1. E-learning program eases research study of students and teachers

TRECE Martires City, Cavite, May 5 (PIA) --Officials from the city government of Imus revealed that the introduction of e-learning program last year in public elementary and high schools provided both the teachers and the students the advantage of doing research faster and accurate compared to the traditional learning methods.

Dr. Lualhati O. Cadavedo, DepEd city education superintendent, said the e-Learning program launched last December 12, 2013 was an initiative of Mayor Emmanuel Maliksi and his father, former congressman Erineo Maliksi.

"Teachers and students can now avail of a free internet access (Wi-Fi) in their respective schools for their search for valuable information needed in their research study," Dr. Cavadedo said.

She encouraged the teachers and the faculty members to use computers, adapt and support the e-Learning program initiated by the city government.

Mayor Maliksi explained the project was implemented because he believed that through alternative and innovative means, e-learning can be a very useful tool to upgrade the quality of education among Imuse単o students and the teachers as well.

The e-learning is a partnership between the city government and the Philippine-Australia Distribution Services Limited, Inc. who donated LCD projectors, monitors and various computer softwares in almost all the public schools in the city. President Aquino to attend 24th ASEAN Summit in Myanmar President Aquino to attend 24th ASEAN Summit in Myanmar President Benigno S. Aquino III is scheduled to attend the 24th ASEAN Summit, to be held in Nay Pyi Taw, Myanmar on May 10 to 11. Department of Foreign Affairs Spokesperson Charles Jose said during a press conference on Wednesday that the President will have a tight schedule in Myanmar. Upon his arrival on Saturday, the President is slated to attend the welcome dinner to be hosted by Myanmar President U Thein Sein for all ASEAN leaders and their delegations. On Sunday, the President will attend the 24th ASEAN Summit Plenary; the 24th ASEAN Summit Retreat; the ASEAN Leaders’ Interface Meeting with Representatives of the ASEAN Inter-Parliamentary Assembly (AIPA); the ASEAN Leaders Interface Meeting with Representatives of the Civil Society Organizations; and the ASEAN Leaders Meeting with ASEAN Youth. During the ASEAN Summit Plenary, the leaders will discuss and exchange views on the progress of the implementation of the Roadmap for an ASEAN Community, the initiative for ASEAN Integration Work Plan II and the Master Plan on ASEAN Connectivity, said Jose. They will also discuss and exchange views on the future of the ASEAN community, as well as external relations and future directions, he added. At the 24th ASEAN Summit Retreat, the leaders are expected to exchange views on current regional and international issues. Jose said the crafting of the Code of Conduct (COC) and the situation in the South China Sea or the West Philippine Sea are expected to be discussed in the summit. He noted that the President will most likely ask his fellow ASEAN leaders to work for the early conclusion of the COC. “There have been three meetings thus far since September 2013; and we take note of the discussions of the working groups on the crafting of the COC. I am sure the President will be bringing up this agenda item,” he said. “I would imagine the President will be informing his fellow ASEAN leaders on the submission by the Philippines of our Memorial last March 30 on the progress of our case. And I would also imagine that there would be discussions on the general situation in the South China Sea,” he added. Asked if there will be bilateral meetings on the sidelines of the summit, Jose said the President’s schedule would be “tight” but they are still open for last minute bilateral meetings with other leaders or officials.

