‘Slow recovery’ provides revenue for increased county budget proposal By Jodi Deal Richmond Suburban News

Powhatan County Administrator Pat Weiler said members of the Powhatan County Board of Supervisors made their goals clear to her during preliminary budget talks – no real estate tax increases, maintain a fund balance of 15 percent, present a balanced budget and don’t use onetime funding for operating costs. When she presented her proposed $51.798 million budget

on Wednesday, March 5, for the 2015 fiscal year to the supervisors, Weiler told them she was confident she had met all four of those guidelines, along with a few goals of her own. The draft spending plan, up $1.47 million from the current year’s operating budget, doesn’t include any merit raises or percentage pay increases for county employees, but it has an estimated $191,950 to implement a new pay and classification plan for county employees. Consultants are studying the county’s em-

ployee base to develop that plan, which Weiler said she expects to be ready in June. County employees received a 2 percent across-the-board pay increase, their first since 2008, in the current year’s budget. A 7.1 percent rise in employee health costs, a $51,000 increase, will be absorbed by the county and offset by a $51,000 savings in what the county must pay into the Virginia Retirement System for employees. Weiler said her priorities during the budget planning process

was to refine revenue projections, re-evaluate funding of current programs, implement a few organizational changes, look at employee compensation and streamline the way the county’s funds are structured. “When you look at the county as a whole, revenues for 2015 are expected to be $1.4 million more than revenues in 2014,” Weiler said. “Those numbers come from personal property see BUDGET PROPOSAL page 2A

Members won Grand Champions in the B Division and finished fifth overall in the Finals. In addition to competing at Poca High School, “Resonance” competed at Clover Hill High School’s Mid-Atlantic Show Choir competition and finished 2nd Runner-Up in the B Division.

Sunday hunting controversy continues despite law’s passage By Jodi Deal Richmond Suburban News

Despite the fact that Virginia Gov. Terry McAuliffe had signed a bill lifting the ban on Sunday hunting into law that very day, the topic was the source of much debate during last Wednesday’s Powhatan County Board of Supervisors meeting. Eleven citizens turned out to weigh in on the matter, as supervisors were set to consider a resolution regarding the law, which will allow landowners, effective July 1 of this year, to decide whether hunting is allowed on their property on Sundays. Action on the resolution, which would have put the county on the record against Sunday hunting but would not have outlawed it locally, was ultimately deferred until the board’s next regular meeting, which is set for 7 p.m. on Monday, March 17. District Four supervisor Bill Melton, who wanted to vote on the resolution that night, said he’s received strong direction from voters in his district to go on the record against Sunday hunting. see HUNTING page 8A

Spring Events planned As Powhatan County residents eagerly await the arrival of spring – and the exit of Old Man Winter – several events are on the calendar. According to the Powhatan Cooperative Extension Office, a Recycling Amnesty Day will be held from 8 a.m. to noon on Saturday, April 5, at the Powhatan Fairgrounds Building. Residents are invited to bring their old tires, appliances and electronics to be recycled. Secure paper shredding also will be available that day. An Earth Day Celebration is planned for 4 to 6 p.m. on Tuesday, April 22, on the Courthouse Green in the Village of Powhatan. The event will feature children’s activities, live music and food, free tree seedlings, educational exhibits, earth conscious vendors, poster contest artwork winners and vegetable/flowering plants for sale. Powhatan’s Festival of Fiber is scheduled for 10 a.m. to 5 p.m. on Saturday, April 26, at 3920 Marion Harland Lane in Powhatan. The purpose of the festival is to celebrate and to share an appreciation of the many fiber animals, fiber farmers and fiber artisans of the county and surrounding region. taxes, sales tax and building permits, primarily.” That’s good news, she added. “What that’s telling us is that we in the county are seeing a slow recovery. Even though real estate assessments were down from 2013, the real estate assessor told us we had positive numbers toward the end of 2014. And we are seeing new construction. We do see positive growth here in the county,” Weiler said. New construction will offset some of the revenue loss the lower assessments could have caused, Weiler said, resulting in a total revenue decrease of $52,500. Personal property tax revenues are expected to rise by just over $1 million from what was budgeted in the current year, Weiler said, noting that the major increase is due, in part, to the fact that the county appears to be on track to collect about $800,000 more in the current budget year than was expected. The budget proposal predicts a $255,200 rise in sales tax earnings – a gain of about 13.6 percent. Building permits are on the rise, Weiler noted, translating to a $152,550 increase in revenue. The planning commission and Weiler are in the process of refining a capital improvement plan that now stands at $55 million in projects over the next five years, not including utilities improvements. A separate utilities master plan is in the works by a consultant, Weiler said. “That capital improvement plan has not been fiscally restrained,” Weiler said, adding there’s trimming left to do before she presents the plan to supervisors on March 17. Weiler noted that she will come back to the board at a later date with more information about possible water rate adjustments once she has gathered additional information on the matter from Chesterfield County officials.

