iving in an island-province made some things seemingly unreachable, while goods and services maybe available, prices are little off than regular. But, for livestock farmers here, it’s completely a different experience. Apart from the government’s year round house-to-house vaccination campaign, the provincial government now opened its doors to walk-in clients seeking medical attention for their pets and farm animals. Owners likely cover only for the 4
medications of these animals with the P20.00 t0 P40.00 fee collected by Provincial Veterinary Office (PVO) for small animals (dogs, cats, & swine), while examination and treatment fee for large farm animals on the other hand pegs at around P40.00 to P80.00. Friday, June 14, 2013
A total of 973 farming families were assisted starting January to May of this year or 2,903 animals of various species have been treated. Other services include deworming, castration, fecal and semen examinations for horses, carabaos, goats, swine and cattle. This move, affords residents in the province cheaper alternative for veterinary services, helped ensure sustainable supply of medication for both livestock and pets, as well as, prevent an outbreak of destructive diseases. As a tourist destination area, local leaders here have worked not only in maintaining its natural wonders but also in keeping its surroundings safe. The law mandates the state to promote the development and adoption of modern, appropriate and cost-effective and environmentallysafe agricultural and fisheries machinery and equipment to enhance farm productivity and efficiency in order to achieve food security and safety and increase farmers’ income, the President said. The state is mandated to provide a conducive environment for the assembly and manufacture of engines,machineryandequipmentfor agricultural and fisheries production, processing and marketing. The state shall strengthen support services such as credit faculties, research, training and extension programs, rural infrastructures, postharvest facilities and marketing services. The law, likewise, mandates the state to deliver integrated support services to farmers, fisherfolk and other stakeholders, and assist them to be able to viably operate and manage their agricultural and fisheries mechanization projects. Under the Act, the Department of Agriculture (DA) will craft a five-year National Agri-Fishery Program to promote a conducive-environment for the local assembling and manufacturing of equipment for agricultural and fisheries production, processing and marketing. Thelocalgovernmentunits,through an ordinance, shall also formulate in consultation with the DA and implement their respective provincial, city and municipal agricultural and fishery mechanization plans as a vital component of their respective local development plans. The DA, together with the Department of Agrarian Reform,

shall carry out contiguous farming projects in order to effect suitable field shapes and sizes conducive to efficient operation of agricultural machinery and equipment and likewise to ensure economies of scale. The use of renewable and nonconventional energy such as wind, solar, hydro, biomass and other farm-based energy sources shall be promoted as power sources for the operation and maintenance of agricultural and fisheries machinery. All manufacturers, fabricators, assemblers and importers must register with the Bureau of Agricultural and Fisheries Engineering (BAFE) within six months upon enactment of RA 10601. Registrants must provide certificationbyanaccreditedcertifying body of all products sold in the market within the next three years. Tuesday, June 18, 2013
Registrants must also submit to the list of local or imported equipment within a year after the enactment of the law. The law imposes penalties and sanctions on prohibited acts such as sale or lease of agricultural and fishery machinery not registered with the BAFE and without warranty, among others. Violators of the law may face a fine ranging from P1,000 to P10,000 and imprisonment of two months to one year. “The Secretary of Agriculture shall include in the DA’s program the implementation of this Act, the funding of which shall be included in the annual General Appropriations Act,” the President said. This Act shall take effect after 15 days from its publication in the Official Gazette or 2 newspapers of general circulation. PND

Mindanao floods displace more than 100,000

loods brought about by southwest monsoon and low pressure area in Davao del Norte, Sarangani Province, Sultan Kudarat, North Cotabato and Maguindanao have caused the forced evacuation of about 21,000 families with almost 100,000 individuals over the weekend.
The latest flooding happened at around 3:14 a.m. last June 16 in Barangay Tanglaw, Braulio Dujali, Davao del Norte wherein Tuesday, June 18, 2013

