Peer review of manager candidates would cost $5,000 By RANDAL SEYLER

638-0212 | @WCN_HCT rseyler@chipleypaper.com CHIPLEY — The Washington County Board of Commissioners took no action on a plan that would have accepted help from the Florida Association of Counties in the search for a county administrator.

Florida Association of Counties Executive Director Chris Holley presented a plan to the commissioners on Wednesday in which the FAC would provide a peer review system of applicants for the county administrator position. “The recruitment process is a struggle,� Holley said, “especially for smaller counties.� For $5,000, Holley offered to provide the network services of the FAC to promote the open position in Washington County and to provide a peer review committee of current county mangers who would go through the applica-

tions and pick the top applicants for the county commissioners to interview. The county has been without an administrator since Steve Joyner resigned in April. Public Services Director David Corbin has been serving as a “point of contact� in Joyner’s absence. The $5,000 would be divided evenly, with $2,500 going to the FAC and $2,500 going toward Holley’s expenses in pursuing applicants. The county would be responsible for advertising costs and for collecting the applications, which would be forwarded to the peer re-

VERNON — The Vernon City Council heard proposals from two attorneys on Monday during their workshop meeting at City Hall. Panama City attorney Charles J. Stafford and Chipley attorney Michelle Blankenship Tagert both submitted proposals for service to the city council. Tagert offered to serve the city for a $500 monthly retainer, which would include attendance at two meetings and two hours of legal service per month. Services beyond the two hours would be billed at $150 per hour. Stafford offered to attend two meetings a month for a $500 monthly retainer, and would bill the city at $200 per hour for legal services. Travel expenses were negotiable, Stafford said. “We have a case pending, what kind of money are we looking at to get you up to speed?� Council member Tray Hawkins asked Tagert. She said her hourly billing rate would apply, but the city would receive two hours of legal service each month with the monthly retainer. Stafford said he would not charge the city for hours spent getting up to speed on the pending cases. Both Tagert and Stafford said they had experience in land dispute cases such as the one the city is currently involved in.

to ‘may I have two scoops please?’� The Florida Legislature adjourned in May without expanding the state’s Medicaid program, passing up more than $50 billion in federal funding and dealing a defeat to Gov. Rick Scott. And with little fanfare, perhaps the most controversial issue of the session fizzled, leaving roughly 1.1 million Floridians uninsured for now. It was unclear whether Scott will call a special session or if the issue will still be unsettled when the Legislature reconvenes next March. The Senate had passed a bill supported by Scott, but the House Republican leadership had refused to consider it, so the bill died at adjournment. The House and the Senate had different ideas of what Medicaid reform should look like in Florida, but in the end, the state took Washington’s mandates. Gaetz said he supported increasing physician reimbursements under Medicaid as a means to encourage more physicians to accept the benefits. It once seemed obvious Medicaid expansion wouldn’t happen in Florida, as Scott had entered politics in 2009 running national cable TV commercials criticizing President Barack Obama’s health care plan. Scott made a dramatic about-face when he announced his support for Medicaid expansion under Obama’s Affordable Care Act, calling it the “compassionate� and “common sense� choice since the U.S. Supreme Court had upheld the law sometimes called “Obamacare.� But the House and Senate voted against a straight Medicaid expansion early in the session, saying they didn’t want to expand an already broken system. Scott, the Senate, House Democrats, Florida hospitals, health advocates and a diverse mix of business and labor groups all lined up in support of a bill proposed by Republican Sen. Joe Negron that would have drawn down more than $50 billion from the federal government over the next decade and given it to an estimated 1.1 million Floridians to purchase private insurance. The proposal would have saved the state money, but House Republicans resisted accepting any funding tied to the federal law and instead passed a bill that would use $237 million in state funds to cover about 115,000 residents. The Obama administration has sought to offer health insurance to more Americans by extending the Medicaid eligibility levels to those making up to 138 percent of the poverty level. But the House plan only addressed residents making at or below 100 percent. That’s roughly $11,000 a year for a single person and about $19,500 for family of three. Scott slammed that plan, saying it would doubly tax Florida families as they would be paying federal taxes to pay for people in other states but would get no benefit themselves. “Just because we give you a Medicaid card doesn’t guarantee you will have access to health care,� Gaetz said. “I learned from my experience as a hospital administrator that nothing happens in a

