Hydroplanes will thunder across Oak Harbor Bay this weekend, doing their part in an event-filled weekend that will stimulate the senses of attendees. The roar of the boats will fill the ears of the viewers, who can also take part in the aroma and taste of the PigFest, the sights of the Car Show and the feel of the wares of the Coupeville Arts and Crafts Fair. aval Air Station Whidbey Island is preparing to become the primary home on the West Coast for the Navy’s newest maritime patrol aircraft, the P-8A Poseidon. The federal government is spending millions of dollars on construction on base as well as moving three P-3C Orion squadrons from Hawaii to Whidbey, consolidating operations with the four P-3 squadrons and one EP-3E squadron here. Already, personnel from Hawaii and their families are arriving on Whidbey, and more

are expected to arrive in the fall. The Navy also is in the midst of transitioning from the aging P-3 turboprop to the P-8, a military version of the Boeing 737-800 built for sub-hunting, surveillance and surface ship attack. NAS WHIDBEY is perhaps better known for being the home of the Navy’s tactical electronic attack squadrons flying the EA-18G Growler. But the base has a long history of maritime patrol and reconnaissance, stretching back to the PBY-5A Catalina that flew from the Seaplane Base during World War II. “People aren’t going to look at a P-3 and think it’s as sexy as a SEE TRANSITION, A24

Island County Human Services once again hopes to connect local service agencies with government funding. The county department, which oversees assistance services, issued several

requests for proposals last week to address affordable housing and homelessness. The requests, or RFPs, are done annually since 2012 according to Housing Program Coordinator Catherine Reid, and are part of the county’s continuing efforts to

assist low-income and homeless individuals. “Any eligible agencies or organizations in the county can submit an RFP and apply to receive the funding,” Reid said. “Basically, we’re looking for entities that will use the funds to provide shelter,

housing, rental assistance and other projects to address housing needs.” The county will draw from three sources to fund the potential proposals. The Consolidated Housing Grant and Homeless Housing Fund will provide up to $500,000 to outreach and temporary services, rental vouchers and transitional and permanent housing. Other eligible uses are broad, Reid said, as long as the services address housing needs. Additionally, the Affordable Housing Fund will provide up to $90,000 for the acquisition, construction or rehabilitation of housing projects that are affordable to very low income households. Both funds will be made available for the 2017 calendar year and RFPs to access both sources are due Sept. 19. “The money for both of these funds comes from document recording fees from certain real properties that get filed,” Reid said. “We get a certain amount of money per document and that’s where the funding comes from.” According to Reid, the third source is a new PreDevelopment Fund that will offer up to $300,000 for the development of affordable

housing, supportive housing and other related projects. “The RFPs for the predevelopment fund aren’t timelimited the way the other two are,” said Reid, noting that the funding period and application deadline have not been set for the Pre-Development RFPs. While the county has expanded the number of agencies that receive funding over the years, Reid said the proposals usually far exceed the available funds. “Our objective is to end homelessness, but homelessness throughout the state is actually increasing,” she said. A subcommittee from the Housing Advisory Board, which broadly oversees affordable housing projects, will select RFPs that best serve the departments priorities outlined by the Island County Plan to End Homelessness and allocate the funds accordingly. At the top of that list is assisting the unsheltered and, while broad, Reid said this point relates to a larger state priority. In the last two years, Reid said, the state is supposed to have moved 35 percent of the population they serve out of temporary shelter or homelessness, and into permanent housing.

To do that, according to Reid, will take more than the available funding and current agencies in place. It will take the participation of property owners throughout the county. “If some of our community members want to work with an agency to provide housing, that’s a possibility,” Reid said. “At this point, that’s one of the best ways for us to increase the housing and address the need.” Though private citizens can’t access the available funding, Reid said Human Services can connect interested property owners with agencies that can rent their housing and then make available to those in need. “If someone has a house they want to rent out to help with this, that’s something that we would consider for funding through these RFPs,” she said. The big need is just housing that’s affordable to folks who are working hard in the community, but are underemployed.” n Property owners can contact Reid for information on renting out housing, and agencies can access RFP applications and submit materials to Island County Human Services via mail or electronically.

