Called as “The Capitol Residences”, it is the housing project of the provincial government, in joint venture with Home Development Mutual Fund (HDMF) and Sarangani Land and Development Corporation, which translates the commitment of provincial leaders to provide better shelter through medium grade but affordable housing facility for its employees. The local government unit (LGU) –led housing project was implemented pursuant to Section 8 of Republic Act (RA) 7279 otherwise known as Urban Development and Housing Act in conjunction with Section 17 of RA 7160 also known as the Local Government Code of 1991. HDMF Chief Executive Officer Atty. Darlene Marie Berberabe said there have been a lot of negotiations ongoing nationwide for the PPP housing program for the LGUs but she pointed out Sarangani’s project was yet the first ceremonial turn-over she

witnessed. “Una ko po itong (The Capitol Residences) napuntahan na tunay naman na nakatayo na ang mga bahay, tapos na ang land development, at may take-out na na labing-isang bahay,” Berberabe disclosed. Berberabe said it was the first mandate of Vice President Jejomar Binay to Pag-IBIG, being the chairman of Pag-IBIG housing program, to conceptualize housing programs for LGUs which the latter supported with a campaign last year, but Berberabe said Sarangani implemented its own much ahead. For his part, Governor Migs Dominguez said it was the “first time that the local government unit engages the first private-public partnership project especially in housing in the whole of Mindanao and maybe the whole Philippines.” “A step towards providing innovations in utilizing partnership with

the private sector to meet (our) developmental objectives finally today of abiding quality housing especially to our local government and national government employees,” Dominguez said. The governor emphasized also that he wanted to leave the housing project as his legacy where all the beneficiaries “build families, will build noble communities.” Dominguez, likewise, anticipated that The Capitol Residences could be a “template where other local government units or agencies of the government can follow as a progressive, innovative way of developing.” This, according to Dominguez, will also signal the start of investment development that would “provide formal, decent and the best housing project in Sarangani and also become a little imperative for the city residents to look at where you can experience fresh air, where you can see Mt. Matutum and get the fresh breeze coming

from Sarangani Bay.” Dominguez, however, stressed that in this project it is not only the houses that will be made as the model of development but as well as the families that will grow there. Atty. Wendel Avisado, secretary general of Housing and Development of the Office of the Vice President, noted this initiative of the provincial government as effective in encouraging employees in return to be more productive civil servants. “Ang pagkakaroon ng kasiguruhan sa usaping pabahay ay mahalaga sa bawat pamilya,” Avisado said. He also pointed out “isa sa mga pangunahing karapatan ng bawat tao sa mundo ay magkaroon ng sariling lupa at bahay para sa kanyang pamilya. Also during the ceremonial turnover was the signing of memorandum of understanding between Sarangani and its partners where part of the

covenants agreed was the recoupment of the P6 million the provincial government spent in purchasing the 6-hectare housing area that would in turn earn the provincial government P33,334 per unit based on the one peso computation from the proceeds of the loan per take-out. From the total 180 housing units to mortgage with HDMF, 11 beneficiaries constituted the first batch in which HDMF ceremonially turned over to the provincial government its monetary cash equivalent of P4.7 million as its share. Per lot measures 210 square meters land area and 39.24 sq. meters floor area each unit, the advantage beneficiaries get compared to commercial housing units in cities which would range to an average of only 90 to 120 square meters.

ACROSS THE NATION Government now working to prevent marine pollution

T

he Aquino government has started implementing measures to address the problem of pollution threatening the country’s fish supplies, a Palace official said on Saturday. said. In coordination with other concerned government agencies, the BFAR continues to intensify its efforts towards the complete elimination of the practice of dumping of pollutants that endanger the marine environment. Valte

assured the public that the Aquino government remains steadfast in its drive to prevent air, land and water pollution. Environment and Natural Resources Secretary Ramon J. P. Paje vowed to further enhance the country’s air quality management program in the wake of a report that air pollution remains one of the three major health issues confronting the na-

tion, according to Valte. “Pangalawa, conscious po ang DENR diyan. Kung naaalala niyo po ito ‘yung crackdown natin doon sa mga smoke emission testing centers na either walang lisensya or masyadong maraming certification na nilalabas na obvious namang hindi nila tine-test,” Valte said. “Dahil dito, bumaba naman ang pollution index natin. It is an issue that the

DENR is very aware of,” she said. News reports said the UN marine experts claimed that fish habitat is being destroyed by pollution and climate change. It is also urging all governments and business establishments to do something to prevent pollution. Vincent Sweeney, United Nations Environment Programme’s coordinator for the Global Program of Action to prevent marine environment degradation from land-based pollutants, said up to 90 percent of sewage in developing countries is discharged untreated into rivers, lakes and oceans, posing one of the most serious threats to water resources. Puerto Princesa Underground River makes it to final list of New Seven Wonders of Nature

alacanang expressed elation over reports that the Puerto Princesa Underground River (PPUR) was declared as one of the New Seven Wonders of Nature, a Palace official said on Saturday.

