Stricter vigil required The recent furore over ill-treatment of women including eve-teasing and stricter punishment have not yet shown a salutary impact on the scene. ANUBHA K SINGH anubha.k@postnoon.com

O

f the many eve-teasing cases reported in the City majority are from the MMTS passengers. It is not the teasing alone it is also violating the rules where men get into ladies’ coaches that bother the women commuters. “The problem is not just the harassment. We are in danger of getting our purses and jewellery snatched too,” said a woman commuter to HiTec City. Railway police blame the rush during peak hours and say the teasing is partly a product of such inhuman crowding. They may have a point but it does not explain everything. “We have received many complaints from women travellers about eve-teasing. To nab offenders we have appointed women police in civil dress in the ladies compartment. In January alone we have booked

25 cases of eve-teasing” said, DGP V Dinesh. Out of two women police one is always in civil dress travelling among the other women travellers so that they can easily nab offenders. “In addition to the women police we have also increased the number of home guards and railway police on the MMTS. Most of the cases are recorded from Begumpet to HiTeC City as the majority of female commuters travel along this route everyday,” he adds. Earlier if any case of eve teasing was booked the accused used to get away by paying a fine but that’s not the case now. “Thanks to the new laws a case is now booked under section 294 (obscene activity) of the IPC. Under the rule offenders are remanded and then sent to judicial custody,” said Ashok Kumar, inspector Railway Police. In addition to this, if a case is booked against second time offenders the police department

may get more tough and list his name in the history sheet. “As a result getting employment in any major firm, getting a visa and passport will also be diffi-

cult for the offender. In addition to this his moments will be monitored. If we don’t get stringent now these eve-teasing offenders may commit big sexual crimes in

future,” he adds. Police patrolling is also done along major routes of the MMTS between 4pm to 10pm, when the rush is the maximum.

n an attempt to encourage enough industrial growth and create employment opportunities to the youth of the State, the chief minister has shifted his focus on the issue, which can also boost his image. Keeping these objectives in mind, the CM took stock of the progress of various industrial projects that were secured during the global partnership summit after a gap of almost one year. He said Akbaruddin Owaisi speech was shown live by their mouthpiece 4TV and a report was also published in a daily. Now Asaduddin Owaisi was trying to escape the same by blaming the media.

Media may sometimes distort political statements, but they never spread communal hatred by misquoting speeches made in public meetings, he argued. Asking the MIM president to either accept and defend Akbaruddin's speech or condemn his views, he said that MIM's dual policy would not be tolerated by the Muslim community. he MIM which has unabashedly pulled all stops to prevent the BJP corporator of Langer House from taking oath is still hopeful that the Supreme Court will provide them a cover. “After several rejections, the apex court has recently accepted the case under special petition,” a source said. he best one could gather from sources on the reasons for the continued logjam on Telangana are two factors — a huge governmental debt and Hyderabad. Making Hyderabad the joint capital for a specific period is acceptable to pro-T parties but not to the united Andhra proponents from Rayala-Andhra.

Even for pro-T factors agreeing to the joint capital thing, it has to be for a period of five years or so. Eventually, Hyderabad must solely remain as the capital of Telengana, they say. Speaking to Postnoon the BJP floor leader in the AP Assembly E Lakshmi Narayana said that the party would agree to a joint a capital if the Centre specified the period.

views. “The whole deadlock is because of Hyderabad. As the champion of T cause, our party has always said that Hyderabad should not be made a joint capital. But if the need arose, we will definitely extend our support to form a joint capital for a specific period of time. It should be not more than two years.”

Senior TDP leader and former Hyderabad mayor T Krishna Reddy adopted a favourable position about Hyderabad’s joint-sharing and said that if the Centre thinks that making Hyderabad a joint capital solves the problem, the party would welcome it. “We always demanded that the Centre should resolve the issue and we will cooperate. If joint capital brings a solution, so be it.”

