PUBLIC NOTICE NORTHWEST CLEAN AIR AGENCY DRAFT AIR OPERATING PERMIT N OT I C E I S H E R E B Y given that the Northwest Clean Air Agency (NWCAA) will take action on and seeks comments on a draft Air Operating Permit (AOP) for the following facility: Naval Air Station Whidbey Island 1 1 1 5 W. L e x i n g t o n Street, B103 Oak Harbor, WA 98278 Naval Air Station Whidb ey I s l a n d ( N A S W I ) , which is under the control of the US Navy, is located at three main areas across Oak Harbor, WA: Ault Field, Area 6, and the Seaplane Base. Military aircraft maintenance and rework, aircraft operations training, and search and rescue operations are conducted at Ault Field. Composting and recycling activities occur at Area 6. Ground support and personnel support activities take place at the Seaplane Base. The pr imary sources of air emissions from NASWI are painting and depainting operations, gasoline fuel dispensing, and fuel combustion (natural gas, diesel fuel, and JP-8 jet fuel) in boilers, heaters, and stationary internal combustion engines. NASWI is required to have an AOP because the facility has the potential to emit more than 100 tons per year of nitrogen oxides, sulfur oxides, carbon monoxide, and volatile organic compounds and greater than 25 tons per year of combined hazardous air pollutants. These air pollutants are defined as regulated pollutants in Chapter 173-401 of the Washington Administrative Code (WAC). The AOP compiles existing air quality requirements into one document and establishes monitoring, recordkeeping and reporting procedures to assure compliance with those requirements. This draft AOP is a reissuance of the NASWI draft AOP issued April 17, 2013 and incor porates changes based on comments made by NASWI.
