WHY DID HE STAY?

efore Hurricane Matthew, Tony Lulgjuraj had never been much of a Facebook user. By the end of it, he was Flagler County’s biggest social media star. His video, shot through the sprinkled windshield of his black Hummer, went viral, with more than 86,000 views. To many people, Lulgjuraj (pronounced LOO-zher-EYE) provided a profound public service, serving as the first glimpse of their homes in Flagler Beach and also the first glimpse of the destruction of parts of A1A south of the pier. “Everyone I talked to said I was their eyes and ears,” Lulgjuraj said in an Oct. 11 phone interview, as he took a rare break from working to bring his restaurant, Oceanside Beach Bar and Grill, back to working order. “I made a lot of new friends. I had people coming up and hugging me and kissing me and crying to me. It felt great. I felt like I could help. They thought their whole town was destroyed. I brought them hope, and they were happy.” One day after the hurricane, Lulgjuraj went to a gas station, and everyone inside started clap-

ping, and they paid for his drinks, he said. WHAT DID HE SEE?

Lulgjuraj got the idea for using Facebook Live from his cousin, who was broadcasting himself from a golf cart in New Smyrna Beach. He had never heard of Facebook Live before then, he said, and he thought it was pretty cool that you can see who is watching and see the comments they are making in real time. When he gets in his Hummer, Lulgjuraj starts the video rolling and, as a Christian cross on a string of beads sways from his rearview mirror, he gives his commentary about whose roof is damaged or how crazy someone must be to be

driving so close to the edge of the broken pieces of A1A. As he drives, friends and family start making requests: “Check on my house!” or “Look down 16th street!” Afterward, he said, “I had to turn my phone off because it was killing my battery. I had 600 messages — it was crazy. It kept dinging.” Ultimately, the reason he wanted to go on his drives was to check on his own restaurant. With every sign of damage on other buildings, he appears to become more nervous. He talks to his restaurant, saying, “Come on, Oceanside. Hope you’re doing all right. I’ll be right there. … Come on, Oceanside. Stay intact!” Finally, when he arrives, the relief is dramatic. The brown

His brother and sister-in-law, Johnny and Lena, had a baby the day of the hurricane, and their belongings were at Lulgjuraj’s house. Also, he’d spent so much time preparing his 5-year-old restaurant (it’s a family business, with Johnny and their mother, Marina, all working together) that he didn’t have a chance to board up the windows on his own house. “It was all happening so fast, and I just decided to stay behind and watch over everything,” he said. Fortunately, everyone stayed safe, but his drives were sobering. “We got a beautiful little town here, and watching it wash away, seeing the damage — it was devastating,” he said. He paid his gratitude forward after the storm, as well, grilling sandwiches and feeding first responders, bringing food and drinks to people who didn’t have power. “We’re a small town, small community,” he said. “Everyone works together as a team.”

Hunter Watson recorded a video of the A1A road damage in Flagler Beach just hours after the worst of the storm had passed. The video has reached 1.6 million views since he uploaded it and allowed various news outlets to share it on their platforms. Since his video went viral, Watson has received over 500 Facebook friend requests from people all over the world, including Italy. Watson — a Flagler Beach resident — headed for Palm Coast early Friday afternoon down A1A, and, to his surprise, he didn’t see anyone in sight. Due to the height of the storm, no one had been allowed to travel. Eager to provide the community with an update, he returned home to grab his recorder, and he began to

highlight all the damage A1A had suffered. “I’ve lived in Flagler Beach for my entire years, and I’ve stayed for every storm,” he said. “I have seen the beach sustain a lot of damage, but it couldn’t sustain this storm. I almost fell while recording because the wind was so strong, and I was close to the edge of the road.” While some people were terrified to even peek out their windows, Watson yearned to follow the storm. He would like to record many other major storm events in the future. “I was able to give the community insight of what was happening,” Watson said. “And I wasn’t afraid … I guess because I’ve been around it my whole life, and I knew I could swim, had it come to that.”

Since 1928, Flagler Beach’s identity has been the pier. It can be seen for miles north, south and from the top of the Flagler Beach Bridge. Today, there is less to see, about 235 feet less. This time last week it measured 806 feet and had a T-head at the end. “We lost about one-third of the pier,” Tom Gillen, director of Flagler Beach Parks, said. “It broke in-between the last two huts.” Sections of the pier have toppled into the ocean in the decades since it was constructed. The first time was eight weeks after a July 4 celebration of its opening in 1928.

