Though we do our best to secure program locations, details, and times, occasionally we must make changes to schedules, times or locations for programs. This can be due to any number of factors, included but not limited to facility concerns, maintenance, joint scheduling with the school system or required changes from the initial planning at the time of publication. Enrollment numbers for programs can also facilitate these changes. If this occurs please be aware that we will make every effort to contact you with the information you have provided on your registration form. Please remember that an accurate, complete, and legible registration form is vital for us to contact you. We only provide your email information to the necessary instructors/coaches affiliated with the program for your participation. Cancellations: Registrants will be contacted by email or telephone if a class or trip is cancelled. All classes, camps, programs, trips, and athletic activities are filled on a first-come, first served basis. Each program must draw a minimum number of participants or it will be cancelled. If an activity is cancelled due to low enrollment, you will be refunded your program fees. Please be sure to observe all closing dates for activities. Program fees must be paid at the time of registration. Payment is accepted in either cash, personal check, VISA or MasterCard. When payment is made using credit card a 2.5% convenience charge is added to the total for processing. Early registration helps prevent cancellation. No registration is considered complete until payment is made and proper registration received. No Call-in registration is accepted. Registering after closing dates cannot guarantee your acceptance or space availability. In some cases, late registration will result in an additional fee if space is available and supplies may not be available to you. Field Use & Reservations To reserve an area in a park, hold a special event, or utilize an athletic field for play or practice, reservations are required. All reservation requests must be submitted and approved in advance of use. Groups/athletic groups must provide proof of proper insurance for use. Reservation Request Forms are available at the PPR Office at 830 Poquoson Avenue or at www.poquoson-va.gov/parks. Application for reservations must be made 10 days prior use. Facilities available include:* Municipal Field: $10 per hour/ w/ Lights $20.00 per hour (2 hour Minimum) Firth Baseball Field: 60 X 90 $15 per hour/ w/Lights $25.00 hour (2 hour Minimum) Park Street Fields per field: $15 per hour/ w/ Lights $25.00 hour (2 hour Minimum) Stadium Turf Field: $500 for 6 hours + other needs and facilities operating costs. South Lawson Park: $10 per field per hour. *Rates listed are base rates, and do not include labor for field marking or other special event or facility needs when being used by groups for activities. No reservations will be accepted for field use for the months of January and February 2013.

Events in Parks/City Property & Shelter Use Shelters: Municipal Park features a small shelter for events such as family reunions, team picnics or other activities for individual use. Reservations are highly encouraged to guarantee use of the shelter. Use is free. Reservations are available to residents only on a first-come, first served basis at the Parks and Recreation Office. No electricity or water is provided at the shelter. Events in Parks and on City Property: Parks and Recreation can also help you with utilizing a City park or facility for your next special event. An application is available at Parks & Recreation and is required to utilize City or park property for all events. We want to help you make your event successful and safe. Contact us to obtain an application for Special Events on City property. No reservations are taken for picnic areas within the Kid’s Island Playground area. This playground is located in the front of Poquoson High School.

Enjoy a walk! Oxford Run Canal Trail near City Hall is 1.25 miles, open to foot traffic with natural and gravel surface. Only leashed pets are welcome. Full trail map is available at: poquoson-va.gov/parks

Host a Party! The Odd Road Community Center is available for hourly rental for approved events or parties. This facility allows up to 60 people and is available for rental at a rate of $30* per hour. For information, dates of availability and securing a reservation you must contact Parks and Recreation at 868-3580. Payment is expected at the time of reservation. Facility Deposit is required along with rental fee. You must be a resident to have rental privileges and no alcohol is allowed at any event at the facility. The facility has tables and chairs for use, as well as a small service kitchen. Located at 49 Odd Road.


The recreation youth soccer league is now accepting registrations for the spring season of 2013. All teams are co-ed. Youngest Players: Those able to participate in the U7 age division must currently be attending Kindergarten. Those in Pre-K are not eligible to play. Coaches are usually parent volunteers.

Cost to play is $55. Registration is due February 15, 2013. Additional $10.00 for non-residents. $5 sibling discount after first registered player. All registrations are numbered as they are received. The only guarantee for children to play is for parents to coach. No special requests are accepted for team placements or carpools. There is no guarantee of game time or practice nights for players. If an insufficient number of children register or coaches cannot be secured for any age group, the fees will be refunded. Older age groups typically play games with surrounding military bases & recreational programs, both in Poquoson and other locations. All registrations received after February 15 will be charged a $15 late fee and placed on a waiting list. There is no guarantee for placement on a team after the deadline or from the waiting list. To be placed on the waiting list a completed registration form and a check or credit card number must be provided. Avoid Panic! Register Early! Kickstart Soccer

Now on Sale! Get your Poquoson Soccer Magnet! Must be age 4 by March 1, 2013.

