ANSWER

Welcome to the November issue of The Local Answer. We hope that as the dark nights and colder weather take over you will find plenty of good things in our magazine to look forward to in the coming weeks. Remember, remember the fifth of November! Guy Fawkes night may not be strictly celebrated on the fifth anymore, but our What’s On section has details of where you can see some great firework displays. Following the fireworks at Gloucester Docks, there’s an ‘after party’ at Café René on the 3rd November for grown ups. Burley Fields Farm near Cheltenham are giving away five free tickets for their display on the 10th November – see page 17 for details. Our cover star this month is Gloucester’s Aidan O’Donnell, alongside Magpie – a beautiful pony who lives and works at Cotswold Riding for The Disabled. Aidan’s life has been greatly enhanced by this fantastic charity who will benefit from fundraising at the three day Open Festival at Cheltenham Racecourse on 16th, 17th and 18th November. You can read all about Riding for The Disabled and the events at Cheltenham Racecourse on pages 22 and 23, plus there is a chance to win free tickets! If you need a fun night out, head over to Gloucester’s new venue, The Capital Venue, offering entertainment from professional snooker tours to comedy nights. Christmas is approaching, so be quick and book your party or meal now. Why not make your own decorations at Tewkesbury Heritage Centre, or try making your own Christmas Pudding – see page 7!

A winning combination – Aidan, Magpie and Cotswold RDA Our cover this month features Magpie, a very handsome 16-yearold pony who lives and works at Cotswold Riding for The Disabled. He doesn’t always look that smart – but he has been entering a few competitions lately and scrubs up really well! He is such a kind, patient and very responsive pony – just the type RDA need. Beside Magpie is Aidan O’Donnell one of many riders who ‘love him to bits’, well anyone who met him would! Aidan is 14 and lives with his parents, Nicky and Jeff, in Richmond Avenue, Gloucester, and has been riding at Cotswold RDA for 21⁄2 years. His disability is Asperger syndrome – a form of autism, which is a lifelong condition effecting how a person makes sense of the world, processes information and relates to other people. It is known as a ‘hidden disability’, meaning you can’t tell someone has the condition from their outward appearance. The three main areas of difficulty for sufferers are social communication, social interaction and social imagination. Characteristics vary from one individual to another and, as well as the three main areas of difficulty, people may also have a love of routines, special interests or sensory difficulties.

Try stopping him now! Aidan is home educated as he found school life too much to cope with. He feels very uncomfortable in crowds, doesn’t like changes to his routine and his sensory difficulty is noise – he hated the dining hall at school as it was too loud. His parents suggested to him that he might like to try horse riding. He didn’t want to initially, but agreed to give it a try in the knowledge that if he didn’t like it, he could stop. Well you try stopping him now! Nicky and Jeff can’t believe the

2012 were riders that came through RDA (and many of these people started for therapeutic reasons!). Perhaps 2016 will be Aidan’s year, but he and others will need all the help Cotswold RDA can provide through facilities, cost-effective training and support. In turn, this wonderful charity can only deliver to the level of funding it receives from generous public donations and financial assistance from businesses and other organisations.

Invaluable support

Aidan proudly presents his winning rosettes.

difference in Aidan’s behaviour since attending RDA. He has really come out of himself and now regards the volunteers as friends and will actually talk to them about things going on in his life. His parents said the support from the volunteers has been fantastic. Aidan, along with five other riders, entered the Midwest regional round of the ‘Countryside Challenge’. They came away with a 6th, 3rd, 2nd and amazing 1st from Aidan who was also joint winner of the trophy awarded for the rider with the highest points. Aidan went on to the Nationals held at Hartpury in July and came a magnificent 3rd! Nearly all of the British ParaEquestrian squad on the pathway to

