Metro police posts advertised REPORTER

W

HILE the dust is still not settling around the launch of the metro police, which was described by the opposition party in the Nelson Mandela

Bay metro, the DA, as a “fake” launch in May, adverts have appeared in local newspapers in the past two weeks for a number of posts in the metro police force. These include a post for Metro Police Chief which was advertised on Monday last

week. On Monday this week fifty posts for inspectors and 65 posts for sergeants were advertised. The Metro Police Chief post was advertised as a 5-year contract with a renumeration of between R1 070 316 and R1 488 000 per year all inclusive. Standard benefits are not

applicable for this position. Inspectors’ salaries will be between R375 636 and R522 240 per year (basic salary) while sergeants will earn between R145 632 and R202 476 per year (basic salary). Continued on page 2

Gogos march to demand strict sentence for Oscar NCEBA DLADLA PORT Elizabeth members of the Hoza Golden-age Club in New Brighton marched from the Cecil Kapi Hall (eHoza) to Sheya Kulati Avenue and back, registering their support for the victims of violence and abuse. On Wednesday, June 15, which was the International Day Against the Abuse of Elderly Citizens, the gogos claimed that violence against women and children continued every day in their communities while little was done to the perpetrators. The gogos were also armed with placards reading, “Kwanele” (It is enough). The day coincided with the court appearance of Oscar Pistorius who is being sentenced for murdering his girlfriend, Port Elizabeth model Reeva Steenkamp. “Oscar killed a woman. We want to see justice done. He must be jailed for 15 years and nothing

less,” said Jurmatha Majola (78). Majola added that their march was also in support of Reeva’s mother, June Steenkamp, whose life has been destroyed by the brutal murder of her daughter. “The abuse and murder of innocent women cannot go on unabated. We are angry and are saying enough is enough,” said Lungelwa Kawa (78). Kawa added that only a strict sentence would be a deterrent to those who wanted to do these evil acts against the fairer sex. Majola also bemoaned the fact that as the elderly, they had to meet in a container to socialise and keep their bodies active and healthy, claiming that without recreation centres they also felt abused by the powers that be. “We are angry,” she said. Mayor Jordaan addresses Youth Day rally NCEBA DLADLA NELSON Mandela Bay executive mayor Danny Jordaan addressed a packed Gelvandale Stadium during the local Youth Day 40th commemoration on Thursday last week. “We are here to celebrate a remarkable contribution by young people in our country,” said Jordaan, who is also the August 3 Local Elections ANC mayoral candidate. “It is because of them that we can gather here today. It is because of them that we can go on August 3 and participate in a democratic election.” He said that the country had

gone through many trials and tribulations – the defiance campaign of the 1950s, the dark days of the 1960s, and the Rivonia Trial after the Sharpeville massacre. During this time many leaders had been exiled and imprisoned, like Nelson Mandela, Govan Mbeki and Ahmed Kathrada. “The apartheid government believed it had successfully crushed the liberation movement, he said. “So historians talk about the sixties as the silent sixties, believing it was the end of the liberation struggle, but in the seventies two things happened. “Firstly Steve Biko formed the South African Students Organisation and on June 16, 1976, new militant, determined, fearless

fighters, people took up the issue of education and Afrikaans as the language of instruction in particular to ignite new hope and put us on the final and decisive path to liberation and freedom, and the youth of this country after 1976 never stopped until the day when Nelson Mandela finally walked out of prison in 1990.” “The democratic, non-racial, non-sexist South Africa had been achieved through the struggle of the youth and the youth must take up that struggle again, the struggle against unemployment, against HIV and AIDS, loss of job opportunities for the youth. “And so we need the youth today to recommit to those challenges that we are going to under-

take together in the metro,” Jordaan said. “From today (Wednesday, June 22, to Friday, June 24, we have the Youth Dialogue in the clusters and these dialogues include arts and activism, the economy, leadership, education, social cohesion and sport,” the mayor said. This is aimed at engaging the youth in building a metro that took care of all young people. He added that a festival and poetry event was scheduled for Saturday and on June 29 the metro was sending young people to participate in the Grahamstown National Arts Festival. A youth assembly and a memorial lecture will be held on June 30.

