The first was in1983, when the young majors ousted the Shagari-led civilian administration and chose the then Major General Buhari, from amongst many other Generals, to lead the military government. The second

was on April 11, this year when over 15 million Nigerian’s deployed their voting power in his favour, thereby enabling him to rubbish incumbency and giving him a clear mandate to conduct our affairs for the next four years as

Senate orders closure of filling stations hoarding fuel By Ikechukwu Okoforadi

T

he Senate yesterday took another drastic step in efforts to tackle the lingering fuel crisis in the country as its Joint Committee on Petroleum Resources (Upstream and Downstream) ordered the Department of Petroleum Resources, DPR, to close any filling station hoarding fuel. The joint committee which is presently investigating the persistent fuel scarcity in the country also gave assurance that the situation will soon be abated. Speaking with journalists in Abuja on Thursday, Chairman of the committee, Mr. Magnus Abe, said “We have given very clear instructions to the DPR that anybody, who has stock and is not

selling in the hours that we have agreed, should have their licences revoked and their facilities sealedoff.” He added that, “I will get back to the DPR today to ensure that the nobody toys with that instruction. If anybody has information as to the contrary, that the filling stations are hoarding, they should contact DPR and they would be dealt with.” He gave assurance that the scarcity will soon be a thing of the past. “The long queues at filling stations across the country would soon disappear.” Giving reasons for his assurance, Abe said the committee had made contact with National Union of Petroleum and Natural Gas Workers, NUPENG, and the Lagos State Government with a

view to allowing tanker drivers lift petroleum products in compliance with the resolutions agreed with the Senate joint committee and stakeholders in the oil sector. His words, “I have spoken with the Lagos State Commissioner for Transport and the chairman of NUPENG in Lagos and they’ve assured me that everybody is complying. “The situation will improve and it will continue to improve. There’s still a lot of panic buying going on but, as days go by, the queues would reduce.” Abe, said though he was satisfied with the progress made so far since the truce was brokered among stakeholders in the oil sector by the committee, there was urgent need for a drastic review and overhaul of

the entire system and the entire scheme to avoid reoccurrence of the situation. “It’s a stop-gap measure to allow normalcy to return to the sector. It would be the responsibility of the incoming administration to look for a more permanent solution. “I’m very confident that normalcy will soon be restored and I urge Nigerians to give the system a chance to correct itself and those who have fuel do not necessarily need to do back to the filling stations to refill because there’s no scaring coming. “Those, who do not need to buy for their cars or jerry-cans to go and store at home because when you do that, you are contributing to the scarcity.

ncoming President, General Muhammadu Buhari has received the handover notes detailing the activities of the outgoing administration from President Goodluck Jonathan in Abuja. In a response, the Presidentelect thanked President Jonathan for his statesmanship and commitment to democracy. He reiterated that the historic phone call made by the outgoing President, changed the course of the country’s history and earned him a place in the heart of every Nigerian. He commended him for making the handover notes as well as the report of the 2014 National Conference available to him promising to study both documents carefully. Buhari, said Jonathan changed the nation’s political history by conceding victory to him after the presidential election. He described Jonathan as the stabilizer of the nation’s politics and his action of conceding victory to him saved the nation the bloodshed that would have accompanied his doing otherwise. He said “But what I will say is since the telephone call you

made, you have changed the course of Nigeria’s political history. For that, you have earned yourself a place in our history, for stabilizing this system of multi party democracy and you have earned the respect of not only Nigerians but world leaders. “All the leaders that spoke to me and congratulated us for arriving at the point we arrived, mentioned this and I could understand, a lot of relief in their voices that Nigeria has made it after all and this is largely owed to a situation. “If you had attempted to make things difficult, you could have made things difficult and that would have been at the expense of lives of poor Nigerians, but you choose the part of honour and may God help all of us. Thank you very much your excellency.” He added Buhari however declined to make any categorical statement on the handover notes and the Confab reports saying “Until I read and digest this notes from the president, I don’t think I will be in a position to make any strong contribution.” In his remarks at the occasion, the outgoing President reviewed the activities of his administration in all areas of governance namely, the economy, security, foreign policy, corruption and oil and

gas, among others. According to President Jonathan, “As we handover the reins of government, I believe that our nation is secure, our democracy is stable and the future is bright”. Before handing over the documents to Buhari, Jonathan stressed the importance of the Confab reports saying that the recommendations therein could resolve many of the challenges facing the nation. He said “This will give you a mission statement of the commitment of this government for the past five years and the directions we are going that will help you to navigate. So it’s my pleasure on behalf of the Vice President, members of the executive council and other senior functionaries to formally hand over these hand over notes to Gen. Muhammadu Buhari, the President elect, who will assume office tomorrow congratulations.” Present at the event were the Vice President, Namadi Sambo and the Vice Presidentelect, Professor Yemi Osinbajo, the APC National Chairman, Chief John Odigie-Oyegun, outgoing members of the Federal Executive Council and members of the Transition Committees of the incoming and outgoing

governments. President Jonathan also took the incoming President on a guided tour of the Presidential Villa. Meanwhile, the VicePresident elect, Prof. Yemi Osinbajo, was on Thursday conducted round his new office and residential quarters at the Aguda House, Presidential Villa, Abuja, by Vice President Namadi Sambo. Speaking shortly after the inspection, Sambo prayed for the success of the incoming administration, and pledged to support and cooperate with the vice president-elect. “Let me seize this opportunity to specially welcome you to the Presidency and to your new office. “I pray that almighty God will guide you, protect you and give you good health to enable you continue from where we are stopping, for successful tenure. “I want to assure you I’m always available to give you my support and our support to see that you succeed in this new endeavour.’’ In his remarks, Osinbajo thanked Sambo for his cooperation and understanding, adding that the incoming administration would continue to seek for his useful advice when necessary.

he outgoing Minister of Agriculture and Rural Development, Akinwumi Adesina, on Thursday emerged the 8th President of the African Development Bank (AfDB) Mr. Adesina, 55, will succeed incumbent president, Donald Kaberuka, at the end of his second term as President of the Bank in August 2015. The new AfDB President emerged winner at the end of the election conducted by the Board of the Bank during the annual meeting of the African

Development Bank Group in Abidjan. Mr. Adesina’s victory was announced by the Minister of Planning and Development for Côte d’Ivoire, Albert Toikeusse Mabri, who is currently the Chairman of the Board of Governors of the Bank. Mr. Adesina defeated seven other candidates, including Sufian Ahmed, Jaloul Ayed, Kordjé Bedoumra, Cristina Duarte, Samura M. W. Kamara, Thomas Sakala, and Birama Sidibé. The election was held in line with the amended rules of procedure governing the election

of the President of the African Development Bank (Article 1). The amendment requires that the bank holds election for its President during the Annual Meeting. Mr. Adesina’s ambition to head the body was supported by President Goodluck Jonathan and the incoming president, Muhammadu Buhari. He will assume office on September 1, 2015. The ADB operates under the leadership of the President, who serves as its legal representative, and the Chairperson of the Board of Directors, and the Chief

of Staff of the Bank. The President conducts the business of the bank, under the direction of the Board of Directors. The President is elected by the Board of Governors and serves a five-year term, renewable once. The current President, Donald Kaberuka, a national of Rwanda, was elected in July 2005, and commenced his first term on September 1, 2005. Following his re-election in May 2010, he commenced his last five-year term on September 1 2010.

WHO advocates more stringent measures against tobacco products By Doyin Ojosipe

C

oming at the heel of the passage of the anti tobacco bill into law by the outgoing President, Goodluck Ebele Jonathan, The World Health Organization (WHO) yesterday solicited for more stringent measures to be put in place in order to check unlawful tobacco trade which has been linked to almost six million deaths in one year. In a statement issued yesterday, WHO expressed sadness that illicit tobacco trade was not only cutting avenues for government to make good economic gains but was

also encouraging young people to indulge in too much smoking thereby leading to deaths. The health organization which noted that public health has long been pitched in a battle with the tobacco industry maintained that eliminating the illicit tobacco trade will also contribute to improvement in the health of the public, as well as cutting down crime in the society. WHO further called policy makers to see the evil illicit tobacco trading poses and also revealed that tobacco manufacturers and traders have overtly and covertly kicked against the anti tobacco law as it will mean less business and

revenue for them. It said the law will discourage addiction to smoking of tobacco while it will generate more income to improve the health sector. “Policy makers should recognise that the illicit tobacco trade worsens the global health epidemic and has serious security implications. “Ratification of the Protocol to Eliminate the Illicit Trade in Tobacco Products is a necessary step to combat these twin evils.’’ “If fully implemented, it will replenish government revenues and allow more spending on health.’’ “Manufacturers know that once

implemented, it will become much harder to hook young people and the poor into tobacco addiction. “The illicit tobacco trade offers products at lower prices, primarily by avoiding government taxes through smuggling, illegal manufacturing and counterfeiting. “Cheaper tobacco encourages younger tobacco users, who generally have lower incomes and also cuts government revenues. “This money might otherwise be spent on the provision of public services, including health care.’’ The health organization also revealed that member states will be urged to sign the Protocol

to Eliminate the Illicit Trade in Tobacco Product come May 31, 2015, adding that “the protocol offers the world a unique legal instrument to counter and eventually eliminate a sophisticated criminal activity.” Meanwhile the coalition of tobacco control advocates comprising the Civil Society Legislative Advocacy Centre, CISLAC, ERA/FoEN and Nigeria Tobacco Control Coalition, NTCA, have commended the Jonathan administration for signing the anti tobacco bill into law adding that it was one bill that has been pursued for the past 12 years. “We salute the courage of President Jonathan in signing this bill to law, ignoring overtures by the tobacco industry to frustrate every effort to enact comprehensive tobacco control legislation in Nigeria,” said CISLAC executive director, Auwal Musa Rafsanjani.

Pandemonium at PDP secretariat over N360m debt By Ahmed Abubakar

T

here was pandemonium yesterday at the Peoples Democratic Party (PDP), national headquarters by some irate youth that were protesting an alleged debt of over N360million being owed them by the party. The youth said to be workers of the Twinkles World Ltd, were protesting against an unpaid debt, estimated at N360 million that the company was said to have spent handling the contract for the decoration of PDP presidential campaigns in all states of the federation in the last general elections. During the protest, the Managing Director of the company, Mr. Tunde Agarawu, and Project Coordinator, Mr. Awonaiya Olayemi, were physically assaulted. While the MD was in the process of the proceeding earned himself a slap by a

police officer on guard at the secretariat and an unidentified employee of PDP, was spotted to be pelting the MD with sands on his head. The police team later reinforced and came with many other police officers to battle the protesters numbering over 30. But a police officer, who spoke on the condition of anonymity, said the MD was assaulted because he did not heed the advice to channel

his grievances to Legacy House, which is the office of PDP Presidential Campaign Organisation. The firm reiterated its decision to drag President Goodluck Jonathan and the party to court over the unpaid debt. Already, the company said its lawyer had issued a seven-day ultimatum to PDPPCO to offset the debt or face action in court. The protesters carried placards with inscriptions

In a Democracy Day message to Nigerians, issued yesterday by his Chief Press Secretary, Paul Mumeh, Mark said “all hands must be on deck where everyone plays his or her role to ensure that our democracy endures. All Nigerians deserves commendation .We have done well so far. We must strive more to make democracy a way of life. “As an active participant in our democratic journey since 1999, I can say without any fear of contradiction that our democracy has endured. The successes recorded so far, especially with the last general elections, clearly show the unwavering commitment of Nigerians to its fruition”. He noted the challenges of the democratic experiment and expressed optimism that all the initial hiccups would be confined to history soon. Kwankwaso leaves N379bn debt, says Transition Committee From Edwin Olofu, Kano

he Transition committee set up by Kano Governor Elect, Abdullahi Umar Ganduje Thursday said outgoing Governor of Kano state, Rabi’u Musa Kwankwaso has left behind N379billion liability and empty treasury. APC suspends 5 members in Kwara

he All Progressives Congress (APC), in Kwara, has suspended five of its members in Baruten Local Government Area of the State for anti party activities. The Publicity Secretary of the party in the state, Alhaji Sulaiman Buhari, announced the suspension in a statement issued in Ilorin on Thursday. Sen. Mohammed Ahmed, and a state legislator, Alhaji Adamu Sabi, were suspended for one year, while Muhammed Omar Bio, Chairman of Baruten Local Government Area, was suspended for six months. Alhaji Aliyu Kora-Sabi and Muhammed Sunu Gofe were also suspended from the party for one year each. According to the statement, their suspension followed a report submitted by a panel of enquiry set up by the state APC into their activities. The statement said that all the suspensions were with immediate effect.(NAN)

