ASCEND - Accelerated Supply Chain Endeavor ASCEND is a member designed program to drive unprecedented levels of value for patients and hospitals as measured by improvements in key supply chain areas. ASCEND has been adopted by Premier’s board and executive management as an innovative and industry-changing approach to accelerate cost savings by participation in this program. ASCEND participants benefit from group purchasing programs, tiers and prices specifically negotiated for ASCEND participants; benchmarking metrics to assist in determining additional supply chain and operational cost savings opportunities; and knowledge sharing with other ASCEND participants, and industry experts in forums, web conferences and online. The success of the program is measured by the cohort’s movement from baseline performance into the top quartile across key performance areas as well as identifying and implementing change concepts for improving supply chain performance. Group Buy program Group Buy Coordinated, limited-time, volume-driven purchasing opportunities that offer savings beyond regular contract pricing. They may also include value-adds such as special rates for financing, trade-in programs, training, preventative maintenance and service programs, and extended warranties. These events last 3 to 6 months. POWERbuy™ Offers members an opportunity to aggregate volume to achieve more significant savings than those available on the national agreement. These opportunities are offered for 45 to 60 days. ®

EXPRESSbuy Provides an opportunity to purchase products and services at significant savings off national agreement top tier pricing. Savings opportunities on products that cost less than $500 offered for 10 to 30 days. Capital, construction and renovation program The Premier Capital Program is available to our membership to support their annual capital renewal and replacement programs as well as major capital projects. A program developed to meet the comprehensive need in capital and construction projects, its resources include a construction toolkit to help hospitals leverage Premier contracts, clinical equipment planning software, construction specialists to help use Premier suppliers, and consultants who are available on a fee-for-service basis if needed for supplemental expertise, including capital equipment planning. MEMdata ($) Premier has acquired MEMdata, LLC, an equipment planning, sourcing and analytics business focused on capital equipment needs for existing medical facilities, as well as those under construction. MEMdata offers two main services to help care providers reduce capital equipment and construction costs. MEMdata leverages an electronic request for proposal (eRFP) process and proprietary databases containing a wide range of equipment specifications, quotations, price benchmarking reports and additional data. This information provides healthcare executives with pricing transparency on comparable technologies. MEMdata also offers full equipment planning, inventory, procurement and project management services for care provider construction projects. TM

Environmentally Preferable Purchasing Premier’s Environmentally Preferable Purchasing (EPP) program supports efforts to reduce or eliminate products deemed harmful to the environment. It includes products and packaging that are, in general, less toxic, minimize pollution, more energy efficient, and safer for patients, workers and the environment when compared to competing products and services. Supplier diversity Access to resources for developing, managing and improving upon hospital supplier diversity efforts, including contracting with minority-, woman-, veteran-owned, and small businesses. Fee-for-service consulting to help members develop stronger supplier diversity programs is being piloted. SEEDS™ - Sourcing Education and Enrichment for Diverse and Small Suppliers Our SEEDS program is aimed at increasing the number of small, veteran, diverse and regional enterprises doing business with members of the Premier healthcare alliance and lending support for growth at a pace commensurate with their existing infrastructure. The program provides contracted suppliers with experienced resources and educational tools intended to assist in gaining contract sales and building long-term relationships across the alliance. Continuum of Care Services One of the nation’s largest non-acute care program, including more than 100,000 members. Classes of trade include: Long term care/Senior living Ambulatory care First responders/EMS Urgent care centers Home health Imaging centers Surgery centers Continuum of Care members have access to nearly all of Premier’s purchasing contracts, including: Foodservice Facilities/construction Laboratory Medical/surgical Pharmacy Imaging IT Capital equipment Administrative services Affiliate program Continuum of Care members are either owned, leased or managed by a Premier owner or group affiliate, or they are “sponsored” into Premier as an “affiliate” by a Premier owner or group affiliate (“Sponsor”). Sponsors receive credit for purchases made on Premier contracts by their owned, leased and managed, as well as their affiliate members, creating an additional revenue stream. Some also offer sponsorship to Continuum of Care members as a way to extend their local network of providers, which is of particular strategic importance with the development of accountable care organizations (ACOs). Core to the success of an affiliate program is a sponsor’s ability to aggregate the combined purchase volume of its members to reach higher tiers on Premier contracts, and thus obtain better pricing for their members. ProviderSelect: MD The nation’s largest group purchasing program for physicians. Focused on independent physician practices and chains, the program offers members access to nearly all of Premier’s purchasing contracts. One unique piece of the program is a sole-source distribution contract for med-surg and pharmacy with McKesson. ®

