Despite the passage of an amendment allowing the use of marijuana for medical treatment in the state of Florida, effective Jan. 3, locals will have to wait a bit for access to medical pot in Flagler County. The Flagler County Commission at its Dec. 5 meeting unanimously approved a six-month moratorium on the operation of medical marijuana dispensing or treatment facilities in unincorporated Flagler County, as the county’s staff studies the issue and waits for direction from the state. “I’m hoping this isn’t a stall tactic,” resident George Mayo told commissioners during the meeting’s public comment period. “I understand that these things have to be set up properly, and we want to do it right and do it legally and everything else. From my having some friends who are no longer with us who went through cancer treatment, and were able to use marijuana for their health and care while they were doing this, I saw how much it helped them. ... I just hope this doesn’t foresee something going on, kicking it down the road and not wanting it in Flagler County.” Commissioner Nate McLaughlin said that wasn’t the case. “The Legislature has to do some action on that ballot item,” McLaughlin said. “The citizens have spoken in the statewide referendum, and we support those referendums. This is not an effort to be anti- or pro- anything, this is kind of lining us up so we can be prepared for whatever the Legislature does.” The moratorium would expire either on June 17, 2017, or when “appropriate land development regulations and State Legislative preemption regulations become effective, whichever occurs first,” according to the county’s meeting backup documentation. County staff will be considering zoning and land development

issues surrounding the dispensaries. “Flagler County has not yet studied and identified areas within its unincorporated limits which are appropriate for the establishment and operation of low-THC and medical cannabis dispensing organizations and their facilities,” according to the county document. “County staff is directed to initiate these studies and report to the Board of County Commissioners with appropriate findings and recommendations prior to the expiration of the temporary moratorium.” If developing regulations takes longer than six months, the County Commission could vote to extend the moratorium. “We’re just going to watch during the legislative session, and we’ll be back to you with any gaps we need to fill locally,” County Administrator Craig Coffey told the commission at the meeting. “But this is in no way for it or against it. This is really neutral, and just letting the Legislature do their thing before we jump in behind them, so we don’t step on each other’s toes.” COMMISSIONERS RECEIVE COMMITTEE ASSIGNMENTS

The County Commission at its regular Dec. 5 meeting selected members for various county and regional boards and committees. 108-home development planned for Matanzas Woods area

The City Council gave Grand Haven Properties the zoning change needed to put single-family homes on land that had been zoned for multifamily homes. JONATHAN SIMMONS NEWS EDITOR

Up to 108 new homes may soon be built in a gated community tucked into the L-Section in the Matanzas Woods area, just west of I-95 and east of Laramie Drive. The now-vacant 28.6-acre plot of land is bordered on its north and south by Lindsay Drive and Lynbrook Drive. The Palm Coast City Council voted unanimously at its regular Dec. 6 meeting to approve a zoning change that would allow developer Jim Cullis’ Grand Haven Properties to build single family homes on the land, which had originally been zoned for up to 142 multifamily units. “I wholeheartedly support anything that will jump start that neighborhood,” local resident Heather Beaven said during the meeting’s public comment period. “If we can bring somebody in with the caliber and the history of Mr. Cullis. … I cannot support that enough.” Palm Coast City Manager Jim Landon called the zoning case “fairly unusual” for the city, because the proposed development presented possible solutions to a couple of long-standing city concerns. The city is already trying to convert about half a dozen parcels zoned for multifamily into single-family parcels, Landon said, and the proposed development’s 11-acre lake would also help solve drainage problems and decrease the likelihood of flooding in the L-Section after heavy rains. “This particular development helps accomplish that goal,” Landon said. “It doesn’t totally solve our stormwater problem, but it is a good step in the right direction.” There are a number of additional steps to be taken before Grand Haven Properties can break ground on the new development. It will require a land swap between the developer and the city, trading a 1.79-acre parcel of city-owned land that juts into the proposed development for a 3.16-acre developer-owned parcel on its periphery, and that would have to be approved by City Council. Grand Haven would also pay $100,000 into an escrow fund for environmental permitting and mitigation costs, pay about $35,000 into the city’s sidewalk fund, build a school bus stop and fill and grade a public kayak launch area (which the city would provide about $15,000 for, from its parks fund). The lots next to the water would not get their final plat for construction until portions of the stormwater work