UN pledges technical support to Nigeria on good governance T he United Nations (UN) Secretary- General, Ban Ki- Moon, on Thursday expressed the commitment of the global body to offer technical assistance to Nigeria to deepen democracy and good governance in the country. The secretary-general, who was represented by the UNFPA Executive Director, Prof. Babatunde Osotimehin, made this known in Abuja when he featured at the News Agency of Nigeria (NAN) forum. Ki-Moon assured that various

agencies of the UN would continue to work with the Muhammadu Buhari administration through technical assistance. He said that the UN Family would be supporting the government in the areas of peace, security and development. “As United Nation, we would continue to work with the incoming administration to ensure that governance and principle of democracy are deepened. “We pay a lot of attention to the humanitarian circumstances

in the North East. “We would also assist the Buhari-led administration to make sure that accountability and transparency remain the watch word,’’ he said. According to the scribe, the transition Nigeria is going through is a strong message that democracy in the country is robust. Ki-Moon advised those he described as sit tight leaders to observe the provisions of the constitution of their countries all the time. “What is in the constitution of

a country should be the guiding principle for government; this should be the overriding principle for all circumstances. “There is always room for fresh ideas, if we allow the time limit to be observed,’’ he said. He called on the international community to celebrate Nigeria, where people decided for change and they went ahead to vote the change without fight. “This must be celebrated and African countries should continue to emulate Nigeria,’’ said KiMoon.

he Chief Magistrate Court sitting in Damaturu, Yobe state has sentenced a 22 year old farmer, Lawan Usman of Garga village in Tarmuwa local government to 1 year imprisonment and a fine of N 4,000 for shop breaking and theft. Police prosecutor Cpl. Bulama Maina told the court that the case was reported to the police by one Shaibu Ahmad of Sabonpegi ward in Damaturu. He said that on the 23rd of May 2015.the said Shaibu reported his shop located at No3 Gashua road was broken by unknown persons who stole away two bags of different types of shoes valued at N180,000. The prosecutor told the court that on the same day the case was reported, the accused person was arrested at Babangida market while disposing off the stolen shoes and 69 pieces were recovered worth N130,00 He said the offences are punish able under sections 358 and 287 of the penal code law. The accused person after conviction was sentenced to a 1 year term of imprisonment in addition to a fine of N4000.

3 bomb makers arrested in Gombe-DHQ

T

he Defence Headquarters says a cordon and search operation conducted by Nigerian troops in Gombe has led to the arrest of three bomb making experts. The piece of information is contained in a statement issued by Maj.-Gen Chris Olukolade, Director of Defence Information, in Abuja on Thursday. Olukolade said the arrested persons were suspected to be members of the terrorists’ group, Boko Haram, in search of soft targets for attack after being dislodged from the stronghold in Sambisa forest and other enclaves. He listed the Items recovered from those arrested to include a tricycle and materials for making Improvised Explosive Devices (IEDs). Trickster docked for allegedly duping woman of N3.2m

hristian Rufus, 30, who allegedly defrauded a woman of N2.4 million under pretext, on Thursday appeared before an Ebute Meta Chief Magistrates’ Court in Lagos. The accused, who gave no fixed address and is unemployed, is being tried on a three-count charge of stealing, conspiracy and being in possession of fake dollars. The Prosecutor, Insp. Asu Feddy, told the court that Rufus duped one Ifeoma Beka of N2.4 million on March 12, at Oba Akran, Ikeja. Feddy said that Beka, the

complainant, had boarded a taxi and along the way, was joined by Rufus, who introduced a business of buying and selling chemicals to her. ``She quickly agreed to the proposal and was asked to pay a certain amount to import the chemicals. ``Beka obliged to it by giving the accused her ATM and pin, to withdraw the sum. ``The trickster, who was not done with her yet, collected her phone number and subsequently kept asking her to pay some huge amounts into various accounts.

``At a point, Beka was taken to a location where she was given a concoction to drink and swore an oath not to disclose the business or whatever it was that was transpiring between them. ``When Beka later found out that she had been scammed, she threatened to report the matter but was quickly reminded of the oath she took. ``She was told to pay in the sum of N300, 000 to neutralise the oath, which she also did but by then, she no longer heard from the accused or his cohorts,’’ he alleged.

Feddy said that in all, Beka was defrauded of N2.4 million and upon the arrest of the accused; he was found in possession of fake American dollars. He noted that the offences contravened Sections 285, 326(2) and 409 of the Criminal Law of Lagos State, 2011. The Magistrate, Mr E.O. Ogunkanmi, admitted the accused to bail in the sum of N500, 000 with two responsible sureties in like sum and fixed June 22, for continuation of hearing. (NAN)

Delta: Federal Education College expels 36 students over falsified WAEC results From Osakhare Erese, Asaba

he Federal College of Education (Technical) Asaba, Delta State has expelled thirty-six students over alleged falsification of WAEC results including other related acts and matriculating 1,500 others. Provost of the college, Dr. Nwanze Ignatius Ezaem said that out of 1,500 students that were matriculated, a total of 1,200 were NCE full time students, 160 parttime students while 110 were PDE

full-time students, adding that 30 were part time students. Dr. Ezoem disclosed that the thirty-six students expelled were found to have forged the WAEC school certificates to gain admission into the college, pointing out the students were shown the way out instead of handing them over to the police while urging the matriculates to pursue their academic programme with diligence, Dr. Ezoem said that if they desire to excel and graduate in flying colours, they must be prepared to burn the

midnight candles. He stressed the need for them to familiarize themselves with the students’ handbook of information which prescribes the extant rules and regulations of the college, maintaining that the college was widely acknowledged for zero tolerance for academic misconduct. It was reliably gathered that the expected 36 students were already running their year one course when nemesis caught up with them. Speaking further, the provost

warned that cultism, hooliganism and other anti-social behaviors, such as fighting, stealing and indecent dressing, among others are outlawed in the college, pointing out that there will be no hiding place for the perpetrators of any crime committed. Agenda for President Buhari

y the time of the coup in 1983, the second Republic politicians had almost completely stripped the gears of reason and were running the country aground, politically and economically. And now, sixteen years of PDP misrule has vetoed the peoples’ dreams and left the nation in its worst state ever, with the economy in tatters, the commonwealth raided and robbed by the high and mighty, corruption elevated to statecraft, passions and sentiments inflamed, moral values corrupted, standards of conduct in public life brought down to their lowest levels and the nation’s growth stunted. In 1983 as in 2015, Nigeria was in dire need of leaders with the character, disposition and abilities to change for the better the country’s situation-leaders who are firm, committed and selfless. And on both occasions, what recommended Buhari are exactly the same qualities. Now, a distressed nation and a traumatised people have put their trust in the man. And they want to see these qualities at work in the conduct of the nation’s affairs. The people want to see a change, a real change, in their own and their country’s situation. As president, Buhari himself knows, and has said on several occasions, the expectations are very very high indeed. Ideally, the period between the declaration of the results of the April 11 election and the presidential inauguration ought to have been utilized in fathering the facts and figures and correct information about the country’s real situation. This would have enabled the incoming administration to properly gauge the size and enormity of the country’s problems and craft the appropriate responses to them, so that it can hit the ground running. But the dodgy approach and uncooperative attitude of the outgoing Jonathan administration, and the many problems it has contrived to put hurdles and obstacles on the way of the incoming government have made things much more difficult for Buhari than they would otherwise be. The Buhari administration has thus taken off in the midst of problems; labour unrest, acute fuel shortages, power outage and cash crunch. But, as they say, where there is a will there is a way. Buhari is himself not a novice to government. And around him are able and experienced men and women who will help to ensure that the new government do devise ways and means of navigating the field without being tripped by the many hurdles

placed in the new government’s way. In a way, President Buhari’s job is well cut out for him. The country’s major problems are well known. And he himself has set his administration’s priorities, which are: to seriously address the insecurity and insurgency situation in the country; to fight corruption; to address the issue of power inadequacy; to restore public confidence in government by leading by example; to transform agriculture; and to significantly increase the quantity and quality of education in the country among others. We are in full support of such a prioritization. And we will like to see the president pursue these priorities with his characteristic firmness,

should adopt a new approach, one that deemphasises shooting and killing the bad guys as the main policy throng and, instead, give priority to addressing the fundamental socio-economic basis of the insurgency. This will necessarily require and involve massive federal interventions in the affected areas. But it is something that has to be done. Fighting corruption will be a bigger problem, given its pervasiveness. But it has to be addressed frontally, especially by way of setting personal examples by the leaders and the proper use of our laws and the law courts. To probe the past is not, as some say, to live in the past. It is, rather, to understand the past in order for us to know where we are coming from in order to know in which direction to move foreward, or how to act on the basis of the understanding. We can’t move foreward without properly understanding our past. It is for this reason that we do not support the idea, being suggested by many top shots in the new administration, of drawing a line or lines in the fight against corruption. Drawing a line is arbitrary and unhelpful, as it will flash a dangerous signal across the country that past events are forgiven when someone else comes and draws his own line. In the fight against graft, personal examples by leaders is central. We have no doubt that, as in the past, president Buhari will set personal examples in the conduct of our affairs. But it is also necessary and important for him to ensure that very, very high standards of conduct in public life are set by the way high public officials conduct themselves. The lack of high standards of conduct in public life has been the main cause of the indecencies and impunities that for long have defined our society. We support the priority given to agriculture and education. Transforming them will go a long way to solve the problem of unemployment and its attendant social ills. But unless we fashion a highly imaginative way to develop something that will give us a unique comparative advantage, in agriculture, it is unlikely that we can achieve the greatness we want and deserve as a nation through agriculture. In our view, the best and most effective way to achieve greatness and really realize our huge potentials as a nation is through education. The importance of education in the life of a nation cannot be over-emphasised. We must as nation transform our educational sector, to significantly increase its quantity and quality in a way that our young men and women will acquire the skills and capacity that will put them at par or ahead of their peers in other parts of the world.

How to clean the Augean Stable

H

ad Nigeria taken the substance of the American presidential system and her bicameral legislature, which inspired the 1979 constitution and its subsequent modifications, the current intense and fierce struggle for the leadership of the senate and by extension the national assembly would not have arisen. Especially in the past sixteen years, since the return of civil rule, Nigeria has lived through a profligate national assembly overseen by imperial senate presidency. Even by American tradition, the senate presidency as has been operated in the last sixteen years in Nigeria is both aberration and a misnomer. In the United States, the Vice President is the ex-officio President of the senate, with authority to preside over the senate session, but does not have a vote, except to break a tie. For several years the duty of presiding over senate session was one of the Vice President’s major duties. However, since the 1950, Vice Presidents have presided over few senate sessions except on ceremonial occasions like joint sessions or times, when a tie is expected on important issues. The constitution permits the senate to elect a president for a time, to preside in the absence of the Vice President. As a tradition, since the 1950s, the most senior senator of the majority is customarily chosen to serve in the capacity. As a convention however, the senate majority leader, who is senate president pro-tempore (latin for “President for a time”) does not normally preside over the senate, but typically delegates responsibility of presiding to junior senators of the majority party, usually in blocks of hour on a rotating basis. Most times, as established by the U.S senate

practice, freshmen senators, i.e. newly elected senators are asked to preside so that they may become accustomed to the rules and procedures of the body. The presiding senator sits in a chair in front of the senate chamber. The power of the presiding senator of the senate is far less extensive than those of the speaker of the House of Representatives. The role of the U.S senate presiding officer is simple and exactly as routine as the Nigeria senate imperial president. The presiding senator’s role consist of calls for senators to speak (by the rules of the senate, the first senator who rises is recognized), ruling on points of order (objections by senators that a rule has been breached,) subject to the appeal to the whole chamber); and announcing the results of votes. Without an imperial president and a political swagger of so called number three in power hierarchy as obtained in Nigeria, the U.S senate is considered one of America’s strong and influential institutions. Against the foregoing background, using the world’s

best known presidential system and bicameral legislature, how did Nigeria acquire the most money guzzling, politically- padded and the socially-insensitive senate chamber. First and foremost, the abuse of the essence and substance of public institutions is a norm of public office holders in Nigeria and such insidious practices to distort, disfigure and dispirit public institutions is what is usually described as state craft and politicking in the Nigerian context. The best intention of these institutions to serve and bring the greatest benefits to the greatest number of citizens is manipulated to the service of a cabal, united not even by their needs, but by insatiable greed. In the past sixteen years, but especially in the last years of the outgoing president Jonathan government, the national assembly has functioned in a way that would make the capital market and stock exchange where money is openly traded, green with envy. No single legislation of social relevance that any ordinary Nigerian could claim to have benefitted has accrued

