People took shelter on rooftops, embankments and higher places, as officials and volunteers made efforts to reach them food and other relief materials. The flood water has receded in many areas, but the situation continues to be grim in the worst-hit Balasore district, officials said. “Things are totally under control. No new area has flooded over. The number of those stranded may be about 12,000,” he said. Heavy rain brought on by Cyclone Phailin that hit the state coast Saturday night triggered floods in Balasore, Mayurbhanj, Jajpur, Keonjhar and Bhadrak districts. More than a million people were affected when water from major rivers and their tributaries submerged low-lying areas and entered habitations, officials said. “Although I was frustrated beyond belief by his disorganisation and lack of strategy, I was never personally a victim of his vicious tongue or temper,” said Roxon, who was health minister under Rudd from 2007-2010 before being elevated to attorney-general under Gillard’s rule. “I did, however, see how terribly he treated some brilliant staff and public servants. “Good people were burnt through like wildfire — losing senior people like chiefs of staff and deputies or contemptuously ignoring their advice left the government weaker.” Labour has been dogged by in-fighting for years, with two prime ministers toppled. New leader Bill Shorten vowed to draw a line under the past rancour after his election last weekend. But Roxon, who has quit politics, was determined to put her thoughts on record, saying the party did the right thing by getting rid of Rudd in June 2010.

ONE CAR, ONE FAMILY! Should Hyderabadis limit themselves to the one-family-one-car formula? Well this was the proposal made by the Road Transport Authorities Hyderabad recently in a meeting held at Delhi. Hyderabad Traffic Police consented to the concept and wanted government to put a ceiling on number of vehicles a family can own. ALEENA ALICE aleena.t@postnoon.com

ook at the knots we contrive on the public roads at peak hours. It can hardly be called traffic where everyone is honking and emitting smoke with abandon and blame others for the situation. The fact is our craze for machines is leaving an indelible black smut on the city atmosphere that claims a hefty tax on our health. One way to limit the damage is to bring down unnecessary vehicles bought as a status symbol rather than necessity. At present there are 35 lakh vehicles in the GHMC limits, out of which 60-70 per cent are two wheelers and 10-15 per cent are 4- wheelers. Everyday, at least 600 new vehicles are sold, out of which 10 per cent are 4 wheelers. With companies offering attractive discounts throughout the year and banks offering low interest loans, buying a new car is no

longer a rich man’s affair. And, therein lies a problem. “One may argue that a vehicle empowers common man. You can’t argue an ordinary man should not have his own wheels. But excessive motor-consumerism adds to misery: loss of life, injuries to limb, polluting atmosphere more than necessary. The whole idea of RTA is that a family needs a wheel today but not everyone from father to teenager needs a vehicle for his own, which is dangerous and a luxury,” says a official. It is to put a brake on the AROUND THE

CITY

ever-growing traffic and pollution in the City that the RTA and the Hyderabad Traffic Police have come up with the proposal of every family owning only one car. As per the proposal, there should be an increase in the existing road tax and the lifetime tax of the vehicle. And families who own more than one vehicle will have to pay 2 per cent tax more. Confirming this, an official from the Hyderabad RTA told Postnoon, “Everyday more and more vehicles are coming onto the roads. So we have had a discussion with the traffic authorities and are thinking of restricting one car per family. We know there will be a lot of opposition to this proposal, but at the moment this seems to be the only feasible option,” he said. Adding that because of no limit, a car which has the capaci-

ty of 5 passengers is only used by one passenger, he asserted, “Most of the cars on the roads are self driven and used by only one person, Car-pooling is another option. We see many cars with just one person in it. Just imagine the amount of space that can be saved on the already congested roads if such persons choose carpooling or travel by any public transport,” he added. The developed West has disabused themselves of this luxury. There the richest man uses a bicycle. Here people show off for lack of wisdom. Earlier too, such kind of proposals have been made, however with pressure from various departments, these proposals have not been implemented.

The RTC should come under the government control completely. Be it in profit or loss, the government should take up the management of the RTC. Battery vehicles should be encouraged so that there will also be a check on the pollution level. Tax for battery vehicles should be exempted. The RTC should increase AC buses and the facilities so that more and more public would prefer travelling by public transport rather than private vehicles. CNG vehicles should also be encouraged.

However now that the RTA and the Traffic Police have come up with this proposal, one has to wait and watch as to how long this proposal will be taken to be implemented. Jayaprakash, a nature scientist sums it up succinctly: time

has come for us to take a hard look at our action today that will have an impact on tomorrow. Tomorrow means our kids. Don’t we want to leave a world for them to live? A loving parent will plant a tree for his/her ward, not buy a killer bike or a car.”

PARIS: France’s Interior Minister Manuel Valls has defended the treatment of a 15-year-old Roma girl who was detained by police during a school trip and deported to Kosovo. Confronted with an angry backlash from the left of the ruling Socialist party, PM Jean-Marc Ayrault promised the family would be brought back to France.

YANGON: Three bombs exploded in eastern Myanmar leaving one person dead, police said Thursday, the latest in a series of explosions. The region has been shaken in recent years by fighting between the military and ethnic minority rebels. Police said several other people have been questioned in connection with the blasts.

SYDNEY: Sydney’s celebrated Opera House was Thursday declared Australia’s best-known icon ahead of its 40th birthday this weekend, in a report that said it was worth Aus$775 million to the economy every year. The Opera House is more highly esteemed abroad than “brand Australia itself”, accounting firm Deloitte said in a report.

NOUMEA: One of four people shot and wounded in the French Pacific island territory of New Caledonia this week, allegedly by a friend after a night of drinking, has died of his injuries, prosecutors said Thursday. The 19-year-old had been shot in the head and thigh on Tuesday in Kamere, a popular area in the north of the capital Noumea.

OSHIMA: Rescuers in Japan picked through mud and splintered houses Thursday after a typhoon that killed at least 18 people. Hundreds of police, firefighters and troops searched through the night in an area where buildings were swallowed when a mountainside collapsed. At least 17 people died and 39 were still missing.

