The attacks on Indians in Australia have always been a cause of big concern but nothing seems to be working. The efforts are either insufficient or not enough because they have taken a monstrous shape; endangering life of our fellow Indians. It has become a cause of worry for their families. COVERAGE OF IRELAND IN PRAVASI TODAY MAGAZINE In this connection, we would like to draw your attention to the fact that Ireland has a rapidly growing Indian community; over the 10-year period from 2000 to 2010, the community has grown from about 2000 to 25,000, which a significant figure is considering the size of the country. Moreover, the Indian community in this country is almost entirely made up of skilled professionals in the IT, healthcare and senior management sectors. It is also among the best integrated Indian community in the world. A second point of interest in Ireland for Pravasi Today's readers is the fact that Ireland has a large Diaspora abroad, which maintains close links with its country of origin. In fact, the Irish Diaspora around the world is estimated between 60 and 70 million, whereas the total population of the Republic of Ireland is just above 4 million. If Northern Ireland [which is a part of UK] is added, the total island of Ireland has a population of only about 6 million. USA alone is estimated to have about 40 million Irish Americans. Over the past decades, Ireland has had outstanding success in harnessing the political and economic strength of Irish community abroad to the nation building exercise in Ireland - including mobilizing political support in USA and elsewhere for Irish perspectives on the Northern Ireland question, and generating an impressive quantum of investment into Ireland. We feel that in one of the future issues of Pravasi Today, you could commission an article on the Indian community in Ireland, as well as another article on Ireland's experience with its Diaspora policy and the lessons that India's Diaspora policy could take from Ireland's Diaspora policy. GOVT. PLANS TO EASE OFF EDUCATION SECTOR CONSTRAINTS

VOTE FOR NRIS Feeling the sheer importance of “the legitimate desire of Indians living abroad to exercise their franchise and to have a say in who governs India”, Prime Minister Manmohan Singh indicated that the NRIs could get voting rights by 2014. He also requested the Indian Diasporic community to involve in the political and public life of their motherland. The ruling Congress and the opposition Bharatiya Janta Party has red-carpeted the move of voting rights for the NRIs. On the other hand, Nationalist Congress Party (NCP) spokesman D P Tripathi said that his party seconds the views of PM Singh. But on the other hand, Shiv Sena supremo Bal Thackeray criticized the move by saying that “just because NRIs have loads of money doesn’t justify their getting voting rights.”

Putting stamp on the fact that skill development is paramount to achieve 10 per cent economic growth rate as envisaged by the UPA government, Planning Commission Deputy Chairman Motek Singh Ahluwalia felt the need to give up the regulatory constraints in order to buck up the NRIs for their active participation in the education sector. Elaborating on the fact during PBD 2010, he said; "It is quite logical to enable NRIs to play part in expansion of education and to improve quality of skill development. There are regulatory constraints, which may come in the way...We are working to relax them." He stressed that "massive expansion of the education system in India" could pave the way for sound economic growth.

NRIS URGED FOR Participation Towards India’s Growth President Pratibha Patil sought active participation from the Indian Diasporic community towards the growth story of the country. Addressing the valedictory function of the eighth Pravasi Bharatiya Divas, President Patil appreciated the overseas Indian workers from the Gulf by saying that of the estimated $50 billion Indian remittances last year, "nearly 40 percent of these remittances about $20 billion annually - come from overseas Indian workers in the Gulf." She also urged the NRI community to invest in the social infrastructure sector, healthcare and the financial and education sector for the overall growth story to unfold in a systematic manner.

Investment IN THE VALLEY One could easily grasp the eagerness of the Kashmiri NRIs during the current PBD, where they showed interest to invest in their troubled homeland. They showed their bent towards investment in the field of medical and adventure tourism; setting up of vocational training institutes and the banking and finance sector amongst others. Inviting the NRIs to empower the state, state Industry Minister S S Salathia said: "Come to us with more ideas. Invest in Kashmir and you won't find us wanting. The projects ready in all aspects will get a sanction within 15 days." In fact, some of the Kashmiri Diasporic community people came with project details of the conceived investment.

On the occasion of the Republic Day, the list of awardees for the coveted Padma Vibhushan, Padma Bhushan and Padma Shri were announced. Among the prominent ones to be embellished with Padma Vibhushan are Indian origin Nobel laureate Dr. Venkatraman Ramakrishnan, Y V Reddy, Zohra Segal and Ebrahim Alkazi. On the other hand, A R Rahman, Aamir Khan, Ilaiyaraaja, Mallika Sarabhai, Bipan Chandra and Fareed Zakaria were coveted with the prestigious Padma Bhushan. Take Immediate Steps to Mollify The Situation: INDIA TELLS AUSTRALIA Giving air to his pent-up feelings regarding the incessant attacks on the Indian overseas community people in various parts of Australia, External Affairs Minister S M Krishna burst out by saying that "unless there is an immediate stop to all such attacks, our people-to-people level exchanges, which includes education and tourism, will get adversely affected." He also said that he has expressed his concerns to his Australian counterpart Stephen Smith regarding the need for "immediate corrective measures" and "a sense of urgency in dealing with the ongoing investigation."

GUBERNATORIAL Changes Take Place

A whiff of change took place in the gubernatorial positions of various states of India. While National Security Advisor M K Narayanan has been appointed as the new Governor of West Bengal, former Home Minister Shivraj Patil has been appointed as Governor of Punjab as well as the Administrator of the Union Territory of Chandigarh. On the other hand, K Sankaranarayanan took the oath of office as Governor of Maharashtra, E S L Narasimhan as Governor of Andhra Pradesh and M O H Farook as the new Governor of Jharkhand. Urmila Singh was appointed as the new Governor of Himachal Pradesh while former Defence Secretary Shekhar Dutta as Governor of Chhattisgarh.