from the national assembly and especially from the senate. Yet the country spends more than state governments’ budget to maintain just four hundred and sixty nine (469) men and few women in both chambers of the national assembly. The over-bloated and rotten bureaucracy of the national assembly characterized by ineptitude and graft help steamroll the burden of the ineffectual bicameral legislature over the rest of Nigerians. There is no way, the president-elect Muhammadu Buhari could bring the change he has canvassed, along with his party, without breaking through the mould of the national assembly both in its current structure and functions. It will considerably mock the mantra of “change” and its proponents, should Nigeria continue to maintain the most expensive legislature in the world and one whose operations mock the very idea of representations in the first place. The idea of political representation spring from the shared outlook and sentiments of the representative and the represented cemented by open and frank communication. Where an unbridgeable gulf existed between the representative and the represented, the concept of representation is rendered void and only subsists as a political fraud in which the representative becomes an imposter. In ideal sense, the legislature, which is the most representative arm of modern government, bears the deepest and broadest democratic sentiments of the people, because it is supposedly the nearest in terms of political distance to the people. In almost the entire world, the parliament is the market lace of ideas. How did our parliament, which we call the national assembly, become the market place for money. In the past

sixteen years, federal ministries and parastatals have padded budgets in collaboration with them, public contracts are outsourced to them or entities fronted by them and as if to attest how our public life has been seized by the mediocrity of the national assembly, young job seekers need letters of recommendation from them to access public service employments. In all these, the making of socially-relevant laws that should improve the quality of our lives and expand the frontiers of popular participation takes back seat.In the past sixteen years, the ruling and opposition party’s legislators have openly quarreled about almost everything except their emoluments. For the posturing and grand-standing opposition members, both in the House of Representatives and the Senate, fabulous money making constitute essential limit to political pretence. With the current intensity in the political bickering over principal positions in the new ruling party, the All Progressive Congress, APC, there is nothing to suggest that the eighth national assembly will detract from the egregious tradition of the past ones. In that case, it must be shaken from outside and it behoves on the new ruling party leadership and its government to reform the national assembly. Presidentelect, Muhammadu Buhari has promised a clean sweep of the old order, in which graft has ruled. There is no better place to begin than to hollow out, the financial horror of the “hallowed” chambers; the only possible way Nigerians could hail the change he has promised to herald. Senator Abubakar Bukola Saraki was born on 19th December, 1962 in Ilorin, Kwara State into the noble family of Saraki. He attended King’s College, Lagos from 1973 to 1978 and proceeded to high school certificate. He obtained his MBBS (London) and worked as a medical officer at Rush Green Hospital, Essex, from 1988-1989. He later resigned his appointment to work in his fathers establishment as a Director in Society Generale Bank (Nig.) Ltd from 1990 – 2000 a position he held until his appointment as a Presidential Adviser on Budget in 2000 by President Olusegun Obasanjo. Senator Bukola Saraki also serve as the Turaki of Ilorin Emirate Dr. Abubakar Bukola Saraki’s political career began when he was appointed Special Assistant to the President on Budget in 2000 during which he initiated the Fiscal Responsibility bill and served on the economic policy coordination committee where he was responsible for the

formulation and implementation of several key economic policies for Nigeria. He, in 2003, contested for the election to the Office of the Executive Governor of Kwara State and won under the platform of the People’s Democratic Party (PDP). Bukola Saraki Kwara State became the first state to initiate and complete the Independent Power Project (IPP) in conjunction with Power Holding Company of Nigeria (PHCN), re-engineering Ganmo Power Station at Ilorin, and successfully connected over 375 rural communities to the National Grid, he increased the rural electrification distribution network by constructing 7 new 132KV substations and installed about 725 various types of distribution transformers ranging from 500/33, 500/11, 300/11 and 200/11KV transformers across the state. Under his effective leadership he introduced a wide range of programmers in health sector, including a state wide campaign, to reduce maternal and child mortality and malaria, and a social program for hospital worthiness development throughout the state which led to the development

and complete renovation and re-equipment of Afon, Patigi and Lafiagi General Hospitals. Dr. Saraki initiated, a number of important and highly significant state wide infrastructure developments, including improvements of the Ilorin International Cargo Terminals overhead bridges in Ilorin and across major cities in Kwara, extensive and qualitative road construction and the development of new sporting facilities such as Kwara football Academy he also initiated the effort which is still On going to make Kwara State to become a logistics Cargo hub in Nigeria and the region. Incoming lawmakers need more interactive forums By Ibrahim Biu

I

n view of the importance of the role the legislature is playing in our current democratic setup, I have again decide to devout my column for this week to the recent interactive session held by the incoming lawmakers in Abuja in order to familiarize themselves with the inner workings of the legislature especially as it affects their performance in law making and oversight functions. It also provided them the opportunity not only to know each other on a one on one basis but to also be familiar with some of the intricacies of governance, security and budget making at both the federal and the state level. Read on: As the incoming legislators try to properly position themselves for their jobs when the 8th National Assembly finally takes off in June, they might perhaps by now probably realize that even though the job might not be a tea party or an easy one so to say, they will also discover that arrangements have been put in place for them (at least at the federal level) to be able to properly carry out their jobs or assignments with less or no

stress at all. This writer can authoritatively reveal that one of the many actions already taken to help the incoming lawmakers to do their jobs very well is the recent conveying of an educative forum where the new lawmakers were able to informally and under a conducive atmosphere meet and freely interact with each other and to also meet and discuss harmoniously with many other individuals or groups of individuals from ministries, agencies and government parastatals. The forum was held recently at the Abuja International Centre and was attended by large number of the newly elected Senator and Members of the House of Representatives from across the country including some governors who are about to leave office and some local business men and women. They interacted in their efforts to help build the nation as Buhari’s team comes on board soon. This time around the forum or as they prefer to call it interactive programme, was put together by the National Institute for Legislative Studies (NILS) in collaboration with the management team of the National

Assembly headed by Maikasuwa. The forum was attended by the green-horn legislators and a host of other government functionaries brought in as resource persons for the success of the programme. Former Senators were also sighted at the forum where I was told they were also invited to share their experiences with their in-coming colleagues who really need such exposure to enable them do justice to their jobs. I spoke to many of the participants at the end of the programme and quite a number of them were happy and even excited about its outcome. The incoming legislators told this writer that they were able to among others learn a lot from the interactions they held and rubbing of minds with their colleagues and officials of government holding sensitive positions of responsibilities especially in the budget office or security areas of operation. They suggested that such forums should be a continuous exercise and should even be made a compulsory issue at both the federal and state levels. I agree with them too. There is need for more of these forums for lawmakers. Salisu Abubakar Maikasuwa,

the quiet Clerk of the National Assembly was also no less enthusiastic about the outcome of the programme which he had earlier told the large gathering while addressing them at its opening ceremony that it was me a n t t o fa cilit a t e a good understanding of what the new lawmakers are expected to do when they resume in their chambers. Maikasuwa who made mention of the professionalized nature of the bureaucracy also drew attention to the onerous nature of the lawmakers’ assignments but assured that they will be supported in doing their jobs by their legislative aides whom Maikasuwa said are now more trained and highly motivated to help the lawmakers to deliver the campaign promises they had made to the electorate. The assembly’s management has also according to the CNA enlisted the services of senior legislative officials, academicians, diplomats, inter parliamentary and security experts who had engaged the lawmakers on a variety of subject matters like inter government relations, the budget process, treaties, governance immunity, priviledges and constituency

issues and relationship between federal and state governments. However, beyond the socialization aspect between the lawmakers, the programme had helped to expose them to the importance of the legislature itself in a democratic setting, the responsibilities of the lawmakers, powers of the legislature within the framework of the separation of powers, the workings of the legislature as an indispensible national institution for national development and the environment within which lawmakers operates. There were lots of questions and answers on these issues and the lawmakers benefitted a lot. The event was indeed a successful and lively one as many of the lawmakers at a stage during the event happily engaged some of the media men who graced the occasion in friendly discussions aimed at enabling them to learn more from the discourse. Good riddance to bad loss By Adamu S Ladan

T

oday is a defining moment for match to true democratic governance in Nigeria. The match began when credible Nigerians formed a resolute alliance with the APC in their search to end bad governance and all its attendant consequences in the country. This culminated in the overwhelming victory for change during the last March/ April polls in the country which gave a kick to the worst government in our history. Explicitly put, that a new social contract is about taking place between the APC and Nigerians in making our dear mother land a great country. In effect, from this Day May29, 2015 our hope as a people yearning for free, independent, egalitarian, qualitative and efficient nation is rekindled. Few months back, during politicking preceding the elections the APC as change agent had fully engaged the game changers reassuring us that there is a better way to governance while the PDP waste lots of precious time trying to scare us about what might happen if it doesn’t keep its grip on power under its tattered umbrella. However, by their votes Nigerians have spoken that PDP has lost moral right to continue to govern. The party’s antecedents need no soothsayer to tell the world that its

administration lacks the political will to usher us into an equitable and prosperous nation. One and half decades into power, the so- called largest party in Africa has not been able to transformed our infrastructures, and social services like; roads, electricity, transportation, education, healthcare, water among others not to talk of economic and entrepreneurship so critical to development. Rather our fortune under the shadow of the umbrella was daily dwindling with soaring unemployment and concomitant scourges of security challenges that ravage every part of the country. Corruption is one agent that has remained vigil under PDP administration. Hence, little wonder that the government did not only turned blind eyes on indicted public officials but also put under protective cover of the umbrella all corrupt persons including those found guilty by various investigative panels set up by even the government itself. Recent revelations from the party’s hierarchy on how campaign monies were misappropriated, cornered and diverted only confirmed the perception of average right thinking Nigerians that PDP represents mediocrity, corruption and all forms of criminality in governance. Matters even became worst for us as a nation from the time some hitherto shoeless persons assumed the helms of our affairs. This in spite of the advantage

they have in obtaining education from the sweat of our heroes past. Ever since he assumed power president Goodluck Ebele Jonathan alias GEJ has not shamed his critics even for once on his ability to govern. Rather than concentrating in finding solution to the nation’s problems GEJ and his co-travelers in PDP inundated us with empty slogans of so called transformation agenda. An agenda that has only existed as an idea to deceive people as he and his party lacks the courage and decisiveness required to execute them. Disappointment is one word that aptly describes GEJ tenure. More disappointing is that every passing day of GEJ rule make Nigerians nostalgic of previous administrations governed by leaders whose levels of education was far below his own. Perhaps, ( campaign of no certificate, notwithstanding ), this might informed Nigerians decision in electing Muhammad Buhari as their leader since they have in GEJ an example that leadership is not about the quantum of university degrees but more about moral rectitude, charisma, transparency and above all decisiveness. Indeed Nigerians are not oblivious of the fact Buhari is neither an economists nor an experts in science and technology nor is he also proficient at an infrastructure planning or adroit at managing resources but believed in his capacity to

mobilized people with integrity savvy enough to manage diverse issues with the aim of enabling the country realize its true potentials. Unfolding scenarios that heralded GEJ exit are indeed ominous signs of the wickedness of the outgoing PDP government. Rather than kiss us bye with smile the incredulous choose to punish us with fuel scarcit y t hat g rou nd e d the country to a halt. Electricity which they claimed to have spent the nation’s fortune on has gone off leaving the entire nation in darkness for a record time. Thus, water and all other essential services were brought to a standstill to wave the GEJs bye. Workers also would have to bear the brunt more as money to pay them salary could not be found. The contradictions and deceptions in them continued even on dying days as though they could not meet most of their contractual obligations with Nigerians, the GEJs are busy awarding spurious contracts, making new appointments and offering new employments. Indeed those with good memory of history could only liken what was happening in the last few days of GEJ in power to what happened to Algerians when their erstwhile colonial power, France was leaving. However, we all understood the message of the unfolding scenario fully well; collective punishment for rejecting the rotten mango. Yes, the message

is also very clear; let’s make the country ungovernable for them, let’s frustrate their patriotic demands for good governance even out of office, and above all let’s suppress the reckoning day. Yes, the bullies are scared of our unity as a people, they are scared of the prolific profile of the new leadership in the country and above all they are scared of the greatest tsunami that awaits them while out of power. But could these mischiefs of the last kick of a dying horse deter us as a people matching for progressive change? No. we should remain undaunted in our resolve. Change has come and should be supported to blossom and flourish in our entire endeavour. We have chosen a new government with a positive plan to restore our hope for making reward and opportunity as our birth right and not an exclusive preserve of a few individuals. As we say good riddance to Bad loss, it is our prayer that we will soon smile for the change. Change in the improvement of our lives through eradication of poverty, provision of basic necessities to every family and ensuring that the last man in society gets the first opportunity to rise in life. Nasarawa State High Court sitting in Mararaba, has restrained the Nigerian Army from harassing and preventing the Abuja Electricity Distribution Company Plc., from carrying out its duty. The court gave the order following a motion ex parte by Mr Abel Yarigo, a staff of the company and 11 others members of staff. The others were Pautkart

Akaliro, Chief of Army Staff, Commander, Brigade of Guards, Attorney General of the Federal and the Nigerian Army Council as co-defendants. Yarigo, who is the second applicant, in a motion alleged

that personnel from the 177 Guards Battalion, Keffi, on May 20, raided the company’s office at Keffi and assaulted them. He said the soldiers, armed with assault rifles, ordered the men among them to kneel down, while the women were asked to sit on the floor and beaten ``mercilessly’’. ``Guns in hand, the soldiers went round the office building, shouting, barking out orders,

boot kicking and banging the doors in search of the Area Office Manager,’’ Yarigo further alleged. He said the soldiers’ action followed disconnection of their barracks by the company on May 19 for failure to pay electricity bill of N604.7 million they owed the company. Reacting to the court order, the Acting Director, Army Public Relations, Col. Sani Usman, said they were aware of the incident.

