CAGAYAN DE ORO CITY - The six Regional Task Forces to End Local Communist Armed Conflict (RTF-ELCAC) in Mindanao converged here to tackle how to sustain the gains and address the gaps in the fight against insurgency. National Security Adviser Hermogenes C. Esperon, Jr. said the Mindanao RTF-ELCAC Summit was convened so that Mindanao RTFs can learn from the successes and best practices of other regions noting that many of the good accomplishments were coming from Mindanao. He said the summit was also intended to harmonize the current undertakings of the task forces and identify the issues and concerns, and possible solutions to close the gaps in addressing insurgency. “We have to plan for a more systematic, harmonized convergence 1
of efforts to defeat the CTG,” he said. He also emphasized the transformation from military-driven operations to civilian-led operations. “We cannot defeat the CTG by the efforts of the military and the police alone. We need the civilian sector. You have the key to the solution of the CTG problem not only in Mindanao but the entire Philippines,” he added. For his part, Cagayan de Oro Mayor Oscar S. Moreno stressed the importance of coming together to bring government closer to the people to address the root causes of insurgency.
1-15 October 2019 COVER STORY | NORMINPlus “If we want to end insurgency, then we have to bring government closer to the people, that’s the only effective way,” he said while citing the Lantad experience as a possible model of convergence and government’s determination of reaching out to its constituents. During the summit, all six RTFs presented their accomplishments. Some of the gains cited were the increases in the number of barangays cleared and local government units declaring CPP-NPA as persona non grata. Accordingly, the focused military operations also resulted in the reduction of CTG capability. NPA-initiated violence incidence also declined. Immediate assistance to surrenderees was further provided through the Enhanced-Comprehensive Local Integration Program (E-CLIP). Moreover, the government’s delivery of major programs and projects, as well as basic services, were prioritized in the focused areas. Despite being hounded by certain concerns such as scarcity of funds, the Mindanao RTFs underscored the need to strengthen the link between the national task force and RTFs as well as among the local task forces. The conduct of regular RTF clusters and inter-cluster meetings to deliberately discuss actions and ways forward in the operationalization of Executive Order 70 was also emphasized.

The Mindanao RTF-ELCAC Summit was participated by RTFELCAC Technical Working Group chairpersons, heads of the RTFELCAC clusters in Mindanao regions, nominated chairpersons of the Regional Peace and Order Council and Regional Peace and Order Council, NCIP regional and provincial directors, and NTF-ELCAC Secretariat. It can be recalled that on December 4, 2018, President Rodrigo Roa Duterte signed Executive Order No. 70 known as Institutionalizing the Whole-of-Nation Approach (WNA) in Attaining Inclusive and Sustainable Peace, Creating a National Task Force to End Local Communist Armed Conflict (NTF-ELCAC), and Directing the Adoption of a National Peace Framework. Through EO 70, the President directed the adoption of a national peace framework and institutionalizes the whole-of-nation approach in addressing the root causes of local armed conflict by prioritizing the delivery of basic government services, social development packages, and construction of needed infrastructures with the end-in-view of ushering inclusive development in the pursuit of the country’s peace agenda.
The Commanders of the Western and Eastern Mindanao Command and the Directorate for Integrated Police Operations for both Eastern and Western Mindanao were also present during the summit. The RTF-ELCAC summit will also be conducted in Luzon and Visayas this month. The results of the summits will be presented to President Rodrigo Roa Duterte during the National Summit.