Sa totoo lang po, bago rin sa akin ang pangalang FabLab. Kay Secretary Domingo ho kasi kadalasan yung fab kasama sa Fab 4 [laughter]. ‘Yong mga natawa po, alam na ang ibig sabihin n’on ay Beatles. Ito po pala ay isang pasilidad na nagsimula sa Massachusetts Institute of Technology noong 2001, na ang layon ay suportahan ang mga komunidad sa paglikha ng mga disenyo at produkto sa tulong ng modernong kagamitan. Dahil nga po sa naging tagumpay nito, maraming mga bansa sa iba’t ibang panig ng mundo ang tumangkilik dito. At nalulugod po tayo dahil ngayon, sa kaunaunahang pagkakataon, mayroon na rin tayong FabLab sa bansa. Saludo po tayo sa pagtutulungan ng DTI, DOST, Bohol Island State University, at siyempre ng Japan International Cooperation Agency, or JICA, upang gawing posible ang paglulunsad natin nito. Talaga naman pong sa anumang pagkakataon, walang patid ang tulong at suporta ng bansang Hapon at ng JICA sa Pilipinas. Ibinabahagi nila kung ano’ng mayroon sila, upang mapabuti ang kalagayan ng ating mamamayan. Patunay silang sa nagbabago nating mundo, kung saan iba’t ibang pagsubok ang ating hinaharap, pagdadamayan ang susi upang malampasan natin ang mga hamon. Tunay po ang kasabihan: No man is an island; walang bansa, gaano man kaliit o kadambuhala, ang makakapamuhay nang mag-isa. Bahagi po ang pagtatayo ng FabLab sa malawakan nating stratehiya para higit na palakasin ang ating micro-, small-, and medium-scale enterprises (MSMEs). Inaasahan po natin na 135 MSMEs mula rito sa Bohol ang makikinabang sa mga modernong kagamitan nito tulad ng laser cutter, computer-numerical-controlled milling machines, print-and-cut machines, 3D printer, at video conferencing facilities. Alam naman po natin: ang ating mga MSMEs ang direktang nakakalikha ng oportunidad para sa mga komunidad, at nagsisilbing bukal ng inobasyon at pagkakataon para higit pang mapaunlad ang inyong lalawigan. Kaya naman, todo-kayod ang ating DTI sa pagpapasigla ng ating MSMEs at sa katunayan, noong 2013, nagpatayo ang DTI ng 475 shared services facilities sa iba’t ibang panig ng bansa para suportahan ang operasyon at produksyon ng humigit-kumulang 10,000 MSMEs. Sa tulong nito, nai-aangat natin ang kabuhayan ng ating mga kababayan, at umuunlad din ang kakayahan nating makipagsabayan sa iba’t ibang larangan. Ang mga inisyatiba pong tulad nito ay isang makabuluhang hakbang upang mas mapabilis pa ang pagbangon ng Bohol. Ang hangad po natin: itaguyod ang probinsya ninyo na mas masigla, mas maunlad, at mas hitik ang pagkakataon kaysa noong bago pa ang lindol. Hindi po malayong mangyari ito lalo pa’t nariyan ang todo-sigasig at walang pagod na paglilingkod ni Governor Ed Chatto. Biruin po ninyo: Kung mayroon po siyang proyektong inilalapit sa atin, o problema, halos tatlong beses sa isang araw siyang tumawag o mag-text [laughter], at halos maubos nga ho ang memory sa aking cellphone sa dalas ng kanyang pag-text [laughter]. Pag minsan po na “out-of-coverage area” tayo, sinisiguro niya pa ring makakarating sa akin ang mga dokumento o mga palaisipan na dapat makarating at gusto niyang ipaabot. Kaya sa kabuuan, tatlong kopya po ang lahat natatanggap namin kaya talaga po sa kasipagan at efficiency, mahirap ho yata talunin itong grupong ‘to. Bilib po tayo talaga sa kanila tungo sa pag-unlad at pag-asenso ng Bohol. Kung ganito nga po kasipag ang inyong liderato, ‘di po nakakapagtakang may magandang kinabukasang naghihintay sa mga Boholano. Sila po ang mga lingkod-bayan na talagang hindi kayo iiwan sa oras ng pangangailangan. Matapos nga po ang lindol, maayos ang naging koordinasyon namin ni Governor Ed Chatto at iba pang miyembro ng ating local government units. Imbes na magmukmok sa media, manisi, at magpapogi, naglatag siya ng tiyak na plano para tugunan ang mga hinaharap na problema ng lalawigan. At tingnan naman po ninyo, makalipas lamang ang ilang buwan, kitangkita na agad ang pagbangon ng Bohol mula sa trahedya. Mabilis na naipagkaloob ang mga pangunahing serbisyo sa


kanyang nasasakupan tulad ng pabahay, agarang pangkabuhayan, at rehabilitasyon ng imprastraktura para mapabilis ang daloy ng komersyo at transportasyon. Kung ano pong sigasig ang ipinapamalas ng inyong lokal na gobyerno dito sa Bohol, tinutumbasan rin ito ng dedikasyon at kahandaang tumulong ng inyong pambansang pamahalaan. Bawat hakbang natin sa tuwid na daan, planado at nakatutok sa kapakanan ng ating mga Boss. Tinutukoy po natin ang totoong mga problema, upang makapaglatag tayo ng tamang solusyon. Isang halimbawa rito ay pagtukoy natin sa job-skills mismatch bilang pangunahing dahilan noon kaya maraming Pilipino ang walang hanapbuhay. Dati, maraming bakanteng trabaho sa merkado ang walang aplikante dahil sa kakulangan ng kakayahan. Kaya naman agad nating inalam ang pangangailangan ng mga kompanya at namumuhunan. Gayundin, naglaan tayo ng ibayong pagsasanay para sa ating graduates upang maging sapat ang kanilang kaalaman para sa itataguyod nilang larangan. At ang good news nga po mula sa TESDA: Libu-libo nating scholars ang hindi na lang basta nakaka-graduate, kundi agad ding nakakahanap ng trabaho sa iba’t ibang sektor. Makakaasa po kayong palalakasin pa ng inyong gobyerno ang mga institusyon upang lalong maipapaigting ang ating mga serbisyo. Patuloy tayong mamumuhunan sa pagpapaunlad ng mga industriya at sa kakayahan ng ating mamamayan. Tandaan na lang po natin: Nakaatang sa ating pananaw at pananagutan kung sasamantalahin natin ang mga dumarating na oportunidad. Ang payo nga po ng aking ama: “Kaya kitang pagbuksan ng pinto ng pagkakataon, pero nasa iyo kung papasok ka’t uusad, o mananatili na lamang sa kinatatayuan o mapapalayas pa.” May ilan po kasing mas pinipiling tingnan ang negatibo, maghasik ng agam-agam, at pilit na pinapapangit ang sitwasyon; habang ang iba naman, sinasagad ang angking husay at talino upang lubusin ang gumaganda na nating kalagayan. Sa tingin po ninyo, sino po kaya ang mas aangat sa mga ito? Malinaw po: Sa mabuting pamamahala, naisasakatuparan natin ang mga bagay na dati’y inaakala nating imposible. Bunsod po ito ng pag-aambagan ng bawat sektor, lalo na sa sakripisyo ng ating mga manggagawa na kinikilala natin sa Araw ng Paggawa. BLGF dismisses Samar municipal treasurer, assistant over 40-month unpaid GSIS premiums Source: http://www.dof.gov.ph THE Bureau of Local Government Finance of the Department of Finance has implemented the dismissal order of the Ombudsman against Municipal Treasurer Virginia A. Uy and Assistant Municipal Treasurer Pepita A. Mabini of San Sebastian, Western Samar. Together with former San Sebastian Mayor Arnold B. Abalos, they continually failed to remit a total of P7.63 million mandatory Government Service Insurance System (GSIS) premiums of municipal employees from 2008 to 2012. Abalos was also ordered to be dismissed by the Department of the Interior and Local Government, but he had already lost his re-election bid in 2013 before the Ombudsman’s decision came out. The outstanding payables, which included the compulsory premiums, personal share, government share, employees compensation, and unpaid benefits, covered 40 months of unremitted GSIS contributions of the municipality. Uy, Mabini, and Abalos were found guilty of “grave misconduct.” The Ombudsman noted that the actions of Uy, Mabini, and Abalos unduly deprived the municipal employees of their dividends in 2010 which stopped them from enjoying loan privileges and other services of GSIS. The intentional failure or neglect to remit timely GSIS contributions constitutes grave misconduct and carries the penalty of dismissal on the first instance under Section 46(A)(3) of the Revised Rules on Administrative Cases in the Civil


