N as much as “Day Zero” is not on the immediate horizon in Nelson Mandela Bay, Executive Mayor Athol Trollip has appealed to residents to use water conservatively. This after the metro’s dam levels remain relatively low. Last week members of the council, together with religious and traditional leaders, held a prayer service at the Churchill Dam. Speaking at the service Trollip said the gathering was aimed at showing the public the gravity of the water crisis as well as calling for God’s intervention for much-needed rain. “The one benefit, if there is any, about what’s happening in Cape Town is that South Africans now understand what Day Zero is. Last year people spoke about it but didn’t believe it. Now, people speak about it because they understand what the consequences are and if you start thinking of the consequences, one realises that they are imaginable. If we run out of water, we are in great trouble,” Trollip said. The overall dam levels were at 27.13% at the end of December last year. A year before that they were at 58%, which is a difference of 31%, Trollip added. He said the municipality’s target for water use was 250 mega litres (ML) per day, while the water usage per person was 50 litres daily. “In November we used 280 ML and in December 287 ML, so we are not anywhere near where we want to be.” The mayor, however, commended Bay residents for heeding to the call of saving water after the city was declared a disaster area last year. “We have seen a reduction of water usage in Nelson Mandela Bay and for that I want to thank every single person. There was only a 7% increase in the use of water in December last year to what we used in November, bearing in mind that December is the month where we had a record number of visitors coming to our city.” Responding to mitigating measures in place to prevent Day Zero, NMB Water and Sanitation Director Barry Martin listed three signifi-

cant interventions, which included a communication drought campaign and the maximisation of the Nooitgedacht water and borehole exploration. “Phase three of the Nooitgedacht water scheme is currently underway. Construction has commenced and is scheduled for completion in March next year. On completion, the works will be able to produce 160 ML daily consistently and 210 ML daily on peak,” Martin ex-

plained. While Nooitgedacht is being implemented, it will cater for the metropolitan areas in the western and northern parts of the city, as additional water is required there and it is also the area where regular drought occurs. “Our dams provide water to the southern and western parts of NMB, from KwaNobuhle through to Despatch into the northern suburbs and to the southern and western suburbs. If the

water runs out in the dams, those areas are going to be the first areas to run out of water,” Martin said, adding that the Kouga Dam had water until April if there is no significant rainfall, while Groendal Dam had enough water to last until December. At the time of going to print on Monday, the Kouga Dam level was at 9.23%, Churchill at 18.94%, Impofu at 42.91% and Groendal at 51.8%.

Income generated through the tourism sector for Nelson Mandela Bay during December included direct and indirect spend, which currently reflects an amount of R1.2 billion and of that, the derived direct spend is R400,4 million. Nelson Mandela Bay Tourism CEO Mandlakazi Skefile said, “One of the strategies for summer and the foreseeable future is aimed at extending the length of stay for visitors to Nelson Mandela Bay. “To achieve extended stays, tourists must have a reason to extend their vacations through visiting attractions, events and activities. “Therefore, a concerted effort was implemented ahead of summer to support the launch of a variety of new products and events in the city which successfully added to the number of bed-nights sold.” New products to experience in Nelson Mandela Bay, over and above existing attractions, beaches and natural heritage sites, include Segway beachfront tours, Fat Bike beach rides, Valley Crag wall climbing and a variety of eateries to name a few. Entertaining and exciting annual events from the summer season festivities included

the opening of the season fireworks, combined with live stage performances and music concerts in Happy Valley and the Tramways Building, followed by a variety of New Year’s celebrations. “The return of the Apple Express train proved to be a highlight among locals and visitors with sold-out trips. “The revamp of the Campanile also proved to reignite interest in an attraction that is globally renowned. As a popular coastal and wildlife destination, many visitor’s flocked to local beaches and game reserves, such as Addo Elephant National Park,” Skefile said. The top five Nelson Mandela Bay Pass activities frequented during December included Adrenalin Addo Zipline, Heavenly Stables horseback riding, Sundays River ferry excursions, free 30-minute Segway tours and the Gravity Indoor Trampoline Park. The accommodation facilities in the destination provisionally reflect an average bednight occupancy for the high season at 68,78%. A total of 343 685 bed-nights were sold for the length of stay which averaged 4,1 days, generating a total income of R185,1 million versus R183,7 million during 2016 for the accommodation sector. Research shows the top five domestic visitors travelled from Gauteng (48,12%), Western Cape, Eastern Cape, Free State and Northern Cape. The top 10 international visitors travelled from Germany (30%), Brazil, United Kingdom, United States, Zimbabwe, Australia, Romania, Canada and the Netherlands.