Public works warns of learnership programme scam REPORTER THE national Department of Public Works has warned that pupils from grades 10 to 12 and graduates, seeking employment, should be aware of a scam promising 700 learnerships at the department. The scam promises to place the learners in a number of fields such as brick laying, plumbing, carpentry, boiler making, tiling. While the department had trained and continued to train hundreds of young people in these fields through its Expanded Public Works Pro-

gramme, the recruitment on the internet through social networks, SMS, and WhatsApp was a scam, it said in a statement. The fraudulent recruitment site has a link that takes the learnership programme seekers to a jobs department website. The big headline on the site reads Public Works Learnership Programmes. When you click on application for jobs, it further links you to a Facebook sign-up page, requesting personal information like name and surname, date of birth and phone or email address. The contact people on the site, Ester

Sehlapelo and Linda Kaseke, do not work for the national Department of Public Works and the phone numbers listed do not belong to the department. The department said in the statement that it is an equal-opportunity employer and would never exclusively advertise jobs and learnership programmes on the internet and social media because that would exclude a large number of South Africans not on social media. It requests everyone interested in applying for learnerships at the department to verify the legitimacy of the posts before divulging personal in-

formation that may be used to defraud them or compromise their security in the future. If in doubt, visit the nearest Public Works office to verify with the HR unit or the Human Capital Investment unit. Alternatively, go to the official website on www.publicworks.gov.za. The national Department of Public Works has 11 regional offices in Pretoria, Johannesburg, Cape Town, Kimberley, Durban, Mthatha, Port Elizabeth, Bloemfontein, Polokwane, Mahikeng and Nelspruit. Metro police posts advertised Continued from page 1 This comes amidst threats last week about a strike by the trade union Samwu over the “unilaterial change in service agreements” of staff which are being transferred by the municipality to the metro police force. Samwu secretary Mqondisi Nodongwe told Express reporter Nceba Dladla that they met the metro municipality leadership on Monday and that they (Samwu) were not happy with the advertising of the posts. “The municipality can’t continue with the advertising of metro police posts whilst still discussing placement policy with the union,” No-

dongwe said. He said that the Corporate Services Executive Director would have a meeting with the Safety and Security Director for further deliberations on the issue yesterday. About the strike he said, “We have served notice for the strike. They (the municipal leadership) asked us to withdraw it, but we refused. We can’t withdraw the notice unless they resolve the issues under discussion. Only then will we withdraw the notice.” Vuyo Zitumane, the municipality’s acting director of corporate services, told Die Burger last week that the trade union was acting under a

misconception. “There is no basis for a strike and we will fight it. No one’s service agreements have been changed. We were very clear when we communicated with staff that no one can force them to join the metro police.” According to Zitumane and Johann Mettler, acting municipal manager, staff is not being transferred but will be applying for the new positions. Mettler said this was communicated to staff on numerous occasions. Mettler and Zitumane said all the right processes and procedures were following including sufficient consultations with the trade unions.

Six traffic officers were fired and four suspended for disrupting the official launch of the metro police on May 13. Last week the DA’s mayoral candidate Athol Trollip said that Mayor Danny Jordaan, who is now also the ANC’s mayoral candidate, “tried to trick the people of the Bay by launching a fake metro police force, using only 2% of the recommended costing budget, which infringed various clauses contained in Chapter 12 of the Police Services Act.” Trollip said many officers did not meet minimum education and training requirements and that some officers might have criminal records.

Jordaan said youth participation was key in dealing with drugs, gangsterism and crime. “In the Northern Areas we have approved a budget of more than R200-million that we are going to invest. This is the biggest amount ever that this metro has committed to the Northern Areas.” He said June 16 was celebrating not just past achievements of the youth, those heroes of 1976, but also the commitment of the youth on June 16 this year to creating five golden years in the metro because, five years later, they were not going to be 20 anymore. He said the next five years were crucial for the youth.

Police foil attempted house robbery POLICE foiled an attempted house robbery in Fairview last Friday. Police spokesperson Colonel Priscilla Naidu said that at about 30 minutes after midnight the owner of the house in Fairview, whose name is not being published to protect her identity, had heard noises outside. “When she looked through the window, she saw three men attempting to break into the house. The complainant managed to exit the house and alerted her neighbour,” Naidu said. When the owner and her neighbour returned to the house, the suspects had already broken in and were packing the stolen property outside. “A confrontation between the neighbour and the suspects ensued. One of the men attempted to stab the neighbour, who retaliated by shooting one of the suspects in the leg,” the police spokesperson said, adding that the other two suspects had fled. The suspect, thought to be between 20 and 30 years old, was arrested.– NCEBA DLADLA

