What a summer! It seems like it was just yesterday I was announcing all the great summer programs we were planning, and now the summer has come to a close. Every year the summer season just flies by and we are left with some great memories from a season that was full of excitement and fun events in Penfield. This year we had record attendance at the July 4th event with figures for the parade and fireworks estimated at close to 15,000! The amphitheater series had another successful season with great shows and great music. The food truck rodeo Chris Bilow, started our summer series with a great crowd of over 1,000 spectators. As part of our emphasis on Wellness, we held our first Director of Recreation ever Pen Rec Mile Swim Club. Congratulations to everyone who completed the mile swim. We also installed the QR F.I.T. Trail at Rothfuss Park that allows users to perform exercises while viewing a step by step video on their smart phone! And finally, the staff is finalizing the details for the new biking special event “Tour De Farm,” an event created to highlight the farms and the Penfield families that operate them. The fall has so many great events planned including; Tastin’ the Blues (9/19), Penfield Challenge 5K (9/27), R Community Bike Drop (10/3), Community Halloween event (10/23), Penfield Players “Private Lives” (starting 10/30). I would like to pass along some important information regarding our registration system (Rec Trac). We will be performing some major upgrades to the current system and during the week of October 12 we may have some occasional outages while the changes occur. We appreciate your patience during this upgrade.

Supervisor’s Message - Tony LaFountain, Penfield Town Supervisor I would like to begin by giving our Recreation Department, led by Director Chris Bilow and his entire team (Christine, Kim, Paula, Pam, Sabrina, Linanne, and Steve), a big thank you and congratulations for the wonderful spring and summer program lineup they put together this year. Participation in most programs were at record highs. I will take this opportunity to encourage you to sign up early for the fall programs, they do fill up very quickly due to their quality and popularity. Register online at www.penfieldrec.org and receive a 10% discount on many programs. Our Trails Committee has been especially active this year expanding our extensive trail system and conducting many scenic treks. The group continues to work with the Boy Scouts on Eagle projects to improve trail access, help build boardwalks and bridges, clear new trails, and add amenities including benches and trail maps. Volunteers are always needed for trail maintenance work projects. If you would like to get involved please email penfieldtrails@yahoo. com for more information. Our community’s highway infrastructure has been updated this year with many town, county, and state road projects. We continually review our pavement improvement plans (PIP) to maximize the use of our highway funds and ensure we balance the right applications with the overall condition of our roads. I would like to recognize our Town Engineer Mark Valentine and the Department of Public Works for their efforts with helping to manage the PIP program. A number of commercial projects have been started this year in the town’s various business districts. The overall percentage of commercial property in Penfield is about eight percent of Penfield Recreation

total properties. The Town Board has been sensitive in attempting to expand the right type of commercial development for our community to expand our tax base and preserve the rural agricultural character of Penfield. We always welcome your thoughts and ideas on how we can best manage this balance. Please drop us an email at supervisor@penfield. org with your ideas. The 2016 budget is starting to shape up. My message is a consistent one from years past as it relates to the challenges of rising costs for retirement (pensions), health care, insurances, equipment, and materials. The Town Board continues to be creative, identifying ways to manage costs and control spending—in my opinion, this is something local government has done very well. We will continue to work with all levels of government and encourage them to reduce their spending and better control unfunded mandates that ultimately hit us at the local level. I will present the Tentative Budget to the board and community on Wednesday, September 2. We will hold a public hearing on the Preliminary Budget on October 7, and the Final Budget will be adopted on October 21. All aspects of the budget will be available online for review by our residents during all phases of the process from Tentative, to Preliminary to Final adoption. The Energy & Environmental Advisory Committee (EEAC) has been actively involved in a solar PV project to be located adjacent to our DPW offices at 1607 Jackson Road. A “Power Purchase Agreement” (PPA) is being reviewed that would see an energy developer build (at their cost) a system that would provide solar power back to the RG&E grid to significantly reduce the cost of electric to the Town of Penfield, thus helping to reduce our overall annual energy costs. The energy developer and Town of Penfield would share in the benefit until the developer

recouped their upfront costs, then the system would be turned over to the Town of Penfield for the full benefit. There would be no out-of-pocket cost to taxpayers, our annual utility costs would be reduced, and the project is good for the environment! I will keep you posted on the progress of this system in my weekly column over the next six months. Please remember to check out all the exciting programs coming up this fall and early winter at the Penfield Library. Librarian Bernadette Brinkman and her team continue to introduce new reading games, story times, and fun days for children of all ages. Penfield has one of the top library facilities in Monroe County because of a dedicated staff, support by the Friends of Penfield Library, and of course, all of the wonderful patrons! Penfield has a wonderful business community spread out across our six business districts. You have heard me say, “Healthy business makes for a healthy community!” This includes our incredible farm and garden markets. Please remember to support all of our businesses every chance you get. They, in turn, put resources back into our great community by supporting sports teams, the PSO, our schools, service organizations, charities, and places of worship. Supporting local businesses does make a difference…thank you in advance for supporting our Penfield business community! In closing, I would like to thank each and every resident of Penfield for allowing me to serve as your Town Supervisor. This is an honor I do not take lightly or for granted. I regularly tell individuals that I have the best elected official’s position in Monroe County, and that is due to all of you who make up this great community!

