NORTH BOUND

Welcome! Dear Friends,

Welcome to North Philippines! I am pleased to invite you to explore the exciting events and destinations that make North Philippines a great place to visit anytime of the year.

In order to help our visitors, the North Philippines Visitor Bureau (NPVB), a private sector tourism organization that aims to boost tourism in the Ilocos Region, Cagayan Valley, the Cordilleras and Central Luzon through meetings, incentives, conventions and exhibitions (MICE), comes out with its first issue of Northbound Magazine, a free quarterly visitors’ guide to the region. The maiden issue of Northbound mainly features the Baguio Convention & Visitors Bureau and its major event - the Panagbenga Festival. Baguio City is also celebrating its centennial this year; so there’s more reason to go up and visit Baguio. The magazine also features destinations and activities in the nine other Convention and Visitors Bureaus (CVBs) that make up the NPVB, such as the International Hot Air Balloon Fiesta held annually in Clark, several Valentine’s Day suggestions and things to do for Holy Week. We are sure you will enjoy this first issue of Northbound Magazine. Once again, welcome to North Philippines, where we invite you to enjoy the natural and cultural heritage, lively and colorful festivals, and exceptional recreation opportunities you’ll find throughout the region.

CRUISE CONTROL

PACK LIGHT Packing light saves you from several travel horrors. Aside from escaping the hassle of going through baggage inspection, you won’t have to go to the trouble of flagging down public vehicles to transport your stuff. Here are some tips to help you avoid the unnecessary baggage during trips. Select clothes that can be easily mixed and matched. For a three-day leisure trip, it is safe to bring four sets of clothes and two extra tops (just in case). Make sure that you will bring only what you will wear. If your trip requires you to stay longer than a few days, you can opt to wash your pants or trousers. Or turn them over to a laundromat. Consider the fabric of the clothing. Make sure you have the proper clothes for the right place and the right weather. Learn about layering of clothing. If you need to bring a jacket, wear it during the trip to save luggage space. Go for travel-size items such as soups, shampoos and toothpaste. Bring extra plastic bags or ziplock

10

NORTHBOUND | JAN - MAR 2009

packs to protect your clothes from getting wet in case of rain spills. Consider bringing two bags with you, a big one containing all your belongings and a smaller travel bag where you can keep your valuables as you stroll around town. Most importantly, plan ahead. Research on your destination and know the things that you’d probably need and won’t be available there. Remember that the farther you are from the city, the lesser the chances of getting your imported brand of soap or shampoo from the local supermarket or sari-sari store. Save enough space in your luggage and you’ll have enough room for pasalubong!

Troop to the Maharlika Livelihood Center located near the Baguio City Market for a dose of truly Filipino finds. Here you can find wood carvings from Banaue, Laguna and Batangas. These are usually made from acacia, kamagong, and kalantas. There are even bags made from upo (white squash)! There is also a good selection of antique furniture and authentic nail-less Ifugao furniture. Certain shops also offer shipping services to Manila.

ART LIVES IN LA AZOTEA

What does a combination of great mountain weather, beautiful scenery and innate Pinoy talent result in? A thriving art scene alive in the nation’s Summer Capital. Although you can find many galleries in and around the city, one of the most accessible are the four floors of the La Azotea building on Session Road. Local art is on display all-year round and there are also other folk art and trinkets being sold. When you’re done scratching your art itch, feast at any of the restaurants located in the building or catch a play at the building’s rooftop.

12

NORTHBOUND | JAN - MAR 2009

TO MARKET, TO MARKET Of course, a trip to Baguio is never complete without an episode of vegetable and produce hoarding in the Baguio City Market. Some less popular finds are Ilokano fare such as Vigan longganiza (P95 per dozen) and bagnet (P380 per kilo). Also, aside from the usual of strawberries, the Baguio Market has blueberries (P55 per pack) and fruit wines (P100 for 3 bottles) for sale! To cap off your pasalubong hunt, here’s a new twist to an old goodie. The market and nearby Burnham Park has strawberry taho for sale at P20 a glass.

