Police looking for suspect in sexual assault Members of the Edmonton Police Service Child Protection Section are releasing ETS security surveillance images in the hopes of identifying a male suspect in connection with a sexual assault. At approximately 10:18 a.m. on Jan. 1, 2010 police dispatch received a call from Edmonton Transit Services reporting an incident which had just occurred. They reported a lone 12-year-old female got onto an ETS bus No. 8 near 59 Street and 118 Avenue. The girl was approached by an adult male passenger, who allegedly began speaking with her before reaching out and allegedly touching her inappropriately several times. Police learned the suspect first got on the bus at 9:15 a.m. at 86 Street and 61 Avenue.

The suspect immediately exited the bus after being confronted by the driver about his behaviour towards the young girl. He was last seen walking along 118 Avenue, near 47 Street. Officers were immediately called to the area, but could not locate the suspect. The suspect is described as a dark-skinned male in his 20’s, approximately 5’7” and 130 lbs., with a thin build. He was clean shaven, and was wearing a white ski jacket with grey patches, with a white Hoody underneath. He was also wearing blue jeans and a grey tuque. Break and Enter to Local Business On October 28th, 2009, at approximately 7:19 a.m., Peace Regional (Peace River) RCMP responded to a report of a break and enter that had occurred at Kenry Electric, situated at 9717 90th avenue in Peace River, Alberta. Investigation revealed that security cameras had captured the incident, which occurred at approximately 2:45 the same morning. The footage revealed that one male and one female suspect had forcibly entered the business by breaking through a glass door. Once inside, the suspects proceeded to search the office briefly, but left approximately 2 minutes later, apparently failing to abscond with any items. A stereo system in the office

appeared to have been damaged during the incident. The female suspect is described as being between 25 and 35 years of age, with medium coloured hair, sporting a white, long sleeved shirt and jeans. The male suspect is described as being between 25 and 35 years of age, with medium coloured skin and a shaved head, sporting blue jeans and an easily recognizable red “Polaris” racing jacket. Peace Regional RCMP are seeking the public’s assistance in identifying the suspects pictured in the security footage. (Photographs attached). Series of sexual touching incidents aboard
Edmonton Transit Police looking for the public’s help Detectives from Southwest and Southeast CIS along with officials from ETS are actively investigating a series of sexual touching incidents that have occurred over the past ten days aboard Edmonton Transit buses on the cities southside. Sexual touching is described as any unwanted physical contact. It may include things such as

been actively investigating since the information was first given to them. Investigators are determining what potential links exist, if any between all events. Tabler says, “We are concerned that these incidents aren’t isolated ones. We are hoping that there are people who witnessed events and will come forward. They need to know any little piece of the story may be helpful in solving these events.” We need information from the public to assist us in catching this suspect or suspects. What is also critical is the information we obtain from complainants. Due to the number of bus routes that exist, it is absolutely critical that the victims in these cases note the bus number, time of travel, direction of travel and any other route information. Background: First incident – January 12 at 3:00 p.m. on a bus traveling Northbound on 111 Street between 43 and 48 Avenue. The complainant was a 15-year-old female. Second Incident - January 18 at 3:15 p.m. on a bus travelling Northbound on 111 Street between 43 and 48 Avenue. The complainant was a 15-year-old female. Third Incident - January 20 at 6:00 p.m. on a connecting bus on Southside route #17. The

Update: Thanks to all media outlets for their coverage concerning the sexual touching incidents. An arrest has been made in connection with these incidents. However, the person is NOT the one pictured in the image that was obtained from the cellphone camera shots. Police are still looking for that individual. However, the arrest is in relation to the latest incident which occurred January 20th at 6:00 p.m. At approximately 6:30 p.m. Friday night (January 22nd) Southwest Division officers arrested 52-yearold Rajinder Prashad Kaul at the Southgate bus terminal. He is being charged in relation to the third incident which involved a 24-year-old woman. Kaul has been charged with count of sexual assault.

BANK ROBBERY IN
BRUDERHEIM Further to the previous news release Fort Saskatchewan RCMP have more information regarding the bank robbery that took place at the ATB in Bruderheim. The suspect involved is described as a white male, slim to medium build, pot-marked or acne scarred face and approximately 6 feet tall. The vehicle associated to the incident is described as an older model red, single cab, pick-up truck, either Ford or Chevrolet. Attached are some security photos of the suspect. Police looking for suspect d e t l u a s s a r after taxi drive West Division detectives are investigating an early-morning assault on a cab driver. At approximately 3:50 a.m. on Dec. 1, 2009, a cab driver picked up a lone male at 154 Street and Stony Plain Road. The male asked to be taken to an industrial area west of the city and then back into Edmonton. After several stops, the cab driver dropped off the male at 124 Street and 116 Avenue. The suspect then demanded money and allegedly threatened the driver with a small knife.

Despite being injured, the cab driver was able to fight off the suspect and escape. The suspect then allegedly drove off in the taxi, which was recovered in the west end later this morning. Police are looking for a male suspect, who is described as possibly Native and 30 years old, of average height and with a stocky build. West Division detectives continue to investigate.