JYOTI BASU Lives on Nonagenarian Marxist tycoon Jyoti Basu (1914 - 2010) left a void in the Indian political domain when he died of septicaemia due to pneumonia that led to multiple organ failure in his body. The towering figure of Jyoti Basu was the longest serving Chief Minister of any Indian state since June 1977 till the beginning of this decade (November 2000), when he passed off the baton to the current Buuddhadeb Bhattacharjee. The development of West Bengal had a symbiotic relationship with his straightforward and timely decisions. Some of the most remarkable moments during his tenure - and directly towards the development of the state - included channelizing land reforms, making the panchayati institutions functionable, moulding the foundation stone for an amicable environment in the state. The state of West Bengal in general and the country in whole will find it hard to fill the gap after his demise.

HANG Overs! 32-year-old Indian Gurpareet Bains claims to have come up with a remedy for hangovers. Not to get surprised is the fact that the cure too is a vodka-based cocktail with a curious composition of 25 ml Christmas spice-infused vodka, 15 ml Cointreau (a sweet, orangeflavoured colourless liquor), 30 ml acai juice and 330 ml pomegranate juice, shaked over ice and then peppered with fresh mint leaves and a stick of innamon. Elaborating over the cocktail, Bains said that although it contains 40 pc alcohol, its ingredients help allaying the symptoms of a hangover. Sufferers, go ahead.

Duty Free draw MAKES INDIAN MILLIONAIRE S K Abdul Razak has become a millionaire in a jiffy. Thanking Qatar's Duty Free's latest US$ 1 million cash raffle draw, he said that "this has been a great New Year gift for me and my family". He has his plans to use the cash for supporting worthy causes. "I also want to start a business in Kerala to provide a better future for my family", said Razak. The US Dollar Millionaire raffle was started in 2006. The Duty Free works at the Departures, Arrivals, and the Premium Terminal of Doha International Airport. The passengers can purchase raffle tickets for US$ 263 each.

Multi-Specialty TREATMENT A group of NRI doctors led by Dr. Ashok Jain along with investors and shareholder doctors from US, UK, and Canada have come up with a multi-speciality hospital in Bangalore with an initial investment of Rs. 100 crore. Spread over an area of 110,000 square feet, Indus Westwide Hospital is a 200-bed hospital with six operation theaters and 45 ICU beds. After Karnataka, they are planning to launch the chain of hospitals in Rajasthan and Tamil Nadu too. The entity is also trying to chalk out plans to initiate JVs for expanding into Tier 2 and Tier 3 cities for setting hi-tech hospitals.

TRAILING The Busy Bee What has the movement of the bees got to do with the robotic planes? A lot, according to a study led by Mandyam Srinivasan, an Indian-origin scientist, whose findings are under the microscopic eyes of the robotic experts all around the world. The team observed that the bees use an 'optic flow', while landing on their target. They also discovered that while landing on surfaces ranging from vertical to upside down, their antennae come closer to the surface. Reacting on the fact, Srinivasan said: ". It adds a further dimension to the 'instrumentation' the bee uses in order to achieve the perfect landing."

Indian Airports Amongst THE MOST DELAYED ONES: FORBES

Worst is Over: AZIM PREMJI ON GLOBAL ECONOMY "Last 12-18 months have been very difficult for the global economy. However, I think the worst is over, 2010 looks positive". These are the gospel uttering from the mouth of Wipro Chairman and a co-Chair of the World Economic Forum Azim Premji. He asserted the fact that the emerging economies like India have already started showing "smart growth recovery." Appreciating the positive steps taken by the information technology industry, he said that "it is the basic tool for efficiency and improvement." In fact, various Indian IT firms have placed betterthan- expected results for the third quarter ended December.

According to an interesting study published in Forbes magazine, airports in India and China are among the most delayed ones in the world. It is more disgracing when one learns that the Indira Gandhi International Airport in the heart of the capital city of the country is on the top of the list of airports with the least timely arrivals. According to the article, 'The World's Most Delayed Airports', the magazine reported that Delhi is followed by Beijing among the top airports with the least timely arrivals. The conclusions of the study are based on the statistics received from FlightStats, a service which keeps in loop flight information around the globe.

GST MAY NOT MEET Its Deadline The much anticipated Goods and Services Tax (GST) may not be able to see the light of the day during its stipulated deadline period, said Planning Commission. Conceived to be introduced on April 1, Planning Commission Member B K Chaturvedi cleared the air when he said that "well, we were hoping that it will come from April 1, but it does not appear that it will be so." GST is a tax on goods and services with comprehensive and continuous chain of set-off benefits from the producer's point and service provider's point upto the retailer's level.

INDIAN BUSINESS TYCOONS in FT's Emerging Market Leader's List Top Indian corporate tycoons have once again showed their prominence in the economic market when a list of 50 emerging market business leaders was published by British financial daily Financial Times. Tata Group Chairman Ratan Tata, Reliance Industries chairman Mukesh Ambani, ADAG chairman Anil Ambani and Bharti Airtel chairman Sunil Bharti Mittal are amongst the nine Indian corporate honchos who have been recognized for their pivotal role in giving shape to the strong economic composition of their respective regions. According to the report, "Tata has targeted the consumer-end of the automotive market". While mentioning Anil, the report stated that "RCom helped to invent the Re 1 per minute mobile phone call that gave hundreds of millions of low-income earners access to the service."

