WAUSAU — The Wausau Town Council voted Thursday to seek two $200,000 grants for improvements to two city parks.

David Fox of Fred Fox Enterprises presented the proposals to the council, including the repairs and improvements the town’s recreation committee would like to see completed with the grant funds.

The grants are Florida Recreation Development Assistance

Program grants, Fox said. “This isn’t going to cost the city anything, is it?� Mayor B.J. Phillips asked. “The city qualifies for these grants, and there is no matching money required,� Fox told the council. The deadline for submission of applications is Sept. 30 and the town will know if they will receive the grants mid-2014, Fox said.

One $200,000 grant would be used to improve the Dalton Carter Recreation Center, also known as the Possum Palace, where the city

would like to resurface the parking lot, renovate the tennis courts, picnic facilities, basketball courts and restrooms, add an exercise trail, upgrade the camping area, and add additional playground equipment among other improvements.

The other $200,000 would go toward improvements at George Rogers Park, where the city hopes to renovate the playground, enhance the handicapped parking area, and renovate the restrooms, picnic facilities and baseball field.

The recreation committee would also like to add additional play-

ground equipment, a basketball court, additional parking at the Skateboard Park, an exercise trail and a covered picnic facility, as well as expand the Skateboard Park. “George Rogers Park was a complete washout,� Phillips said.

During the recent flooding episodes in Washington County, much of the baseball field was washed away, and one of the park fences nearly collapsed.

Caryville works toward water park

547-9414 | @WCN_HCT cspears@chipleypaper.com CARYVILLE — The Caryville Town Council approved a pair of resolutions to seek grants to fund a water park and to bring the town’s water tower to state standards during their Sept. 10 meeting. “The water park will be built across from Hodges Park and will be called Hodges Park number two,� said Town President Henry Chambers. “We’ll have a special meeting soon to let the grant writer explain the terms and conditions for these grants.�

The council approved of charging people $25 to park overnight at the Caryville Flea Market after Paron Beeco, supervisor of Caryville Flea Market, explained that all was ready for the weekend’s Flea Across Florida event, which is a flea market event on Sept. 13 and 14 stretching 272 miles from Live Oak to Pensacola held on State Road 90. “We’ve got door prizes, pony rides and live entertainment,� said Beeco. “We’ve got some interested in parking because this is a pretty good half-way point on the route to and from Live Oak and Pensacola.�

Town Attorney Lyndia Spears gave an update in regards to a bill received in the amount of $16,510.

The council approved of Spears sending a letter of dispute and request of proof of documentation in reply to a con-

tractor that sent the bill during the council’s June 11 meeting.

Spears explained that the town received two grants of $20,000 to build Hodges and Sellers Park in Caryville in 2010. “This was before my time but as I understand it one of the parks went over budget,� said Spears. “However the town had paid off the over amount, which

was quit a bit over $20,000. This bill says that the town owes a principle amount of $16,510 but fails to provide documentation, which is why I strongly advise the town dispute the bill.�

Spears said that the contractor still has yet to provide documentation.

A handful of residents were on hand to ask the city what could be done to keep the floodwater out of their homes in the future.

The torrential rains of July and August brought widespread flooding to Washington County, and overflowed Blue Lake to the point of closing Highway 77 for a week and damaging the community center.

In several city streets, water overran ditches and filled yards, creeping into

several homes.

One area of the city has reported problems repeatedly to the city, around 1st Avenue and Peach Street, has engineering problems that will be very expensive to fix, City Administrator Dan Miner said. “Our hands are tied there,� Miner said. Prior to the town council meeting, the council members held a workshop to discuss the 2013-14 budget.

The council voted to approve the proposed budget of $324,050, and the town council will hold a final public hearing to adopt the budget at 5:05 p.m. on Sept. 26.

Clerk Margaret Riley noted that water rates will increase 3.2 percent

in October, which will be reflected on the city’s water bills issued in November.

Riley said the income this year was the same as last year, except this year’s budget has raises of 3 to 5 percent for the town’s maintenance department employees.

“The state retirement is up significantly this year,” Riley told the council. “It’s sky-high and out of the ceil-

ing, but we have to pay it.” The city will pay $7,000 to the state retirement system in 2013-14, which is the third highest expense in the general funds budget that the city pays, topped only by payroll ($33,640) and health insurance ($7,600).

“The county has cut the fire department another $1,000,” Riley added, “but all in all the budget is balanced.”

the rain to go, and all the water runs into one 9-inch culvert under the highway.

Even with the ditches clean, when it rains hard the water can only move through the pipe so fast.

“It generally clears out pretty fast, but when it rains like it did it’s just too much for it to handle,” Miner said.

The Department of Transportation has been involved in looking for ways to fix the problem, and a detention pond was added at the new McDonald’s restaurant, but the flooding in residential areas and along Highway 77 continues to be a problem.

“The pond at McDonald’s was full to the rim,” Mayor Linda Cain said. “But there has to be something we can do to help these people.”

“We are talking about a fix that ultimately could take millions of dollars,” Miner said. “I think as the city developed, they probably followed the flood plain maps of their time, but I don’t think they were good enough for what we have now.”