However, leaders from Andhra and Rayalaseema regions summarily reject the proposal of making Hyderabad a joint capital. “We will never accept the

Student sets self ablaze for T cause

WARANGAL: Vexed over the Centre’s inordinate delay in announcing separate Telangana State, a first year student of VITS Engineering College in Gurugonda village under Atmakur mandal, on Monday morning attempted suicide by burning himself. The student, K Neeraj Bharadwaj, of Gopalapuram village under Hanamkonda mandal in the district arrived in the college at 8.30am. The boy, who might have brought a kerosene bottle with him, doused himself and set himself alight. The fellow students rushed to the spot and put out the flames. The Atmakur police, who rushed to the spot on being informed, rushed him to the MGM Hospital, Warangal, where the doctors said the boy’s condition was precarious. Before resorting to the extreme action for separate Telangana, Neeraj reportedly scribbled his father’s name and

his telephone number on a peace of paper and left at the place. As the news spread like wild fire, the students of ABVP and TRSV organised a dharna before the hospital demanding that the ministers of the region resign immediately to mount pressure on the Union government to declare Telangana. Later, they went in a procession towards the residence of minister Basavaraju Saraiah. When the police obstructed them on the way, the irate students attacked the police vans. hen RTI activists of ITMD, an activist group from Hyderabad, filed an RTI application seeking details on how to report incidents of child labour, the reply to this question, among many others, revealed how PIOs are unaware of their own services. curbing child labour, there are no special schools or rehab centres for children rescued and moreover, there is no helpline available for complaints or to report cases of child labour,” said Rahul Buddala, an RTI activist. The flip side is that there does exist several child helpline numbers which have been created especially for reporting incidents of child labour. Among them, 1800-425-2933 and 1098 are two national helpline numbers that have been put into service especially for this purpose. Another comic angle to the story is that when the RTI application questioned the procedure for reporting a child labour incident or violation, the reply to the RTI stated, “The inspectors of the notified area can be informed, who will then levy a fine on the employer.” “But when apparently there is no helpline number, where will these inspectors turn up from? And when they say they have no rehab centres or schools to rehabilitate these children, what will the inspectors do to these children?” asked Buddala. When Postnoon called a helpline to report an instance of child labour happening at an eatery in Banjara Hills, the response to the complaint was pathetic. The woman who answered the phone said that two aayah workers would soon report to the place where the child was being employed and take him away. “They will then take him to the nearest police station, where a case will be lodged against the employer and the child will eventually be freed,” said the helpline employee.

THE SECRET WORKINGS OF INFORMATION COMMISSION

T

he process to induct four more information commissioners into the State Information Commission is heading to a close. The four persons recommended for the posts are alleged to be a compromise. The whole process started in 2010. Files were shuttled through on candidate selection and by January 31, 2012, a selection committee (comprising Chief Minister Kiran Kumar Reddy (in pic, left), leader of opposition Chandrababu Naidu, deputy CM Damodara Rajanarasimha Reddy, among others) met and selected eight people and sent the list to the governor (in pic, right) for approval. What made this whole process dubious was that there were no advertisements issued by the State government nor were applications called for the posts. Surprisingly, 153 applications turned up and when the file started moving through the chain of bureaucracy, 11 names were shortlisted. Eight were selected. As CJ Karira, an RTI activist, said: “Three of these eight people did not even submit a biodata, but simply sent a letter requesting a job. Two did not even mention their date of birth.”

Though the governor rejected the appointment of four new information commissioners last year, the CM has sent the file back to him with a frown. Postnoon investigates what happened behind the scenes.

that Chandrababu Naidu did not agree with the final list and refused to sign the minutes of the meeting of the selection committee on February 8, following which even the governor rejected the proposal to recruit four more people into the service. Now, after a year of the file being sent back, the file has returned to the governor’s office. The governor is now apparently considering legal advice over this issue. This time though, there is a joke involved — the selection committee claims to have chaired a meeting before sending the file to the governor’s office again, but Chandrababu Naidu has been busy with his padayatra in rural Andhra. “If a person, who has got to be transparent and responsible as an information commissioner, is selected through a dubious

about 35 to 40 minutes and by night, the government issued a press release containing the names, castes, sub-castes and regions of the candidates selected for the post. This shows us that the selection was made not on the basis of capacity consideration but caste and region considerations,” said Karira. Another twist to this story is

It seems like they are doing political rehabilitation work for their party members in the information commission.” Sources speculate that placing four people in the information commission for the next one year until the coming elections will ensure that no tainted records of the government can fall through the closet. A press conference on this issue is being held by RTI activists and a decision will be taken by afternoon.

