EMC News – Residents living on McArthur Avenue and Laura and Napoleon streets piled into Carleton Place council chambers recently for a Planning and Protection Committee meeting, to protest the proposed construction of a 60-bed retirement home. In a written report to council, Lisa Young, director of planning and development, noted the municipality received a Class 3 Development Permit to retain the existing house and garage at 49 Laura St. and build a three-storey addition. “This behemoth of a building will seriously diminish the privacy and peace of where we live,� said Claudia Radmore, a resident of McArthur Avenue. “The proposed building will have about 12 balconies on the McArthur side,

with French doors leading to them – several high enough to overlook our front rooms.� “Our privacy can be invaded by anyone on these balconies, or anyone simply sitting in one of the upper living rooms,� she continued. Looking for a quiet neighbourhood in which to live, Radmore and her husband (Ted) found it at the top of the dead end street. Although she is retired, Radmore is an artist and writer. Her home is an office as well as a living space. “I spend most of my time at our residence,� she explained. Plans The existing structures will accommodate a dining room, sunroom, library, beauty salon, kitchen and medical offices. The addition will house the residences and the common sitting areas.

“The main entrance and vehicular access to the site will be from Laura Street,� revealed Young’s report. “The existing gravel driveway will be retained, but it will only be used for maintenance purposes and will not be for public parking.� “The gravel driveway, which is next to ours, and incidentally under my bedroom window, will be used for maintenance vehicles,� said Radmore. “In a building of this size, part of which is over 100 years old, maintenance can be a fairly constant occurrence.� Besides the extra traffic from the vehicles, she is concerned about the noise generated as trucks reverse to leave. “We all know this means a continual and annoying safety beeping,� said Radmore. Plant life bordering the

property will be kept and added vegetation will be positioned on the McArthur Avenue frontage. Eight trees on site at present will be kept and relocated along the edge of the northern property line. Outdoor sitting areas will be fashioned as well as pathways around the building linking to McArthur Avenue. “The plan calls for a recreational area behind the building – a further intrusion,� said Radmore. Access to McArthur Avenue from the recreational space has the potential for more people on the road, too. “The old building has a large verandah on the first floor,� noted Radmore. “The plans show a second will be added to the second floor. Of course, staff – as breathing, break and smoking spaces – will use these verandahs, which means more sound in-