GLOBAL SLAVERY INDEX

India has the most ‘slaves’

The index said that while India by far had the largest number of enslaved people, the problem was most prevalent in the west African nation of Mauritania. ROBIN MILLARD feedback@postnoon.com LONDON: An estimated 30 million people worldwide are living in modern-day slavery, according to the inaugural Global Slavery Index. The index, compiled by the Walk Free Foundation, said that while India by far had the largest number of enslaved people, the problem was most prevalent in the west African nation of Mauritania, where four percent of the population was deemed to be held in slavery. The WFF hopes the annual index will help governments to monitor and tackle what it calls a “hidden crime”. “A lot of governments won’t like hearing what we have to say,” chief executive Nick Grono told AFP. “Those governments that want to engage with us, we will be very open to engaging and looking at ways in which we can better measure the issue of modern slavery.” Established in May last year, the WFF is a 20-strong team based in Perth on the Australian

WASHINGTON: The National Security Agency is deeply involved in US drone strikes against Al-Qaeda militants, using electronic surveillance tools to track down terror suspects, The Washington Post reported Wednesday. The report was based on documents provided by Edward Snowden, the US intelligence contractor turned leaker who has exposed the massive scale of the NSA’s eavesdropping efforts. NSA cyber spying helped pinpoint a senior Al-Qaeda figure, Hassan Ghul, who was killed in a drone strike in Pakistan’s tribal belt in 2012, the Post wrote. The operation was made possible in part by an email from Ghul’s wife that was scooped up by the National Security Agency’s vast surveillance dragnet, it said. The US has never publicly confirmed that it took out Ghul. But documents passed to the Post by Snowden made clear he was killed by the US government last year. CONSERVATION

Dutch fishermen’s initiative offers eels fresh lease of life As young “glass eels”, they enter freshwater systems which they use as nurseries to grow and mature, before heading back to sea. In the low-lying Netherlands, reclaimed land called polders, surrounded by myriad small canals and ditches, form the ideal eel habitat. Getting in and out of this “polder paradise” however presents the greatest obstacle to the eel, as water levels differ on both sides of the dikes. “Because we have to constantly pump water across the dikes to the sea to stay dry, thousands of eels try to swim through the pumping stations and inevitably get caught in the blades,” Van der Waal said.

Over the last three decades, European eel numbers have been devastated, falling by as much as 99 per cent in some areas. Pump houses, sluice gates or hydel projects often prove fatal to migrating eels.

‘EELS ARE LIKE KIDS’

AROUND THE

WORLD

JAN HENNOP Agence France Presse NIEUWENDIJK: On an autumn morning on a small Dutch canal, fisherman Aart van der Waal pulls up a fish trap stuffed with squirming eels, not for the pot, but as part of a bold initiative to save the critically endangered species. Weighed and recorded, the serpentine swimmers are then carried several hundred metres across a dike in a plastic bucket, before being released back into the water on the other side with an unceremonious splash. Once in the Haringvliet, a

North Sea estuary some 15 kilometres downstream, the rescued eels will complete their final freshwater swim, before tackling an arduous 7,000-kilometre journey to spawning grounds in the central Atlantic Ocean. Twice a week, Van der Waal sets out on his flat-bottomed boat to pull up the traps as part of an ambitious plan to help save Europe’s decimated eel population, an indicator species for the health of the continent’s estuaries and seas. As part of “Eels Over The Dikes”, some 50 volunteers consisting of professional and recre-

ational fishers backed by funds from a fishing-industry foundation, the Dutch government and the European Union, lend a hand to help these mysterious creatures get back to the sea. Over the last three decades, European eel numbers have been devastated, falling by as much as 99 percent in some areas, according to EU figures. One of the main reasons is that eels, which migrate from sea to fresh water and back, often find their paths blocked or are killed or injured when they swim through pump houses, sluice gates or hydro-engineering projects. Poaching and over-fishing, pollution and climate change also play a role in the decline of the eel population, which “European member states are doing too little to save,” European MPs said last month. Young transparent eels are known as “glass eels” and they have become particularly prized in Asia over the last 15 years, mainly to be fattened in farms, as a result of which the price of glass eels in the mid-2000s exceeded that of caviar. The European eel (Anguilla anguilla) is now listed as critical-

ly endangered by the International Union for Conservation of Nature (IUCN) on its Red List of Threatened Species. Eels are complex migratory animals, believed to hatch in the Sargasso Sea, before drifting back to continental shores on the currents. Eels can live for more than 80 years, during which they swim many thousands of miles.

Last year, the Sustainable Eel Fund Netherlands foundation (DUPAN) funded a pilot project to see whether it would be possible to catch the eels before they are sliced to pieces and carry them safely across the dikes. The pilot project was a success, with some 4,600 eels safely transported across dikes at 11 pumping stations. In April, May and June this year, the foundation’s helpers released more than a million baby eels in lakes and canals across the country to restock their numbers. Wednesday marked the official start of the “Eels Across The Dikes” project, backed with around 230,000 euros ($310,000) in funds from the Dutch government and European Union. It will run around the country until December in 23 spots. “The Dutch have been fighting against the water since the 13th century,” said Alex Koelewijn, DUPAN’s chairman. “When we built coastal fortifications against the water we never took into account that there are fish that migrate from salt to fresh water or the other way around. “The only and simple solution is to help the migrating eels across the dikes,” he told AFP. London-based Sustainable Eel Group chairman Andrew Kerr said eels are seen across the continent as “a very important indicator species.” “If eels suffer, it means that we’re getting it wrong in terms of how we manage our wetlands and our oceans,” he expressed.

PAINT IT BLACK

Anarchy in Brazil wears black Experts find it hard to build a clear profile of the anarchist group, Black Bloc, which began attracting notice during June’s street protests against substandard public services, corruption and the cost of the 2014 World Cup.