Usman said that efforts were being made to resolve the matter out of court. ``In as much as I do not want to make comment on a matter before a court of competent jurisdiction, we are aware and making effort to resolve it,’’ Usman said. (NAN)

Special Inauguration Coverage Buhari must instill discipline in our system – Wazirin Ringim Interview Alhaji Mohammed Sagir (Wazirin Ringim), retired military intelligence officer, in this interview with Edwin Olofu spoke on the state of the nation, and what should be the immediate and future focus of the incoming administration of General Muhammadu Buhari.

Can you assess the state of the nation?

F

irst and foremost, we have to be grateful to God for allowing the people to have what they have been yearning for; that a change has to come because (in the face of) the stagnation and the inextricable inertia within the economic, political and sociopolitical system of the country. It is just very sad that, just after the election, some few days before the handover that things have deteriorated, so much so that we are looking at a nation which is almost a failed nation. The state of the nation is so woeful so much that not only Nigerians, all over the world, they are talking of a past government that should not be heralded. The government that is outgoing, from what we have seen, has committed so much unbearable havoc that will take us a very long time to recover. General T. Y. Danjuma has said that the government must be probed because it has misappropriated $60bn. The national spokesman of the All Progressives Congress (APC), Mr. Lai Mohammed, has said that the incoming APC government requires about N4.5trn to start. But if you look at the life of a common man, it has been degraded. If you look at the situation, we are looking for ingredients that would allow for social and economic stability. So, if we and the common man in the rural areas, will be complaining of at least the petroleum and diesel to fuel our generators, hospital no fuel so much that mortuaries are stinking, and even the luxurydriven organisations such as mobile service providers and banks, you find that in aggregation of what is happening in this country, we are having a near-failed nation. Talking about insecurity and insurgency, they are different. Insurgency is an established insecurity which we have to fight in order to keep some part of the nation secured. But insecurity is with us and every country has its own insecurityAmerica, Russiaa etc, have their own kind of insecurity. Armed robbery, kidnapping, armed banditry, are all kind of insecurity. So, you find that by the time you look at all these together and paint a picture of what these portend for the country, it is a pity that we are going to be suffering for a long time to come. Because the illusion that people have that Buhari will come and work wonders is not illusion

but delusion. He can’t come and perform wonders because the money to run the government is not there. Most of the governors said they can’t pay salaries because the money is not there. Why is it not there? The aggregation of what has transpired was that there has been general misappropriation and plundering of state resources from federal level to state, local government. There is no state that has been saving money in the country except Borno State. It is saving because they are forced to save due to activities of insurgency because it can’t even develop. That is why they are saving money. So if you look at the picture, it is a gloomy picture. With this gloomy picture you have painted, how do you see the incoming administration of Buhari in the next four years? Like they always say, “the truth shall set us free”. Everybody knows Buhari is an honest and disciplined person. Whether you like or not, you must say the truth. Buhari was talking to somebody, I think it was Tony Blair, saying that the problem of this country is indiscipline not corruption, and if we don’t tackle it, it will kill us. The difference between indiscipline and corruption is that indiscipline is the highest ebb of corruption. So, corruption is one factor that has taken us to the precipice. What is left is for us to stabilize and come down gradually from the precipice, or else we will fall from the precipice not only to the ground level, but to the abyss. So, what I am telling you is that the problem Buhari will face is indiscipline from all spheres of life. And he has to tackle it headlong. For instance, let’s take the MTN Company; the kind of stealing the company is getting involved is too much, that if there is a good government, they couldn’t do that. Unless we check them, the GSM companies are making exorbitant money at our own peril. So that is part of indiscipline. They are brought to ease life of the common man, but they are rather hardening it. I agree with Buhari that indiscipline is the main problem of this country. For instance, if you take the Police or the Military, the Military man feels that the civilian are subordinate to him, while the military and other security services and paramilitaries are subordinated to the civil authority. But you find that a soldier

So, Buhari is right, it’s not a question of corruption. Even the life of a civilian is no longer sacrosanct; it is the life of the security that is sacrosanct. The soldiers, police and other security agents see you as a common man, you can’t talk; you can’t even query some excesses within the road blocks. If you talk they will say park there and they will keep you waiting. We are being harassed everyday in the system that we voted for and we are compelled to accept it because we are democrats. How would you advise the new President to tackle insecurity and boost the morale of security personnel? As I said earlier, there is gross indiscipline in the entire system. Call it at the airport, immigration and customs services, the military and paramilitary, KAROTA which is established by the state law, everywhere. But what he should do is to lead by example. First of all Buhari should declare his asset. Everybody in government should also declare his asset. After that, he should define the focus of the government- this where and how I am going. He should show others that he is the leader and they must follow him. There should also be a prudent control of the resources. The president must know where the transaction flows, from the Accountant-General or Auditor General, Ministry of finance, economic planning or anywhere. The NNPC is where the bulk of the money goes. The oil is sold and the money goes to Central Bank and then to the Ministry of Finance. But something gets wrong between the three- CBN, Ministry of Finance and NNPC; as if there is nobody who knows what is called Standard Operating Procedure. Once this oil is sold, we should know how much it is sold and where the money is and it will be transferred to the Ministry of Finance. We must do away with

the excesses of the NNPC, Minister of Finance and even individuals. There should also be a law that no state governor should even hire an aircraft to move around the country. You talked about NNPC which reminds me of the missing fund, do you think Buhari should revisit the missing $20billion? Well, what I will advise Buhari is that he should go by his conscience. If he feels that Nigerians ought to know that the money is missing somewhere, there is a good ground to probe further like Danjuma has said. But if he refuses to do that, he is not doing justice to the common man like me because we have voted for him to bring prudence in the governance and if he doesn’t do that, then we can say that he has started wrongly. What do you think should be Buhari’s short and long term plan for Nigeria? First and foremost, we have to define our immediate problems. The problems are insurgency and insecurity, before I talk about the economic aspect. Unless we can sleep with both eyes closed, then we will not know there is a government. About a year ago, we cannot sleep well. Some people, because of the fear of insurgency, left Kano to a safe place. But at this juncture, I can say that the Jonathan’s administration has achieved something that is tangible, physical. At least there is a progress in the fight against insurgency in the Northeast. Even if you hate Jonathan you can accept that there is improvement in security. This is the only kudos we can give him. Then if you ask me how we will continue in the fight against insurgency my advice, as controversial as it is, I can say that the service chiefs should not be retired now. They should be allowed to continue with the momentum of fighting the insurgency until when their retirement time comes, so that there will be no ill-feelings between the military and the incoming government, which is basic. Whether you like it or

not, there must be stability in the military and it is the C-in-C who gives his operational guidelines. If any soldier should retreat from the battle field, he knows the punishment he will face. But if you ask a soldier to go and fight with only AK47 without enough ammunition, then you are not doing justice to him and the system. Allow the managers of the fight against insurgency to continue by at least six months because their morale is now higher than a year ago. There should also be coordination between the border nations like Cameroon, Niger and Chad. There should also be liaison between us and them. The liaison should be by ground forces and air and general concept of the operation. This is the coordination that the Chad president said is not happening, which is too bad. The long term is for us to lay down proper industrial and economic base that will in five years time we will have let’s say 8000MW of electricity. Let’s say we have a good rail transportation that is safer and smoother. Good infrastructures should be put in place. Looking at those privatized companies that are of security and socio economic values to us as a nation. Every country in the world has national carrier but why did we dissolved Nigeria Airways? I was a director in Nigeria Airways and the chairman of the Skypower Properties. So, all we need is to bring advanced aircraft. Look at Ajaokuta company, more than 75% of the money spent on Ajaokuta has been lost to privatization. I think we should revoke that contract now and buy it at its present value. So also the aluminium smelter, we should also buy it at its present value. Privatisation of NEPA is poor. Look at Kano; we have no electricity supply for about ten days. The concept of privatization should be partial, not total. So when you look at these things, you find that we have got so much to look at. But believe me, by the time Buhari is sworn-in, by the time people are c oming with negatives, you will find that it will be difficult to know where to start from. What do you think the incoming government should do to address the dwindling oil revenue and improve our revenue profile? It is good that our economy is gotten from oil revenue, but the problem is that the bulk of it is not accounted for. By the time for instance, we ask the customs service to pay their revenue in total to the consolidated revenue account, they will start making progress. That is indiscipline that Buhari is talking about. To spend money from the federation account without appropriation is a very serious offence. Even if it is the president that spends the money without appropriation, it is an impeachable offence. So Buhari has summarized the problem of this country by saying indiscipline is the bane of development.

Jonathan, who spoke at the inauguration of the PTDF Headquarters in Abuja, said government must provide decent working environment for workers. He noted that if government

was able to provide conducive environment for workers, they should also reciprocate and provide the best services. Jonathan said, “government must provide a decent working environment for workers. Whenever I go to offices and the environment is not too good, I am always not very comfortable because people spend a lot of time in the offices. Wherever you are working, the environment should be good, it encourages productivity.” “I am pleased that

and encourage Nigerian youths to be well trained in order to be able to key into the oil industry. Speaking earlier, the Executive Secretary of PTDF, Olufemi Ajayi, said the building would provide an ideal working environment for the staff to contribute their very best to the capacity building efforts of the Fund. He thanked Jonathan for approving funds for the building and for the support and encouragement to engage in innovative programmes and

projects to increase access of Nigerian youths to functional and qualitative education. Ajayi expressed the hope that the incoming administration of General Muhammadu Buhari would sustain on-going reforms for greater effectiveness and improved service delivery even as the PTDF takes steps to diversify its training partners to get more value for money invested and achieve greater coverage with less resources.

Power: Court stops NERC from tariff adjustment By Etuka Sunday

Federal High Court in Lagos on Thursday restrained the Nigerian Electricity Regulatory Commission, (NERC), from implementing the new electricity tariff which was to take effect from June 1. A statement by NERC said, the Judge, Justice Mohammed

Idris, gave the order, in a ruling on an ex-parte application filed by a Lagos-based lawyer, Mr Toluwani Adebiyi. Idris restrained the NERC and the electricity distribution companies from effecting any increment in electricity tariff pending the hearing and determination of the suit. Adebiyi, who argued the exparte application, had urged

the court to restrain the NERC and the electricity distribution companies from implementing such plans to avoid further hardship and unjustifiable tariff increment on Nigerians. The News Agency of Nigeria (NAN) reports that the Chairman of NERC, Dr Sam Amadi, had, at a news conference in Abuja, announced plans by the

Commission to implement the upward review in electricity tariff from June 1. However, Idris, after entertaining arguments from Adebiyi, ordered the NERC to maintain the status quo of the substantive suit till the hearing of the suit. The judge ordered that the motion and other processes in the suit be served on the

NERC. Idris also granted leave to the applicant to serve the originating summons, the affidavit in support, list of exhibits and the written address on the defendant in Abuja, which is outside Lagos judicial division of the Federal High Court. The judge also adjourned the suit to June 11 for hearing.