Bonnyville RCMP seek help in numerous acts of Vandalism Bonnyville RCMP are investigating 18 separate acts of vandalism that occurred in the late hours of January 2nd and early hours of January 3rd, 2010. Thus far 14 vehicles and 2 RV’s all located south of 47 Avenue and east of 49 Street appear to have been damaged. Damages also appear to have occurred at: Mom’s place on 50 Avenue; Bonnyville Senior Drop in

senseless acts of vandalism with no reports of theft. Considerable damage was caused to the three businesses and the vehicles that were targeted . Damage to the vehicles include: broken taillights, smashed windows and windshields and in one instance, a fire extinguisher was discharged inside one of the vandalized vehicles. Investigators have obtained some current information that a group of youths were either directly involved in or witnessed these incidents.

Vehicle search yields drug stash Over one kilo seized An Edmonton man is in custody facing multiple charges after more than a kilogram of cocaine was seized by police. As part of an on-going investigation, members of the Edmonton Drug and Gang Enforcement Unit were observing a suspicious male operating a 2006 Chrysler 300 in the area of 184 Street and 52 Avenue at 4:30 p.m. Thurs. Jan 21. A traffic stop was conducted and officers located several pieces of drug paraphernalia in the car. A further search of the vehicle revealed multiple packages

of cocaine with a total weight over a kilogram. 25-year-old Travis Franko has been charged with possession of a controlled substance for the purpose of trafficking. As a result of this arrest, the vehicle involved was seized under the Victims Restitution and Compensation act. So far this year members of the Edmonton Drug and Gang Enforcement Unit have seized four cars, six kilos of cocaine, and 90-thousand dollars in cash.

Two Edmonton Males Face Charges for Drug Trafficking in the Leduc Region On December 17th, 2009 at approximately 9:45 p.m., a member of the Leduc RCMP was conducting a patrol along Sparrow Drive in Leduc. As part of his patrol, the members was querying licence plates on a variety of vehicles. The licence plate of a silver Pontiac Sunfire was queried

approached the vehicle and spoke to the male driver and one male passenger. The member noted a strong odour of raw marihuana coming from the vehicle. After further investigation, it is believed both males were in Possession of a Controlled Substance. Both males were arrested without incident and taken into police custody. Subsequent to the arrest of the males, a search of the Pontiac Sunfire was completed. Leduc RCMP located several drug paraphernalia as well as approximately 1,913 grams (approx 4.25 pounds) of what is believed to be Cannabis Marihuana. The packaging in which the marihuana was located is consistent with that seen in drug trafficking and Leduc RCMP believe the drugs were prepared to be distributed to individuals throughout the Region. In total this investigation has the potential of removing approximately 14,000 joints or Marihuana cigarettes from negatively impacting the health and lives residents of the Leduc Region and many other locations throughout the Province of Alberta. Jeffrey Shane ZUTZ, a 22 yrs old and Taylor Allen GETSCHELL, 22 yrs old, both from Edmonton, AB are facing the following charges:

Possession of Proceeds of Property Obtained by Crime Under $5000.00 Both ZUTZ and GETSCHELL were brought before a Justice to speak to their release and both were remanded in custody. ZUTZ and GETSCHELL were scheduled to appear in Leduc Provincial Court on December 31st, 2009 at 9:30 a.m. via Closed Circuit Television. Detective Rob Paton with Robbery Section says, “Having this kind of a net cast can’t help but assist in locating this fugitive so that he can face these charges in Canada.” Paton says there is still a $25,000 reward outstanding that the Edmonton Police Commission has offered up in relation to this case. It is hoped it will lead to the arrest of 25-year-old Christopher David Meer. The Edmonton Police Service along with RCMP, U.S. Marshals, and Border Services have been involved in this investigation since 2007. It has involved multiple suspects and crosses several jurisdictions.
BACKGROUND: The investigation dates back to March 2007 when officers began looking into a possible connection between three arsons in the Edmonton and Pigeon Lake areas. Two fires in South Edmonton (November 2007, and December 2007) and a third in Pigeon Lake (March 2007) were all included in the investigation. Officers soon learned that they were dealing with a situation that extended far beyond

three isolated arsons. Over the course of the investigation it was learned that five individuals, all from Alberta, allegedly used intimidation, fear and violence to affect several of their business and personal relationships in the province. Investigators can reveal two people were charged and have since pled guilty and were sentenced to a federal penitentiary. Two others are awaiting trial. EPS Police are still looking for 25-year-old Christopher David Meer and warrants have been issued. Meer was profiled on the Fox television show America’s Most Wanted. It is suspected that Meer may have altered his appearance since this picture was taken. Christopher David Meer 25-years-old, White male, 135lbs, 5’9” tall, Brown eyes, Brown hair with blonde highlights The arson extortion case remains under investigation, and officers are asking anyone who may have had dealings with the accused, or know the whereabouts of the suspect still at large, to contact them at 423-4567.

Kevin Lee Vanderwolf, age 42 of Whitecourt has been charged with assault with a weapon with the court issuing a warrant for his arrest. Money stolen from woman in parking lot Police seek to identify male Edmonton Police Service investigators are asking for the public’s assistance in identifying a man who may have information about an incident where a significant amount money was stolen from a woman in the parking lot of West Edmonton Mall last summer. During the morning of Wednesday, July 29, 2009, a woman in her 50s was transporting cash between a bank and her place of employment at West Edmonton Mall. She left the bank on 170 Street and 100 Avenue with cash and returned to West Edmonton Mall where she obtained more cash from a financial institution. Around 11:30 a.m., she returned to her vehicle and discovered she had a flat tire. A male approached her and allegedly insisted on helping. The offer was allegedly refused and after the male left, the woman discovered that her purse

containing several thousands of dollars was missing from inside her car and that her tire had been slashed. Investigating officers are considering the possibility that she was followed as she made her way to the various locations that day. The above images were taken from surveillance footage at the bank she visited earlier that morning. The male in the picture is not believed to be the one who offered her assistance with her car, but officers would like to identify and speak to the male about what he may or may not have seen at the bank that day. Robbery at McDonalds On January 18, 2010, in the early morning hours, a lone female suspect entered the south McDonalds’ restaurant located at 10 Garlarneau Place in St. Albert, Alberta and St. Albert Trail. The female suspect approached the ordering counter where two female staff were working and attempted to grab the employees. While holding a knife, she demanded that they open the cash register. Instead, the two staff ran towards the back of the restaurant without giving the suspect anything. No