RDC-X Oks Creation Of Regional Halal Committee By Apipa P. Bagumbaran
CAGAYAN DE ORO CITY - The Regional Development Council of Northern Mindanao (RDC-X) approved the creation of a Regional Halal Committee (RHC) as a Special Committee during its 119th Full Council Meeting held here, September 30. The creation of the RHC is a recognition of the importance of Halal industry to the region’s development and the need for more focused coordination among responsible agencies and organizations in harmonizing the implementation of Republic Act 10817 or the Philippine Halal Export Development and Promotion Act of 2016. With the creation of the RHC, policy measures can be instituted to ensure compliance of producers, manufacturers, and would-be providers of Halal products with national and international standards, making them competitive in the export market. The Committee shall be chaired by the regional director of the Department of Trade and Industry (DTI) and co-chaired by the regional director of the National Commission on Muslim Filipinos (NCMF). The members shall be composed of representatives of the following regional government agencies: Department of Science and Technology (DOST), Department
of Agriculture (DA), Department of Health (DOH), Department of Tourism (DOT), Technical Education and Skills Development Authority (TESDA), National Economic and Development Authority (NEDA), Commission on Higher Education (CHED), Board of Investments (BOI), Food and Drug Administration (FDA), Mindanao Development Authority (MinDA), Food Processors’ Association of Northern Mindanao, Cagayan de Oro Hotel and Restaurant Association, research institutions in the higher education institutions in the region, Cagayan de Oro Chamber of Commerce and Industry Foundation, Inc., and regional certifying bodies. As a Committee under the RDC, the RHC shall plan the Halal Industry Development Agenda, set regional policies and direction on Halal development and innovation, and provide support in the implementation of Halal programs, among others.

SSS, PNP nab delinquent employer in Cagayan de Oro City By Social Security System - Cagayan de Oro
CAGAYAN DE ORO CITY — The Social Security System (SSS) on Wednesday nabs a business owner of a non-compliant establishment during its SSS Oplan Tokhang operations in partnership with the Philippine National Police (PNP).
The SSS-PNP team served a warrant of arrest to Bienvenido D. Macaraeg Jr., proprietor of Sunny Farm located at 1719 JR Borja St., Gusa, Cagayan de Oro City due to violation of Republic Act 11199 (Social Security Act of 2018). “SSS Oplan Tokhang is a continuing program of the SSS which was launched in 2017 to further intensify its collection campaign against delinquent employers. We salute our PNP partners for conducting rigorous investigation and strict police surveillance in order to arrest this 5
delinquent employer,” SSS Department Manager III for Mindanao North Legal Department Raul P. Cinco said. Macaraeg was arrested due to non-remittance of more than P1.2 million worth of SSS contributions and penalties. “I hope that this will serve as an important lesson not only to Mr. Macaraeg but also to all employers in CDO to collect and remit religiously the monthly SSS contributions of their employees to SSS,” added Cinco. However, the SSS-PNP Team failed to serve warrants of arrest to

two other employers identified as Roy A. Bustamante, proprietor of RAB Innovative Engineering and Leah Lourdes S. Perez of St. Ignatius Learning Center. But, follow-up operations on the two other accused and a series of manhunt on others nationwide in a list provided by SSS to PNP under an MOU signed in 2017 will be pursued. “We are calling out to the public, especially to the affected employees of the said employers to inform our SSS branch or the nearest police station regarding any information of their whereabouts. Unfair labor practices should be stopped and we advise our private sector workers to be vigilant and assertive of their rights as SSS
members,” said Cinco. SSS has already conducted Tokhang operations in Laguna, Makati, Quezon City, Iloilo, Isabela, Alabang, Manila, Malabon, Taguig, Bacolod, and Cagayan de Oro with a total collection of P10.04 million. Aside from Oplan Tokhang, SSS is also conducting Run After Contribution Evaders (RACE) campaigns in several cities and provinces to remind delinquent employers of their statutory obligations under the SS Law. Moreover, SSS has already posted show cause orders to 217 business establishments nationwide and has collected P7.10 million from these accounts.

MALAYBALAY CITY, Bukidnon — The Technical Education and Skills Development Authority (TESDA) launched on Monday, October 7, four more training centers in Bukidnon, bringing to 51 the number of Skills Training Centers (STCs) operating all over the province. TESDA provincial director Kotie R. Bax said the four newly constructed centers located in Cabanglasan, Impasugong, Lantapan, and Maramag towns were funded at P2.8 million each by the office of Senator Juan Miguel Zubiri.
Bax said the establishment of these STCs is one of the key components of President Rodrigo Duterte’s Executive Order No. 70 (EO 70) that institutionalizes a “wholeof-nation approach” to end local communist insurgency. 6