Need an experience that brings you to a fever pitch without recriminations (and a hang-over) the morning after? BY AMELIE ANNE SANTOS; PHOTOS BY A.N. NORIEL & LOK MARTIN The Clark Development Corporation (CDC) understands your plight, and is more than willing to deliver via the 14th Philippine International Hot Air Balloon Fiesta from February 12 to 15. In fact, the CDC went above and beyond the call of duty, because this year is shaping up to be the biggest in the festival’s 14-year history. About 100,000 guests and at least 25 participating countries are expected to troop to the Clark Civil Aviation Complex beside the Diosdado Macapagal International Airport for the four-day flying extravaganza. Expect a breathtaking display of vivid colors, creativity, and unparalleled skill as the famed balloons decorate the sky and prove once again that this mega event is a globe-trotter’s paradise.

Make sure to set those alarms early and get a good spot. The balloons are scheduled to fly at 5:30 to 7:00 a.m.. If you get there early enough, you might even catch the balloons getting filled-up with air. After the balloons take flight, spend the day watching other aerosport activities, such as sky diving, paragliding, kite flying and a host of other exhilarating pursuits. And of course, there are also the non-flying

attractions that are practically staples – including a mini-trade fair, live concerts, game booths, car exhibits, and most notably, the food booths boasting of a myriad food choices, from carnival delights to home-cooked fare. Spend your day getting your fill of this action on land and of those sky-high exhibitions, but make sure to have your cameras ready when the balloons come flying in from 5:00 to 6:00 p.m.. NOT JUST HOT AIR

This highly-anticipated event was conceived in 1994 through the collaborated efforts of the thenTourism Secretary Mina Gabor, Korean businessman and hot-air balloon pilot Sung Kee Paik, and British Airways General Manager John Emery as a way to enliven the local economy and earn a place for the Philippines in the world of aviation sports. It started with 21 balloons from 10 participating countries, and the numbers have increased ever since. The festival has achieved great renown over the years, and has been instrumental in CDC’s plan of putting Clark in a position of prominence in Philippine tourism. In line with this endeavor, the region is undergoing a transformation that will render it even more accessible.

PAVING

MANILA NORTH TOLLWAYS CORPORATION IN FOCUS

THE WAY TO A BETTER LIFE

When people have dreams of a better life and the only way, the only road, that will lead them to it is a 30-year old, weather-beaten and deteriorating diversion road, what chances are you giving them? BY NICOLE CASTILLO Such was the state of those in North Luzon, back when the old North Luzon Diversion Road provided no other choice for commuters and motorists. But after the Manila North Tollways Corporation (MNTC) stepped in, it provided a better and more advanced alternative that has helped propel them into progress. MNTC is the strategic builder and concessionaire of NLEX, the 84 kilometer gateway to the north. MNTC is previously owned by the Lopez Group of Companies. The conglomerate later sold all of its MNTC shares to Metro Pacific Investments Corporation (MPIC). Given the track record of MNTC, MPIC saw the company as a means to its noble dream of contributing to nation building.

18

NORTHBOUND | JAN - MAR 2009

Putting customers first

No other expressway compares to NLEX. By always putting the customers first, the MNTC has helped make traveling more convenient for the public. With wide and well-paved roads, NLEX easily accommodates thousands of vehicles, even during the holiday rush. Several safety measures are installed along the 84-kilometer stretch, because “we cannot leave anything to chance for the security and safety of our clients, according to officials of the MNTC. To monitor events and operations, MNTC installed 55 CCTV cameras at the Bocaue and Balintawak toll plaza and 48 more are strategically located along the expressway. NLEX patrollers are disciplined and strictly

implement traffic regulations, all for the safety of the customers. If by some unfortunate event your vehicle breaks down along the expressway, you can use one of the 98 emergency call boxes scattered along NLEX for MNTC’s 24-hour road assistance. Or if you have an inquiry, just dial NLEX hotline3-5000 and they will gladly answer it. MNTC conducts back check calls regularly to ensure that all inquiries were addressed and handled properly. All of these are testaments to MNTC’s

20

NORTHBOUND | JAN - MAR 2009

commitment to customer satisfaction. Undoubtedly, NLEX has one of the most advanced tollway system and operations in Asia.