CLAIRE DE OLIVEIRA NETO feedback@postnoon.com RIO DE JANEIRO: Wearing black clothing, scarves and ski masks, so-called “Black Bloc” anarchists have taken a starring role in Brazil’s social unrest, using violent tactics to target symbols of capitalism. But experts find it hard to build a clear profile of the group, which began attracting notice during June’s street protests against substandard public services, corruption and the cost of the 2014 World Cup. With the social turmoil growing more sporadic, Black Bloc tactics have inspired more violent actions, mainly in Rio and Sao Paulo. Black-clad anarchists infiltrate protest demonstrations to carry out acts of vandalism against capitalist symbols such as McDonald’s restaurants or banks. On Tuesday, they fought police in Rio de Janeiro and Sao Paulo at the close of a

march by striking teachers, hurling firebombs and tearing metal shutters from buildings to use as shields against police who responded with tear gas and pepper spray. Demonstrators also set fire to a police car and ransacked a bank branch. A 18-year-old youth was hospitalized with gunshot wounds but was reported to be in stable condition after surgery. The Black Bloc tactic of using black clothing to conceal protesters’ identities and hinder criminal prosecution first appeared in the 1980s in the European autonomist movement’s protests against squatter evictions, nuclear power and restrictions on abortion. But they gained notoriety during the anti-globalization protests that marred the World Trade Organization conference in Seattle in 1999. “We don’t speak to reporters” In Brazil, they keep a low profile. The Rio branch of Black Bloc turned down an AFP request for an interview, saying: “It is

Pick

difficult to contact us by telephone because we are wiretapped. We prefer to communicate via Facebook.” “We don’t speak to reporters,” the group’s national office said. The elusive group is an enigma for experts. “It is difficult to know who they are. There is no clear hierarchy. The movement is very horizontal, very young,” said Luiz Antonio Machado, a sociologist at the Rio Institute of Social and Political Studies (IESP). “This movement grew out of the general discontent with the poor functioning of institutions. It is not revolutionary but is likely to become more radical due to the absence of dialogue.” Machado believes the establishment media are using the actions of Black Bloc and other rioters to discredit the protest demonstrations, which leads to police repression. According to Alba Zaluar, who studies violence at the University of Rio, the

at the

group “throws away all that our democracy built” after the (1964-1985) military dictatorship. “This leads to lower attendance at demonstrations. People are not trying to get rid of the state, they just want to improve health, education, transport,” she added. Meanwhile, sociologist Jose Augusto Rodrigues insisted that “not all acts of vandalism should be blamed on the Black Bloc” but he noted that the group’s tactic “was not a success.” “In June, there were huge crowds in the streets but since they infiltrated the demonstrations, people are staying away,” he added. Rodrigues said it was difficult to predict the anarchists’ future impact on the country’s political scene, noting that this will depend on how the state and its police react. But the Black Bloc has vowed to step up their violent protests during the World Cup, which will kick off next June.

Filipovic covers a dozen mountain villages scattered along the border with Kosovo, travelling along dirt roads from his post office in the small town of Kursumlijska Banja.

KURSUMLIJSKA BANJA: When Filip Filipovic was named postman for a cluster of isolated villages deep in the mountains of southern Serbia, he soon knew his job would not stop at delivering the mail. “I simply knew I could not look away and turn a blind eye to reality, to the living conditions of these children who have nothing, and lonely and abandoned elderly people,” said the 30-yearold, recalling his first tour of the remote area. Filipovic covers a dozen mountain villages scattered along the border with Kosovo, travelling along dirt roads from his post office in the small town of Kursumlijska Banja. “When I saw children having to walk to school 10, 15 kilometres (6-9 miles) every day, who live without water and electricity, often in a single room with their parents, I decided to do something to help,” he told AFP. Kursumlijska Banja, some 300 kilometres (180 miiles) south of the capital Belgrade, hosts one of Serbia’s oldest spas, which has been closed and in ruins since 2007, sign of the economic hardship blighting the country. Filipovic was 28 when he first made the journey from his hometown Kursumlija to Kursumlijska Banja, a dozen kilometres along a narrow road lined with rows of pine trees and empty houses, some collapsed, abandoned cafes and restaurants. “I told myself I had to do something. He started by renovating the post office, in a shabby building which also hosts the local primary school, using his own money to repaint the premises. At the same time, chipping away at his salary of barely 300 euros ($) per month, he was bringing chocolates and sweets to children in remote villages, for whom such luxury was unheard of.

At 6:30 am in Kursumlija, it is a morning like any other. With a list in hand, Filipovic

tours shops to buy a range of items from bread to newspapers or cleaning products, before swinging by the office for his post bag and hitting the road. “There are no more shops in the home villages of the people I help, so I do the shopping for them,” explained the self-effacing young man, with light brown hair and bright eyes. “Filip is our guardian angel,” said Marika Pavic, a grateful 70year-old woman whom Filipovic visits daily. Around midday he knocked at the door of the Dragicevic family in a remote house on a meadow, surrounded by dense

forest. That day, he picked up their boys Milomir, 7, and Radomir, 9, and drove them on to school so they would not have to walk the eight-kilometre journey. “At the Dragicevic’s, we have started to build a bathroom as they don’t have one. I hope it will be done by the end of the year,” Filipovic said. “Without Filip, we could never afford to provide our children with everything they have. What he is doing is very rare and precious,” whispered Milena, the boys’ 28-year-old mother. The postman did not stop there.

For two years he has financed, organised and helped with the renovation of the local school’s only classroom that provides education for six boys aged 7 to 11. Last year, the six left home for the first time in their lives for a one-day excursion, organised by their postman to a town in central Serbia. He bought the boys schoolbags, notebooks and pencils, and also provided six computers. Filipovic rebuilt the school’s toilets in the yard. This summer, during his vacation, he built a playground for his young proteges. “When I saw the swings I told him ‘You are the best, better than Santa Claus’,” said smiling Aleksandar, an eight-year-old boy surrounded by his classmates. “Two swings and a slide. For children from the town it’s certainly no big deal, but to them it changed their whole universe,” smiled the postman.