North West Edmonton Hit With Thefts From Autos West Division detectives are hoping the public can help them identify a person in connection with a number of thefts from autos in several west-end communities. An image from a surveillance camera in a parkade is being released to help identify the following male subject who police believe may be involved with these events: The communities of Hudson, Pembina, Cumberland and Wellington - which are part of EPS West Division - have seen the highest increase in incidents. During the last 30 days, there were 36 occurrences of thefts from autos in the four neighbourhoods. Vehicles parked on the street and within locked parkades are being targeted. Windows are being smashed and door locks punched.

Loose change, visible merchandise and registration/insurance slips are being targeted. Most of the incidents are occurring at night time, between midnight and 6 a.m. “The police continue to be frustrated with the public for not removing articles of value from their vehicles,” says Staff Sgt. Dale Fenrich, of West Division CIS Unit. “We encourage the public to be more vigilant by ensuring only legitimate persons are let into enclosed parkades.” Anyone who observes a suspicious person prowling around parked cars is encouraged to call police at 780-423-4567. UPDATE - Wanted Arsonist Surrenders to Police
On Thursday November 12th, 2009 at approximately 8:50 PM the Wetaskiwin RCMP and local emergency services responded to a complaint of a structure fire located at the corner of 51st Avenue and 47th Street in Wetaskiwin.
On Saturday, December 19th, 2009 at approximately 12:00 PM suspected arsonist Shawn Robert Douglas PHINNEY turned himself in on outstanding warrants to the Wetaskiwin RCMP. Wanted for a structure fire to the Good Shepard Retirement Home on November 12th, 2009, PHINNEY was cooperative with police and arrested without incident.
Receiving extensive damage to the “Old” Good Shepard Retirement Home, the property was believed to be abandoned at the time of the fire. Evacuating nearby residents for public safety, persons have returned back to their homes in which police have received no reports of injuries.
Charged with Arson and 2 counts of Possession of Stolen Property, PHINNEY was denied bail and is scheduled to appear in Wetaskiwin Provincial Court on December 22nd, 2009.

On November 20th, 2009, Canada Border Service Agency (CBSA) at Toronto International Airport examined a package being shipped from Panama to a Fort MacMurray address, believed to have contained approximately 12 kilograms of cocaine. On November 25th, 2009 RCMP Edmonton Drug Section in collaboration with Canada Border Services Agency, Fort McMurray RCMP, and Edmonton Integrated Proceeds of Crime initiated an investigation and acting on the strength of a judicially authorized search warrant seized evidence supporting grounds to charge Sinday Paola SAIBIS-RODRIGUEZ, age 20 of Fort MacMurray with two offences under the Controlled Drugs and Substances Act: - Importation of cocaine, and - Possession of cocaine for the purpose of trafficking.

SAIBIS-RODRIGUEZ was remanded in custody to appear in Fort McMurray Provincial Court on December 8th, 2009. This seizure of 12 kilograms of cocaine, the largest volume of this illicit drug seized in relation to a Fort McMurray investigation, illustrates the importance of the RCMP working in partnership with CBSA in addressing the production, importation, distribution, sales, and use of illegal drugs. This amount of cocaine could have resulted in distribution or sales of approximately 240,000 casual use doses of this illicit and harmful drug. Illegal drug activities impact every aspect of our communities: business, commerce and trade; family life. Personal safety and development, along with health care and professional services are negatively impacted.

POLICE LOOKING FOR SUSPECT IN SEVERAL THEFTS
EPS West Division is releasing surveillance images in hopes of identifying a suspect in connection with several thefts in Edmonton. In the last few weeks, a rash of thefts has occurred at several city swimming pools, arenas and fitness facilities. Locks on lockers are typically cut off and personal items are taken from the locker, especially wallets. On more than one occasion, the suspect has used the stolen credit cards to purchase goods – laptop computers in particular - at London Drugs and Future Shop stores. The purchases have amounted to thousands of dollars.

Several RCMP detachments in Alberta have also been looking for the same suspect for thefts and frauds in St. Albert, Sherwood Park, Beaumont and Red Deer. The suspect is a Caucasian male, approximately 5’10”, 180 lbs., wearing a black ball cap with a white logo and sunglasses propped on top. Request to Identify Robbery Suspect On January 11, 2010, at approx. 7:30 p.m., a man came out of the Shell gas station located at the corner of McKenney Avene and St. Albert Trail, in St. Albert, Alberta, and robbed a patron filling up his car with gas. The male suspect produced a knife and demanded money from the male patron. The suspect then got into a green Ford pickup and left the scene. St. RCMP immediately patrolled the area but were unable to locate the suspect. The male suspect is described as: • about 30 years old • about 6 feet tall • about 200 pounds

High Risk Offender Public Information And Warning In the interest of public safety, the Edmonton Police Service is issuing the following warning: Andrew Carrigan was recently released from a correctional facility after he completed a sentence for numerous offences including, possession of child pornography, sexual interference, breach of probation and possession of stolen property over $5000. Carrigan is considered by police to be a violent sexual offender who poses a risk of significant harm to the community, particularly to young females under the age of 16. The Edmonton Police Service is issuing this information and warning after careful deliberation of all related issues, including privacy concerns, in the belief that it is clearly in the public interest to inform the members of the community. Carrigan will be residing in the city of Edmonton and possibly frequenting outlying communities. He will be bound by a 10 year Prohibition Order pursuant to Section 161 of the Criminal Code of Canada, and must abide by several conditions.