Kickstart is a program designed for the soccer beginner who is not yet ready for the league. This is the basic introduction to the game of soccer. It is not a soccer league, but a 4 week instruction & play/skill period for 45 minutes each week. Cost: $45 per child. No sibling discount; additional $10 for non-residents. Registration is on a first come, first served basis. One session is planned. An additional session will be held if necessary. *Dates: Wednesday April 10, 17, 24, May 1. 5:30-6:15pm Instructor: Heather Deaver, Primary Physical Education Teacher. Pixie Stix Field Hockey

Open to ages 7 and up

Field Hockey for beginners! Ages 4-7 Girls. Dates: Mondays April 8—May 6, 2013 Location: Phillips Park in front of PHS. As a Pixie Stick, you’ll get to play like the big girls as you learn the basics of field hockey. This program is designed to teach the skills of field hockey to young players and get them started on their first hockey experience. Learn proper techniques for stick maneuvers, teamwork, strategy of the game and just have fun. Note: Must be 4 by 1/1/2013. Registration for each new PIXIE player includes a correctly sized stick and ball. Returning players will receive a ball only. Starting March 4, 2013 registration opens for girls to play on the Poquoson Parks & Recreation Summer Teams. These teams will enter into the Outdoor Newport News Early Summer Field Hockey League. Season runs from Late May to mid July. All equipment is the responsibility of the player. Registration is First Come, First Serve. Due to summer vacations and difficult schedules, we will not be expanding to more teams unless we can adequately staff the team with players and coaches, and avoid forfeits. ALL REGISTRATION is due: TUESDAY APRIL 9, 2013. NO LATE REGISTRATION WILL BE ACCEPTED. This is strict deadline. Cost to Play: $50 per player. Non-resident Extra $20. Karate Ages 5-15 Boys and Girls Registration ON-GOING Enjoy the fun of Karate Classes! Learn proper self defense tactics, balance, flexibility and discipline as you gain confidence. Classes are 55 minutes in length and held on Mondays and Wednesdays - based on experience and age. All Classes Located at: Poquoson Primary School Gym Beginners (as young as age 5) 6:00-7:00pm Advanced 7:00-8:00pm For more experienced students, teacher will assign you to a later time as necessary. Youth Volleyball League (Spring)

Beginners: Ages 10 thru Adult

Ages 9-13 Boys and Girls (Must be age 9 by March 1, 2013 Learn the fundamentals of the game of Volleyball, while enjoying basic game play experience. All practices in Poquoson. Minimum of 15 to run league/ instruction. Specific practice and game times will be announced based on gym availability and once teams are assigned. Season runs from early April thru Late May approx. for 6-8 weeks. Cost to play is $55.00 Late fee of 15.00 per child. Deadline is April 1, 2013

Learn the basics of fencing from proper stance to basic defensive and offensive moves, to scoring points and proper protocols of the sport. Fencing is one of the best sports to teach hand and eye coordination as well as balance and timing. Days/Times: Sundays , Beginning February 10 for 10 weeks. (No Class April 1 & 8 due to Spring Break.) Times: 5-6 pm Poquoson Primary School Gym In order to measure and fit for equipment, the first class will meet 4-6 pm on February 10, 2013. Cost: $65. (Class fee is paid to PPR) Equipment Fee: $110 for males/ $130 for females. Pay to instructor at the first class to cover personal equipment purchase. The instructor will order each student’s equipment to including proper jacket, foil (fencing sword), mask, and glove. Instructor: Vicki Hanes Minimum 6 participants. Must pre-register at Poquoson Parks & Recreation. No registration taken at the class.

Intermediate Fencing Class Class is open to those who have successfully completed the beginners class or can demonstrate basic proficiency to the instructor. In addition to continuing to hone basic skills, fencers will learn more complex footwork and blade work. Become proficient to fence in competition. Dates: Sundays, starting February 10 for 8 sessions. Time: 6:00 – 7:00 p.m. Location: Poquoson Primary School Gym Cost: $65 includes 8 sessions. Once you complete the intermediate class, participants are encouraged to join our Fencing Club for open fencing times.

