Organisers have described this year’s RSN show as the “best yet” — promising a diverse and comprehensive attraction for both exhibitors and visitors, right here at Derby Arena.

Rail Business Daily (RBD) has announced an outstanding line-up of industry leaders for its conference which returns for a third year.

The Railway Industry Association (RIA) will also be running its popular Meet the Buyer event. The application process is open to RSN exhibitors and to RIA members.

The Department for International Trade will also host an event with Bill Smith – an International Trade Advisor specialising in advanced manufacturing and rail. Bill will be at the show to discuss your experience of exporting and how you would like to start or increase exporting.

Tony joined RSSB with responsibility for the supplier assurance function in August 2021. Previously he was a director setting up standards, apprenticeship schemes, assessments, and industry certification schemes at the Building Engineering Services Association (BESA).

Prior to BESA, Tony was at the Construction Industry Training Board as Head of New Business Development, with responsibility for health and safety, engineering, construction and facilities under UKAS accredited and other externally approved schemes as well as global CITB delivery.

Tony has in-depth knowledge of revitalising, developing and setting up accreditation, assessment and assurance schemes across an industry footprint.

He also has experience in developing industry-wide sector bodies and strategies to gain support, and stakeholder buy in, to progressing the industry in a safe and sustainable way.

Paul began his career in the rail industry as a trainee on the British Rail finance scheme and continued to work in a variety of finance roles on the railway.

He then moved into business planning, working in operations, safety and engineering.

Paul then returned to group finance during the exciting time when Network Rail was created.

Since then, Paul’s career progressed, planning in a succession of increasingly senior roles, finally as Strategy and Planning Director (South), before being appointed to the Investment Director role in Network Rail Southern.

Paul has been on secondment from this role for the past 10 months into the GBRTT team, where he has led, in partnership with the DfT, on the development of the Passenger Service Contract proposals.

Paul’s presentation will cover:

An intro to GBRTT, including latest activity (legislation consultation, etc)

• GBR as a strong commercial partner

• Change, challenges and opportunities for the rolling stock market

From a graduate mechanical engineer, Maria progressed through the engineering organisation within Alstom on projects including Eurostar, jubilee and northern line and Pendolino to become a rolling stock project Engineering Manager, moving then into project management.

After 12 years in rolling stock, Maria transferred to the signalling business and on completion, Maria joined the Alstom Signalling UK management team.

In 2012, Maria became Signalling UK Technical Director. In 2016, Maria took a position on the UK and Ireland senior leadership team with a mandate across all UK and Ireland businesses of signalling, rolling stock and services.

In 2019 Maria moved to a role based in the Paris HQ responsible for quality, environment, health and safety for the Europe region, reporting to the region president. Excellence in project delivery and rolling stock manufacturing performance were the focal points of this position. In December 2021, Maria was appointed as Project Director for HS2.

Bernie is a Chartered Engineer, Member of the Institute of Mechanical Engineers and Member of the Association for Project Management (MAPM).

He has worked in the railway industry for more than 20 years in a variety of roles and within an engineering consultancy, rolling stock leasing company, train operating group, and management consultancy.

Bernie currently works for High Speed Two (HS2) where he is the Head of Delivery for Rolling Stock Projects, a role he has held for the past five years.

He is now providing client-side project management for the delivery of High Speed Two’s first fleet of trains, being designed and build by the joint-venture of Hitachi Alstom High-speed.

Together with Maria Griffin, their joint presentation will cover the scope of the project and HS2 vision, overall timeline, industrial strategy, the joint venture, the strength of the partnership and project legacy

Graeme is a Chartered Mechanical Engineer and a Fellow of the IMechE.

He started his railway career in 1981 with a British Rail university sponsorship.

With more than 40 years in the rolling stock business, Graeme has held senior positions with Adtranz/ Bombardier and Alstom, before joining Siemens in 2010.

In his current role as Head of Business Development, he was extensively involved in the successful bid for the London Underground Deep Tube Programme and now has responsibility for the introduction of new Siemens’ battery and hydrogen technologies into the UK as part of the “Desiro Verve” Platform.

