he City of Eloy Community Development Department consists of four divisions: building and safety, code compliance, planning and zoning and economic development. We provide design guidance and review general plan amendments, rezoning and subdivision plat applications; staff the Planning and Zoning Commission, Board of Adjustment and Downtown Advisory Commission; administer the Property Maintenance Code; and promote job creation in the City. Our staff is committed to providing a high level of service to our clients, protecting our community assets and implementing the Mayor and Council’s vision for a more prosperous city.

The two programs help us reach our community by providing information on crimes, requesting information leading to identification and arrest of suspects, and providing crime prevention tips. Annual Community
T
he Eloy Chamber of Commerce honored five community members at its annual awards banquet March 29. The event included the addition of the First Responder Award, which honors an individual who, with his or her superior innovative and/or heroic efforts, goes above and beyond to connect and serve the community. The recipient was Cpl. Calvina Singleton from the Eloy Police Department. “She’s a field training officer, and I’ve watched her with how she trains these guys. She has a degree in education, and that’s exactly how she approaches it,” Police Chief Chris Vasquez said. “I am confident that when they’re done with their phase with her, she has put them through the wringer and they have learned.” Singleton currently is involved with the Citizens Academy and Citizens on Patrol. Her goals for the future include starting a community youth program at the Police Department and a new victims’ services program. “I am completely honored, and I want to thank the chamber for selecting me to receive this award tonight, but to me it’s about the Police Department,” Singleton said. “I know I have had tons of jobs, I’ve had

tons of careers and I can honestly say that the leadership that I have before me now has allowed me to flourish and be myself and find those things that I’m passionate about.” The other honors of the night were the SPOKE Award, the H.B. Christy Award, the Good Neighbor Award and the PRIDE Award.
SPOKE Award
The SPOKE Award honors a chamber member who gives service, participates to the fullest ability, is properly oriented to the intent and purpose of the chamber movement, has knowledge of community pride and service and promotes the community and ideas with sincere enthusiasm. Saguaro Correctional Center Warden Todd Thomas was the SPOKE recipient. “He does a wonderful job running these institutions,” CoreCivic official John Gluch said. “When you walk through a facility you know who’s a good warden right from the start. The staff knows who the warden is. The inmates know who the warden is. You walk around the place and it’s clean and neat, and he’s well respected. You can tell right then, whoever it is, is running a good institution, and in this case it’s Todd Thomas.” Although Thomas has been the warden at Saguaro only since 2017, he previously served at the correctional center
from 2008 to 2015 before transferring to Tennessee. He currently serves on the executive board of the North American Association of Wardens and Superintendents, as well as the board of directors for Make a Smile. I always give credit,” Thomas said. “If I see something is working, why reinvent the wheel? Copy it, give credit, say thanks and move on. This is not my award. This is the award of the staff, the 374 individuals we have.”
H.B. Christy Award The H.B. Christy Award went to Arizona Public Service Co. Community Affairs Manager Richard Rosales. The award goes to a chamber business leader who contributes above and beyond for the growth and betterment of the chamber, the city and the surrounding area. “Richie is what you call a homegrown boy, or man in

