PATRON’S REPORT 2021 Another year, another crisis! When I wrote the Patron’s Report last year, we were 6 months into life with COVID19 – never thinking that we would have still been here a year later. Finally, a year later, there is light at the end of the tunnel - after fires, floods, a mouse plague and now an enduring global pandemic, we are hopefully starting to emerge back into “normal” life. As a community we have seen more than two years of stressful situations lead to worry, angst and sadly at times, aggression. The roller coaster of emotions has seen state against state, metro vs regional, postcodes vs postcodes and vaccinated vs unvaccinated. Social media has again fuelled the debate with radical voices and ranges of “truth” propagated by armchair experts. For decades to come we will be recalling the memories of 2019-21 to future generations. Throughout it all there has been huge positivity – people spending more time together, weekends uninterrupted by football season, home renovations, time to tend to gardens, family games nights, working from home and even home-schooling opportunities (although for some of us, not all of these have been so positive!). The pinnacle of positivity on the eve of “freedom” was the mighty Panthers winning the 2021 NRL Premiership – the suburbs around the base of the mountains were truly vibrant and we saw community spirit that was more likely an emotional release from the long lockdown we have all endured. Congratulations and thank you Panthers! Now that normal life is resuming, we all need to maintain and draw on these positivity’s. As we try to renew our balance in life, we should enjoy and appreciate the freedom but also continue to relish opportunities to spend time with those around us who make us who we are and have supported us over the last 2 years. Keep checking on the welfare of family, friends, neighbours, and colleagues, because everyone needs to continue to stay connected and feel part of a community. Thank you to the executive and all members for their continued patience and support of the Association despite the restrictions and limitations. Every member should be commended for their adaptations with technology and other ways that they stayed connected to each other. I am confident that community sport will again become consistent and engaging, with rugby league at the forefront. I look forward to welcoming everyone back to games, training and functions next season. Being part of the Association and reconnecting around the game that we love will help us all return to a good balance in our “new normal” lives. Please stay safe and continue to be nice to each other.

CHAIRMAN Members, I am pleased to present my report for Season 2021. After the disruption to the 2020 season due to COVID-19, we looked ahead with a positive attitude, surely everything would return to normal. Training commenced with high numbers, trials went ahead, and we were back on the field with thousands of players enjoying their football. After nine rounds, the decision to cancel community rugby league was made and our season came to an end. For the first time in more than 50 years, we had no grand finals. With all the doom and gloom about, we needed a lift, and it came from the Penrith Panthers. After the disappointment of losing the 2020 grand final, many experts predicted the Panthers couldn’t repeat their performances of 2020 and win the premiership. How wrong they were, the team did return smarter and wiser, some even said arrogant, but it didn’t matter. The Panthers played tough, they played injured, they played football the way it’s meant to be played and were rewarded with a premiership. Congratulations to Ivan Cleary, Matt Cameron, the players, and everyone associated with the Panthers on their wonderful achievement in 2021 and we look forward to many more in the years ahead. Everyone faced difficult issues in 2021 and to be able to work closely and cooperatively with our Junior League to achieve the best outcomes for our district was very pleasing. My thanks go to Nathan Marleitner and his team for their support and the generous grant provided to the Association. The Association also led the campaign to reduce the abuse of and threat to referees – “Back off and show us Respect”. This received excellent coverage in the media led by Nathan Taylor from the Western Weekender, in social media and other forums. The Junior League clubs also got behind us and we asked for and achieved significant changes to judiciary penalties that will be fully implemented in 2022. Member welfare remains a priority for the Association and became even more so with the pandemic. The Welfare Team again provided advice and support to our members in 2021 and we will offer the opportunity for appropriate professional training to the Welfare Team to further enhance their skills. The Association is privileged to have the support of our sponsors who continue make a significant contribution to the Association whether in cash or kind. 7 News our major sponsor, Panthers our Associate Sponsor, plus Nepean CrossFit and Thought Design are all wonderful organisations that allow the Board to make decisions to support our members. 7|Page


We have established great working relationships with our sponsors, and they are only a phone call away and always willing to help in any way possible. This is also reciprocated by the Association with a donation made to the 7 News Sick Children’s Appeal” this year. For more than 30 years, the Association has received a coaching and development grant from Panthers. These funds have allowed us to focus our resources on the recruitment, coaching and development of our referees with great success. I would like to again thank Dave O’Neill, Chairman of Panthers, Brian Fletcher, Panthers CEO, and Matt Cameron for their support of our Association. Grant Atkins has well and truly established himself as one of the leading NRL referees. Grant had a wonderful season reaching the 300-game milestone, standby referee in the State of Origin series and refereeing in the final series. He also excelled in the bunker during the season and undertook that role in the grand final. Congratulations to Tom Stindl on being awarded Life Membership. Tom has graduated from the junior ranks through to being a leading referee in our district and now the NSWRL graded ranks. Tom has also made a significant “financial” contribution to our Association in his role on the Board of Management. Once again, I extend my thanks to the Board of Management for their support and the work they do for the Association. 2021 was another challenging time for everyone and the Board worked together to ensure the safety and welfare of our members remains paramount in every decision we made. Cam Turner and Ben Robinson joined the Board and made significant contributions, not only in their portfolios but also across a range of issues. I was asked recently if there was one issue that we could change in 2022, what would it be. Without hesitation, my answer was the ability to conduct coaching classes locally at a time and venue that suits. Hopefully, this might just happen! In closing, I extend best wishes to all members and their families for a safe and happy Christmas and a prosperous new year. I look forward to seeing everyone at the Season Launch in 2022 when hopefully, normal service will resume.