But before the votes were cast, Attorney General Pam Bondi issued an opinion that stated a countywide referendum would only be valid if it were authorized by the Legislature or in the state Constitution. Hess said an increase in gaming would be a boon to Florida’s economy and increase the tax base. He also said current laws restricting gaming give some locations an advantage over others, and he’s hopeful that someday, Ebro will be allowed to compete on a level playing field. “We need to look at what the economic impact of gaming is, what types of jobs does it bring to communities, and what are the costs of gaming,� Gaetz said. The state needs to consider what, if any, negative effects come from the gaming industry, he said. Gaetz said the chair and vice chair of the Senate Gaming Committee will hold hearings around the state, likely starting in September, listening to those with a “dog in the fight.� Gaetz said lawmakers

The Patient Protection and Affordable Care Act will also bring mandates that are going to negatively impact rural hospitals, Gaetz said. “It is going to take all of your skills and abilities to maintain the level of care that you are currently providing.� Schlenker said that under the new Medicaid reimbursements, the hospital is getting about 96 percent of the allowed payments, which means the hospital pays the remaining four percent out of its own funds. “If your business is running at a four percent loss, then you wind up having to move that cost on to your other, insured patients,� Gaetz said. A business won’t stay in business long if it loses four cents on every dollar, he added. The federal government will continue to put constraints on the rural hospitals, Gaetz said. “I wish I could tell you there was some magic solution, but there isn’t,� he said. Insurance premiums are also expected to rise as the Affordable Care Act continues to be implemented. “Blue Cross of Florida predicts their rates will increase by 50 to 60 percent,� Gaetz said. Part of that increase comes from the federally mandated reduction of six categories or “bands� of coverage to three categories. With fewer categories of age, the average premium for each band will increase. “Since I am older, I want to thank you for subsidizing my insurance from now on,� Gaetz joked.

“As Senate president, I won’t sign off on a gaming bill that is not thoughtful and holistic in its approach.� Sen. Don Gaetz will get plenty of feedback from big gaming interests, but he thinks all parties should get a say. Gaetz told the Panama City News Herald editorial board on June 5 that the state’s disjointed policies on the gaming industry need to change. He wants comprehensive legislation, to put the issue to rest for a while, so the Legislature isn’t constantly addressing it year in, year out. “We need to talk to everyone involved, the industrial leaders, the religious community, law enforcement, and see where we stand.� “As Senate president, I won’t sign off on a gaming bill that is not thoughtful and holistic in its approach.� Meanwhile, the Seminole compact, which governs what gaming is allowed on Seminole territory, will have to be renegotiated during Gaetz’s two-year term. “It is one of those things that if we don’t renegotiate, then the federal gov-

ernment will step in and tell us what we have to do,� Gaetz said. “The problem we’ve had is that there’s never been a real policy on gaming; there’s been instead a kind of Band-Aid, patchwork, bailing wire and chewing gum approach,� he said. It’s been a series of reactionary pieces of legislation, Gaetz said. The state enters into a compact with the Seminoles; then racinos (pari-mutuels that offer table games) say there’s a competitive imbalance. A fix is made, but another imbalance is claimed elsewhere. “It’s always a kind of reactive, defensive addition of a shanty or lean-to onto what is [in place], as opposed to stepping back and seeing what ought to be or what might be,� he said. Gaetz also likes to point out that gambling is ensconced in the state, frequently pointing to the state-sanctioned Florida Lottery, calling it a “numbers racket.� His meaning: Gambling isn’t going anywhere.

On Thursday, Commissioner Todd Abbott’s motion to accept the FAC’s assistance died for lack of a second. “I need to refrain from voting because I am on the Florida Association of Counties board,� Commissioner Joel Pate said. No one else said anything, and the motion was killed. “I want to wait and see what they do with Walton County,� Commission Chairman Alan Bush said. “I think we need to keep David in that chair for a couple of more months, just so we can get some things done.� Bush said he was very pleased with the job Corbin has been doing as an interim county administrator. “In the month or so he’s been there, he’s gotten things done that have been on hold for years.� Commissioner Charles Brock asked if the county actually needed to fill Joyner’s position. “Do we really need a county manager? It seems to me we can operate without one, and we could save the county some money,� Brock said. “That is a highpaying job.� “We’re talking about finding someone who can move the county forward,� Abbott said, “no offense to David or the job he is doing. But we want to find someone who can lead the county into the future.� The commissioners said they would reconsider the FAC peer review program in July.

