ed structures located at 4728, 4722 and 4720 Marine View Drive consist of 5,350 square feet of vacant residenc-­ es, decks, patios, sewer infrastruc-­ ture, 180 piling and bulkheads. A total of approximately 8,440 square feet of coverage and 192 piles will be re-­ moved during the first phase of the project. The bulkhead and non-native plants will be removed as part of a lat-­ er phase. The shoreline will be stabi-­ lized after demolition. Further en-­ hancements of the shoreline and ripar-­ ian area will occur at a later date under a separate permit action. The final demolition plan will be de-­ termined by the contractor selected, but it is currently anticipated that the upper structure will be demolished us-­ ing land based equipment and the low-­ er structures using a combination of land and beach based equipment. Work below the Ordinary High Water Line will not occur when the work area is inundated with tidal waters. Piles will be completely extracted or if broken, cut at least 2 feet below the mudline. Voids will be filled with suitable materi-­ al, if required by Washington State De-­ partment of Fish and Wildlife. Any de-­ pressions created by the demolition will be re-graded, as necessary. Ero-­ sion control grass seed or mulch will be used to stabilize exposed shore-­ line. No angular rock or hard armor is being proposed at this time. The proposed work will occur in mul-­ tiple phases. The first phase, the dem-­ olition of the existing structures, will occur during the authorized work win-­ dows. The second phase, which is not part of this review, will include the re-­ moval of the bulkheads and non-native vegetation and the possible installa-­ tion of large woody material (LWM), beneficial beach nourishment, and na-­ tive vegetation planting. The timing and scope of phase 2 is currently un-­ known. Best Management Practices (BMPs) will be implemented to avoid and mini-­ mize impacts. High visibility fencing will be used to identify the project area and a spill kit will be located on site. Native vegetation and structures to re-­ main will be clearly marked and pro-­ tected-in-place. In-water work will be conducted during approved Army Corps of Engineers and Washington Department of Fish and Wildlife work windows. All structures and piles will be contained and disposed of at an ap-­ proved upland location. No deleterious material or contaminants will be al-­ lowed to enter waters of the state. May 22, 29, June 5 PUBLIC NOTICE DETERMINATION OF NONSIGNIFICANCE WAC 197-11-970 Project Name: Marine View Drive Overwater Structure Demolition Pro-­ ject Description of proposal: The Port of Tacoma (Port) proposes to remove five existing vacant resi-­ dential structures to promote future restoration activities at the Saltchuk Aquatic Mitigation Site located at tax parcel number 8950200404. The Saltchuk Aquatic Mitigation Site will become part of the Port’s future um-­ brella mitigation bank. The site has been used for residential dwellings and log storage since the early 1900s. The structures are located in the S-12 Shoreline District - Marine View Drive North designation as defined in the Ta-­ coma Municipal Code 13.10.150. The site currently has seven residen-­ tial structures wholly located and three partially located on the parcel. The land is owned by the Port of Tacoma, while the structures are privately owned. The Port has purchased five of the houses and tax parcel number 0321224004 with the intent to fully remove the structures and eventually restore the shoreline. The structures proposed for removal are pile sup-­ ported houses located both over land and water. The piles are mainly creo-­ sote wood with a few ACZA and nontreated piles. The vegetation sur-­ rounding the structures is mainly nonnative and invasive species with a few native species mixed in. The structure located at 4918 Ma-­ rine View Drive consists of a 1,230 square foot vacant residence, 50 pil-­ ing, fence, septic tank, well, and bulk-­ head. All improvements except for the bulkhead will be removed at this time. 5024 Marine View Drive includes a 1,860 square foot vacant house, gar-­ age, 44 pilings, stairs, sewer lift sta-­ tion, and bulkhead.