Be the Cake Boss– Class for Kids

Pre-Season Swim Conditioning This program is designed to get your swimmer ready for summer swimming. Sessions will work on skill development, physical endurance, stroke and turn skills, and drills for proper competitive technique. Ages 8-13 Boys & Girls The Cake Boss Has Come To Poquoson. This is designed to be an intensive hands on class to teach students the basic decorating skills needed to decorate cakes and pastries. Women’s Kickball League Get your kicks– and participate in the women’s kickball league. Open to Women ages 19 and Older Season runs Mid May thru early July 2013. All team packets, league information, and 2013 rules will be distributed after April 1 and will be available at the PPR office starting April 1. Teams and Captains may register anytime from April 1 thru April 15, 2013. No team registration will be taken after April 15, 2013. Registration for teams to enter the league will be taken on a first come, first served basis at the Parks & Recreation Office. Team registration will be numbered as they are received. Couch to 5K Set your sights on the goal to run a 5K or greater. Don’t wish for it, make it reality with this course that meets once a week. Join us on Monday nights, at different locations, as we train for a local 5K race. This beginner-friendly program will start slowly to allow runners to build endurance and technique, so don’t worry about not being able to keep up. We are in this together. Between meetings on Monday nights, each participant will be assigned two “homework” workouts to do on your own between the meetings. The race that everyone will run at the end of the session will be announced as it gets closer.– . Fee for entry not included in the price of this class. Tai Chi

Boat Safety

Looking for a non-aerobic form of exercise which will improve your balance and leg strength as well as help you control blood pressure? Tai Chi may be the exercise for you. We are offering the Introductory Tai Chi Form (9 Movements) in a 10 week series of classes. This Tai Chi Form is designed for beginners but will help more advanced students gain as well. The class will also include meditative breathing and Qigong, a series of powerful Traditional Chinese medical exercises to help maintain overall health. Participants should wear loose fitting clothes & good walking shoes. For adults. All fitness levels welcome.

Poquoson is a boating paradise and the spring/ summer boating season is just around the corner. Virginia now requires all operators of boats and personal water craft to take a Safe Boating and Jet Ski Course. Everyone 40 years of age or younger must meet the requirements for watercraft operators by July 1, 2013. First Steps Pistol Certification

Class registration is free, however pre-registration is required online. Seats Limited.

NRA FIRST Steps Pistol is designed to provide a hands-on introduction to the safe handling and proper orientation to one specific pistol action type. The course will meet the first night for classroom time and then include range time. Range time will be scheduled following classroom time with the instructor. Students will learn the NRA’s rules for safe gun handling; the particular pistol model parts and operation; ammunition; shooting fundamentals; cleaning the pistol; and continued opportunities for skill development. Students will receive the Basics of Pistol Shooting handbook, NRA Gun Safety Rules brochure, Winchester/NRA Marksmanship Qualification booklet, FIRST Steps Course completion certificate. This course meets the Virginia Concealed Handgun Permit requirement. (CHP) . Cost includes all range time and classroom materials. Should you need pistols/revolvers and ammunition the instructor can provide this to you for a nominal fee. Class is held at the Municipal Building from 6-9pm for one session for the required classroom time. Cost is $65 per person/$75 for non-residents. Class size is limited to 8 per class. Information on Golf Cart Use in Poquoson

Recently the City Council took actions to designate all 25 M.P.H. streets in Poquoson for the operation of golf carts with the exception of school zones. These new regulations, which went into effect on December 1, 2012, also establish requirements for yearly safety inspections, liability insurance, annual license and decal, and operations. Please be advised that operation of golf carts on City streets is restricted to licensed drivers only. Golf carts operating on City streets must display a valid City of Poquoson golf cart decal and must at all times be driven in accordance with all motor vehicle laws. For additional information regarding the City Golf Cart Ordinance and/ or applicable forms and information on approved inspection stations, please visit our website at Poquoson-va.gov or call us at 868-3367.

This program is in partnership with The City of Poquoson and Peninsula Agency on Aging. New participants always welcome.