He is survived by his daughter, Juanita Nicole Cosby; grandchildren Jamal Mickey and Chyna Cosby; goddaughter, T’Wanda Cox; three brothers and three sisters. His remains rested at the Robert Mealy Funeral Home in Goochland. Funeral services were held on Wednesday, March 5, 2014, at First Antioch Baptist Church in Powhatan. Pastor Vera Rhyne was the eulogist. Interment was in the church cemetery.

FLANAGAN, Lorraine Anne Parker “Lori,” 61, of Powhatan, lost her long battle with ovarian cancer and went to meet our Lord on February 27, 2014. She was born on February 29, leap year, 1952, in Riverside, N.J. Lillie Bryant BRYANT, Lillie Byrd, 72, of Richmond, joined the Lord Sunday, March 2, 2014. She was born to the late Silas and LaRue Lanning, November 10, 1942. Lillie was preceded in death by her devoted husband, Clifford Earl Bryant; and brothers, Silas Maury, Jack Vernon and Michael Glen. She will be sadly missed by her sisters, Shirley Pruitt and Deborah Patterson; and her brothers, Thomas, Robert and Leroy Lanning; along with her children, friends, and countless nieces and nephews. Lillie was a graduate of Varina High School, class of 1960. She was an employee of Philip Morris for 24 years and co-owner of Bryant Motors. Lillie enjoyed gardening and antiquing. She was a devout Christian, an active member of Lyndale Baptist Church, and took delight in rescuing animals. Lillie is survived by five children, Ralph Wayne and Cindy Byrd of Powhatan, Douglas Byrd and Leslie Seamans of Dinwiddie, Wallace Byrd and Brenda Taylor of Henrico, Katherine LaRue and husband, Paul Richard Morris, of Chesterfield, Lee Bryant of Richmond; and her former husband and close friend, Ralph Wayne Byrd Sr. She cherished her seven grandchildren, Nicole, Nathan, Jackie, Harley, Gabriella, Kelly and McKayla Marie; as well as her four great- grandchildren, MacKenzie, Terri, Nathan and Owen. 2014-2015 Kindergarten registration set for April 10 Contributed Report Children who are 5 years old by Sept. 30 will be eligible to attend kindergarten for the 20142015 term in Powhatan County Public Schools. Registration will be conducted from 8 a.m. to noon and 4 to 7 p.m. on Thursday, April 10, at the county’s elementary schools, Powhatan, Pocahontas and Flat Rock. Parents should register their child at the local elementary school in their attendance zone. So, for the fourth year in a row, United Way’s Smart Beginnings Greater Richmond initiative is coordinating the kindergarten registration public awareness campaign on behalf of the 15 participating school districts. “We know that parents of incoming kindergarteners have family and friends that live all over this region,” Hale said. “We hope people will spread the word so that everyone has awareness of the importance of school readiness and on time registration.” For more specific information about what documentation and health forms to bring, dial the phone number “211”. Health Department receives grant Contributed Report The Powhatan Health Department recently received grant funding from the Walmart Foundation-Local Giving Program to focus on oral health education for maternity and family planning clients. The health department’s program goal is to prevent preterm labor by providing information and access to care resources to improve oral health prior to and during

pregnancy. The Powhatan Walmart selected the health department to receive funding for what is considered an important health issue due to its commitment to improve health outcomes in the communities it serves. Virginia landowners can learn more about actively managing their woodlands during the 6th annual Forest Landowners’ Retreat, which will be held April 25-27 at Holiday Lake 4H Educational Center near Appomattox. Natural resource professionals will cover topics such as forest management options for hardwoods and pines, wildlife, forest health issues and timber sale planning. “This program provides a good introduction to forest man-

agement concepts, especially for those who are new to forest ownership,” Jennifer Gagnon of Virginia Tech’s Forest Landowner Education Program, said. “The weekend retreat format allows people to talk with other landowners as well as experts in the field.” A tour showcasing sound forest management practices is an important part of the program. Ellen Powell of the Virginia Department of Forestry said, “We use the Appomattox-Buckingham State Forest as an interactive ‘classroom,’ where people