Held annually in conjunction with the Whidbey Island Fair, the Bunyon Busters Log Show on Sunday afternoon is steeped in the logging traditions of the Pacific Northwest. J.T. Madsen brought the first log show to the fair with Albert Gabelein more than 30 years ago. The event has been a hit ever since, regularly drawing large crowds eager to see lumberjacks and lumberjills climb 50-foot poles and hack away at logs as quickly as possible. “This is a tradition for logging communities,” Jim Fox, a log show organizer said. “It originally started out in the Northwest when loggers started competing in someone’s pasture, then prize money started to get involved.” Nearly 20 contestants, some from longtime South Whidbey families, stepped up to the plate this year to take on numerous logging tasks. Contests draw on a number of skills, including log rolling, speed sawing, underhand chopping and even overhead axe-throwing. Organizers said the results for overall standings would be announced in September. Not every aspect of the log show is a competition. The V8, which she calls the monster truck of chainsaws, uses a 1987 Land Rover engine to power it at high speeds. The saw cuts through twofoot thick logs in less than 10 seconds. Amber said the monster of a machine weighs 560 pounds, and needs two bulky

people to lift it. “There used to be rules for the V8 chainsaw that said it requires two men to lift it, but now the rules say that two people are needed to lift it,” Amber said in reference to her proving lumberjacks wrong about being able to lift it. While Amber brings a nontraditional edge to an iconic contest steeped in culture, going to the fair is all about tradition for this year’s

AirBnB taking a bite out of island’s lodging businesses

Dianne Binder is not used to seeing vacancies at The Anchorage Inn, the bed and breakfast she owns and operates. With a location like historic Coupeville, Binder’s customers usually flock to the airy Victorian-style lodging to experience another era. Yet, despite its track record, Binder says both the inn’s revenue and occupancy rate have dropped recently, 7 and 5 percent respectively in the first six months of 2016. For Binder, the prevalence of AirBnB, an online homesharing company that allows homeowners to easily rent out single rooms or their entire property, is largely responsible. Vacation Rentals By Owners, or VBROs, are also increasingly popular in the area and have added to the impact, according to Binder. “Being a very small business, we are dramatically affected by revenue shortfall, especially during the offseason,” Binder said, noting other local lodging businesses are experiencing similar

trends. “With the addition of competing AirBnBs and VRBOs, which can undercut the pricing of traditional lodging, the impact on the bottom line becomes significant,” she said. At the last Council of Governments meeting on July 27, county officials discussed the broad issues surrounding AirBnB rentals and VBROs on the island. Ron Nelson, executive director of the Island County Economic Development Council, relayed reports of evictions related to VRBOs and businesses feeling seriously impacted by AirBnB rentals. In short, structured lodging accommodations are losing business to the VBROs and AirBnB. Mayor of Langley Tim Callison said the city is looking at missing revenue because the individuals operating these rentals are not subject to licensure or permits, and subsequent fees. Additionally, VBRO operators may not know to collect accommodation taxes from travelers. Additionally, Callison raised concerns for the liability of individuals using AirBnB or operating VBROs. “They’re not having the proper inspections,” he said. “Sometimes the building is substandard and certainly a lot of them are at risk because they don’t have suf-