DEPUTY CHAIRMAN It gives me great please to present the Deputy Chairman’s report for the 2021 Season. Although we have all had to endure another short footy season and a lockdown here in NSW, I would like thanks our members for their efforts both on and off the field. As sad as this is I believe that the Board has worked hard to foster a great culture and environment for our members that gives them opportunities to grow and continue to enjoy being part of the greatest game of all for 2022.

Congratulations to all the award winners for 2021 in particular Tom Stindl on receiving Life Membership for 2021. INDEPENDENT BOARD ADVISOR The continuing saga regarding COVID has continued and interrupted our 2021 Rugby League season. Thankfully, even though we had a reduced season, our Association have been able to offer our members the continued support both when they officiated and after the season was terminated as they deserved. The Referee’s Association Welfare scheme was utilised by members that were having difficulty in coming to terms with another shortened season. My thanks go to Eliescha and her hard-working and dedicated team for the assistance they continue to provide our members. Please remember, your Welfare team is available at any time to offer support to members and their families should the need arise. The Development Squad was once again cut short by COVID, however, Cam kept in touch with those in the Program throughout the season. In 2022, all of the NSWRL competitions hopefully, will be reintroduced and we will be able to continue with our Referee Development pathway for a full season and be able to follow the progress of our members to the highest level. My thanks go to my fellow Board members who have worked throughout the lockdown period to ensure we are prepared for the 2022 season. To our Sponsors who again this year have supported the Association for the past two years, thank you so much. Without your assistance, the Penrith District Referees Association would not be as successful as they are and we would not be able to satisfy our member’s needs over the course of the season. EXECUTIVE OFFICER Members, it is my great pleasure to present the 55th Annual Report and Financial Statements for the 2021 season. After the pandemic impacted our lives and our season in 2020, our return to normalcy was much anticipated with everyone eager to start the 2021 season. And so, the season begun! We kicked off with a great season launch and it was fantastic to see so many returning faces come along and catch up with each other. That same day we held our new referees’ course which was well attended, and our entire Board was so pleased to see so many first-year referees join us. The trials started and just like that April 10 had arrived, Round One! It was great to be back at footy – lots of excited footy players across our districts 24 clubs, smiles from ear to ear as the brand new Under 5 age group kicked off for the first time and tries were scored for the very first time. Mums and Dads cheering from the sideline and the smell of the familiar footy sausage sizzle wafting through the crowd. Sunday saw teams run out eyeing the opposition for the first time this season. Who is new to the side and who is going to score first? The smell of Deep Heat wafting around the grounds and at the end of the day the more mature player hobbling to their car, ice wrapped around their knee wondering why they thought it was a good idea to return to A Grade footy. And in every game across the entire weekend across every ground in our district was a referee returning for their first game of the season. Full of expectation, excitement with butterflies in their tummy hoping today’s game will be one of their best. As they walk into the centre ball in one hand, whistle in the other, they take their place in the centre, arm raised, and they sound the whistle for their first time this season…game time!! And then it stopped. We heard the news that we would be going into lockdown and the writing was on the wall. Season over. How resilient you have all had to be – again. I am so proud to have been the Executive Officer of this Association in 2021. Watching our referees conduct themselves every weekend in such a professional and excellent manner from our youngest members to our most experienced is always a pleasure. Thankyou for representing our Association the way you do. The NRL did get to go ahead which was great news for all of us as Rugby League fans and it was so wonderful and exciting to see Penrith Panthers win the 2021 Grand Final. What a fantastic boost for the Penrith community and of course for Penrith Junior League!