Business June OPEC meeting won’t cut output: Saudi paper quotes source

PEC is not expected to cut oil production at its meeting in June, and the meeting is expected to be a short one, Saudi Arabia’s Al Hayat newspaper quoted an unnamed OPEC source as saying on Thursday. Saudi Arabia will continue producing oil to meet customer demand, and its output is now at about 10.3 million barrels per day in light of growth in demand from China and India, the source added. He said Saudi Arabia would not sacrifice its market share for other people’s interests, especially if there was no cooperation on oil policy from outside OPEC - a line which has been stated repeatedly by Saudi officials in recent months. Al Hayat is a major Saudi newspaper with a strong reputation for covering oil policy.

AfDB votes to elect new president

he African Development Bank (AfDB) governors began voting yesterday to elect a new president to guide the pan-African lender through the continent’s increasingly complex financial environment. Eight candidates, including Nigeria’s Minister of Agriculture, Dr Akinwumi Adesina, are vying to take over from Rwandan Donald Kaberuka in what is expected to be a tight race. Others include Cape Verde’s Finance Minister, Cristina

Duarte, and a former Tunisian Finance Minister, Jaloul Ayed. Insiders said member states are divided on whether the AfDB should further concentrate its focus on attracting private financing to large-scale infrastructure projects or move into new areas. The new focus also included helping poorer nations access international debt markets. Recent years have seen a huge jump in lending to Africa from non-traditional partners,

particularly China. Since 2011, more than a dozen African countries have issued their first international sovereign bonds. “The bank has had good 10 years but the key now is to stay in the game,” said one AfDB executive director. “We have to be relevant and do that by doing the things that other (commercial and development) banks can’t.” The vote could be decided on Thursday or Friday but if there

is no clear winner it could take weeks. The Abidjan-based bank was founded in 1964 to provide capital to foster economic development and alleviate poverty in its member states. The bank is being financed by both Africa nations and shareholder countries outside the continent. Kaberuka will step down in August after serving two five-year terms, the limit for a president. 13 ships arrive Lagos ports with food, petroleum products

hirteen ships carrying various products have arrived at the ports in Lagos, the Nigerian Ports Authority (NPA) said on Thursday in Lagos. This is contained in the daily ‘Shipping Position’ published by the NPA, which was made available to newsmen. The NPA said that seven of the ships arrived with food products, including rice in bags, frozen fish and palm oil. It said that the remaining six ships sailed into the ports with petroleum products, including petrol, base oil and diesel. The NPA also said it was expecting the arrival of 35 ships at the Lagos ports from May 28 to June 17. According to the NPA, 16 of the expected ships would sail in with containers, while four others would arrive with general cargo. It said food products, including frozen fish, bulk salt, buckwheat, bulk sugar and crude palm oil would be brought in seven ships. Petroleum products, including petrol and bulk gas, are expected to be brought in four ships, the NPA added. (NAN

European shares dip as Athens angst fails to abate

uropean shares retreated on Thursday, as lingering uncertainty over Greece’s debt problems held back the region’s stock markets. European equities had rallied on Wednesday on reports of a staff-leve agreement between Greece and its creditors, until German Finance Minister Wolfgang Schaeuble said not much progress had been made. Athens’ benchmark ATG equity index closed down 1.7 percent, underperforming a 0.5 percent decline on the panEuropean FTSEurofirst 300 index. The ATG is up 1.4 percent

since the start of 2015, compared with an 18 percent gain for the FTSEurofirst. Desperate to get more funds before it runs out of cash, the Greek government has alternated between lashing out at its creditors, especially the International Monetary Fund, and declaring a deal is just around the corner. Most investors expect Greece to remain within the euro zone even if it misses some payments. Record-low interest rates and other economic stimulus measures by the European Central Bank have helped

European stocks to rally this year. But traders said the lack of progress over Greece was making some investors wary. “Overall sentiment remains neutral with markets likely to be confined to range-trading as traders are remaining on the sidelines listening out for new developments where Greece is concerned,” said Markus Huber, senior sales trader at Peregine & Black. nvestors at the Nigerian Stock Exchange (NSE) yesterday staked N11.93 billion on 711.26 million shares transacted in 4,675 deals. The News Agency of Nigeria (NAN) reports that the volume of shares traded increased by 129.65 per cent compared with 309.72 million shares valued N3.72 billion traded in 4,674 deals on Wednesday. The banking sub-sector remained the toast of investors with UBA emerging the most active, exchanging 287.63 million shares worth N1.53

billion traded in 218 deals. Wapic Insurance followed with a total of 96.33 million shares valued N52.97 million achieved in 28 deals, while FBN Holdings accounted for 81.33 million shares worth N758.60 million exchanged in 497 deals. Access Bank traded 31.75 million shares valued N198.09 million in 225 deals, while Diamond Bank exchanged 31.54 million shares worth N140.25 million achieved in 78 deals. In spite of the high volume of shares traded, the market indicators dropped by 0.13 per

cent due to loss posted by some blue chip equities. NAN reports that the AllShare Index lost 44.94 points or 0.13 per cent to close at 34,310.37 against 34,355.31 recorded on Wednesday. Also, the market capitalisation which opened at N11.674 trillion decreased by N14 billion to close at N11.658 trillion. Nestle led the losers’ table, dropping by N10 to close at N850 per share. Forte Oil lost N9 to close by N176, while Mobil Oil dipped N2.76 to close at

N146.80 per share. Nigerian Breweries depreciated by N1.90 to close at N150.10 and Zenith Bank dropped 56k to close at N21.44 per share. Conversely, Total topped the gainers’ chart, gaining N15 to close at N174 per share. Guinness garnered N7.28 to close at N163, while Presco increased by N3.20 to close at N35.20 per share. federal appeals court on Thursday rejected Apple Inc’s (AAPL.O) bid to disqualify an antitrust compliance monitor who was appointed after the company was found liable for conspiring with five publishers to raise e-book prices. While saying some allegations against the monitor Michael Bromwich “give pause,” the 2nd U.S. Circuit Court of Appeals in New York said a lower court judge did not abuse her discretion in rejecting Apple’s bid to disqualify him. Bromwich was installed through a permanent injunction by U.S. District Judge Denise Cote, after she ruled in favor of the U.S. Department of Justice in July 2013 by finding that Apple had played a “central role” in conspiring to raise e-book prices and impede rivals such as Amazon.com Inc (AMZN.O). The Cupertino, Californiabased company is appealing that decision. Apple separately entered a $450 million settlement of related claims by 31 states, Washington, D.C., Puerto Rico and consumers, contingent on the decision being upheld. In seeking Bromwich’s ouster, Apple claimed he collaborated improperly with the Justice Department and the states, was too aggressive in demanding interviews with executives, and charged hourly fees that began at $1,100 before being cut to $1,000, an amount revealed on Thursday. For his part, Bromwich has faulted Apple for adopting an “adversarial tone” in dealing with him. Writing for the appeals court, Circuit Judge Dennis Jacobs criticized Bromwich for submitting an affidavit supporting the plaintiffs when they opposed Apple’s request to stay the injunction. “Bromwich’s submission in conjunction with a litigant’s brief was the opposite of best practice for a court-appointed monitor,” and may raise “an appearance of impropriety,” Jacobs wrote. But Jacobs said the injunction “contemplates at least some interaction” between Bromwich and the plaintiffs, and that Cote was not required to disqualify him. Jacobs also said Bromwich’s billing rate, “rich as it may be,” was no reason for a disqualification. Apple spokesman Josh Rosenstock and Apple’s lawyer Theodore Boutrous declined to comment. Bromwich’s spokeswoman declined to comment. The Justice Department did not respond to requests for comment. U.S. District Judge Jesse Furman, sitting by designation, joined Thursday’s decision but faulted Apple for being slow to raise its concerns with Cote. “The company largely sat on its hands, allowing issues with the monitor to fester and the relationship to deteriorate,” he wrote.

Zero rated goods If you sell zero-rated goods or services, they count as taxable supplies, but you don’t add any VAT to your selling price because the VAT rate is 0 per cent.Thus while no VAT is charged on providing goods and services taxable at zero-rate of VAT, you are still able to deduct VAT on costs and expenses you incur in making zero-rated supplies. Oaths of office: Islamic implication

Allah says: “Amongst them are men who made a Covenant with Allah, that if He bestowed on them of His bounty, They would give (largely) In charity, and be truly amongst those who are Righteous.”[atTaubah: 75] In the name of Allah, The Beneficent, The Merciful. May the peace and blessing of Allah be upon His last and final Messenger until the end of time. Recently, the Nigerian democratic system of governance, has grown matured enough to withstand any threats from any quarter, including the military, having successfully handed power from the seventh to the eighth Republic! However, there is a very formidable threat and challenge which has both the power and capacity to wreck any system; false or deceptive oaths. By the time people realized that the political office holders take oaths of office just to deceive the electorates after every four years, they will rise against the system in revolution that will extemporaneously come into being. There is nothing more threatening to any nation or civilization than falsehoods and deceptions. The Prophet of Islam has warned that Muslims should restrain their tongues and guard them against false words. In a long Hadith reported by Tirmizi, Ahmed, and Ibn Majah; Mu’adh narrated that “The Prophet (PBUH) mentioned to him what brings him closer to Paradise and what makes him be farther from the Hellfire, and then he told him: “Shall I not inform you of what controls all that.” Mu’adh said: “Please tell me O! Prophet of Allah, (PBUH)”. So the Prophet (PBUH) took his tongue (with his fingers) and told him: “Restraint this one.” Then Mu’adh said: “O! Prophet of Allah (PBUH), are we held accountable for what we say.” The Prophet (PBUH) said: “How are you asking this question?” People are not thrown into the Hellfire on their faces or noses except due to the result of their tongues.” I am very much concern with the ways and manners our elected politicians become very excited at the time of taking the oath of office during inauguration ceremonies. Under normal circumstances, political offices are despised because of what they entail of their burdens and aftermath awaiting enquiries before Allah; sometimes even before fellow humans. Swearing with Allah, His attributes, Names or the Qur’an to uphold justice and fair play between the various electorates, regardless of party affiliations, tribal or ethic barriers and religious dogmata, is indeed a gigantic task that must be upheld once taking, and any refusal or negligence is punishable in both worlds. Allah says: “Those who break Allah’s Covenant after it is ratified, and who sunder what Allah has

They do not believe or mindless that later in their lives time they will be accountable, let alone hereafter they will be responsible to each and every action and utterance which contravene their oaths during their statesmanship. They have bluffed the very essence of oath taking as if it is a mere ceremonial procedure. They do not even understand the meaning of oath nor comprehend that it is a promise to do and say, or not to say and not do while calling on Allah to bear witness to the truthfulness of their inner and apparent position. In Islam, calling Allah to bear witness in a given oath is equivalent to swearing with the Holy Qur’an. The Holy Qur’an is the eternal words of Allah, and words of Allah are His attributes. Thus, holding the Holy Qur’an with the right hand and swearing to uphold the Nigerian constitution must not be considered or taken as deception; it is an oath that is as valid as swearing to protect the Qur’an itself! This is because what is basically enshrined in the Nigerian constitution are truces

and agreements concerning on how to live mutually together as one nation. Thus, if you take an oath, you MUST fulfill it as a matter of serious obligation which Allah is eternally a witness! So also, you should never take a false oath under any circumstances while calling with Allah to bear witness. It is one of the major sins in Islam to openly take an oath with hidden deceit and treachery. . Allah says: “And be not like a woman who breaks into untwisted strands yarn which she has spun, after it has become strong. nor take your oaths to practise between yourselves, Lest one party should be more numerous than another: for will test you by this; and on the Day of Judgment He will certainly make Clear to (the truth of) that wherein ye disagree.”[an-Nahl: 92] Do not make your oaths a means of deceiving one another or your foot will slip after it was firmly placed and you will taste evil for barring access to the Way of Allah and you will have a terrible punishment.” (16:92) Thus, deception is a dangerous monster that jeopardizes not only democracy, but any system throughout time and spaces. Nations and civilization past, have suffered their extinct traced to falsehoods, deception and injustices. Nations whose preoccupations were based generally on deception and breaching of covenants have stories to learn from. The Qur’an

said: “Is it not (the case) that every time They make a covenant, some party among them throw it aside?- Nay, Most of them are faithless”[al-Baqarah: 100] and “And remember Moses prayed for water for His people; we said: “Strike the rock with Thy staff.” then gushed forth therefrom twelve springs. Each group knew its own place for water. So eat and drink of the sustenance provided by Allah, and do neither evil nor mischief on the (face of the) earth.”[al-Baqarah: 60] Though some political officer holders do make conditional and unconditional vows, notwithstanding its nature, one is bound to fulfill it to the later. Many of them would take vow without caring to know that it is has double edge implications; a weapon for you or against you. Unfortunately today, what we see, making vows is not more considered sacred or sanctified that has any consequences in the hereafter. Many people consider Allah as corruptible being who can be bought over with money. Or simple another specie who can as well be swindled or diddled and escape the law of the land. The Qur’an gave us an insight into the minds of such foolish people. Thus; “They are those with whom Thou Didst make a covenant, but They break their Covenant every time, and They have not the fear (of Allah…)”[al-A’araaf: 56] Therefore, a typical oath taking, usually made by civil servants or politicians at the onset of their tenures, are covenants well made, and Allah is the witness. Any deviation from the true burden of trusts is a vow evaded and a covenant equivocated. Allah says: “And yet they had already covenanted with Allah not to turn their backs, and a Covenant with Allah must (surely) be answered for.”[al-Ahzaab: 15] In a very long ayah of the second Surah of the Holy Qur’an, Allah has listed the qualities and