can see how a well-managed forest looks and functions.” The cost for the retreat, which covers meals, lodging and materials, is $65 a person or $95 a couple. A commuter option is available for $35 a person or $50 a couple, for participants who wish to make their own lodging arrangements. news that revenue had come in $2 million over the projected mark. While unexpected money sounds like a bonus, careful planning is the key to smart budgeting, she said. In addition to working closely with the commissioner of revenue’s office to refine those projections, Weiler said she and other county staff spent a

lot of time going back and reviewing each department’s spending. “The message was, ‘Just because you budgeted $500 last year doesn’t mean you need to budget $500 this year. Let’s look at a realistic approach to what you really need’,” Weiler said. Weiler also is proposing a few changes in the county’s staff organizational chart. Under her proposal, Director of Community Development March Altman would become the deputy county administrator of community development, and the public works department would report directly to him. A planning position now referred to as Planner 3 would be re-titled Planning Manager to more accurately describe the duties of that employee, she added. The proposal also recommends new employees, including an Information Technology director. “We really need more staff in our IT department,” Weiler said, noting that the existing twoman department is over-stretched and under-funded. Other new employees proposed include a full-time recreation programs coordinator, replacing two vacant parttime positions in parks and recreation that were vacated by a layoff prompted by tight funds, a utilities operator and a new building inspector. Weiler noted that

the cost of the building inspector will be offset by increasing building permit revenue. Of the $1.47 million the county expects in increased revenue, $865,000 is committed to county spending increases. Another $609,000 has been set aside for supervisors to use as they see fit. In the current year’s budget, the county provides $20.48 million toward the school division’s budget. It’s up to supervisors whether they want to increase that funding. The school division was set to present its proposed budget, which includes a 2 percent pay increase for all employees, to supervisors at a budget workshop on Monday, March 10. That meeting was underway at press time. When asked during her budget presentation if the school division’s draft budget includes any funds for Powhatan County’s supplemental retirement program, which the school board is reevaluating, Weiler confirmed that $302,000 is budgeted for five retirees’ participation. Board Chairman Carson Tucker, who represents District Five, thanked Weiler for the budget document, which he called “a roadmap” of where budget deliberations will go in the coming weeks. District Three supervisor Barry Hodge praised Wei-

ler for her 339-page budget proposal, which broke down sections of the budget into nine separate workshops between now and early April. “I want to thank you for breaking this down,” Hodge said. “We can swallow the elephant in pieces. It’s well organized and I appreciate that.”

Fear of flying By Jim Ridolphi Contributing Columnist

One of the most luxurious jobs in America may be losing some of its luster. There’s a shortage of pilots nationwide, largely attributed to lower wages and erratic work schedules. The news is surprising. Most of us consider flying an airplane as a dream job, an exciting way to make a living while making a good salary. And it was that way for years, as we stopped in awe as captains of Eastern, Pan Am and Piedmont strolled through the airport. But, the days of partying flight crews and high-dollar hotel rooms may be a thing of the past for most pilots who fly the thousands of flights daily that crisscross our country. Many sleep in dormitory-type layover locations, or catch naps in pilot lounges, less than the glamorous five-star hotels of the past. My limited insight into this subject consists of one incident that stands out in my mind as the moment of rude awakening regarding pilots, their jobs and what they get paid. When my twins were born, I took a part-time job tending bar at a hotel near the airport. I only worked weekends, and flight crews were the only customers at my bar many nights. They rarely drank, and never more than one beer, but ordered food from the children’s menu and headed back to their rooms. Most arrived tired, walking slow and looking forward to 40 winks. I spoke with them as they waited for food orders at the bar, more often than not the chicken fingers from the kids’ menu. I quickly learned the dietconscious choices were not a health-related choice, but a financial necessity in an environment where every penny seemed to count. Their uniforms were not the neatly pressed stylish suits we associate with the pilots we see in the movies. The shirts were wash and wear, the patches cheap and not sewn on, and hats worn and