A highlight of the 2021 NRL Season was the Women in League Round – what a surprise to find out that the NRL referees would be wearing a special edition jersey with every female Rugby League referee in Australia’s name on it! Many of our referees ordered a replica of this special edition jersey and it was a lovely gesture from our Board to gift the jersey to those female referees who placed an order – thankyou. An Association of this calibre doesn’t just run on good luck and good fortune. We have some really wonderful and dedicated people who impress me endlessly. Penrith Junior League Board, thankyou for working with our Board in 2021 to achieve mutual goals for a successful season and to Nathan and Kylie in the Junior League office and Danielle from NSWRL thank you for everything you do to create such a positive and successful culture within the district. Layton , Paul and Stephen your role is a hard one – thankyou. To my colleagues who I sit with on this Board. I know I have said this before, but what a professional and driven group of people to work with who are so supportive and caring. Nothing is ever too much trouble, and your guidance is always so appreciated, Thankyou.

Personally, I want to thank my fiancé Jonno and my son Harry as well as my four stepchildren, Carter, Cade, Aria and Jonty. Our weekends involve me saying “hold a sec” on a regular basis as the phone starts ringing on Saturdays and Sundays to let me know of an incident that has occurred during a game. I wish I could say there was only one or two calls over the weekend but unfortunately, we did have a high number of incidents, and this did mean a lot of calls regardless of where I might have been or what I was doing. A big thankyou to them for being so patient mid-sentence, mid meal or midway through a game or movie knowing I would be taking the call and making some notes. And as a side note thank you to all of the referees who reported an incident to me - I am sorry you had to report that incident and let’s hope in 2022 they are few and far between.

DIRECTOR OF FINANCE Dear Members, I am very pleased to present the Director of Finance report for season 2021, my first as a member of the Board of Management with the Association. As an Association, we headed into season 2021 full of optimism and hope, anticipating that the year would largely be free from the interruptions and uncertainty that were persistent throughout a turbulent 2020. For the early part of the year, this appeared to be the case, until of course the junior league was abruptly put on hold, and then unfortunately cancelled mid-season. Another interrupted season has presented a range of challenges for all those involved with the Association, and the junior league more broadly. With that said, however, the 2021 Financial Statements demonstrate that we have been able to maintain a very strong financial position, and as a result, the events of the last two seasons have not posed a major threat to the ongoing financial stability of the Association. Thanks for our financial security is owed in no small part to our generous sponsors, including major sponsors 7 News and Panthers. The willingness of our sponsors to continue to extend their financial support throughout the year, while navigating significant challenges within their own businesses, has meant that we can keep an eye to the future and make investments in gear, training, and other initiatives for the benefit of our members. In addition, we continue to be incredibly fortunate to have the unwavering support of the Penrith Junior League and the NSW Rugby League, both in the form of financial support, to develop and promptly pay our members, as well as working with us to manage the range of on-and-off field challenges that appear throughout the course of a season. The financial safety afforded to the Association by its supporters has allowed us to turn our attention to the future and consider how the Association’s funds can best be directed to benefit our members. In season 2022, the Association will look to invest in our members in the form of new gear (to be heavily subsidised by the Association), more regular member payments throughout the season, reduced member levies and (hopefully) a few more social events to make up for some lost time! I would like to thank the members of the Board for their warm welcome when I took over the role, their ongoing support throughout the year, and their feedback and encouragement as I’ve learned the ropes.

Finally, to all our members who to me, first and foremost, are the mates that I catch up with at the footy fields each weekend, thanks for bearing with us through a couple of tricky seasons. I sincerely hope that next year we spend a whole lot more time on the field, rather than behind an email or a zoom call.

To all our new members who joined us in 2020 or 2021, I hope that you haven’t been deterred by one or two seasons of a disjointed introduction to refereeing, and we would love to see you return for season 2022, along with a bunch of new members, to discover the joy of refereeing and continue building the friendships that make it all worthwhile! DIRECTOR OF REFEREE DEVELOPMENT If 2020 was an unprecedented season, then 2021 was truly a season like no other. Once again, a season cut short by a pandemic but still a successful one, nonetheless. It all kicked off for our 2020/2021 Development Squad and me in late November. We hit the ground running with multiple training sessions that focussed on skill development and education as well as the traditional fun pre-season fitness activities. Former NSWRL High Performance Member Lyndsay Packer and NRL squad member Rickey McFarlane came on board to assist, and I cannot thank them enough for their commitment to the group and their willingness to be involved at such short notice. The group expanded shortly after Christmas with the addition of a train on squad. This introduced new members to the program as they trialled for a position within the group and with that came new enthusiasm and energy. Throughout the pre-season the squad experienced a variety of sessions including brain training under fatigue, Knapsack stairs, various field conditioning sessions and the dreaded trip to the swimming pool! In February the whole Association came together with the commencement of training, the Foundation One referee course and the season launch. In 2021 we recruited 19 keen new members who attended training on a consistent basis. You showed an amazing willingness to learn, and this will place you in a strong position as you progress into your second and subsequent seasons. Well done to all of our first-year referees on carrying a high workload in their initial season! Of course, it wasn’t just our first-year referees who had to deal with a high workload in 2021. Our other fantastic members did a great job in trying circumstances. You went out there and did many many games but also put your hand up to coach many of the members. Thank you for your hard work throughout the season. The development of our members as a whole would not have been possible without the work of our amazing Referee Coaches and Referee Development Panel members. Each week you went out to support our members regardless of their experience and provided them with exceptional and positive feedback. This was a big focus in 2021 and will continue to be into the future. There were many changes that were implemented this season, and this would not have been possible without the buy in from all of our members. We brought in electronic referee reports, we re-shaped training, invested in more communication gear to double our resource base