Nano in US

MOOPEN GROUP TO INVEST $ 200 MILLION in Indian Healthcare Opening its purse strings for India and its home state, Kerala, Gulf-based healthcare magnate Azad Moopen is going to invest over Rs. 10 billion ($ 200 billion) for the construction of hospitals and eye care centres. Disclosing his plans, Moopen said: "We have already started the Medicity project in 40 acres of land in Kochi. It is a Rs. 500 crore project." Apart from it, "two eye care centres will also be set up in Noida and Faridabad in two months. We are also investing in Kolhapur, Pune, and Bangalore." The chairman of the Kozhikode-based Malabar Institute of Medical Sciences, Moopen said that "there is a huge opportunity in India. India will become one of the major powers in (the next) 25 years." Listening to his heart, he said that investment in this domain was lingering on his mind since a long time. He also said that he has plans for the entire spectrum of medical treatment, except primary healthcare. Starting with a clinic in Dubai way back in 1987, the son of well-known freedom fighter Ahamed Uni Moopen, has now catapulted with 70 clinics and pharmacies in Gulf, along with a 60bed Medcare Hospital and the 20-bed Al Rafa Hospital for Maternity and Surgery in Dubai. The Dr. Moopen Group is active in four Gulf Cooperation Council countries and has envisaged to expand its operations in Saudi Arabia, apart from India.

Tata Motors is conceiving to plant the seedlings of the tremendous success it has got from the Indian four-wheeler community - owing. Nano and those in the pipeline to get a grab of the lakhtakiyaa car - in the land of United States too. "We also recognize there is a market (for the Nano) not only in the developing countries, but possibly in the developed countries," said the man behind the wheels, Ratan Tata during the recent auto expo held in New Delhi. Chalking out its plan before the public, Tata said that Tata Motors may consider the launch of its dream car in the United States in the coming three years. Further elaborating on the necessity of such a car in the developed nation, he said that "for the United States, we need a car which has a larger engine and we need additional crash test modifications and we are in the process of doing it." Tata also revealed that his entity in planning to produce more blend of the hit model and that Italy's Fiat and Tata Motors are also planning to sell the Nano jointly in the Latin American region too.

Ascending NRG DEPOSITS The Non-Resident Gujaratis have once again stamped their faith in the banks of Gujarat with their deposits on a rise by nine per cent from September 2008 to September 2009. While in September 2008, NRG deposits in Gujarat banks totaled Rs. 20, 392 crore, it mounted to Rs. 22, 258 crore a year later in September 2009; hence, giving it a rise of 9 % . According to some market analysts, during the time of global economic recession, when there was an extreme freeze in monetary flow, NRGs across the world began injecting their money into the state-based banks. It is said that most of the NRG deposits have been from the Diasporic community people residing in the US, Europe and Africa, in the form of fixed deposits in the banks. According to a September 2009 report of the State Level Bankers' Committee of Gujarat (SLBC), Kutch district is at the pinnacle of NRI deposits with an amount totaling Rs. 4,445 crore, while Ahmedabad holds the second spot with a deposit worth Rs. 3,330 crore. According to the report, NRI deposits in Kutch have jumped by around 9 % while the deposits have leapt to more than 20 % over the past year in Ahmedabad. According to the General Manager of the Union Bank of India, Gujarat, V A Mendonsa, "NRIs have limited investment opportunities in foreign countries." A major chunk of the population invests in foreign currency non-resident deposits; and they also convert their funds into Indian currency for the hedging purpose, elaborated Mendonsa.

Recently the Indian and Australian Prime Ministers, Dr. Manmohan Singh and Kevin Rudd respectively set on doing something substantial to resolve the problem after a dialogue in New Delhi in the mid November last year. But the racial violence began to loom large in Australia in the first week of January 2010 too. It is worth mentioning that body of partly burnt Ranjot Singh, 25, was found on January 1, 2010, in Australia and the very next day Nitin Garg, 21, a permanent citizen of Australia, was knife- penetrated dead. Worth underlining is the incapability of the police that couldn't find out the culprits. Hardly had a week passed when an attempt to murder one more person of Indian origin was made. Jaspreet Singh, 29, petrol - inflamed and so 15 per cent burnt, was hospitalized in Melbourne city on January 9, 2009. It was the very same day when India received the body of Ranjot Singh.

On January 9, 2010 an attempt to burn Jaspreet Singh was made, while on January 1, 2010, a partly burnt body of Ranjot Singh was found and next day Nitin Garg was knife-penetrated dead in Australia. It shows that the Government of Australia is not keeping its promises to take all possible measures to protect Indians and take action against attackers

China And India At Climate Summit Walkout: United Stand of Warring Countries

Although Indian Prime Minister Manmohan Singh is known for remaining cool as a cucumber during all types of turbulent times, this time he was keen as mustard to support his Chinese counterpart. At the summit he said, "Parties to Kyoto Protocol should deliver on their commitments for emission cuts." He further added, "India has a vital stake in the success of negotiations, as we are likely to be among the most affected by climate change". However, tensions prevailed and talks failed at the Copenhagen Climate Summit on December 18, 2009, particularly when Chinese premier and Indian Prime Minister both walked out of the Summit along with their respective delegations. It is really surprising for environmentalists, particularly of China and India, why the two Himalayan countries can not normalize the border situation, remove military troops and tanks and live peacefully to retard melting of glaciers if they can take a united stand of walkout at Copenhagen. The deadlock at Copenhagen Climate Summit had been not only due to the emphasis of developed countries, especially Japan and Europe, on establishment of a new agreement in place of Kyoto Protocol, but also differences among developing countries on Kyoto Protocol. Small island states and poor African nations vulnerable to climate impacts laid out demands for a legally-binding deal tougher than the Kyoto Protocol. This was opposed by richer developing countries such as China, which suspect tougher action would curb their growth. Tuvalu got a suspension of negotiations until the issue could be resolved.