Based on the record from the National Disaster Risk Reduction and Management Council (NDRRMC), flooding also occurred at around 7:00 p.m. on June 1 in three provinces in Soccksargen affecting five municipalities with 23 barangays. The worst affected municipality was Kabacan in North Cotabato wherein a total of 7,657 families with 32,190 individuals evacuated. Floodings also hit the municipalities of Kalamansig and Lebak in Sultan Kudarat province with 341 families and 1,705 residents affected. Two houses were also totally damaged and five houses were partially damaged. In Lebak, 420 families were affected with 2,100 individuals. In Sarangani Province, the municipality of Alabel was flooded affecting 20 families with 70 individuals. As of June 14, displaced persons from Kalamansig, Sultan Kudarat, and Alabel, Sarangani have already returned to their homes. 12
Affected barangays in Kalamansig were already declared under state of calamity. In Maguindanao, heavy rains occurred last June 13, 2013, and flooded five municipalities with 49 barangays affecting a total of 12,390 families with 61,947 individuals. The Municipality of Montawal was hardly hit by the flooding in which a total of 4.046 with 20,230 individuals were affected. It was followed by Sultan sa Barongis with 1,562 families and 7,810 persons affected. On Monday, Regional Disaster Risk Reduction and Management Council in Autonomous Region in Muslim Mindanao (ARMM) had a meeting with regional Executive Secretary Lawyer Anwar Malang for the relief assistance for the affected families. The ARMM local government also allocated P500,000 for the food packs to be given to the flood victims. All affected municipalities have already activated the Incident Command Posts (ICP) for futher monitoring the incidents. Tuesday, June 18, 2013

San Miguel Corporation through its subsidiary, Daguma AgroMinerals Inc, on Thursday handed over to the provincial government headed by Gov. Arthur Y. Pingoy Jr. the marker and front building of the Upper Valley Community Hospital (UVCH) at Brgy Dajay, Surallah. SMC donated P25 million for the construction of the said building, which will house the administrative offices, emergency room, outpatient department, laboratories, diagnostic, and pharmacy of the community health facility. At the turn over ceremony, Gov. Pingoy said that sometime in 2010 he met with SMC chairman and CEO Ramon Ang to request the latter to sponsor a ward at the South Cotabato Provincial Hospital. Mr. Ang has asked him to come 14
up with a proposal for a hospital building. Gov Pingoy recalled that he said then that there are no available space for another building inside one-hectare provincial hospital compound to which Mr. Ang suggested, that they look for another space where the facility could be built as he is giving P30 million for the project. Following the meeting, Pingoy met with the Sangguniang Panlalawigan which started off the search for a suitable land and later the donation of a 4.98-hectare lot by the municipal government of Surallah led by Mayor Romulo Solivio Sr. Surallah LGU bought the area for P5 million. held at the site to signal the start of the construction of the hospital buildings. Once operational, the UVCH will primarily serve residents of five towns in the province’s Upper Valley area, namely: Surallah, Sto, Niño, Banga, Lake Sebu, and T’boli with a total population of 314,278 based on 2007 census. UVCH is projected to address the overcrowding of patients at the South Cotabato Provincial Hospital (SCPH) in Koronadal City. SCPH is a 200-bed capacity tertiary health facility but at times up to 350 patients are being served therein. Data from the Integrated Provincial Health Office (IPHO) indicated that about 24 percent of the patients served at the SCPH are from the Upper Valley towns. Jovencio Marquez, who represented Luis Rolando Fadrigo, social development coordinator of SMC, to the turn over rites described the project as a “lofty dream we have shared with Gov. Construction of the Department of Health (DOH)-funded pentagonshaped, Mediterranean style main hospital is on the final stage and is expected to be turned over to the provincial government in July. The DOH counterpart will house the 25-bed wards and the CEMONC (Comprehensive Emergency Obstetric and Newborn Care) area. Apelacio GENERAL SANTOS CITY -- The National Food Authority (NFA)-GenSan assured the public today that there is no shortage of NFA rice in all its accredited retail outlets in the city and in neighboring Sarangani province. This assurance came in anticipation of the rainy season, and that the rice stock may come “lean” as June to August is planting season in the Philippines. Rainy season, according to Philippine Atmospheric Geophysical and Astronomical Services Administration (PAGASA) has already begun early last week.