tired. I gained a respect for these crews who fly the commuter routes in America. On a slow night, I spoke with a 22-year-old woman who had just flown in for a layover in Richmond. She ate her food at the bar, and I leaned over and asked her about her job and how she ended up in the cockpit. “I didn’t do well in high school, and took a job as a baggage handler for this airline after I graduated,” she said. After scoring nearly a perfect mark on an exam given to employees for upward mobility programs, she was offered a slot in the airlines’ flight school. She completed the program and found herself sitting in the number 2 seat on a small commuter. “It’s been good. They financed the cost of the school and take it out of my salary, but I still do OK,” she said. “If you don’t mind me asking, How much is OK?,” I sheepishly asked. She thought and figured in her head and said. “Well, after my school costs, I get about $23,000.” “A month?” I asked. “No, a year,” she said. As we talked, I got the feeling she didn’t have a real passion for flying, just a desire to find a good career and pursue it, which she did. “I’ve only had one close call,” she said as we talked on through the evening. Only one I thought. Now, I believe most pilots make more than the pilot I spoke with in the bar. She was a rookie. But, make no mistake, flying an airplane ain’t what it used to be. That’s bad news for us, the flyer, who depend on experienced pilots to make air travel seem flawless, at least when we get in the air. And, I certainly don’t want them thinking about how woeful their compensation package is when they are landing. Bottom line is you get what you pay for when it comes to pilots. And, in my mind, it’s worth every penny they pay the one who is flying my plane.

L E T T E R S TO T H E E D I TO R Essential Tremor Awareness Month brings information and attention to support offered Dear Editor, I am pleased to recognize March 2014 as the second anniversary of the House Resolution that officially designated March as “National Essential Tremor Awareness Month.” Last year, Powhatan Today printed an article that featured information about tremors that may affect the hands, head, legs, voice or combinations thereof. The condition has been diagnosed in people of all ages, even the very young, and may be seen in multiple generations of a family —then it is referred to as Familial Tremors. As previously reported, there is now a medical code for the condition that helps to qualify for insurance billing and is being recognized by more physicians who will offer treatment or suggest referrals. The International Essential Tremors Foundation

(IETF) sponsors many awareness activities to generate revenue for education and research. That website is www.EssentialTremor.org. VCU Parkinson’s and Movement Disorders Center offers seminars to include Essential Tremor/ Parkinson’s Disease overlap; assistive devices and gaming research in Movement Disorders; balance and Essential Tremors; surgical options and medications. We also have a Richmond ET Support Group that meets monthly and often hosts specialists, therapists and neurologists, as well as testimonials from ET patients who have benefited from various treatments. Sometimes we attend seminars at Lewis Ginter Botanical Gardens and the refreshments served there are “out of this world!” While I am there, I enjoy a tour of the facility. The fact that they have their employees in mind during this process bodes well for the county’s future. A 2 percent across-the-board pay raise was included in the current county budget. That was the first employees had received since 2008. To help their employees, the county is absorbing the 7.1 percent rise in health costs. That $51,000 increase is being offset by a $51,000 savings in what the county has to pay into the Virginia Retirement System for employees.

Refining revenue projections, reevaluating funding of current programs, implementing a few organizational changes, looking at employee compensation, and streamlining the way county funds are structured was the map Weiler used in organizing her budget plan. Powhatan County is fortunate to have leaders with people-oriented priorities. They are true public servants. Free Earth Day recycling event Contributed Report

arth Day will be celebrated in Powhatan County with a free recycling event that will be held from 8 a.m. to noon on Saturday, April 5, at the Powhatan Fairgrounds Building at 4042 Anderson Highway in Powhatan. Old discarded tires, appliances and electronics can be brought to the annual Amnesty Event. Paper shredding also will be available. The tire limit is 10 per resident/household. No commercial businesses will be permitted. Standard car/small truck tires only will be accepted. Tires must be off rims. Trash must be removed. With appliances, air conditioners, refrigerators, washers/dryers, dishwashers and hot water heaters are among the items that will be taken. Freon removal will be provided by a certified firm. Mercury switches will be recycled. For electronics, items that will be accepted free of charge include computer systems (hard drive, CPU and monitor), computer accessories (cables, wires, keyboards, mice, speakers, etc.), printers and copiers, fax machines, VCRs and camcorders, stereos and microwaves. Fees are charged to recycle televisions ($7 per TV). They require special handling due to the leaded glass and mercury they contain. Payment is accepted by cash or check. Secure paper shredding will enable residents to get rid of old documents confidentially and safely. The service is being provided by EnTrust Records Management. These limits will be enforced. Residential only county sticker or proof of residency may be necessary. No commercial establishments will be accepted. Those planning to participate are advised to use the second entrance on Brauer Road off Route 60. “I’ve been asked to vote on this resolution, and we will vote on this resolution. I’m not going to defer it,” Melton said. However, other supervisors questioned whether voting was appropriate, especially since that night’s meeting had been rescheduled due to inclement weather on Monday, March 3. District Three supervisor Barry Hodge pointed out that, not only did citizens have short notice of the rescheduled meeting, many might have Wednesday night commitments, especially since that particular night was Ash Wednesday. “I don’t see a need, that this is an emergency matter or a time-sensitive matter,” Hodge said. He also said that he has concerns with some portions of the resolution, including a portion that references Powhatan residents’ “overwhelming opposition” to the notion of allow-