Cheltenham Racecourse itself has provided invaluable support over many years, and continues to do so. Another concerned organisation – Countryside Alliance – is also paving the way for much needed funds to be raised for Cotswold RDA by sharing proceeds from its forthcoming event at Cheltenham Racecourse. The ‘Countryside Day’ on Friday, 16th November is the first of three great days of entertainment for the whole family – for more details see our ‘What’s On’ section. If you would like to get involved as a volunteer at Cotswold RDA or, maybe, to provide a donation to help with running costs or put towards more characters like Magpie, please contact the centre direct for more details: t 01242 584420 e cotswold.rda@btconnect.com w cotswoldrda.org.uk

Leader’s Life

Kings Square, Gloucester

with Councillor Paul James

Gloucester is on the up! Leader of Gloucester City Council

The news that the City Council has signed the Development Agreement for the Kings Quarter regeneration scheme with Stanhope plc has been widely welcomed. It sets out the legal basis on which we will work together to deliver the scheme, transforming the area around Kings Square and the bus station. It took a lot of work and negotiation so reaching agreement is a real step forward. There is a lot still to do – we need to give the public chance to comment, assemble the land needed for the scheme, take it through the planning process and, most urgently, sign up new retailers for the units it will create. The opening of B&M in the former M&S store in Southgate Street and the news that TK Maxx will be opening in their Northgate Street premises are two further boosts to the cityʼs retail economy, along with a number of other formerly empty units being filled. Our thoughts will soon turn to Christmas, with the Christmas Procession and lights switch-on taking place on Sunday 18th November and the Rotary Club of Gloucesterʼs Charity “Tree of Light” being switched on at 6pm on Thursday 6th December. Another piece of exciting news for Gloucester is the

announcement that we have made it onto the “long list” to host matches for the Rugby World Cup in 2015. In fact, Kingsholm is the only Premiership Rugby stadium to make it through to the long list of 17. The final 12 will be selected in the New Year. Over the last few years, the Council has been shrinking in size and we donʼt need as much office accommodation. We have come to an arrangement with Regus plc, a global serviced office provider, to lease three of the floors of our North Warehouse building at the Docks – which will save the Council money, give us an income and bring jobs to Gloucester. Work is due to start imminently on refurbishing the building. So itʼs been an action-packed few weeks and, despite a difficult climate, I believe Gloucester is on the up.

King’s Inspires Pupils For parents seeking to unlock their child’s potential, a visit to The King’s School, Gloucester, is a must. With around 520 girls and boys aged three to eighteen it is the leading Independent Day School in the area. Set within the Cathedral grounds it offers an inspiring setting and provides a special sense of identity and powerful community unlike any other. Increasingly families from across the county are sending their children to King’s where academic excellence, outstanding pastoral care and a unique ‘Keystones’ approach, seeking to identify and develop individual talent and personal qualities is offered. Monday to Friday a varied academic and extracurricular programme is presented with sports matches available at the weekend. The school’s twelve dedicated bus services enable access countywide. Headmaster Alistair Macnaughton is proud of the pupil’s achievements; high standards of behaviour, excellent academic results and a “can-do” approach to sport and extra-curricular activities. He says: “For all achievements and results, however, it is the feel of a school that is important. King’s cherishes and nurtures each and every individual both academically and in many other ways. Our sense of community provides an atmosphere of great happiness and fulfilment.”

Raising money – music to charity’s ears Cotswold Riding for the Disabled are extremely grateful to Countryside Alliance for sharing the proceeds of the ‘Countryside Day’ at Cheltenham Racecourse on Friday 16th November 2012. Funds raised will be used to continue the fabulous service the racecourse-based RDA centre provides for people with physical disabilities and/or have learning difficulties or special needs. Some of the cash raised will also be put towards developing the riding centre to deliver an improved facility for the future. One of the riders who benefits greatly from the work done at the school is 4-year-old Joshua Horsley from Tewkesbury who has spina bifida. He is pictured thanking one of his favourite ponies, Boris, for ‘letting him ride’, and with volunteers helping him to lead Boris over the poles. Joshua’s enjoyment is clear to see.