Meals on Wheels delivers hot lunches to seniors ages 60 and over who are homebound due to illness or disability and are unable to sufficiently prepare meals for themselves. This program is supported by funding from federal, state and local governments. The rest is funded by recipients of the meals, and concerned agencies, citizens and donations. All Vendors are required to make a $50 space deposit to ensure cleanliness at the respective space following the sale. Each program must draw a minimum number of participants or it will be cancelled. The City of Poquoson reserves the right to cancel, postpone, or combine programs, or change instructors to best provide the program for everyone. If an activity is cancelled due to low enrollment, you will be refunded your total program fees, less credit card transaction fees. A doctor’s note must be provided with the request. 2012 The Year in Review Continuing the Tradition of Excellence

This

has been a year of many achievements and also significant changes. The library continues to provide a welcoming environment to everyone in the community. Resources and programming from early literacy events to classes and workshops for teens and adults are available. Digital downloadable media have been added to the collection as well as e-readers preloaded with today‟s best sellers. The website and public access catalog were upgraded with a new look and more ways to search. Mobile apps were provided to allow access to library collections anywhere you go. The library always strives to provide new resources to better meet the ever changing needs of our community.

Usage Statistics        

Loaned 189,719 items, averaging 16 items per capita. Welcomed 118,731 visitors, averaging 10 visits per capita. Provided a collection of 67,707 items including books, music, movies, magazines, e-audiobooks, & eBooks. Offered 393 programs attended by 9,303 people. Registered 1,624 new readers, bringing membership to 12,948. Provided 11,951 computer use sessions, conducted 30 computer classes and received 260,721 website hits. Hosted 1,371 meetings for 65 civic organizations and library programs in the meeting rooms. Appreciated the 3,239 hours of service generously donated by 91 volunteers.

Awards and Honors 

Ranked 1st in library visits per capita, and 2nd in both circulation per capita and program attendance per capita among the 14 public libraries in the Tidewater region. Received the 2012 Outstanding Cooperative Program Award and the Outstanding Young Adult Program Award from the Virginia Public Library Director‟s Association. Nominated for the 2012 National Medal of Museum and Library Service Award sponsored by the Federal IMLS.