and we consistently met with our members out on the ground to assist us in shaping the direction and focus of training sessions. Another highlight of 2021 was of course our annual referee exchange. This season we sent two members out to Bathurst; Jayden Kastelan and Luke Mulligan to officiate for a weekend and two of Group 10’s members came out to our area. The only hiccup of the exchange was a miscommunication in relation to kick off time but that certainly ensured that Jayden and Luke did not miss kick off. The Board will continue to look at exchange opportunities in the coming seasons. Our referee club visits made a return this year as we looked to build a strong and positive relationship with the key stakeholders in the Penrith District Junior Rugby League. We were able to provide clubs with insights into what it is like to referee, the interpretations that we were following and answer any of their questions and concerns. Just like many of the ideas that came about in 2021 I hope that this one will stay around in 2022. Unfortunately, just as we were heading towards the final’s series the short lockdown of July turned into the short lockdown of July, August, September and October. Our season became the same as 2020. Shortened, but this time with no finals series. The shortened season allowed for the announcement of the 2021/2022 Development Squad to come earlier in the season. This year the squad expanded slightly as more of our members progressed up the ranks. Well done the below members who have been selected and accepted to take part in the program this pre-season. Finally, a massive thank you must go to the people who have supported me in this role this season. Thanks to Layton Bellamy, Paul Williamson, and Stephen Talbot for working hard in their co-ordinator roles throughout the season. Thank you, Dan Olford, our fantastic trainer, for doing a standout job as always. Nathan Mairleitner the General Manager of the Junior League, thank you for our weekly catch ups each Monday following the round of football. Gary Haines, for your guidance of a rookie in this role. The rest of the Board, for supporting all of my ideas. Finally, the members. As I have said throughout this report, without you going out and doing the hard yards, turning up to training and buying into the culture of the association, our short but successful 2021 would not have been possible. DIRECTOR OF MEMBER SERVICES It’s my pleasure to present the Director of Member Services report for 2021. 2021 kicked off for the association back in February with the season launch. Again, we had another great turn out to kick off the season. For the first time since being in the position I didn’t have a big handout of gear and I must say it was nice not to have such a chaotic time. The season started and we all got back into the swing of things again, with attendance at training being consistently high we wanted to reward those attending every week, with a BBQ. It was a shame the season was cut short, and we weren’t able to put more of these nights on through the remainder of the year. It also put a stop to a few things I had planned for later on in the year, hopefully I can put them together next year. With the season being cut short and the restrictions put in place it meant for a second year we may not have had a Life Members and Presentation Night. The Board was very determined on having a Presentation Night in 2021 providing the restrictions allowed. The hard work by the team at Panthers, will allow us to have the Presentation Night later in November. I look forward to seeing you all there to celebrate Luke Burton and Tom Stindl’s Life Membership as well as the efforts you all played this year. 2022 will see the Association with new gear. I got the ball rolling nice and early on this with the Board deciding to go with the team at JADE Sports (formerly Fi-Ta), we decided to align ourselves with the red, yellow, and green of the Panthers, moving away from the teal. I can’t wait for you all to see the rest of the gear and who knows, we may even be moving away from the purple. Big thanks must go to 7 News Sydney, Panthers and Nepean CrossFit for their ongoing support throughout the at times trying and testing past two years for us all. This commitment is appreciated by us all. A special mention to Layton Bellamy - you took on a great deal more this year than in previous years and your commitment remained the same and so for that, thank you. To the Board of Management, thank you all for the support you gave me and dedication you all put in, ensuring the Association has a successful season. DIRECTOR OF MEDIA & COMMUNICATIONS Members, it is with great pleasure I present the 2021 Director of Media & Communication report. Well, who would have thought after the 2020 season we would be here today with no final's series and only half a season. All we can hope for is a full 2022 season! This year saw the introduction of a Media and Marketing team, who I have enjoyed working closely with. The team consisted of Ethan Hawke, Hayden Raymond, Connor O’Neill and Adam Lucantonio. I thank all of you for your contributions this year. I have really enjoyed working with you and watching you all bring something unique and different to the team. Within a few minutes of a message requesting help, you completed the task. So, thank you! This year we tried to post more regularly & this has seen an increase in exposure on our website and social media accounts. The results from this year and a comparison to last year are below: • Website: 15,868 unique visits (71% decrease), 24,656 total visits (64% decrease) • Facebook: 532 likes to 618 likes (16% increase) • Instagram: 303 followers to 550 followers (81% increase) • Twitter: 392 followers to 379 (3% decrease) Our highest viewed social media post was from our Put Up Your Hand campaign, with Nathan Cleary and Isaah Yeo asking for people to come forward in 2021. This post reached 13,260 people on our Facebook page alone! I cannot go any further without thanking our great sponsors Panthers and their Media & Marketing team. They have assisted me more than one could ever ask for in the last 18 months. They have helped with content and for a place for me to go to whenever I needed help. Since moving into this role, a core goal of mine has been to establish an Association mobile application. Although it looks quite different to what I set out to accomplish, I am pleased to advise we are into the final testing phase. We will be hopefully ready to launch to the whole Association at the Season Launch in 2022. This is one of the few exciting things I am looking to implement in 2022. Finally thank you to my fellow Board of Management members. This year our Association faced many challenges for the second year in a row, it wasn’t the easiest at times. However, we have made it again, let's hope we do not have to face another Covid ravaged season. Thank you to everyone else who has assisted me in the 2021 season. None more so than my fiancé Jenna, you are there for me through my successes and more importantly through the tough times. You sacrifice a lot and our world like most can revolve around footy at times. I hope you all have a great extended off season (which feels like it has been going on forever already), I also hope you and your families have a safe and happy holiday season. NRL SQUAD Following the heavily impacted 2020 season, the beginning of the 2021 Telstra premiership looked promising. The season opener was played at AAMI Park and things looked on the up and up. Crowds were back, travel to and from games resumed as normal albeit off a shortened pre-season and the opportunity for part time officials was made available. The 2021 season also saw the introduction of several changes to how the game was to be officiated. This included ten metre infringements being actioned through a set restart of the tackle count, the Bunker reviewing tries that were awarded live in the background and a harder stance on foul play. All of which drew discussion as they always do. The change that appeared most effective was the tweaked to the Bunker referral system with 1613 tries being awarded and confirmed by the Bunker and only 359 Bunker referrals as a result. With a season as long as it was, there was 56,128 play the balls adjudicated, 1619 penalties given, 115 sin bins, 7 send offs, 315 Captains Challenges and 12,060 contested decisions. Taking all of this into account, the level of decision making was again pretty good in context. With limited opportunities in 2020 as a result of the Covid Bubble placed on the competition, 2021 saw Rickey MacFarlane and Mark Bohan given chances back in the NRL. These opportunities were limited once again as a consequence of an outbreak in Sydney. Changes to the State of Origin series from Game One signalled what was to be a very disrupted season. Grant Atkins was appointed as the Standby Referee for all three games and was thrown in the deep end for his first game the Senior Review Official for the Women’s State of Origin on the Sunshine Coast as the Sydney officials were unable to fly to the remote venue because of border closures. The flight to the Gold Coast for the third Origin game proved to be the last plane out of Sydney for the fulltime officials who then spent the remainder of the season in Queensland. For some in excess of 80 days. The first 2 weeks in Brisbane saw the referees confined to their rooms and a dining room for allocated mealtimes. Scheduled training was under time constraints and entering and exiting games was done with military precision. This was in place not only for the first 2 weeks but then again, a week after following a Brisbane outbreak. Daily Covid tests became the norm.