LUKHANYISO Children’s Home in Jabavu Street, KwaNobuhle, Uitenhage has finally received a fence to ensure the safety of the children it looks after. An overjoyed Pumla Bucwa, a Social Worker who manages the institution, could not hide her excitement during the cutting of the ribbon last Wednesday to mark the official opening of the fencing by Sovereign Foods that sponsored it. cessity for the safety of these children as demanded by the prescripts of the department of Social Development department,” explained Bucwa. This is a step in the right direction for an institution that is facing many challenges. “We support Lukhanyiso Children’s Home with food and other goodies like reading books and toys, and when they told us of these problems they have with ensuring the safety and security of these children, we did not think twice,” said Group Executive: Human Resources at Sovereign Foods, Thuto Shongwe. The fencing was erected at a cost of more than R36 000. “We want to thank Sovereign Foods for the gesture. Not only are our children safe, everyone in the institution is safe, including the teachers, the housemothers and management staff,” said Bucwa. Bucwa said their challenges were copounded by the fact they are having to operate without funding this year. Asked why she said, “The previous management failed to fulfil the requirements for the funders, the Social Development Department. “We are now faced with a huge challenge and ask for donations of any kind including food stuff for our children. The home takes children from two to 18 years of age. Currently they take care of 23 children between the ages of 2 and 17 years.

This was decided at a workshop held at the Nangoza Jebe Community Hall in New Brighton last week. The workshop, which was attended by members of the disability sector, was addressed by the municipal constituency services director Dumisani Mbebe and the special programmes unit manager in the directorate, Mabhuti Dano. “We invited the disability constituency coordinated by the Metro Disability Forum from all clusters of the city,” Dano said. He said they wanted the forum to be part of the engagements which sought to make their lives better. According to Dano, the workshop is the result of a process of

The discussions in the workshop focused on a number of pertinent issues of development, including budget allocation of disability mainstreaming, access to information and communication and the provision of braille and sign language. They added that the joint working group would, among other things, ensure that people with disabilities were included in skills audits, skills development, training, sources of funding, employment equity implementation and gender equity at all levels of employment, among other things. The disability forum also raised the issue of access to opportunities, their direct participation in all matters affecting them and the appointment of a disability coordinator.

Workshops to empower Walmer parents REPORTER PARENTS of children from birth to six years, in developing communities in Port Elizabeth are to be offered two free evidence-based workshops created by Early Inspiration, which begins tomorrow, June 23, at Joy to the Nations Church at the corner of Villiers Road and 9th Avenue, Walmer. Funded by the Oppenheimer Memorial Trust, the practical workshops will cover the role of the parent (June 23), and attachment and discipline (July 21). The workshops aim to provide parents with the knowledge and skills to confidently raise their children, and to be aware of the role they play in developing their child to his or her full potential. The sessions will be held in Xhosa to ensure that parents from the Walmer community are able to express themselves in their mother tongue. Jessica Baker, who developed the skillsbased programme following her Masters research in social work at Stellenbosch University, says of the new programme, “Building parents’ self-esteem is at the centre of the programme. By giving parents confidence and knowledge we can encourage parents to build an attachment with their young child.

“Attachment bonds are reciprocal, emotional and physical connections between parents and children.” She adds about the name of the programme, “The parents we met gave us the name, Siphuhlisa Ulwazi Lwabazali (meaning parents empowered with knowledge). To them it is a very powerful phrase and gives them strength. Which is what we aim to do.” The parenting programme builds on Early Inspiration’s work with teachers and early childhood development, Early Inspiration MD and founder Dr Lauren Stretch comments saying, “Giving children a sense of belonging, showing them love and investing in their education supports children’s long-term successes and will in time eradicate poverty – one family at a time. “Parents want to do the best they can for their children, and a lot of parenting is instinctive, but by sharing experience, knowledge and skills, parents can have confidence in how they bring up their child.” To take part, parents need to SMS their name and Walmer to 082 583 1633 to book their place. This was said by elderly as well as young musicians who also bade her farewell in song during the memorial service of the songstress who passed on last week after a long illness. Mkhuzo will be laid to rest this Saturday after a service to be held at St Peter’s Anglican Church in Zwide, Port Elizabeth starting at 9am.