The official identified the fourth beneficiary as Teri’s Place in Surallah South Cotabato that received P473,365 aid to upgrade its bakery equipment and facilities. Through SETUP, DOST helps MSMEs improve productivity by product quality improvement, human resources development, cost minimization and waste management, and other operation-related activities. Support that can be availed from the program include new technologies, manpower training, access to capital and market, use of product standards 18
and testing facilities, appropriate packaging and product labeling, supply of raw materials, access to information and efficient transport facilities. Among the priority sectors that may avail of the SETUP assistance include: food processing; furniture and home furnishings; gifts, holiday decors and fashion accessories; marine and aquatic resources; horticulture; metals and engineering; information and communications technology; and halal In March, seven enterprises in General Santos City and Sultan Kudarat province were granted a total of P4.65 million from SETUP. UP Mindanao Archi program continues 100%-passing rate in board exam
DAVAO CITY- UP Mindanao BS Architecture program maintained its 100%-passing rate record in the latest Architect Licensure Examination with ten passers from among its graduates, in comparison to the national passing rate of 51%. The Professional Regulation

The exhibit, held at the SM-CDO Atrium on June 14, was led by Cagayan de Oro Hotel and Restaurant Association (COHARA) in partnership with the Department of Tourism (DOT) Region 10. COHARA Board of Director Eileen E. San Juan said Sinuglaw Festival is a city-wide event to drum-up the August fiesta celebration of the city and to prelude “Kumbira,” COHARA’s annual culinary show and competition. She said the festival aims to feature and highlight the local dish, Sinuglaw, in the member hotels and restaurants and at the same time promote its as a truly Kagay-anon dish to its guests, tourists and locals alike. “We realized that in tourism promotion, we must have a distinct product to promote and claim as our own,” she said. According to her, the term “Sinuglaw” is a combination of “sinugba” which means grill, and “kinilaw” which is cooking by soaking in vinegard or citric acid. “In Sinuglaw, the sinugba refers to the grilled pork belly sliced into bite-size pieces while kinilaw is the raw fish, popularly using malasugue or tanguigue, soaked in coconut vinegar with onions, ginger, salt, suwa, and tabon-tabon,” explained San Juan. “All these ingredients are mixed together...and we have Sinuglaw,”she added. She said the use of indigenous ingredients like suwa, a native lime, and tabon-tabon, a brown nut that 24
looks like a chico fruit, gives the distinctive feature of a Kagay-anon Sinuglaw. Meanwhile, the exhibit was highlighted by free demonstration on Sinuglaw preparation by Chef Isidro Sobriano of the VIP Hotel as well as food tasting of the different varieties of Sinuglaw prepared by 14 participating hotels and restaurants. UN agency official cites energy firm for community development efforts by Jerome R. Soldevilla
VILLANUEVA, Misamis Oriental – United Nations Industrial Development Organization (UNIDO) country representative to the Philippines Dr. Suresh Chandra Raj lauded energy-firm STEAG State Power Inc (SPI) for initiating various community development programs and projects that have contributed to the social and economic development of its host communities in Mindanao. Dr. Raj visited recently the 210 MW (net) Mindanao coal-fired power plant of STEAG State Power Inc. in Villanueva, Misamis Oriental to look into some of the region’s current best-practices on industry and community stakeholders collaboration. He cited SPI’s Corporate Social Responsibility (CSR) programs that address local concerns on education, health, sanitation, disastermanagement, local governance enhancement, and environmental conservation, and how the company has established strong partnerships with other stakeholders and local government entities. “I congratulate Steag for its good CSR programs and I am happy to see that such initiatives have gained fruition worthy of emulation and replication by other industries in the country,” Dr. Raj said. Over the years, SPI has worked closely with agencies of the local and national government, including private and civil society organizations in the region, in implementing various poverty-reduction programs and projects. More than PhP 5.8 million worth of public education improvement projects had been implemented so far in its host communities in Misamis Oriental. Moreover, SPI together with the German Development Agency DEG is also undertaking a P16.9 million LGU capability building project in six areas of Misamis Oriental including Cagayan de Oro City for povertyreduction planning and program implementation. A P31.97 million electrification 25
project is also underway for the energization of some 39 villages in Northern Mindanao. SPI is also undertaking a 1,200 hectare reforestation project in
Cagayan de Oro City and a 16.4 hectare mangrove rehabilitation and development in coastal areas of Misamis Oriental.
4ID leads Youth Leadership Summit by 4CMO/4ID
CAMP EVANGELISTA, Cagayan de Oro City - The 4th Civil-Military Operations “Kasaligan” Battalion, 4th Infantry “Diamond” Division in partnership with the Propelling Our Inherited Nation Through Our Youth (POINTY) opened the three-day live-in Youth Leadership Seminar (YLS) here in Camp Evangelista, Cagayan de Oro City on June 14. 60 youth-participants coming from different barangays of Cagayan de Oro and Misamis Oriental joined the youth seminar. In an opening ceremony, Lieutenant Colonel Leo Bongosia, 4ID Spokesman said this activity is for the youth to enhance their potentials as future leaders, become responsible citizens, and catalysts for peace and development. Government agency chiefs, NGOs and academe heads were invited as guest lecturers and subject-matter-experts. He added that enhancing our youths’ potentials and honing them for their roles as catalysts for peace and development is a big step in preparing them as good leaders 26
and productive members of our society. This seminar has three phases: the first day aims to revisit the current situation of the youth sector and its challenges, the second day shall promote the programs of the government and to distinguish the vital relationship between the government and the youth, and on the third day we shall be able to establish an ideal youth of the community. On June 14 as the world celebrated Blood Donors’ Day, Zamboanga City scored with a mass blood donation drive which was spearheaded by the Philippine Red Cross (PRC). Over a hundred eager potential donors came to the PRC compound to give blood. Vic Liozo, Red Cross Chapter Administrator was pleased by the turn-out. The volunteers were then screened for any traces of transmittable diseases such as hepatitis B and C, malaria, syphilis and HIV. More or less 80 persons were able to share their blood, including students, government and nongovernment workers, personnel from the military and police, and eager walk-in donors. Maritess Calonge, a firsttime donor and a college student from Western Mindanao State University said that she was initially apprehensive to donate blood since she was afraid of needles. But upon hearing of its benefits, and the pleasant feeling of being able to help those in need of blood was enough to motivate her. “It was not that painful,” she said, “just like a bite from a mosquito. You just feel a little disoriented afterwards, but after that, everything’s OK.” Meanwhile, Philippine Red Cross Governor and incumbent Zamboanga City Mayor Celso Lobregat cited the need for more eager blood donors. 28