Adding to the entertainment The Cotswold RDA team are adding to the entertainment and fun at the Countryside Day by putting on a Musical Ride in the winners’ enclosure at 11.45am. Musical rides were introduced at the centre by new yard manager Debbie Powell in order to provide variety and development for both ponies and riders alike. It has proven to be extremely rewarding for those involved, with some of the riders and ponies entering – and winning – regional and national events. The ride will be performed to a piece of music used in the film Champions called ‘Hall of Fame’, and the services of numerous volunteers is necessary to ensure the safety of both riders and ponies – neither of whom are used to large crowds and noise. The four ponies being used – Magpie, ‘B’, Bilbo and Bobby – and their riders Victoria, Mandy, Felicity and Connor, would appreciate every bit of support you can give them on their big day. The ride will immediately follow a brief talk about Cotswold RDA by centre manager Mo Begg – combined the talk and ride will last about 20 minutes. A lunch has also been organised for the day to help raise money for the charity through auctions for those present, and a fabulous prize has been donated by Lauren Perrier – a complete range of bottles of Champagne – for which tickets are on sale now (contact details below) and will be throughout the day. If you would like further information about Cotswold RDA, please email cotswold.rda@btconnect.com, telephone 01242 584420 or visit cotswoldrda.org.uk.

The Thoroughbred Breeders Association stages the ever-popular National Hunt Stallion display on this day. The Countryside Alliance is kindly sharing this year’s proceeds with Cotswold Riding for the Disabled Association which is based at the racecourse. Last season’s victor was Great Endeavour, adding to the amazing record of his owner David Johnson, who has now won the race seven times. Trainer David Pipe was winning the race for the first time, adding to his father Martin’s eight victories and it was a third win for jockey Timmy Murphy. Don’t rule out another Pipe-trained winner this season too! There are five other highly competitive and valuable contests on one of the best Saturday cards of the entire season. Plenty of Irish horses and racegoers also make their way to Cheltenham for The Open, which only adds to the vibrant atmosphere.

THE OPEN SUNDAY

D i d y o u k n o w? Holborn Viaduct, London, where the A40 starts

HOMES & GARDENS

B. E. RUDMAN The A40 Trunk Road

All of us have, at some time, passed along part of the A40. Long before it was first given that name, the route was the old coaching road from London to Oxford – and beyond. Beloved by highwaymen, some of the lonelier stretches between Oxford and Cheltenham could only be travelled safely in daylight hours. The road starts in the City of London, crossing the old Fleet river at Holborn viaduct, passing along Oxford Street, past Marble Arch and joining the Westway before leaving London and snaking westwards towards Oxford. Bypassing the city it crosses the Cotswolds where its highest point – 820 feet above sea level – is at the old Puesdown Inn, before starting the long descent into Cheltenham. Passing directly through the town it nudges fashionable Montpellier before brushing “the doughnut” (GCHQ) and heading directly for Gloucester. Half way between the town and the city is Golden Valley Junction, built in the early 1970s. A three-stacked roundabout, Golden Valley is the busiest junction on the M5, which carries 118,000 vehicles per day. The A40 now skirts Gloucester via the by-pass to Ross and Monmouth where it passes through the Gibraltar Tunnels, constructed in the 1960s as part of the route to South Wales. Continuing through Abergavenny, Brecon and Carmarthen it then enters Pembrokeshire, arriving at its most westerly point in Haverfordwest before turning north to the coast and the port of Fishguard. In all it covers a distance of 256 miles, making it Britainʼs 7th longest road. The Local Answer