he first Pravasi Film Festival (PFF) held at Habitat Center in New Delhi on 3-6 January 2010 was by any measure a resounding success. The organizing team really worked hard for over three months to generate interest and funds, attract prominent filmmakers and media, and witness the attendance and support of many organizations and governments. This was nearly as much a labor of love as the making of films particularly overseas. Most notably, the co-sponsorship of Mauritius proved to be a model of collaboration for NRIs and PIOs. For a first event of this nature and magnitude there were relatively few glitches, though many lessons for the future. It was a pleasant surprise for many to know that such a large variety of films are being produced outside the purview and influence of Bollywood. The PFF-2010 brought to light some 45 films including documentaries as well as full-length and short feature films; about one-half of these were in competition categories. Nearly as many film personalities from overseas attended the screenings, in addition to about a thousand interested viewers. All events were also well-attended by media and film critics. In addition there were 5 topical panel discussions, opening and closing ceremonies, and special events for media and celebrities. Amidst all this, the three award-winners stole the show (rather, the hearts): Life Goes On (feature), Flying Sikhs (documentary), and Shor (fiction). Although in its infancy, the genre of Pravasi

Many would regard Pravasi films as encompassing- ostensibly or subliminally- one or more core values such as: the soulful depiction of homeland nostalgia, the trial and turbulence of East-West confluence, and the rewards of selling Exotic India- with family relations towing the storyline. This caricature would probably fit Bollywood films made on NRI topics as well.

cinema worldwide is yet to transcend the so-called "rule of 10 percent". That is the number of Pravasi films made about 100 per year- is about 10% of the number of films made in India; and about 10% of Pravasi films are ever shown on big screen. The majority of films, however, are never released or recognized. Apart from the films made by half-adozen well-known and marketable or bankable Pravasi filmmakers, the majority of Pravasi films are produced on shoestring budgets, often limited to the producers' own funds or subsidized equipment at public access TV studios. The lucky ones get shown at a few minor film festivals or cable channels- rarely recovering the cost of production, howsoever small. The event not only showcased the creative talent of the Indian diaspora, but also brought to fore what others think about them and what they think about themselves- an overlap of emotion and ambition. A general consensus among delegates and organizers prevailed at PFF-2010 to institutionalize and promote Pravasi cinema through an initiative comprising the following 7 POINTERS; program details and action plans to be worked out by the organisers in due course. 1. In this context, a "pravasi film" is DEFINED as a film: (a) produced and/or directed by an NRI (nonresident Indian), an OCI (overseas citizen of India), or a PIO (person of Indian origin); and (b) based on a theme or story somehow related to India. 2. PFF to become an annual event in early-January each year, followed by an Awards Night gala program. Both the film festival and the award night are to be privately managed and self financed. 3. A new entity called Pravasi Film Development Corporation (PFDC), along with its Secretariat and an experienced CEO, to be established in partnership between the private sector and the Government. 4. PFDC to establish and develop an archive of pravasi films in collaboration with producers overseas. 5. PFDC to serve as a clearinghouse for information on contacts, talents and potential markets for pravasi films. 6. PFDC to set up a venture capital funding plan to help connect pravasi filmmakers with potential investors and distributors. 7. PFDC to launch a website to disseminate information, promote membership, facilitate contacts, and assess its own effectiveness. !

such as: the soulful depiction of homeland nostalgia, the trial and turbulence of East-West confluence, and the rewards of selling Exotic India- with family relati-ons towing the storyline. This caricature would prob-ably fit Bollywood films made on NRI topics as well. Pravasi films, however, are less likely to go heavy on the Bollywood formulation of song-and-dance sequence, item numbers, remakes of classics, adaptation of Hollywood hits, black-and-white depiction of vices and virtues, and everyone lives happy ever after the curtain drops. Rather, Pravasi filmmakers are more likely to be exploring the gray areas of personal and social conscience, capturing the interplay of varied cultures and values, portraying the dreams and ambitions of Indian immigrants in foreign lands, preserving the essence of India's wisdom traditions, putting to test the ceremonial pride of Indian-ness, and cherry-picking what they consider the salvageable best of the East and the West. While a handful of successful Pravasi filmmakers continue to attract talent and funds, the vast majority have to rely on the power of passion to overcome the dearth of finance, technology and market. Perhaps this is part of the normal process of evolution. But then the whole idea of institutions and governance is to help mitigate the macro adversity to harness the micro potentiality. Through screenings, awards, panel discussions and casual conversations, the PFF offered a venue not only to felicitate Pravasi cinema but also to facilitate its flowering in future.

Does all bode well for NRI cinema in India? RATNADEEP BANERJI

ndia is at crossroads with influx of alien culture percolating at every strata of society. Several good things have chanced upon out of this but at the cost of denigrating or diluting its age-old tradition. Stakeholders of our Indian society are themselves grappling with this upheaval of European grandstanding. An uprooted pravasi too finds him in quandary vacillating between two cultures. But his diasporic psyche straggles between the double standards of two-nations ending up in a bifurcated self despite his accomplishments in profession. And this verily incites a zest in several denizens for clinching to one's estranged culture and ethos. And they have proved their prowess in safeguarding it. Amidst adversity their prudence gets streamlined to feel the onus for upholding India. After all it is these NRIs who have brandished Indian words in the innards of the English lexicon and garnished Indian cuisines on the European platter. Can we forego our gratis to impresarios like Uday Shankar? The growing number of Indian gurus from teaching yoga to the nitty-gritty of Hindu shastras reflects the credence the local society has given to them. The ever burgeoning number of NRIs has a huge chunk of virtuoso professionals. Once they become arduous

