He was a member of Benton United Methodist Church and was a retired landman. Buddy excelled in athletics in high school earning him the opportunity to play both baseball and football at La. Tech. He was a lifelong Arkansas Razorback fan, and absolutely hated the Dallas Cowboys — well, he softened a bit after Dak came along. His career with Hunt Oil Company took him and Reba to North Dakota, Midland TX, Dallas, Bossier City, Lafayette, back to the Dallas area again before retiring and settling on the lake in Benton. He met many lifelong friends along the way-many relationships that he and Reba cherish til this moment. He loved observing birds and animals in the outdoors, hunting, fishing, and hanging out with his dog and best pal Rusty. His grandkids were the twinkle in his eye- loving every minute of every visit, holiday or event he got to share with them. He loved God and his church serving in many leadership roles over the decades. He had a big heart, genuinely cared for others, and had the gift of tears.

He honored his mother Mary and father Doug, as we are commanded to do in the Bible. He loved his wife Reba, especially her gifts and talents in the kitchen-family Sunday and holiday meals were always his favorite. They loved to travel the country together which they have been able to enjoy extensively over the last several years. He is proud of his daughters Tanya, Jessica, and Wendy for the strong Christian women and mothers they have become. Any and all who knew Buddy, knew he was a friend, that he cared, and he will be dearly missed. Ray Jackson was born November 11, 1947 in Natchitoches, Louisiana to Robert and Helon Jackson and passed away peacefully at home surrounded by his family, Saturday, May 23, 2020 in Bossier City, Louisiana. Ray was a graduate of Woodlawn High School in Shreveport, Louisiana and later Northwestern State University in Natchitoches, Louisiana, where he played tennis and received a Bachelor of Science in Library Studies. While studying at Northwestern, Ray met the love of his life, Juanita, in a French class. They later married in 1971. Ray worked as a Senior Business Analyst at Dun & Bradstreet for 20 years before retiring and finding his true passion as a Deputy for the Bossier Sheriff’s Office for 20 years. He especially enjoyed his co-workers in dispatch, where he was able to help many people with his ability to keep calm and communicate with compassion in high pressure situations. Ray will always be remembered as an exemplary husband, father and friend. He was a humble man with integrity who led by example. A great orator with a deep vocabulary, he loved to tell stories and make

people laugh. Family vacations were always made into an adventure thanks to what has been so lovingly named the “Jackson Effect”. When things went awry around Ray, he always found a way and gained an unforgettable story. His family home was always filled with laughter, love and faith. Ray was a strong Christian man who touched so many lives through his compassion for others. He cherished his family and especially adored his granddaughters, who lovingly called him “Honey”. Ray is preceded in death by his parents. Left to cherish his memory is his loving wife of almost 50 years, Juanita Smith Jackson; son, Robert Roy Jackson and wife, Ashley; granddaughters, Abigail and Kathryn; mother-in-law, Donnie Smith; sister-in-law, Betty Cummings and husband, Bill; nephew, Alan Cummings; niece, Carole Calhoun and husband, Chad, and numerous other family and friends. Honoring Ray as pallbearers were: Greg Barnard, Don Burling, Joey Cleveland, Billy Jones, Donnie Keith and Reigan Malmay. Serving as honorary pallbearers were: Lewis Bayne Lee, Dan Maciejczak and all the members of the Bossier Parish Sheriff’s Office. The family would also like to thank the Bossier Sheriff’s Office for giving Ray the honor of serving his community, and the Bossier City Fire Department and paramedics for their care and compassion and repeatedly going above and beyond to help the family when it was needed most.

Garland Chism Garland Monroe Chism, 76, of Blanchard, LA passed away May 21, 2020. Arrangements began with a visitation at Hillcrest Chapel in Blanchard, LA from 6-8 pm on May 26, 2020. Then, a Funeral was held at Hillcrest Chapel in Blanchard, LA at 10 a.m. on May 27, 2020. Garland was born in Many, LA on August 7, 1943. Garland graduated from Florien High School in Florien, LA. He was a proud veteran of the U.S. Army. He was a long-term member of North Shreve Baptist Church. Mr. Chism cherished his memories, and his many friends, he made there. Many of his days were spent at the Council on Aging, in Mooringsport, LA, where he loved playing games and visiting with friends. His love for the races had him, and his wife, travelling to car races all over the South. He loved his pups, friends, family, and especially his granddaughters, which meant the world to him. Preceding Mr. Chism in death were: his first wife, Johnnie Chism, to whom he was married for 44 years; son, Travis Chism; brothers, Carl Chism, and Clarence Chism; then also a sister, Hilda Brown. Left to cherish his memory are: his wife of 5 ½ years, Peggy Stark Chism; daughter, Tammy Bradford (Mike Bradford); son, Paul Chism (Tiphanie Chism); step-daughter, Robin Stark. Also remaining to carry on his legacy are: his three beautiful granddaughters, Jessie Bradford Humphrey, Katie Bradford Heitmuller, and Gracie Chism; along with his siblings, Marcia Thompson and Glenda Dunn. Dalton Ray “Boe” Borchardt Haughton, LA – Dalton Ray “Boe” Borchardt, 83, of Haughton, Louisiana passed away peacefully at home on Wednesday, April 15, 2020. He was born March 16, 1937 in Cuero to Alfred and Ella Borchardt. Boe joined the United States Air Force and served 26 years which allowed him to travel all over the world. He met his true love while stationed in Hawaii, and he and Charlotte married in 1975 at a beautiful wedding on the island. His military travels attributed to his love for seeing the world and trying new foods. He loved to cook and “when Boe got in the kitchen, his family got out!” Boe was a jokester and enjoyed making people laugh.