More roads, more dreams

With all the raves of NLEX’s success, it’s a surprise that a success like NLEX is still at its first phase of development. MNTC disclosed that come March this year, the company will begin the second phase that will connect NLEX to Mindanao Avenue. By April 2010, motorists and commuters can expect a decongested EDSA-Balintawak exit because now they have the option to enter or exit

via Mindanao Avenue.

Subsequently, MNTC will commence bridging NLEX and with easy access to the expressway.

A builder of roads and of better lives

MNTC’s dreams does not end at building roads, Ultimately, gateways such as NLEX perform a bigger purpose such as bringing families and communities closer and serving as a catalyst for change and development. Renie Ticzon, Vice President for Marketing, spearheads MNTC’s tourism program

NLEX customer hotline: 3-5000

As an advocate of tourism, MNTC actively participates with other private sector companies to invest in tourism and devotes substantial amount of its resources to tourism development through the North Philippines Visitors Bureau, whose brainchild is the extensive campaign, Rediscover the North. In fact, the large bulletin boards of North Luzon’s various tourism events strategically placed at exit points are MNTC’s own initiative.

Aside from tourism-related endeavors, MNTC also spearheads medical missions, housing and tree planting projects. In 2008 alone, MNTC planted 20,000 trees along NLEX for its project dubbed “Greening the NLEX”. NLEX is also the only tollway company in the Philippines that implemented a roll back in toll rates. Truly, roads are crucial in nation building and that is why MNTC takes its responsibilities to heart. Today, not only are more people willing to visit North Luzon because of better infrastructure but also, more families and more communities discovered the road to a better life through the efforts of MNTC.

ADVENTURE for na ture lovers CAPONES ISLAND, ZAMBALES

Your island getaway

If you and your loved one are water lovin’ beach bums and think that there aren’t any new beaches for you to sink your toes in, you’re dead wrong. Because nestled near the Pundaquit shores in San Antonio, Zambales and in the midst of the South China Sea, is a historical and natural gem just ripe for the picking - Capones Island or the Islote de Capon Grande. San Antonio, Zambales is a few towns north of Subic. The town is

easily accessible by car or can also be reached via commute. Once you have reached the shores of Pundaquit Beach, you have two options. One is to check into one of the resorts on the beach and spend your Valentine’s night lounging by the pool-side. The other option is to succumb completely to Mother Nature’s call and spend the night camped-out on Capones Island. If you opt for the latter, then get ready for a night to remember.

CLOCKWISE : The rocky coast of Capones Island; Capones lighthouse; pawikan hatchlings being released to the sea; a pawikan swims in a small pool at the Center, warmly welcoming guests

You can reach the island by renting a boat from Pundaquit Beach. Be sure to get the mobile number of the boatman or of the resort he works for and make arrangements for him to pick you up the next day. Before you get on that boat, waterproof all your belongings because you are sure to get drenched during the ride. When you arrive at the beach set up camp somewhere under the magnificent rock formations or on top of these rocky hills. Spend the day frolicking in the turquoise waters or lounging in the pristine sand with your loved one. However, well before sundown, make sure to trek up the hill for a

glimpse of the island’s history. On top of the hills you will find the Faro de Punta Capones or the Capones Lighthouse. This edifice built during the Spanish period has been guiding ships into the ports of Manila and Subic Bay for centuries. Once just a rundown old building, the lighthouse is now being restored to become the headquarters of the proposed Capones Island Marine Park. After your trek to the past, go back to camp and watch a gorgeous sunset cap off your romance-filled day. PAWIKAN RESERVE, MORONG, BATAAN

For the animal loving lovers

life to an endangered species, watch a beach sunset or sunrise and have a date all-in-one? If you’re nodding your head empathically to that question, then Morong, Bataan is your Valentine’s destination.

and eat it on the beach with the folks. The fastest and most scenic way to get there is via the SCTEx. You can stopover at Subic for a bit of lunch. From there, the drive to the center is another hour.

