Message to the People... Every year on July 18— the day Nelson Mandela was born — the UN joins a call by the Nelson Mandela Foundation to devote 67 minutes of time to helping others, as a way to mark Nelson Mandela International Day.

For 67 years Nelson Mandela devoted his life to the service of humanity — as a human rights lawyer, a prisoner of conscience, an international peacemaker and the first democratically elected president of a free South Africa. How the Day came about

ST. LUKE "COMMUNITY" UNITED METHODIST CHURCH 5710 E. R. L. THORNTON FWY, DALLAS, TEXAS 75223 RSVP: 972-224-6795

In November 2009, the UN General Assembly declared 18 July "Nelson Mandela International Day" in recognition of the former South African President’s contribution to the culture of peace and freedom. The Honorable Helen Giddings, Texas State Representative (D-Dallas) and South Africa Honorary Consul to Texas is hosting the second annual Nelson Mandela International Day program, Friday, July 18, 2014, 6p.m. following a 5:30p reception, at St. Luke “Community” United Methodist Church. If this year’s program is anything like the previous one, Dallas will honor President Mandela, who died on December 5, 2013, in a big way. Sponsored by Time Warner, the City of Dallas, Multiplex, Inc., and Atty. DeMetris Sampson, the program emphasizes the courageous life of an international hero. In addition to attending the program, the invitation to

volunteer is just as important. Sixty-seven minutes is not a significant amount of time. We’re taking about an hour and seven minutes, in memory of a man whose contributions, to make this world a better place, are legendary. There are nursing homes that would love to have readers to spend time with residents, many who don’t have loved ones or family members to visit. There are food pantries that could use some volunteers to bring supplies and also help with stocking and cataloguing items.

Rita White 18

What about volunteering at a YMCA orYWCA? There are also girls and boys clubs and community centers where if you give 67 minutes one day, you might find that you like doing something for someone else. Who knows, the 67minutes could turn into a lifetime of service. I could think of so many other areas where volunteers are needed and not just on this day. You can also make a contribution to the Nelson Mandela Foundation which is building the Nelson Mandela Children’s Hospital Please go to www.saembassy.org.

After all, we’ve been given life, so let’s do something and use our lives to benefit others; something Rep. Giddings, and those working to celebrate President Mandela’s life, know all too well. Can I be Frank? Quit Playin’ By Vincent Hall

Okay you know me as Vincent, as a writer, as a loudmouth. But can I be Frank? Frank is my pseudo; the name I use when I want to be transparent and blatantly honest. So let me be frank about my observances as it relates to the children who are stranded on our border. And stranded is a nice way to put it. First and foremost, I am glad that the President of the United States, Barack Hussein Obama came to Dallas and left of his free will, without scars or injury. You can play dumb, but there isn't anyone who sees a president in Dallas that does not get nervous. The mean spirit that consumed the life of John F. Kennedy is alive and well in Dallas. The mere fact that the POTUS met with Rick Perry to begin his tour of duty in Dallas was in itself scary. In my mind there is no one more diabolical, sinister, or oxymoronical in persona than “Slick” Rick Perry. He is

an enigma in constant search of an emergency. Yeah go figure that out. Dallas County Judge Clay Jenkins and County Commissioner John Wiley Price among others had been at work to establish a safe haven for children to be processed. You know kinda like you go to jail and before they put you in a cell, they get your name rank and serial number. In this case though these jailed suspects were much too young to speak for themselves, much too young to have been sent to a hostile America.-- an America built by immigrants that now prides itself as the supreme adversary of immigration. Faith leaders like Dr. Frederick Douglas Haynes III and the Texas Baptist men had already been forging details and committing their care and

concern to these children. The Texas Baptist Men is one of the premier social justice organizations in the country; bar none. This group of White brothers put it down and race has never been a factor. If you go down to what Black Dallas calls the “Bottom” near downtown you can see their work adjacent to the Golden Gate Baptist Church. The Texas Baptist Men built an edifice for this community that is a refuge for people with addictions. But to put it frankly I was really taken aback by the attitudes of African-Americans in this community. The sentiments ranged from incoherent indifference to dramatic defiance. I had to ask myself: “Frank, how can African-Americans who have been the pillar and caretaker for all of