AFTER THE SHUTDOWN

No matter what happens, the US economy has been hurt PAUL HANDLEY feedback@postnoon.com

T

he US economy and consumer confidence have taken significant hits from a two week federal government shutdown, economists say, and a major dent to already sluggish American growth is expected. Even as stock markets rebounded with gusto Wednesday, analysts said there was clear evidence of damage, and warned that a revival of political battles in January could inflict more pain. The credit rating agencies Moody’s and Standard & Poor’s estimated that the partial closure of the government from October 1 would slice 0.5-0.6 percentage points from annualized growth in the fourth quarter. S&P said the shutdown took $24 billion from the economy, as hundreds of thousands of government workers stayed at home unsure of getting paid, government contracts were delayed and national parks that drive crucial tourist industries were closed. Because of that, several economists cut their forecasts for fourth quarter growth to around two per cent, barely enough to generate the jobs needed to pull down unemployment. Many said they expected the Federal Reserve would see the

need to keep its stimulus in place through the end of the year, if not longer, to mitigate the drag from the crisis. “The bottom line is the government shutdown has hurt the US economy,” S&P said. Jim O’Sullivan of High Frequency Economics, added: “Even without an extreme outcome being realized, some damage has been done.” Democrats and Republicans in Congress were expected to

pass legislation late Wednesday to end the impasse by funding the government for the first part of fiscal 2014, which began on October 1, and increasing the debt ceiling. The eleventh hour deal soothed worries that the Treasury could be forced to default on payments, including the debt, in the coming days. Furloughed government workers are expected back at work on Thursday, and will col-

lect back pay for the time spent laid off. The deal sparked a strong rally on Wall Street Wednesday, with gains of nearly 1.4 percent. The markets were helped by stillbuoyant profits in corporate America, with the results from the first releases of the thirdquarter reporting season beating forecasts on average. That left the S&P 500 index less than 1 percent shy of its peak, struck in mid-September.

Even so, the shutdown exacerbated what already appeared to be a weak spot in the economy, with higher interest rates from the Fed’s expected tightening of its stimulus beginning to slow activity in sectors such as real estate. The Fed saw vulnerability when in September it decided not to begin reducing its $85 billion a month in bond purchases, though it also cited the dangers of the looming shutdown and debt ceiling fight. Confidence still a question But just how the economy performed last month remains unclear, because publication of key government data, especially the job creation and unemployment report for September, were canceled. The Fed’s Beige Book survey of regional economic activity, released Wednesday, showed slowing in some areas since the September 4 report. In addition, it noted “an increase in uncertainty” due mainly to the shutdown and fears over the frozen debt ceiling. S&P said: “If people are afraid that the government policy brinkmanship will resurface again, and with it the risk of another shutdown or worse, they’ll remain afraid to open up their checkbooks. That points to another Humbug holiday season.”

outfits. The facade of democracy it shows is only to hoodwink international community and beg for aids which it desperately needs. Same is the situation across Sino-Indian borders. China has, at no point of history, proved trustworthy to any. Japan knows it much better. Now since India and China are nuclear powers, it is time India told China in no uncertain terms that its mischiefs are not going to bring rewards. But this is all possible if a strong government is at the Centre.

health ALLERGY WOES

Self-medication for allergy can be dangerous Each individual on earth is allergic to something and it should not be ignored, but one should not do selfmedication as the problem could further aggravate, experts said.

“A

llergy, if categorised, can be of more than hundred types and every one of them need separate medication to be cured,” Vanden Boobna, consultant internal medicine at Max Super Speciality Hospital in Shalimar Bagh said. “Allergy at the initial stages can be treated, but when it reaches the extreme end stage, it can be immensely perilous,” she added. Boobna said that she has come across many who in an attempt to treat their allergyrelated ailments on their own have ended up making it more severe. “One should not try to treat skin allergies on their own. I have seen many cases in which people have self-medicated themselves and then have to undergo major treatment and even drastic surgeries,” Boobna said. As the Oct 16 is observed as World Allergy Awareness Day, experts said the first thing any-

one should do when they suffer from any allergic problem is to find the trigger point, and then to visit the expert and get proper treatment. An allergy is a hypersensitivity disorder of the immune system. Allergic reactions can happen when a person's immune system reacts to normally harmless substances in the environment. Allergies can play a major role in conditions such as asthma. It can be caused by anything such as egg, unhygienic places, milk, cold, rain and even dust. Anurag Mahajan, a consultant in internal medicine at Pushpawati Singhania Research Institute at Sheikh Sarai, said that many patients without doctors’ prescription take anti-allergic tablets such as cetrizine, avil etc to get rid of it. “This may even aggravate their problems. Moreover, if they do not know what is the dose they have to take, they could face side-effects (of the medication) like dizziness, excess sleepiness and laziness,” added Mahajan.

The aim is to kill the disease and not to escalate it, he added. Mahajan said that not in all cases they suggest patients to undergo anti-allergy test. “It is easy to treat allergy at the initial stages. If they come to us on time, we can treat it with steroids and the anti allergy treatments. “But once the patients start self-medication, the problem becomes complicated as many a times the allergy gets worse and requires advance treatment, last-

ing months or in some cases years,” Mahajan said. Vishal Singh, a dermatologist at Apollo, said that around 45 percent of people in the world suffer from Rihinitis Medica Menntosa — a problem caused due to excess usage of anti allergic tablets. He said in India, however, it is less severe as compared to the west, but it is fast catching up. “Once the allergic patients start self-medication without proper knowledge, the

medicines instead of curing starts showing reverse reactions and even in some cases it could lead to death specially in bronchitis and respiratory allergy, which is very common among Indians,” Singh said. “It is always advisable to patients that they should find out the trigger factor and consult the doctor rather than getting into self-medication, which of course will deteriorate it rather than curing,” Singh added. NEW FINDING

Air pollution during pregnancy can retard baby's growth

P

regnant women exposed to even low levels of air pollution during pregnancy face an increased risk of lower birthweight babies, a study suggests. The research report that was published in the Lancet Respiratory Medicine Journal finds that the exposure to common air pollutants and traffic during pregnancy significantly increases the risk of restricted foetal growth and have a higher

risk of health problems and death of babies. The study was done in 12 European countries involving over 74,000 women. The researchers found that for every increase of five micrograms per cubic metre in exposure to fine particulate matter discharged by cars and industrial houses during a woman's pregnancy, the risk of low birthweight rises by 18 percent.