Before you rev your engines for Morong, Bataan be sure to call and text ahead to find out if there are any pawikan (sea turtles) scheduled to hatch on the day of your trip. Once you get confirmation, then have your car checked and head on to Bataan! Make sure to pack some clothes you wouldn’t mind dirtying up, bottles of mineral water, and some food to munch on for the drive. Or if you like, you can always pack a picnic

Once there, look for Ate Nida who will be your contact person and host for the day. The unhatched eggs are buried under the sand in an enclosed area. As soon as the pawikan deposit their eggs on the beach, volunteers collect them and transfer and rebury them in a secure area in the center for incubation. afternoon so as to avoid stressing them out with the mid-day and afternoon heat. If you get to the Center before the scheduled time of release, you can ask Ate Nida to show you the hatchlings ready for release. This way you can even pet some of them or even choose the ones you’d like to adopt. Once the time is just right, head on down to the beach and watch these wonderful creatures scurry down the beach to the confines of the open sea. The adoption cost is 250Php and you get a t-shirt as new pawikan parents. Afterwards, enjoy the sunset or sunrise with your homecooked picnic and in the company of new friends, both human and reptile. MAYOYAO RICE TERRACES, IFUGAO, MT. PROVINCE

Your eco-cultural immersion

If you are hungry for Philippine culture and would like to experience this out of the confines of museums and books, then why not trek to the Mayoyao Rice Terraces in Ifugao, one of the five clusters included in the UNESCO World Heritage inscription Rice Terraces of the Philippine Cordilleras? The Pochon Maanichar Group organizes regular harvest and planting rice tours which are some of the most enriching cultural experiences you will ever have. In January and February, the group organizes the Pfukhay Ad Majawjaw Tour (rice planting in Mayoyao tour). Included in the tour are food, accommodations and sight-seeing for the duration of the trip, so there’s no need to worry about that. While you

will learn and see many things about this region of the Philippines that you may have never known before, the pièce de résistance of the entire trip is planting rice itself. According to youth organization, the tour “is an eco-cultural activity that the Pochon Group is organizing as its contribution to preserve the Mayoyao Rice Terraces and the culture that goes with the terraces.” Part of the proceeds go to a heritage trust fund established to help promote the indigenous culture of the Mayoyao to its young ones and to those who care to have this experience in the midst of nature’s untouched glory. Planting rice is almost a whole day affair steeped in deep Ifugao tradition. You can join the fun if you’re prepared to get muddied up. Other things that you can look forward to during this date are the unique stone-walled terraces and traditional Mayoyao chants and dances performed by actual cultural practitioners, bearers of the Mayoyao age-old traditions. Be sure to call ahead to find out when the next tour is so you can block these days out on your calendar. But if they don’t have

in until 4 a.m. before trekking to the summit. After some more hours of hiking, you’ll just be in time for the wonderful sunrise bathing the entire Cordilleras in soft morning light. Find a place where you and your sweetheart can watch this sunrise, take some photos, and maybe enjoy a nice hot cup of coffee straight from your tumbler.

The city of Baguio has always been associated with one thingthe nippy weather, and for good reason. While lowlanders have been wondering where all this cold weather was coming from, in Baguio, things aren’t much different- several layers of clothing, the effortful morning shower, and the unimaginable frostiness when night falls. Then, of course, there’s the annual Panagbenga. Perhaps one of the better known festivals in the country, the month-long flower festival is a grand showcase of the city’s beautifully rich flora couched through several grand floats made of flowers that are grown in Baguio City. As the summer capital of the country celebrates its centennial year in 2009, Baguio City will stage “the biggest Panagbenga celebration so far,” says Chef Amboy Guevara, executive director of the Baguio