Graeme is married and lives in Portsmouth.

His speech will include a light-hearted look at his time on the railways and a view of the exciting things to come for our industry.

Neil provides fleet and railway system engineering strategic support to Rail Partners’ train operating company members.

He was recently in a similar role for over 12 years at ATOC / Rail Delivery Group.

During his speech at the conference, Neil will give a brief introduction to Rail Partners and an overview of what the post Covid-19 pandemic GB mainline rail recovery opportunities and challenges might be for the rolling stock and associated products and services supply chain.

Tim Robinson is an accomplished entrepreneur with over three decades of experience working across large public sector industries and private businesses.

Tim founded retail supply chain business Doddle in 2014, following time at Network Rail where he initially headed up the freight business before becoming Route Managing Director for Sussex. He was inspired to launch DigiRail in 2020 to support the rail sector’s journey towards digitalisation.

A resilient leader with a track record of navigating companies through significant transformation, Tim spent a decade in executive roles in logistics, transport, and freight in both the UK and internationally.

After 25 years in rail which included time at GB Railfreight, EWS and Network Rail, Tim left the rail sector in 2014 to build a supply chain software business in the fast growing world of E-Commerce.

Digital Transformation - Lessons from a Parallel World

In his speech, titled Lessons from a Parallel World, Tim will tell us where he sees great opportunity for the rail sector supply chain as we embrace digital technology at greater scale and will pick out the key lessons the retail sector supply chain learnt in adopting this “digital way of life” to cope with e-commerce growth.

New cutting-edge hybrid locomotive on it’s way to the UK

GB Railfreight says the new trains could save 585,000 tonnes of carbon a year

GB Railfreight has unveiled its new hybrid Class 99 locomotive, marking a major development in the decarbonisation of UK supply chains and consumer and business purchases.

Designed and built in collaboration with Stadler and Beacon Rail, the new hybrid locomotives will be operational from 2025, and is intended to replace existing diesel-only powered Class 66 locomotives.

Reducing carbon

It is anticipated that the new hybrid model will reduce GB Railfreight’s carbon footprint by 428 tonnes per working day across intermodal services operating along partially electrified lines.

Bombardier has previously awarded Jones Nuttall two separate contracts to refurbish gangways, increasing the life span of the gangways. The decision to award these contracts was based on historical and proven ability to supply component parts to customer specifications on time and within project budgets. Both programmes have been successful, the second contract was a total of 224 gangways refurbished to an agreed customer specification. We completed two gangways each week over the course of the contract.

Part of the refurbishment was the anti-friction liners, made from Railko NF21 and Feroform, these are machined within our laminate division on one of three CNC routers.

Jones Nuttall also machined the aluminium rubbing plates that fitted the gangways, on one of the 11 CNC Hurco milling machines located in the precision engineering division. By machining all elements in house Jones Nuttall had complete control ensuring the contract was completed to the agreed timeframe.

Another part of the refurbishment process are flexitors which join the gangway to the train carriage. Jones Nuttall and Atkins consultancy collaborated on re-designing these back in 1998, considerably increasing the flexitors life span.

RISQS: Delivering both value and benefit to the railway

Members of the Railway Industry Supplier Qualification Scheme (RISQS) gathered in Coventry recently for the organisation’s second ‘annual’ conference

RISQS is the pre-qualification service which provides the industry’s 90 buyers – including Transport for London and Network Rail – with the assurance and confidence to do business with the railway industry’s 4,000 suppliers. Administered by the Rail Safety and Standards Board (RSSB), RISQS is run by the industry, for the industry to reduce supply chain risk by ensuring businesses have the capabilities they claim and the processes to apply their capabilities safely.

The first annual conference was held in 2019. COVID-19 then intervened, making the 2022 event, held at the Coventry Building Society Stadium in Coventry, the second event.

Delegates heard from a range of speakers from across the industry on topics that were of interest to all. Tony Howard, director of assurance at the RSSB, hosted the conference.

The industry and the environment Paul McLaughlin, RSSB’s commercial officer, opened proceedings by explaining that RSSB, a not-for-profit organisation owned by its members, was formed following the Cullen Inquiry into the Ladbroke Grove disaster.