According to the study, all air pollutants, particularly fine particulate matter and traffic fumes increased the risk of term low birth-weight and reduced average head circumference at birth, after accounting for other factors like maternal smoking, age, weight, and education. “Our findings suggest that a substantial proportion of cases of low birth-weight at term could be prevented in Europe if urban air

pollution, particularly fine particulate matter, was reduced”, lead author of the study Marie Pedersen said. “The widespread exposure of pregnant women worldwide to urban ambient air pollution at similar or even higher concentrations than those assessed in our study provides a clear message to policy-makers to improve the quality of the air we all share,” Pedersen added. Apple’s new hires boost fashion credentials While the tech and fashion industries seem miles apart on the surface, it is not surprising to some analysts to see Apple burnishing its credentials with the kind of brand-building used by luxury goods makers.

BRAZIL MAY GO RUSSIAN

BRASILIA: Brazil said it hopes

to develop state-of-the-art combat aircraft with Russia, and purchase surface-to-air missile batteries from Moscow. Brasilia is already in talks with other countries to modernise its air force by purchasing 36 fighter jets valued at up to $5 billion. US firm Boeing’s F/A-18 Super Hornet is competing against the Rafale made by Dassault and Saab’s Gripen NG for the fourth-generation aircraft contract. “We are very interested in discussing projects relating to fifth generation aircraft with new partners,” Defense Minister Celso Amorim told reporters after talks with his Russian counterpart.

TEST FOR LUNG CANCER

WASHINGTON: An experi-

mental blood test has shown promise toward detecting early lung cancer and may offer a more accurate tool than scans and invasive biopsies, researchers said. Only about one in five patients who undergo surgery or a biopsy for a small lung mass found during a CT scan actually have cancer, and experts say there is a great need for better technology. Lung cancer is the world’s most common and deadliest cancer, killing about 1.3 million people each year.

MICROCHIPS FOR RHINO SOPHIE ESTIENNE feedback@postnoon.com NEW YORK: Fashion and technology may not be so different after all, if one looks at the hiring strategy from iPhone maker Apple. In its latest move, the California tech giant hired Burberry’s top executive Angela Ahrendts on Tuesday to become head of retail. The appointment comes just months after Paul Deneve returned to the US gadgetmaker after the Belgian national had stints with fashion houses Courreges, Nina Ricci, Lanvin and Yves Saint-Laurent. While the tech and fashion industries seem miles apart on the surface, it is not surprising to some analysts to see Apple burnishing its credentials with the kind of brand-building used by luxury goods makers.

“Apple has always been a design house,” said Jack Gold, president and analyst with J. Gold Associations. “They’ve always excelled at that. They’ve always had the best design in the marketplace. Not always the best technology, but the best design.” Gold told AFP that the fashion industry lives on “a lot of show, impressions, name, branding” and “that’s what Apple continues to excel at in the marketplace better than anyone.” Trip Chowdhry at Global Equities Research said that hiring people from the luxury goods industry was a way for Apple to spark more demand. “These people make sure that every consumer that buys an Apple product feels like he got the best product in the world, that every consumer

feels special,” Chowdhry said. Ahrendts may give Apple the star power it has lacked since co-founder Steve Jobs died two years ago, and help counter the impression that the company is losing its edge. Jobs had been the showman for the company showman, with a flair for product launches like the iPhone and iPad. But he also broke new ground earlier in Apple’s history with products like the Macintosh computer. Since Ahrendts became Burberry chief in mid-2006, the British group has doubled revenues and more than tripled its share price. Ahrendts was last year by far the highest-paid chief executive among the FTSE’s 100 top companies last year, with a package totaling $27 million, according to a survey by pay

consultancy MM&K. “She’s a star, she has great vision and her underlying philosophy is the same as that of Steve Jobs,” said Robin Lewis, who publishes the retail strategy newsletter The Robin Report. “Apple created one of the most exciting experience in retail... However, it’s getting redundant.” Lewis said Ahrendts has the qualities to be CEO at Apple, a goal she surely has in mind. Ahrendts has had abundant praise for Apple, telling The Wall Street Journal in 2010, “If I look at any company as a model, it’s Apple.” Gold said Apple’s moves may be “an indicator of the kind of partnerships they might be looking for in the future, less technology oriented partnerships and more fashion oriented partnerships.”

NAIROBI: Kenya will place microchips in the horn of every rhino in the country in a bid to stamp out a surge in poaching the threatened animals, wildlife officials said Wednesday. “Poachers are getting more sophisticated in their approach,” Paul Udoto, spokesman for the Kenya Wildlife Service (KWS), told AFP. “So it is vital that conservation efforts also follow and embrace the use of more sophisticated technology to counter the killing of wildlife.” Kenya has just over 1,000 rhino, and the tiny chips will be inserted and hidden in the horn, which is made of keratin, the same material as hardened hair.

KAKURO

QUICK CROSSWORD

26

SUDOKU How to play kakuro Kakuro is a popular game similar to sudoku in some ways. But is also suitably different. The key question: ‘How do you play kakuro?’, well here are the rules of kakuro. The answer: The kakuro grid, unlike in sudoku, can be of any size. It has rows and columns, and dark cells like in a crossword. And, just like in a crossword, some of the dark cells will contain numbers. Some cells will contain two numbers. However, in a crossword the numbers reference clues. In a kakuro, the numbers are all you get! They denote the total of the digits in the row or column referenced by the number. Within each collection of cells — called a run — any of the numbers 1 to 9 may be used but, like sudoku, each number may only be used once. Let’s have an example to explain this concept more clearly: In the image above, which shows a section of a kakuro puzzle, you will see the numbers ‘26’ and ‘14’ in the top row. Look at the 14. This means that the total of the three cells underneath must sum to 14. Therefore 9, 4, 1 could be the answer, or perhaps 7, 4, 3 and so on... So, how do you work out the actual combination? Well, this is done through elimination and cross-referencing. For instance, as you work out the answers for other kakuro clues, this will naturally limit the valid combinations, and hence the answer for this particular run. Note the second cell in row two — it contains two numbers, 30 and 11. The 30 refers to the vertical run underneath the number 30 and the 11 refers to the two cells to the right, horizontally, of the number 11.

