In 2020, the MFSA was scheduled to hold a multihazard worst-case exercise including fire and oil response on March 17th. After over two years of planning, everything was ready -- the location booked, travel plans were in place for contractors, catering was set… the works. Then, on March 12th the country basically shut down. No drill.

Rather than repeating the exercise, Washington State Department of Ecology suggested holding an alternate event to receive credit. After some discussion, it was decided to hold a regional workshop on non-floating oil spills.

Our regional understanding of risks associated with non-floating oil spills has grown since the Kalamazoo River Oil Spill 2010. Over the past several years we have updated the Northwest Area Contingency Plan (NWACP), federal and state regulations, and
