This document was prepared by the Economic Commission for Latin America and the Caribbean (ECLAC), for the second session of the Regional Conference on Social Development in Latin America and the Caribbean, organized by ECLAC, the Ministry of Social Development of Uruguay (MIDES) and the United Nations Development Programme (UNDP) (Montevideo, 25-27 October 2017). This document was prepared under the supervision of Laís Abramo, Chief of the Social Development Division, who was also responsible for the overall drafting of the text, in conjunction with Simone Cecchini, Senior Social Affairs Officer.