Propert y News Squatters in your Property! With the long drawn out recession and the ongoing economic crisis, the number of squatters are on the rise. Estimates state that 20-30,000 people are squatting, with a high proportion of these being in the London area. Any property can be at risk from squatters, whether it be a commercial or residential property. One of the surprising issues when it comes to someone occupying an empty or abandoned property they don’t own or rent, is that even if they enter the property without the owner’s permission, as long as they haven’t broken a lock or smashed a window to gain entry, they aren’t actually breaking the law! The reason this ’loop hole’ exists and where the phrase ‘squatters rights’ comes from was due to a change in the law back in 1977, which introduced Section 6 of the Criminal Law Act 1977 stopping landlords from using violence to evict tenants. Squatters have somewhat taken advantage of this clause and use it to remain in the property. Where squatters start to break the law, is when they visibly break in to the property, steal any of your goods or refuse to leave when asked. At this stage, the police can’t just ‘break’ into your home until you have proved to them that you are the rightful homeowner or tenant. At this stage and with this evidence the police should be able to act on your behalf and ensure the perpetrators are evicted. Ideally, to avoid this truly horrible situation you need to ensure that if you leave your home empty for a week or more, you take the same precautions as you would to avoid your home being burgled 1 Ensure you have good quality locks fitted to your windows and doors 2 Have a reliable company install a burglar alarm 3 Never leave your home accessible – even if you are just popping to the shops !

In t he G arden

I have taken a long hard look at my garden. It is like looking at your face in the mirror – you get so used to it that you don’t see all the wrinkles getting deeper and deeper. You just think that you look just the same as you did ten years ago, and what a shock when you catch sight of yourself accidentally and suddenly realise that you look just like your mother! Anyway to get back to the line of thought, I was under the happy delusion that my garden was pretty, and I know it is a tad wild, but surely it looks mysterious and interesting doesn’t it? Well now I’m not so sure and I am thinking that next year I am going to spend some money on renewing the paving so at least something looks crisp and new and then my crazy, crammed borders may look a little less anarchic. Watch this space! There are two schools of thought on tidying borders for winter: you can either leave the dying foliage and stems of perennials over winter to help insects survive, or alternatively you only leave the architecturally pleasing seedheads etc and get rid of the rest, as the slugs also like rotting foliage to spend their winter under. So what I suggest is that. if you get round to it. do tidy up and then sit back and feel smug – but if you don’t get round to it, tell yourself that you are trying to be ecologically sound and still sit back and feel smug! Prune blackcurrants now removing 2 or 3 of the oldest branches down to the base. You can take cuttings really easily from blackcurrant bushes by cutting some healthy 25cm long shoots which have formed this year (make a slanted cut at the bottom so you know which way up they go!) and simply sticking them in the ground – it really is that easy. Plant of the month is the Sedum Herbtsfreude or the Ice Plant which starts early in spring with the fat rosettes of succulent, lettuce-green leaves, topped with salmon-pink flower-heads in summer, maturing to pinkish-bronze then coppery-red in autumn. This versatile perennial is a perfect filler plant for a sunny, welldrained spot. A valuable late source of nectar for butterflies and bees, the dried flowerheads provide structure and colour in the winter garden and in November they still look interesting. As always if you fancy a change in your garden, be it just a replanted border or a complete garden design do contact me by mobile or email (details below), or visit my website. Make this year a special one for your garden.

Cloudy2Clear Windows – Service With A Smile! It’s been a crazy few months for Cloudy2Clear Windows. The company which specialises in repairing windows which are steamed up, broken or damaged by replacing the panes – not the frames has grown rapidly as homeowners take advantage of their services. Managing Director Paul Spiller feels that it’s all about service: “Our product is simple. If your double glazing is misted up we can replace the glass at a fraction of the cost of a new window, in any type of frame, and with a new 5 year guarantee. But it’s not just about saving people

money, although that obviously helps. “Many tradespeople have struggled since last year and I honestly feel that during the good times a minority perhaps didn’t focus on customer care as much as they should have done. We make sure we turn up when we say we will, do the job the customer requires and leave their house as clean as a whistle. I often get comments back from customers on how they really didn’t expect that sort of service which, in a way, is very sad for the service industry as a whole.” Cloudy2Clear service the Gloucester,

Cheltenham, Stroud & Tewkesbury areas and Paul is finding that his approach is a major factor in his success. “The truth is that it’s not just the personal satisfaction that I get from doing a good job but also it makes good business sense. I get a huge amount of business from friends and family of people I’ve done work for, which just goes to show how much a little bit of effort is appreciated.” So, if your windows are steamed up, broken or damaged give Paul a call for a free quotation on 0800 61 21 118.