to promote India through a medium like cinema, it's bound to give a fillip to the existing awareness of India abroad. India will no longer conjure up being a place of snake charmers. The recent Pravasi Film Festival in Delhi, held for the first time espoused for our beleaguered brethren to show their true colours. The NRI camaraderie put up an encompassing tapestry of India and its entente cordiale with world nations. The filmmakers heaved their pent-up aspirations to seek solace and succour from their Indian counterparts. The festival lent a rendezvous for this concourse to reach a communion of ideas and share bonhomie of good old days. The thirty-five screened films proved their point from around 35 countries comprised of feature films, documentaries and short films. Inaugurating the festival, Deepa Mehta let out, 'We are like children who have left their mother and gone away. And we keep coming back because the mother is so good and pulls us back'. The festival happened under the aegis of Pravasi Today, a media group which has towed along 125 countries whose Indian Diaspora is inclined to join together for cultural exchanges. Auteur Meera Nair sends out her trenchant appeal, 'Cinema that arrests you; something that captivates your emotions and not where it has been made....Films can have several languages in it like in Namesake. The exquisiteness of NRI films is its cinematheque flowing from persons who have waded pan national cultures finally to reach at a holistic perception bereft of all the dross that accumulates when done by resident citizens of one particular country. Both Bollywood and Hollywood have their limitation. This invigorating outreach of NRIs is salubrious to the populace of resident Indians. By and large Bollywood churns out drivel stuff that fester the credulous minds of the hoi polloi. The Indian viewers also need to rouse up to seeing worthwhile content and not merely hanker after stars. The thematic undercurrent that surfaced during Pravasi Film Festival shimmered with aesthetic cultural appeal and broad perceptions imbued with societal and national concern. This precisely remains shorn off in our Bollywood cinema. Hasn't some of the best English writings come from these NRIs? Had Nirad C Cahudhuri done a tandem act of filming too new vistas might have opened up? Then why not accord due impetus to the Indian Diaspora to usher a maverick genre to relegate our moribund Bollywood? !

Marketing of films is as integrating as making the film. The story needs to cast riveting effect upon its viewers. Which are the films that you liked most in the PFF 2010? Although, I could not see all, but out of what I saw, I liked - 'Coffee Shop on the Moon', 'Life Goes On', 'Azizan Mastani' and 'Mother'. It was an appreciable effort by all the people involved and I would like to take this opportunity to congratulate everyone, who had their films previewed and all those who won awards. People of Indian Origin who have been living abroad for years and still feel for their country. Do you think PFF should organize its small versions in different countries as well? Yes we should organize this in different countries or different continents. This will enable a wider NRI audience to view and appreciate the efforts of fellow NRIs. You are an actor and film maker also. What is your suggestion to make PFF work as a bridge for Indian and NRI film makers? Besides the NRI film makers who have got the

As an NRI how do you rate Pravasi Film Festival? And, what kind of role can this Festival play to bring all the NRI film makers under one roof? I feel this is an excellent platform to nurture, recognize and honor the work of NRI film makers and artists. We should promote this heavily and make this a yearly event. The focus should be to bring a larger variety of films and artists and in time, aim to make the awards of PFF as the most coveted award for the NRI film fraternity.

recognition, there are many more who have the will, talent and the funds to do so. The hindrance at times is the lack of the technical knowhow or interaction with the right people from this field. Sitting away from India, away from Bollywood, sometimes, they kill their desires. I think it will be a fabulous idea to have conferences or forums where the talent can meet at a more informal level and interact to enhance the knowledge of the NRIs in the field of film making. There are people out there who want to make films only if they can interact with the right people closer to them. What kind of strategy do you think should be adopted to make short films made for Indian Diaspora reach them? It is difficult to reach the Indian Diaspora, however, it's not impossible. The best medium, I feel is a film festival. We should have more festivals and at many more locations. I think this will do the trick. Festivals attract the right audience which appreciates such films. Basu Chatterje Eminent filmmaker and the face behind the heydays detective series Byomkesh Bakshi, Basu Chatterje (head of the Jury for feature films) said that it was important for a filmmaker to identify the audience he or she wants to cater to. Meera Nair Expressing her gratitude towards such a noble initiative, eminent filmmaker Meera Nair said that she was "very glad to be here at this festival (Pravasi Film Festival), since it is this society and culture that I seek to portray in my films." Veteran of majestic pieces of films like The Namesake, Monsoon Wedding and Amelia, she said that her "mantra is that the more local, authentic and truthful a film is to its roots, the larger is its universal appeal." Deepa Mehta "So I feel complete when I make a film I can 'smell'," said eminent filmmaker Deepa Mehta when she expressed that in her earlier years while staying overseas, she could not relate to the foreign characters. Pointing towards the celluloid frames from the mainstream part, she said that the acceptance levels had changed all over the world and people overseas related better to the mainstream than to the art cinema from the Bollywood. Rahul Rawail Jury member and senior filmmaker Rahul Rawail called upon the film industry in India to support the Pravasi Film Festival initiative and referred to the affinity in themes. He also added that women appeared to be doing very well as far as NRI filmmakers are concerned; with Mira Nair, Deepa Mehta, Gurinder Chadha, and now Sangeeta Dutta dominating the domain. While discussing about Flavours, a debut project by Raj Nidimoru, and an official selection at the Cairo, Milan and Bangkok film festivals, Former Miss India-USA Pooja Kumar Mathur said that "there are many untold stories about Indian-Americans, especially women, and how they interact with the American community." She also confessed that it is difficult to find distributors for films made by non-resident Indians. But in the same breath she also sounded pessimistic while saying that, "but you mustn't forget that it took Meera Nair 20 long years to establish herself. After Slumdog Millionaire won the Oscars and became a rage across the globe, there is a ray of hope for Indian filmmakers abroad." Sangeeta seamlessly blends didactic tenor with stark reality and comic relief