“Confirmation that the Puerto Princesa Underground River is one of the New Seven Wonders of Nature is welcome news indeed. Throughout the competition, Filipinos from all walks of life have given time, e n e r g y, and

underground river in the World. “This effort has raised awareness not only overseas, but nationally as well: visits to the PPUR have increased tremendously. This is proof positive of

how effective a national effort of this sort can be --- to build awareness, express pride, and achieve results,” Lacierda said. In 2011, President Benigno S. Aquino III urged all Filipinos here and abroad to vote and support the country’s pride, the Puerto Princesa Underground River, as one of the finalists in the global search for the New 7 Wonders of Nature. For his part, Bernard Weber, Founder-President of New7Wonders, congratulated the people of the Philippines for supporting their national finalist in the global campaign. “When your very own President Aquino came

out in support of the PPUR campaign, I knew that this country was taking the New7Wonders of Nature seriously,” Weber said. “Fans of PPUR all over the world responded to his call for action by voting in record numbers and today’s confirmation is the well-earned reward for this extraordinary display of enthusiasm,” he added. Puerto Princesa Underground River is located some 50km north of the city of Puerto Princesa, on Palawan Island in the Philippines. It consists of a limestone karst mountain landscape, several large chambers containing significant formations of stalactites and stalagmites, and an 8.2 km.

navigable underground river that winds through a cave before flowing directly into the West Philippine Sea. At the exit, a flawless lagoon is framed by ancient trees growing right to the water’s edge. The provisional New7Wonders of Nature are, in alphabetical order: Amazon, Halong Bay, Iguazu Falls, Jeju Island, Komodo, Puerto Princesa Underground River, and Table Mountain. Following Jeju Island, Puerto Princesa Underground River is the second to be confirmed on a preliminary basis, as New7Wonders has now completed the telephone voting validation in the Philippines. The remaining five provisional New7Wonders of Nature are currently undergoing the three steps of the verification process, namely the national voting validation, the global voting calculation confirmation by an independent audit firm, and the preparation and implementation of the Official Inauguration ceremonies. P1-B cash grant for Soccsksargen, some ARMM areas by Dani Doguiles KORONADAL CITY -- The national government has spent P1,075,479,100 for conditional cash transfer to poorest of the poor families in the Soccsksargen Region (Region 12) and portions of the Autonomous Region in Muslim Mindanao.

12

Saturday, January 28, 2012

Department of Social Welfare and Development 12 Regional Director Zorahayda Taha said, this amount was used as cash grants for 148,660 householdbeneficiaries of the Philippine government’s premiere anti-poverty initiative, Pantawid Pamilyang Pilipino Program (4Ps). This funds were directly given to the beneficiaries, she said. “To date, we are covering 44 towns and six cities. Just recently, we expanded our coverage to 15 more in Region 12. The government is concern with the condition of our poor and fortunate people,” Taha said. Localities included in the recent expansion include Kidapawan City and the towns of Kabacan, Libungan, Makilala, Midsayap, and M’langin North Cotabato; Tacurong City and Isulan town in Sultan Kudarat Province; Koronadal City, Norala, Polomolok, Surallah, Tampakan, Tantangan, and Tupi in South Cotabato.

!

DSWD 12 aims to enlist at least 96,695 households from these expansion areas, Taha said. Through the conditional cash transfers program, the national government provides subsidies to the poorest of the poor households in the country identified through the National Household Targeting System for Poverty Reduction (NHTS-PR). These cash grants are subject to conditions, including requiring children to go to school regularly, mothers to visit their local health facilities, and attendance to meetings of community organizations. Under the CCT program each household-

beneficiary received a monthly allowance of P500 for basic food needs. Additional P300 is also given for every child (up to 14 years old) who goes to school; a maximum of three children can get the allowance. In his visit to the Philippines late last year, World Bank Group president Robert B. Zoellick has backed proposals to expand the government’s food subsidy program for the lowestincome Filipino households, saying that economic growth should benefit the poor. He described the government’s CCT as a prudent safety net for poor families, especially in these tough

economic times. Around 40 other countries supported by the World Bank implement a conditional subsidy program for the poor. Just recently, Director Taha announced that

DSWD-12 has delisted 11,367 household –beneficiaries from 4Ps in line with their efforts to cleanse the list of beneficiaries with unqualified grant recipients. Among those removed

were government employees, teachers, barangay officials, even overseas Filipino workers who were included in the list because of errors in the encoding of NHTS-PR.

Uddin said that the most common method of transmission of the dreadful disease is the so called “male to male” sex, from which nine cases were traced to be its cause. Uddin clarified that the total number of cases recoded includes transients who come in and out of Zamboanga City. The city government is strict on its monitoring of workers like guest relations officers (GROs) and other “night workers” through regular medical checkup, Uddin informed. The city is also active in its advocacy campaign against HIV/AIDS and gives annual HIV education to the ladies (GROs) and AIDS examination. Meanwhile, Department of Health (DOH) Assistant Secretary Eric Tayag recently expressed alarmed over an increase of HIV/

NCCA official Marichu Tellano told the media during the weekly Club 888 Forum that the music and dance therapy will be integrated during the debriefing and therapy sessions at some identified evacuation centers on the second week of February. “We’re going to provide the therapy utilizing creative forms of the arts,” stated Tellano, head of NCCA’s Planning, Policy, Policy Formulation, and Programming Division. She explained that the gongs and bamboo music festival is supposed to bring together local and foreign gongs and bamboo ensembles for performances and workshops in CDO on February 20-24. But the typhoon calamity that severely devastated the city in December last year has caused the transformation of the festival into aiding the healing process for the survivors through music and dance, Tellano said.