The library has partnered with Poquoson Kiwanis Club to help you prepare your youngster to enter kindergarten ready to read. Accept the challenge – you can do it! Reading 1,000 books to your preschooler may sound daunting at first, but you are probably already doing it and just don‟t realize it. You can set your own pace; it can be a multi-year project. One book per night for 3 years = 1,095 books. Reading 10 books a week for 2 years will do it or double that and you’ll be finished in just 1 year! We‟ll kick off our program on Sunday, Jan 13th at 3:00 PM (but you can join at any time after that). The Cat in the Hat himself will be here to get you started. What Should You Do to Get Ready for Winter Weather? In late October, Hurricane Sandy brought heavy rain, wind, flooding and, yes, even snow to Virginia! It’s not too early to get ready for winter weather. Here are important tips for protecting yourself and your home: Get where you need to be before the weather gets bad. It’s always best to stay off roads during winter storms. Most traffic crashes happen within the first two hours after a storm starts. Get road conditions by calling 511 or visiting www.511Virginia.org. If you heat with a fireplace or wood stove: Have a professional check it, especially if it has been a long time since the last cleaning. Residue can build up and cause fires. Safe use of space heaters: Never plug them into extension cords; plug into wall outlets. Keep space heaters at least three feet from other objects, and turn off before going to bed. Stay informed during power outages. Be sure you have a battery-powered and/or hand-crank radio (and extra batteries). Get one with the NOAA Weather Radio band so you can hear winter weather reports directly from the National Weather Service as well as local radio stations. These are available at electronics, discount and sporting goods stores, and online from many retail outlets. Models are available for those with special needs. Don’t use candles during power outages: Many home fires in winter are caused by candles. Flashlights are much safer. Be sure to have plenty of extra batteries. Most importantly: You need a family emergency plan. If your family cannot return home because of severe weather or closed roads, you need to decide now on where you will meet to reunite. You also need an out-oftown relative or friend to be your family emergency contact. Community Emergency Response Team (CERT) Training The Poquoson Fire and Rescue Department and Poquoson CERT Council will conduct a CERT training course scheduled to begin on Tuesday, March 5, 2013. CERT training provides citizens with the knowledge and skills to help their families be better prepared for emergencies, and to help their neighborhood and the city following a major emergency or disaster. In times such as these, our professional fire and medical first responders may not be immediately available and CERT trained citizens can provide assistance until help arrives. Topics covered in the training include: CERT overview and expectations, disaster preparedness, fire safety and suppression, medical operations, light search and rescue, CERT organization, disaster psychology, terrorism, and practical skill training and exercise. The course is free and limited to Poquoson residents 18 years or older. Residents interested in participating in CERT training should be prepared to attend classes on Tuesday nights for seven weeks from 6:30 pm to 9:00 pm at Fire Station #1 on Poquoson Ave. and on one Saturday morning for practical skill training and a simulated disaster exercise. Dear Property Owner: FLOOD ZONE – SPECIAL FLOOD HAZARD AREAS You are being sent this notice because the entire City of Poquoson is either located in or adjacent to flood zones as determined by FEMA Special Flood Hazard Maps. In order to save you money on your flood insurance rates, the City must send theses notices every year. The City of Poquoson is concerned with repetitive flooding, as such staff researches, considers and works on a wide array of ways to help offset these losses. For example we are members of the Community Rating System program through ISO. Our current rating of 9 allows every homeowner who has flood insurance to receive a 5% reduction in their flood rates. A 1 point reduction in the CRS rating would result in an additional 5% reduction in flood insurance rates. To assist in that effort, if you have a copy of your elevation certificate, we ask that you send a copy to the Inspection Office at 500 City Hall Avenue for our file. As we have just completed another hurricane season, were spared the full impact of Hurricane Sandy and have been spared from major events of the past few years, that does not mean we will not be affected from other events this year. Keep in mind hurricane season goes from July thru November and as we have learned every event is different. So take heed with advisories and information provided and prepare for the worse. It is much easier to put things back than it is to rebuild and recover from damage. The attached information sheet has some recommendations on what to do before a hurricane. This also applies to other events as well. It takes 30 days from the time you apply for flood insurance before it becomes effective. For information on flood insurance, visit the National Flood Insurance Program’s website, www.floodsmart.gov Even if you are not required to have flood insurance, the City strongly encourages carrying it because of the City being in a flood zone or adjacent to them. There is no guarantee that you will not be flooded and if you do not have insurance you cannot make a claim. Also please be aware that FEMA is in the process of doing a study in the Hampton Roads coastal area and the mapping is proposed to be updated again in 2014. The proposed changes will be presented in 2013 for review prior to the final update. When the City has copies of the maps information will be made available on the City website. In addition to this letter the City sends out annual information on floodplains, ways to be proactive, hazards, and ways to protect your property in the Island Tide newsletter. Additional information is available online at www.poquoson-va.gov, in the City Public Library, and City Hall in the Inspection/ Planning departments. Copies of the Island Tide can be picked up at the Municipal Building located at 830 Poquoson Avenue. If you have suffered from 2 or more losses, or made claims related to a flooding event you may be classified as a repetitive loss structure. If that is the case you may qualify for the Increased Cost of Compliance funding available thru the National Flood Insurance Company. These funds can be used to help offset the cost to elevate your structure. If you have questions related to this funding contact your flood insurance carrier and inquire about ICC Funding. Prepare for flooding by doing the following: Know how to shutoff the electricity and gas to your house. Make a list of emergency numbers and identify a safe place when flooding occurs Prepare a household inventory. Put insurance policies, valuable papers in a waterproof, fire proof box. Collect and put cleaning supplies, camera, boots, gloves etc. in a easy to reach location for future use. Develop a disaster response plan- See the Red Cross website: www.redcross.org/services/disaster for a copy of the brochure “Your Family Disaster Plan” 2) Consider some permanent flood protection measures: Mark your electrical fuse or breaker panel to show all circuits that may be in a flood area. Turning these off may reduce property damage and save lives. Consider elevating your home above flood levels. Check your building for water entry points. Make sure your flood vents are free of any debris and possible blockage. Be sure to contact the City of Poquoson Inspections Department @ 868-3035 for information before work is started 3) Obtain a flood insurance policy: The City of Poquoson is a participant in the National Flood Insurance Program, which makes it possible for any property owner to obtain federally backed flood insurance. This insurance is available to any owner of insurable property in the city (with the exception of those properties located in a FEMA designated coastal barrier) Make sure you have contents coverage also. Your basic flood policy will not include contents. During flooding events there can be considerable damage to furniture and contents in the structure. Don’t delay to obtain a flood policy. Information listed above can be applied to almost any natural event you will face in the City. Modify these ideas to fit your household, discuss things, plan and be prepared .

City Hall is home to a DMV Select which allows customers to visit the DMV (Virginia’s Division of Motor Vehicles) to handle vehicle titling, registration transactions and other needs to include license plates, Trip Permits and Placards, and Driver Transcript requests. The Select Office does not handle Driver’s Licenses or Identification Cards, however now the mobile unit, known as the DMV 2 GO does. DMV 2GO comes to Poquoson at City Hall, 500 City Hall Avenue on a regular schedule to handle just these transactions. Visit the mobile unit for all your complete needs as follows: 9:00am-4:00pm.