Experts say mediation centres will not only save marriages but also help children who are caught in the crossfire from going into depression.

amily conflicts are as old as the institution of marriage. Earlier in our country, these conflicts were solved by the elders of the family or the village elders. Later, courts started acting as arbiters of family disputes. More recently, family courts were introduced to help resolve family disputes, especially among married couples, by mediation. However, due to multifarious reasons, family courts are not able to impact this system as there are no reconciliation and mediation centres at any of the family courts in the City. Why the government has not taken the initiative is a mystery only it can explain. Experts say that reconciliation and mediation centres will not only save marriages from breaking up but also save children who are caught in

Two killed in wall collapse, one rescued

wo Palamur labourers were buried alive and another narrowly escaped when the compound wall of a dilapidated building crashed on them in P&T Colony of Dilsukhnagar on Monday morning. The mishap took place while the labourers were digging for construction of a cellar near the old building. While the three labourers were on the job, a wall of the adjoining building suddenly collapsed, trapping the trio. On being notified, the local police rushed to the spot and swung into action. With the help of locals, they were able to rescue one of the trapped men. However, despite their best efforts, they were unable to rescue the other two men as they were buried under the debris. The rescued labourer was rushed to the hospital. Senior GHMC officials rushed to the accident site and monitored the rescue operations. riage,” she added. “In Andhra Pradesh, it is the judges who act as arbiters while the case is in the court. However, this is not sufficient. The couples who are going through the process of separation need time to resolve their problems, which cannot be given by the judge,” said advocate R Jain. Though there are a few such centres at the High Court, with the heavy backlog of pending cases, there is a need for more such centres in every family court. “Often, couples who come to the Secunderabad and other family courts are sent to the reconciliation centres at the High Court. As it is they are going through a tough time with the divorce. Added to that, if they are directed to go to far off places, they will obviously lose the patience to go in for reconciliation. So dedicated reconciliation centres at all the family courts is a must,” added Janani.

25 tankers to water City

he HMWS&SB, predicting a high demand for water tankers in the City, has roped in 25 private water tankers to supply water in and around the City limits. According to a statement from the HMWS&SB, 25 private tankers have agreed to supply water along with the water board. Another 125 water tankers are being roped in, said a senior official from the water board. Currently, each tanker makes eight trips per day in the City. The water board has been paying `200 per trip for free tankers and `225 for payment trips. In total, 728 private tankers supply water to customers in the City, out of which 126 tankers supply water free of cost to slums.

Last year, `400 was the price for a 5,000 litre tanker used by domestic consumers, while the same cost `515 for non-domestic consumers.

In the upmarket neighbourhood of Malabar Hill, numerous shops, restaurants and even some apartment blocks remain meat-free. But Menezes, co-manager of the Cafe Ridge food store, says he does a brisk trade in “non-veg", especially with those who have studied abroad. “Things like Thanksgiving, which was never celebrated over here in Mumbai, is now being celebrated every year. The new generation are cool with eating anything," he said. India’s booming middle-class is driving the demand for meat in a country with a traditionally low intake — a survey in 2006 showed that 40 percent of the population were vegetarian. Fish and meat have long been part of other Indians’ diets but for many they used to be a rarity, said Arvind Singhal, chairman of the consumer consultancy group Technopak Advisors. “With rising disposable incomes, meat consumption is increasing," he told AFP. “Before meat would have been seen as for a special occasion." Members of the Jain faith and some groups within India’s majority Hindu religion hold vegetarianism as an ideal. Father of the nation Mahatma Gandhi espoused a meat-free diet as part of his non-violent philosophy. But fewer of the younger generation appear to feel the same. HOUSING CHARLES ONIANS Dutch architect has designed a house “with no beginning or end” to be built using the world’s largest 3D printer, harnessing technology that may one day be used to print houses on the moon. Janjaap Ruijssenaars, 39, of Universe Architecture in Amsterdam, wants to print a building resembling a giant mobius strip — a continuous loop with one side — with around 1,100 square metres of floor space using the massive D-Shape printer. The printer, designed by Italian Enrico Dini, can print up to almost a six-metre-bysix-metre square, using a computer to add layers 5-10 mm (a quarter to half an inch) thick. Ruijssenaars says the building could serve as a home or a museum and would have parts usually made from a concrete-like material printed using broken up rocks and an emulsion binding, while steel and glass would provide the facade. “It’s our ambition to have the first printed house, this printer has made art or objects for sea defences, but this is the first time to build something that can be lived in,” he said. Ruijssenaars said the plan was not initially to print the building but the hi-tech medium turned out to be the most appropriate. “We started to ask the question if a building can be like the landscape, in order to make a building that would not harm the landscape, or at least learn from the landscape,” he said. “We analysed that the essence of landscape is that it