INDIAN OPEN WORLD SNOOKER

ADVANI, MEHTA IN LAST 16 Advani beat World No. 11 Mark Allen of Northern Ireland 4-2 for the biggest win of his professional career while Mehta survived some tricky moments before defeating Hammad Miah 4-1.

NEW DELHI: Pankaj Advani and Aditya Mehta kept Indian hopes alive by reaching the round of 16 in the Indian Open World Snooker professional ranking tournament, here Wednesday. Advani, ranked 70th, beat World No. 11 Mark Allen of Northern Ireland 4-2 for the biggest win of his professional career while Mehta survived some tricky moments before defeating rookie Hammad Miah of England 4-1. Mehta is next up against former double World champion and boxer-turned-cueist Mark Williams who wrote his own script as he defeated World No. 2 Mark Selby 4-1 in a surprisingly one-sided match while Advani will face Stuart Bingham who beat Thailand’s Thanawat Tirapongpaiboon 4-2. Advani, the 28-year old Bangalorean and ranked 70th, played brilliantly while also enjoying the roll of the balls as he saw off a rather tentative Allen, winner of the recent Ruhr Open in Germany with the Irishman making a mess of several openings that came his way. Advani who scalped World No. 10 John Higgins en route to the semi-finals of the Paul Hunter Classic in Germany earlier this year, played a fine allround game in sharp contrast to Allen’s inconsistent potting and safety play. Allen was fortunate to win the opening frame on the colours after Advani sold the yellow

after a double-kiss while attempting a safety shot and the Irishman went on to take a 1-0 lead. Advani recovered well to take the next two frames on breaks of 55 and 71 for a 2-1 advantage. He began the fourth with a 45 break, but Allen replied with a 46 and eventually took the frame when Advani missed a red. A 31 clearance put Allen on level terms at 2-2. Advani then took control with some delightful snooker and pocketed the fifth and sixth, aided by small but timely breaks to win his first meeting with Allen. “It was all about putting the balls away and keeping the opponent off the table. Agarkar calls it a day

MUMBAI: All-rounder Ajit Agarkar has announced his retirement from all forms of cricket. Agarkar represented India in 26 Tests, 191 ODIs and four T20 Internationals from 1998 to 2007. He took 288 wickets in ODIs and 58

us was playing well today, but I was effective on the colours and that made the difference. “Today, it was also all about winning and so my break-building suffered a bit. I was not as fluent as I was yesterday. It was a different tactical game tonight (Wednesday night) with the balls all over the place that called for a different strategy. “Although I was not entirely happy with my game today, I am still striking well and potting the balls I should,” summed up Advani. Earlier, Mehta, the 27year old from Mumbai and ranked 72nd, kept his composure after losing the first frame that Miah, whose family hails from Bangladesh, clinched with a break of 97 that began when the

Indian bungled on a pink. However, Mehta, who had beaten Miah 5-0 in the Shanghai Masters qualifying tournament, squeezed through the crucial second frame with 28 and 42 before taking control of the match with some astute safety play. “I thought I played better today (Wednesday) and forced a few mistakes from my opponent. He is a very good potter and my plan was to keep him tight. “In the first frame, I missed an easy pink after opening the bunch of reds and he made a 97. So, I decided not to hurry. My mindset was not to get negative and go for my shots when there was an opportunity,” said Mehta. The next four frames went to Mehta who made a break of 67 in the fourth that he said was his best moment in the match, and then pocketed the fifth despite trailing by over 40 points as Miah, a product of the Q-school and in his first season on the pro tour, missed the yellow. Mehta cleared the table to clinch the tie.

wickets in Tests. He was a member of the Indian team that won the inaugural ICC World T20, played in South Africa in 2007. In 1998, Agarkar established a record for taking the fastest fifty wickets in ODIs, completing the tally in only his 23rd game. His best performance in Tests was his match-winning 6-41 against Australia at Adelaide in 200304. His finest performance with the bat in Tests was his unbeaten 109 against England at Lord’s in 2002. In ODIs, his highest individual score was 95 against the West Indies at Jamshedpur in 200203. IANS

Team GB sign Games base BELO HORIZONTE: British Olympic Association chairman Sebastian Coe on Wednesday signed an agreement with Brazilian officials to use the central southern city of Belo Horizonte as its Rio Games base. Team GB will prepare for the 2016 Games in the city after Coe signed the agreement with Mayor Marcio Lacerda and Minas Gerais regional State Governor Antonio Anastasia. The agreement was signed at the Minas Tenis Clube multi-purpose facility, which will serve as the British team base in the city just an hour’s flight from Rio. As well as serving as an Olympic base, Belo Horizonte

TUITION MATTERS

Tsonga close to naming new coach VIENNA: Jo-Wilfried Tsonga revealed on Wednesday that he is nearing a decision on a new coach but won’t make any announcement until a deal is done. The Frenchman fighting for a place in the eight-man season finals in London next month is top seed at the Austrian Open and begins in the second round after a bye when he faces German Daniel Brands. Tsonga, who missed nearly three months of play over the summer with a knee injury, said that he will soon have a new mentor after splitting in September from Australian Roger Rasheed, who also formerly coached Gael Monfils. “I’m looking for a coach and I’m getting close to one,” Tsonga said in his only words on the subject. The former

Australian Open finalist has gone it alone in the past, playing without a coach in 2011 before picking up Rasheed after the Australian ended with Monfils. World number eight Tsonga is coming off a Shanghai semifinal last week, losing to eventual champion Novak Djokovic. Tsonga stands provisional ninth in the field for the World Tour Finals from November 4, but needs to keep earning ranking points if he is to be assured of making the trip. He is trying to stay ahead of a pursing pack led by compatriot Richard Gasquet and Canadian Milos Raonic.