The Conceptual Master Plan for the Matanzas Lake development

was done, Palm Coast Planning Manager Ray Tyner said. Cullis estimated that construction would take between a year and a year and a half. About eight people spoke about the proposed development in the city’s public comment period, with most, like Beaven, lauding the plan. “I would love to see a project of this stature come to our area,” said L-Section resident Diana Minotti. “I think bringing a project like this will enhance the area overall. … So this would be win-win. ... The idea of also getting rid of multifamily housing and getting single-family housing is also very much appreciated.” Some residents said they were concerned the development would increase traffic. But a traffic study conducted for Cullis by Lassiter Engineering Group found that the proposed single-family development would not generate many more trips per day than the multifamily housing the area was already zoned for: 999 daily trips instead of 944. “We can’t let this type of development go, because Palm Coast has to grow,” City Councilman Steve Nobile said. “If it doesn’t grow, it goes away — that’s all there is to it. We just have to try to keep the growth consistent with the rest of the community. ... Is it going to cause more traffic? Yes. And I’ll tell everybody here, because there’s probably not many of you who’ve been here longer than me — I’ve been here about 35, 36 years almost: Every one of you who moved here caused more traffic. But I’m OK with that, because now we have shopping, and restaurants, and I don’t have to go to Daytona anymore.” City Council members Heidi Shipley and Robert Cuff said that having the vacant land developed,

rather than sitting empty, could also raise area property values, because prospective homebuyers looking at nearby houses wouldn’t have to worry about what might happen with the land in the future. Mayor Milissa Holland said the land will be developed, one way or the other. “I know I get phone calls and emails at times saying, ‘Well, why does anything have to go on the property,’” she said. “Well, this is private property. The city does not own this property. So we have actually set standards that we are actually now addressing … to have the least impact on different neighborhoods, but also to increase value.”

The county offered $25,000 as an incentive to Spartan Race to host the event here. The company will likely spend about $300,000 in event services, such as assistance from the Sheriff’s Office. The race will be among the largest tourism events in the county, but there is more to tourism than

The Spartan Race is happening. After some controversy last year over where it would be held, the extreme obstacle course and race will be held Dec. 10-11 at the Florida Cracker Ranch. The county’s tourism chief, Matt Dunn, said the anticipated registration is 7,800 runners, and they will bring family and friends, for a projected total of 10,000 visitors. Dunn predicts hotels will be booked solid, not only in Flagler County but also spilling over into St. Johns and Volusia counties. Normally, Volusia County is hosting the events, with Flagler hotels benefiting from the overflow. Spartan Race “will allow us to return the favor,” Dunn wrote in an email interview. Dunn said the average amount of money spent by an adult visitor is $155.90 per day, and $77.95 per child. In August 2015, when the Tourist Development Council first proposed hosting the race, there were 4,000 projected overnight visitors, for a total impact of more than $3.9 million. “With the anticipated visitor number at over 10,000, the economic impact will climb far higher,” Dunn wrote.

Spartan Race will bring many visitors to Flagler County, but it also brings exposure, and that’s a big goal of Matt Dunn, the county tourism chief. Another example of an event bringing exposure is the EVP Pro Beach Volleyball Tour, which Flagler County has hosted each of the past two years. The exposure came through TV commercials, which the county’s budget could not have afforded otherwise, Dunn said.