The application received a favorable recommendation from the Bossier City-Parish MPC. Ms. Carlotta Askew-Brown, Bossier City-Parish Metropolitan Planning Commission, stated that based on a general overview of the Unified Development Code, it was determined that amendments to various sections of the Unified Development Code were needed. After further discussion, and there being no objection, motion was made by Mr. Rodgers, seconded by Mr. Marsiglia, to approve the application of the Bossier City-Parish Metropolitan Planning Commission, to consider various amendments to the Unified Development Code. The President called for public comment. There being none, votes were cast, and the motion carried unanimously. ORDINANCE NO. 4767 AN ORDINANCE TO AMEND ORDINANCE NO. 4705 OF 2018, FOR THE PURPOSE OF AMENDING VARIOUS ARTICLES OF THE UNIFIED DEVELOPMENT CODE AS A RESULT OF A REGULAR GENERAL REVIEW OF THE CODE WHEREAS, the Bossier Parish Police Jury held a public hearing on May 6, 2020, to review proposed amendments to the Unified Development Code; and WHEREAS, the proposed amendments received a FAVORABLE recommendation from the Bossier City-Parish Metropolitan Planning Commission; and NOW THEREFORE BE IT ORDAINED, the following Sections of the Unified Development Code have been added or amended to read as follows: (New language is underlined) Section 3.6.1 H. Appeal Any party aggrieved by the Board’s determination may appeal such Determination to the District Court of Bossier Parish within 30 days. 1. Within six (6) months of the date of denial, a subsequent application for the same approval will not be reviewed or heard unless there is substantial new evidence available, or if a significant mistake of law or fact affected the prior denial. 2. If the application is resubmitted earlier than six (6) months from the date of the denial, the subsequent application must include a detailed statement of the grounds justifying its consideration. 3. The Executive Director will make a determination as to whether the subsequent application is appropriate for resubmittal prior to the expiration of the six (6) month wait requirement. If the Executive Director finds that there are no new grounds for consideration of the subsequent application, he/she will summarily, and without hearing, deny the request. 5.3 Use Table Delete “Furniture Store” as a “Provisional Use” from the B-4 Business District. Add “Private Event Center” as “Conditional Use’ in the B-2 Business District and as a “Permitted Use” in the B-3 Business District. Section 5.4.3 D.3. Detention Centers may only be permitted as a Conditional Use following the procedures of Section 3.3.2 of this code. Permitted Uses Section 5.7.3 V. 24. Restaurants, delicatessens, and cafes. No Drive-Thru window or service is permitted. All applications for a telecommunications facility require ConSection 10.4.1 ditional Use from the MPC. A preliminary and a public hearing are required, unless indicated otherwise. Small Cell technology poles, when located on private property, shall require a public hearing only. Table 12.5.6 Off Street Parking Requirements Add the use “Personal Storage Facility” to the table with a minimum parking requirement of 1 space per 50 Units. Section 13.8.5 Credit for Existing Trees A. Existing trees, which are located within the front yard,that have either been preserved or replanted and meet the minimum standards of the following tree credit schedule may be substituted or credited against the requirements. Tree planting standards are as follows. Fractional measurements shall be rounded to the nearest whole number. Caliper width shall be measured at a point 4 feet above natural grade level. Section 18.2 General Definitions Add the definition “Accessory Dwelling Unit” An Accessory Dwelling Unit (ADU) is a smaller, independent residential dwelling located on the same lot as a stand-alone, detached single family home. An ADU may only be approved as a “Conditional Use” and shall comply with the require ments of Section 5.6.2 of this code. Add the definition “Event Center (Private)” A private event center is a privately owned-multipurpose venue facility hosting special events, such as, but not limited to, wedding parties, holiday gatherings or events, or general get-togethers. A private event center could typically have a catering kitchen, indoor or outdoor seating and may or may not sell or dispense alcoholic beverages. Ms. Gill announced that this public hearing will be tabled to be heard on June 3, 2020. There being none, votes were cast, and the motion carried unanimously. *** No action was taken on Agenda Item No. 10 requesting that a public hearing be scheduled on June 17, 2020, to consider changing the name of a road in Water’s Edge, Cypress, Phase 2 Subdivision, from Fritchton Street to Pirogue Point, located in Section 1, Township 19 North, Range 13 West, Bossier Parish, LA. This