America's children be upset? How can the people whose citizenship continues to be questioned after 400 years not have empathy? How Frank, could black people who go to church every Sunday and sit on their Blessed Assurance, forego this opportunity to flesh out their faith? How do you say “no” to little children, especially when up to 40% of them have been abused sexually or otherwise? Frank is confused!!! All I could hear was “they need to send them back; we don't got no money for them, why would the POTUS spend $3.7 billion doing that?” Coming from the same people who never ask why we spend hundreds of billions of dollars on war machine overkill or rebates to rich corporations and individuals. I'm being frank and I'm being honest. I am neither surprised nor dismayed by the usual suspects placing barriers to the liberation and social advancement of common and poor people. But when common and poor people take the reins of discrimination and discord against compassion and justice… I get a little unnerved. I guess the Frederick Douglas quote was true; “The oppressed soon take on the ways of the oppressor.” And frankly I am saddened by it.

Vincent Hall is an award-winning columnist and author.

A Big Opportunity to Fix a Big Problem From the President's Desk By Marc Morial Marc Morial is the President/CEO of the National Urban

“In Fiscal Year 2013, the City procured $16.5 billion worth of goods and services and only $439 million went to Minority and Women-owned business enterprises – a mere 2.7 percent. That’s simply unacceptable.” Michael Nitzky, director of communications for New York City Comptroller Scott Stringer Most discussions of economic inequality focus on the need for more equity in employment and income. There is no doubt that expanding job opportunities and providing living wages for workers in communities of color are essential to closing the great divide between the vastly affluent and the rest of us. But even more troubling is the huge wealth gap, invariably linked to glaring disparities in homeownership and entrepreneurship that continue to break down along color and gender PAGE 4

!

lines. The National Urban League’s 2014 State of Black America Equality Index™ found that Black households have just $6 in wealth for every $100 in wealth of white households – or a median wealth of $6,314 vs. $110,500. The Obama Administration, leaders across the nation and globe and a number of progressive mayors across the country – including New York City Mayor Bill de Blasio – have identified the need to close that gap. A key part of the solution is increasing the number and worth of government contracts available to minority and women-owned business enterprises (M/WBE). As Mayor de Blasio is learning, while not an easy task, he has a substantial opportunity to fix a big problem and put forth a scalable model for how New York City can and should engage with M/WBE. Mayor de Blasio took office in January 2014 determined to “leave no New Yorker behind.” But a recent article by freelance journalist John Surico concludes that “the contracts between the city’s bureaucracy and its businesses do not reflect a commitment to diversity.” Surico adds, “For thousands of companies in New York City, obtaining a city contract is one of the most important financial benefits of civil government. Last year alone, roughly 40,500

transactions between the public and private sectors translated into this $16.5 billion in revenue for vendors.” While M/WBE firms comprised 7 percent of New York City’s vendors and were awarded 23 percent of the City’s suband-prime contracts in 2013, they only received $439 million, or 2.7 percent, of total contract dollars. Despite the existence of the federal Minority Business Development Agency (MBDA) and dedicated minority business development offices in New York and most major cities, this disparity is echoed throughout the country. Reasons for this include cumbersome and complicated contracting rules and the often prohibitively high cost of navigating the procurement process. Unfortunately, too many minority and women-owned businesses also still find it difficult to secure critical bank loans. Everyone agrees that small and minority-owned businesses are essential to America’s economic recovery, but not everyone has stepped up to give them the support they need to succeed. That is why the National Urban League has made entrepreneurship support, tax credits and small business financing a key part of “Jobs Rebuild America,” our $100 million partnership across the public, private and nonprofit sectors to improve outcomes for job !

seekers, vulnerable youth and entrepreneurs in hard-pressed urban communities. We were also pleased that last year, the Congressional Black Caucus Foundation invested $5 million in five Black-owned banks across the country both to support the dwindling number of Black banks and to strengthen the ability of these financial institutions to make loans to neighborhood businesses. We also applaud measures taken by the Obama Administration, including the current effort by the MBDA to bring more minority businesses into high growth industries such as green technology and clean energy. Mayor de Blasio has pledged to increase New York City’s usage of minority businesses from three percent to 10 percent. He shares our understanding of the importance of minority and women-owned businesses to revitalizing struggling urban communities, closing the wealth gap and improving the American economy. But none of us can do this alone and good intentions are not enough. Washington, local governments, big banks and major corporations across cities and the nation must do more to remove barriers and erect stronger incentives to unleash the entrepreneurial potential of minority and women-owned businesses. !

