The Centre for Dryland Agriculture (CDA), World Bank’s Africa Centre of Excellence, is desirous of contracting out the supply of vital laboratory equipment and upgrading its research farm under the 2017 Procurement Plan. In line with that, therefore, I am directed to write and forward the attached advertisement for publication on two national dailies, namely, the ‘Blue Print’ and the ‘People’s Daily’. INVITATION FOR PRE-QUALIFICATION/TENDER FOR PROJECTS TO BE CARRIED OUT BY CENTRE FOR DRYLAND AGRICULTURE, BAYERO UNIVERSITY, KANO 1. INTRODUCTION The Centre for Dryland Agriculture, Bayero University, Kano, (an Africa Centre of Excellence), intends to rehabilitate some of its facilities to meet the challenges of teaching and research to combat the problems of agriculture in the Dryland areas of the West African sub region. The components herein relate to 2017 budgetary provisions financed by the World Bank. In compliance with the Public Procurement Act, 2007 and the Bureau of Public Procurement guidelines, the Centre invites interested, competent and reputable Contractors/Companies to bid for the procurement of the “works” and “goods” as described below. 2. PREQUALIFICATION REQUIREMENTS Prequalification exercise is open to all capable and competent contractors who are required to submit the following documents; a) Evidence of registration with Corporate Affairs Commission (CAC); b) Evidence Tax clearance certificate for the three (3) years ending in December 2016; c) Certificate of compliance by National Pension Commission (PENCOM); d) Certificate of compliance by Industrial Training Fund inline the with the provision of ITF Act, 2011; e) Evidence of registration with Bureau of public procurement (BPP) by attaching the Interim Registration Report (IRR) as provided in part II section 5(h) of PPA 2007; f) List of Plants/Machinery and Equipment with evidence of ownership; g) List and type of personnel working for the Company with copies of their qualifying Certificates; h) List of verifiable and similar projects completed/on-going within the last three (3) years with completion certificates and/or award letters; i) Evidence of financial capability to handle the project from reputable bank; j) Unabridged company Audited Report for the immediate past(3) years; k) Sworn affidavit affirming that none of the officers of the University or BPP is a former or present Director or Stakeholder or has pecuniary interest in the Company and that all the information being provided by the Company are correct. 3. COLLECTION OF TENDER DOCUMENT Tender documents should be collected from the office of the Director, Centre for Dryland Agriculture, New Campus, Bayero University, Kano, upon presentation of evidence of payment of non-refundable Tender fee made to the Bursary Department, Bayero University, Kano. 4. SUBMISSION/OPENING OF DOCUMENTS Two copies of Technical and Financial bids must be in separate envelopes and clearly marked appropriately enclosed in a sealed large envelope, clearly marked with the name of the Tender/Lot and addressed to: The Director, Centre for Dryland Agriculture, Bayero University, PMB 3011, Kano – Nigeria. Submission should be made on or before noon of 15th May, 2017. Bid opening shall be carried out by the noon of the same day at the Seminar room of the Centre for Dryland Agriculture, New Campus, Bayero University, Kano. Interested applicants are to note that; a) Nothing in this advertisement shall be construed to be a commitment on the part of the University b) The University reserves the right to reject any/or all bidding packages c) The University is neither committed nor obliged to short-list any contractor d) Successful bidders will be notified formally.