The executive order created the National Task Force to End Local Communist Armed Conflict (NTFELCAC) that leads all government’s move to address ofrebellion at the local level. the root causes of rebellion at the local level. In one of the regional forums, Communications Secretary Martin Andanar, President Duterte’s appointed CORDS (Cabinet Officer for Regional Development and Security) for Northern Mindanao, said “if we are going to battle for peace, we are going to battle for hunger, poverty, social inequality, and lack of insensitivity, among others and it requires collective action where good governance must be at its forefront.” Hence, TESDA started implementing several interventions by launching skills trainings for the poor and other ‘special clients’ like rebel returnees, indigenous peoples (IPs), drug surrenderers, and others, Bax said. “These skills training centers funded by the office of Senator Migz Zubiri is TESDA’s concrete contribution in response to President Duterte’s EO 70. As a member of NTF-ELCAC and as Chair of the Poverty Reduction, Livelihood, and Employment cluster, TESDA spearheads the skills development programs and activities that directly address the plight of the needy, especially the Indigenous Peoples (IPs), to prevent unrest and recruitment of insurgents
in the countryside,” she said. This effort also provides an avenue for people to become productive and active contributors to the economic development of the province, Bax said. Records show that a total of 20 skills training centers were funded by Sen. Zubiri. Ten of these have been completed, while the remaining 10 are in 80 percent completion status. Before these centers in four LGUs opened, TESDA already had 47 registered and accredited Technical Vocational Institutions (TVIs) and STCs—with 230 programs and courses—that reach out and serve communities, in partnership with local government units. TESDA lauded Sen. Zubiri’s support which is crucial to the peace and development efforts of the province and the entire nation.

DICT MC2 launches free Wi-Fi access in CDO By Jasper Marie O. Rucat
CAGAYAN DE ORO CITY – Department of Information Communications Technology (DICT) Mindanao Cluster 2 launched its Free Wi-Fi For All under free public internet access programat East-West Terminal Departure and Arrival Area, Bulua, Cagayan de Oro City.
Per Republic Act 10929, Free Public Internet Access Program shall provide free access to internet service in public places throughout the country. According to DICT, Free WI-Fi is already operational at a total of 3,000 public places nationwide as of October 2, 2019. Over 5 million users across 77 provinces and 768 localities have accessed the network. Meanwhile, 308 of these 3,000 sites have been operational from July 2019. In region 10, there had been 94 Free WiFi sites installed. These include Misamis Oriental (39), Misamis Occidental (10), Bukidnon
(21), Camiguin (10) and Lanao del Norte (14). Engr. Aurellano V. Vicerra, Jr., DICT’s focal for this program said the government is doing this to provide info structure connectivity. Within this year, he said, after the bidding process, if successful, DICT MC2 will provide more hotspots including the provinces. “We will provide the Internet,” he said. admitting that since putting up free public WiFi in the city, there had been more users of the Internet. He said, hopefully in the next few months, bandwidth will increase. He also urged Internet users to share our resources meantime. It doesn’t mean you connected to the Internet first, you will not disconnect anymore, he explained. “We will do more educational campaigns, to educate our stakeholders for proper use of these facilities,” he added. Right now, active Free WiFi hotspots in the city provided by the DICT include JR Borja Hospital, City hall, University of Science and Technology of Southern Philippines (USTP), Camp Alagar, Camp Evangelista Station Hospital and Misamis Oriental Provincial Capitol. DICT assured more sites will be put up with free WiFi in the coming months. Among their priorities include Macabalan seaport, Northern Mindanao Medical Center (NMMC) provincial hospital, increase access points for JR Borja hospital, state colleges and neighboring municipalities.

TANGCAL, Lanao del Norte - Different government services and interventions were rolled-out in Barangay Beruar, here, Monday, as part of the activation of Lanao del Norte Task Force to End Local Communist Armed Conflict (LTF-ELCAC) and launching of Convergence Areas for Peace and Development (CAPDev) in the province. At least 14 national government agencies brought their services and assistance to the launching in addition to the Especial Mass-Based Program (EMBP) of the provincial government. Personnel from the Department of Health (DOH) joined the Provincial Health Office, Philippine National Police, and the Philippine Army in providing medical, circumcision, and dental services. The Department of Labor and Employment (DOLE) provided a certificate of entitlement worth P297,800 for 10-day emergency employment of 80 beneficiaries under the Tulong Panghanapbuhay Para sa Ating Disadvantaged/Displaced Workers (TUPAD) Program The Philippine Statistics Authority (PSA) facilitated the issuance of CENOMAR, birth, death, and marriage certificates. The Technical Education and Skills Development Authority (TESDA) provided free massage, hairstyling, manicure, pedicure services. It also conducted listing of folks who
are interested to enroll in TESDA programs and skills profiling for scholarship programs, as well as, skills demonstration on organic chicken and organic fertilizer production. Interventions from the Department of Agriculture (DA) totaled P2,143,700 consisting of 95HP farm tractor with implements, 750 packets of 5-in-1 Pinakbet vegetable seeds, and 30 bags of OPV corn seeds. The National Commission on Indigenous People (NCIP) distributed school supplies to 250 pupils and gave free legal advice services to the residents. The Department of Public Works and Highways (DPWH), Department of Agrarian Reform (DAR), National Irrigation Administration (NIA), Department of the Interior and Local Government (DILG), and Office of the Presidential Adviser for Peace, Reconciliation and Unity (OPAPRU) also unveiled their infrastructure projects in the area. 10