characteristics of a good Muslim. That is to say, no one can be a Muslim without fulfilling each and every item of the ayah. The Qur’an says: “It is not righteousness that ye turn your faces towards east or West; but it is righteousness- to believe In Allah and the Last Day, and the angels, and the Book, and the Messengers; to spend of your substance, out of love for him, for your kin, for orphans, for the needy, for the wayfarer, for those who ask, and for the ransom of slaves; to be steadfast In prayer, and practice regular charity; to fulfill the contracts which ye have made; and to be firm and patient, In pain (or suffering) and adversity, and throughout all periods of panic. Such are the people of truth, the Allah fearing (ones).”[al-Baqarah: 177} And good Muslims are described in the following ayahs, thus; “Among the believers are men who have been true to their Covenant with Allah. of them some have completed their vow (to the extreme), and some (still) wait: but They have never changed (Their determination) In the least: “Among the believers are men who have been true to their Covenant with Allah. of them some have completed their vow (to the extreme), and some (still) wait: but They have never changed (Their determination) In the least: That Allah may reward the men of truth for their truth, and punish the Hypocrites if that be His will, or turn to them In mercy: for Allah is Oft-forgiving, Most Merciful.”[al-Ahzaab: 2324] However, there is still a second chance to the way out of troubles with Allah in the next world, as well as to the peoples in this world. The Qur’an has given the way out, thus: “Fulfill the Covenant of Allah when ye have entered into it, break not your oaths after ye have confirmed them; indeed ye have made Allah your for Allah knoweth all that ye do.”[anNahl: 91] It is my sincere advice to both the new and old politicians and public office holders to take their oaths, vows and covenants as serious and sacred as is with their Lord. Any deceit and swindling of trusts are punishable in both worlds. May Allah help us fulfill all our obligations and oaths to the latter! Finally, I am not and will not congratulate any elected or appointed person into any office, until the end when he or she has worked judiciously to offsetting and fulfilling the burdens of the lingering oath he or she called Allah to witness at the inception of the covenant of administration. I thus, ask Allah to grant all our elected political; office hold from the people’s General to the last councilor the wisdom, good health, perseverance and the needed trustworthiness to deliver to the electorates the dividends of their positions.

US to seek China’s help in pressuring North Korea on nukes ANALYSIS

H

igh ranking diplomatic envoys from the U.S., South Korea, and Japan met in Seoul Wednesday to discuss how to respond to North Korea’s continued efforts to develop its nuclear program. U.S. allies in the region want to increase pressure on Pyongyang but also maintain support from China and Russia to make Korea a nuclear free peninsula. After meeting with South Korean Special Representative Hwang Joon-kook, and Japanese foreign ministry envoy Junichi Ihara, U.S. Special Representative for North Korea Sung Kim voiced concerns over the North’s recent claims that it successfully tested a submarine launched missile and built a miniaturized nuclear warhead small enough to be mounted on a missile. “I don’t want to comment on intelligence matters but I think whatever that may have been, it is of great concern to us that the North Koreans are continuing to pursue such capabilities. I think the intention is clear. We should be concerned,” said Kim. North Korea’s claims have not been independently verified and many analysts say Pyongyang is still years away from deploying these new weapon systems. Still, they do indicate that North Korea is moving steadily to develop the capability to strike the U.S. mainland or anywhere in the world with nuclear weapons, in defiance of United Nations imposed restrictions and despite international sanctions. U.S. Secretary of State John Kerry recently said that the U.S. and its allies were not even close to resuming negotiations with Pyongyang and the other regional players Seoul, Washington, Tokyo, Beijing and Moscow. The six party talks about dismantling the North’s nuclear program in return for economic assistance and security guarantees have been on hold since 2008. On Wednesday the envoys from the U.S., South Korea and Japan agreed that the only way forward is to increase pressure on North Korea through greater enforcement of existing sanctions and possibly imposing further

Ambassador Kim said it is important that Russia and China also continue to support whatever approach they decide to take. He said he will make that point clear when he meets Thursday with Chinese Special

Representative Wu Dawei in Beijing. “I expect to have full consultations with Ambassador Wu Dawei tomorrow on how the Chinese may engage the North Koreans to bring the North Koreans to some credible and authentic negotiations,” said Kim. Secretary Kerry said Kim Jong Un has rebuffed overtures from China and Russia. Both countries supported U.N. imposed sanctions against North Korea after it conducted its third nuclear test in 2013. But Beijing in particular has been reluctant to exert further pressure on Pyongyang

out of concern that it might increase instability and the potential for conflict in the region. However China is reportedly growing increasingly alarmed over Kim Jong Un’s intransigence and has, according to Secretary Kerry, indicated a new willingness to explore new punitive measures against Pyongyang. The Chinese Defense Ministry also released a report this week covering a number of national security concerns. The report said, “The Korean Peninsula and Northeast Asia are shrouded in instability and uncertainty.”

Robert Kelly, an international relations professor at Pusan National University in South Korea is not optimistic that Kim Jong Un can be persuaded or compelled to give up his nuclear ambitions. He said the possibilities for peaceful resolution are diminishing while the chances of either an arms race, or military action, be it a preventive strike or full on conflict are increasing. “How does this end in a good way? I mean I’m not necessarily saying we are going to war next week but how does this, where is the off ramp? How does this de-escalate? Because I just don’t see the North de-escalating at all,” said Kelly. In addition to apprehension over North Korea’s nuclear program, there are also increasing concerns about instability inside North Korea’s leadership. According to South Korea’s National Intelligence Service, Kim Jong Un has executed numerous senior officials since he took power in 2011. In April, Defense Minister Hyong Yong Chol was reportedly executed or purged, for insubordination.

ackie held her one month old child to her chest. If for no other reason, the new life pressed against her had to be why she stopped using. After eight years of heroin addiction, she’d been clean for three weeks. “Let me be clear, this isn’t my first time in a sober house,” she said from a treatment centre in Zanzibar, an island off the coast of Tanzania where, according to the Revolutionary Government of Zanzibar, an estimated 7 percent of the one million residents are drug addicts. This is one of the highest rates in the world. Jackie’s determined that this will be her last time. “The first fix is not the solution, I’m staying clean for myself and for my baby. I don’t want to lose her, I can’t stay sane if I know she’s being raised by another person.” Jackie, whose surname has not been published to protect her privacy, has been in and out of treatment centres seven times. Zanzibar has launched an aggressive campaign to deal with its drug problem but everyone is confounded by how to help female addicts such as Jackie, whose treatment always seems to end the same way - back on the streets using. In the 1990s, international drug smuggling routes began moving heroin from Afghanistan through East Africa’s poorly regulated ports on the way to the US and Europe. It wasn’t long before dirtcheap narcotics leaked into the population - affordable even for the more than 40 percent of the population living below the poverty line. The help available to addicts in Zanzibar is rare in the rest of Africa, where only one in 18 drug users have access to help services, as compared to one in three in North America.

hurch withdraws support to upcoming presidential and parliamentary elections marred by violence against the president. Burundi’s influential Catholic Church has withdrawn its support for the upcoming presidential and parliamentary elections, which have been marred by civil strive over President Pierre Nkurunziza’s decision to stand for a third term.

A statement on Thursday from Burundi’s bishops criticised “the manner in which the elections have been organised and the way they are evolving”. The Church also asked priests who serve in electoral commissions across the country to step down. Leading opposition figure Agathon Rwasa told Al Jazeera the move further undermined the legitimacy of the coming vote.

“The withdrawal of the Catholic Church is more proof that there is no possibility of a democratic electiuon within a week,” Rwasa said. The announcement came a day after Burundi’s main opposition parties said it was now “impossible” to hold free and fair elections and that the result should not be recognised if they take place. Parliamentary elections are

due to be held on June 5, with a presidential poll scheduled for June 26. In the statement, read out on Catholic radio by Bishop Gervais Bashimiyubusa, the Church said it “cannot endorse an election riddled with shortcomings”. It nevertheless said people should vote, but stressed that nobody should go to the polls “by threat or intimidation, or because they have been bought in one way or another”. “In the eyes of God, that would be slavery to evil,” Bashimiyubusa said. The crisis surrounds a bid by Nkurunziza to stand for a third consecutive term in office, with opposition and rights groups saying the move violates the constitution as well as the terms of a peace deal that ended a 13-year civil war in 2006. Street protests have taken place for the past month, leaving at least 30 dead after a violent crackdown by security forces. The crisis intensified earlier this month when a top general staged a failed coup attempt. The opposition parties said the crisis risked plunging the small, landlocked and impoverished country back into civil war. Zuma ‘will not have to repay’ money spent on residence

resident Jacob Zuma will not have to repay state money spent to upgrade his private home in Nkandla, South Africa’s police minister has said. Nathi Nhleko said that the upgrades, including a pool costing almost 4m rand ($328,000; £215,000) were in fact security features. Last year an independent inquiry found the president had

“unduly benefited” from the upgrades. The president has been heavily criticised over the issue. In February the Nkandla controversy prompted chaotic scenes in parliament as leftist MPs scuffled with security. They had been interrupting a key annual speech by Mr Zuma and demanding answers over the row. A report last year by South

Africa’s anti-corruption watchdog found Mr Zuma had “unduly benefitted” from the renovations and recommended he pay back some of the money. However Mr Zuma has maintained he would only pay money back if ordered to do so by Mr Nhleko, the police minister. At a news conference Mr Nhleko justified his decision not to make Mr Zuma pay back any of

the money by saying the upgrades were security features. For example, Mr Nhleko explained the pool was in fact intended for use in fighting fires, and he even had a video of four policemen demonstrating how this security feature worked. A chicken run, a cow enclosure, an amphitheatre and visitors centre were also all classed as security features by Mr Nhleko.

‘New species’ of ancient human found

A

new species of ancient human has been unearthed in the Afar region of Ethiopia, scientists report. Researchers discovered jaw bones and teeth, which date to between 3.3m and 3.5m years old. It means this new hominin was alive at the same time as several other early human species, suggesting our family tree is more complicated than was thought. The study is published in the journal Nature.

The new species has been called Australopithecus deyiremeda, which means “close relative” in the language spoken by the Afar people. The ancient remains are thought to belong to four individuals, who would have had both ape and human-like features.. Lead researcher Dr Yohannes Haile-Selassie, curator of physical anthropology at the Cleveland Museum of Natural History in the US, told BBC News: “We had

to look at the detailed anatomy and morphology of the teeth and the upper and lower jaws, and we found major differences. “This new species has very robust jaws. In addition, we see this new species had smaller teeth. The canine is really small - smaller than all known hominins we have documented in the past.” The age of the remains means that this was potentially one of four different species of early humans that were all alive at the same time.

The most famous of these is Australopithecus afarensis known as Lucy - who lived between 2.9-3.8m years ago, and was initially thought to be our direct ancestor. However the discovery of another species called Kenyanthropus platyops in Kenya in 2001, and of Australopithecus bahrelghazali in Chad, and now Australopithecus deyiremedaI, suggests that there were several species co-existing.