The Pursuit of Freedom By Congresswoman Eddie Bernice Johnson On July 4th, 1776, in the Declaration of Independence, one of the greatest pieces of historical literature, thirteen colonies proclaimed themselves free from British governance and declared at the Continental Congress that citizens of the newly formed states had fundamental rights that could not be abridged by any foreign power. The writers of the manifesto declared “We hold these truths to be self-evident that all men are created equal, that they are endowed by the creator with certain unalienable rights, that among these are life, liberty and the pursuit of happiness.” Since its first reading, those words have inspired liberty and touched the hearts of people around the globe. The poetic language used in the declaration is still cited today. These words represent a moral statement that many Americans adopted as a new political philosophy and has become the basis of the American dream. While deeply moving and insightful, the Declaration of Independence was just the beginning of a long pursuit to true freedom in this country. July 4, 1776 marked the beginning of America’s journey down the path to a representative democracy. A democracy that hundreds of years later has yet to be perfected. Millions of Americans are still fighting against oppressive institutions that have yet to embrace the basic principle upon which our great nation was founded: “all men are created equal.” The history of America has not always reflected those values. For instance, women and minorities in the American colonies did not have the right to vote. In fact, minorities in America were held in legal bondage as slaves and were viewed by the authorities as being three-fifths of a person, with few, if any, legal rights and received no financial compensation for their labor. Women were not guaranteed the right to vote until the summer of 1920, nearly 80 years after women’s groups demanded the same rights as white males. Slavery was not declared unconstitutional until January of 1865, almost 90 years after the founding fathers made the prolific declarations. Although African-Americans were freed from slavery, they still were not given the same rights and privileges as white citizens. Intimidation and other prohibitive measures, such as the imposition of poll taxes were used to prevent minorities from voting. There has been great progress in the last fifty years for the men and women whose humanity was ignored during the Constitutional Convention. That progress came at great costs, including the loss of lives and sacrifices on the parts of many. It will take the same sacrifices to protect the freedoms won during the Civil Rights Movement. Sadly, there has been a violent assault on the Voting Rights Act of 1965. The Supreme Court PAGE 7

!

issued a devastating blow by gutting crucial voter protections. Some Texas leaders have called for the complete repeal of the Act. Texas and other Southern states have enacted laws to disenfranchise the poor, the elderly and those belonging to ethnic minority groups. There has been no louder call to action. It is important for every American citizen to answer the call to finish the work started by the founding fathers.

I urge all of my fellow citizens to celebrate July 4th, the day that our nation was born by making a commitment to fulfill your patriotic duty – to be an engaged citizen. I ask you to remember that democracy is an ever-evolving phenomenon. On this day, as America celebrates its independence, I urge you to diligently protect the rights and freedoms that you will hand down to your children and your children’s children.

A Christian with a short memory Ask Alma Dear Alma, I have a friend who is the ultimate Christian. Since she’s been “saved, she has been more judgmental of others, as if she doesn’t have a past. Back in the day, she was the one who experimented with drugs, clubs, partying, etc. Now she looks down on others who may be going through the same thing. At times, I hate talking with her. How can I make her see that what she’s doing is no different than what those she is complaining about are doing? Annapolis, Md. Dear Friend from Annapolis, Your question is an interesting one, not because it’s the first time I’ve heard of this happening, but it’s the first time I’ve addressed this topic. My advice column is open and accepting. I can relate to and will discuss anything — love, hate, sex,

work, family, you name it. Religion, however, is one subject that I try to shy away from. My father was a minister for almost 40 years, so I see this question as somewhat of a test. LOL. I’ve prayed and pondered my response, taking into consideration that believers and nonbelievers both read my weekly column. I found myself gravitating to a book my friend Nia loaned me, a book titled Grace Happens Here by Max Lucado. His book details how God’s grace is not purchased or earned by faith acts or good works. Believing in God doesn’t require that we live our lives without making mistakes or wrong decisions. It doesn’t mean we never think, speak or react negatively or inappropriately. Believing in God means that one has accepted Him as savior, our many faults notwithstanding. It means accepting His “grace. Grace is one of God’s greatest offers and ideas. When we are demonstrating the worst of ourselves, God — with our permission — begins to turn us around. In this transformation, some folks find it necessary to point out every flaw, negative behavior or bad habit in others. I often wonder why, as humans, we find it easier to correct others than to make corrections within ourselves. But that’s another story for another time.