While she admits healthy competition is to be expected, Binder says many traditional lodging accommodations nationwide feel the home-sharing trend has an unfair advantage because these rentals are not held to the same state and local regulations. In addition to annual licensing fees, transient

accommodations, which are defined as facilities offering three or more lodging units to guests for periods of less than 30 days, must meet the minimum public health and safety standards set by the state. Single-family homes listed as short-term rentals are not encompassed in state or county regulations outside of regular zoning or construction regulations. “Meeting those standards is something that takes revenue to do,” Binder said. “It puts local businesses at a dis-

advantage because AirBnBs or VBROs are not held to that standard despite offering the same service.” According to Binder, there is movement nationwide to address these concerns through legislation and the American Hotel and Lodging Association is at the forefront of such lobbying. Locally, Binder said there has been some talk of making similar requests through the Coupeville Town Council. “But we don’t have the bodies unfortunately in the county or even the town to battle it,” she said. Still, some lodging businesses such as the Blue Goose Inn are trying to make the best of AirBnB’s presence. Though the inn has had some lost customers as a result of the expanded competition, co-owner David Bromberg said they list on the AirBnB website to fill in openings throughout the year. “They send us customers and their commission rates are low so I have a favorable experience with them in that respect,” he said. “So we are fully licensed, have all our inspections and of course pay lodging taxes but AirBnB is just another advertising channel. “In that sense it’s a positive thing.” To address concerns and comply with existing regulations, AirBnB began collecting state and local lodging taxes, which are paid by travelers, in October 2015 and have remitted those taxes back to states since. “Lodging tax collections have been on a steady rise for the past 10 years,” said

Sherrye Wyatt, Public Relations and Marketing Manager of Island County Tourism. “However, since AirBnB has been assisting their partners by collecting and filing taxes, we have seen a bump.” Lodging tax collections are up 24 percent countywide, according to Wyatt, and the funds are put toward local efforts to sustain and improve tourism to benefit the local economy. Additionally, AirBnB provides information on what regulations apply in their hosts’ area before signing up. “We ask all of our hosts to understand and comply with local laws and regulations when they sign up for AirBnB,” an AirBnB spokesperson said when asked for comment. Still, Binder and Callison found that many AirBnB and VBRO hosts fail to comply with existing city ordinances or practices. The best way to combat this, both said, is through education. Langley will soon hold a seminar for people who want to operate AirBnBs and VRBOs to ensure all are paying the appropriate accommodation taxes and meet specific standards. “And we’ll give an amnesty period for people that want to get ‘clean’ and come out,” Callison said. Binder said she’ll also continue to help educate the community members around her who are operating shortterm rentals. “Just educating our neighbors, because they are our neighbors, on the steps they need to take to become legal operators is very important,” she said.

The festival kicks off 7 p.m. Friday when the juried art show opens for public viewing with a wine reception in the Coupeville Recreation Hall. For $20, guests can stroll through and purchase art while sipping wine and hors d’oeuvres. Ticket prices include a commemorative wine glass. Tickets are sold in advance at bayleaf, Big Rock Design, Branch Business Services, Pacific Northwest Art School and Cascade Insurance in Coupeville and Central Collision and the Oak Harbor Chamber of Commerce in Oak Harbor. organized and run by the Pacific Northwest Art School. The festival is 10 a.m. to 6 p.m. Saturday and 10 a.m. to 5 p.m. Sunday in downtown Coupeville. Festival visitors unable to attend Friday’s preview may wander through the juried art display free between 10 a.m. and 6 p.m. Saturday and 10 a.m. and 4 p.m. Sunday. Musical entertainment is scheduled throughout the festival featuring a variety of artists playing different genres of music. On Saturday, Mike Faast and the Fabulous Archtops Blues and Rhythm Band performs 11 a.m. to 12:30 p.m. They offer a dynamic blend of high energy blues, rockin’ oldies and Motown favorites. Rabbit Wilde will follow, playing from 1-2:30 p.m. The quartet of string musicians offer bluegrass, folk-pop and Americana harmonies. Alice Stuart will end the day, playing from 3-4:50 p.m. Alice

The garden will feature beverages from Whidbey Island Winery and Flyers Restaurant and Brewery. All money earned from the festival goes back into the community in three different ways: through grants, scholarships and community sponsorships. To date, the festival has given back $822,000 to the community. In June, the association awarded four $2,000 scholarships to graduat-