Miner told the residents that the recent FEMA disaster declaration did not

include individual claims, but he advised them to document all repairs with photos and receipts. “You never know, that may change in the future, so be sure and document any work you have to do,” he said.

For damage to individual residences, FEMA is depending in insurance companies to cover the repairs, he said.

Washington County Chamber of Commerce Executive Director Ted Everett told the council the Chipley Redevelopment Agency is planning on having the city Arts Council coordinate a program in which children paint the fire hydrants in the city.

“We want to provide the paint and let them be creative,” Everett said. “We want to get the kids involved and make this a community project.”

Councilman Kevin Russell asked if there would be a theme for the hydrants and Everett said there would not be one.

“We don’t want them all painted like watermelons, that is a one-time a year event,” Everett said. “We don’t want to say ‘it must

be this, it must be that.’”

Everett said the CRA was also investigating the possibility of installing splash pads in the city for children to play in, possibly at Pals Park or near the Farmers Market in downtown Chipley.

Splash pads are basically sprinklers that spray kids from a self-contained water source which recycles the water, Everett said. Marianna has a splash pad near its farmers market pavilion which is very popular with the children, he added.

“We always hear there is nothing for the children to do, so we want to look into adding some things for them,” Everett said.

The CRA is also discussing a grant program to help downtown businesses replace the outdated electrical wiring found in some buildings. The grant program would be a matching grant, but it could help property owners update some of the buildings and bring them up to code.

“It’s the small things that make a difference in a community, and some times it doesn’t take big money,” Everett said.

From Staff Reports CHIPLEY — A Bonifay man was arrested on burglary charges after Chipley Police received a tip from Wal-Mart on Monday, according to a news release.

Arrested was Jon Paul Nordt, 33, of Bonifay, in connection with charges of burglary of a conveyance.

Jon Paul Chipley officers were alerted Nordt when the department received a call from Wal-Mart reporting a suspicious person who was attempting to gain access to vehicles in the parking lot, according to the release from the Chipley Police Department.

When officers arrived at the store, they discovered a vehicle burglary had occurred in the parking lot. Witnesses stated that they observed a man wearing a blue Florida Gators jersey, shorts and white flip flops get into the car and remove a purse from the vehicle, according to the report.

Witnesses stated that the man then got into a silver car and departed the area and provided a Florida tag number to police. A “BOLO” was issued for the vehicle, and deputies with the Washington County Sheriff ’s Office located and stopped the vehicle on U.S. 90.

Investigators responded to the scene and identified Nordt as the suspect, according to the release.

“Without the assistance of the public, successful arrest such as this would not be possible,” said Police Chief Kevin Crews. “It is always good when we can catch a burglar shortly after the crime is committed and without the assistance of the public our jobs would be much more difficult. I would like to take the time to say thank you to those who came forward with information in regards to this case.”

You are a masterpiece Collecting is one the world’s most popular pastimes. People collect coins, stamps, figurines, toys, antiques, trading cards and more. Some collections are devoted to a specific theme. I’ve met people who collect items related to angels, tractors, clowns, dogs, cats, sports teams and celebrity memorabilia. No matter how obscure or unlikely something may be, somebody’s collecting it.

I collect miniature art. These paintings are the size of SHANNON business cards.

SEYLER Artists around the Faithfully Yours world have produced amazingly complex works on miniature canvases. I’m delighted to own a number of original art works. When seeking additions to my collection, I often look for the designation OOAK — “One of a Kind.” It admittedly gives me a little thrill to know I’m the only collector who’ll ever own that particular piece.

Thanks to the world of miniature art, I now maintain my own personalized art gallery, and it’s small enough to fit in a three-ring binder. I own tiny landscapes and other works of realism, in addition to indulging my passion for abstract art.

My quest to collect unique artwork reminds me that, as human beings, we’re also highly individualized creations. We all bear that coveted OOAK designation, because we’re all original, one-of-akind works in God’s divine collection.

In the world of art, there’s truly something for everyone. There are many different genres and techniques. The artistry of nature is infinitely exciting and vibrant, boasting billions of unique works.

When viewing my tiny paintings, I often recall where each piece came from and how I acquired it. Part of the joy of collecting comes not only from the beauty of the objects themselves, but in remembering how they entered the collection. It’s interesting to think of the Creator pausing to enjoy the divine art gallery. In the creation story in Genesis, we get a glimpse of God as both a satisfied artist and collector: “And God saw every thing that he had made, and, behold, it was very good.” (Genesis 1:31) Sadly, some people feel they must work at being special, not understanding that they’re already

rare works of art. As artistic creations, people are truly amazing.

I’ve taken multiple college courses in human anatomy, and can tell you that our bodies are astoundingly complex. And that’s just the physical body, without the additional refinements of intelligence and morality. Put it all together, and even the lowliest of people becomes exalted to the status of a grand artistic masterpiece.

We’re fortunate to see divine artistry on display in our lives every single day. Take time to appreciate the living, breathing artworks all around you.

And don’t forget that you’re part of the gallery, too. As a glorious, living piece of art, you have the potential to spread beauty and joy everywhere you go.