The rescheduling of the draw saw games postponed and even to the point where officials were about to step onboard a plane to Rockhampton only to be told to get on the bus. The game was off. This continued for a number of weeks and regional venues such as Mackay and Rockhampton became regular venues for premiership games. As a result, the mobile bunker game into force with many opportunities arising for the remote games. Round 20 saw Ben Cummins become the first referee in Australia to surpass 400 premiership games when he officiated the Tigers and Warriors at Suncorp Stadium. The following week saw a return to no crowds and Grant Atkins officiated his 200 th game as a referee as well as surpassing 300 on field games in round 19. The final round saw Matt Cecchin retire as one of the most decorated referees of all time. Matt finished with in excess of 500 career games, spanning back to an in goal judge for the Western Reds in 1995. His career saw him referee and touch judge Grand Finals, referee and touch judge State of Origins and Referee a number of test matches. A career that may never be seen again. He retired one of the most respected referees in history and more importantly a great man to have worked with. As the season went on, the games naturally became more important and the top eight was only decided in the final round. Grant Atkins was appointed as the referee to the first semifinal game of the series between Melbourne and Manly as well as the Senior Review Official for the elimination match between Parramatta and Newcastle. Grant was then appointed to games in week 2 and 3 of the finals series as the Senior Review Official. Following this, Grant was appointed to the role of Senior Review Official for the Grand Final between The Penrith Panthers and the South Sydney Rabbitohs. After such a disrupted season, it is hoped that the game we all love takes a more familiar form for the 2022 season.