S Defence Secretary Ash Carter has called for an immediate end to islandbuilding by China and other countries near the South China Sea, urging the participants to stop militarising the dispute and to find a peaceful solution. Carter said on Thursday that China’s island-building efforts were “out of step” with the regional consensus and that US military aircraft and warships would continue to operate in the area as permitted under international law. “China’s actions are bringing countries in the region together in new ways,” he said in a military ceremony in Hawaii. “They’re increasing demand for American engagement in the Asia-Pacific. We’re going to meet it.” “We will remain the principal security power in the Asia-Pacific for decades to come,” Carter said. South China Sea. ‘Double standards’ In Beijing, the foreign ministry said the United States had “double standards”. “I want to emphasise that the US has been selectively mute on individual countries that have selectively occupied China’s islands and reefs, but have made irresponsible remarks on the construction activities that are lawful, fair and reasonable within China’s scope of sovereignty,” ministry spokeswoman Hua Chunying said at a regular briefing on Thursday. “The Chinese people can make their own judgment. No one has the right to tell China what to do,” she added. US officials say China has added some 2,000 acres (800 hectares) to five outposts in the Spratly Islands, including 1,500 acres since the start of this year. “We want a peaceful resolution of all disputes, and an immediate and lasting halt to land reclamation by any claimant. We also oppose any further militarisation of disputed features,” Carter said in

They are searching for work, money, and a ride with people-smugglers across the desert to Libya’s north. “There is no work here,” explained Salim, 25, from Niger, who has slept in an abandoned construction site in Ghat for the past year, and eats at the makeshift food shack next door. “We get paid little for the work we do find, but sometimes not at all.” Ghat is a quiet, remote, and predominantly Tuareg oasis along the Algerian border in Libya’s southwest Sahara. Historically, it was a major stop along a prosperous trade caravan route, complete with a desert slave market. The scenic Acacus Mountain chain hems in the area along Libya’s southern border. The 2011 popular uprising that toppled the regime of Muammar Gaddafi, triggered a major flow of arms and fighters across Libya’s southern frontiers. Well-worn smuggling routes that ferry migrants across borders and across the treacherous desert have slightly shifted, with many migrants moving on routes to the east of Ghat instead. Algeria has significantly tightened its borders with southwest Libya, cutting off Ghat’s Tuareg from their neighbouring kin. The French military presence along the Libyan border with Niger has also hampered smuggling networks. According to Othman Belbeisi, Libya chief of mission at the International Organization for Migration (IOM), as of May 21, 39,640 people had arrived on Italian shores from the sea. There have been an estimated 1,800 deaths at sea so far this year.

Palmyra: IS ‘kills 20 men’ at ancient theatre

esidents were rounded up and forced to watch the men being shot, the Syrian Observatory for Human Rights says. About 240 people - mostly soldiers - have now been killed by IS since it overran the town last week, it adds. It comes amid fears IS may destroy the 2,000-year-old Romanera ruins.

IS militants have already destroyed ancient sites in Iraq that pre-date Islam - most recently the ancient city of Nimrud, one of Iraq’s greatest archaeological treasures. ‘New images’ Since the town’s takeover, IS has also taken control of a military airbase and a notorious prison nearby. International EU referendum: David Cameron to warn leaders over reforms

avid Cameron is to warn European leaders Britain will vote to leave the EU unless they agree to his reforms, the foreign secretary has said. Philip Hammond said the PM was confident of securing “substantive” changes ahead of the UK’s referendum. And he did not rule out a vote next year if talks went well but said what mattered was “getting it right”. Mr Cameron is visiting Holland and France on the first leg of a tour to build support for the changes he wants. The prime minister has not set out in full detail the reforms he is pushing for, but they will include tougher rules to prevent migrants

He said he wanted to negotiate reforms as quickly as possible but the timeline would depend on the “mechanism” set up for the negotiations. Mr Pataki launched a fundraising “super-Pac” earlier this year - a standard move for a politician considering running for America’s highest office. But his campaign was officially kicked off in a video posted to his website on Thursday morning. In the video, titled George

Pataki For President, he played up his role as a Republican governor in a state dominated by Democrats. “Washington has grown too big, too powerful, too expensive and too intrusive,” he said. “This is exactly what the founding fathers feared...It is time to stand up, protect our freedom and take back this government”. campaign video pointed to his leadership during the attacks of 11 September 2001, and stressed that he would be a unifying candidate. Since leaving elected office in the middle of the last decade, Mr Pataki has struck a moderate tone in the news media. The new administration should formulate a transportation master-plan to solve the perennial transport difficulties experienced by Nigerians in the FCT and the country at large, on a daily basis. There should be expansion of the country’s highways, effective water supply, security, restoring the sanity of mass housing and affordable scheme he should produce a comprehensive guideline for mass housing development in the country, water supply, affordable education and provision of scholarships to take care of the less privileged in the country, health I mean the expansion, rehabilitation, re-equipping and upgrading of existing general hospitals standards to international levels, attraction of investment so that under a Public-Private-Partnership arrangement so many projects and programmes will be carried out and finally let our Baba empower the local government to improve its internal revenue generation. What is your advice to the incoming administration regarding the plights of FCT residents? It’s no longer news that the FCT residents are peace loving people and accommodating. Many governments have come and gone, so it is not new to FCT residents. I advise our new president to bring his wealth of experience so that the FCT residents will enjoy him. Buhari at the end did a good job, and nothing like fraudulent practice in his regime. So, I can testify for him anytime.I also learnt at that period that no Military Governor could travel outside the country or award any con­ tract without approval from the Chief of Staff, Supreme Headquarters, who him­ self got directives from the Commander-in-chief. No Military Governor was al­ lowed to travel outside Af­rica. And this time around,since it’s a democratic setting governing Nigeria may be a bit difficult to him but God will help him choose people of timber andcaliber as well as wisdom that he will work without any sentiment attached.

Save money by reducing paper consumption in your office

T

here are many easy ways for businesses and organizations to reduce their paper use and costs. Reductions of 20 percent or more are possible in most offices. Here are practical tips to help your company implement a cost-saving, paper reduction program: 1 Think before you print It is simply too easy to push the printbutton. For example, much paper is wasted by printing out single line emails or printing out unnecessary copies of documents. Departments should carefully assess their needs before ordering bulk print copies of information materials, like annual reports or brochures. In many cases hundreds if not thousands of un-used copies end up in storage rooms clogging up storage space. The golden rule of saving paper: Think twice if you really need to print – if it is necessary to print make sure you print on both sides (duplex). This is a really easy way to reduce paper consumption by half. Easy ways to reduce wasteful paper use: a) Post in-house reminders near the copy machine or at individual desktops. Use catchy slogans, for example: “Do you really need to print that?” or “Do you know how many sheets of paper you used last month?” b) Track the personal printing footprint in your office. Create systems that allow staff to measure how many print copies they are personally responsible for each month. Most people are shocked to find out their individual cumulative number of copies. This knowledge will motivate people to reduce their personal paper footprint. Create a checklist for those departments which order informational materials. The checklist should include question such as: Please identify the target group for the brochure. Verify the number of required recipients and the number of back-up copies needed. Are you sure these target groups will need a hard copy of the report or is it enough to point them to a website?

Do they need to be proactively sent the hard copy or is it sufficient to make it available upon request? Do you need inhouse copies for all staff or can copies be held in communal areas/on notice boards? How many reserve copies do you require and why - for what events or purposes? Who will distribute or oversee the distribution of the reserve copies? Simply by addressing these questions, it is highly likely that the quantity of future print runs will be more realistic. d) Review distribution lists frequently. Eliminate outdated or unnecessary recipients. See if destinations with many recipients can make do with fewer copies. e) Conduct paper-less meetings When you hold a meeting, do you really need to have hard copies of preparatory materials available for each participant? Encourage people to use their computers for reviewing documents and note-making Make sure meeting participants have electronic access to all the materials beforehand; encourage those using computers not to print out copies. If you must supply additional materials at the meeting, consider burning CDs for all participants. Make copies “as needed” rather than in large batches at one time. Frequently, extra copies of important internal documents become outdated quickly and only end up being discarded. Making copies as needed can reduce this problem significantly. 2) Use paper more efficiently Duplexing (copying images onto both sides of a sheet of paper), can save up to 50% of paper costs. Duplexing saves money on paper purchasing, as well as on storage and mailing. Duplex copies are also easier to fold and staple. While some prints and copies need to be single-sided, most do not. a) Set defaults on computers: Set defaults to double sided - select one-sided printing only when really needed. Print double-sided

for bills, applications, licenses, and other paper-intensive activities.

Electronic mail, Intranets, Internet and document scanners can radically reduce paper use, while also saving time and money. Use electronic means to communicate with customers, for press release/media relations, use e-mail instead of memos and faxes for inter-office memos, announcing meetings, and targeted communications. Use group e-mail lists to “broadcast” important messages efficiently and inexpensively. For editing and reviewing of larger documents, transfer documents on disk or by e-mail rather than sending a printed copy. Use electronic communications for directories, forms, bulletins, manuals, reports, and storage when possible (don’t print them unless absolutely necessary); Store documents in electronic archives using data compression software this saves on filing cabinets and floor space Employ office intranet solutions that allow open or password-protected access to important documents, presentations, or databases Use electronic data interchange (EDI) technologies like web-based secure credit card transfers and order forms to reduce the need for cumbersome paper invoices, transaction records, and confirmation letters Use Revision Features in Word Processing Software. Take advantage of onscreen editing features when making changes to draft documents, and then send the new draft electronically. Have several people edit the same copy of a document using different colored inks, or edit computer documents on-screen using different fonts, or learn to use the commentary function in word.

The thickness of paper we use makes a big difference both in terms of cost as well as the amount of paper used. You can find the reference to the thickness of paper on the package, mostly ranging from 60 gsm or g/m2 (grams per square meter) to 100 gsm. a) Use lower grammage paper for your printing, copying etc. Obviously heavier weight sheets use more fiber, cost more per sheet and cost more to post. Most printers work well with 70 and 80 gsm. Using thinner paper most often does not change the performance and can save money for you too. 4) Reuse paper a) Put adequate paper collection systems in place. Provide clearly labeled recycling bins near copiers, shipping and receiving areas, and in employee eating areas to collect white paper, mixed paper, newspaper, magazines, cardboard as well as non-paper products (glass, aluminum, plastic, etc). Ani Borissova was reported missing from Bulgaria around April 21 with her disappearance sparking a nationwide hunt. Her father Stanislav Bakardjiev, 27, was arrested and charged with murder and defiling a body at the beginning of May, Greek police confirmed. It has now emerged that a letter has allegedly been given to police providing details about a potential organ trafficking deal involving the family. In recent weeks Bakardjiev had reportedly bought new furniture and cleaning material, sold his daughter’s crib and stroller, it was claimed. n the years following, he underwent more than 30 operations to correct some of the damage but saw little improvement. Thanks to transplant surgery, Joshua’s face was grafted onto Richard’s body. The moment where Joshua’s sister Rebekah sees ‘the face she grew up with’ is really something. In footage that will be broadcast on 60 Minutes this Sunday, a stunned Rebekah asks Richard if ‘she can touch it [his face]?’ and backs away in disbelief when she does. Rebekah’s mother Gwen told CTV News that donating Joshua’s face to Richard was ‘the right thing to do’. ‘We can definitely see our son in him,’ she said. ‘We are just so pleased to have been able to help him, even though we had such a tragic loss, we were able to give someone else the benefit of our son.’ Richard underwent 36 hours of surgery at the Maryland Medical Centre for the transplant in an operation that was considered controversial because Richard only had a 50 percent chance of survival. Though the surgery was

successful, The road ahead isn’t easy for Mr. Norris. For the rest of his life, he will have to take a number of drugs to suppress his immune system, which will continually treat the face as a foreign object and try to reject it. Drinking, smoking and serious injury to the body also increase the likelihood of rejection, and an incident where he was sunburnt already triggered a severe rejection episode, from which he took weeks to recover. Nevertheless, his life has vastly improved since the operation. He is no longer afraid to leave the house, and no longer faces cruelty from strangers. He said he was humbled by the donation and regularly keeps the Aversono family updated on his health and happiness.

Digest Shift workers are ‘more likely to be fat and suffer health problems By Anna Hodgekiss

P

eople who work shifts are more likely to be overweight and suffer a catalogue of health complaints, new research has found. US researchers found these people are more likely to develop metabolic disorders - such as diabetes, high cholesterol and high blood pressure - compared to those following traditional work schedules. Those who work unpredictable hours suffer the problems largely as a result of sleep loss, say the researchers. And they warn the situation is especially worrying given the increasing number of people working outside the traditional 9-5 schedule. They also fear that because shift work is becoming more common, it could increase the health divide between better off and relatively poor employees. The study, published in the journal Sleep Health, is the latest in a string of papers to conclude shift work can have a long-term detrimental effect on the body. Lead investigator Dr Marjory Givens, at the University of Wisconsin, said: ‘Shift work employees are particularly vulnerable to experiencing sleep problems, as their jobs require them to work night, flex, extended, or rotating shifts.’ She went on to explain: ‘Shift workers are more commonly men, minorities, and individuals with lower educational attainment and typically work in hospital settings, production, or shipping industries.’ The researchers used figures from the Survey of the Health of Wisconsin. The data was gathered from interviews at people’s homes and in the clinic, plus physical examinations. Around 1,500 people had their body mass index (BMI) calculated to determine if they were overweight or obese and were tested to see if they had Type 2 diabetes. The findings show shift workers (47.9 per cent) were significantly more likely than traditional schedule workers (34.7 per cent) to be overweight. eing slightly fat may protect people with type 2 diabetes from an early death, research suggests. Overweight diabetics are 13 per cent less likely to die prematurely than those of a normal weight or those who are obese, scientists found. The findings follow several studies which came to conflicting conclusions on how weight affects the disease. However, many of these were dogged by methodological problems including few patients, short followup, or using questionnaires rather than clinic records, the researchers claim. As part of the new study, they followed 10,568 patients with type 2 diabetes for an average of nearly 11 years.