Readers respond to stories on Maria Barbosa and Colleen Conklin One reader asks, ‘Did Maria Barbosa really do anything wrong?’ Barbosa article fails to see the other side of sexual identity conflicts Dear Editor: I am responding to an article written by Jonathan Simmons, news editor, in the Dec. 1 Palm Coast Observer, titled “Barbosa blurs counseling credentials.” At first glance, it seems the article was trying to educate the public about proper counseling credentials, but it became immediately obvious to me that the actual intent was to discredit Ms. Barbosa because of her Christian faith. Real Christian counselors — whose theology and actual lifestyle cannot be separated — are a threat to some who may fear that people with unwanted samesex attraction may seek the services of a counselor who is unrestricted by state licensing’s mandate to tell that suffering individual that they are OK as-is and should simply accept themselves as gay. Many well-trained, well-experienced Christian counseling professionals purposely avoid state licensing because they are called to serve clients with this presenting issue, who would not be able to otherwise reach their desired goals. The article mentions the risks associated with treating sexual identity conflicts. The quotes around sexual identity conflicts attempt to suggest that these conflicts are fictional, but one need only take a look around the hallways of our high schools and college campuses or be present during youth and adult discussions about human sexuality to note the contrary. Many people are confused and need help navigating their way through a maze of deception promoted by a liberal agenda over the past eight years. The article also states, “that’s not a mental health condition listed in the Diagnostic and Statistical Manual of Mental Disorders (fifth edition),” a publication of the American Psychological Association. The article fails, however, to mention that a co-editor-in-chief of the APA Handbook of Sexuality and Psychology, Dr. Lisa Diamond, an avowed lesbian activist, summarized relevant findings at Cornell University in 2013 (see the full presentation on YouTube at bit. ly/2gUTL0G). She stated that “abundant research has now established that sexual orientation — including attraction, behavior, and self-identity — is fluid.” It is not difficult then to conclude that for political purposes the APA’s DSM has not yet been updated. I urge you to report all the facts when you mention the mental health of confused (gender identity issues) and conflicted (unwanted same-sex attracted) persons. As a former lesbian activist and gay publisher, I could have only hoped that a counselor such as Ms. Barbosa had been accessible to me and others, who after many years of knowing that something was wrong, finally sought to be rid of same-sex attraction forever. Thankfully, I found that freedom 11 years ago through total acceptance of Biblical principles of Christian faith. I have never met Ms. Barbosa, but my respect for her, as a counselor and certainly as our new Flagler County School Board, member has quadrupled! What was meant to harm her reputation has greatly enhanced it, in my view. REV. CHARLENE E. COTHRAN Pastor at Zion Baptist Church of Palm Coast

Article on Barbosa’s credentials is troubling

File photo

Maria Barbosa, pictured at a Nov. 22 School Board meeting.

Has Barbosa really done anything wrong? Dear Editor: After reading your story, I came away thinking, this is a classic case of character assassination by innuendo. Many of us have come to expect stories of this nature in the New York Times, but I was surprised to find it in the Palm Coast Observer. You start off with a front-page sensational headline and a less than flattering picture of your subject, which must have taken some time to locate in your archives. You clearly insinuate something sinister or illegal has taken place. Yet, you end up concluding: “Department of Health records show no consumer complaints filed against Barbosa. Likewise Flagler and Orange counties’ court records show no lawsuits have been filed against Barbosa related to her counseling.” You point out that she is not licensed in Florida, but then go on to say she is not required to be. To use an old expression, so, “Where’s the beef?” The Observer has made no secret of how it feels about Barbosa. You endorsed her opponent, which you have every right to do. However, the election is over, and this article is over the top. Making repeated and highlighted references to charges of plagiarism going back to Barbosa’s run for the School Board in 2014, including the link to the story, suggests the Observer has abandoned any pretense of objectivity and fair play. As a public elected official, Barbosa is fair game for scrutiny and accountability. You point out that she may have embellished her resume, and that is fair game. However, in your extensive article filled with innuendo, the most complementary thing you can say about Barbosa is that she is a grandmother of nine. The Observer’s coverage in this article appears to be one-sided with the goal of smearing a public elected official without actually pointing out any wrongdoing. This is clearly a “hatchet” job. I call on the Observer for a more balanced approach. Barbosa has been a member of the School Board for just a couple of weeks. Let’s give her a chance to see what she can do on the board and evaluate her performance on that basis, rather than try to undermine her position before she gets her feet on the ground. MARIO V. CARMO Palm Coast

Editor’s Note: “You point out that she is not licensed in Florida, but then go on to say she is not required to be.” That is not correct. The state does require a state license, and Barbosa does not have one — even though she’s claimed to have one. There is an exception for clergy working under the auspices of a church, but Barbosa is not operating under the auspices of a church, or at least she would not identify a church in an interview.

Dear Editor: The recent article about Maria Barbosa’s background as a mental health counselor is deeply disturbing. If I am to believe the Observer’s research and report, this is a person who is walking a thin line between legality and misrepresentation in her claims of professional accreditation. I cannot imagine how she can legally continue to “treat” people in this state, and I’m dumbfounded that other fully trained counselors with real certifiable accreditation have failed to challenge her “professional” credentials, and in fact her entire practice. But what disturbs me the most is that local Republicans put Barbosa into a sensitive position as a School Board member with such questionable credentials. This clearly affirms that local Republicans care far less for professional capability than for party affiliation. We are in for a dark period for Flagler County under Republican hypocrisy. MIKE COCCHIOLA Palm Coast