NSWRLRA DELEGATE The 113th AGM for the NSWRLRA was held on Tuesday the 30th of March 2021, at Canterbury Leagues Club starting at 7.00pm. Approximately 25 people attended plus 16 attended on Skype, 4 out 5 board members were in attendance. There was 1 minute silence for the 10 people that have passed away in the last 12 months, one was Penrith’s Tony Butler #759 The board asked members through a motion that the same board kept in place, due to the situation regarding the merger between them and Country RLRA, this was accepted by the members. An update on the merger between Country Referees and NSWRLRA was discussed and is still on going. Life Members Paul Simpkins #824 and Matt Hewitt #728 were presented with their certificates. Newly Graded Members Jack Bird #1024 and Robert Morey #1025 were presented with their certificates. The meeting closed at approximately 8.00pm. On the 30th of April, Mr Greg McCallum the E.O. has stepped down. On the 7th of July the Chairman Mr Peter Filmer resigned, to make way for a restructure of the board and a “Independent Chairman”. NSWRL HIGH PERFORMANCE SQUAD 2021 was once again a challenging season for all, including the NSWRL Referees High Performance Squad. With the NRL entering the season under the one referee model, a reduced pathway for officials in the squad was present. This saw the return of highly experienced match officials to the NSWRL Squad including Penrith’s own Rickey McFarlane and Mark Bohan. The pre-season kicked off in late November due to the impact of COVID on the previous season and the extension that came with this. At this point in time the Penrith District Rugby League Referees Association was represented by several squad members: Tom Stindl, Dillan Wells, Mark Bohan, Rickey McFarlane, John Woods, Tim Hannon and Cameron Turner. A shortened pre-season did not necessarily mean an easier pre-season and the squad was pushed physically and mentally in the lead up to the 2021 season. Round One came around quite quickly with match officials from Penrith appointed across all grades. As we progressed through the various rounds, debuts came for a couple of our members; Cameron Turner debuted as a referee in the Ron Massey Cup and Curtis Robinson was given an opportunity from the NSWRL Metropolitan Development Squad to debut as a touch judge in the Jersey Flegg Cup. Once again COVID came around and as quickly as the season had started it was all over. The season was paused indefinitely at all levels except for the NRL. Squad members continued to train, holding onto hope that we would return but this time it wasn’t to be. The games did not return, the season was abandoned and with that it was back to preparing for another pre-season. In 2022 we can only hope for a season that is not disrupted

JUNIOR REPRESENTATIVE SQUAD The 2021 preseason was full of promise, with returning members Mitchell Robinson, Curtis Robinson, Jayden Kastelan, Brodie Rushby, Reece Sammut, Nick Freund and Tom Williamson looked forward to staking their claim. They were joined in the train on squad by fellow member Mitch Lothian. This season saw most of the coaches return as well as the new Coach Penrith's own Dan Olford. With Dan becoming our new trainer it meant we spent most of the preseason at Penrith Stadium and Nepean Crossfit, which us Penrith boys were very happy about. Once preseason had concluded and all referees had done their best to stake their claim to try and start as high as they possibly could, the time had come for the first set of appointments. Round 1 saw Mitch Lothian debut on the touch line of Tarsha Gale Cup. Whilst all other members picked up where they left off with Jayden on the SG ball line, Nick on the Harold Matthews line, Reece in the middle of Tarsha Gale Cup and both Robinson brothers in the middle of Harold Matthews Cup. The Junior Reps season of 2021 was very up and down; it saw our members moving up and down the grades every week. This season saw heartbreak for some of our members with Brodie Rushby, Nick Freund and Tom Williamson being injured for most of the season. However, this season we saw Jayden Kastelan’s hard work pay off with being appointed to the Grand Final of Tarsha Gale Cup as an in-goal touch judge. This season also saw some of our members have success in other competitions. Curtis Robinson made his Jersey Flegg debut on the touchline in Round 6 and Mitch Lothian made his Harvey Norman Women’s Premiership debut on the touch line. Overall, this year was full of ups and downs. In all there were impressive performances and big steps made by both our rookies and our more experienced members of the squad. We are looking forward to watching those achievements become even bigger next year.

SATURDAY COORDINATOR It gives me great pleasure to present this year’s Saturday Coordinators report. Midway through the season an opportunity came up to take on the role of Saturday Coordinator. I did have a goal of mentoring the 1st year referees, also giving chance to referees sharing different age groups. Unfortunately, the season was cut short due to covid-19. I wanted to say a huge thanks to the Board of Management for the opportunity as I enjoyed the role. Also, Cam Turner (Director of Referee Development) and Layton Bellamy for their assistance with me being new to the role. And lastly, I’d like to thank my partner Jess, who encouraged me to take the role when offered. Always supportive of me by coming to watch any games I referee. I hope everyone has a good off season and takes the chance to relax and get ready for the 2022 season.