A rollercoaster called LIFE Tolstoy laid the epigram ‘And life goes on’ in his War and Peace. Its universal candour lapping up all vicissitudes find cinema-verite like ‘Life goes on’ riveting on its viewers. A Pravasi Indian embattles volatile existence for a foothold. Often his set of credoes congeals into more morbid form. Londonbased director Sangeeta Datta takes delight in imaging warped psyche caught between two cultures. The esoteric cast of Om Puri, Sharmila Tagore and her whittled chip Soha Ali Khan pulls the strings on its viewers. Puri stands out as the alter ego of his protégé Girish Karnad, a professionally successful man; yet falls prey to some morbid credos and parochial views that cocks-up his filial ties proving detrimental to his family. This didactic tenor exposes chink in the armour of all and sundry however established one may be, and so the dire need to placate these deficits towards holistic benefits to reap optimal effects. Karnad has ever been a virtuoso actor to bring out the nuances of mental perplexity and predicament. This portrayal of self-atrocious process remains an eye-opener. In the film, the father vehemently reacts to smoother out his daughter’s beatnik sense perceptions but for the timely intervention of Puri, the impasse gets bailed out. Puri plays a sensitive role in his epic style of grin and bear panache working out a strategy most laudable. family starts a six-day ordeal till the day of funeral. So many things have to be learnt and unlearnt by various members. Even Puri at a critical juncture loses balance to finally gain his composure. Sangeeta makes a realistic depiction of windfalls and pitfalls that may befall in such situation. Family obligations over personal pursuits of profession may be right to some while to others the other way round. The plot squared plethora of such dilemmas. The settings of the film are realistic that every Diaspora hits upon to reckon as barking up the wrong tree. Biting dust in an alien land skews his perceptions finally to get steamrolled into perspicacity. A life ought to exude resilience and not succumb to adversity and neither should its ephemeral nature deter the effervescence of life. Sangeeta seamlessly blends didactic tenor with stark reality and comic relief. Karnad’s aversion towards Islam stems out of past events of Indo-Pak partition. The cast is very well-chosen. I started manufacturing activities in India in 2004 and launched my brand Markson on 19th January, 2008 in collaboration with a UK based company which helps us in designing the products we manufacture in our state-of-the-art manufacturing facilities at Uttarakhand and Himachal Pradesh. Why have you chosen Shatrughan Sinha as your brand ambassador? Shatrughan Sinha has been a very old and dear friend of mine and has a charismatic personality and is very popular particularly in the northern part of India where we have initially launched our products. All the products that we manufacture have a special feature of good sound quality and I co-relate that with the super rich voice quality of Sinha. Wherever I have launched my product, Sinha has been a great support. According to you what would be the position of India as a market in coming future? I see a bright future for India. Customers and many leading multi national companies who have set up base have confidence in the manufacturing infrastructure already available here. We have an edge over China in terms of quality of products. Of course, infrastructure needs to be improved particularly in terms of material handling at ports and connectivity in terms of roads available so far. The Government is already working to improve infrastructure in these two fields. Another factor that needs to be addressed is of high taxation whether direct or indirect. Noteworthy NRI Cases FALSE WILL AND FABRICATED RECORD ENTRIES In a very interesting case, the share of our client in the ancestral coparcenary property of his deceased father was taken over by his brother on the basis of a false and fabricated will. The client was residing in Canada, whereas the property and the client's brother were based in India. The latter threatened to alienate the land in dispute on the basis of frivolous entries made in his favour in the Revenue Records. The client had lost all hopes of recovering his property. He then contacted us for legal advice and we assured him of our best possible efforts in the case. We on behalf of our client filed a suit for declaration praying for the following reliefs: 1. That the plaintiff be declared as the lawful owner of his share of the ancestral coparcenary property, on the basis of his birth right in such property as a coparcener. 2. That the alleged will be declared as a fabricated document and the entries made in the Revenue records on the basis of such will be held as illegal

and inoperative against the plaintiff with respect to his rights in the property in dispute. EVICTION OF PROPERTY Our client was a 56 year old qualified doctor, practicing in the United States. She was the owner and landlord of a shop-cum-flat in Chandigarh which was in possession of the tenants on rent. Being an Indian citizen our client desired to come back to India and intended to run her own clinic in the nonresidential portion of the premises in question. She required the possession of her property for bona fide needs of occupation and residence but the tenants refused to vacate it. FORGED POWER OF ATTORNEY In a very challenging case pertaining to forged Power of Attorney, our client was a non-resident Indian residing in the United Kingdom. He was the owner of a three-storey residential building in India with full proprietary rights thereof on freehold basis. A close relative of our client, who was in physical possession of this building, entered into an Agreement to Sell the said property on the basis of a General Power of Attorney purported to be executed in favour of him by our client. But our client contended that he had at no point of time executed any such General Power of Attorney and as such the same was fictitious, forged and fraudulent. On behalf of our client we moved the Court for the following reliefs through a Suit for Declaration: 1. That the General Power of Attorney alleged to be executed by the plaintiff in favour of the defendant is a forged, inoperative and non-est document. 2. Consequently, the agreement to sell the said property, executed by the defendant on the basis of the said General Power of Attorney is void and has no binding effect on the proprietary rights of the plaintiff. 3. Defendants have no right whatsoever to claim any interest in the suit property or and as such they are trespassers over the said property through wrongful possession of it. 4. Permanent Injunction restraining the defendants from handing over the possession of the suit property to anyone. The Court decreed the suit in favour of our

client and held that the alleged Power of Attorney was illegal and inoperative and as such the defendants had no right to interfere in the possessory or ownership rights our client qua the property in dispute.

1. Non payment of rent by the tenants. 2. Tenants being guilty of change of user of the premises in violation of the local bye-laws. 3. Tenants being guilty of committing a number of acts impairing the value and utility of the premises in question. 4. Bona fide requirement of the premises for own use of the petitioner. The Ejectment Petition was accepted by the Courts and through an Ejection Order the tenants were directed to put the petitioner in possession of the property in issue.

