Reid said he is confused by McNabBraeside council’s stand, considering its members on the joint recreation committee appear to be amenable to coming to an agreement that satisfies both sides. “We’re make good progress,� he said, noting that the committee has gone to considerable effort to ensure the objectives of both municipalities are properly aligned. Arnprior council approved the committee’s recommended mission statement, goals and objectives a month ago, but McNab-Braeside council has yet to vote on it despite it being ready for its June 4 meeting. “It was supposed to go to their council, but we’ve heard nothing yet,� said Reid. It doesn’t make sense for the committee to move ahead if McNab council isn’t supporting the mission statement, he added. “We (committee) are trying to go along in good faith, but it’s disturbing that they (McNab-Braeside) seem to have a parallel agenda. But we’ll continue to meet and forge ahead and hopefully we can come out with something.�

Reid said it is also disturbing to hear that McNab-Braeside council is claiming that Arnprior hasn’t provided a list of recreation users. “They had the number of users (1,250) months ago ‌ every name, every address,â€? he said. “It was a binder full of names.â€? He explained the joint recreation gave the list to township representatives to go to its recreation committee. “We’ve given them all the (recreation program) financial information,â€? said Reid. “We’ve been an open book. We’re not hiding anything, good or bad.â€? Reid said the committee heard from Carleton Place CEO Paul Knowles at its last meeting about the town’s recreation deal with Beckwith township. Their assessment based agreement appears to be the best model to follow, he said. “That way there is no ambiguity.â€? The committee will continue meeting on the first and last Wednesdays of each month until a deal is struck or talks break down completely. McNab-Braeside’s recreation agreement with Arnprior runs out at the end of the year.

The approval would come with the conditions that a permanent asphalt plant not be allowed and that the setbacks to residential properties be boosted to 450 meters. That would dramatically reduce the amount of the property available for aggregate extraction. The motion still has to be voted on at council’s June 18 regular meeting, with its fate likely hinging on whether the township’s lawyer advises whether the modifications are defensible at an Ontario Municipal Board hearing that appears almost certain if the motion stays the way it is. Miller officials at the June 11 meeting would only say they would “assess� the situation. However, judging by their somber looks and past comments, they are obviously not happy with the turn of events. After Deputy Mayor and PAC chair Christine Blimkie urged council to not delay the long-running process any longer, Mayor Mary Campbell moved

the motion, which was seconded by Coun. Brad McIlquham. Coun. Bob Campbell, who said he “didn’t want to have anything to do with an asphalt plant,� also voted for the motion. Blimkie and Coun. Aldene Styles were opposed. The asphalt plant proposal was strongly criticized by neighbours of the quarry, who noted that a temporary plant caused them considerable grief because of noise, odour and traffic. They also expressed concern that it could pose a threat to the local aquifer. Blimkie warned that if a permanent asphalt plant isn’t allowed, Miller is likely to bring back the temporary plant. Mayor Campbell based the 450meter setback on comments made by a Ministry of Natural Resources official in a meeting with council June 3. He said that resident complaints about the Fallowfield pit stopped outside the 450-meter zone.