Service. |TOP| Gov't, MILF create normalization bodies Source: http://www.opapp.gov.ph MANILA — The Government of the Philippines (GPH) and the Moro Islamic Liberation Front (MILF) peace panels returned from Kuala Lumpur, Malaysia recently following a discussion on the composition of the different bodies that will oversee and implement the normalization process. Among these is the International Decommissioning Body (IDB) that will take the lead in the gradual process of decommissioning of MILF forces and weapons. The creation of the IDB can be found specifically on the Annex on Normalization, one of the key documents of the Comprehensive Agreement on the Bangsamoro. The IDB shall be composed of three (3) foreign experts including the chairperson, and four (4) local experts jointly nominated by the Parties. The Parties shall also invite three (3) states to provide the foreign experts. “The IDB would be the one to supervise, oversee, and basically implement the decommissioning process,” said Prof. Miriam Coronel-Ferrer, chief negotiator for the GPH. “The procedure is for [the MILF] to submit a list of weapons and combatants, an inventory. After which, the IDB will verify the list and work towards the programming of the decommissioning schedule as agreed upon in the Annex on Normalization.” The annex, signed in Kuala Lumpur on January 25, states that “normalization aims to ensure human security in the Bangsamoro. It helps build a society that is committed to basic human rights where individuals are free of violence or crime and where long-held traditions and values continue to be honored.” “We really have to put up the body as soon as possible so that the job of verification of the inventory that would be submitted by the MILF will begin. And everything proceeds from there. Until we are able to verify the number of weapons, the kinds of weapons and also the combatants—who are they, where are they located?—we can’t actually begin, for example, the socio-economic programs that we’ll be providing for the communities of these combatants.” There will be no wholesale integration of the forces of the Moro Islamic Liberation Front into the Armed Forces of the Philippines nor the Philippine National Police (PNP) similar to the integration of the Moro National Liberation Front undertaken during the Ramos administration, said Coronel-Ferrer. However, interested and qualified former combatants are welcome to join anytime, she said. “We have a provision for the setting up of the police force for the Bangsamoro, which will still be part of the PNP, and it will be significantly provided with resources to guarantee its professionalism and capability to take charge of peace and order concerns,” Coronel-Ferrer added. According to the Annex on Normalization, the decommissioning of MILF forces shall be parallel and commensurate to the implementation of all the agreements of the Parties. The MILF shall undertake a gradual program for decommissioning of its forces so that they are put beyond use. The decommissioning process includes activities aimed at achieving a smooth transition for the members of the Bangsamoro Islamic Armed Forces (BIAF) of the MILF to productive civilian life. Also discussed in the meeting was the formation of the Joint Normalization Committee (JNC) and the Transitional Justice and Reconciliation Commission (TJRC). The JNC is mandated to coordinate all components of the normalization process. It will be co-chaired by National Security Council Undersecretary Zenonida Brosas on behalf of the government, and by Mohamed Nasif on the side of the MILF. The government and MILF panels agreed to invite the government of Switzerland to provide an expert who would chair the TJRC. The TJRC is tasked to study and recommend to the Parties the appropriate mechanisms to address legitimate grievances of the Bangsamoro people, correct historical injustices, and address human rights violations through land dispossession, towards healing and reconciliation.