House in Humerail ‘a serious health risk’ ANIKA DE BEER

AFTER nearly seven years, the residents of Humerail are finally fed up with asking for help regarding the run-down house that seems to be the source of many of their problems. According to Leon Albertyn, who lives only two houses away from the property in question, the last time anyone really lived there was in 2012 before it was sold. “The house has been empty since then. The property belongs to a doctor in Uitenhage and he is not interested in doing anything about that place. We have placed several calls to him, written letters to Dean Biddulph (Ward 2 Councillor) and the municipality, to no avail,” Albertyn said. “The doctor bought the house and did nothing with it.” He showed PE Express a number of emails and letters addressed to Biddulph that date back to February 28, 2012 regarding the state of the property and the effect it has on the surrounding community. “Biddulph took the matter to the municipality and they came out one day to look at the property. That was in 2014.” According to Albertyn, the house also sus-

tained severe damage in a fire almost two years ago that was caused by squatters who set up camp there. “The more we complain, the more we call the police, the DA (Democratic Alliance), the municipality, the less of a reaction we get. “They (DA) said they would take the matter up with the owner of the house. Nothing happened. In December, they came and removed a bit of garbage from the house. But the squatters came back.” Albertyn said the state of the house has also contributed to a significant rise in crime in the neighbourhood. “The entire Humerail is complaining about that house. We have picked up home-made weapons in the bushes here. A person feels threatened,” he said. “We have also had several break-ins since 2012. The last break-in at my house was about four months ago.” He said an employee at the office park, located

Biddulph said, “I am acutely aware of the property to which you refer. “The specific challenge relates to the fact that the property is not a municipal building but is privately owned.

Liquor licence renewal deadline extended REPORTER LIQUOR traders who failed to meet the deadline for the renewal of liquor licences on December 31 last year, have been granted an extension this month. This is according to a recent statement by the Eastern Cape Liquor Board (ECLB), which further declared that the extension is accompanied by a penalty charge of 50%. This extension expires today. Liquor traders who miss the January 31 cut-off date as well are still given a grace period to renew before the end of February. However, a late renewal penalty of 100% will be charged. “Liquor traders are, therefore, urged to observe this grace period and ensure that they chase the deadlines as stipulated in and enjoined by the Eastern Cape Liquor

Act 10 of 2003,” the ECLB said. “ECLB wishes to commend those liquor traders that have so far taken it upon themselves to ensure that they comply with the conditions of their liquor licences and promptly renewed their liquor licences. “The implication those liquor traders who fail to renew their licences by February 28, is that their liquor outlets will be deregistered and should they wish to trade again, they will be expected to immediately stop trading and reapply for a new liquor licence. “Their licenses will virtually become invalid and if they continue to trade with such licences they will be contravening the law and necessary steps will be taken.” To avoid deregistration of their liquor licenses, liquor traders must ensure that they renew their licences to remain valid for the next financial year.

Minister launches Operation Fiela REPORTER POLICE Minister Fikila Mbalula officially launched Operation Fiela on January 23. Operation Fiela will see the departments of Home Affairs, International Relations and Cooperation, Social Development and Defence, work together along with the National Prosecuting Authority (NPA), State Security Agency, local governments, various state agencies, the SAPS and many others. According to Mbalula, the operation will be focused on, but not limited to, illicit drug trafficking and

contraband, undocumented migrants, human trafficking and prostitution, liquor control, second-hand goods, hijacking and illegal occupation of buildings, illegal firearms and ammunition, defacing of historical statues and symbols, and unlicensed businesses. “It is clear that some police stations have relented and accepted to coexist with crime and to live side by side with criminals. “We urge police to work harder in cooperating with their communities. “We must refuse to coexist with criminals. Operation Fiela aims to reinforce police work,” he said.