As third-ranked Wimbledon champion Andy Murray has already withdrawn from the London event due to injury, the ninth-placed finisher will qualify. The Frenchman said that he is still playing at less than 100 percent on his knee, but has been cleared by doctors to compete. “The knee is not 100 percent but I have to play on it, just to work the muscles. Doctors told me I can’t hurt it by playing. If I want to make it to London, I have to get out on court.” Tsonga won the Vienna title in 2011, his only previous appearance, and in his eyes he is defending that crown after not playing here in 2012. “I’m feeling good and I’m fresh in my head,” said

Monfils crashes out

VIENNA: Sixth seed Gael Monfils fell victim to a 213thranked lucky loser on Wednesday as the Frenchman crashed to a 7-6 (7/0), 7-5 firstround defeat against Jaroslav Pospisil at the Austrian Open. A week after beating Roger Federer, an out-of-sorts Monfils had no answer to his littleknown opponent, who got into the draw hours before the match when Australian Marinko Matosevic pulled out with a shoulder injury. “I’m pissed, I didn’t come here to lose in the first round,” said Monfils, who admitted that he failed to make the quick turnaround required after arriving from Asia and working to adjust once again to Europe. “Credit to him, he played well, but it was more about my body and my lack of game. He was playing tough but I was just not ready. I’m not happy with tonight. “I tried hard, I did the best I could, but it’s not easy to come from outdoors (Shanghai) and adjust to an indoor court in only a few days. This is tough to take.” Czech fifth seed Radek Stepanek reached the quarterfinals after taking nearly two

Fellow Czech seed Lukas Rosol joined in tuning up for next month’s Davis Cup final by defeating Mirza Basic of Bosnia-Herzegovina 6-3, 7-5. In a first-round match, Czech Lukas Kubot defeated German Florian Mayer 7-6 (7/1), 6-4 and will next play third seed Fabio Fognini of Italy. Australian Marinko Matosevic was forced to withdraw with a sore right shoulder prior to his first-round match with Gael Monfils. France’s sixth seed Monfils will instead make his start at the Stadthalle later against Czech Jaroslav Pospisil, ranked 214 and a lucky loser from the qualifying rounds. GRAND SLAM OF GOLF

Scott lifts title

SOUTHAMPTON: Australia’s Masters champion Adam Scott eagled the par-five 17th on Wednesday as he rallied for a two-shot win over US Open winner Justin Rose in the Grand Slam of Golf. Scott had five birdies without a bogey in a seven-under par 64 at Port Royal Golf Course, erasing a three-stroke overnight deficit in the four-man unofficial event. He had a winning 36-hole total of eight-under 134. “I’m thrilled to come out on top,” Scott said. “Fun, but a trying couple of days here really, especially today. It felt like a long round out there but I was happy with the score.” Overnight leader Rose of England stretched his lead to four shots through seven holes on Wednesday. But two bogeys opened the door for Scott and Rose finished with a 69 that left him second at six-under. PGA Champion Jason Dufner carded a 70 and placed third at three-under. Defending champion Padraig Harrington closed with a 71 to finish last on three-over 145. Harrington replaced Phil Mickelson in the field after the British Open champion withdrew.

RECORD CHASERS

Top-order stun Australia India scored 362 for one, in response to Australia’s 359, to record their highest and the overall second highest ODI chase, tying the seven-match ODI series against the visitors 1-1. JAIPUR: Superlative batting by Rohit Sharma (141 not out), Virat Kohli (100 not out) and Shikhar Dhawan (95) helped India comfortably chase down Australia’s mammoth target of 359 for five in 43.3 overs and win their second ODI by nine wickets at the Sawai Mansingh stadium here Wednesday. India scored 362 for one to record their highest and the overall second highest ODI chase so far, tying the seven-match ODI series against the visitors 1-1. Having put up 359 for five, Australia seemed to have batted India out of the game but Dhawan, Rohit Sharma and Kohli played superbly to comfortably overhaul the Australian score. Kohli’s 100 off 52 balls became the fastest century by an Indian and the seventh fastest ODI hundred. India started the chase with a 176-run opening stand between Dhawan and Rohit. Things, however, could have been different had wicketkeeper Brad Haddin not dropped Dhawan on 18. Dhawan made the Australians pay dearly for Haddin’s lapse taking their bowlers to task on a placid batting wicket. The left-hander smashed his way to 95 off 86 balls before a loose shot cost him his wicket. After that it was all Kohli’s show as the Delhi batsman blast-

feat and was visibly elated. Both players looked in a hurry to head back to the dressing room, piling on the pressure on the Aussie bowlers. Earlier, Australia got off to another quick start courtesy

PAKISTAN VS SOUTH AFRICA

Pakistan inch closer to victory ABU DHABI: Pakistan’s lethal mixture of pace and spin caught world number one Test team South Africa napping on the third day of the first Test in Abu Dhabi on Wednesday. South Africa lost four toporder batsmen against a spirited Pakistan and they now need another 121 runs to avoid an innings defeat and concede the lead in the two-Test series. AB de Villiers was unbeaten on 11 and with him nightwatchman Dale Steyn on nought on a day when Pakistan captain Misbah-ul Haq scored his fourth Test hundred and then sent his rivals into submission. Pakistan removed Alviro Petersen (17), Graeme Smith (32) and Jacques Kallis (nought) by the 19th over and then first

innings centurion Hashim Amla for ten to move closer to a big victory when bad light curtailed play seven overs early. Paceman Mohammad Irfan started aggressively, trapping Smith in front off the very first ball of the innings but Pakistan’s referral was unsuccessful after the umpire initially ruled it not out. But Irfan struck in his sixth over when a rising delivery caught Petersen by surprise, the batsman failing to keep his glove out of the way before Adnan Akmal held the catch cleanly. Smith looked confident during his 61-ball knock but missed one delivery from Saeed Ajmal and was stumped on the second attempt by Akmal, leaving