PremierConnect Supply Chain Spend Control ($) PCSC Spend Control is a cloud-based procure-to-pay solution that can significantly improve our members’ purchasing process from start to finish. Whether it is for a single facility or multiple, Premier delivers high-performing supply chain technology to help manage and control their operation. SOAR™ SOAR is Premier’s solution for reducing costs and improving performance in ambulatory surgery centers. Through negotiated contract opportunities, these centers can achieve rapid cost reduction in supply spend and improve efficiencies. Premier REACH Purchasing program for non-healthcare entities, including: education (K-12 Schools, colleges and universities, and early childhood education), hospitality, correctional facilities, employee feeding, and recreation (e.g., stadiums, parks, fairgrounds, bowling alleys). Members have access to Premier’s foodservice program, as well as products and services in facilities, IT and administrative services. Supply Chain Improvement Plan Customized, annual plan that establishes shared cost savings and other objectives between member and Premier; member-validated savings documented and reviewed on a monthly basis. ®

Supply Chain Advisor Premier’s online automated contract management system including catalog, electronic price activation, news/resources and the ability to manage all contracts in one place, including regional/local agreements. Catalog Electronic repository of all of Premier’s contract information. It includes details on business partners, contracts, products, price tiers, news and updates. The catalog also includes cross-reference information for many items that are not on Premier contract in order to find functionally equivalent/alternative items that are on contract. Price activation Electronic Letter of Commitment (eLOC) approach is an interactive process in which members and suppliers can reach agreement on tier pricing and sign a contract online. Contracts can be activated centrally (i.e. at a network level) and individually (i.e. at a hospital level). Contract management Premier enables members to store their own regionally/locally negotiated agreements in its catalog. By following a simple process, hospitals can load business partner information, a contract summary, and product and price data. ®

SpendAdvisor ($) An innovative spend analytics and spend decision-support tool, SpendAdvisor is the industry's most comprehensive and robust spend analytics offering. Offers analysis of supplier reported data for spend using Premier contracts. Uses data from pharmacy wholesalers to support analysis of pharmacy spend, including price verification, tier selection, conversions/generic equivalents, non-fulfillment, performance programs and other savings opportunities. Offers advanced analytics and tier/conversion modeling on purchase order or invoice data submitted by the health system to identify price, negotiation and conversion savings opportunities. Data is cleansed, standardized and matched to Premier data to provide cross-references and benchmarks. Distributor Markup Manager Members can load individual markup for each distribution into Premier’s supply chain analytics systems. As Premier processes data, reports and analyses will reflect the markup percentage in all of the calculations. Markups can be set at the distributor, entity and contract level. Reports in SpendAdvisor® will reflect these values and provide members with highly accurate savings analysis. ®

ValueAdvisor ($) Premier’s workflow and knowledge sharing tool that automates the value analysis process within a health system and will support collaboration with other members. Reporting capabilities enable organizations to track all items that are entered through the value analysis process, the status of the request and related request information. ®

SupplyFocus SupplyFocus leverages the nation's largest comparative supply chain database to provide benchmarking on supply chain indicators at the facility level and for eight key departments (pharmacy, cath lab, food/nutrition, laundry/linen, laboratory, O.R., radiology, and inventory turns) with executive-level reports. Contract launch kits Ensure members receive the right information at the right time to take advantage of contract changes and identify their commensurate savings opportunities as quickly as possible. At contract category launch, members receive needed information to help them quickly absorb and understand the important points in the new or refreshed contracts. Physician Preference Item Solution ($) Premier has developed a strategic partnership with SYMMEDRx, a proven PPI solutions organization. Labor ® OperationsAdvisor ($) Labor management solution for both acute and ambulatory care settings that integrates productivity measurement with benchmarking, comparative data analysis, and quality measures. Measures performance against peer facilities at the corporate, facility and department levels. Provides hospital-specific and department-specific cost, hour and financial data for comparisons through a number of standard and ad hoc reporting capabilities. There is now an extension for assessing the productivity and skill mix of ambulatory as well as alternate site locations. This data is being collected for a new ambulatory benchmarking database.