A RECENT landmark decision by the Supreme Court of Appeal (SCA) will see relief provided to thousands of single parents in public schools. This is against the backdrop of the Western Cape High Court’s judgement that the South African Schools Act holds parents jointly liable for the payment of school fees, which was placing the burden on single parents who have separated or divorced from their partners. In cases where these partners did not contribute, it became very difficult for single parents to afford the school fees. Many parents across the country have been battling to secure either partial or full exemption from the payment of fees for a number of years, which is made difficult by the fact that they are assessed based on the joint income of both parents. The reality is that many single parents are unaware of their former partner’s whereabouts and that said partner often does not contribute to the payment of school fees. According to the Commission for Gender Equality (CGE), which applauded the court’s decision, the SCA’s recent ruling was “welcoming news to those that are in the same predicament of not affording school fees due to their separated or divorced partners not contributing. ing the brunt of having difficulty in paying school fees due to their socioeconomic conditions. “It is, therefore, critical that this declaratory order by the SCA, which confirms that Section 40 (1) of the South African Schools Act (Act 84 of 1996) provides for joint and several liabilities of parents. Fee exemption applications can be processed in terms of the Act and the regulations to enable single parents separated or divorced from their partners to have their applications assessed in relation to their own personal circumstances and not on combined income.” The CGE called on the Department of Basic Education, provincial departments of Education, district officials and school principals to ensure that the SCA judgement is implemented. “This judgement will affirm the rights of both male and female single parents in ensuring that they provide for the education of their children without having to seek assistance directly from their separated or divorced partners. “It is critical that the CGE monitors the effective implementation of the judgement in ensuring that women, in particular, are less dehumanised by those that refuse to do right by them. “The CGE will ensure, as mandated by the CGE Act, that the necessary steps are taken to ensure compliance with the law.”

Transnet plough tug takes shape REPORTER CONSTRUCTION of Transnet National Ports Authority’s (TNPA) new bed leveller (plough tug) is now underway and was marked by an official keel laying ceremony last week. Delivering the keynote address at the ceremony, TNPA General Manager of Infrastructure and Port Planning Hamilton Nxumalo said the new vessel is the first of its kind to be built for the TNPA in South Africa. “As Transnet it gives us great pride that we are able to promote radical economic transformation, localisation and supplier development through such procurement programmes. “Catering for larger commercial vessels in our ports requires a world-class dredging and marine fleet and South African shipbuild-

ers continue to demonstrate their expertise in producing vessels that can compete with the global industry,” Nxumalo said. Executive Manager for TNPA’s dredging services, Carl Gabriel, said the plough tug is the latest acquisition in Dredging Services’ R2 billion plus fleet renewal programme, which has already seen delivery of some of the continent’s most powerful dredging vessels in recent years. “The plough tug is used as a bed leveller, smoothing out high spots created by marine traffic in the high-volume berth areas. This is a critical activity in keeping the ports’ berths to their promulgated depths,” Gabriel described. General manager of the Tide Marine Shipyard Fabian Crocker said the project will go a long way towards revitalising Nelson Mandela Bay’s boatbuilding sector. He described that all the steel,

around 200 tons, to be used in the project will be sourced from within South Africa. “We will be creating up to 30 jobs in technical fields, such as engineering, boilermaking and welding. “We will also be upskilling local marine engineering students with on-site experience so that learnings from this project can continue to serve the industry even long after completion,” Crocker said. The as yet unnamed vessel is expected to be handed over to TNPA Dredging Services by October. It will feature the latest technology and will be able to sail from port to port, which is an added advantage over the old vessel it replaces. In the next few months, the plough tug will be relocated from the contractor’s workshop to the port’s recently upgraded 40-ton slipway and boat hoist in the Yacht Club precinct, where its accommodation and final fittings will be added. Port Elizabeth port manager Rajesh Dana said the plough tug project bodes well for the port, which is being developed into a thriving boatbuilding and repair hub to support the fishing industry and recreational craft.

THE Department of Higher Education and Training (DHET) visited close to 10 private colleges in Port Elizabeth last week on an inspection campaign aimed at enforcing compliance with the relevant legislations in the private college sector. Speaking to Express, DHET director for the registration of private higher education institutions, Shaheeda Essack, said reports of illegal schools had surfaced over the years with students falling prey to unregistered and illegal colleges. “The biggest challenge facing prospective students is the inability to verify the accreditation of foreign qualifications as well as online degrees,” Essack said. She described how some registered private colleges offer unaccredited programmes, “You’ll find that the college is accredited to offer one programme and they will then also offer a range of unaccredited programmes.” Essack said the department was pleasantly surprised that there were no serious issues in the Bay, adding that the few suspicious colleges that they did visit were properly accredited and registered. The department, however, pointed out that one query that seemed to be an issue is the credentials of matric rewrite centres. For that, we have referred students to the district offices, she said. “They need to call the district offices to verify the credentials of the matric rewrite centres on 041 403 4400.” The department also urged pro-