matter will need to be considered by the Benton-Parish Metropolitan Planning Commission. *** Ms. Gill announced the hearing to consider condemnation of a mobile home park, Pine Creek Mobile Home Park, owned by Pine Creek-Haughton, LTD, with a physical address of 1000 Acadian Boulevard, Princeton, LA 71067, Tax Assessment No. 119077. This matter was tabled on March 18, 2020. Mr. David Ghormley, Property Standards Officer, stated that all requirements have been met by the owner of Pine Creek Mobile Home Park, and recommended that this matter be dismissed. Motion was made by Mr. Benton, seconded by Mr. Rimmer, to dismiss condemnation proceedings on property located at Pine Creek Mobile Home Park, owned by Pine Creek-Haughton, LTD, with a physical address of 1000 Acadian Boulevard, Princeton, LA 71067, Tax Assessment No. 119077. Ms. Askew-Brown, Benton-Parish Metropolitan Planning Commission, stated that Ms. Rodriquez’s plans include a deli and on and off-premise consumption of alcohol. Mr. Marsiglia asked if alcohol will be sold through the existing drive-through window. Ms. Askew-Brown stated that no alcohol will be sold from the drive-through window. It was later determined that there will be no on-premise consumption of alcohol and will be for off-premise consumption only. Motion was made by Mr. Rodgers, seconded by Mr. Marsiglia, to approve the application of Eda Rodriguez for a 2020 Bossier Parish beer/liquor license at Kingston Neighborhood Market, 5604 Benton Road, Benton, LA, subject to approval by the health department. He stated that he discussed this request with Ms. Ginger Adam Corley, lobbyist for the Bossier Parish Police Jury, who also represents The Port of Lake Charles. Mr. Altimus stated that proposed Senate Bill No. 421 would allow for the inland ports to have the same abilities and capabilities as deep-water ports. He recommended that the police jury adopt a resolution endorsing and strongly supporting proposed Senate Bill No. 421 of the 2020 Louisiana Regular Legislative Session and urge the support of its Legislative Delegation. Motion was made by Mr. Rodgers, seconded by Mr. Marsiglia, to amend the agenda to consider adoption of a resolution endorsing and strongly supporting proposed Senate Bill No. 421 of the 2020 Louisiana Regular Legislative Session, and urge the support of its Legislative Delegation, and authorizing Ms. Ginger Adam Corley to represent the Bossier Parish Police Jury in this matter. WHEREAS, The Port is one of Caddo and Bossier Parishes’ significant economic engines, a key driver of job creation, infrastructure investment and recruitment, and retention of business and industry; and, WHEREAS, Senate Bill 421 of the 2020 Regular Session of the Louisiana Legislature ensures that The Port has full capacity to fulfill its commitment to the citizens of Caddo and Bossier Parishes; and WHEREAS, Senate Bill 421 of the 2020 Regular Session of the Louisiana Legislature provides the clarifying language which will ensure there are no ambiguities of the responsibilities and obligations of The Port afforded by the State of Louisiana; and WHEREAS, Senate Bill 421 of the 2020 Regular Session of the Louisiana Legislature provides for The Port to have the capability to own and operate an air cargo facility in Caddo and Bossier Parishes, just as several other Port Commissions in the State of Louisiana; and WHEREAS, since the inception by the Louisiana Legislature in 1962, The Port has been responsible for over $1.5 billion of private and public investment in Caddo and Bossier Parishes, in addition to the creation of over 1,700 direct jobs. The results of a recent economic impact study on The Port discovered that four indirect jobs were created as a result of each direct job created by The Port; therefore approximately 8,500 jobs in the region are attributed to The Port; and WHEREAS, the citizens of Caddo and Bossier Parishes have overwhelmingly supported The Port over the past several decades, and in 1993, the voters of Caddo and Bossier Parishes approved a special property tax of 2 ½ mills for a period of twenty-five years for the purpose of developing The Port as a multimodal transportation center and economic driver of the economy; and WHEREAS, in 2016, the voters of Caddo and Bossier Parishes renewed the 2 ½ special property tax millage for an additional twenty-five years. The Port Commission will utilize these revenues to purchase and develop at least an additional 3,000 acres of property to facilitate future growth, job creation, and investment for the region and State. To date, The Port has commenced this ambitious program and has purchased approximately 900 acres of additional property in addition to the maritime complex; and WHEREAS, it would be beneficial to our region and State to have our Port prepared to recruit and retain the likely resurgence of industrial manufacturing, multimodal