Officer struck by fleeing vehicle
A 37-year-old man has been charged with several offences after the vehicle he was allegedly driving struck a police officer. Shortly after 3 p.m. Wednesday, Dec. 2, Downtown Division officers attempted to pull over a Pontiac Grand Am containing a male and female occupant. Despite emergency lights being activated, the suspect vehicle fled, striking the police vehicle in the process. The car was followed to 250 Avenue and 34 Street where it came to a stop. As officers approached the vehicle on foot it accelerated toward one of the officers, striking the officer and sending him over the hood and onto the ground. Shots were fired at the suspect vehicle which continued to drive away. A criminal flight from police ensued as the Grand Am headed north out of the city. Air-1 took over

the criminal flight and requested assistance from RCMP who deployed a spike belt. The vehicle pulled over and the female passenger exited, but the car fled again. The vehicle became disabled after running over the spike belt and came to a stop in a field near Redwater. The RCMP Emergency Response Team was called in and the suspect was eventually taken into custody. The EPS officer who was struck by the vehicle received soft tissue injuries to his legs. Jason Ronald Kult, 37, was charged with criminal hit and run, criminal flight from police causing bodily harm, assault a peace officer with a weapon, dangerous driving, unlawful confinement, breach of probation, and four counts of breach of recognizance.

Man charged in 22-year-old
HOMICIDE CASE A 41-year-old B.C. man has been charged in connection with the 1987 homicide of 83-year-old Lillian Berube. Charles William Abou has been charged with second degree murder along with break and enter and commit. EPS Homicide Section detectives delivered documents to Edmonton’s provincial courthouse last week listing pending charges against a man in his 40s living in British Columbia. The Edmonton Police Service initiated an extensive search for a possible suspect.

Homicide suspect arrested in rural Saskatchewan The suspect wanted in connection to a recent Edmonton homicide has been located and arrested. Michael Bryan Flanigan was arrested by RCMP near Loon Lake, Saskatchewan the afternoon of Nov. 5, 2009. The arrest was the result of a tip the RCMP received after a local citizen had seen media coverage of the homicide the day before. EPS Homicide detectives are currently in Saskatchewan interviewing the suspect, who is expected to be transported to Edmonton within the next six days. 40-year-old Michael Bryan Flanigan has been charged with second degree murder. The investigation is on-going, and officers are trying to

determine the movements of Flanigan in the days leading up to, and following the homicide. The suspect is known to have travelled between BC, Alberta, and Saskatchewan in the last month. Anyone with information on the suspect’s activities dating back to the first week of October is asked to call police at 780-423-4567.
Background Officers were called to a residence near 103 Street and 98 Avenue Thursday, Oct. 15, where the body of a 28year-old female was discovered in her residence. Officers are now treating the death as a homicide.

Homicide victim found in car
25th homicide of 2009
EPS Homicide Section detectives are investigating the death of a man whose body was found in a car near 106 Avenue and 106 Street.

At approximately 1:15 p.m. on Sunday, November 29th police responded to reports of gunshots. When Downtown Division patrol officers arrived on scene they found the body of a deceased adult male in the driver’s seat of a tan colored sedan. The vehicle was parked in an alley behind a business located just north of 106 Avenue near 105 Street. Investigators continue to canvass the neighborhood for possible witnesses but there are no suspects at this time. A motive is not known. The Medical Examiner has yet to schedule an autopsy to determine the cause of death and verify the identity of the homicide victim.

The autopsy has been completed on the body of a man who was found deceased in a car on Nov. 29 in the area of 106 Avenue and 105 Street. The Medical Examiner has determined that Robleh Ali Mohamed, 23 died of a gunshot wound to the head. The victim resided in Alberta for the past five years and in Edmonton for the past year. Mohamed’s death is not believed to be a random act. However, a motive has not yet been determined. Homicide Section detectives continue to investigate and are reviewing all witness information gathered to date. There is no suspect information at this point.

ARREST IN SEXUAL ASSAULT CASE Information from the public critical to the investigation Thanks to information received from the public, officers of the Edmonton Police Service Child Protection Section were able to make an arrest in connection with a sexual assault aboard an ETS bus on January 1st at 10:07 a.m. Police received a tip on January 5th after video surveillance pictures were broadcast to the media. Detectives followed up on that information and were able to lay charges. Detective Emuel Chan says, “This is how we wish all cases would come together. Thanks to the video surveillance provided to us by ETS Security, our own investigators and most importantly the help from the public through the media we were able to make an arrest. This is another example of community policing at work.” 21-year-old Abdurahman Dahir Yacin of Edmonton has been charged with Sexual Assault and Sexual Interference.