In CBEOs, the government will hire a professional to assist the business and management of cooperatives and an agricultural extension technician to assist farmers in farm production technology. Reynaldo Manigos, ARCCESS point person in Zamboanga del Norte, said during an interview that this program was conceptualized in 2011 but it was only this year that the equipment and machineries were delivered. “The delivery of the needed equipment and machineries to the first batch of ARBOs was made only this year,” said Manigos. The CSFs include threshers, dryers, shellers, automatic planters, sprayers, coffee roasters, cassava granulators, tractors and hauling trucks. These CSFs will be granted based on the readiness of ARBOs to manage and optimize the use of the equipment, as well as the necessity of the equipment to the operation of each ARBO. “The role of DAR is to monitor the proper use of common service facilities while the operation of the business and cooperative rests on the farmers,” Mr. Manigos bared. 30

PAGADIAN CITY – Ms. Dishie Lauron, one of the participants in the recently concluded Local Government Operations Officer Training conducted by the Local Government Academy (LGA) in Koronadal City, was ranked 6th among her batch mates. Department of Interior and Local Government (DILG)-9 Regional Director Paisal O. Abutazil recognized Lauron’s feat in a recent regional conference, saying: “We salute you in putting the name of DILG-9 in the limelight from a year-long training of Local Government Operations Officers.” Lauron was among the 337 trainees from all over the country comprising the 47th batch that underwent one year training on local governance. DILG-9 awarded Lauron a Plaque of Recognition which was personally handed to her by Director Abutazil and Assistant Regional Director Pedro G. Cuevas Jr. “I really do not expect it. What I prayed is just to pass (the training) but it’s more than enough. I asked only for ‘pandesal’ (bread), but the Heavens gave me hamburger,” said Lauron with tears of joy in her eyes. Surigao City receives 3 water pumps from DA by Annette Villaces