Have fun at one, some or all weekend events while helping causes It’s going to be a very busy weekend on Whidbey Island with thousands of visitors expected to attend four different major events in Oak Harbor and Coupeville. This weekend offers a great opportunity to come out and support groups that are putting a great deal of time and effort into creating fun events that not only help boost the local economy, but raise money for outstanding causes. Hydros for Heroes will run both Saturday and Sunday in Oak Harbor Bay. Proceeds from the event will go to the Rotary Club of Oak Harbor’s charitable projects. Among the Rotary Club’s charitable ventures is Backpacks for Kids, which provides food for identified students over weekends when they might not otherwise eat. All students helped by the program remain anonymous. Rotary Club of Oak Harbor also contributes to SPIN Cafe, an organzation that provides meal and laundry services, education, vocational training, support groups and community capacity building services. Oak Harbor Lions Club, another service organization, is holding its annual car show at Windjammer Park Saturday. Visitors can stroll through the park to see neat vintage cars and watch the hydro races happening at the same time. Proceeds from the car show go toward the Lions’ charitable projects in the community. Lions clubs offer all kinds of programs and assistance to the community and those in need. Some areas of focus include sight and hearing testing and treatment, blood drives and other service projects. On Sunday, Pigfest will be held on Pioneer Way. The event offers music, games and, of course, free food. Barbecue masters will fire up their grills for the annual competition. Proceeds from Pigfest also go back into the community to buoy community projects and programs. Just a bit south on the island, Coupeville is holding its annual Arts and Crafts Festival all weekend. Roughly 180 vendors with their artist wares will line the streets of downtown Coupeville. The event offers food, live music, children’s activities and a wine and beer garden. One of the island’s longest running events, the festival requires more than 200 volunteers to put on including many community partners. The event has raised hundred of thousands of dollars over the years for arts programs, the chamber, scholarships and many other community projects. Take some time this weekend and support one, two or all of these great events. You are, in turn, helping to give back to your community.

I would like to thank everyone who supported me during the primary, and for encouraging me to continue our work together to make our communities better places to work and live. He handled himself professionally during forums and public events, and his positions on the various issues were presented in a thoughtful and respectful manner. Also, a mail piece was recently distributed by an outside organization that portrays Angie Homola in an unflattering manner. This piece was a complete surprise to me. I do not condone such actions and have reiterated to my campaign staff and supporters that I have not and will never authorize literature such as this. Campaigns should be all about the issues and who is best prepared and suited for making the recommendations and decisions that affect all our lives.

Helen Brandt

Helen Irene Brandt passed away Saturday, July 16, 2016, at the age or 87, joining friends and family who have gone before her to their eternal heavenly home. Helen was born Sunday, April 28, 1929, in Oak Harbor, the daughter of Carl and Hilda Hunskor. She grew up on her family’s farm with three brothers and graduated from OHHS in 1947. She was a charter member of Oak Harbor Lutheran Church, and enjoyed playing the piano and organ for church services, where she met the love of her life, Rolf O. Brandt, who was visiting the service one day. After a period of courtship they were married and moved to Okinawa, Japan, where Rolf was stationed in the Navy, and began their family of four children, ultimately returning

to Whidbey Island where Rolf retired from the United States Navy after a 31-year career. Helen enjoyed being a wife and mother, working at her children’s school teaching children to read, and driving the school bus for the Oak Harbor School District. She was a Girl Scout Leader, sang in the church choir well into her 80s, played piano for retirement homes and loved to bring a smile to everyone’s face. She loved hunting, gardening, dancing and her family; but most of all, she loved Jesus. Helen is survived by her four children, Lori (Doug) Downey, Sherri Marsolek, Janice (Frank) French and Nils Brandt; by her 11 grandchildren; five greatgrandchildren; cousins; and numerous other loving relatives and friends. Visitation will be held from noon to 8 p.m. Friday, Aug. 19 at Wallin Funeral Home. A celebration of life will be held at 11 a.m. Saturday, Aug. 20 at Oak Harbor Lutheran Church. James Birrell Adams