It takes on a whole-of-nation approach and prioritizes the delivery of government’s basic services and social development packages in conflict-affected, geographically isolated and disadvantaged, and highpoverty incidence communities. Lawyer Glenn Ocampo, who represented Communications Secretary Martin Andanar, cited EO 70 as a step in the right direction of addressing the root causes of the insurgency problem and Northern Mindanao is leading by example in operationalizing the EO through the CAPDev program with Andanar at the helm. Provincial Governor Imelda Q. Dimaporo said the CAPDEV will strengthen the relationship of the national and local government by complementing each other in order that much-needed services to the people can easily be facilitated and delivered especially in conflict affected and isolated communities.

Livelihood cheques, tree, vegetable and fruit seedlings, volleyballs, basketballs, food packs, hygiene kits, books, toys, and other goods were also distributed in the barangay. To further aid in the development of the area, the provincial government handed over P600,000 cheque to Barangay 10 for the improvement of line canal, P600,000 to Barangay Murallon for the construction of covered court phase 2, P300,000 to Barangay Ricoro for their water system. CLARIN, Misamis Occidental - The Municipality of Clarin inaugurated on October 8 its newly built world-class town center to serve as a one-stop shop for agricultural products and economic activities.
In his speech during the blessing and inauguration ceremony, Mayor David Navarro thanked Congressman Henry Oaminal, Vice Mayor Glorify Roa, Councilors, Barangay Officials, Members of Sangguniang Bayan and Clarinians for their support and assistance in the realization of big infrastructure projects which the mayor believes would make a big difference to the lives of residents in 29 barangays of the city. Navarro said the new town center is sophisticated and modernized to ensure convenient shopping for the public.
“Another milestone of Clarinians that intends to generate employment and expected to provide a convenient place to acquire commodities and attract investors, not only from the municipality but also from neighboring towns and provinces,� he added. Navarro envisions economic development among his constituents along with the physical development of the town of Clarin. Oaminal expressed gratitude to the present leaders of Clarin for their contributions to the town’s development. The building is one of the few projects funded by Second District Representative Congressman Henry S. Oaminal. Recently, the board approved an investment of Clarin town for a sixstorey modern hotel building. The Town Center offers shopping convenience through well-designed facilities. MISAMIS ORIENTAL – The launching of the Provincial Task Force to End Local Communist Armed Conflict (ELCAC) in Misamis Oriental could signal the start of a lasting peace in the province, paving way for economic development said Governor Yevgeny “Bambi” Emano.
Mindanao has endured too long the image of a war-zone area and it needs to end, said the governor. In an interview, Emano shared his enthusiasm and gratitude to the national and regional government agencies for coming together to provide basic services and livelihood programs to the residents of barangay Eureka, one of the poorest barangay in Gingoog City as answer to end armed conflict in the area and ultimately the entire province. Emano said, “Pasalamat ko sa tanang ahensya nga mitambong dinhi
sa ELCAC, sa lalawigan sa Misamis Oriental gipahigayon nato dinhi sa dakbayan sa Gingoog (I am thankful to all the government agencies that attended the launching of ELCAC here in the province of Misamis Oriental specifically in Gingoog City).” The biggest challenge here is the sustainability of these provision of programs and services. He explained, 30 percent is the event itself and 70 percent is the after event. A total of 20 barangays including Eureka have been declared CPP-NPA cleared by the armed forces and law enforcement. 16