Data for PopulationFocus is based on post-adjudicated healthcare claims acquired from payer entities (Medicare, commercial payers, third party administrators) for the specific set of patients within the defined population). Pharmacy Continuous portfolio value improvement An ongoing continuous improvement process to ensure the competitiveness of Premier's contract portfolio. Flexible wholesaler agreements Premier has developed detailed and highly customized agreements with the national, regional and specialty distributors including Letters of Participation (LOP) for member use. LOPs offer members the flexibility to adapt to any situation. Premier’s wholesalers have been instructed to use Premier’s LOPs with the membership unless the member chooses otherwise. In addition, Premier through its wholesaler network takes exhaustive measures to help members receive adequate supplies of needed vaccines, such as influenza, and drugs in short supply. Service contracts Service contracts include indigent recovery programs, returns programs, testing and certification of contamination control equipment, physical inventory services, pharmaceutical unit dose re-packaging, audit services (pharmacy and materials management). PremierPro Rx Premier labeled generic injectable program that provides additional savings and product availability in the supply chain. Savings are realized through longer-term supplier contracts and more dynamic supplier relationships, creating more stability and efficiency in the supply chain. Auto-substitution program Generic pharmaceuticals auto-substitution program from Premier’s pharmacy program brings value to the membership through price savings on several injectable, oral, and unit dose pharmaceutical products. Premier offers this program to ensure that members have access to the lowest prices on auto-substitution generics. Plasma and recombinant products program This program was created to improve access to plasma and recombinant products while providing opportunities for substantial savings. Premier members enrolling in the plasma and recombinant products program will have preferential access to plasma and recombinant products from all major suppliers. PDIN: Premier Drug Intelligence Network Access to late-breaking news and gives pharmacists, pharmacotherapists, drug information specialists, directors of pharmacy, nurses, and physicians the opportunity to interact with each other. It also provides new forums for the dissemination of drug intelligence. Pharmacy Communication Platform Premier hosts an interactive webcast for Premier members to create a forum for knowledge sharing related to innovative practices that will safeguard patient care and minimize resource consumption. The events are scheduled four times annually. The topics are selected from member surveys and feedback and cover specific contemporary pharmacy practice challenges. The events are eligible for pharmacy continuing education credit. Pharmacy discussion lists Email distribution list and website for Premier pharmacy members interested in pharmacy topics or ideas. Pharmacy updates Weekly newsletter focusing on both clinical and contracting strategies and information. Failure to Supply (FTS) program ($) Premier leverages enterprise wide purchase data analytics to identify FTS issues/opportunities by supplier, track denials and assure compliance with contract stipulations. The Premier FTS program delivers overhead efficiencies and provides contract directors with an important supplier scorecard values, which in turn can determine purchasing patterns for replacement drugs and future contract awards if a supplier cannot meet the Premier member demand. The Premier program charges a low credit recovery fee on collected credits only. Specialty Pharmacy and Care Management program ($) Through the acquisition of Commcare Pharmacy, Premier developed a complete service offering to improve access to medication and better manage patient therapy for chronically ill patients with specialty drug needs and genetic disorders. This program provides access to life-saving therapies, comprehensive administrative support, patient therapeutic management, care coordination, and robust data management and reporting. Premier PBM This pharmacy benefit management program specializes in benefit design, formulary management, pharmacy provider networks, utilization management, and optimizing the use of in-house pharmacies. It manages the entire pharmacy benefit, including the administration of integrated retail, mail and specialty drugs. It also helps implement and manage 340B or GPO own/use pricing. 340B Program consulting Premier’s Medication Management team offers consulting work within the 340B program. The 340B Program Compliance review includes processes like verifying patient eligibility, reviewing inventory purchases for compliance, and Medicaid billing for compliance with state laws. Each Compliance Review is tailored to the specific hospital designation. The Medication Management team can also conduct contract pharmacy business analysis, which helps identify pharmacies to contract with and provides a business revenue forecast. This team also assists with 340B implementation to newly eligible facilities and provides retail pharmacy assessments for hospitals interested in opening their own retail pharmacy. Data enterprise ® PremierConnect Our game-changing platform where you can dive into customizable and relevant content, access multiple applications and collaborate with your peers in real time. Premier members benchmark, compare, analyze, and integrate clinical and operational data within PremierConnect, which is powered by IBM information management, business analytics, enterprise content management, social business, Rational, Tivoli and WebSphere software, and IBM Power Systems hardware. The platform houses 26 terabytes of payor, provider and supply chain data on 1 in 3 U.S. hospital discharges and roughly $41 billion in annual purchases. ®

PremierConnect Enterprise ($) A next-generation, cloud-based enterprise data warehouse and end-to-end business intelligence platform. Includes action-oriented analytics and predictive insights designed to manage the enterprise across the continuum of care; transformational services that build new competencies, including operational and technical agility; and access to the Data Alliance Collaborative, a national provider-led community for knowledge sharing and co-development.