RISQS is its cross-industry assurance scheme and every penny generated remains in the industry.

As a result, costs have been reduced by 20 per cent in the first four years of RSSB’s involvement and there will be no increase in audit day rates in 2022.

“We have strengthened our data insight capabilities to allow us to identify industry-wide issues”, he said. “We have created a new audit and scheduling tool, which streamlines our processes, and we are investing in the latest innovations as part of the next evolution of the RISQS platform.”

The Railway Industry Association’s David Clarke stated that RISQS is all about connecting buyers with suppliers. He reminded delegates that those buyers are not just Network Rail, Transport for London and HS2, but also other organisations in the railway and their principal contractors.

Transparent, clear and open

Looking forward to Great British Railways, David described RIA’s five tests for the new organisation: “There should be no hiatus in workflow – GBR should be transparent, clear and open, with suppliers – it should be accessible to the private sector – it must ensure the industry is able to thrive, increasing revenue, reducing costs and, for us as suppliers, increasing productivity – and it must leave a positive legacy in terms of constantly improving safety as an industry but also building a bigger and better railway for UK plc and the Great British public.

“Rail is a vital sector, contributing £43 billion to the UK economy and employing over 700,000 people. It is a big, big industry and also let’s not forget that for every pound that we spend on investing on the railway we get £2.50 in the wider economy.”

The railway’s responsibility to the environment was the subject of James Brewer’s talk.

Head of rail supply chains in the rail team at BEIS (the Department for Business, Energy and Industrial Strategy), he commented that, although

rail is already the greenest form of public transport, still more needs to be done to hit zero carbon by 2040 and it is essential that small businesses be given the opportunity to participate in the ‘Race to Zero’ campaign.

Net zero does not necessarily mean zero emissions, he commented, but any remaining carbon in the industry will need to be offset to hit that ‘net zero’ target. All companies need to establish a carbon baseline, so they can then judge how they are performing over the coming years.

“The government wants to send a clear message,” he told delegates. “Cheapest up front is not the same as best value overall. With that in mind, all contracting authorities should consider the following national priority outcomes in their procurement activities: creating new businesses, new jobs and new skills; improving supplier diversity, innovation and resilience; tackling climate change; and reducing waste.”

This theme was taken up by the next speaker – George Davies, RSSB’s director of sustainable development. He talked on recycling, introducing the concept of the ‘circular economy’ in which scarce resources are recycled and reused, and the long-term problem of a shortage of potable water. This, he said, should be reserved for drinking and he urged the industry to come up with new ways to source and conserve water for its other needs.

Social responsibility

The industry’s social responsibility was the topic of a presentation by Claire Dove CBE, the Crown representative for Voluntary, Community and Social Enterprises (VCSE). Joining the conference remotely, she said that government has huge responsibilities in this area, defining social enterprises as businesses that trade but do not seek to make profits for shareholders.

The challenge is not confined to the rail sector, she said, but VCSE organisations can make a large contribution to the levelling-up agenda and not to involve them will be a missed opportunity.

RISQS scheme manager Phil Smith looked back at how RISQS had taken account of members’ comments in a ‘You Said – We Did’ session. As examples, members had said that they needed a greater level of confidence in the decisions being made by the scheme. In response, RISQS has introduced a robust governance process that is subject to impartial internal review and external assessment, providing greater control, transparency and accountability in all operations.

Risk and safety

In addition, members had asked for help in further identifying potential supply chain risk. RISQS is now moving towards a more intelligent system for the benefit of both the buyer and supplier communities.

Two presentations followed that warned delegates of some of the challenges of doing business in today’s world. Dr Emma Taylor, head of digital safety at RazorSecure, gave her perspective on cybersecurity. With a single modern train having as many as 100 internet-

connected devices on board as part of its systems, the possibility of someone acting maliciously becomes obvious. “If data can flow,” she said, “then someone can connect…”

Companies need to make sure that no one can hack in via public Wi-Fi, that the maintenance technician, when updating software, does it in the correct way and doesn’t plug in an uncontrolled laptop. “We see all sorts of variants,” Emma continued. “We try not to share all the horror stories because, if you make cyber a horror story, then nobody thinks

about the practicalities. But when you are using mature operating systems and slightly older than ideal laptops and complex trains that have been modified over their lifecycle, it is actually quite difficult to prevent problems.”