Emano said the AFP has shown that it is not impossible to achieve peace and order. Sustainability of services is key to lasting peace, he said. “Kung ma sustain ang services, unya dili bitaw bati-on sa mga tao nga gipasagdan og layo ang gobyerno saila, nagtuo ko nga hinungdan na sa pagsugod sa tinuoray nga kahusay og kalinaw dili lang sa Gingoog but sa Misamis Oriental (If the services will be sustained and people will not feel that they are abandoned by the government, I believe that this could truly start a true and lasting peace not only in Gingoog but the entire provice of Misamis Oriental),� Emano said. During the launching, several services were provided such as medical and dental, provision of seedlings from the Department of Agriculture, livelihood checks from Department of Labor and Employment. There was also a handover of ceremonial checks to 23 Enhanced Comprehensive Local Integration Program (E-CLIP) beneficiaries. The provincial government also handed goods and checks to various barangays in the province to build covered courts, roads and irrigation system among others.

IMPASUG-ONG - Eager to end communist insurgency, the municipality of Cabanglasan strengthened its delivery of basic services during the turnover ceremony of ten locallyfunded projects held at Barangay Canangaan, Cabanglasan, Bukidnon on Tuesday, October 1. Amounting to Php 825,000, the projects turned over include a water system under the 2017 PAyapa at MAsaganang PamayaNAn (PAMANA) program of the Office of the Presidential Adviser on Peace Process (OPAPP), five multi-purpose drying pavements, four multi-purpose buildings, reservoir, and additional piping. The constituents also benefited from the basic services provided by the Municipal Civil Registry; seedlings by the Municipal Agriculture; school supplies by local officials; food supplies from the Municipal Social Worker Development; feeding program, free medical check-up and medicine from the Municipal Health Office; and free haircut by the Philippine Army and Philippine National Police. “We are very thankful for the projects and free services given to our Barangay. It was a great help, the people now feel the true presence of
the local government,” said Barangay Captain Monding Ogade. He also expressed appreciation to the Philippine Army for helping in the identification of the projects through their Community Support Program and assisting in the delivery of the basic services. Canangaan was among the barangays identified by the Regional Task Force Ending Local Communist Armed Conflict as Focus Area A in the Convergence Areas for Peace and Development. “This is just the beginning, I will not allow our municipality to be left behind, I want it to be insurgency free. My task is to supervise all my line offices to give more service to the people may it be far or near,” said Cabanglasan Mayor Renante Inocando.

Iligan ink MOA for facility-based drug rehab program

ILIGAN CITY — A Memorandum of Agreement (MOA) was entered into by City Mayor Celso G. Regencia, representing the local government of Iligan City, Jail Senior Inspector Rogelio P. Olarte, Jr., City Jail Warden, representing Bureau of Jail Management and Penology, and Judge Anisah Umpa, Executive Judge, Regional Trial Court, Branch II, to establish a Facility-Based Drug Rehabilitation Program (FBDRP). The MOA signing was held at the city mayor’s office conference hall, in time with the meeting of the Iligan City Anti-Drug Abuse Council (ICADAC), the members as witnesses to the agreement signing. Due to the increasing numbers of Persons Who Use Drug (PWD) detainees whose penalty is six months in-house rehabilitation treatment, that FBDR program exist and is designed for those who are supposedly be admitted in the Abuno Iligan City Drug Rehabilitation Treatment Center (ICDRTC). ILIGAN CITY - Barangay Poblacion of Iligan City takes a step forward in reducing garbage dumped on landfills by reusing it into low-carbon fuel that helps in cement production for Holcim Philippines, Incorporated. A Memorandum of Agreement (MOA) ties the knot of the partnership between Punong Barangay Anthony Pacana of Poblacion, Iligan City, and Frederic Vallat, vice president of Geocycle, Holcim Waste Management Unit. “Thanks to this partnership with Barangay Poblacion, we will be able to have a win-win situation,” Vallat said. Barangay Poblacion commitment is to ferry non-hazardous and low-moisture residual wastes such as plastics, laminates, textiles, styrofoams and rubber.
A government-approved and globally-recognized waste management technology called “co-processing” takes procedure to repurpose non-recyclable qualified discarded materials into alternative low-carbon fuels and raw materials used in cement kiln with zero residues. Vallat elaborated that “coprocessing” is an effective and sustainable tool in addressing the waste management challenges in the country. 20