Conklin needs to address Clinton’s rhetoric, as well as Trump’s Dear Editor: I applaud Colleen Conklin for raising the issue that “words matter.” For her efforts and courage in looking for common ground on which Americans can be civil to one another, I give her a B. Had she also mentioned Clinton’s words calling Trump supporters “racist, sexist, homophobic, xenophobic, Islamophobic — you name it,” she would have received an A. Some of those who voted for Trump in Flagler County also have children in the Flagler Schools. Words matter to these children as well. If anyone can improve the dialogue and find common ground on which we move forward as Americans, it’s Colleen Conklin. She is thoughtful and passionate, and open to dialogue. Perhaps we can all agree that applying “labels” to someone to define their character needs to stop. It takes far more energy to spew hate than it does to forgive! Colleen is absolutely right: Our children deserve better, and so do our friends and neighbors.

Conklin’s article on swastikas reveals Observer’s liberal bias Dear Editor: The article regarding School Board member Colleen Conklin’s comments about swastikas being written on students’ hands was rich, but expected. I wonder if Ms. Conklin paid any attention to the other candidate for president with her and her staff’s comments that were published during the acrimonious campaign, references to Christians/Latin Americans/Republican voters (half of America) — even her revered Black Lives Matter movement. I know she touched on other issues but the tone was exactly what I have come to expect from this small town liberal paper. ROBERT ST. CLAIR Palm Coast

THIEVES STEALS CHRISTMAS TREES, POTATOES 7:15 a.m. 3200 block of County Road 305. Commercial burglary: Someone broke into a warehouse at a local produce business and stole 30 Christmas trees worth a combined $825, according to a Flagler County Sheriff’s Office report. A manager told deputies that he’d locked the business at 6 p.m. Dec. 1, then arrived at 7 a.m. the next day to find the warehouse’s door open and the padlock that had secured it cut. The trees were about 6 feet tall. A couple of days later, thieves targeted

the same location again — this time stealing about $1,000 worth of white potatoes from a cooler, as well as seven trees worth a combined $192. “Potatoes were strewn all over the ground and loading dock area,” a deputy wrote in a Dec. 4 case report. Again, the thief or thieves had cut the padlocks on the doors.

MISCREANT POURS SUGAR INTO LOCAL’S GAS TANK 3:30 p.m.100 block of Palm Harbor Parkway. Criminal mischief: A 34-year-old local woman parked her mother’s Nissan Rogue at European Village, where the woman lived, and walked out later to discover all four tires had been slashed. When she opened the gas cap, she noticed a “grainy substance” — sugar, which can cause an engine to seize up when it’s mixed with gas. A deputy checked with a mechanic who said that fixing the tank would cost about $500, according to a Sheriff’s Office report. The tires cost about $258 combined.

Palm Coast man, 18, charged with molesting 12-year-old girl Owen Jerry Parker molested the girl on a wooded trail near Regency Lane, according to a Sheriff’s report. JONATHAN SIMMONS NEWS EDITOR

Palm Coast resident Owen Parker, 18, was arrested Nov. 28 on charges of sexually molesting a 12-year-old girl. Deputies arrested Parker at 3:54 p.m. at his Regent Lane home after he confessed to the Nov. 2 crime, according to a Sheriff’s Office arrest affidavit. The victim had told a child protection team Nov. 10 that she’d been riding her bicycle with Parker and a few friends along a wooded trail Nov. 2 when the group got off of the bikes to leave the trail. Parker, she told investigators,

then grabbed her from behind and touched her genitals. Parker told a deputy that he’d been on the bike ride — on trails near Regency Lane and Red Mill Lane — and admitted to kissing the victim, grabbing her from behind and touching her behind and her genital area over her clothing. He knew she was 12. Parker also “admitted to later making statements to other juveniles in the neighborhood that he was going to ‘get with’ the female victim and need a condom,” according to the affidavit. Two witnesses under the age of 18 told investigators they’d heard him make those remarks. One witness, a 12-year-old, told a deputy Nov. 16 that he saw Parker grab and kiss the victim when they were on the wooded trail. Parker is charged with lewd and lascivious molestation of a victim 12-16 years old.

Jack Bisland, who served as Investigative Services Division Commander for the Flagler County Sheriff’s Office in 2013, will become Flagler County Sheriff-elect Rick Staly’s second-in-command, according to a news release from Staly. “I am excited to have Jack join my team,” Staly said in the news release. “He is well respected in the law enforcement community and brings a wealth of knowledge and experience to the Sheriff’s Office.” Bisland started his career with the Winter Springs and Longwood Police Departments and later joined the Florida Department of Law Enforcement, retiring from the FDLE as the Daytona Beach Region

Statistics released by the Florida Department of Law Enforcement show that crime in Flagler County has decreased by 1.5% from January through June of 2016 as compared to the same time frame in 2015, according to a news release from the Flagler County Sheriff’s Office.