that different religions observe different holy days, and that what it means to “honor” that Sabbath and “keep it holy” is a highly subjective matter. “We don’t even agree on what is the Sabbath,” Williams said. “What do you do on the Sabbath? Do you really want your government telling you that?” He also said that early settlers of what would become Powhatan County came from Europe for the freedom to worship their God as they saw fit, and that property rights are another important cornerstone of the United States Constitution. “We need to be real careful when we have resolutions like this come forward,” he said. “Let’s take a deep breath and see what happens. The bill has already been signed by the governor. If we feel like we really need to do something, let’s do it with our eyes wide open.” Chairman Carson Tucker, who provided county staff with the resolution, didn’t weigh in one way or

the other on the matter, but did allude to threats from the public amid the controversy. “To those few of the electorate who have made personal threats as to what will happen if we don’t vote for or against this resolution as that individual demands, threats are the next to the last tool, the last being actual violence, of a bully – a playground thug who threatens mayhem if he doesn’t get his way,” Tucker said. He also said that he and other board members will not be intimidated by threats, and that issuing such threats only hurts an individual’s cause. “And how dare you, whoever you are?” Tucker said. Supervisors voted 3-2 in favor of deferring the action. Citizens who showed up to support the resolution expressed concerns about safety said the new law won’t significantly help thin wildlife and cited religious beliefs. Those who opposed it

argued that property owners should have the right to make their own decisions, said religion shouldn’t be legislated, and argued that allowing hunting on Sunday would allow more young people to participate in a wholesome activity. “My family attends church and enjoys the outdoors on Sunday,” Robert Bishop, an active member of the Virginia Hunting Dog Alliance, said. He also said that he hunts every day he can during hunting season, but wouldn’t feel comfortable with his granddaughter running around in his yard with the threat of a stray bullet escaping adjoining property. Max Timberlake, who spoke on behalf of the Powhatan Farm Bureau Federation, said that the Virginia Department of Game and Inland Fisheries has determined that Sunday hunting won’t significantly impact wildlife populations. He also questioned claims that some hunters have trouble finding an opportunity to participate in the pastime

due to busy work and school schedules. Doug Caldwell, who opposed the resolution, said the definition of “a day of rest” varies. “Some say we need a day of rest on Sundays,” Caldwell said. “To me, a day of rest is a day hunting in the woods on my property that I own and other properties that I lease.” Tom Gates said he’s an active Episcopalian, but urged supervisors to support landowners’ rights. Because of his son’s busy school and sports schedule, he said the two only got to take one hunting trip during the last turkey season. A lift on the Sunday hunting ban would’ve changed that, he added. “We would have been able to have five more days of hunting, and we still would’ve been able to get out of the woods in time to go to church,” Gates said. “[Last year] our team struggled to find the right chemistry on the court,” said Livermon. “But this year we’ve come together so well and beaten some of the top teams in the nation.”

At the R-MC Tip-Off Classic in November, the Yellow Jackets started the season by knocking off then-third ranked Christopher Newport University. That victory hinted at the idea that these Yellow Jackets packed a much more potent sting than their 2012-13 counterparts. Further proof came when they followed the season-opening victory with six consecutive wins, pushing their record to 7-0. Their first came to Virginia Union in the ninth game of the season. But they refused to make a habit of losing, dropping only four more games over the next twoand-a-half-months and finishing the regular season 20-5. They secured the top seed in the ODAC tournament. A three-point specialist by trade, Livermon has turned in some stellar performances from behind the arc this season. She’s scored doubledigits nine times, including a 12-point effort against CNU and a 17point showing against Mt. St. Vincent. The magnum opus of her season thus far was a 19-point effort against St. Mary’s on Nov. 26. She hit 70-percent of her shots from the floor, including three of her four attempts from downtown. Livermon said she owes a lot of her success to the Yellow Jackets dedicated coaching staff. “I definitely think the