DIVORCE In one of the matrimonial cases handled by our lawyers, our client was a resident of a village in northern India. She got married to a US resident in March 1999. Their marriage was solemnized according to Hindu rites at Ludhiana and was got duly registered under the Hindu Marriage Act. Till April, the husband and wife lived together in India and thereafter both of them left for the US, the husband on a work visa and his wife on a dependant visa. On reaching the US, the husband told our client that he wanted to severe his wedlock with her as was in a relationship with another girl. He abused and insulted her in every possible manner and meted out acts of mental and physical cruelty to her. Shortly thereafter, the husband abandoned the matrimonial home, leaving our client all alone abroad. Due to the acts of cruelty of her husband our client suffered from depression for which she had to take medical treatment at her own cost. Being not very conversant with the legal procedures pertaining to matrimonial reliefs, our client contacted us from the US and narrated her woes. We immediately advised her to move the Indian Courts for divorce. On basis of the above facts we filed a petition for divorce under section 13 of the Hindu Marriage Act on behalf of her. We pleaded that: 1. The husband had deserted his wife for the last more than two years without any reasonable cause or reason. 2. The husband had treated his wife with cruelty of the gravest nature which caused a reasonable apprehension in the mind of the petitioner that it would be injurious to live with him. 3. The marriage had broken down irretrievably and there is no chance of reconciliation between the parties.

he recent Test series between International teams around the world has demonstrated beyond doubt the attraction, passion and the fascination that Test cricket holds for cricket fans all round the globe and quite nonchalantly holds its own in the midst of fierce competition from the shorter forms of the game. Even the players who stand to make far too much money far too easily and indeed quickly in Twenty/20 tournaments admit to Test cricket having that unparalleled joy and charm missing in the shorter and faster versions of the game. The recently concluded series between England and South Africa had all the essential ingredients that the crowds have come to expect over the years from Test Cricket - excitement, tension and extreme competitiveness. Neither side prepared to give an inch to the opposition. It may have changed the definition of good old fashioned sporting spirit and cricket being a gentlemen's game but with the change of culture in the society in general, this was bound to happen. The batsmen may not walk by themselves when out but at least, they don't stand on the pitch arguing with the umpires and making impolite gestures as happens for example, in football. However, the game has still maintained its old adage - the game of glorious uncertainties, and the ding dong battle for supremacy between the two teams proved that point beyond question. The series between Australia and Pakistan showed for the umpteenth time the fighting spirit that the Australian team possesses and its never-say-die determination. They have proved this time and time again, but never so conclusively and stylishly as they did by winning the second Test after being in such a hopeless situation that even their most ardent fans wouldn't have given them a chance in hell and the result seemed a foregone conclusion. But Mike Hussey and the Australian bowlers had different ideas and pulled themselves up to turn the impending defeat into a sensational victory that only Australia seems to be capable of achieving. Amazingly, despite so much opposition to Test cricket from different corners, the matches both in Australia and South Africa were played to packed houses. Even the series between India and Bangladesh was

not without spice and spine. Contrary to Virendra Sehwag's impolite and incorrect estimation of Bangladesh being an ordinary team, the hosts fought tooth and nail with the team rated to be number one in the world and gave them a scare they are not likely to forget in a hurry. Once again, it was the redoubtable hero of Indian cricket - Sachin Tendulkar - who rescued the team from the depths of disaster to a place of reasonable safety where the players were able to regroup and perform somewhere to their true potential. All this goes to prove that Test cricket is very much alive and kicking and with tender loving care and slight adjustment, should enjoy a long and healthy life. One point that comes instantly to mind is the duration. Unless interrupted by the weather, not many games seem to stretch to five days. So the duration can conveniently be reduced to 4 days. The Test format seems to have profited from the shorter forms in the sense that there is hardly a dull moment in the game. Even Bangladesh, despite losing the first Test maintained a faster scoring rate and their exciting wicket keeper batsman Mushfiqur Rahim managed to score a century in 114 balls - the fastest by a Bangladeshi batsman, which was quite commendable under the circumstances. I feel that the above example should remove all niggling doubts about the Test cricket being on its last legs and with the popularity it is enjoying all over the world at present I have an uncanny feeling that Chris Gayle may not have his wish of seeing Test Cricket die fulfil in his lifetime !!!! my inquisitiveness, I started searching for various scenic beauties, and could not stop myself paying an indelible visit to the land of thousand gardens. Although this conversation and my trip to Hazaribag dates roughly a long time back, I still cannot erase those riveting records from my memory's album. Rich in flora and fauna, Hazaribag's tranquil surroundings makes it one of the busiest spots in Jharkhand. Being a part of the Chotanagpur plateau, the place is adorned with plateaus, mountains, valleys, and of course swathes of forests. The place is also known for its health resorts too. Its nomenclature owes its credit to the 45 per cent of the region being covered with dense forests. The land of Hazaribag is also an abode to several ores and minerals, with mica and coal counted as the prominent ones. The climate is also favourable for the tourists thronging here throughout the year. Hazaribag is home to some of the most famous tourist spots not only in the eastern part of India, but also along the entire length and breadth of the country. So, let us start a pleasure trip in the land of thousand gardens.

large fair is held here. Surajkund is also in the list of those tourists who love to travel during the winters because of its hot spring. Raj Derwah, located in the middle of the Hazaribag National Park is a hotcake-like spot amongst the visitors. Although shooting is strictly impermissible here, the scenic bungalow located about six kilometers from Hazaribag-Barhi road is a nice hang-out place here. Despite the absence of electricity and cooking facilities in the bungalow, a large number of tourists pay a visit to catch a coup d'oeil of the beautiful water tower here. Some other spots worth a visit include the famous Tilaiya and Konar dams; the Canary and Silwar hills. Lying on Barakar river, around 130 miles above its embracing spot with Damodar, Tilaiya was the first multi-purpose dam built by Damodar Valley Corporation. The dam and its nearby greenery and low-lying hills are counted amongst the favourable destinations for the vacationers. Along with this, terrace gardens and Picnic Island with motorboats and swimming spots nearby the dam remain thickly populated during the vacation periods. The Konar dam is well known for a small settlement nearby thronged with numerous trees by the DVC authorities. Situated about 51 kilometers southeast of Hazaribag, the dam also doubles up as a picnic spot. The Canary hill, situated around three kilometers from Hazaribag, is niche to a Dak Bungalow along with a beautiful picnic spot nearby. A nearby forest is frequented by wild animals, a cynosure of the tourists' eyes. The Silwar hill is home to a number of old images of various gods. It is said that a temple was constructed here where idols of Lord Jagannath, Balbhadra and Subhadra were set up. The place is now also known as 'Jagannath Dham' by the devotees. Hazaribag, thus, metamorphoses itself into a onestop destination for adventure, wildlife and religious tourists in Jharkhand. One can easily spend a pie of their quality time and jaunt out for an expedition to this land of thousand forests.