Burglaries decreased from 191 in the January-to-June time frame in 2015 to 144 in the same time frame in 2016. But the number of aggravated assaults, rapes and robberies increased slightly, and the number of motor vehicle thefts increased notably — from 36 in the 2015 January-to-June time frame to 49 in the 2016 January-to-June time frame. Flagler County in 2016 has has a lower total crime index — a rate calculated based on a population of 100,000 — than Putnam, St. Johns and Volusia

County to spend $253,000 on tourism advertising, events

The money will cover sports events and contracts with graphic design firms and with the company that hosts the county’s tourism website.

JONATHAN SIMMONS NEWS EDITOR

The Flagler County Tourism Development Office is getting up to $252,700 for spending on events and advertising. The Flagler County Commission at its regular Dec. 5 meeting considered three agenda items related to tourism spending, ultimately approving all three unanimously after some questions by commissioners. The first items called for up to $75,000 per year to be allocated for spending on graphic design services. “This might be designing pieces

“Some excel at certain areas versus others,” Dunn said. And, he said, “Some graphic designers, their hourly fee is a lot less than others. So we took that into consideration when the committee was reviewing those bids, and we wanted to ... have the options rather than go with only one that maybe can fulfill all of the services that we’re looking for, although at a higher dollar amount.” Coffey said that by developing contracts with all four, the county is developing a “library” of graphic design services that can be used in the future. The county already has libraries of firms for architecture and engineering, he said, “So this is the same kind of deal that we’re setting up for this tourism creative work. ... We can then do task orders for individual missions based on ... the specialty of that firm.” The county also approved tourism spending on four sports events: $10,000 for the PDA Florida—NPL Soccer Showcase Dec. 26-31 at the Indian Trails Sports Complex; $7,500 for the PDA Florida Winter Invitational Jan. 13-15 at the Indian Trails Sports Complex; $25,000 for a Sports Endeavors—EVP TOUR volleyball tournament May 31 to June 4, 2017, at the Hammock Beach Resort; and $5,000 for the Florida Flag Football State Championships June 23-27, 2017, at the Indian Trails Sports Complex.

The combined direct visitor spending from the four events is estimated to total $5,186,450, with the volleyball tournament bringing in the least — $107,505 — but making up for it, according to a county meeting backup document, with exposure: The event will be televised nationally a minimum of 190 times, and the county will get three commercials and one 60-second destination spotlight per show. In the last tourism-related agenda item considered at the meeting, the commission approved a $130,200 contract with Just Program, LLC, which already hosts the county’s tourism website. The county could have gone out for competitive bidding but decided not to, choosing instead to stay with Just Program. “Any successful bidder would still have to interface with Just Program, LLC, even though Just Program, LLC can offer these services and do so more efficiently,” the county’s meeting backup documentation states. “To prevent marketing disruptions, county staff is recommending that the additional services added over the years be purchased from our current provider.” This single-source procurement is a “temporary measure” for under 12 months, extending through Sept. 30, 2017, according to the county documents.

specifically to be placed as magazine ads, or print material or Visit Florida or stuff like that,” County Administrator Craig Coffey said. “So this is a component of our overall advertising.” Commissioner Donald O’Brien noted that the $75,000 was an increase from $41,000 the previous year. “We may not spend that much, depending on our graphic design needs,” said Matt Dunn, the county’s tourism chief. “Since then, we have increased the number of collateral pieces that we do have. We recently created a new birding brochure; we created a new weddings brochure and we’ve also created a specific visitors guide for the Florida official welcome centers throughout the state.” The money would be spent on contracts with four graphic design firms that responded to a county request for proposals. The contracts would be for two-year terms, with an option to renew for three additional one-year terms. A total of six firms had responded to the county’s request for proposals, but one was eliminated from consideration and another didn’t submit required documentation. The four firms selected were The Brandon Agency, Evok Advertising, Fuseideas and TypeFace Studios. Commissioner David Sullivan asked why four firms had been selected, rather than one.