A trip down memory lane and youth baseball By Mike Schoeffel Sports Writer

Perhaps the best perk of being involved with youth baseball – as a coach, fan or player – is the absurd occurrences you get to witness on a routine basis. You know the sort of youthful hijinks I’m talking about: The kid who sits Indian-style in left field, gnawing on Laffy Taffy instead of paying attention to the game. The pitcher

who walks 15 batters, but has to “tough it out” despite tears of horror forming in his eyes. The kid who gets an insidethe-park home run because the other team somehow managed the hurl ball over the backstop. These are not rare happenings. They take place every day of every summer on ball fields all across this great and wonderful land. Spend enough time at a ball field and you will witness a fair sampling of this ludicrous-

ness. I know, because like many others, I’ve experienced the hijinks first-hand as both player and fan. I have come away with bizarre stories, some of which have become admittedly murky with the passage of time. With that truth in mind, while the following tale may not have unfolded exactly as put forth, the general spirit of the thing is rooted in non-fiction.

But in spite of his odd body structure, every once in a while he’d put on a performance that

Bailey Coates finds calling as wrestler Former aggressive basketball player now a champion By Mike Schoeffel Sports Writer

Bailey Coates’ love for wrestling may have never taken root if his dad Gene didn’t come across a flyer at a local Video Square. “I used to play YMCA basketball, but I was sort of too aggressive,” Bailey said. “So one day my dad brought home a flyer that he came across at a local movie store. He took me to a club in Chesterfield [North Chesterfield Youth Wrestling] and I’ve been going at it ever since.” Seven years, hundreds of matches and hours of training later, Bailey, an eighth grader at Powhatan Junior High School, has seemingly found his calling in a sport that rewards his take-no-prisoners approach to competition. He’s won two championships in the last three seasons – the first in 2012, the second this past season – and has made a name for himself within the tight-knit Powhatan wrestling community. While the first title was special because it gave Bailey his initial sip of success, he said the most recent one was more fulfilling because it

ted. “But I wrestled more mature kids for the second one, so it was a greater sense of accomplishment.” Bailey also has wrestled with the junior varsity team at Powhatan High School, placing second at the Talon Invitational at Mills Godwin earlier this season. Bailey’s mother Carin said she has been impressed with the amount of interest varsity wrestling coach Jonathan Tanaka has taken in her son. In response to Tanaka’s attention, Bailey has taken a greater curiosity in the program. He was one of four eighth graders who made the trip to the Civic Center in Salem to watch Jake Tomlinson and Elijah Jordan compete in the 4A state tournament. “Coach Tanaka has been very supportive of Bailey,” Carin said. “He wants to invest in him. He goes out of his way to make sure we know he cares about our son.” Coates’ success on the mats is the product of a near-tunnel vision level of focus that began around “March of last year,” according to Carin. During that time, Bailey began dedicating himself to the sport, oftentimes even pushing his father to work out even when dad would rather have a day off. Bailey has made it a point to maximize his potential, and he rarely misses a workout. “He’s helped me to be

had ever been. Over the next few months, he worked tirelessly to drop 20 pounds, eventually wrestling at 124 pounds. He didn’t do it through starvation and running himself half to death, either. “You’ve heard of the saying ‘big fish in a little pond?’” Gene asked. “Competing on the national team is like jumping in the big lake early. You’ll take some losses, but it will make you better.” At the moment, Bailey is technically in the offseason. But a true offseason is essentially non-existent for a wrestler with his sense of commitment. He is using this month to “eat and lift” before getting back on the mats in April for freestyle and Greco wrestling. He placed second at states in 2013. He also is going to train at Predator, an elite wrestling club in Chester. “He’s been very busy,” said Gene. “He wrestled 60 some matches this year alone.” Carin said she’s noticed the positive changes that wrestling has brought to Bailey’s character, and she couldn’t be happier about it. “It’s helped him take more ownership in life,” she said. “If he misses a school assignment or doesn’t do his chores, he’ll own it. He doesn’t make excuses. He’ll say “Yup, I messed that up. And here’s how I’m going to fix it.’ ” “You can’t blame the left guard for missing a block [in wrestling],” Bailey said. “If you mess up, you get pinned. You break an arm. You dislocate a shoulder. It’s all on you.” While he acknowledges that wrestling has helped him improve in a number of ways, Bailey, a linebacker and fullback on the football field, said he also sees the sport as a productive outlet for his aggression. In addition to exercise routines done at the gym, explore the following energizing outdoor activities to burn calories and soak up some springtime sun at the same time.

Hiking A nearby park or wildlife preserve that features walking trails is a good place to begin an outdoor workout. Some parks build exercise stations into their hiking paths, enabling visitors to vary their workouts along the way. Signs may also point out particular exercises that can be done during the hike, such as lunges