wo years after the start of the uprising that ousted Moamer Gaddafi, Libya’s new rulers are under attack for lack of reforms and face protests on February 15 being touted by some as a “second revolution”. Faced with growing rumblings in the street, the authorities have put security forces on high alert ahead of the protests as well as celebrations two days later marking the second anniversary of the “February 17 Revolution” that led to Kadhafi’s ouster and being killed in October 2011. Demands by opposition groups range from a ban on officials of the former regime from holding public office to the disbandment of armed militias and a reform of the higher education system. Chants at protests are increasingly resembling those staged during the uprising against Kadhafi: “The people demand the fall of the (new) regime.” A leaflet circulated in Tripoli calls for a “popular revolt” and a civil disobedience movement to bring down the regime.

It encourages Libyans to stock up with food and fuel in anticipation of what it says will be a complete shutdown of the country following the February 15 protests. It is unclear who is behind the leaflet and the calls for protests but Libyan officials and several organisations, including Islamic groups, accuse remnants of the former regime of fomenting protests to “sow disorder and instability”. In Libya’s eastern city of Benghazi — cradle of the antiGaddafi rebellion — the calls have been relayed on social networks by several groups backed by supporters of federalism and various civil society groups. “The calls to demonstrate are justified because of several accumulated problems, such as inflation, the high cost of living and high unemployment among the youth,” Mohamed al-Mufti, a former political prisoner under Gaddafi’s regime, told AFP. “This movement is also politically motivated given their demands for federalism and the challenges posed to the decisions and choices of the assembly and the government.” Zahia Attia, a political activist, said he “would stage a sit-in and organise peaceful protest marches to denounce the national assembly for its failure to make progress on issues like

national reconciliation, allocation of resources ... and drafting of a constitution.” The new Libyan authorities, meanwhile, are trying to learn from incidents in neighbouring Egypt, where deadly riots erupted last month around celebrations there marking second anniversary of the start of the revolution that ousted former president Hosni Mubarak. Libyan authorities have held several meetings to organise festivities planned for February 17 and to step up security ahead of the February 15 demonstrations. Libya’s Interior Minister Ashur Shwayel expressed his fears “that the protests of February 15 may not be peaceful in nature,” but insisted that “every citizen had a right to

express his political opinion”. Libya’s mufti, the highest religious authority, has also urged that demonstrations be held in a peaceful manner. Amor Bushala, a member of an organisation of civil groups, said his organisation would participate in February 15 demonstrations “only if they are peaceful.” “Appeals must focus on correcting the process of revolution and not challenge the national assembly or the government which are legitimate institutions,” he said. Users of social networks such as Facebook have resisted calls to protest against the government and national assembly, insisting that “these institutions are legitimate and there is no reason to dispute them.” AFP

All right, we can take it easy that the person who issued the fatwa is in many ways ‘deaf’, and he has his right to opinion when saying that “All bad things happening in the Indian society are because of music”, but he should have stopped there. He must not have said “The girls must stop”. Perhaps he has not heard that his right ends where someone else’s nose begins. And his comments are an outright infringement on the rights of those girls he wanted to stop. Quite casually, the chief minister of J&K leaves the decision to the girls if they want to continue or not and has said the state will provide security to the girls. Now he need not bother about it, as the girls have disbanded. But what about doing something about the one who shot his mouth off?