They categorised defined normal weight as having a body mass index (BMI) of 18.5 to 24.9 and defined ‘overweight’ as having a BMI of 25 to 29.9. While overweight and obese patients had an increased risk of heart attacks and strokes, they were more likely to live longer than normal weight diabetics. Underweight diabetics had the highest risk of dying during the study, with nearly three times the death rate of normal weight patients. Overweight patients had the best survival, being 13 per cent less likely to die than normal weight or obese diabetics. The researchers, from the University of Hull, said one explanation could be that being overweight protects against frailty and osteoporosis, which can kill. Alternatively, diabetes in lean

people might take and especially lethal form, they suggest. The study’s co-author, Dr Pierluigi Costanzo, said: ‘It’s likely those diabetic patients with normal weight have a more aggressive form of type 2 diabetes compared to those who are overweight and obese.’ He noted the results of the study were at odds with a 2014 study in the New England Journal of Medicine which found no survival advantage with extra pounds. However, that study compared overweight diabetics with people only at the upper end of normal weight. Had it used the full range of the normal weight category – people with a BMI of 18.5 to 24.9 – it is likely the 2014 study would have borne similar results, Dr Constanzo said. His pre-election albatross of being a stern disciplinarian during his first time as as military head of state in 1983 has suddenly transformed to a quality which Nigerians are yearning for in the face of the excruciating pains of mass poverty and social insecurity pervading the land. With his inauguration, he will have achieved his longcherished dream of becoming a democratically elected leader having made history as the first opposition candidate to win a presidential election in Nigeria. But he will need prayers to have the courage and wisdom to confront the huge tasks he will inherit immediately after he is sworn in. President Buhari’s to-do list is indeed a long one. Talking of fuel, transportation has been crippled in this Opecmember country this month because of a recent row between the government and petroleum importers over fuel subsidies. The fuel business in Nigeria is a huge scam in which importers demand payment for cargoes which the government is convinced are never delivered - and the amount they are talking about is millions of US dollars. Where does Mr Buhari begin to tackle Nigeria’s problems? Unfortunately my country people believe that he has the magic wand to command instant solutions and give us a better life within a few months. He has had to come out to appeal for patience and confess that he does not have such magical powers. Was he not the same man who 32 years ago corralled scores of corrupt politicians into prison and forced Nigerians to imbibe the queue culture in public places, Nigerians ask? OJB, while answering questions on a TVC programme called Entertainment Splash on Monday afternoon, said he is very fine and stated that he only visited the hospital for the regular check-ups he is supposed to do as part of the rehabilitation process of the transplant. Speaking further on the show, which was monitored by Nigeriafilms.com, OJB said he wondered why someone cooked up that story and even went as far as saying a doctor in the hospital confirmed the story to him. When Nigeriafilms.com asked the 49-year-old entertainer about the rumour that his three wives were having issues, he said there is no iota of truth in it. According to him, he does not live with his wives under one roof, but quickly stressed that he has a close relationship with them and does his duties as their husband.

he General Secretary of the Nigeria Football Federation (NFF), Sanusi Mohammed says they haven’t given any targets to the Flying Eagles who won the FIFA U20 World Cup for the first time. The Flying Eagles commence their campaign against Brazil in New Plymouth on June 1, and have been widely touted as favourites and Sanusi says even though they have high expectations of the Flying Eagles, they won’t be putting them under ‘unnecessary pressure’. “We have great expectations of them (Flying Eagles) that they will do well but we haven’t set any specific targets for them. “We believe they can win the trophy but we don’t want to put them under any unnecessary pressure because that could be counter-productive. “The boys have done well so far and they have had a good preparation and it is our hope they will bring the trophy to Nigeria because a lot of people expect so much from them but at the same time I don’t think it is wise to put them under pressure,” Sanusi said. The Nigerian U20’s are in group E, which also has Hungary and North Korea and Sanusi believes it is a fair group the Flying Eagles can qualify from. “Everybody talks about winning the trophy but we have to qualify from the group first. “It’s not going to be an easy group but I’m confident they will qualify because they have shown so much quality,” he added. However, Manchester City golden boy, Kelechi Iheanacho, was at his impressive best in his first training session with the Flying Eagles of Nigeria ahead of the U20 World Cup in New Zealand. afael Benitez says he will be leaving Napoli following the final game of the Italian club’s season on Sunday. The Spaniard, 55, is favourite to take over at Real Madrid, who sacked Coach Carlo Ancelotti on Monday. “I want to thank the chairman, club and fans because after two years my experience here in Napoli is coming to an end,” said Benitez. “On Sunday, we have a very important match and I want to finish my two years with a victory.” Napoli, in fourth, hosts third-placed Lazio in their last game of the Serie A season with a Champions League place at stake. he Confederation of Africa Football says the Fifa presidential election should proceed today as planned despite corruption charges against senior officials and Sepp blatter. Sepp Blatter is seeking reelection for a fifth term and will stand against Jordan’s Prince Ali bin al-Hussein. “Caf opposes any postponement of the election for the presidency scheduled 29 May,” a statement read. It also “reiterated its support for the candidacy of Sepp Blatter.” The statement also said that African football’s governing body will co-operate in any way possible over the corruption investigations. “It [Caf] reaffirms its commitment to work and to cooperate in safeguarding the ethical and moral values that underlie the practice of the sport, its organization and administration,” it continued. “Hence its full and ongoing support to the package of measures driven to Fifa in recent years in improving governance. “Caf reaffirms its readiness to cooperate in this direction with all the institutions that engage and subscribes it to zero tolerance vis-a-vis offenders regardless of their profile or origin.” European football’s governing body, Uefa, had initially suggested they were in favour of postponing the Fifa Congress in Zurich, however they now accept the elections will go ahead.

I

t has been established that the development of any country requires the participation of both men and women. However, gender relations have made it difficult for one half of the population (women) to make significant contribution to development hence the need to understand gender and gender relations. The victory of the All Progressives Congress (APC) at the March 2015 elections in Nigeria means that it will form the government as from 29th May, 2015. A major determinant of the success of the party will depend on its gender agenda. Luckily, the party’s manifesto has clear provisions on how it will deal with women and youth issues titled a fair deal for women and the youths. A gender agenda which will incorporate a fair deal for women is therefore imperative for the new regime. In order to understand a gender agenda, it is necessary to clarify the concepts of gender, sex and gender relations. The concept of gender is better understood when analysed with the concept of sex, gender relations and patriarchy. All human beings are normally born male or female. Young males are called boys while adult males are called men. Young females are called girls while adult females are called women. Women all over the world are marginalized. Even in the so-called advanced democracies, women are still marginalized. For instance in the United Kingdom and the United States, women representation in parliament was 9.1 and 9.0 percent respectively as at 1994. The UNDP’s 1995 Human Development Report estimated that women’s unpaid work is equivalent to some $11 trillion annually. Although women constitute over 50 percent of the population of the world, they are relegated to the background in every facet of life. It is important to note that there is difference between sex and gender. Sex refers to the biological differences between male and female. For instance, the adult female has breast that can secrete milk to feed a baby but the adult male does not have. Gender is the socially and culturally constructed roles for men and women. For instance, gender roles of men as owners of property, decision makers and heads of household are socially, historically and culturally constructed and have nothing to do with biological differences. Gender roles differ from place to place and change with time. But sex roles are naturally fixed. Gender relations are part of social relations, referring to the ways in which the social categories of men and women, male and female, relate over the whole range of social organization, not just to interactions between individual men and women in the sphere of

In all aspects of social activity, including access to resources for production, rewards or remuneration for work, distribution of consumption, income or goods, exercise of authority and power, and participation in cultural, political and religious activity, gender is important in establishing people’s behaviour and the outcome of any social interaction. As well as institutions between individual men and women, gender relations describe the social meaning of being male and female, and thus what is considered appropriate behaviour or activity for men and women. As noted above, women have been historically marginalized in all areas including social, economic and political spheres. Luckily, there is a growing recognition of the untapped capacity and talents of women and women’s leadership. From 1999-2009, the rate of women’s representation in national parliaments globally has grown from 13.1 percent at the end of 1999 to 18.6 percent at the end of 2009. Africa has particularly seen some dramatic increase in the number of women in parliament from 10.9 percent in 1999 to 17.6 percent in 2009. The status of women across the world today is precarious. About 70 percent of the 1.3 billion people living in extreme poverty are women. In developing countries, women own less that 2 percent of all land. At least 60 million girls are “missing” due to female infanticide or sex selective abortion and an estimated 5,000 women murdered each year in “honour” killings. There is unequal distribution of food and health care. 93 million children who are not enrolled in school are girls. It has been documented that in Nigeria, women and girls suffer systematic disadvantage and discrimination that is magnified for those in the poorest states and sectors of society. Nigeria’s 80.2 million women and girls have significantly worse life chances than men and also their sisters in comparable societies. In Nigeria, 60-79 percent of the rural work force is women but men are five times more likely to own land. Women with dependants pay more tax than men. Women in formal employment are paid less than men. Nearly five times as many judges and permanent secretaries are men rather than women. Only 4 percent of local government councilors are women. Up to one third of Nigerian women have been subjected to violence.

This is why it is necessary to have a gender agenda for the Buhari administration. Meanwhile, the manifesto of APC recognizes the place of women in governance and development. The party has clear programmes for women including political empowerment programmes, economic empowerment programmes, Nigerian women’s charter and free education for the girl child up to tertiary level. The agenda should focus on the following areas to address structural inequalities that constrain women. First, it must focus on increasing women’s access to, control over and benefit from basic assets such as land, water, forest resources and capital. At the core of this issue are power and policy: learning how to address these two factors is the key to bringing about equitable and sustainable development. Secondly, it must focus on enabling women to have more say in community affairs and at higher political levels. Opening avenues for women’s representational role in decision-making bodies implies facilitating the right of association and expression, building awareness of women’s rights, questioning gender stereotypes, and facilitating women’s participation by ensuring the provision of basic services. It may also require positive action, such as reserving places for women in decision-making bodies. The gender policy provides that at least 35 percent of positions should be reserved for women. The new administration should implement this policy. It cannot afford to come below the previous PDP government. Thirdly, it must support efforts at advocating and coordinating efforts to increase investments in basic rural infrastructure and services, particularly water, health and education – limited access to which places a special burden on poor women and girls. Finally, the party should have a programme for gaining men’s support for women’s empowerment. Consciousness-raising among men has to go hand in hand with women’s mobilization and group formation. The achievement of gender equality is not the sole responsibility of marginalized women: men and political leaders (both men and women) must also be engaged as champions of equality and women’s empowerment. The gender agenda affects males in two fundamental ways. First is that implementation of the gender agenda depends substantially on the support of men. Men must realize that

supporting gender equality and women empowerment is not favour done to women and not just a matter of good politics. Anyone interested in societal development must support women empowerment especially as all countries on top of the human development index have progressive policies that support women empowerment e.g Norway, Denmark, Sweden etc. Secondly, there are some specific issues that affect boys and men and there is the need to address them in the gender agenda. Some of the issues include socialisation of boys and men into the patriarchal society with concepts of masculinity that makes them behave in such a way that is harmful to them and society. Examples include sexual behavior of boys and men which makes them vulnerable to sexually transmitted diseases including HIV and AIDs. Other specific issues include the refusal to go to school in the South East leading to gender disparity in school enrolment and completion in basic education; the Almajiri system in the North which deprives young boys of basic education and the political economy of oil which prevents young boys in the Niger Delta from engaging in meaningful employment. In all of these, it must be recognized that gender issues are not new in Nigeria. The country has a very good gender policy. But the gender issues have remained and worsened in some aspects because of failure in the past to do the right thing. Some of the reasons for the failure include appointment of people without passion, knowledge and competence to head government institutions that are supposed to lead key gender initiatives such as Ministry of Women Affairs and National Centre for Women Development; and lack of implementation of the National Gender Policy. As a way forward the Buhari administration should have a clear gender agenda to address the gender issues in Nigeria with clear linkage to the male dimensions of the gender agenda.