James Birrell Adams, 85, passed away peacefully at home in Oak Harbor Aug. 1, 2016. Kindness and compassion led the virtues of his long, full life. Jim was born Nov. 5, 1930, in Walla Walla, to Birrell and Veda Adams. Jim and his wife Joan both graduated from Walla Walla High School in 1949. He attended Eastern Washington University for two years and graduated from the University of Washington with a degree in accounting. He married Joan English on Nov. 8, 1953, while serving in the United States Navy. After leaving the Navy, Jim worked for Smyth Moving Company for 19 years, which took the family from Spokane to Anchorage to Seattle. Jim and Joan were married for 62 years and had

three daughters, Colleen Ford (Oak Harbor), Carol Stearns (Auburn) and Carla Adams-Goldman (Kenmore). They have seven grandchildren and four greatgrandchildren. Jim enjoyed building model trains, airplanes and wooden furniture and toys. A graveside memorial will be held at a later date. A celebration of Jim’s life will be held from 2-4 p.m. Aug. 14, at his home. In lieu of flowers, remembrances can be made to Whidbey Health Hospice Care.

Harold Wren Gates

Harold Wren Gates, age 91, died at Summerhill Retirement Center in Oak Harbor July 9, 2016. He was born Feb. 26, 1925, in Tekamah, Neb., to Charles William and Lucile Yerkes Gates. Harold graduated from Tekamah High School in 1943, served on active duty with the U.S. Army Air Force during WWII as a pilot. He trained on the P-38 Cobra and the P-40 Warhawk and finally was assigned to his favorite aircraft, the P-38 Lightening. Following the war Harold

attended the University of Southern California, where he received his degree in accounting in 1949. His older brother lived in Hawthorne, Calif., and Harold lived with him while attending USC. Harold began his career with the California Department of Highways as an auditor, but spent most of his working career as a supervising accountant for the Department of the Air Force at McClellan AFB. He retired in 1984. He was married to Anna Helen Swift, and they adopted a daughter. They were divorced in 1969. While at McClellan, Harold met and married Erika Hartung. They began their lives together in Sacramento. Erika was diagnosed with M.S., and Harold became her primary caregiver as she slowly lost the ability to care for herself. They moved to Oak Harbor in 1989 after spending time here with friends. Erika passed away in 2008. Harold became ver y active in the M.S. support group, which met at Summer Hill, and served as the group treasurer. He also enjoyed researching his genealogy and was involved in a local genealogy group. He was an avid square dancer for many years with the Whidbey Whirlers, also serving as the club treasurer. He also enjoyed swing dancing, and participated with a group in Mount Vernon for several years. Harold was a member of

PIGFEST & CAR SHOW Last year, the Oak Harbor Pigfest raised $12,000 through donations for the second year in a row to give to North Whidbey charities. This year, it shares the spotlight on the same weekend and in the same city as two other big events — the 31st Car Show Saturday at Windjammer Park and the hydro races, which take place Saturday and Sunday. “We kind of look at this as a trifecta for the town,” said Craig McKenzie of the Craig McKenzie Team of Keller Williams Whidbey, the hydro event’s primary sponsor. The Whidbey News-Times is media sponsor. “We should all benefit from it and just knock it out of the park.” To make matters more interesting, Coupeville is hosting the Coupeville Arts and Crafts Festival Saturday and Sunday. “I kind of wish we could do this every year almost,” said Fraser.