Daniel Scully, the chief operating officer of the Gangmasters and Labour Abuse Authority, talked about modern slavery and exploitation. It’s a major problem – in 2021, 12,727 people were admitted to the National Referral Mechanism and the true figure of those affected in the UK could well be closer to 100,000. Even in a regulated and safety-certified industry such as rail, possibilities still exist for unwary employers of casual labour to be caught out, and Daniel gave some tips on what to look out for.

Network Rail

The final sessions of the day were turned over to Network Rail. Chief health and safety officer Rupert Lown spoke on the safety framework and safety expectations, and also covered learning from accidents and preventing repeats – a session that was to have been led by director of regulator liaison Allan Spence except he was on the way back from Ukraine having handed over five vehicles loaded with tools that Network Rail had donated to Ukrainian railways.

Rupert said that the hardest thing in his job was visiting the family of a Network Rail employee to explain why their loved one wouldn’t be coming home that day.

“I’ve done it on too many occasions,”

Rupert said, sombrely. “It’s probably the worst thing I’ve ever done in my life. I never want to repeat it.

“This is all about people, and people come to work for a wage, do a day’s work, go home again at the end of the day, knowing that they have been paid, knowing they have done a good job.”

Rupert’s comments, and the way he delivered them, really brought home how safety is personal and that everyone should look out for everybody else.

A talk on accidents over the last two years highlighted the risks still present on the railway. From the derailment and crash at Carmont, scene of the first passenger fatality since Grayrigg on 23 February 2007, to accidents at Roade junction, Surbiton and elsewhere that resulted in rail worker deaths, it was a sobering list.

Refreshed knowledge

Some of the accidents were down to people doing things they should never have done and that they should have known not to do. Engineers are being retrained and having their safety knowledge refreshed to prevent recurrences, but everyone on the railway needs to remain vigilant and report any deviation from safety protocols.

Network Rail’s safety task force has made a big push to eliminate red zone working, under which engineers go onto the live railway to carry out work between trains. It has been a fact of life on the railway for years, yet the tragedies at Margam in July 2019 and at Surbiton in February 2021 demonstrate how unsafe a practice it is. Over the last two-and-a-half years, over 99 per cent of unassisted lookout working has been eliminated on Network Rail’s infrastructure.

Delegates were also reminded that the second highest risk to railway workers is driving to and from site, so employers need to take steps to prevent fatigue and enforce drug and alcohol regulations.

Network Rail’s commercial director Dal Chatta spoke last and on one of the topics everyone in the room had been waiting for. Network Rail’s procurement was his topic, and he explained that procurement had already begun for Control Period 7 (CP7) that will commence on 1 April 2024.

He laid out what was important to Network Rail, gave details of the goods and services it would be procuring for CP7, and explained its use of RISQS. Answering a question, he confirmed that, while all safety-critical work needed to be undertaken by RISQS-audited firms, Network Rail reserved the right to contract with non-RISQS companies for high-street non-railway work such as car parks and the like.

Income shortfall

How much it will receive for CP7 is yet to be decided. Even if the railway returns to 80 per cent of its pre-pandemic passenger numbers, that is still an estimated income shortfall of £2.4 billion a year, or £12 billion over a control period.

“The railway has changed forever,” he said, referring to COVID-19.

Looking forward, Network Rail will be looking for its suppliers to help with its four pillars of sustainability – establishing a low-emission railway, improving resilience to climate change, improving biodiversity and minimising waste, as well as deliver its efficiency challenges.

The two sessions with Network Rail concluded the day’s proceedings.

Judging by the number of delegates that stayed until then end, it had been a well-received conference with interesting presentations from engaged speakers.

Hopefully it won’t be another three years until the next annual event!