Background: At approximately 10:18 a.m. on Jan. 1, 2009 police dispatch received a call from Edmonton Transit Services reporting an incident which had just occurred. They reported a lone 12-year-old female got onto an ETS bus No. 8 near 59 Street and 118 Avenue. The girl was approached by an adult male passenger, who allegedly began speaking with her before reaching out and allegedly touching her inappropriately several times. Police learned the suspect first got on the bus at 9:15 a.m. at 86 Street and 61 Avenue. The suspect immediately exited the bus after being confronted by the driver about his behaviour towards the young girl. He was last seen walking along 118 Avenue, near 47 Street. Officers were immediately called to the area, but could not locate the suspect.

Royal Canadian Humane Association Award Recipients On Friday, Nov. 13, 2009 the following individuals were recognized for their acts of bravery. Mike Sharpe of Spruce Grove received a Silver Medal for Bravery and Chelsea McPhee of Leduc received the Bronze Medal for Bravery for their efforts in saving a truck driver from an overturned, burning semi carrying 35,000 litres of jet fuel on September 29, 2009. The incident occurred on Highway 63 near Wandering River when the truck driver swerved to avoid a head-on collision with a car, causing the semi to land on its side in the ditch. The driver was trapped inside the burning vehicle. Witnessing the incident, Mike and Chelsea got out of their vehicle and attempted to kick at the window, but it wouldn’t break. Chelsea ran to another vehicle to retrieve a fire extinguisher. Mike continued to attempt to open the cab which was becoming engulfed by flames. The doors were struck and Mike was able to pull off the crumpled mirror and

exhaust stack that were jamming one of the doors. He was able to force open the door enough for the driver to fit through. They were joined by Chelsea who had returned with the fire extinguisher, but by this time the flames were 10-15 feet high and an explosion was possible so the three ran to safety. Chelsea was bruised and Mike received burns to his hands and arms. Dale and Kathleen Garinger of Medicine Hat received a Bronze Medal for their courageous actions in attempting to save the victims of a fiery motor vehicle collision on June 13, 2008, near Pelican Narrows, Sask. The pair came across a semi trailer truck and an SUV that were on fire after a collision. Dale and Kathleen ran to the fully engulfed SUV that was carrying seven occupants and helped pull one male out. They returned to the vehicle, but the heat made it impossible to open doors. The couple was able to remove a female who was seated near the rear window. She was suffering from severe injuries and Kathleen got blankets and attempted to assist her. Dale returned to the vehicle for a third time but was unable to get hear the trapped occupants. The woman was taken to hospital where she died several days later. The only survivor from the SUV was the first male that they had rescued.

Jason Hansen, of Calgary, AB; Shannon Kennedy, of Ardrossan, AB; and Roy Stephenson of Edmonton, AB were awarded the Bronze Medal, and Steve Dupuis and Adam Trdin of Edmonton were awarded an Honorary Testimonial Certificate for their efforts in assisting an elderly man who had been robbed and arrest and detain the knife-wielding teenage suspects. The incident occurred on Sept. 15, 2008, in Edmonton when a 15-year-old boy and 12year-old girl allegedly assaulted an elderly man and attempted to steal his vehicle. Jason and Steve removed the teens from the vehicle while Shannon called police. Shannon and Steve attended to the victim and Adam recorded the plate number of the vehicle which assisted in the police investigation. Jason and Shannon followed the teens as they ran into a nearby store and allegedly brandished knives from the shelves. Jason struggled with the male teen, resulting in one of the knives skidding along the floor. Roy witnessed the situation inside the store and with the assistance of Shannon they were able to get the knife out of the girl’s hand. RCMP Constable Michelle Knopp received the Bronze Medal for Bravery for her heroic efforts above and beyond the call of duty in attempting to rescue her fellow officers in a dangerous situation near

Spiritwood, Sask. on July 7, 2006. The RCMP were called to a domestic dispute in Spiritwood when the suspect drove away. The suspect fled followed by two officers in one vehicle and Michelle in a second vehicle. After the first vehicle rammed the truck, the two officers were shot. When Michelle arrived at the scene, her vehicle was struck by bullets. She returned fire and managed to get out of the vehicle. She made her way to the passenger side of the first vehicle where she found one seriously injured officer; she located the other seriously injured officer nearby. She radioed for assistance and, because of the remote location, drove to a road where ambulances and other police officers could find her. She then directed them to the location. Unfortunately the two officers succumbed to their injuries in the days following the incident. Don Morrison of Dutch Valley, NB, received a Bronze Medal for Bravery for his swift and heroic actions in saving a pilot from a burning helicopter on May 24, 2008 near Norman Wells, NWT. The helicopter with three occupants started spinning and struck the ground as it approached a landing site. Don was able to remove his seatbelt, kick out a window, and exit. Despite heat from the flames, Don grabbed the pilot and removed her from the wreckage. He

attempted to assist the other passenger, but the helicopter became fully engulfed. Fearing an explosion, he then moved the pilot a safer distance away. Don was able to contact a coworker who then contacted emergency responders. The pilot was taken to hospital for treatment of a back injury and Don was treated and released. Patrick O’Connor, of Calgary, AB, was on vacation in Panama City, Florida, on April 11, 2009, when he noticed a teenage boy and a man in a sea kayak about 100 metres away in the water during a time of high surf and strong undertows. Neither was wearing a life jacket when their kayak overturned. The man began to yell for help as he held onto the boy. Despite ‘red flag conditions’, Patrick and another man went into the water to assist. They used the kayak to provide buoyancy and approached the unresponsive boy and man who was repeatedly going under the water. They placed the boy on the kayak and helped the man hang on to it while they approached the shore. Another man and woman performed CPR until help arrived. Unfortunately the boy passed away two days later, but the man survived. He received a Bronze Medal for Bravery.