“They’re going to hear those hydros roaring around the bay over there,” McKenzie said. “They’re going to maybe want to hit the car show or hit the hydros or maybe hit the Pigfest. “I’ve been to all these festivals on this island. You can only spend so much time at them. If there’s something else interesting, there’s no reason why people can’t go festival hopping.” The Car Show, which starts at 11 a.m. Saturday at Windjammer Park, will feature between 250-300 vehicles with a trophy ceremony taking place around 4:30 p.m, said Jim Woessner, who founded the event and has been its announcer every year until this one. He’s working with McKenzie to organize and run the hydro races. McKenzie said that hydro races also promoted the other Oak Harbor events in its marketing package. “In reality we work hand in hand,” Woessner said. “And the City of Oak Harbor — I can’t say enough about them.”

It features a free barbecue meal, a professionally-sanctioned barbecue competition and this year debuts a giant inflatable pig that is seeking a name. “This year, at least 25 barbecuers have already signed up,” said Fraser. “It’s a sanctioned event.” “We’re trying to create one of the Northwest’s best barbecue competitions.”

Marti Malloy’s two Olympic games have been filled with surprises. Unfortunately, this time around the unexpected was not pleasant. Malloy, competing in the 57kg class of judo in Rio, lost her first match Monday and was eliminated. The 2004 graduate of Oak Harbor High School came into the competition as one of the medal favorites and was seeded third. She, however, was upset by 13th-ranked Lien ChenLing of Taipei in the round of 16. In London in 2012, the unheralded Malloy stunned the competition with several upsets that led to a bronze medal. From there, she continued to be one of the dominate forces in her weight class and won three straight Pan American titles. In Rio, Malloy received a first-round bye because of her high seeding. Lien defeated 21st-ranked Arleta Podolak of Poland in the round of 32 to earn the chance to face

Marti Malloy Malloy. After topping Malloy, Lien fought three more bouts, eventually losing the match for the bronze medal. Brazil’s Rafaela Silva, who came in ranked 11th, won the host country’s first gold medal of the Olympics by beating No. 1 seeded Sumiya Dorjsuren of Mongolia. Lien defeated Malloy by shido, a tie-breaker used by judges that includes penalty points for stalling and other minor violations. Malloy was uncertain about the penalties. “I know I did one attack

Team raises money for Boyles’ fund The Coupeville Middle School summer basketball team raised $402 for Bennett Boyles and his family by making 46 baskets in a tournament in Enumaclaw July 30 and 31. The team, coached by Nate Barton and Pat Kelley, gathered pledges for each hoop it made in the tournament to help Boyles, a teammate who has an inoperable tumor on his brain stem. “I am very proud of the boys,” coach Kelley said. “I had a blast with the boys; it was a long day but well worth it.” Several other fundraisers for Boyles are scheduled. Disappointed anglers fishing for new pastimes now that salmon season is closed in waters around Whidbey By RON NEWBERRY

he beach was quiet along the Keystone Spit near Driftwood Park Sunday. Ordinarily a buzz of human activity this time of year, nature was stealing the show as diving ducks darted below the water and a pair of porpoises surfaced so close that you could hear them exhale through their blowholes. The missing component at this small beachfront park was people, whose absence on a weekend afternoon in early August was as startling as the words printed on a sign posted next to a pile of driftwood. “AREA 9 CLOSED TO ALL SALMON FISHING.” For many salmon anglers who live on Whidbey Island, the months of August, September and even October are highly anticipated. They are the rewarding months when salmon are most abundant in the area and one or more species of salmon are typically allowed to be caught. But these next three months will be quieter than many anglers can ever remember experiencing. Fishing for chinook salmon closed last Friday in the waters of Admiralty Inlet, the last remaining area around Whidbey that was open to salmon fishing. Since no coho will be allowed to be caught in Puget Sound this year, that means there will be no salmon fishing of any kind in Whidbey waters until November. “There are a lot of people who are bummed,” said longtime angler Amanda Daher, who hears from plenty at her job at the Coupeville Country Store. “I’m mad that I spent money on a license.” Daher normally would be