this case,” Mayor Joel Belloc said. “He went on to work at various companies from Arizona to New Mexico. We are very fortunate that he has returned to our area, first Eloy and now Casa Grande, but we still regard him from Eloy. He is a good family man and a good friend.” Rosales manages all the APS community relations in 13 communities and some nonprofits in Gila, Pinal and Cochise counties. He is also a board member of various committees in both Casa Grande and Eloy. “I had the pleasure of having a great role model as I was growing up, and I wouldn’t be here if it wasn’t for my mom, who set the stage,” Rosales said. “Also, I work for a great company that cares about the communities that we serve, and if it wasn’t for APS I wouldn’t be in this position of giving nonprofits a lot of support.”
Good Neighbor Award
The Good Neighbor Award identifies a person who has contributed back to the community by volunteering, donating services or doing good deeds throughout the year, and it went to Jose Garcia. Ricky Carino, community advocate and Mary Lou Rosales, executive director of CAHRA, have both seen Garcia grow and help the community since he was a teenager in Eloy. “When we first met him we learned about his quick wit and humor,” Mary Lou Rosales said. “We’re really lucky to have him in Eloy because his heart is in Eloy, and he wants to make Eloy a better place. If you see everything he does, that’s his end goal.”
Garcia is currently a member of the City Council and is also involved with various organizations such as the Santa Cruz Valley Food Pantry, Corazon de Latinos Unidos and the Eloy Community Action Team. “Many times we hear about that 17-year-old who starts in the mail room and works his way up to vice president,” Garcia said. “I started stuffing food boxes. Now I’m the vice president of the Santa Cruz Valley Food Pantry, and there’s still more work to do. Without the community and their support, I wouldn’t be here. This is one of the awards I thought I would never receive.”
PRIDE Award
Jon Vlaming, director of Community Planning, received the PRIDE Award, which is presented to a city of Eloy municipal employee who, with superior and innovative efforts, goes above and beyond to connect with and serve the community. “I’ve worked in Texas, New Mexico, Wyoming and Arizona in various positions of planning and zoning for probably over 25 years and truly Jon is one of the best if not the best community development director or planner that I’ve ever worked with,” City Manager Harvey Krauss said. “We are very fortunate in Eloy to have someone of his talent and caliber.”
Vlaming came to Eloy in 2014 and has assisted in several projects, including the construction and design of the new City Hall. “When you start working with people that you respect and you trust, you kind of develop a bond through that, and that bond can take you a long way,” Vlaming said. “We showed a lot of people that we have some game here and we’re a force to be reckoned with, and I don’t say that from a boastful position. I say that from a position of humility. We’re doing our work and laying the groundwork for some really nice things to happen.”

The
History of Eloy
The 1960s brought an increased population to Eloy as it grew to house 6,500 residents.
P
rominent archeologists have discovered evidence of early farming settlements, some 2,000plus years before the birth of Christ, along the Santa Cruz River from Nogales, north past the Gila River. These Native American farmers are believed to be the forefathers of the Hohokam. During the 15th century when the conquistadors arrived from Spain, a Jesuit priest named Fray Marcos de Niza led them through this area. Southern Pacific began building its railroad from San Francisco to Tucson and reached Yuma in 1878. After a short delay it reached Casa Grande, known as “Terminus� in 1879. Work eventually resumed construction in January 1880 and tracks were laid through Eloy. The railroad reached Tucson in

March 1880. The Ramirez and Salazar families were ranchers during this time, a couple of miles south of the railroad and prior to Cotton City. In 1902, the Southern Pacific Railroad built a siding and section gang house 6 miles west of Picacho and chose to call the siding Eloy, an acronym for East Line of Yuma. In 1916, one of our first Land speculators, Frank Shedd Sr. moved to Eloy. At that time, many ranchers lived in the area. In January 1918. The Cotton City Land and Development Co. purchased 4,000 acres of land and plotted a town and called it Cotton City. W.A. Stuart, W.L. Bernard & J.E. Meyer bought a half section of land from Frank Trekell to establish the town site (currently Eloy). The town was subdivided, a well was drilled, and lots