Jonas Servage, of Edmonton, received a Bronze Medal for Bravery for saving another person from a vicious attack at a downtown Edmonton LRT station on January 2, 2008. Jonas entered the station and saw a 15-year-old female attacking a woman on the LRT platform. He dropped his duffle bag and pulled the girl off. The teen allegedly stole the woman’s purse and got onto a train that had just pulled up. Jonas called security on the emergency help phone and followed the girl onto the train and pushed the emergency stop button to prevent it from going anywhere. In the meantime, three males who had gotten off the train picked up Jonas’s duffle bag and walked away. Arriving security guards and officers arrested not only the girl, but also the three males who took the duffle bag. James and Tom Wanyandie of Grande Cache, AB, received Bronze Medals for Bravery for their courageous actions in saving each other in a lifethreatening situation. On June 6, 2009, James and his 78-year-old father Tom were searching for moose antlers while walking in the wilderness near Prairie Creek when they were charged by a grizzly bear. James fired his rifle at her, but she grabbed him by the arm and shook him. Tom jammed his walking stick into the

bear’s mouth but she grabbed him by the arm and knocked him to the ground. James jabbed at the bear with his rifle and she again turned on him, dragging him by the leg several feet. Tom managed to get up and yell as loud as he could and finally the bear ran away. Both men suffered broken arms, bite marks, and scratches, but saved each other’s lives. Kelley McConnell of Edmonton received an Honorary Testimonial Certificate for his presence of mind in rescuing two people from a vehicle that had slid down an embankment on March 22, 2009. Kelley and his wife were driving on Groat Road during blizzard-like conditions when they spotted the vehicle in front of them travel off the road. While his wife called 911, Kelley made his way down the steep embankment on foot and found the vehicle hung up against a tree with two people inside. He pulled the disoriented driver to safety and with the assistance of another bystander, pulled the injured passenger out of the vehicle and up the hill. Justin Warawa of Andrew, AB, ran almost a mile in freezing temperatures to seek help for his father, Jeff, who was injured in a two-vehicle collision in the morning of Nov. 26, 2008. Retired EPS officer Kerry Nisbet and his son David who provided emergency care to a male suffering from serious life-threatening stab wounds on May 30, 2009. Kerry was working in his yard when he spotted two males involved in an altercation a distance away. A short time later, one of the males approached Kerry apparently suffering from serious life-threatening stab wounds. Kerry was able to alert his son who was inside the house, contact EMS and police, get a good suspect description, and work with his son to provide life-saving first aid until emergency responders arrived. The Honoroary Testimonial Certificate was awarded to Kerry and David (who was unable to attend the ceremony). EPS Const. Jason Mitchell for his efforts to save the life of Const. Dan Furman who was critically

injured after being shot three times on June 29, 2006. Const. Mitchell showed the presence of mind to save the life of a fellow officer, despite the volatile and dynamic situation. He was awarded an Honorary Testimonial Certificate. Christopher Wyllie, of Whitecourt, AB, was at his workplace in Sangudo, AB, on April 16, 2009, where a man and his infant grandson were visiting. The man had placed the car seat with the infant inside on the ground behind his truck while he loaded a heavy object into the back of the truck. The grandfather returned to the vehicle and began to back up. Christopher responded quickly by pushing the baby out of the path of the truck and a coworker managed to get the attention of the driver who stopped before he struck Christopher. He received an Honorary Testimonial Certificate. Background [released on Thursday, Nov. 12, 2009]: The Royal Canadian Humane Association presented several Albertans with awards to recognize exceptional acts of bravery and lifesaving while under duress. Attending the ceremony was Hon. Norman L. Kwong, Lieutenant Governor of Alberta and representatives from the Edmonton Police Service and the RCHA.

Police obtain more details about suspect Police were able to obtain a more detailed description of a male suspect who approached three young girls in a school yard on Monday, Jan. 11. Investigators are hoping the additional information will help identify the individual. The information provided includes: fair skinned, possibly wearing glasses, with brown eyes, unshaven and with dark brown hair. His jacket was waist length and two-tone blue, with four pockets on the front. The muskrat-style hat was dark brown. His blue jeans had holes on the knees and he may have been wearing dark boots. The suspect smelled of cigarettes and was possibly carrying a black or dark green fabric grocery bag. Anyone with information about the suspect is asked to call the EPS complaint line at 780-423-4567 or Crime Stoppers at 1-800-222-8477. Background: EPS West Division officers are looking for information about a male who approached three young girls yesterday afternoon.

Around 2 p.m., on Monday, Jan. 11, 2010, an unknown male suspect walked into a school yard at 90 Avenue and 182 Street, where he approached three five-year-old girls during a recess break. The male allegedly offered to take the three girls to West Edmonton Mall and buy them candy. When a nearby teacher from the school noticed the male suspect, she called the students in, at which time the suspect quickly walked away. He was seen walking in the direction of 178 Street and 90 Avenue. The suspect is described as a Caucasian male in his mid to late 20s, approximately 5’8” and of medium build. He was wearing a blue zipped-up coat, blue jeans and a dark-coloured muskrat-style hat with the ear flaps down. “Parents are encouraged to remind their children not to speak with strangers and to seek out an adult if they are approached by a stranger,” says Sgt. Alex Hasham of West Division. “In this case, the teacher’s quick actions possibly prevented the situation from escalating any further.”