Chance of a lifetime for Walmer teens MORNÉ DU RANDT THE chance of a lifetime was bestowed on 24 children of Walmer Township in Port Elizabeth who will be leaving on a threeweek tour of Germany and Switzerland on Saturday. The teenagers, all members of the choir of the Masifunde Learner Development Project, have to pay only for their passports. “I can not wait to see Adolf Hitler’s grave. I can not wait to go overseas. To see how other cultures live, to walk around in stores and see how they dress, what makes their style different from ours,” said an excited Zubenathi Matshisi, a grade 10 learner of Walmer High School. The choirmaster, Tarryn Mintoor, is the only one of the squad who has been overseas before, and she has her hands full to con-

tain the excitement of the group. “We have spent a lot of time together over the past two months. It was hard to get to know everyone, but I’m looking forward to being a part of these lovely children’s memories,” she said. Masifunde Learner Development is a non-governmental organization that provides educational support to children from Walmer Township. “The choir will visit seven cities in Germany where they will have workshops with German school choirs and perform together in a big concert in each city,” said Msikeleli Moli, a member of the project. The tour not only focuses on musical development, but also gives learners the opportunity to get to know different cultures. “I am very happy and cannot wait to go. My family and friends are very happy for me that I can go to places where they have not been,” said Sibabalwe Komani (16).

AFRICA Events in partnership with Dr Bongani Nqini and African Bank organised a successful Africa Unite Challenge to celebrate Youth Day and to fight Xenophobia at a function that was held at Loyiso High School in Zwide on June 16. According to Ndzondelelo Senior Secondary learner and Africa Events organiser Cebisa Diniwe, the aim of the event was to inform the youth of the role played by the youth of 1976 who died while they were rejecting Afrikaans as a medium of instruction and to inform the youth about

Performers that kept the audience entertained were Amabhaca KaNonika Traditional Group, Amavulandlela Traditional Group, The Units Crew, Harambe Youth Experience and local hiphop artists. Netball and soccer games were played by Loyiso, Chubekile, Ndzondelelo and Masibambane High Schools. In the soccer finals Loyiso High School beat

James Jolobe High wins Transnet Whole School Development Open Sports Day tourney SELBY MADIKANE JAMES Jolobe High School won the Transnet Whole School Development Open Sports Day Rugby Tournament when they overcame Masiphathisane 15-10 in the finals at Motherwell NU 1 Stadium on Friday. The tournament which was the first of its kind was organised successfully by Transnet in partnership with the Motherwell Urban Renewal Programme (MURP). All the schools that participated in the tournament received a set of kit each. James Jolobe High School booked themselves a berth in the finals when they beat Ndyebo High School 17-6 in the semi-finals. Despite giving up a good fight, Vulumzi High School failed to advance to the finals after they succumbed 17-10 to Masiphathisane High School in the semi-finals. In the finals fireworks were produced, with James Jolobe High School edging out

Masiphathisane High School 15-10. In the losers’ finals Vulumzi High School defeated Ndyebo 10-5. James High School received a floating trophy and gold medals. MANCHESTER Babes Ladies took the team from the University of Fort Hare to the cleaners when they thrashed them 4-0 during their Sasol Ladies Coastal Stream clash that was played at Jabavu Stadium on Saturday. Since the start of the season, UFH have been performing dismally and they had not tasted any victory. In the U /13 finals Liverpool FC became the champions after beating Lion City 2-1. Liverpool FC were presented with a floating trophy and gold medals while Lion City went home with silver medals. Aces maintain their winning momentum GOLDEN Aces continued their winning streak after they embarrassed Sophakama 5-0 in their Zwide Football Association (ZWIFA) Ntando Tours and Transport Premier League game at Zwide Stadium on Sunday. Aces, whose aim it is to play in the SAFA Nelson Mandela Bay SAB Regional league, are still leading the pack on top of the log table. Aces gave Sophakama a free soccer lesson. To the dismay of the supporters of the ZWIFA ARS winners, their side could not withstand the pressure from Aces. The Soweto-On Sea side demolished the KwaZakhele side by not giving them any breathing space. Aces kept on applying immense pressure on Sophakama. Camper United, who have improved tremendously, defeated the high-riding Swartkops United 2-0. Shooting Stars succumbed 3-1 to Gal City. Brothers thwarted Strikers United 5-1. As things stand, Morning Stars are the relegation candidates following their successive losses. This time around, Stars went down 2-0 to Zwide Pirates.