were sold. After applying for a name change to use Cotton City as the name of the new town, it was rejected by both the railroad and the U.S. Postal Service. Agriculture was the main industry, breeding cotton started in 1898, in 1901 it came to the southwest, just 50 miles north of Eloy. These same men bought land west of Eloy and divided it into tracts for growing long staple cotton. When WWI ended (Armistice Day, 11/11/1918) the cotton was no longer in high demand. John Alsdorf, one of the early settlers arrived in 1919 and established the Eloy Mercantile building and became postmaster. Eloy did not appear on General Land Office maps until 1921. Growth of the town of Eloy was stagnant through the 1920s. The Cotton
Eloy History City Land and Building Company completing its task of laying out lots and finding few takers vanished into oblivion. During the depression, lettuce was our main crop. To pick the cotton we needed help, Two hundred Mexican families came to work the fields. Texas paid 35 cents for 100 pounds picked; Eloy paid 75 cents. The land surrounding Eloy is well suited for agriculture. The crop was originally cotton, but soon lettuce and other produce was planted. Sweet potatoes, beets, lettuce, etc. were shipped by freight wagons to the nearby mining camps. Several packing sheds were built along the railroad to ship the produce to eastern markets.
The state of Arizona built an improved road through Eloy from Phoenix to Tucson in the late 1920s. Agriculture naturally brought in large numbers of migrant workers and people connected with the two main crops as both cotton and lettuce required a tremendous amount of hand labor. There is no actual account of what the change in population from established residents and transients was in the early days of Eloy, but as nearly as can be estimated the population during harvest season would sometime increase from a normal of about 1,000 to as high as 10,000 or 15,000. The real beginning of progress for Eloy was in 1949 with the incorporation
of the city. The governing of the town had been handled at various town meetings from time to time, and a decision was reached on a general basis. Legally the government of the town was entrusted to the Pinal County Board of Supervisors and members would usually agree with the ideas and decisions voted on at the city meetings. It was agreed by many of the leaders of the community that more progress could be made if the city was incorporated. A citywide election was held Dec. 6, 1949. The approximate population at that time was 2,500 and of this number 307 voted under the requirements of being a resident and property owner. The final vote was
257 for incorporation and 50 opposed. The new town was declared incorporated Dec. 12, 1949 by the Pinal County Board of Supervisors. The following were elected and

owner of Hodges Pharmacy; Jack Ralston, farmer and manager of Allison Engine Distributor; S.L. Robinson, owner of Robinson Hotel; and Glen Hathcok. On Jan. 25, 1950 a special census was conducted to enable the fledgling community to receive the state taxes available to incorporated communities. The census found that with a population of 4,770, Eloy had a larger population than any other city in Pinal County. A combination city hall-county building was constructed in 1952 with the seat of government contained for the first time in one location. That same year the council appointed the first city manager (E.H. Lilley). An article in The Arizona Daily Star dated June 2, 1957 described the community of 4,500 having 125 businesses employing 750 people and annual sales of approximately $6 million. Some of the streets were paved, and U.S. Hwy 84 had been rebuilt into a modern, four-lane divided highway. In 1949, the Chamber of Commerce elected C.T. “Pop” Myers as the first president of the board, that same year the Chamber of Commerce opened its doors with a published brochure that described the
community in an effort to entice new industry. The 1960s brought an increased population to Eloy as it grew to house 6,500 residents. The city had 20 churches, a medical and dental clinic, eight policemen, a 26-man volunteer fire department, municipal buildings, public library, and the city owned and operated the water and sewer system. In 1965, the city of Eloy annexed the Toltec area, which had been originated by the Golden Valley Land Company as a planned community. This annexation made Eloy a city of more than 12-square miles. In late 1980, an economic development division (E.D.G.E.) was added to the Eloy Chamber of Commerce. The Arizona Department of Commerce awarded the Rural Economic Development Initiative to the chamber. Eloy is located 58 miles from Phoenix or Tucson with mainline double track Southern Pacific Rail service and two interstate highways (I-10 and I-8). Eloy Schools Eloy Elementary School District
E
loy Elementary is a multicultural district serving approximately 1,000 students. Our students are educated throughout three neighborhood elementary schools in the heart of Eloy, Arizona. Eloy is midway between Phoenix and Tucson and provides a rural setting for life and learning. The schools in Eloy Elementary School District provide instruction in a core curriculum including reading, language arts, mathematics, science and social studies. Kindergarten through third-grade students attend Curiel Primary School. EESD offers fullday kindergarten to all students. We also offer a preschool program. EESD also offers tutoring and early risers as programs to help students succeed. Curiel Primary was awarded a 21st