There’s nothing you can say to your friend right now. She has recently been saved, and so are you, so “save your “oh-no-you-didn’t comments for another time. Fold and put them away in your “help-me-Lord drawer. In these early stages of salvation, since your friend is listening only to God, I’d suggest you pray to Him. Pray that God will help her consume the peace and grace that she will read about in her Bible. The scriptures that say we should be kind to each other, tenderhearted, forgiving one another, as God forgives us. Be the example and offer her the grace that you seek. I have read and believe that we will never be asked to offer anyone more than what God has already poured deep down inside of us. Here’s a reminder of something much easier preached, then lived: When in doubt, discouraged, overwhelmed or simply pissed off, seek first not to offend or correct –but – to be a blessing.

Let go, Please! While I was trying to remember where I heard or read about the concept of letting your hate for someone else control your life, I realized that maybe someone needed to read about it. So here it is. If you can’t stand someone, can’t get along with someone, still hurt after someone left you long ago, you really need to let it go. I guess it exemplifies a very practical approach to “Let go and let God.” The premise is simple enough. Without forgiveness in your heart, you are forever bound and chained to that which you despise most, are fearful of and have been seriously hurt by. Have you ever been around someone who continues to relive a past relationship, a broken heart, wrongful termination, missed opportunity or a personal slight, over and over and over again? That’s all they talk about. When they see something or hear

something that reminds them of that someone or that thing, you know what’s coming. And they expect you to join them in the pity party they’ve thrown for themselves. In fact, it’s the same one they threw yesterday and the day before and you know it’s the one they’ll throw tomorrow. Maybe you’ve attended a pity party or two, even thrown on for yourself. Without forgiveness in your heart and mind and your spirit, you’re essentially doomed to be shackled to what scarred you in the first place. My bible says the truth shall set you free. And the truth is you better let that madness go, so you can live a life of freedom. You can never be the person God wants you to be, if you continue to let these people and events and circumstances have that kind of power over you. That’s right, power!

Spiritually Speaking by James A. Washington

Whether you want to acknowledge it or not, you are letting your thoughts rule your behavior, your attitude and your outlook. That’s too much power to give to anyone or anything who is so negative to who you are in the eyes of God. It’s a mind game and it’s your mind. Paul says, “Be transformed by the renewal of your mind.” Romans 12:2. Let God reshape your thinking into what you can be instead of what they say and you say aren’t. The truth is God can’t or won’t even deal with you until you comply with the rule of forgiveness. He says, “If you come to the altar with your gift and there

remember that your brother has something against you, leave your gift and go be reconciled with your brother; then come and offer your gift.” Matthew 5:23. You got to let it go. You have to in order to claim your freedom, your peace. Until you do, you can’t receive all that God has for you. My point is that the process begins from within. It takes intestinal fortitude to forgive one’s enemies in the face of their attacks, old and new. But you must. I know you can. Just remember this. When you do let go and let God, “It is your Father’s good pleasure to give you the kingdom.” He knows it’s in you because He put it there. May God bless and keep you always.

James

Exoneree Christopher Scott hosts 3rd Annual Strike Out Wrongful Convictions fundraiser for non-profit organization, House of Renewed Hope Funds raised used to investigate innocence claims, educate public on wrongful convictions

Dallas County exoneree and former Texan of the Year, Christopher Scott, will host the third annual fundraiser for House of Renewed Hope, a certified 501(c)(3) non-profit private investigator agency focused on investigating claims of innocence, educating the public and seeking reforms to address and prevent wrongful convictions. The networking happy hour and bowling fundraiser will be held on Thursday, July 17, 2014, from 6:00 to 9:00 p.m. CDT at Bowlmor (formerly 300 Dallas) located at 3805 Belt Line Rd., Addison, Texas, 75001. Tickets are $25 per person and the adultsonly event will feature bowling, billiards, an arcade, live entertainment, a silent auction, prizes, information about wrongful convictions, appetizers and a cash bar. “We are excited to be in the third year of our signature fundraising event,” said Christopher Scott, founder and chief executive officer (CEO), House of Renewed Hope. “We have made tremendous progress since we opened our doors in 2011 and thanks to our growing list of generous sponsors and supporters, each year the event is bigger and better, ultimately providing us with the resources to investigate more cases of alleged wrongful conviction.” PAGE 17

!