Wills

Whether single, married or a parent, Wills are a key element in estate planning and, without one, you are unable to control what happens to your assets after death. You may leave your dependants with numerous problems, including an unmanageable tax burden; and yet the Law Society reports that two out of three people have not made a Will. Without a Will, the law will determine how your estate will be distributed, so your family, friends and favourite charities may not receive what they need or expect. We can help you to make the correct provisions and ensure that your wishes are carried out. Contact Dee & Griffin to ensure you get the professional help needed.

Pudsey will celebrate his 27th birthday later this month when the BBCʼs Children in Need extravaganza comes to our screens yet again. Itʼs amazing really that it has survived the test of time, particularly in the recent austere conditions. Thousands of people will donate millions of pounds, ranging from young childrenʼs pocket money to multi-millionairesʼ petty cash. It is, of course, a most worthwhile cause which by its very profile on national television, is able to attract significantly more donations than it would without the TV coverage. So what of the equally deserving causes that do not have the exposure enjoyed by Children in Need? They are finding money harder and harder to come by, especially as Local Authorities and Central Government cut back on their grant funding of local charities. More and more charities are becoming reliant on donations from individuals and businesses to fund the excellent work that they do, particularly in the local community. The Government tries hard to find tax breaks and other incentives to encourage us to give, and fortunately the Chancellor quickly withdrew his recent plan to restrict tax relief on larger donations. Money is tight for most of us, but as we head towards the season of goodwill, perhaps itʼs an appropriate time to remember that there are always people worse off than we are. Project Solace I do hope you are all well and the cold wet weather is not too bad for you, I am still waiting for lottery numbers to come through! Christmas will soon be upon us while the dark evenings have already arrived. Crime is fairly stable however we continue to Neil Smith have issues with thefts from Gloucester Inspector insecure motor vehicles. Bicycle theft has also begun to increase again across Gloucester city, with the last few months seeing a steady rise. Many of these bikes are worth hundreds if not thousands of pounds. Criminals are blatantly targeting ‘high value’ bicycles and we are carrying out operations to combat this. We have many areas across the city where you are all leaving your bicycles during the day and I urge you all to invest in some decent, robust security systems. There are numerous options available to you and yes, while some do cost upwards of hundred pounds, surely if your bike is worth thousands then this is a worthwhile outlay. I am in the process of early discussions with our partners within the local authority to see if we can identify a secured area within the city that would include forms of overt security and where bikes could be left at a minimal cost. I shall update you once this has been progressed. Another new initiative that is being piloted this month is an Anti Social Behaviour (ASB) mobile van patrol. This was launched on Friday October 26 to coincide with Halloween and will also be out and about in Gloucester on Friday November 2. It has been created by Project Solace in conjunction with Gloucester City Homes and our partners within the City Council. It will be resourced by our officers, housing officers, Environmental Health officers and officers from Project Solace. The aim is to patrol areas of Gloucester city that have issues with all types of ASB. Officers will be there to actively engage with offenders whether this be in the street or in their homes. Issues can be dealt with effectively by professionals with expertise within the ASB arena and possible outcomes could include the serving of warning notices on tenants in some properties. They could also include actively dealing with individuals who own their own premises if they are causing ASB in the communities they live. This is just another great example of partnership working within Gloucester city to ensure that people in our communities feel safe at work and at home.