Greenbank expansion boosts firm’s rail sector ambitions

The occupancy of a high-profile manufacturing facility in Derby has enabled a specialist engineering firm to further strengthen its presence within the rail sector supply chain.

Building on successful partnership agreements involving the manufacture of cab assemblies for trains destined for southern England, the Greenbank Group has significantly expanded its operations since taking over part of the former Garrandale factory.

Since moving into the facility in August 2021 and taking on a number of former Garrandale employees, Greenbank has secured contracts to supply key components for rail vehicles in the UK and overseas.

Charles Conroy, the company’s Managing Director, explained: “The unit at the Northbridge Business Park in Derby complements our other manufacturing facilities in Derbyshire, Nottinghamshire and Flintshire while significantly boosting workshop capacity.

“It also has a rich history in relation to the rail sector, and our occupancy has helped to prevent the loss of essential railway engineering skills and experience.”

Since moving onto the site, Greenbank has secured further contracts with longterm partner Datum for the manufacture of cabs for a number of UK operators.

The contracts have included the design and manufacture of unique jigs, fixtures and drilling templates to assemble and weld the cab structure. This has involved adopting poka-yoke – or mistake proofing – methodology within the design process and the development of special handling equipment for transporting and processing the cab through the manufacture, painting and assembly process. The company is also meeting the customer’s requirement for final fit out.

The 1,800sq m facility has also enabled Greenbank to fulfil orders for a Gangway Fitment Test Machine for a manufacturer based in India. This involved partnering with a specialised control company to develop the software to operate the

equipment and provide the outputs required from the tests.

For a client in Pittsburgh, USA, the company is developing bespoke fixturing to enable the accurate assembly of a people mover designed for flexible operation in both urban and airport transportation.

Closer to home, Greenbank is also leading on a project to develop and install new compressor units for toilet systems on a heritage and rail tour operator’s Mark I and Mark II coaches and has provided a number of stainless steel water tank fabrications to fit to Class 170 diesel multiple units.

Mr Conroy added: “Alongside our earlier investment to achieve EN 15085 Manufacturers of Railway Vehicles and Components Certification Level 1, the acquisition of the Derby facility is enabling further diversification into the rail sector.

“We‘re now looking forward to forging even closer partnerships with key suppliers who can be confident of our commitment to engineering excellence.”

A new dawn for Britain’s railways

Announced last year, Great British Railways is seen by government as the answer to the long-called for rail reform

GreatBritish Railways (GBR) is the result of the Williams-Shapps Plan for Rail, announced in May 2021. The plan is for the state-owned public body to oversee the rail industry although there will be a few exceptions.

Prime Minister Boris Johnson, announcing the new body, said: “By creating Great British Railways and investing in the future of the network, this government will deliver a rail system the country can be proud of.”

A transition team has been assembled that is responsible for creating GBR, and this is led by current Network Rail chief executive Andrew Haines.

Strategic plan

In December 2021 the Great British Railways Transition Team (GBRTT) launched a call for evidence for a Strategic Plan that is designed to provide clear longterm plans for the future rail system. This closed on 4 February and sought views on how rail can boost the economy, level up the regions and deliver environmentally sustainable transport.

GBRTT has been split into several key workstreams: policy and transformation, passenger and freight services, passenger revenue, fares, ticketing and retail, and strategy and planning.

Speaking at a Rail Forum Midlands

(RFM) event in Parliament in March, Rail Minister Wendy Morton said the WilliamsShapps Plan for Rail seeks to introduce the biggest shake-up of the industry in a generation. She said: “It will fix long standing issues across the industry. Getting back to basics of delivering reliable and comfortable services. Ensuring that end-to-end passenger experience is effortless and accessible.”

She also assured the industry that GBR will continue to collaborate, and said: “We will continue consulting with supply chain, building on the great collaboration between government around their bodies, and the rail supply industry that we’ve seen to date through delivering the sector deal.

“And let me reassure you that this collaboration will continue when GBR is up and running. If this reform is to succeed, it must work for the supply chain for the thousands of businesses large and small that keep our trains moving every day. And they’re essential to the industry of the future.”

However, the minister warned that there needs to be clear accountability. That is exactly what GBR will provide she said, with the body acting as a guiding mind for the industry.

