Sanjay Joshi

Sanjay Joshi is a seasoned professional with practical experience in healthcare and the life sciences. Based in Seattle, he has spanned its gamut from clinical and biotechnology research to healthcare informatics to medical devices. A "skunkworks" engineer, bioengineer and informaticist with a "non-reductionist" systems view of the real world. He is currently focused on intelligent approaches for data, risk and decision support using digital systems and infrastructures for Devices (IoT), Genomics, Proteomics, Microbiomics, Imaging and its integration, interoperability, security, trust and quality with the phenotype (EMR) along the customer and care journey.

Sanjay graduated from the University of New South Wales with a Master of Bioengineering and completed several medical school courses. He has held senior technical and innovation roles in start-ups, medium and large public companies.

In the Game Theory world genre of Monty Hall [[1]] and the TV show "Let's Make a Deal", you, the reader, are presented with three doors in the near-future world of obfuscated or quantum-based data: trusted information, misinformation and dis-information. Which door would you choose in the world of pastime, knowledge and truth? These are the three doors in the "real" world. What about the many virtual and quantum worlds we are creating with their tens and hundreds of doors? Could you even

observe, know or understand these obfuscated or quantum realities?

A macro view of the governance process to manage the trust and quality of data created with any advanced information system would need an understanding of the basics of three areas:

a. Economics Cycles of Expansions and Recessions

b. Waves of Innovation

c. Variance at Scale with Cooperative Games

The reinforcement of governance policies would work best in periods of economic expansion and the understanding of the legal boundaries during economic contractions (or recessions). In the past 100 years, the average economic expansion cycle has been about 5.75 years and the average recession duration is

about 0.75 years [[2]]. This needs to be overlaid with the major "long wave" disruptive innovation cycles [[3]], which in the same 100year period has reduced from 50 years to about 25 years. Waiting in the wings are AI-, Quantum, Sensor- and Nanotechnologies. Timing the release of governance policy based on innovation and economic cycles a the dynamic, risk-based approach.

William Edwards Deming was the father of Quality Systems. The key message in his thesis of the 'System of Profound Knowledge' (SoPK)