transportation, distribution and logistics in Caddo and Bossier Parishes. NOW, THEREFORE, BE IT RESOLVED by the Bossier Parish Police Jury in regular and legal session on this 6th day of May, 2020, that it does hereby endorse and strongly supports proposed Senate Bill 421 of the 2020 Louisiana Regular Legislative Session, and does urge the support of its Legislative Delegation. *** Mr. Hudson provided an update on the Swan Lake Road Bridge (South Bossier) Project No. 2019-114. *** Mr. Hudson provided updates on the FY 2018 LCDBG Sewer Improvements Project – Oak Hill Mobile Home Park, and the FY 2019 LCDBG Sewer Improvements Merrywoods Subdivision project. *** Mr. Hudson provided an update on the water tank project in Dogwood Subdivision. He stated that the foundation has been installed. He further stated that all water wells are now tied together. *** Mr. Hudson stated that another manhole has settled in Magnolia Chase Subdivision and the police jury will be accepting proposals in the very near future to correct this issue. *** Mr. Hudson stated that three drainage inlets have settled approximately six inches in two subdivisions. He stated that this matter will be further discussed at the next Road/Subdivision Regulations Committee meeting, a date and time is to be determined. He further stated that it is possible that engineering will be requesting the placement of piles beneath drainage inlets for stabilization. *** Mr. Mark Coutee, Public Works Director, presented an update on activities of the highway department and on several road projects in the parish. Appreciation was extended to Mr. Coutee and the highway department employees for their dedication and hard work. *** Mr. Rodgers stated that he has received several complaints and concerns due to the lack of internet services in Benton rural areas. *** Mr. Jorden stated that he has received complaints from parish residents due to drainage issues being caused by construction of subdivisions located in the Town of Haughton. He requested that this matter be further reviewed. Mr. Cochran requested that that Mr. Hudson review this matter and provide an update at the May 20, 2020, regular meeting. *** Mr. Rimmer expressed appreciation to Mr. Coutee and the highway department for their work on Dogwood Trail to Wild Briar Circle. He stated that he would like to discuss the drainage in this area in greater detail in the very near future. *** Mr. Gray stated that he spoke with Mr. Hudson regarding drainage issues at the 1400 block of Airline Drive. He requested that this matter be further reviewed. *** Mr. Cochran expressed appreciation to the citizens of Bossier Parish for their patience during these difficult times due to the COVID-19 health crisis. He also expressed appreciation to the citizens for their patience with the measures that the police jury has taken in order to conduct police jury meetings while keeping the staff and citizens safe, in order to address the needs of the parish. *** Mr. Rimmer reminded jurors that the Tier 2 Financial Disclosure Statements are due May 15, 2020. *** Mr. Jackson stated that Mr. Altimus and he have been working with the court system and other offices in the courthouse to create a plan to reopen the courthouse on May 15, 2020. He stated that all departments are waiting for Governor Edwards’ next announcement to determine what will be required of the police jury and other offices within the courthouse. AN ORDINANCE ANNEXING APPROXIMATELY 22.3 ACRES OF PROPERTY OWNED BY THE TOWN OF BENTON INTO THE CORPORATE LIMITS OF THE TOWN OF BENTON, BOSSIER PARISH, LOUISIANA

WHEREAS, the Town of Benton, Louisiana (the “Town”) desires to annex into its corporate limits approximately 22.326 acres of property (the “Property”) owned by the Town of Benton, and contiguous with the corporate limits of the Town of Benton, located in Sections 19 and 20, Township 20 North, Range 13 West, being more particularly described as follows: Approximately 12.5 acres identified as Assessor’s Mapping Parcel Numbers 20131915A1A, 20131915A1B, 20131915C1, and 20131915C2, further described as: the South 12.5 acres of the East half of the Northeast Quarter of the Southeast Quarter of Section 19, Township 20 North, Range 13 West; AND Approximately 9.826 acres identified as a portion of Assessor’s Mapping Parcel Number 2013206B2, further described as all that portion of the following described tract lying within the Northwest Quarter of the Southwest Quarter of Section 20, Township 20, Range 13 West: From the Southwest corner of Section 20, Township 20, Range 13 West run N00°34’00”E along Section line 341.36 feet to Point of Beginning; thence run N00°34’00”E along Section line 2,047.64 feet; thence S89°44’01”E for a distance of 530.75 feet to the Westerly right-of-way of the Railroad; thence S15°04’44”W along said right-of-way for a distance of 2,118 feet to the Point of Beginning.