Hazaribag is the host to one of the most enthralling and captivating national parks in the country. Spread over an area of 150 square miles with a dedicated right-free forest covering 80 square miles, the park is embellished with a plethora of flora and fauna. With the presence of wild bears, nilgai (blue bull), chital (axis deer), tigers, bears, it turns out to be a precise destination for wildlife tourists and ecolovers. One can also look for some of the best tropical woodlands and grassy meadows inside the premises of the park. Apart from the National Park, one can always pay visit to the Hazaribag lake and the nearby Swarna Jayanti Park and a famous cafeteria tucked nearby. Hazaribag is also a perfect destination for religious tourism. The famous temple of Chhinnamastka Devi, located at the cuddling point of rivers Damodar and Behra, is thickly populated with devotees throughout the year, paying their respect to the idols of Maa Kali, Hanuman, Surya Dev, and Ashtdhari. A large fair is also held every year on vernal equinox (Makar Sankranti). The illustrious 400-year old Bhadrakali temple is situated approximately 60 kilometers from the district headquarters in Itkhori. Considered to be an important religious place for Shaivites, Vaishnavites, Buddhists and Jains, Gomed stoneconstructed idol of Maa Bhadrakali could be spotted in the temple. A large number of other religious ceremonies are held throughout the year. A sixkilometer travel away from Hazaribag on the Barkagaon road will bring one to an ancient temple of Lord Narsingh (Lord Vishnu). A large assemblage of devotees throngs this temple during Kartik Purnima (full moon day in the auspicious month of Kartik) too. The place is host to temples of Dashawatar, Surya Dev, Maa Kali, and Hanuman also. Located 60 kilometers from Hazaribag, Surajkund is known for its two hot and one cold spring. The temperature of water in the hot springs is 169-190 degree Fahrenheit or 87 degree Celsius. The spring is thought out to be one of the hottest hot water springs in India. Due to high sulphur content in the water, it is also considered to have curative power. There are five other kunds namely Surya Kund, Lakshman Kund, Brahm Kund, Ram Kund and Sita Kund in the proximity of Surajkund. A Durga temple in the vicinity of the place is also known for its vast gathering. On the auspicious occasion of vernal equinox, a

number of copies sold ever since the evolution of printing technology. We know that when the thousands of poor Indians were taken away to far off lands like Fiji, Mauritius, Trinidad, more than a century ago, by the British to work as farm labour there, the one book they carried with them along with their measly belongings was a pocket edition of Ramcharit Manas. And even after a century of the influence of the alien local language and culture, it still occupies a place in their prayer rooms. What prompted Dr. Aruna Sitesh to wield her pen on such oftrepeated subject? We all are well aware of her interest in English literature, as a teacher for 3-4 decades and as a creative writer of repute of Hindi fiction. But, what could be so novel in this subject that motivated her to produce this book? But soon my query was answered. The blurb clearly stated that it was an "abridged version of Ramcharit Manas for a growing section of the present-day reader, both in India and abroad, characterized by preference for English language and shortage of time." But preparing an abridged version of an Epic written originally in Avadhi and venerated by millions and millions for centuries is no less a challenging job. Some ardent devotees could wonder how a single word could be dropped without distorting the text they revere and consecrate? But the preface adequately explains the grounds on which the work was done i.e. prudent pruning of the original in a manner that retains the flavor of the original and keeps intact the moral, ethical, literary and aesthetic content of Manas which lends it the semblance of a scripture. It fact the work carried out to abridge the Manas was originally carried out by Dr. Sitesh Alok which was published as Manas Mangal, in Hindi some time ago. And convinced by its approach and the outcome, Dr. Aruna Sitesh decided to render it into english for the benefit of wider readership. It is unfortunate that this work (her sixteenth book) could not be published during her lifetime and was released only on her first death anniversary. As a translator, Dr Sitesh has succeeded in maintaining the readability and cogency of the original poetic narrative to make it more accessible and enjoyable to a reader not imbued with poetic sensibility and metaphorical idiom employed by Tulasidas. The glossary of places, rivers, words etc. at the end adds immense value to the volume and will certainly be of great help to the readers, particularly those not so familiar with Indian culture. Altogether the readers, I believe, will feel rewarded when they go through this well-meant, well translated and well-produced version of the time tested epic. !

For Non-Resident Indians (NRIs) and Persons of Indian Origin (PIO), investment in Indian real estate is monetarily rewarding and emotionally gratifying, as it helps maintain bonds with their homeland. However, persons of Indian origin residing in Pakistan, Bangladesh, China, Afghanistan, Iran, Nepal, Sri Lanka and Bhutan are not permitted to own or acquire any kind of property in India. PIOs in this category can only reside on rented property, subject to a maximum lease of 5 years. As far as foreign direct investment goes, the Ministry of Commerce and Industry relaxed its policies in March 2005, and investment from NRIs falls within its purview. Barring a few sectors, 100% investment is allowed under the automatic route from foreign and/or NRI investors. FDI flows are welcomed in building up infrastructure in urban locations, and Special Economic Zones, Export-Oriented Units, industrial parks, hardware and software technology parks have been permitted under the automatic route for 100% investment. NRIs and PIOs have been offered additional entry options to invest in Indian firms or proprietary concerns on a non-repatriation basis through their NRE Account, FCNR Account or NRO accounts.