The committee handles regulations for industries ranging from gaming to homeowners associations to medical marijuana. JONATHAN SIMMONS NEWS EDITOR

State Sen. Travis Hutson has been appointed to chair one of the Senate’s most influential committees: Regulated Industries. The Regulated Industries Committee handles regulations for industries ranging from gaming to homeowners associations to medical marijuana. Hutson, whose district includes St. Johns County, Flagler County and northern Volusia County, learned of his new appointment on Tuesday, Nov. 29. “I was very excited when I got the news,” Hutson said. “It’s a big committee. There’s a lot coming up. ... You’ll see us take up issues, maybe, about medical marijuana, gaming, possibly alcohol distillery legislation.” With the passage of the medical marijuana amendment in the recent general election, Hutson said, the state will need to consider regulatory details. “What we are looking at is how it’s regulated through the state,” he said. “We’ve got a limited number of providers, a limited number of dispensaries.” The committee, Hutson

Florida Sen. Travis Hutson

said, could consider whether to ease the approval process for those facilities. Another Senate committee, the Health Policy Committee — which Hutson has also been appointed to, as a member — will likely take up other issues related to medical marijuana. “The policy side would be who would have access, what individuals should be given access,” Hutson said. “And that’s going to be a healthy discussion.” The Regulated Industries Committee may also look at reforms to the gaming (gambling) industry, and at rules for alcohol distilleries, such as consideration of allowing certain distilleries to sell alcohol on the

premises. Hutson has also been appointed to be a member of the Appropriations Subcommittee on the Environment and Natural Resources, the Commerce and Tourism Committee, the Environmental Preservation and Conservation Committee, and the Health Policy Committee. Hutson expects that he’ll also be busy in the upcoming legislative session dealing with the aftermath of Hurricane Matthew. “We’ve got to figure out where we’re going to get money to see how we’re going to rebuild these beaches after Hurricane Matthew, so people coming here for tourism know that we’re open and ready to go,” he said. And in the Environmental Preservation and Conservation Committee, Hutson said, “We’re going talk a lot about all the discharge that’s coming out of Lake Okeechobee ... because we can’t just keep pumping water out, and destroying these beautiful areas, that people rely on for tourism.” Email Jonathan Simmons at jonathan@palmcoastobserver. com.

Palm Coast’s C.H.I.R.P. program wins award

Palm Coast finishes hurricane debris collection

The city of Palm Coast’s C.H.I.R.P. (Children Helping in Resource Protection) program, which provides free, hands-on, conservation-focused field trips to hundreds of Flagler schoolchildren each year, won the Excellence in Education Award from the Northeast Florida Regional Council on Thursday, according to a city of Palm Coast government news release. The award was accepted by Palm Coast Urban Forester Carol Mini, who directs the program, and Utility Chief Operator Peter Roussell, one of the many city employees who lead the field trip eco-stations. C.H.I.R.P. began in 2008, and since then has educated more than 4,500 Flagler students from kindergarten through 12th grade. The city partners with state and local agencies for the field trips with the mission of providing a fun, interactive, hands-on learning experience. The field trips are based at Linear Park, Waterfront Park and Long Creek Nature Preserve. Students rotate between ecostations focusing on topics such as wetlands vs. upland species, watersheds, pollution, planning, design, native and protected wildlife, invasive vs. native plants, safe boating and wildfire management. “Our philosophy is that if you teach children when they’re young about the importance of conservation and respect for nature, that’s a lesson they’ll carry with them for a lifetime,” Mini said. “It makes them more responsible adults to protect our natural resources.”

The city of Palm Coast has completed its collection of hurricane debris and has resumed normal operations for regular, weekly yard trash pickups, according to a Palm Coast city government news release. The city has compiled a list of the remaining piles of construction-type debris, such as fence panels, and the hurricane debris contractor will be picking those up from Palm Coast neighborhoods. Aside from the addresses already on that list, no additional hurricane debris pickups will be made — whether for vegetative or construction-type debris. Vegetative debris in the amount of 4 cubic yards or less (bagged, canned or loose) is collected by Waste Pro as part of Palm Coast’s regular, weekly yard trash collection service. For yard trash debris in piles greater than 4 cubic yards, Waste Pro will tag the pile with a price for collection. The resident should then call Waste Pro directly at 386-586-0800 to arrange for the pickup service at that cost. Residents can also arrange for private pickup of the large debris pile on their own. Construction and demolition materials like fence panels or roof shingles are not picked up by Waste Pro and should not be placed at the curb. Residents making repairs should confirm with their contractor that they will be removing all construction debris from the property. School Board delays vote on College Board contract Also: Imagine School plans financial turnaround.