The heavily criticised franchise model will be replaced by a concession contract system that will be controlled by the new body. The Department for Transport (DfT) said that this would be a similar model to that used by Transport for London (TfL) for the London Overground and Docklands Light Railway services.

Contracts and regions

Within these new contracts there will be strong incentives for operators to run high-quality services and increase passenger numbers. The DfT said that there will not be a ‘one-size-fits-all’ approach and that as demand recovers post-COVID operators on certain routes, particularly long-distance, will have more commercial freedom. “Affordable walkon fares and season ticket prices will be protected,” said the DfT.

As well as the contracts, GBR will set fares and plan timetables while also collecting most of the fare revenue across most of England.

When GBR was announced on 20 May 2021, the statement said it would “simplify the current mass of confusing tickets with new flexible season tickets and a significant roll-out of more convenient Pay As You Go, contactless and digital ticketing on smartphones.”

Current infrastructure manager Network Rail (NR) is already government-owned and will be absorbed into GBR. The new body will take over ownership of all the infrastructure throughout Britain that is currently owned by Network Rail. There will be five regional divisions within GBR and these are based on Network Rail’s Putting Passengers First programme.

The budgets and delivery will be held at a local level and a national level, with regional divisions managing concession contracts, stations and infrastructure.

The regional divisions will also manage the local and regional budgets, integrate track and train as well as integrating rail with other local transport.

The regions are Scotland, North West and Central, Eastern (which includes the East Coast main line), Wales and Western and Southern (which includes HS1).

Operators not affected by the planned changes are Elizabeth line, London Overground, Merseyrail, ScotRail and TfW Rail. Combined authorities are also not affected by the creation of GBR.

However, while the devolved administrations will be able to continue

with their existing powers, they will be expected to coordinate with GBR to deliver a single national rail network. This will include one website and app, as well as following a national branding and passenger standards.

A competition will choose the location of the GBR headquarters, with 42 towns and cities expressing an interest in being the new home for Britain’s railways. A winner is expected to be announced this summer.

Progress

At a rail industry event in early May, GBRTT lead director Anit Chandarana provided an update on the plans. He said GBRTT was creating a 30-year industry strategy and that the team was working towards a draft strategy being published before the end of the year.

This, he said, would set the direction for the whole industry, whether track, train or supply chain. “The 30-year strategy is crucial – it will embed an alignment of the industry’s view, setting a clear direction for decades to come,” he said on 4 May.

Regarding passenger revenue, Anit said that there is a challenge ahead, but GBRTT’s work to join up revenue, demand and financial sustainability alongside wider customer experience improvements, creates an opportunity to improve rail’s competitive position in relation to other transport modes. He explained that GBRTT is working with the DfT on the delivery of reform of fares, ticketing and retail.

The most recent Spending Review allocated £360 million to address this issue and Secretary of State for Transport Grant Shapps has appointed GBRTT to take the industry-lead role in developing and delivering what Anit described as: “a revolution in customer experience on the railway.”

This will include a rollout plan for digital ticketing, which needs to be devised, and simplifying the customer experience.

“We live in a society of convenience, and we need to make sure that the industry matches expectations, keeping up with technological advances is a must as part of our reform. This is part of the big picture – attracting customers back to the railway,” he said.

GBRTT will explore new partnerships as part of the devolution process, aimed at understanding the priorities of local transport bodies and how any such partnership can deliver the strategic objectives of all partners involved, which would include both GBRTT and the government. “Every part of the work we do for fares, ticketing and retail will be focusing on bringing customers back to the railway and making sure decisions take into consideration the impact on revenue recovery,” he added.

GBRTT has also been commissioned by the DfT to develop a range of rail freight growth target options. Anit said that the team will be seeking industry input to understand the freight industry’s ambitions and challenges. “We will support freight users and as this work is developed and implemented – they will see a change for the better,” he said. “Improving the freight and logistics sector is a priority and will secure economic, environmental and social benefits across the country.”