• The age group with the most impaired driving charges was 20 – 24 yrs old, with 22.1% of impaired driving charges. 25 to 29-year-olds received 20.0% of the charges.
Instead of drinking and driving you can:
• In 2009, 51 individuals were charged with drug-related impaired driving offences. This is up from 18 in 2008.
• Choose a designated driver at the beginning of the night; Checkstop Campaigns • Take a taxi or transit; or • Have a sober friend or family member pick you up. If you spot an impaired driver on Edmonton streets, contact the police by calling 9-1-1. To assist officers in locating the driver, citizens are asked to report the incident immediately, take note of the location, report the license plate number as well as the vehicle description, and if possible, keep the vehicle in sight, but do not attempt to chase the vehicle or break the law in order to stay close.
• This year’s Christmas Checkstop Campaign resulted in 175 impaired drivers (down 14.6% from last year), as well as 323 24-hr Suspensions (down 36.2% from last year). • The average BAC sample from persons charged with impaired driving during a Checkstop operation this year was 151.5 mg%, which represents a 5.8% increase over last year’s average and an 11.5% increase over five years ago. Impaired Drivers • In 2009, there were 2,096 impaired drivers apprehended, down slightly from 2,130 in 2008.
• 9,201 citizens called 9-1-1 in 2009 to report a suspected impaired driver (down 2.4% from 2008).
• In 2009, 13.8% of impaired driving charges were issued to females and 86.2% of charges were issued to males.
• These calls resulted in 857 impaired driving arrests, as well as 353 24-hr Suspensions.

Operation 24 Hours Fast drivers, but slow learners It wasn’t a good start to the year for several Edmonton motorists. The first Operation-24 Hours of this year took place throughout the Capitol Region on January 20, 2010. In the 24 hours starting Wednesday Jan. 20 at 8 a.m., 869 speeding violations were recorded along with 238 other violations ranging from possession of marijuana to outstanding warrants. Operation 24-Hours involved the RCMP, Alberta Sheriffs, the Office of Traffic Safety, the City of Edmonton Transportation Department and the Edmonton Police Service. Enforcement methods were varied as the officers participating with several different techniques being utilized including: photo radar, moving mode radar and laser.

There were a number of high speeds recorded. On the Anthony Henday in a 60 km/h zone, two motorists were clocked going 114 km/h. On the Whitemud, one motorist was recorded doing 137 km/h in an 80km/h zone. In West Division, members seized a replica handgun during one traffic stop, while some traffic officers located a small amount of marijuana during another. The Edmonton Police Service along with its policing partners, the Office of Traffic Safety and the City of Edmonton Transportation Department will continue their efforts to make our roads safe for everyone. They are asking the public to slow down and obey the posted speed limits.

CANADA Wide Warrant Arrest On January 19, 2010, at approximately 6:30 p.m., The Albert Sheriff Apprehension Unit, with the assistance of Albert RCMP General Investigation Section, and Edmonton Police Service’s Tactical Unit, arrested Aram Hadi, age 20. Hadi, of no fixed address, was arrested on Canada Wide Warrants from Hamilton, Ontario. Hadi was arrested without incident after St. Albert RCMP received information about his location. The St. Albert RCMP were pursuing investigative leads as Hadi is a person of interest in an attempted robbery which occurred in St. Albert on January 10, 2010. RCMP were called to a house party at

approximately 3:40 a.m. on that date, where a 37 year old male resident of St. Albert had sustained injuries as a result an interaction with 4 people who attended the party univited. This was an isolated incident. The RCMP investigation into this incident is ongoing and charges are pending. Hadi is currently being held pending a judicial hearing to arrange for his transport back to Hamilton, Ontario where he will be held to answer to his Ontario charges. Hadi was wanted on warrants for one charge of Assisting in an escape contrary to Section 147(a) of the Criminal Code and one charge of Breach of Probation contrary to Section 733(1) contrary to the Criminal Code. If Hadi is found guilty of the Ontario offences, he could be potentially incarcerated for a substantial period of time, thus not returning to Alberta for quite some time. Any questions in relation to the warrant or charges from Hamilton should be directed to Hamilton Police Service.

MARIJUANA FIREARMS SEIZED Three people have been arrested and charged after 13 firearms and 35 pounds of marijuana were seized. As part of an ongoing file, officers with the Edmonton Drug and Gang Enforcement Unit were in the area of 45 Street and 105A Avenue when they spotted a male carrying a bag from a house to a vehicle during the evening of Monday, Nov. 2, 2009. The vehicle was stopped several blocks away and a search revealed 2.5 pounds of marijuana. A short time later, another male exited the house and drove away in a vehicle. That vehicle was stopped and the man was taken into custody. Over 30 grams of marijuana was seized following a search.

A search warrant was obtained for the home, resulting in the seizure of about 33 pounds of marijuana, over $33,000 in cash, 13 long-barreled firearms, one ounce of hashish, and 600 ml of hash oil. Kenneth Joseph Bouvier, 54, was charged with three counts of possession for the purpose of trafficking, possession of a controlled substance, and possession of a firearm contrary to order. Daniel Paul Bouvier, 43, was charged with possession for the purpose of trafficking and possession of a controlled substance. Helen Sonia Oleniach, 53, was charged with two counts of possession for the purpose of trafficking.