o your gums bleed when you brush or floss? It could be due to an inflammation of the gums, known as gingivitis. The gums turn red. According to medicalnewstoday.com, gingivitis almost always starts off with the formation of plaque, a thin film of bacteria. If plaque is not cleared on time, it leads to a harder deposit on the teeth, called tartar. Tartar is not easy to remove and one needs to visit a dentist to get their teeth polished or cleaned. “Gingivitis is a dental problem where the gingival gets swollen up,” said Dr Tanuja Khurana, clinical endodontist at Pearly Teeth Super Speciality Hospital, Vikrampuri. “The gingival gets swollen up. There are different stages.” She said gums have to be “knife edge flattened” against the teeth. In gingivitis, a pocket like cover forms over the teeth, pushing the gums inward. This is the first clinical sign and plaque keeps accumulating. “Foul smell, foul taste, bleeding in the particular area (it can be one tooth or the entire set of teeth) are the initial signs,”

she said. “Regular cleaning has to be done. Massage your gums in a circular motion. If the pockets deepen, it affects the bone.” She said one must visit a dentist at least once in six months or a year for cleaning. “It is very common in India,” said Dr Salahuddin Faruqui, dental surgeon at Salahuddin’s dental clinic at Tolichowki. “If it is neglected and people buy over-the-counter medicines, the cause is not removed, only the symptom is.” He said gingiva is a tissue that protects the teeth’s internal environment from the external one. If this seal breaks, bacteria grows. He said pregnancy gingivitis is especially common, as women’s eating habits change, and gynaecologists should educate them about the same. He added that there are several reports suggesting gingivitis causes premature pain in women. The bacteria is ingested by the mother and affects the child. “Cleaning is something (only) a dentist can do,” he said. “In some cases, if even scaling doesn’t help, we prescribe some antibiotics.”

Do whitening toothpastes work?

ccording to an interview with Alan Carr, doctor of dental medicine, published in mayoclinic.com, whitening toothpastes do remove superficial stains like those made by coffee. However, long-term usage can damage the enamel, he said. It also said that some pastes have a chemical which gives an “optical illusion” of whitening. “It does work, but I have noticed longterm side effects in patients,” Dr Tanuja said. “It does remove little stains. Tattoos may increase risk of skin cancer: Doctors

NEW DELHI: Tattooing, so popular among the young, can increase the risk of skin cancer, say doctors. According to doctors, inks used in tattoos may contain toxic elements, which can cause skin cancer, especially blue ink, the age-old colour of choice for tattoo artists, which has cobalt and aluminum. Red ink may have mercurial sulfide and certain coloured inks often contain lead, cadmium, chromium, nickel, titanium and other heavy metals. "The equipment used in tattooing and body piercing, if contaminated with infected blood, can risk transmission of blood-borne viruses such as HIV, Hepatitis B and C and various skin cancers like squamous cell, carcinoma and melanoma," Dr DJS Tula, consultant plastic surgeon at Delhi's BLK Hospital, told IANS. "Everyone who gets a tattoo doesn't get skin cancer. But they have increased risk as most tattooists use ink which is arsenic. Many youngsters don't realise the damage tattoos cause to their skin. They want them for a lifetime. Certain designs are deep penetrated into the skin and damage muscles," Tula added. Experts also say that a tattoo should not be done near a mole (nevus). "One needs to know the changes occurring in a mole - symmetry, border, colour, size, shape and texture. If there is a tattoo around it or on it, the key warning signs on the mole cannot be noticed and it might later evolve into melanoma or another skin cancer," oncologist Dr Amit Kumar told IANS. "One should choose a hygienic place for a tattoo where needles are properly sterilised. Tattoos between the mid ribs and upper shoulders should be avoided," said Jane Ruth, a dermatologist. Other fairly common skin risks associated with tattoos include allergic reactions to certain tattoo inks. But infection just after a tattoo can be treated with antibiotics. Experts also say that there are risks involved in removing tattoos like hypopigmentation (loss of skin colour) and as hyperpigmentation (skin darkening) where the tattoo was. On the contrary, tattooists in the city claim that tattoos do not lead to skin cancer or other blood-borne disease. "One should go to a professional tattooist. A professional will use only organic inks. The best inks are imported from the US, Britain and Australia. Some Chinese inks available at cheap rates in the market might be harmful," said Anu Singh, who owns Tattoo Empire of India. "Aftercare procedures should also be followed to avoid infected on the inked skin. My clients have not had any cancer or skin disease. There might be a slight inflammation for a few days after the tattoo is made," Singh added. IANS

Toxic chemicals used in tattoos and designs that penetrate deep into the skin put people at a higher risk of getting skin cancer.