gearing up for coho, or silvers, which generally start showing in greater numbers off Whidbey’s western shores later this month and continue to be caught through October. She fishes from the beach and enjoyed a great season last year, averaging about three coho a week. “Now I don’t know what I’m going to do, Daher said. “I’ve been doing a lot of crabbing.” Many anglers enjoyed a strong coho season that followed only a mediocre run of pinks, which only come through in odd-numbered years. A sharp decrease in the number of fish expected to return this summer led to the Washington Department of Fish and Wildlife closing the Puget Sound coho fishery in all waters except Hood Canal. In March, the state announced that about 256,000 Puget Sound coho were forecast for 2016, which is about one-third the size of the run predicted for 2015. The decline is blamed on unfavorable ocean conditions such as warmer water and drought conditions in freshwater rivers in recent years. “If this truly is what we have to do to increase the future run, I’m all in,” said Oak Harbor’s Jody Lee, an avid shore angler. Lee was a regular at popular fishing spots on Whidbey’s west side in Coupeville and also fished at North Beach near Deception Pass. He said he’s already feeling the withdrawal of not casting artificial lures. “I always fish this time of year so, as you can imagine, my honey-do list has gotten very large,” he said. “So this year I’m painting my house to get through the pain.”

Fishing for salmon on the shores of Keystone Spit, like Oak Harbor’s Keith Glass, right, did last summer isn’t an option this summer. Sporting good stores are feeling the pinch, too. At Oak Harbor’s Ace Hardware store, re-stocking artificial lures such as Buzz Bombs and Rotators hasn’t been necessary. “A lot of customers are very disappointed but it is what it is,” said Mike Hobbs, who works in sporting goods. “Sales have been down quite a bit from what it was in the past. We’ve had a lot more freshwater activity than we normally would have. Fishers still like to fish where the fish are.” Bob Crouch, manager of Sebo’s Do-It Center in Bayview, said sales of salmon fishing tackle are down and there’s a “big sense of disappointment” from customers about the chinook fishery shutting down early and the coho season not existing at all this summer. He said a customer came to his counter last week after gathering about $300 worth of poles, reels and gear, excited to start the coho sea-

son only to put everything back on the shelves. “He said, ‘You should have seen the silvers jumping in front of my house,’ ” Crouch said. “I said, ‘You can’t fish for those.’ He had no idea.” Sales of saltwater fishing licenses statewide are taking a mild hit, too. About 1,400 fewer saltwater licenses have been sold compared to 2014, the most recent non-pink salmon year, said Greg Sallis, Washington Department of Fish and Wildlife’s sales and marketing manager. Sallis reported better results for freshwater fishing licenses and said that license sales are up overall over the past fiscal year. “It’s always hard to say,” said Sallis, trying to assess saltwater fishing license sales. “There are so many variables.” Crouch, who’s fished the waters around Whidbey since 1973, said he couldn’t remember another salmon fishing closure like this one

during the summer’s peak months. He’s certain he’s never seen it in his 17 years running sporting goods departments. “I’m sure getting a lot of things done around the house, that’s for sure,” Crouch said. Fishing for chinook salmon continues in some parts of Puget Sound, including Marine Areas 6 (east Juan de Fuca strait) and 7 (San Juans) but won’t resume in waters around Whidbey until November. Whidbey Island is surrounded by four different marine areas defined by state Fish and Wildlife, each with their own set of restrictions. Ryan Lothrop, Puget Sound Recreational Fishery Manager with the Department of Fish and Wildlife, said he hopes the conditions that impacted this year’s low coho forecast will be a short term problem and not affect next season. When coho experience

poor survival rates, they often recover more quickly than chinook, Lothrop said, adding that he hopes that will be the case this time around. Lothrop said he doesn’t expect any counts of coho that come in higher than forecast to create a late coho fishery this season, partly because of how it would impact incidental catches of more depleted stocks of chinook. “Any big numbers stronger than what has been forecast (for coho) bodes well for next year,” Lothrop said. Addressing rumors that the pink season could be in trouble next year, Lothrop said he expects numbers to be down from 2015 but said there will be a pink season in North Puget Sound in 2017. And for those who might be out tossing a line in the water, thinking catch-andrelease is OK, Lothrop said that isn’t the case. “Closed means closed,” he said.