South Africa at 57-2. With Smith’s scalp, Ajmal completed his 150 wickets in 29 Tests — the joint fourth fastest to reach the milestone and second Pakistani behind paceman Waqar Younis, who completed the tally in 27 Tests. A run later Kallis was trapped in front of the wicket by fast bowler Junaid Khan for a five-ball duck, spoiling South Africa’s most reliable batsman’s comeback and 38th birthday. Amal, who hit 118 in the first innings, fell caught behind off left-armer Zulfiqar Babar’s first delivery in the innings to leave South Africa tottering at 72-4. South African paceman Vernon Philander admitted it will be tough work to save the

match. “We need to be in a positive frame of mind, its going to be hard work tomorrow because Pakistan’s spinners have been good but we need to try and get some partnerships going,” said Philander. Pakistan opener Khurram Manzoor said his team was in a strong position. “We are in a strong position and taking four wickets before the day ended was very good. I think the spinners will have a big role to play (tomorrow),” said Manzoor. Earlier Misbah (right) ensured Pakistan increased their lead after opener Manzoor departed for 146, adding an invaluable 82 for the fifth wicket with Asad Shafiq, who made 54. AFP

Losing 2-1 to Costa Rica, Mexico were flirting with disaster until Uncle Sam, who already qualified, rode to the rescue by defeating Panama 3-2. LAURENT THOMET Agence France-Presse MEXICO CITY: Mexicans never imagined being in this position: Having to shamefully say “gracias” to bitter rivals the United States for helping their football team stay in contention for next year’s World Cup. Losing 2-1 to Costa Rica on Tuesday, Mexico were flirting with disaster until Uncle Sam, who had already qualified, rode to the rescue by scoring two stoppage time goals to defeat Panama 3-2. The US victory torpedoed Panama’s dream of qualifying for the World Cup for the first time while helping Mexico finish fourth in the CONCACAF regional group and secure a twoleg playoff against Oceania champions New Zealand next month. More than a year after Mexico celebrated winning the gold medal at the London Olympics, Mexican media berated “El Tri” while running headlines in English to express gratitude to adversaries they regularly disparage as “gringos.” “Gracias Uncle Sam,” “Thank you, USA!” and “God bless Ame-

rica” were some of the front-page news hours after the federation US Soccer had cheekily tweeted “#Youre Welcome Mexico.” The sports daily Record published a photo montage of Manchester United forward Javier “Chicharito” Hernandez holding a US flag, with the purposely misspelled headline “WE LOVE YOU! ‘AMIGOUS’” . The Cancha sports pages said Mexico’s qualifying campaign had been “one of the most shameful performances in its history” after the “broken” team

played with “no courage.” But Mexico manager Victor Manuel Vucetich, brought in last month to save the team, insisted he did not have to “send any message” to US counterpart Jurgen Klinsmann, though he praised US “football ethics and professionalism.” Missing out on the World Cup in Brazil next year would be emotional and financial torment for Mexico. The country has seen its team play in 14 of the last 19 tournaments and last missed it in 1990 because the Mexican foot-

Shouts of joy were heard in Mexico City bars when the US scored, but fans were angry at their team’s performance, especially since some make millions playing for wealthy European clubs. In 10 qualifiers, Mexico won just twice and scored a paltry seven goals. Mexicans expected better after Raul Alonso Jimenez scored a memorable bicycle kick last Friday to beat Panama. “The team is worthless. They make a lot of money and do nothing,” said Angel Hernandez, 30, eating an orange at a taco stand in a market. Across his stall, Ivan Pena sliced jalapeno peppers as he wondered how Mexico could have lost when all they needed was a draw to secure the fourth spot.

Liverpool announce India plans LONDON: Liverpool are preparing to launch a new youth academy in India next year, the Premier League giants announced on Wednesday. The five-time European champions will work with Indian club DSK Shivajians to set up the facility, which will open in January and will be known as The LFC International Football Academy DSK. Accommodating players up to the age of 18, it will feature a residential complex, full-size pitches, practice areas, classrooms, changing rooms, a gym, a canteen, a lecture theatre

and medical facilities. Liverpool have also committed to providing coaches to help run the project. “At the academy in Liverpool we aim to develop outstanding players and good human beings,” Liverpool academy director Frank McParland told the club website. “The results speak for themselves, as last season seven academy players made their first-team debuts. “Education and community work is key to the development of our young

players and we look forward to taking our knowledge and experience of developing young footballers to India.” DSK are based in Pune, 150 kilometres (95 miles) from Mumbai in western Maharashtra state, which is also the base of Indian poultry firm Venky’s, the owners of English second-tier side Blackburn Rovers. English clubs view India as a potential source of playing talent and teams including Chelsea and Queens Park Rangers have run coaching classes there in recent years. AFP

BERLIN: Pep Guardiola has got tough with his Bayern Munich stars by warning the players he will not stand for any dissent as it will only hurt their chances in defending their league crown. “I am convinced we will be even better when all the players are fit,” he told the Bayern Munich magazine. “But we will only fight for the (league) title at the end of the season if every player in this big squad accepts my decisions, otherwise we will have problems. “I am a great friend of my players when they accept my decisions. “I support those who accept them, but those who don’t want to understand them will often find themselves sitting in the stands.” Guardiola can expect to have Germany midfielder Mario Goetze, plus Spain stars Javi Martinez and Thiago Alcantara back from injury in the following weeks and the coach believes the situation is healthy both for competition and to rotate his squad. “I’ve said it before and I’ll say it again: we need every player,” he insisted. “I am glad when they are all here and fit. “With a view on the whole season, it’s not good when Franck Ribery or Philipp Lahm plays an entire game every three days. “The more players I have, the more I can vary the squad.” Bayern face a busy run of matches up until the winter break with Bundesliga, Champions League and German Cup matches, as well as the FIFA Club World Cup in Morocco in December.