Conventions and Visitors Bureau and Chief of Staff of this year’s festivities. To illustrate, there are 32 floats in the grand parade last year. This year, they’re expecting 45 floats. And while the festival itself and the other activities lined up for it are enough to keep you occupied, there are so many other things you can do and see all while being enveloped in that thin, almost frosty Baguio air. BLISS CAFÉ, HOTEL ELIZABETH If you are an exhausted and overworked city dweller who has no choice but to ingest greasy food on a regular basis, come to Bliss to know what you’re missing. Today, Bliss claims to be the only vegetarian fine dining establishment in Baguio City. Yet more than the sumptuous food they serve, the ambiance and the whole surrounding of Bliss in inimitable and priceless. As a customer wrote in the café’s guest book, “You’ve [Bliss Café] done the world a favor by putting this up.” It was almost an spiritual experience.

surprisingly modern sensibilities. They feature new artists every three weeks. The artists explore different methods to make sure that there’s something for everyone. In fact, National Artist for visual arts in painting Bencab has made Tam-awan his enclave. However, what makes a visit to Tam-awan truly memorable is a hike throughout the entire village, up cliffs and across hanging bridges, to view and admire various authentic Ifugao houses. Of particular interest is the grand Bi-ayon, the traditional octagonal house for the Kalinga upper crust. Only three of its kind exist today, and one of them is in Tamawan. There’s also the Dukligan, or the fertility hut where married couples stay in with a shaman to procreate. After you’ve had your fill of culture, go up to the highest point in the village and scream your lungs out.

The first thing that will welcome you is a greenhouse where a wide variety of flowers is grown. There are also Ifugao and Bontoc house and scenic organic farms set against a backdrop of lush trees and vegetation. Winaca’s peaceful and almost serene atmosphere is an ideal venue for weddings and conferences. Wellness, happiness, and culture are bywords in the eco-village, says owner Narda Capuyan. She envisions the place to give the younger generation and people from Manila an appreciation of Ifugao culture. background, the music of African Voices reverberates against little sculptures, paintings, and photographs, broken cups hanging on nails. Best of all, it’s the interaction with the artists, the conversation, and the overall ambiance that distinguish the place. Wide-eyed and excited, Bumbo booms, almost proudly, “We don’t advertise. Wala kaming katulong, tapos wow! Yung dati naming sampayan, kung saan-saan fini-feature.” The lot where Kape Diperensiya sits today used to be only that - a bunch of clotheslines. It was purely by word of mouth that the reputation of the place as a haven for good art and good talk flourished. During the final photo-opt, he gets up and gets an apron with the following words: “Your waiter is an artist. Please wait.” We certainly did.

Panagbenga Survival Tips Whether it’s your first time or if you’re a flower festival veteran, you want this to be a fun day! So to best enjoy the Panagbenga or any other festival, for that matter, it’s best to be prepared. Here are a few tips to make your festival vacay fun and hassle-free! Nix the Nativity scene. If you

go to the festival expecting that there will always be some place you can stay in even without booking, expect to roam the streets of Baguio reenacting the Nativity where Mary and Joseph knock at every inns door only to be told “No vacancy”. So unless you want to spend your Baguio nights in a barn, better book your hotel rooms ahead of time.

Schedule it! This time, ignorance

will definitely not be bliss when you find out you missed a major part of the festivities simply because you didn’t know about it. Get a hold of the schedule of events for the festival and plan an itinerary around it! This way, you’ll always be in the festivities loop.

Rain on the parade? And this

can be taken figuratively or literally. Be prepared for anything on the day of the parade. Pack the necessary equipment for any change in weathers and prepare emergency and first-aid kits just in case.

These boots ain’t for walkin’.

Then the best be left at home! Parades are usually jampacked with people. And with the Panagbenga being a highly anticipated event in a very small city, it is no exception.

If you came over in a car, secure it properly in your hotel parking lot. Map out your route for the parade and be sure to wear comfortable shoes.

Portable pantries. Stock up on

snacks and food for the day. Since you will be walking most of the day, it’s best that you have this on hand for a quick recharge.