A p p r ox i m a t e l y $3,720,000 of Surface Tr a n s p o r t a t i o n B l o ck Grant (STBG) Funds and $329,000 of Transpor tation Alter natives (TA) Funds is available for projects to be prioritized for 2017-2022. This call would add to currently programmed projects for the six year cycle. Brett Mietus, a commodore and the commander of Patrol and Reconnaissance Wing Ten at NAS Whidbey. “We’re more quiet but our mission is no less important to the Navy or our country.” P-3S AND their replacements are in high demand for surveillance, particularly across the vast expanses of the Pacific and Indian Oceans. They also operate in places like Asia, the Middle East and Europe. The commodore described his squadrons’ role as like a beat cop, who patrols the oceans constantly to know what’s normal and what’s not. “If there’s something important going on in the world, someone from this base is probably involved,” he said. The Navy originally wanted to base three P-8 squadrons at Naval Air Station Kaneohe Bay. Ultimately, officials decided to eliminate the patrol and reconnaissance wing in Hawaii but maintain a P-8 presence with a detachment of two aircraft and rotating personnel. Consolidating aircraft to Whidbey on the West Coast and Jacksonville, Fla., on the East Coast, is expected to save $300 million. THAT DECISION is a boon for NAS Whidbey. On base, workers are putting the

finishing touches on a $36 million P-8 training facility that includes state-of-the-art flight simulators that replicate real-life conditions for both the pilot and the rest of the crew. Eventually, P-8 crews will be able to virtually train with crews from other types of aircraft stationed elsewhere. Workers are busy expanding and modernizing Hangar 6 to accommodate the P-8, which is too tall to fit. The Navy considered building a new $100 million hangar, but remodeling cut that cost in half. Hangar 9, originally used for A-6 Intruders, was already extended to accommodate maintenance on P-3s. BASE WORKERS also are building a 29,000-square-foot operations center and turning the previous center into a mobile tactical operations center. The new building will be home to a maritime patrol and reconnaissance wing headquarters. Those projects cost $21 million. The Navy also plans to build a $30 million MQ-4C Triton control facility on Whidbey. The Triton is the Navy’s high-altitude unmanned aircraft. A new squadron, VUP-11, is expected to be operational around 2020. Crews will remotely operate two Tritons, which will be maintained of Naval Air Station Point

THE FIRST of the P-8s should begin arriving at NAS Whidbey this fall, Mietus said. It’s a bittersweet transition for many who operate and maintain the P-3. The Navy first began using the P-3 in the 1960s, and there’s some nostalgia for this sturdy workhorse of an aircraft, he said. Moving from the P-3 to the P-8 is a bit like replacing a classic car with a Tesla, he said. The P-3 was originally designed as a long-range, anti-submarine patrol aircraft. It’s mission evolved in the last 20 years to include surveillance of the battle space, either at sea or over land. Its ability to loiter long periods of time proved invaluable during Operation Iraqi Freedom as its crew can view the battlespace and instantaneously provide that information to ground troops, especially U.S. Marines. USING 2016 as a baseline, the number of total personnel associated with NAS Whidbey is projected to increase by 1,320 people, or 7 percent, to 19,560, by 2018 and by 3,740 people, or 20 percent, to 21,980, by 2019. Those numbers include Navy personnel, their families, civilian contractors and government employees. It’s likely more EA-18G Growlers will come, too, though it’s not clear how many Growlers are coming to NAS Whidbey — along with personnel — until the Navy completes an Environmental Impact Statement.