JONATHAN SIMMONS NEWS EDITOR

The College Board provides Flagler Schools with number of services, including SAT School Days that give students chance to take the test without coming to school on a weekend, and training for Advanced Placement teachers. But the School Board has delayed a vote on a proposed contract with the College Board, a nonprofit that administers standardized tests and maintained the Advanced Placement Program. The issue came before the

board during its regular 5 p.m. Dec. 6 workshop and was scheduled for a vote at the 6 p.m. Dec. 6 meeting, but Board Member Colleen Conklin raised concerns: The language of the contract, she said, seemed to say that any SAT tests administered outside of a narrow time frame would not be free and would incur charges to the district itself rather than to the Florida Department of Education. “This contract very clearly spells out that anything outside that window … is not free,” she said. “I won’t be supporting it because of that reason. The way they have written the language of this agreement, it is pretty clear that they are going to charge you as the client ... I know for me, those are tremendous concerns.” Because the contract’s language wasn’t perfectly clear and seemed at odds with earlier contracts, the board decided at the workshop to table the matter and postpone a vote until school district staff could clarify with the College Board.

Imagine Schools, the charter school company which runs the K-8 Imagine School at Town Center, is planning to increase enrollment there from a current 863 students to up to 910 students to raise the school’s revenue.

The school’s expenses exceeded its revenue by $38,452 for the fiscal year ending June 30, according to an auditor’s report. The general fund balance was a negative $110,000, said Flagler Schools Chief Financial Officer Tom Tant. The school has since made up that money, bringing in $187,000 and creating a general fund balance of about $26,000. But that’s about 1.18%, and Florida law requires that Florida public schools maintain a fund balance of at least 3%. The general fund balance is used for emergency situations, Tant said. In the first few months of this year, Tant said, the school has reported a $400,000 increase in revenues — largely in contribu-

tions from the parent Imagine Schools company — about 78% of the school’s annual projected budget. “The goal long term is to have a positive fund balance in the 3-5% range,” said Imagine Schools representative Greg Young. “We’re at 863 students, and we currently have staffing for up to 910. So we could actually increase enrollment … so that would help offset some of that loss.” The school could increase its enrollment through marketing, Young said.

he two — Palm Coast Roller Derby and Ormond’s Sintral Florida Derby — have officially become one. After six years of competing in the same league, they merged at a halftime “wedding ceremony” on Saturday, Dec. 3, at Destination Daytona. “With the teams being so close together in proximity, it’s a natural fit for them to come together,” said Christina Morella, a team sponsor and former player. “Everyone is already such good friends, there is good unity, and this should allow them to move up ranks and get a bigger team.” With the unification, the new team will no longer compete at Destination Daytona. Its future games will be played at Skate ’n Shake at 250 U.S. 1 in Ormond. Sintral Florida began in 2008, while Palm Coast started two years later. Many of the skaters shared their reasons for loving the sport, SEE PAGE 14A

WHAT’S A DERBY WIFE? A derby wife is a skater’s best friend in the world of derby. Derby wives are ethically required to always have each other’s’ backs, even to the point of arguing when they know their derby wife is in the wrong.

David Smith, one of the referees, officiated the “wedding ceremony.”

f you’ve attended a high school basketball game, then you probably dread the very last minute of it, unless it’s going down to the wire. When the game gets out of reach, both supporting crowds tend to think, “Great. Another minute of this, and we get to leave.” Psych! This is actually when the losing team begins to play another game called “Make it last forever.” On too many occasions, I’ve watched teams fall behind — far behind — for 31 minutes, only to hold the arena hostage with excessive fouls, hoping the opposing team misses enough free throws and allows enough baskets for the losing side to get back in the game. Because some teams have come back to win this way, coaches have played copycat for decades, expecting to create the same results. I can understand if a team is within five or six points, with adequate time. There’s still a chance. But not if a team is losing by double digits. Once a team goes down by 35 points, the mercy rule is enforced, and the game clock never stops. If high school has deemed it necessary to show mercy as early as halftime, I’d like for the rule makers to also enforce a violation on constant fouls when teams have mathematically lost. Last season, I remember sitting through the last two minutes of a game with a 20-point differential. It eventually turned into a situation where the losing team couldn’t have won, even if the opposing team purposefully gave away the ball and allowed the team to shoot. What’s the point of fouling then? Before you go to that team’s defense by saying you play hard until the final whistle — I agree with that. But I believe teams should just play tough defense, and let the clock run. Sometimes, a game that should take 47 seconds to end becomes almost another quarter, lasting five minutes, due to free throws, walking down the court and teams calling unnecessary timeouts. If a team is able to come eight points from behind with 20 seconds remaining or 15 points with just under a minute, let me know. I’ll rethink my position. But I like my chances that I won’t have to worry about that.