Christopher Shun Scott was wrongly convicted of capital murder in 1997, sentenced to life in prison and served nearly 13 years of that sentence before he was proven actually innocent and officially exonerated in 2009 for a crime he did not commit. After his release from prison, in 2011 Mr. Scott founded House of Renewed Hope to assist other individuals who are believed to have been wrongfully convicted and remain incarcerated in Texas. As a result of his commitment to give back to the community and his proactive leadership in the fight against wrongful convictions, he was named 2012 Texan of the Year by the Dallas Morning News. In addition, House of Renewed Hope is the subject of a documentary film called, Freedom Fighters, which is currently in production and directed by award-winning Stanford University filmmaker Jamie Meltzer. The film was recently awarded a 2014 Gucci Tribeca Documentary Fund grant from the Tribeca Film Institute. Mr. Scott investigates cases side-by-side with another wrongfully convicted man, Johnnie Lindsey, who served 26 years in prison for a crime he did not commit. They have earned investigator training and work together reviewing the numerous letters they receive from inmates and loved ones of inmates

claiming wrongful convictions. Licensed attorneys supervise the exonerees’ work and a voluntary board of directors serves the organization. Funds are needed to help pay for DNA testing, polygraph testing and services, court, consultant, and attorneys’ fees, private investigator training and licensing for exonerees, ongoing education/training costs, travel costs to interview inmates, witnesses and former jurors, and general operations. Sponsors and donors for this year’s event include the Wilshire Charitable Foundation, Dorothy and Russell Budd, Baron and Blue, Christopher’s Men’s Wear, Jamie Meltzer (director of Freedom Fighters documentary), Texas Voices for Reason and Justice, the Dallas County District Attorney’s Office, State Rep. Rafael Anchia, Johnnie Lindsey, Community Foundation of New Jersey, Attorney Anthony Lyons, The Brender Law Firm, Thomas McGowan, SceneItYet.com, U.S. Public Health Service Captain James L. Continental Societies honors RITA C. WHITE with top award Continental Societies, Incorporated convened in Houston, TX for its 58th National Conclave. Every two years the organization bestows its highest honor upon a member who has demonstrated commitment to the Continental cause on the national, regional and local levels. This Continental exemplifies the highest standards of character and leadership. Only one award is given from the entire membership of 46 chapters in the United States, the District of Columbia and Bermuda. The 2014 Lillian Parks Thomas Award was presented to Rita C. White of the Dallas, TX Chapter. Nominees must have significantly contributed to their chapter as well as to the national organization, and be involved in the community. Involvement is through demonstrated service to the children and families with special needs in the areas of Health, Education, Employment, Recreation plus Arts and Humanities. In addition, she must have served as an officer or committee chairperson at the local, regional and or national level.

Grant funding will support Living Labs at Mountain View College Mountain View College recently received $28,824 through the Wells Fargo Environmental Solutions for Communities Program. The college was one of three Dallas-Fort Worth environmental nonprofits that received funds totaling $128,824 from the grant program, which supports projects focused on land and water conservation, energy efficiency, infrastructure and educational outreach in communities across America. The grant will support “living labs” at Mountain View. “The Living Laboratory concept merges academics, campus facilities management and sustainability initiatives. Students receive real-world skills through hands-on learning opportunities,” said Lori De La Cruz, sustainability coordinator at Mountain View College.

PAGE 18

!

The Wells Fargo Environmental Solutions for Communities grant program began in 2012 as part of Wells Fargo’s commitment to provide $100 million to environmentally-focused nonprofits and universities by 2020. It is funded by the Wells Fargo Foundation with a $15 million, five-year commitment to promote environmental stewardship across the country. The program funds proposals in select regions that help address the most pressing environmental issues identified by each participating community. Some examples of past grant projects include helping with cleaning and reclaiming areas of the Fort Worth Nature Center and Preserve; and cleaning up the Buckeye Trail along the Trinity River in Dallas. Administered by the National Fish and Wildlife Foundation, the 2013 Wells Fargo Environmental Solutions for Communities grants helped reduce more than three million pounds of CO2 across the nation, the equivalent to averting consumption of 8,535 barrels of oil. (Note: Environmental impact estimates from CO2 were calculated by the National Fish and Wildlife Foundation using statistics from the U.S. Department of Energy’s Energy Information Administration. Environmental impact estimates from trees were calculated by the National Fish and Wildlife Foundation using the National Arbor Day National Tree Benefit Calculator .)