spective students to investigate properly before applying at private colleges. “Students need to look out for three things: they need to check if the college, the programme and the site are approved. In order to verify such they need to ask the college for the letter of accreditation; they can then call the relevant SETA directly to verify.” Students need to look for the certificate of registration issued by the department, which would be displayed on the premises of the college, Essack said. “Again, they need to look out for the college’s, programme and site because they can only offer programmes and approved sites of delivery. “Any programmes offered outside of the legal framework needs to be scrutinised and questioned. “Students who can’t access the websites can call the department on 0800 872 222.” Responding to the department’s action on private education institutions that are not registered, Essack said the only way they can intervene is to take the matter to the South African Police Service. “We’ve got to engage with the police and it does not take long to shut the unregistered colleges down, but it’s a legal process, so, it’s not immediate.” She said the department was doing its best to turn around the colleges which were not complying. – THANDI SETOKOE

Jazz artist to record debut solo album live at Savoy REPORTER POWERHOUSE jazz vocalist Asanda Mqiki is preparing to celebrate the launch of her soonto-be released debut solo album with a tour across South Africa and Mozambique, which will kick off with a live album-recording event in Port Elizabeth on Friday. Her long-awaited album, Nobakithi, is finally a reality and will be recorded live in her home town of Port Elizabeth. The multi-award-winning entertainer has a larger than life personality, lending a unique quality to her music which ranges from ballads to funky soul-jazz. Mqiki has led a rich and diverse career, including being the lead singer of the band, Take Note, regular guest appearances with The Soil and performances with the likes of the legendary Sibongile Khumalo, Freshlyground and Khaya Mahlangu. Now, during the live album-recording, she will be performing with her full band, featuring Thoba Goba on drums, Grant Allison on

Sharing some of the insights behind this album, Mqiki explained why it has taken this long to record. “I’ve been performing a lot with different bands, but the main reason is because I’ve been trying to find my sound. “I can’t necessarily say that I’ve found my perfect sound yet because of all the various musical influences I have, but the path that I’m on is one that I’m excited about.” Mqiki said the album would contain “a variety of the musical influences that have infused my writing and singing. It will be “jazz to make you happy” and music that touch your heart. “Since I went solo in 2013, I have looked forward to the time when I could tour my music, sharing it with as many people as I can. “Being able to start this tour off with recording an album live in my home town is a dream and my tribute to the rich tapestry of where I have come from and the people whose lives have woven their stories with mine to build the current picture. “I’m very grateful for the support of Concerts SA and Arte Viva Management for making this tour possible and also to Lineout Sound for their support with the recording,” she said. Nobakithi will be released by early April, digitally and on CD, and presales will start at the concert. The live album recording and tour launch will take place at The Savoy Theatre on Friday at 8pm. Tickets are available beforehand via Quicket at R100 per adult and R50 per student and pensioner, and will also be sold at the door at R120 per adult and R70 per student and pensioner. Teenage chess champion flies Bay flag high Cameron Acar, a Grade 11 learner at Harvest Christian School, represented Nelson Mandela Bay at the South African Junior Chess Championships which took place in Johannesburg from January 3 to 12. He participated in the u/20A division for the team event and after seven challenging rounds, he placed second on his board. After the team event, Acar then participated in a further seven gruelling rounds of individual matches in the U/20 championship division. Vandag is my lewe baie suksesvol ek besit besihede en leef 'n gelukkige lewe me my man. My versoek aan almal is om nie meer verder rond te dwaal na ander dokters wat jou net gaan teleurstel nie. Camper United share points with FC Winners SELBY MADIKANE CAMPER United FC played to a 1-1 draw when they faced FC Winners in their SAFA Nelson Mandela Bay SAB Regional League game at the Motherwell NU 9 Stadium on Sunday. The hosts’ supporters expected nothing less than a win, but their side failed to make them proud. Camper is one of the high-riding teams which has seasoned players.

