QUIKIEHOME INDUSTRIES INC TECHNOLOGY APPLICATIONS IN NATIVE AMERICAN AREAS Concept: The development of capability for producing the “Next Generation of Construction” to benefit the Indian Nations by the establishment of a long range plan for educational training capability and a focus for production and distribution of the structural components of QUIKIEHOME INDUSTRIES INC. is intended to provide a unique economic opportunity. Within the framework of the Administration for Native Americans and the Native American Programs Act (NAPA) it is envisioned that this project will provide extreme benefits to offset poverty and the decline of gaming revenues as a result of gaming expansion outside the reservations. The “QUIKIEHOME” and “QUIKIEHOME-MAKER concepts promote the goal of self-sufficiency for Native Americans by providing funding for community based projects, training, and technical assistance to *eligible tribes and native organizations. *Those tribes and organizations represent nearly 4.3 million individuals.


SUMMARY Priority Area: The need for reservation housing and for a suitable revenue stream developed from available technology which provides employment. Pertinent Facts about the Population: The population of the reservation is in need of a means to provide suitable housing and to develop employment opportunities. Problem Statement: The general lack of availability of suitable on reservation housing and limited employment possibilities, and the potential for off-reservation availability of gaming which would affect on reservation gaming requires additional concepts which will result in solutions. The goal of the Project is foster the development of a stable, diversified local economy and economic activity, support local access to, control of, and coordination of services and programs, and increase the number of projects involving youth and intergenerational activities.

The stated goals of the technology provider for this Project are supportive of the proposed goals:


Goals: The EMERGING GROWTH INSTITUTE Project Goals are clearly defined. 1.

Foster the development of stable, diversified local economies and economic activities that will provide jobs, promote economic wellbeing, and reduce dependency on public funds and social services.

2.

Support local access to, control of, and coordination of services and programs that safeguard the health and well-being of people and are essential to a thriving and self-sufficient community.

3.

Increase the number of projects involving youth and intergenerational activities in Native American communities that derive a stable revenue stream.

Eligibility Requirements: Participant groups must comply with the Internal Revenue Service Code which enables activity (IOC 78.71) and intend to utilize the technology in the generation of production activity that promote social and economic selfsufficiency and assists in building production and distribution capacity for the QUIKIEHOME structural components and so derived revenues.


Production Capability Requirements: Production capability on a reservation must be directed towards reduction or elimination of community problems related to housing and achieve community goals of alternate sources of revenue.. This QUIKIEHME approach is intended to promote self-sufficiency and encourage communities to shift away from programs that result in dependency on outside the reservation provided services and move toward projects that increase community and individual productivity through community-based development.

Application of Technology Requirements: It is intended that the QUIKIEHOME technology application supports social and economic development projects in on- and off-reservation native communities and implements the policy of committing the federal government to foster self-determination and self-governance for Native American people.

Governance Funding Requirements: As United States Governance funding is only available to tribes it is expected that application of Governance funding for a QUIKIEHOME component may be made under the SEDS program to assist tribes with the development and implementation of projects that support and enhance tribal governing capabilities in the event funding is not directly applied by the involved tribe.

General Guidelines Are Provided For Review: The Project Philosophy: Philosophy: The EMERGING GROWTH INSTITUTE Project Philosophy is clearly defined: : 1. Assist in developing a native community as self-sufficient to generate and control the resources necessary to meet its social and economic goals and the needs of its members.

2. Provide assistance in achieving responsibility for self-sufficiency residing with the native governing bodies and local leadership.

3. Support efforts to plan and direct resources in a comprehensive manner consistent with long-range goals.


Project Objectives: 1. Identify community needs. Describe the community comprehensive plan for implementation of QUIKIEHOME technology capability. Detail the community strategic plan for utilization and implementation. Support the community needs assessment Provide Tribal Council or Board meeting minutes and/or sign-in sheets to confirm QUIKIEHOME Technology Project is in compliance. Provide community meeting minutes and/or sign-in sheets Distribute and provide positive community survey results.

2. Plan and design Project implementation. Identify the specific community problems that stand in the way of meeting community goals. Create a work plan for addressing problems and attaining the goals. Describe measurable beneficial impacts to the community that result from the project’s implementation. Determine the level of resources or funding necessary to implement the project.


ALTERNATE METHOD: Minutes of past general council meetings or community meetings that document the community’s perception of long-range goals and problems can be used to show that the QUIKIEHOME Technology Project has a history of community planning activities. This historical documentation of community problems and the Project as a solution should address those problems and be supplemented through community assessments that determine current conditions and concerns. For housing on the reservation and the financial benefits to be derived by implementation of the QUIKIEHOME Technology Project result. Methods for such assessments of current conditions could include focus groups, nominal group process and survey research. The needs assessment should include specific, measurable, achievable. Relevant and results oriented claims within a timebound period.

3.Monitoring of Intended Project compliance must be described in detail to confirm tracking of progress on each objective, completion of activities, and dates of completion.

4.Evaluation at conclusion must fully and completely confirm how goals and objectives were monitored to support they were achieved.

5.Identification of additional or persisting problems and the intended means of addressing solutions.

6.Adjustment of the QUIKIEHOME Technology Project if needed.