Maintain the H20! Remember

to hydrate. Have at least 500 mL worth of water per person during the festival. Constantly drinking water will not only soothe any parched throats, it will also keep you from hyperventilating or fainting from the heat.

Pencil in an extra day. Consider

going to the parade a day early or staying one more day after the festivities. Coming over a day early can help you orient yourself with the area and taking note of some key locations (e.g. the hospital, the police station, the best places to take photos). Also, these extra days can give you a chance to get to know the place and learn more about it beyond what the flurry and glitz of festivals.

Visita I A PILGRIMAGE UP NORTH

Come Maundy Thursday, the devout will troop in droves to churches for their annual observance of Visita Iglesia (Visit of the Churches). This practice is an ancient tradition believed to have originated in Rome when pilgrims would visit seven pilgrim churches as absolution for their sins. Today, the Visita Iglesia serves not only as an act of penance; it is also an opportunity for practitioners to travel and learn about the culture and history ingrained in these hallowed walls. For those up for this cultural, historical and religious enrichment infused with a northern flair, we’ve prepared a Visita Iglesia route that will do just this and more. BETIS CHURCH : the three-level altar, populated by scultures of saints , is overflowing with details

BETIS, PAMPANGA The Church of Santiago Apostol, more popularly known as the Betis Church, is small and unassuming. The first church was built in 1660, making it the second oldest in Pampanga. Venture into the church and see why it took all this time to complete it. With marble Corinthian columns, ceilings embellished with elaborate prints, and a two-level altar adorned intricatelycarved statues of saints, Betis Church truly is “The Sistine Chapel of the Philippines”. MASINLOC, ZAMBALES The San Andres Church in Masinloc, Zambales is the oldest parish church in the province. Although it characterized by a magnificent and

rich design, the real gem of the church is the ornately carved polychrome wall adorning the choir loft. This coral stone wall depicts a papal hat and scepter adorned with leaves and flowers. CALASIAO, PANGASINAN The Parish of Saints Peter and Paul was built in a span of two centuries by the Dominicans. While reconstruction has been done to repair damages by earthquakes, these have been done under strict guidelines so as not to alter the look of the church from its original appearance. Some details of interest inside the church complex are the separate kitchen structure, the church’s retablo mayor, and intricate woodwork near the back. NORTHBOUND | JAN - MAR 2009

with some Chinese aesthetic. A magnificent building, you are greeted by two high columns with a statue of St. Paul above the main doors. Inside, bask in the beauty of the church’s high ceilings, brass chandeliers and their impressive hammered-silver altar. LUNA, LA UNION Inside the stone walls of the church of Santa Catalina de Alejandria in Luna, is the image of Our Lady of Namacpacan, the patroness of Ilocano travelers and one of the most significant pilgrimage sites

in history. Believed to have been brought to Nampacan (which was renamed Luna after the famous Luna brothers, Antonio and Juan) by divine intervention, the image has since been reputed to have miraculous powers. STA. MARIA, ILOCOS SUR A UNESCO World Heritage Site, the Nuestra Senora de la Asuncion Church in Ilocos Sur is not as grandiose as most Baroque churches but is very well preserved. CRUCIS

Men stripped to the waist, their backs bleeding and burning with pain with every swish of bamboo stick whips, devout followers’ heads crowned with thorny vines and plying the road on their knees and men in white robes waiting to be crucified, parade on the streets of San Pedro Cutud, City of San Fernando. Every year, the people of Pampanga exhibit the interesting fusion of religious faith and fold belief as they gather and participate in a bloody reenactment to commemorate the passion, death and resurrection of Jesus during Mal a Aldo (Holy Week).

Mal a Aldo is considered one of the most important days of the year. At the end of March or early April, locals pray, reflect and proceed to a makeshift Calvary in the rice fields of San Pedro Cutud, where several boys, men and women perform acts of contrition as part of their annual panata. Some flagellate themselves, other are nailed to a cross using disinfected five-inch nails. Thousands of tourists visit San Pedro Cutud to witness the bloody rituals. Locals are recruited to perform the

annual Via Crucis. Some partake in the observation once in their lifetime, others do so as part of their annual panata to pay for their sins , to pray for their sick relatives, or as a thanksgiving.