Century Grant to assist in providing enrichment and intervention programs for our students. Enrichment programs include newspaper, music, Reader’s Theater, dance, virtual field trips and many others. Fourth-through-sixthgrade students attend Eloy Intermediate School. Eloy Intermediate School has implemented the use of Samsung Smart Technology in all of its classrooms. Eloy Intermediate students are provided the most integrated and innovative technology available to schools to assist in providing an education worthy of the 21st century. Eloy Intermediate School has been a model school for technology in the classroom. Eloy Junior High School is home to the seventhand-eighth-grade students of EESD. Our Blue Devils have an outstanding athletic program and several enrichment classes including band, Mariachi Band, Student Council and yearbook. After-school activities such as athletics
and National Junior Honor Society provide a widerange of experiences and opportunities for EJHS students. EJHS was also awarded a 21st Century Grant to assist in providing enrichment and intervention programs to promote student

Parks & Recreation Mission Statement The City of Eloy Community Services Department develops and maintains quality parks and facilities; preserves open/natural spaces; and provides recreational programs and services that enhance the physical, social and emotional well-being of all Eloy residents. The employees of this Department work diligently to create programs that meet the diverse needs of the community. These activities provide Eloy citizens quality parks, facilities and recreational services in a safe, cost-effective manner. If there is a specific activity/ program that you would like to see offered, please contact the Community Services Department with your suggestions. Eloy Memorial Park 5839 E Milligan Road Amenities: Surrounded by lush grass, pine and cypress trees this 20-acre cemetery serves as the resting place for the community’s departed. Official hours of operation are Monday-Friday, 7 a.m. to 3 p.m.
Recreation Centers Troy Thomas Center 501 W. 3rd Place This 4,300-square-foot recreation facility offers programs and classes for preschoolers, youth, teens and adults. The 2,300-square-foot multipurpose room is equipped with a kitchen and seats approximately 200 people. This facility can be used for plays, concerts, meetings and receptions upon request. Toltec Community Center 3650 W. Shedd Road This 3,800-square-foot recreation center offers programs for youth and adults and is home to the local senior citizen program and Zumba fitness. Equipped with a kitchen, furniture and
a 1,500-square-foot assembly hall, this facility is ideal for meetings and community gatherings. Eloy Recreation Center 100 E. 7th St. The Eloy Recreation Center (ERC) serves as home to the administration offices of the Parks and Recreation Department. Throughout the year, the ERC offers a wide variety of programming for all ages engaging guests through art, dance music and more. With meeting space for groups of up to 20 people, consider the Eloy Recreation Center your next location.
After-School Program The Recreation Division’s after-school program is at Curiel Elementary
School and operates nine months out of the year, Monday-Friday from 2:30 to 6 p.m. in conjunction with the Elementary School District calendar. The program provides children kindergarten through sixth grade, with after-school activities including homework assistance, arts and crafts, games, exercise and an afternoon snack. Participation remains consistent throughout the year with approximately 25 students daily.

Picacho Peak State Park
I
t is hard to miss the prominent 1,500-foot peak of Picacho Peak State Park west of I-10. Enjoy the view as you hike the trails winding up the peak and, often in the spring, overlook a sea of wildflowers. The park and surrounding area are known for their unique geological significance, outstanding and varied desert growth and historical importance. The unique shape has been used as a landmark by travelers since prehistoric times. One of the first recordings was in the 1700s by the Anza Expedition as it passed through the area. Picacho Peak is not a volcanic cone but is part of a volcanic flow that has been partially eroded away.

It has long been known for its spring display of wildflowers. If rains come at the right times in the winter, the spring will bring an explosion of gold to the bajadas of the mountain that appear as a tapestry of color. The wildflowers are predominantly Mexican Gold Poppies. The park offers an abundance of hiking opportunities from gentle desert strolls to the formidable Hunter Trail ascending to the summit of Picacho Peak. Before you hike, be prepared with enough water and proper footwear as the trails are steep and challenging. In addition to hiking, a gift shop and dayuse ramadas, overnight camping is available
featuring electrical hookups, a dump station, restrooms and showers, and Wi-Fi is available. Reservations can be made