Suspicious death under investigation Homicide detectives along with Southwest Division officers are investigating a suspicious death in Edmonton’s west end.
West End death ruled homicide
Around 8:45 a.m., Thursday, Nov. 12, police were contacted by staff of the Beth Israel Synagogue on Wolf Willow Road after they discovered the body of what appears to be an adult male on the grounds surrounding the building.
Officers continue to investigate the circumstances surrounding the death of a male near Wolf Willow Road in Edmonton’s west end. At this point the EPS is able to confirm that the victim suffered apparent gun shot injuries and the death is now being ruled a homicide.
“The death is being treated as suspicious at this time,” says Homicide Section Staff Sergeant Lorne Pubantz. “It is too early in the investigation to determine the circumstances surrounding the death.”
The autopsy on 21-year-old Abdulaziz Osman Isse is scheduled for this afternoon. Isse is originally from eastern Canada and was not known to the Edmonton Police Service. He is not considered to be homeless.
Officers will remain at the scene throughout the day. Further information may be released following the autopsy.
Gang and drug section officers have been notified but a gang or drug connection has not been confirmed. Any connection to previous homicides in Edmonton has not been established at this time. At this point there appears to be no connection to the synagogue near where the body was found.

Receives First BRAG Citation
On November 6, 2009 Mayor Stephen Mandel, EPS Inspector Darren Eastcott and Constable Ryan Kachur handed out the first citation to a junior high school student under a new positive ticketing program called B.R.A.G (Because of a Random Act of Goodwill).
Twelve-year-old Londonderry Junior High School Student, Sydney Nguyen was ticketed for always offering her assistance to others at her school, encouraging her peers and sharing a contagious enthusiasm for life. The ‘B.R.A.G.’ Citation program rewards kind and responsible behaviour, and creates opportunities for meaningful and positive interaction between youth and police. “This program is one more way for our police officers to connect with the youth they meet every day and create opportunities to reinforce positive personal and social behaviours,” said Inspector Darren Eastcott. “Thanking our youth for their good deeds and demonstrating we value the difference they make in our communities only takes a minute, but the results may have an impact throughout their lifetime.” Each B.R.A.G. Two children apprehended through DECA (Adults charged, drugs seized) Two young children have been apprehended through the Drug-endangered Children Act (DECA) and two adults have been charged with several offences following a search warrant on Friday, Jan. 8. Following up on information received through ongoing investigations, officers with the Edmonton Drug and Gang Enforcement Unit conducted a search warrant on a suite located on 163 Avenue and 64 Street. A 23-year-old female and 24-year-old male were home at the time along with their young children: a female toddler and a newborn boy. During the search, officers seized almost one kilogram of cocaine in various stages of the conversion process (soft cocaine and crack cocaine) as well as packaging materials. In addition, officers seized ammunition, a starter’s pistol, and nearly $60,000 in cash. Members of the Child at Risk Response Team (CARRT) were called to the home and the two young children were apprehended through DECA. The adults were charged with possession for the purpose of trafficking, careless storage of ammunition, and willfully causing a child to be a drug-endangered child (x2). The cash has been referred for forfeiture under the Victims Restitution and Compensation Payment Act.

During 2009 RCMP Serious Crimes Branch investigated 39 homicides in RCMP jurisdictions throughout Alberta. In 2008, RCMP conducted 53 homicide investigations. Medical Examiner who is responsible for classifying a death as a homicide. RCMP investigators utilize major case management principles, a proven investigational technique used to ensure that no aspects of evidence or potential witnesses are overlooked, when investigating suspicious deaths. In 2009, the RCMP identified 16 of the 39 homicides resulted from domestic violence. This included a wide range of family relationships well beyond the context of intimate partners. Of the 39 homicides in 2009, six deaths involved an intimate partner relationship. Circumstances lead investigators to believe all six were a result of a man killing his spouse or intimate partner. In 2008, RCMP also investigated six intimate partner homicides where it is believed that three men killed their partners and three women also killed their partners. Additionally, 12 of the 2009 homicides involved persons who would be described as known to or an acquaintance of the deceased. The RCMP’s Serious Crimes Branch is responsible for providing either a lead investigative role or support role in homicide investigations occurring in RCMP policed jurisdictions throughout the province. Investigators also work closely with our various policing partners when circumstances afford the opportunity to provide

In 2009, the branch was comprised of investigators situated throughout the province in various Major Crimes Units, provincial and municipal General Investigation Sections and Project KARE. In 2009, as Alberta’s Provincial Police Service and in some communities the Municipal Police Service, RCMP “K” Division served a largely rural population of about 1,621,457 people or 44.6% of the Alberta population. Police identify male in connection with Belmead incident Police have identified and questioned a male suspect who was spotted talking with three young girls in the Belmead school yard. A CARRT member patrolling the school area on Monday, Jan. 18 noticed a male who fit a very detailed description released to the public on Jan. 13, 2010. The male was seen walking on a path in the area of 178 Street and 90 Avenue around 2 p.m. The 65-year-old man was detained for questioning but the evidence obtained didn’t meet the requirement for criminal charges. However, the male will be banned from all school properties. “Our officers were able to identify this man thanks to the very good descriptions and the astute work by a CARRT member,” says Sgt. Alex Hasham. “Although we weren’t able to lay charges, this individual is now on our radar.”