Next steps

Legislation is required to, among other things, formally bring the franchising authority and infrastructure management functions together in one new body via GBR. The DfT is currently undertaking work to consult on the legislative changes. Anit said that while GBRTT awaits the changes, there is much that can be progressed without legislation and that a significant amount has already been done.

“Undoubtedly, we face a big challenge

with the ongoing impact of the pandemic and the unpredictability of passenger recovery combined with the reforms that we are progressing. But with this challenge, there is huge potential – the reforms GBR will bring as the industry’s guiding mind will unleash huge new opportunities, including for the private sector,” he said.

The team is very mindful of distraction risk. Anit said: “We need to achieve change, while ensuring that Network Rail continue to oversee the operational railway to keep that performing safely and effectively during the transition.” He added that it is imperative industry leaders, and their people, continue delivering the day-to-day passenger and rail freight services.

“This is a time of opportunity, the government has shown its confidence in the railway – through additional support over the last couple of years, as well as its investment plans. As a collective, we’ve got a responsibility to deliver this reform.”

A senior RBD source explained that in the interest of getting early legislation through, the detail may not be as thorough as expected, however the source suggests that’s the right decision.

“I think the last thing the industry needs is a very extended hiatus over two, three, four or five years,” they said. There is a window required which suggests that should a Bill be presented in Parliament before July then it could have a second reading in the late Autumn.

Royal Assent could then be achieved in Spring 2023. This is important as there is a suggestion that a General Election could be held next year.

This timeframe, our source said, would mean GBR could be actively mobilised in the first part of 2023 and be in place by the end of next year. However, if the July deadline this year is missed then there is a real risk that the legislation could not pass through both the House of Commons and the House of Lords in time. If that was to materialise and all legislative progress hasn’t been completed before the General Election, then the Bill goes back to the start.

The opposition view

Labour Shadow Minister Tan Dhesi said there have been many soundbites with regards to GBR. He added: “Whether it actually happens within this parliament is a huge question. It may take several years for that to actually come to fruition.

“But as far as the Labour Party is concerned, we are in favour of a guiding mind and organisation which actually stops the fragmented franchise model. But we think that the government hasn’t gone far enough to establish a system.

“Once we are given a mandate by the British people, we will then come up with a consolidated plan as to what we think. And we will then implement that accordingly.”

He said there are certain things within the GBR plans that Labour agrees with and others the party doesn’t agree with. He added: “The consultations they’ve made with industry, for example, would also be relevant. We will look very, very closely at that.

“I think the pace of change has been too slow.” The shadow minister claimed that the pandemic was the perfect opportunity for the government to bring rail back into public ownership. He said there also needs to be more integration with devolution in terms of rail, buses and light rail. “We need to give more power to the regional mayors so that they can have a Londonstyle system.”

The Labour belief, he said, is that major infrastructure projects actually happen.

“There’s no point in talking about GBR if we cannot have those infrastructure projects happening.

“HS2 Eastern Leg will not be completed, the plug has been pulled on the Western link to Heathrow that the Government committed to about a decade ago and there’s still not a single spade in the ground.”

Almost as soon as the privatised railway came into force in the mid-1990s there have been constant calls for the industry to change its model. GBR is expected to deliver that change.

Siemens Mobility launches faster, cleaner and more sustainable hybrid train

Fuelled by hydrogen, the new Mireo Plus H has been developed in conjunction with Deutsche Bahn

Based on the Mireo platform, the train has been developed in cooperation with German state operator Deutsche Bahn (DB).

Fuelled by hydrogen, the only emissions are water vapour emitted as steam, which will help DB achieve its goal of reducing rail-related CO₂ emissions to zero.

Diesel replacement

Intended to replace diesel multipleunit trains on commuter and regional routes where electrification is not a viable option, the new Mireo Plus H has been launched as a two-car train with a range of up to 800km. Its traction motors develop 1.7MW, giving the train a top speed of 160km/h and acceleration similar to its all-electric equivalent.

A three-car version will also be made available. This will have an increased range of 1,000km due to the additional storage room available on the roof of the third car.

The new train has been developed as part of the H2goesRail project, funded by the National Innovation Program for Hydrogen and Fuel Cell Technology and €13.74 million from the Federal Ministry for Digital and Transport (BMDV).

