CONTRACT NO:KBSTB/MWT/068/2015 1. INTRODUCTION: The Kebbi State Government in its effort to improve the living condition of its populace proposed to construct road within the above mentioned communities. 2. DESCRIPTION OF THE PROJECT: I) Construction of Gulma-Lailaba Road-10km ii) Construction of Zazzagawa-Tunga Zazzagawa-7km iii) Construction of kwakwashe spur- 1km iv) Construction of Gulma Township Road-5km 3. PRE-QUALIFICATION REQUIREMENTS: a) Evidence of Registration with corporate affairs Commission b) Evidence of Registration with Kebbi State Tenders Board c) Evidence of Tax Clearance Certificate for the past three years d) Evidence of Vat Registration e) Reference Letter from a Reputable bank f) Company profile including names, Qualifications experience of company Staff g) Catalogue of Similar work successfully executed in the past. h) Show adequate Knowledge of the Geographical Terrain and other Geographical features of Kebbi State and specific areas where the project is to be executed j) Shows Clear Evidence of execution of similar civil engineering project in Kebbi State k) Show Clear evidence of payment of corporate taxes, PAYE for personnel/employers, VAT etc 4.SUBMISSION OF BIDS FOR THE PRE QUALIFICATION AND OPENING OF BIDS Pre qualification documents and Bids should be submitted in sealed envelope clearly marked “BIDS FOR THE CONSTRUTION OF PROPOSED GULMA-LAILABA, ZAZZAGAWA-T/ZAZZAGAWA,KWAKWASHE SPUR AND GULMA TOWNSHIP ROADS” in office of the Permanent Secretary ministry of works and Transport not later than 10days from the day of this advertisement. FEDERAL UNIVERSITY OF PETROLEUM RESOURCES PMB 1221 EFFURUN, DELTA STATE, NIGERIA INVITATION FOR PRE-QUALIFICATION OF CONTRACTORS FOR YEARS 2013-2014 (MERGED) TETFUND NORMAL INTERVENTION PROJECTS A. INTRODUCTION The Federal University of Petroleum Resources, Effurun (FUPRE), Delta State, has received approval for the utilisation of the Years 2013-2014 Merged TETFUND Normal Intervention for the construction of two classroom complexes. FUPRE is desirous of executing the Projects on contract basis and wishes to invite reputable contractors with good track record to bid for pre-qualification. B. LOCATION OF PROJECTS The project is located at the University’s permanent site at Ugbomro in Uvwie Local Government Area of Delta State. C. SCOPE OF WORK - CONTRACTORS Lot 1: Construction and Furnishing of Classroom Complex - Block A Lot 2: Construction and Furnishing of Classroom Complex - Block B D. PRE-QUALIFICATION REQUIREMENTS FOR CONTRACTORS Interested companies are to submit the following documents along with their letters of intent for the project: 1. Certificate of Incorporation from Corporate Affairs Commission; 2. Current tax clearance certificate for the past three (3) years: 2012-2014; 3. Audited company account by a Certified Chartered Accountant with a minimum annual turnover of N250 million in any of the last three (3) years: 2012-2014. 4. Bank reference letter indicating evidence of accessibility to credit facilities of not less thanN250 million and the bank statement of account must be within the last one year: 2014. 5. Comprehensive company profile showing organisational structure with names of key personnel involved in project implementation, stating qualifications and professional registration where applicable (enclose photocopies of professional qualifications). 6. Evidence of experience as a prime contractor on at least one project of similar nature and complexity within the last three years, (2012-2014) and letters of award stating clients, cost with successful completion certificates, company signboards and photographs attached. 7. Possess a substantial proportion of equipment required to successfully execute the contract with evidence of receipts of purchase/lease agreement and photocopies. 8. Certified true copy of Memorandum and Articles of Association duly endorsed by the Corporate Affairs Commission. 9. VAT Registration Certificate 10. Certificate of Compliance of Employee and Employer Pension Fund Registration and Remittances with the National Pension Commission, Abuja. 11. Evidence of compliance with the provisions of the Industrial Training Fund (Amendment Act), 2011. 12. Evidence of registration with the National Social Insurance Trust Fund (NSITF). 13. HSE Community Affairs and security policies detailing the company’s procedure for handling HSE, community affairs and security issues. 14. Quality Assurance/Quality Control Manual. 15. Sworn Affidavit that none of the officials of the University, TETFund or Bureau of Public Procurement is a former or present director/staff of the company. 16. Sworn affidavit that the company is not bankrupt. 17. Sworn affidavit that none of the Directors of the company is an ex-convict or bankrupt. 18. Evidence of registration as a contractor of the Federal University of Petroleum Resources, Effurun, Delta State or the Bureau of Public Procurement Categorisation of Contractors’ Data-Base. 19. A letter authorising the Federal University of Petroleum Resources, Effurun to verify from relevant agencies or bodies and bankers claims made on submissions. E. METHOD AND SUBMISSION OF APPLICATION Interested contractors are expected to submit Technical Pre-Qualification documents. Prequalification documents of five (5) sets of photocopies each should be submitted in a sealed envelope, clearly marked “CONFIDENTIAL: Prequalification as Contractor (2013-2014 Merged TETFund Normal Intervention Project)…Lot ….. Name, mailing address and phone numbers of the company shall be clearly stated at the back of each envelope and Lot number on the top left hand side of the envelope. Failure to comply with the above requirements will automatically result in disqualification. All submissions are to be addressed to: The Ag. Registrar, Federal University of Petroleum Resources, PMB 1221, Effurun, Delta State. F. DEADLINE FOR SUBMISSION The pre-qualification documents should be submitted in the “Tender Box” at the office of the Ag. Registrar not later than Wednesday 15th April, 2015 at 12:00 noon prompt. G. OPENING OF PRE-QUALIFICATION BIDS The pre-qualification bids will be opened at 2.00pm on Wednesday 15th April, 2015 and Bidders, Civil Society Organizations and Private Sector Organizations are invited to attend the ceremony for the opening of the Lots at the University Auditorium. CAVEAT Reponses to this invitation shall not oblige the University to consider any responding firm for qualification. All costs incurred as a result of response to this invitation and any subsequent requests for information shall be borne by the responding firm. Only pre-qualified Contractors would be invited for Financial Bidding.