Here is a people whose ancestors include Asia’s first cardinal and skilled artisans who built some of the grandest churches in the country.

Considered an extreme display of faith and devotion, staging the controversial mass penitence does not come as a surprise, not for the Kapampangans, who are among the Philippines’ most devout Catholics.

Despite the frowning of church leaders on these practices, the locals of San Fernando continue to carry out these Mal a Aldo practices as a display of faith and genuine devotion, no matter how extreme they may be.

Travel safety tips for

HOLY WEEK It is tradition for most Filipino families to travel back to their provinces to spend these religious days with their relatives. Some take these opportunities to take their personal vacations. Whatever your purpose is for traveling this Holy Week, it’ll do you good to keep these travel safety tips in mind. Stock up on supplies. Be sure to

have an ample supply of food and water for your trip. Budget your supplies so that you have enough food for all your companions proportionate to your travel time.

Keep charged! Make sure to keep all your modes of communications (e.g. mobile phones, laptops with portable WiFi, portable landlines) fully charged before every trip. You never know when you’re going to need them. If available, be sure to charge your extra batteries as well.

Invest in entertainment.

Especially when traveling with children, it is best to prepare some games, music, activity books, or storybooks handy. An entertained kid will lead to a stress-free trip.

get home on time. Remember to keep your updated maps handy and consult them whenever needed. Also, asking for directions for the locals will prove invaluable as well.

Stay home! That is if you think

that you can’t handle the stress of Holy Week traveling. You can always observe your religious duties even while in the Metro. Also, one of the best times to drive around in Manila is during Holy Week when there is no traffic anywhere! But if it is absolutely necessary that you leave for the province, then make arrangements to leave a few days earlier or later to avoid the rush.

Reduce your stress. You can do

this by exercising while traveling or if you’re the driver, make sure that you work out a shifting system with your fellow driver companions.

Don’t wing it. If you’re in doubt

If Chef Amboy Guevarra, Chief of Staff of Panagbenga 2009 and executive director of the Baguio Convention and Visitors Bureau (BCVB), is to be believed, this year’s festivities will be “the biggest so far.” And for good reason, as Baguio City is set to celebrate its centenary this year. Predictably, the milestone ought to influence the festival that Baguio is most identified with. The BCVB, essentially, is the primary marketing arm of the City of Pines. It is a private sector-led, nonstock organization under the umbrella group of the North Philippine Visitors Bureau. Within five years, it envisions Baguio City as a premier tourist and convention destination in the country via improving tourist sites, services, and events, such as the renowned flower festival. Since Panagbenga was conceptualized 13 years ago in 1996, it was run by a non-profit organization called the Baguio Flower Festival Foundation, Inc. A few years later, the government took over the celebrations. Beset with organizational problems, however, it decided to hand over the reins back to the foundation in 2007. During the same year, BCVB was tasked to handle a small segment of the festival, namely Session Road in Bloom. Since the event became a remarkable success, BCVB was tapped to handle the month-long festivities the following year in 2008. And it hasn’t looked back since. BCVB has high hopes for this year’s Panagbenga, says Chef Amboy. The BCVB is managed by a Board of Trustees with Baguio Country Club Manager Anthony de Leon as chairman, Chef Amboy as executive director, alongside the people that has a stake in the city’s tourism industry, such as hotels, restaurants, schools, travel and tours, transport, and even media. “We’re trying to outdo ourselves,” Chef Amboy sums up. “People can expect a lot more this year.” He expects the normal crowd-drawers to still be the highlight of the festival, namely the Grand Opening on February 1, the Fluvial Parade on February 14, the Grand Street Parade on February 28, the Grand Float Parade on March 1, and Session Road in Bloom on March 2 to 8.