The German federal government aims to electrify 75 per cent of the country’s rail network by 2030. However, some lines are just not economic to electrify, and it is for these routes that Siemens has developed the Mireo Plus H.

The hydrogen fuel cells, developed in conjunction with specialist manufacturer Ballard of Canada, convert the hydrogen and oxygen taken from the air into electricity that is then stored in lithium-ion batteries. These then power electric traction motors in the conventional way.

Overhead or battery

The electrical system is based on that of the Mireo Plus B, an electric train that can run on overhead wires when they are available and on its batteries alone when no overhead power is available. It has a range of 80km on batteries alone and is used on short branch lines off the main network. A total of 51 train sets are already on order for use on two lines in Germany, and a further seven have recently been ordered to operate on two lines in the Midtjylland region of Denmark.

The Mireo Plus H does not use the overhead line, although there is probably no reason why it couldn’t be configured to do so. Instead, hydrogen stored in tanks on the roof is its sole source of power. Stored at 350bar pressure, the train can be quickly refuelled using a specially designed mobile hydrogen infrastructure. This solution can be delivered by road and installed at convenient locations. The first installation will be at Siemens’ test track at Wildenrath, close to the Dutch border, where the new train will undergo its first trials.

Green hydrogen

The refuelling process, from hydrogen tanks at 500bar pressure, is managed by a specially designed fuel process control and communication in the Deutsche Bahn mobile refueller that results in a refuelling time no different from that of a diesel-powered train, meaning current service schedules will need no alteration. The fuel itself is to be ‘green hydrogen’, produced by electrolysis using wind-generated electricity at night when demand is low, as distinct from hydrogen produced as a byproduct of ‘dirty’ chemical processes.

“The refuelling time is no different from that of a dieselpowered train”

During 2023, the Mireo Plus H will start testing in Baden-Württemberg and will enter passenger service in 2024 between Tübingen, Horb and Pforzheim. It will replace a diesel train, saving some 330 tonnes of CO₂ a year. A second Mireo Plus H will enter service in the state of Bavaria at about the same time.

“In Europe, there are still around 15,000 diesel-powered trains in operation,” Siemens project manager Jochen Steinbauer explained at the launch. “These are mainly used on nonelectrified routes. Electrification of these routes cannot be implemented overnight – it requires investment and it requires time.

There are also routes where this is simply not possible or not economical, even in the long term. For this reason, in addition to the electrification of lines, we need other options to gradually replace diesel-powered vehicles.

“Hydrogen-powered trains, such as these new multiple units, can enable completely emission-free transport when using green hydrogen. Our newly developed hydrogen train, the Mireo Plus H, together with Deutsche Bahn’s hydrogen storage trailer, must be seen as a complete system.”

Saving carbon output

Over the 30-year lifetime of a train, Siemens Mobility estimates that using green hydrogen will save up to 15,000 tonnes of carbon compared to a similar diesel train. At a CO₂ cost of €55 per tonne, that represents a saving of €825,000 over the life of the train. Deutsche Bahn intends to be carbon neutral by 2040. It therefore needs alternatives to its current fleet of diesel trains.

“We now have a fast, clean and sustainable solution that will slash CO₂ emissions on rail”

“We see hydrogen as a complete system, comprising the train, the hydrogen infrastructure and the maintenance infrastructure,” said DB project manager Marc-Andre Saba.

“We need to harmonise and optimise those three elements.

“We also need to ensure we can operate a hydrogen train from day one. That’s why we as Deutsche Bahn developed the hydrogen infrastructure, secured the supply of the hydrogen for these new trains and join Siemens in the development and testing of the hydrogen train with focus on operational aspects.”

Siemens Mobility chief executive officer Michael Peter was pleased with his new train. “Together with Deutsche Bahn in the H2goesRail project, we now have a fast, clean and sustainable solution that will slash CO₂ emissions on rail routes that are not electrified,” he said. “There are more trials to come, but we are getting very close to seeing this train serving passengers very soon –great work and innovation by everyone involved.”