LONDON: A new drug for Alzheimer's has shown "encouraging" results in early trials on mice, claim British scientists who believe that it can stop the disease before it seriously affects a person's mental abilities. In early trials conducted on mice they found the compound reduced by a third the number of 'plaques' on the brain, which are associated with the disease. The drug also doubled the number of new nerve cells in a particular region associated with memory, The Telegraph reported. David Allsop, professor of neuroscience at Lancaster University, said he and colleagues were "highly encouraged" by the results. "Many people who are mildly forgetful may go on to develop the disease because these senile plaques start forming years before any symptoms manifest themselves," he said. "The ultimate aim is to give the drug at that stage to stop any more damage to the brain, before it's too late," he added. "These are promising earlystage results, and several years more work will be required to assess the potential of this approach," said Dr Eric Karran, director of Alzheimer's Research UK. I wasn’t sure about it either. However, the inward turned foot and injury from the back of the foot were bothering me. I suggested a CT scan to look at the foot in greater

detail. I had to wait for one day for the CT scan result as it was a holiday the next day. When the patient came back, the dislocation was very clear on the scan as compared to the X-ray. KAKURO How to play kakuro Kakuro is a popular game similar to sudoku in some ways. But is also suitably different. The key question: ‘How do you play kakuro?’, well here are the rules of kakuro. The answer: The kakuro grid, unlike in sudoku, can be of any size. It has rows and columns, and dark cells like in a crossword. And, just like in a crossword, some of the dark cells will contain numbers. Some cells will contain two numbers. However, in a crossword the numbers reference clues. In a kakuro, the numbers are all you get! They denote the total of the digits in the row or column refer-

Europol said a five-country probe had identified some 380 suspicious matches targeted by a Singapore-based betting cartel, whose illegal activities stretched to players, referees and officials across the world and at all levels of the game. The global policing body's chief Ronald Noble said last November it expected to make arrests in Singapore over last year's Italian illegal betting scandal after links were suspected between one suspect and crimelord Tan Seet Eng or Dan Tan. Spain football boss denies knowing of doping MADRID: The head of the Spanish football league, Jose Luis Astiazaran, on Monday flatly denied allegations that top flight side Real Sociedad bought doping products under his presidency from 2001-2005. "During my period as president of Real Sociedad, I never had knowledge or suspicion of illegal practices in relation to the medical services, which always worked with the utmost ethics and professionalism" Astiazaran said. "If I had, I would have acted forcefully and with due diligence," he said in a statement posted on the home page of the Professional Football League. Astiazaran said Real Sociedad had always cooperated closely with the doping control authorities. "There were never any incidents in the innumerable drugs tests carried out," he said, describing the allegations as "absolutely inopportune and false". Astiazaran was reacting after Inaki Badiola, who was president of Real Sociedad during 2008, claimed in an interview with sports daily AS that the Basque club had illegally purchased doping products for six years before his arrival. Badiola said he believed the doping products may have come from Eufemaniano Fuentes, a doctor at centre of a major blood doping scandal who is currently on trial in Madrid for giving transfusions to high-profile professional cyclists. LONDON: Former England captain Andrew Strauss was on Monday awarded honorary life membership of the MCC, the prestigious English institution responsible for safeguarding the game’s rules. NEW DELHI/MUMBAI: IPL team Rajasthan Royals was slapped with a penalty notice of approximately Rs 100 crore by the Enforcement Directorate (ED) for alleged violation of forex laws, a move which comes barely two months before the sixth edition of the high-profile league gets underway. The Enforcement Directorate, which issued the penalty notice after two years of investigations under the Foreign Exchange Management Act (FEMA), has sent out three separate notices to the IPL franchise totalling to Rs 98.5 crore plus some other similar notices earlier, sources said. Researchers at Britain’s Brunel University found that highly skilled footballers are able to activate more areas of their brain than novices when an opposing player approaches, enabling them to react to their

moves more successfully. Published in the Journal of Sport and Exercise Psychology, the research found that experienced players are able to suppress the urge to react instinctively, making them less likely to fall for opponents’ attempts to trick them. As part of the study, 39 players ranging from beginners to semi-professionals lay in an MRI brain scanner and watched clips of a junior international-

level player running towards them with the ball. Occasionally, the oncoming player would produce a deceptive manoeuvre and participants had to decide in which direction they need to move in order to counter.