Buying or making a gift for someone’s pet is always a hit.

S

ome people are difficult to buy for at Christmas, unless they are dog or cat people. These folks always appreciate gifts for their pets, which can make shopping for them really easy on you. I enjoy creating things, crafts, painting. I think I have craft attention deficit. I see, and want to try, everything and anything. This past weekend, I was in Fredericksburg, Virginia, walking in the downtown area, street after street of so many wonderful shops. When I see something in a shop, I look it over and decide how I could make it myself. I had a list of ideas by the time we left — including pet gift ideas. I have made felt mice, stuffed and sprinkled with catnip, for my daughter’s cat. I found the

pattern on pinterest.com. I hand-sewed them, and it took her cat, Robby, quite a while to tear them apart. He will get more this Christmas (don’t tell him if you see him). Want to try it? Here’s the link to the pattern: bit.ly/2ghkMe5 Another easy DIY idea is to make dog/cat beds. It’s getting cooler, and we tend to have tiled floors in Florida. A no-sew method is to take two squares of felt, fringe them with scissors, tie the fringes together,

add stuffing to some inexpensive pillow cases and put them in between the felt. Tie the last side — voila! — easy peasy doggie bed that is also easy to take apart and wash. The neat thing about the bed is the felt blankets are very popular, and stores that sell fabric have bolts of cute designs and even team colors. If you aren’t sure about the process, just ask at the fabric shop. As one who generally travels with her dogs, a cover for the

back seat is a perfect gift. Again, pinterest.com has so many ideas and different patterns to try. A relatively new product I found was a water bottle for your pup, that had its own “bowl” that snaps on the side of the bottle when not in use. How many times have you cupped your hands and tried to share the water in your water bottle? There is still time, and so many ideas, so get busy and create!

FLAGLER TEACHERS AWARDED GRANTS TERRA, a nonprofit organization, awarded nearly $12,000, of the $50,000 in funding available for the State of Florida, to four Flagler County teachers. Rymfire Elementary: Melanie Tahan was awarded funding for a makerspace project to help develop creativity and critical thinking through play for younger students. This grant will provide the media center with technology products to help the students engage in robotics, movie-making, and digital design. The grant

coincides with a larger project, The Hammock, which is what the new space will be named. Tahan teamed up with a group of RES Community Problem Solver students. Buddy Taylor Middle School Andrew Medearis, a STEM teacher at BTMS is facilitating a switchgrass biomass growing trial with Ernst Seed Co. and Penn State University. The TERRA grant helped his class attempt to create biodiesel and bioethanol from the switchgrass, as well as collect and analyze data from the crops. The project will fund field cameras that will take time-lapse pictures. Old Kings Elementary Kim Weeks will use money from the TERRA grant to create an augmented reality sandbox, and an ocean exploration station, in the media center. This will enable students to go on virtual underwater adventures, and explore ocean habitats. Bunnell Elementary Michele Mantell was awarded money to purchase 360 cameras, to allow students to create their own virtual field trips, Virtual Reality goggles, and Makedo cardboard construction kits. These projects will help students develop communication, collaboration, creativity, and critical thinking skills. “We are excited to receive funding which helps supports our 1:1 initiative and the creative ideas of teachers,” Ryan Deising, executive director of innovation for Flagler Schools said.

FPC grad opens used car dealership Flagler Palm Coast high School graduate Sergey Glagolev has opened a used car dealership named Sovauto Sales in Bunnell on Steel Rail Drive. “My father is originally from Russia and started in the car business in 1991 shipping cars from Germany to Russia after the dissolution of the Soviet Union,” Glagolev said in a press release. “I’ve owned my own business for the past eight years in Flagler County and I’m excited to have the opportunity to grow Sovauto.” Sovauto has approximately 30 cars and trucks on their lot, with a goal of 50 in the near future. The dealership is located at 3365 Steel Rail Drive in Bunnell, behind the VerdeGo nursery. Call 2760005 or visit sovautosales.com.