SUNDAY COORDINATOR Dear Members, It gives me great pleasure to present the Sunday Coordinator’s Report for Season 2021. I would firstly like to thank all the members within the Association for their patience with me as I learned the ropes as the Sunday Coordinator. I would like to take this opportunity to thank every member that officiated on Sunday, even those who may have only officiated in one game during the season. Your efforts and commitments made a difference and without members helping, we would not have been able to cover all the matches during the season. Whilst this season was unfortunately cut short due to the pandemic, we can’t forget some of the great work that happened this season we saw a few referees make their Sunday debut in James Fitzgerald and Will Flint. We also saw Mitchell Lothian make his A Grade Debut. Credit to these members for their patience, attitude, and commitment both on and off field. I would like to thank all the members who spent their own time out assessing the members throughout the season, without your dedication and commitment the job would be much harder. Special thanks to John Jordan and Casey Wouters who spent most weekends away from their families. A special thankyou to the members who were last minute helpers with late night appointment changes or early morning changes. A special thank you to also Cam and Gary for their ongoing help when needed. Finally, a small thankyou to Mitch, Josh, and Katina for their chats. A massive thanks to all members who offered to do extra games when we were really struggling for numbers on certain weekends it really did help. “The most important game of rugby league you will ever referee is the one you are just about to start. ASSOCIATION TRAINER Well done to one and all for what was a tough season 2021. We were obviously affected by yet another COVID-19 lockdown that put a stop to the season. That being said, up to the point of lockdown, participation at training was fantastic. For some training started way back in late 2020 with the development squad kicking off last November. We then hit the ground running (literally) in early 2021 as we found ourselves in a new training location at Doug Rennie. Given we were initially without a proper field with markings, the attitude by the whole group was fantastic. From brand new referees to season veterans everyone joined in and did their best. We eventually moved onto the main field; this further lifted the spirits before the season was cut short. It was fantastic to see a noticeable positive shift in attitude toward training this year and the result of which was evident in the on-field performances. With Cam taking over the reins as coordinator we were able to take our skill work at training to another level. Before the season finished, we were able to get in a few sessions at Nepean CrossFit. This gave our referees the chance to train in a different setting. Our indoor training consisted of body weight exercises, rowing, biking, skiing, running and more. At times we even tested rules knowledge and decision making under fatigue. Mixing on field conditioning, skills and indoor fitness and decision making under fatigue is integral in preparing our referees and it’s something. We can’t wait to build on this in season 2022. I thank everyone for their participation at training throughout the year. Stay fit for season 2022 (it’s easier to maintain your fitness over the off season then it is to let it go and try to get it back in a week before Round 1).

WELFARE COMMITTEE 2021 another unprecedented year, the good, the bad, the ugly and the COVID! Lockdown reared its ugly head again and our season was shutdown. But let’s end 2021 by remembering what we are grateful for - connecting with each other at training games and for our new referees it may be making new lifelong friends and learning new skills. Our Welfare Team this year was bigger than it has been, and we had some great projects we wanted to pilot later in the season. We didn’t quite get there due to the early end but the plus from that is we have had more time to really fine tune these and I am really excited to roll out these initiatives in 2022. Every single one of our members is important to us so as we move into our fourth year of our Welfare Team, we will ensure we are connected with all of you. Thankyou to the members of our Board for always being so supportive of the Welfare Committee and its initiatives. Thankyou to Kevin Kingston, Wellbeing Officer at Penrith Panthers for his time and insights – very much appreciated. Joining me on the committee for 2021 were Ian Robinson, Lyndsay Packer, Reece Nuttall, Josh O’Neill, Amy Camilleri, Scott Castle, Sherelle Moss. Thankyou to each of you. A very special thankyou to Lyndsay who has been such a great mentor and confidant for many of our referees, in particular our younger members. LIFE MEMBERSHIP The Life Membership Committee (Luke Burton, Russell Tuner and Rohan Best) reviewed the list of members eligible for Life Membership of the Penrith District Rugby League Referees Association in the 2022 season. The Committee initially shortlisted several members for consideration and discussions were held around those members. As part of this process, a full and methodical review of relevant annual reports was carried out to ensure the accuracy of each member’s record of service and meeting attendance. This included attributing the appropriate number of Life Membership points to each member in accordance with their respective record of service. Following all discussions and considerations, the Life Membership Committee endorsed the following member for Life Membership in 2022. SARAH FORD – 21 YEARS OF SERVICE – 270 STATUS CREDITS