Winners were not threatened by the many supporters of Camper and their early goal came up courtesy of Simamkele Msutu in the eighth minute. The home side replied with their equalising goal in the 11th minute after Lukhanyo Sherriff Rasmeni unleashed a salvo that beat FC Winners’ goalkeeper. Camper could have wrapped up the game in the first half, but their strikers took the wrong options when they were attacking the goals. It seemed that the visitors were happy with only one point since they defended in numbers. Camper’s forwards could not break the solid wall of Winners. All in all, Camper head coach Gcobani Citwa should go back to the drawing board to rectify the needless mistakes his side had committed. SUBS go down against EC Bees SELBY MADIKANE SWARTKOPS Valley United Brothers (SUBS) could not maintain their lead when they took on EC Bees in their ABC Motsepe League clash that ended in a 2-2 draw at Motherwell NU 2 Stadium on Friday evening. The Motherwell NU 6 side were quick to register the opening goal, courtesy of their tall striker, Athenkosi Mpati, in the fifth minute of the game. Bees could not withstand the pressure that SUBS applied to them. The visitors’ goalkeeper, Khanya Mini, saved his side from giving away more goals. As the first half approached its halfway mark, the Bhisho side skipper, George GG Gawe, led by example as he motivated his side to play their carpet football. Bees’ left wing, Mncedi Vandala, delivered a thunderous shot, but SUBS’ goalkeeper, Samkelo Ketani, parried the attacking player’s effort over the crossbar. SUBS managed to go to the break leading 1-0. The home supporters saw their side

starting right where they left off in the second half. SUBS increased their lead to 2-0 after Luvuyo Seyile squeezed the ball into the back of the net. SUBS changed their game plan as they defended with many players, leaving only one player up front. The communication breakdown between SUBS’ defending players helped Bees midfielder Siphosihle Mtule to score an easy goal. SUBS goalkeeper Ketani fumbled the ball and his defenders also failed to clear the ball away from the box, leaving Bees’ tall striker, Simphiwe Dlamini, to score an easy goal that made the final score a two-all draw. In another game, Highbury FC secured an away 1-0 victory from Matta Milan in Butterworth. Sibanye FC continued with their winning ways following their 2-1 triumph over Future Tigers in Gelvandale. Annual schools’ basketball event a resounding success SELBY MADIKANE THE Raymond Mhlaba Indoor Sports Complex Centre in Motherwell was a hive of activity when the PE Comets basketball team held its fifth annual Schools’ Basketball Tournament on Saturday. The event was originally scheduled to take place at Motherwell NU 5 Basketball Park, but the recent rainfall forced the games to be played at the Grey High School Indoor Sports Hall and Raymond Mhlaba Indoor Sports Complex Centre. The high schools that took part were Coselelani, Khwezi Lomso, St Andrew’s College, Grey High, Nombulelo, Kingswood College, Morningside, Diocesan School for Girls (DSG), Nombulelo High and the hosts, PE Comets. The tournament was organised for u/16 and u/18 boys, as well as for u/18 girls. The boys’ teams in each age group were divided into two groups, while the three girls’

teams played a straight round-robin format. The two best teams in each age group played each other in the finals. In the u/16 boys’ finals, St Andrew’s College took the honours, while Grey High School was the runner-up. In the u/18 girls’ finals, Kingswood College were crowned the champions, while the DSG team was the runner-up. In the u/18 boys’ final, PE Comets defeated Kingswood College. All the winning schools received trophies and gold medals, while the runners-up went home with silver medals. PE Comets Basketball Club chairman Sibongile Fondini stated that the tournament turned out to be a resounding success. “I want to thank the school headmasters, plus their schools, the supporters, match officials and local organising committees, for making this event what it is today. “Our club does not have financial resources, but we want to develop the sport of basketball.”

The individual awards were as follows:

U/16 Boys’ All Stars: Jake Boateng-Hidoo, Lethu Ntshangase and Jonathan Shamwana (St Andrew’s College), and Lithalethu Malahle (Coselelani). Most valuable player (MVP): Jonathan Shamwana (St Andrew’s College) U/18 Girls All Stars: Umtha Sibam, Yonela Bukula and Caris Walsh (DSG), and Phumelela Mthongana, Hlumelo Mali, Mwaka Machile (Morningside). MVP: Yonela Bukula (DSG) U/18 Boys All Stars: Lebone Takane (Kingswood College), Aphiwe Joja (Nombulelo High), Tafadzwa Chikwava (Kingswood College), Sonwabile Jack and Asemahle Klaas (both from PE Comets). MVP: Asemahle Klaas (PE Comets) Fondini also revealed that one of his top PE Comets players, Mvuzo Ncandana, had passed away last Wednesday after a long illness and he will be laid to rest on Saturday.