He added that partnerships with local government units (LGUs) and information drives about its advantages will raise the contribution to lessen wastes in dumpsites. With this, Geocycle extended technical assistance and training on proper waste segregation and packaging to Barangay Poblacion’s workers in their materials recovery facilities (MRF) resulting for the community leaders to strengthen the implementation of garbage separation to their residents. Barangay Poblacion is the second community in Northern Mindanaoto sign a MOA with Geocycle here. The municipality of Luga-it, Misamis Oriental was the first LGU to partner with Geocycle delivering almost 1,500 tons of residual waste that was pre and co-processed at the Holcim, Luga-it plant since last year. The commitment of Holcim to increase its use of low-carbon fuels in cement manufacturing to reduce carbon emissions is the priority one. Thus, Geocycle encourages Holcim’s LGU neighbors to be advantageous of this state-of-theart movement in minimizing disposed garbage.

LANAO DEL NORTE - The Provincial Government of Lanao del Norte through the Provincial Veterinary Office strengthens the anti-rabies campaign by organizing the “Poster Making Contest 2019 Rabies: Educate to Eliminate” at Mindanao Civic Center Hotel Gazebo, Sagadan, Tubod, October 1.
LANAO DEL NORTE - To promote Lanao del Norte as a farm tourism destination as well as the sustainable farming practices in order to help generate income for local farmers and farm owners in the province, the Provincial Government of Lanao del Norte and the Local Government of of Magsaysay celebrated the first year anniversary of the Coco Farm Program, October 8 at the farm site in Barangay Poblacion.
Twenty elementary and 22 secondary schools of the province participated in the activity to illustrate their own interpretation of the province’s efforts in combatting rabies. Bulod Elementary School grabbed the first place for the elementary category followed by Tubod Central Elementary School and Salvador Central Elementary School. For the secondary lev el, Lala National High School took the first place while Geronima Cabrera National High School and Salvador National High School bagged the second and third spots respectively.
The program will also open opportunities for livelihood to the residents of the communities, employment generation, education of the non-farming public and preservation of the rural landscape, said Bulhing Dela Cruz, Provincial Farm Tourism consultant. Furthermore, the provincial government targets to showcase the beauty that lies within the Municipality of Magsaysay by gradually shaping it into a farm tourism destination with the support of the LGU, Department of Tourism (DOT) and the Department of Agriculture (DA). 22

MARAWI CITY, Lanao del Sur - Thirty-four designated information officers of the different municipal government units in the province underwent a one-day seminar to hone their skills in mobile photography and crafting effective social media content. The seminar was organized by the Lanao del Sur Provincial Information Office (PIO) in partnership with the Philippine Information Agency (PIA) and United Nations Development Programme (UNDP), September 25, 2019 at the Social Hall of the New Capitol Complex, this city. PIA Lanao del Sur Manager Apipa P. Bagumbaran discussed the importance of social media and guided the participants on the basic formula for creating effective and shareable social media content. She also shared basic tips on social media security and 23
spotting fake news on social media sites. PIA-10 editor Recthie T. Paculba, on the other hand, discussed the basic concepts of mobile photography and shared techniques in telling a story by capturing photos using cellular phones. Underscoring the role of information officers in nation-building, Provincial Information Officer Salma Jayne T. Alonto, said the seminar is one way to equip the municipal information officers with the needed knowledge for them disseminate accurate and relevant information.

“It is also a mechanism to ensure efficient flow of information from the municipal level to the provincial and vice-versa,” she added. During the seminar, the participants were also updated on polio and haze advisory of the department of Health and the sustainable development goals of the United Nations. Representatives from the Philippine Drug Enforcement Agency also discussed the ill-effects of drug addiction and urged the participants to help in the anti-illegal drugs campaign of the government. Meanwhile, Sittie Ainnah D. Panawidan of Taraka LGU expressed appreciation for the seminar. She said it is a big help to the municipal information officers, especially that most of them are not skilled enough to perform their duties. “We hope to have more depthdive seminars so we can enhance our skills and capabilities in delivering our services to our constituents, she further said.