Putnam, counterparts in Southern states call for changes Ag commissioner seeks to allow Southern timber in environmentally friendly building Special to the News TALLAHASSEE — Florida Commissioner of Agriculture Adam H. Putnam and agriculture department leaders from other southern states signed a resolution last week requesting the U.S. Green Building Council to recognize sustainable timber programs in order to allow more southern timber to be used in environmentally friendly building projects across the country. “Forests in Florida and other southern states support jobs and generate billions for our economy,” Commissioner Putnam said. “By opening up the process to allow more timber sales for green building projects, we will help our economy at home and put our growers on a level playing field with others across the nation and globe.” The Southern Association of State Departments of Agriculture (SASDA) met in New Orleans last week for its annual conference to address critical issues facing the agriculture industry. The resolution asked the U.S. Green Building Council to allow trees certified from the American Tree Farm System (ATFS) and the Sustainable Forestry Initiative (SFI) to be recognized as certified wood. Currently, the council only allows trees certified by the Forest Stewardship Council to meet this criteria. All three programs promote conservation, sustainability and land stewardship. Businesses that use ATFS or SFI certification are barred from participating in the Leadership in Energy and Environmental Design (LEED) rating system used nationally to recognize green projects. Barring this wood from sale increases the amount of foreign wood used in American construction, raising the prices of wood and jeopardizing local job growth. The resolution was signed by state representatives of departments of agriculture in Alabama, Arkansas, Florida, Georgia, Kentucky, Louisiana, Maryland, Mississippi, North Carolina, Oklahoma, Puerto Rico, South Carolina, Tennessee, Texas, Virginia and West Virginia.

A portable weather radio was my constant companion, at least until the day it died during the middle of a tornado outbreak. Some people enjoy going outside on a beautiful, perfect day. SHANNON I’m far more SEYLER likely to go Faithfully Yours outside to watch storms rolling in. My husband patiently accepts the fact that I’m a weather geek and tolerates my fascination with storms. He came home the other night and advised me to look outside. There was a storm brewing to the north. We stood together quietly looking at intense flashes of lightning. It was beautiful. Watching that lightning triggered a childhood memory. When I was a kid, I lived in an area that had intense electrical storms. Sometimes, there wouldn’t be any rain, just endless lightning in the sky. My mother would call me out to watch the nighttime lightning. It was a special time of bonding, not only with her, but with nature itself. To me, it was a spiritual experience. One thing I’ve noticed during my years of storm watching is that there can be incredible beauty just prior to severe weather. A sky that’s spawning funnel clouds can be an astonishing sight. Of course, this doesn’t mean that the resulting devastation is beautiful. I’ve seen the horrific aftermath of storms firsthand. I’ve walked through what was left of a neighborhood after a tornado ripped it to shreds, and was horrified by the sight of Biloxi following Hurricane Katrina. I also remember watching a TV news broadcast as, just a short distance from my own residence, rescue crews pulled people out of upper story windows after

spouse. Leaving may seem very difficult at the time, but it opens up a whole new life of dignity and self-respect. Sometimes, a change in a job situation or a sudden move can be challenging. I once had to leave a certain university rather abruptly due to financial issues. It wasn’t my fault, and I found it devastating at the time, but it started a chain of events that led to my getting married. I can take graduate courses anywhere, but as it turned out, finding my longtime friend, collaborator and husband was worth far more to me than staying where I was. Had I not moved precisely when I did, my life would’ve turned out very differently. If you’re experiencing problems, stop and take a deep breath. Gather your thoughts, and then start looking for beauty. Even in times of trouble, behave as if your life is overflowing with beauty and goodness. The storms of life may seem severe at times, but they can also be filled with surprising moments of wonder, awe and discovery.