PERMITS AND RESERVATIONS

All persons/groups wishing to reserve use of park shelters and/or ball fields must obtain a permit. All park permits are processed through the Penfield Recreation Department. You must be 21 years or older, and come to the recreation office in person to sign a permit and pay related fees, or go on-line at www.penfieldrec.org. Permit acceptance for the year 2016 begins December 1st on-line and in-person. Check our website for more info. Drinking of alcohol is allowed in Town picnic areas only with a permit. Park Security Our Town facilities are monitored daily by security officers. (If you have a park problem or emergency, they may be reached weekday evenings at 340-8618 or 329-0131.) The park ordinance is strictly enforced with appearance tickets. Please Note: Vandalism in any park is expensive and senseless. Help us keep the Town of Penfield parks beautiful. Scenic Treks The Penfield Trails Committee invites Penfield and area residents to participate in a series of guided hikes. All events are held rain or shine. The guided hike at this Monroe County park will be primarily through the heavily wooded area along Irondequoit Creek. It will traverse the slopes and ravines as well as some of the creek banks. Away from the creek you will see elements of the Old Rifle Range, the location of the clubhouse, the restored gazebo and the shooting range pits. This diversified hike will also have overlooks of Irondequoit Creek, wetlands, and meadows. You will stop at the narrows and observe and learn about the low-flow barrier. You may also see the autumn colors creeping into the woods.

This guided hike will tour the paths and boardwalks of the Nature Conservancy’s Thousand Acre Swamp. A variety of habitats including woods, meadows and a pond will be covered. The guide will emphasize winter nature lore such as identifying trees in their winter dress, looking for tracks (if there is snow) and other signs of animals. 12/12 Sa - 10:00 AM - 12:00 PM Meet at the rear of Penfield Volunteer Emergency Ambulance building on Jackson Road. Aquatic Wellness Adult Swim Lessons It’s never too late to learn how to swim. This class is for adults looking to learn how to swim or to improve on their swimming skills. Come play, swim, and exercise while enjoying our spacious pool divided to suit your needs; the shallow end with the 4 x 4 tot dock for the little ones, the deep end for water-walking or play, and two lanes for lap swimmers. For swimmers who pass the deep end test, they can also enjoy the one-meter boards in the diving well! Aquatic Wellness Swim Lessons - Parent/Child Swim Lessons Ages 6 months - 36 months Come and enjoy this time in the water with your little one. Learn how to be safe in and around the water with your child. Classes include supervised water activities such as getting into the pool the safe way, underwater exploration readiness, back floats, arm movements, rolling over and much, much more. Classes are for children ages 6 - 14. Lesson levels range from Red Cross Learn to Swim basics to advanced skills. Limited enrollment. Each swimmer’s skills are checked on the 1st day to be sure that they are placed in the proper level. Springboard Diving This course involves the use of one-meter springboards. Instruction is individualized so that each student may progress at his or her own rate. Exercise your mind, meet new people every Tuesday. Tuesdays - Games for the Brain / Lunch (WE HAVE LUNCH AVAILABLE THIS DAY FOR ONLY $4)

The Tuesday Game Day has grown organically with folks just stopping by to see what was going on in the community room every Tuesday around 9:30 AM. People begin to drift in, grabbing a cup of coffee and then heading to a game table. What’s going on is a variety of spirited games that are taking root from table to table. Some folks play cards, some play dominoes, quite a few have taken to scrabble and before you know it we have a room full of card playing, domino counting, word creating fun! Stop by and join a table or start a new game on your own. There is always complimentary coffee, tea and hot chocolate, and if you stay long enough (most do) a homemade sit down lunch is served at noon for only $4. Registration is not required but you must purchase lunch tickets at least 24 hrs in advance at the recreation office. Transportation available this day - see below.

Saturday, September 26 11:30 AM Penfield Recreation and the Penfield History Room have put together this special Road Rally!

What’s a Road Rally?? It’s a scavenger hunt by car where teams compete against each other finding clues and solving riddles to lead them from location to location and along the way stop to enjoy a roadside picnic, one of the most favorable pastimes of the last century. Rally around Penfield as you explore some of the town’s past. Enjoy a fall ride around the countryside as you solve, search, and find all the secret locations on the rally route. A delicious box lunch will be presented at one of the stops for you to take with you so you can picnic at your leisure. Starting location is the Penfield Community Center. Teams will leave with direction packs promptly at 11:15 AM. Teams will not be timed but will be awarded points for each completed task in the allotted time frame.

Community Wellness Chili Judging Entry Form and Guidelines There will be two separate categories for judging: “People’s Choice” and the “Judged” categories. Prizes will be awarded for 1st, 2nd, and 3rd place in both categories. $100 cash prize for 1st place “Judged”

Rules

Chili may be made with beans and/or meatless. Chili entries must display list of main ingredients at tasting table. Chili must be served from food grade equipment. Transported chili must be at least 41 degrees or colder, or 140 degrees or warmer. Served chili must maintain a minimum of 140 degrees. All entries must provide a minimum of four gallons of chili for the “Peoples’ Choice” judging. Judged chili will be collected and submitted to judges at 12:45 pm. People’s Choice judging will start at 1:00 pm. Provided by Tastin’ the Blues:

Fitness on your phone, on your schedule! Located on the paved path at Rothfuss Park, 1648 Five Mile Line Road, several signs display QR codes that link to fitness videos. Users can simply scan the codes with a smartphone QR code reader app, and view the videos for a guided workout. Each sign has different links, and each link opens a video that focuses on a different area of fitness. Videos change monthly, so you won’t get bored! This session will run from Tuesday, Sept 29 – Dec 8, 2015. No storytime on Tuesday, Nov 11. We reserve the right to cancel a storytime if less than 10 children register for it.

Penfield’s Historic Ghost Walk

A new Ghost Walk at Oakwood Cemetery has been created to bring some eerie historic fun to the season. This year’s theme will explore mourning customs of the 19th century. Walks begin at 7:00 PM . It is advisable to purchase tickets in advance to ensure participation. Please bring a flashlight!

Actors ages 15 and up are needed to play spirits of Penfield’s past. Call 340-8664 if you would like to participate.