Collaboratives ® QUEST – Quality, Efficiency, Safety and Transparency ($) QUEST: High Performing Hospitals is a dynamic program to help hospitals and healthcare systems drive healthcare to new levels of performance. Building on the success of the Premier/CMS Hospital Quality Incentive Demonstration (HQID), the QUEST program seeks to develop next-generation quality, safety and cost metrics with a consistency and standardization that does not exist today. The Institute for Healthcare Improvement offers technical assistance and improvement expertise. TM

PACT Population Health Collaborative ($) Premier’s PACT Population Health Collaborative is focused on helping members develop effective models of care for connected groups of providers who are willing and able to take responsibility for improving the health status, efficiency and experience of care for a defined population (i.e. accountable care and shared savings models). The Collaborative provides members the opportunity to assess their readiness to assume risk for and manage a designated population’s health, share development strategies and other best practices, develop the tools necessary to manage the health of a population with collaborative participants while exchanging knowledge with industry and government experts, and analyze and measure their performance. There are two tiers of Collaborative offerings: Core and Advanced Networks. All Collaborative members receive the Core deliverables. Only the Advanced members receive Advanced Networks deliverables. Perinatal Safety Initiative ($) Recognizing the need and opportunity to improve perinatal care, the Premier healthcare alliance teamed with the Institute for Healthcare Improvement and Ascension Health on a project that dramatically reduced birth injuries – by more than 90 percent for some systems. Sixteen hospitals from across the country are working to deliver the reliable care that will yield a dramatic reduction in preventable birth injuries. Emergency Department Safety Initiative ($) Works to improve patient care and satisfaction in the ED through consistent, accurate and timely diagnosis and treatment of high-risk ED patients. Performance Workgroups ($) A Performance Workgroup is a small group of healthcare organizations committed to sharing innovative methods and best practices, through networking and collaborating, to improve performance and deliver value. Typical Performance Workgroup activities include executive roundtable meetings, educational webinars, comparative data analysis, special topic forums, and private online networking communities. Typically established as regional groups, members may range from small rural hospitals to large IDNs.

Performance Improvement Research Collaboratives Our collaboratives connect Premier members to our deep databases that house objective, real-world research and analysis. Add clinical expertise from manufacturers, and you have a joint effort that monitors and improves patient care and reduces costs. Beyond simply publishing results of a research study, Premier works with manufacturers and providers to create and implement a performance improvement program designed to achieve healthcare improvements in a real-world setting. Healthcare Innovators Collaborative Premier Healthcare Innovators Collaborative was designed specifically for the Supplier community. The collaborative helps suppliers stay up-to-date with the latest healthcare reform topics, issues and legislation. Members will have access to experts in Premier’s public affairs office and the insights gained through our PACT, QUEST and Bundled Payment collaboratives. Partnership for Patients Established by the Center for Medicare and Medicaid Innovation, Premier participates in Partnership for Patients with 450 of the nation’s finest hospitals and health systems to decrease preventable hospital-acquired conditions and readmissions. Our hospital engagement network (HEN) serves as a mobile classroom with clinical improvement advisors (CIAs). Data Alliance Collaborative ($) Premier’s Data Alliance Collaborative is a group of forward-thinking organizations collaborating, sharing and working to produce insights and analytical tools for health systems to better manage the volume, velocity and veracity of the data needed for population health management. Committees Strategic Advisory Committee The strategic advisory committee (SAC) serves two purposes. First, SAC performs a strategic role in advising the Premier Purchasing Partners executive team on issues of interest to Premier management on strategies and direction for the Premier group purchasing organization. Second, SAC serves as an advisor to sourcing committees on strategic contracts and suppliers who have significant impact across the Premier portfolio. Membership is reserved for seniorlevel executives who have overall responsibility for supply chain activities within their organization. Member Value Improvement Committee The Member Value Improvement Committee (MVIC) provides general oversight of Premier’s financial improvement programs including group purchasing, resource utilization, labor, etc. and member relations with respect to such programs. The Committee receives input from management, the Premier Board of Directors, shareholders and members. Committee members and its Chair are appointed by the Board of Directors of Premier. Member Quality Improvement Committee The Member Quality Improvement Committee (MQIC) provides input to Premier’s strategic priorities and public policy positions on the transformation from fee-for-service (volume) to population health (value). It guides the definition of specific initiatives designed to leverage alliance collaboration in pursuit of improving the patient experience, improving the health of populations, and reducing cost. It supports the role of Premier as an industry leader in defining the standards that measure the health of populations and serves as an advisor to the Premier Board of Directors as it supports members in that transformation.