Rita’s success as a member of Continental Societies, Incorporated represents only one area of the multifaceted, influential arena in which she participates. As a full-fledged member of the Dallas community, she is considered one of the “movers and shakers,” being actively involved in political and civic organizations throughout the City of Dallas and its multiple communities. Rita’s dedication to the greater Dallas community has been recognized by many community organizations because of her involvement, not only as a member of the Dallas Chapter of Continental Societies, Incorporated, but a myriad of other charitable and governmental bodies lending services that fit the mission of Continental Societies, Incorporated. Continental Societies, Incorporated is a service oriented organization of women whose mission is to create environments within our communities that empower children to have access to quality and appropriate opportunities to reach their optimal potential.

People participating in the program also planted 132,709 trees and restored more than 1,600 acres of habitat. These projects have trained 150 people in "green" jobs and have engaged more than 689,000 community members in the supported environmental grant programs. “We believe that helping our communities become more resilient and better stewards of the environment will improve the long-term quality of life for our customers and team members,” said John Gavin, region president for Wells Fargo in Dallas-Fort Worth.

“We’re proud to support Mountain View College with grant dollars and support our local team members, who volunteer their time and efforts.” “Through our collaboration with Wells Fargo and their commitment to community-based efforts, this investment will support a total of 54 projects, and conservation efforts will take place in cities and towns across America,” said Jeff Trandahl, executive director and CEO of NFWF. “The experience will be an opportunity for participants in these communities to personally contribute to a more sustainable future, which would not be possible without Wells Fargo’s longterm commitment to the Environmental Solutions for Communities program.” !

The Long and Winding Road Light rail, Trinity River road highly scrutinized in South Dallas

By Patrice J. Holmes

editorial@dallasweekly.com

Studies by the University of Texas at Dallas Institute of Urban Policy, United Way and Texas A&M are taking place now to assess the quality of life in the South Dallas community before billion dollar projects involving the new DART Light Rail and the Trinity

Toll Road are brought to the area. Some construction has begun with the demolition of homes to follow later this year. At a meeting held by the three institutions, a focus group of sorts dished ideas and findings on the surveys that have told the story of the residents of South Dallas. “We are measuring conditions that may vary from street to street, said Dr.

“I am deeply impressed with the progress that President Barack Obama has made during the first 100 days of his administration. Already we are seeing evidence of the administration’s plan to dig our country out of recession and develop long-term, sustainable prosperity. President Obama has made two trips abroad, proving to us and to the world that he intends to repair our frayed alliances and restore our international leadership. Finally, the Obama administration’s code of ethics has brought much-needed transparency and accountability to the White House. President Obama is delivering on the change that he promised.

Evaluating President Obama’s First 100 Days

Political analysts, both mainstream and Black news media and intellectuals around the country have given their grade evaluation on President Barack Obama’s first 100 days in office, marked on April 30. Here’s how several people from the local front graded the new president.

The administration has proposed trillions of dollars in new spending, which will result in higher taxes on Americans, while sharply raising our indebtedness to foreign creditors. On the national security front, I am very concerned about the President’s intention to close Guantanamo without a workable plan to relocate detainees. It is my sincere hope that, moving forward,

the administration will adopt the productive, responsible approach to our nation’s challenges that Americans deserve. (The office of John Cornyn of Texas was contacted but did See 100 DAYS, page 19

PROPOSITIONS 1 AND 2 Why YES means no and NO means yes

Dallas is abuzz at the election issues before them on May 9 when citizens are asked to vote on the controverD’LYTE sial & EBONY Convention Music Happenings Center Hotel that is being backed by Mayor Leppert. But what does voting “no and voting “yes mean? It is important to remember that the propositions are to amend the Dallas City Charter which, among other things, gives the MISSpower RAY to acquire city the Going Deep in Roots property fortheany public purpose. The propositions are worded to prohibit the city from acting on these before stated powers. Therefore, if a citizen would like the city to maintain those powers, they are to vote NO and vice versa.