Sarah joined the Penrith District Rugby League Referees Association in the year 2000 and has remained a financial member since. Sarah served on the Social Committee between 2006 and 2009, and again from 2011 to 2014. In 2008 Sarah served on the Board of Management and the following year she was elected Vice President of the Association, also serving as the Social Secretary. In season 2010, she was the Assistant Director of Finance and Sponsorship. From 2011 until 2014, Sarah served as the Association’s Executive Officer. She was a patron to the Junior Branch of the Association in 2013. Through her role on the Advisory Panel (also referred to as Referee Development Officer), Sarah has coached and mentored junior members, serving on that panel from 2010 to 2014, and again in 2016, 2018 and 2020. She was a Welfare Officer in 2018 and was elected as a Judiciary Representative for the 2021 season. Sarah has twice been a recipient of one of the Association’s most prestigious awards, receiving the Jack Harris Senior Merit Award in both 2008 and 2009. She is one of only a handful of members to receive this award on two occasions, and the only person to receive it in consecutive years. Sarah continues to take an active role in the Association, both through officiating herself and providing guidance to junior members. In recent years, she has also been an enthusiastic contributor to local mini-mod gala days. Between 2000 and 2020, Sarah has attended 61.35% of Association meetings held.

PENRITH JUNIOR LEAGUE We’ve been through the ‘hurricane’ and thankfully, emerged from the end, completely stable and in one piece. Some things may be different, and some things may never return in the same way, but Penrith and Districts Junior Rugby League Club and our 24 Stakeholders still exist after two very difficult years and I would like to thank everyone who, in some big or small way, has helped with that process. It is important to acknowledge a number of crucial and significant contributions, particularly our 24 clubs who allowed and trusted the District to provide guidance and communication to drive all members out of the pandemic. The NSWRL who provided grants and helped our members and participants see and play as much Rugby League on the field as possible before the pandemic intervention and most important of all, volunteers, and staff without pay continued to work behind the scenes to keep the district and the clubs afloat and locate themselves in a strong position to start the 2022 season. It is also important to take this time to thank our departing Club Executives for their unprecedented contribution over the past 2 years, I wish every one of them the best of luck going forward in the knowledge that they will always be a part of the Panthers Juniors Community. Our sincere thanks to all those who partnered with our district to provide our members and participants with Inaugural Panther experiences and ones they will never forget. Like any good team, our achievements are the result of everyone delivering on their commitment and we are appreciative of your dedication and support to our district. Although our season was interrupted mid-year, the execution and delivery of guidance, structures, and performance, both on and off the field of Dave O’Neil, Brian Fletcher and senior club directors was flawless. Our NRL department and playing squad lead by Matt Cameron, Ivan Cleary, and Ben Harden, paved the way for the trust and confidence in our district’s competitions and events through their results. These contributions allowed our office staff, Ian Robinson, and the instrumental Board of Management to prepare and execute our season with record numbers of male and female participants, the highest ever recorded in Junior League history, 8800. Arguably, the most critical component of our season was the support of the Penrith Referee’s association members for returning in the season 2021 season, where a full season of remuneration due to the pandemic was not guaranteed in 2021 and after suffering significant

financial personal loss in 2020, on behalf of our members, we are very grateful for your service. The 2021 season launched 3 significant events that engaged the community on 3 major areas of focus, fairness and equality, education, and enjoyment. • • •

Creation of the under 5’s competition and Superhero Round Creation of the Positive Culture Conference EDEN – Presentation night at Chairman’s Lounge

In addition to the increase in participants and enjoyment of our new competition and gala round, the reduction in tribunal matters were a significant success in 2021. It’s imperative we as a district continue to support safety and standards of behaviour, both on and off the field. Our presentation night format and recognition received overwhelming support and Congratulations to our award winners, Clubs of the Year and Life Member Inductees, it was great to see so many members for the limited number we could invite, rekindle old relationships and share memories for the ages. We Look forward to another strong year of events and experiences in the new year. From our NRL Game Development team and the NSWRL in the Community programs, we are grateful for your contribution to the game of Rugby League and the District. Blake South and Danielle Kopp, your work is unprecedented and during the shutdown period, the effort and continuation to ensure courses were booked for the new year and individual members (over 5000 volunteers) who have been communicated with to renew their accreditation for the safety and welfare of our Districts members and children, is exceptional. To your team of David, Darien, Letisha and Dean, a heartfelt thank you. 2021 continued as a year of challenges, education and growth for all members involved at Panthers Juniors and along with a new foundation set for behaviour and expectation standards that delivered excellent results, we as a group need to keep evolving within the new era of Panther Junior Football and decision was made to launch the 2022 season with high distinction with the announcement of the Don Feltis Cup, Barry Nicol Shield and Jan Cameron Trophy. To end our year with a significant addition to our Sunday Rugby League Competitions, it was the inspiration everyone needed for 2022 and pull on the club shirt, pick up the tongues and set up the fields for a new season in hope of a full recovery. As we close the door on season 55, congratulations to all, we made it! To all, I wish you safe and fun summer and anticipate your return to the place to play.