The day after Hurricane Matthew, an inspector from the Army Corps of Engineers walked what he could of the pier, to assess the damage. Gillen said he is also going to have a structural engineer inspect the pier, specifically, the braces on the underside, before anyone is allowed back on it. “If it is OK we could block off the end,” Gillen said. “We will have to decide whether we want to rebuild the whole thing, or another option is to use the funding we get, to repair it.” Funding will come from FEMA and the insurance policy the city has on the structure. At the moment, reopening the pier is not the top priority.

“The city has been focusing on restoring power and removing debris that was blocking the roads,” Gillen said. Gillen said he has received offers from individuals and groups to start cleaning up the beach, but that also will have to wait. “There are too many rusty nails and dangers,” Gillen said. “We don’t want anyone getting hurt, and these are liability issues.” The time will come when the city will be looking for volunteers, and at that time, Gillen said, “We would love to have them come and help us clean up.” In the meantime, Gillen asks everyone to “help out your neighbors.”

Flagler Beach woman to return memorial plank from the pier to Hillis family WHO BOUGHT THE PLANK? A man named Scott Hillis, of Virginia, called the Observer after seeing this story and said his 15-yearold daughter had worked to earn $100 to buy the plank to memorialize Grandma Gail Hillis. Scott Hillis said Grandma Hillis lived in Flagler Beach for many years before she died March 4, 2015.

ifteen blocks south of the Flagler Beach Pier, a piece washed ashore. Laura Hackett, a five-year resident of Flagler Beach and current officer with the Jacksonville Sheriff’s Office, spotted a plank from the pier that appears to be more than 6 feet long. Carved into the plank are the words, “In loving memory of Grandma Gail Hill.” Hackett, who also was in the U.S. Marines for 12 years, shared the picture and wrote this on her Facebook post: “I’d love to find Gail Hill’s family who paid for this board and make their day, so a little happiness can come out of the Flagler Beach hurricane disaster.” The post went viral, being shared more than 3,000 times. Several other people commented on the post, as well, wondering about the fate of other planks memorializing loved ones. One Facebook user named Melissa Ann Siedelhofer posted this comment in return: “That

could be our board for Grandma Gail Hillis. Doesn’t it look like it’s been broken?” Hackett said three relatives, one from Daytona Beach, have contacted her saying a board had been purchased for Gail Hillis, and she agreed that it does look like part of the board might have been broken off after “Hill.” But even if that’s the right family, it might not be quite so simple to know what to do with the board. Does it belong to the city, or the family? “I just want to make sure I do the right thing, and get it to the people it belongs to,” Hackett said. “It’s a tragedy.” She said contacted the city and that after much discussion, it was decided that the plank should be returned to the family. Hackett said she had no idea her Facebook post would garner so much attention. She said she’s usually “a hermit,” but Flagler Beach has brought her out of her shell. “I don’t like the spotlight,” she said. “I do my job 120%, but … that’s why I live in Flagler Beach: It’s quiet, it’s safe, it’s time forgotten.”

Bunnell Elementary School was one of three schools used as shelters during Hurricane Matthew. After the storm, the Church on the Rock was used as a shelter to give the schools a chance to prepare for students.

Thanks to all who served in shelters Residents report that the volunteers made everyone feel at home at both Bunnell and Wadsworth elementary schools. I cannot say enough about the wonderful people who manned the Bunnell Elementary School shelter. The CERT team, the school district, the police, the Humane Society and all the other employees and volunteers were fantastic. They sheltered us, fed us and took care of our pets. Every single person was friendly, efficient and knowledgeable. When I reported that a lens had fallen out of my eyeglasses, they found it and returned it to me! In a difficult situation, they were truly a port in the storm. Thank you, Flagler County!

kind enough to send in a few photos of her experience, along with some notes about her experience in Room 13-107, a first-grade classroom. Kipnis wrote that Bunnell Elementary had electric outlets and wifi for guests. “Many evacuees used their tablets to follow Matthew and its effect on Palm Coast,” she wrote. She added: “I neglected to mention one of the most interesting things in the shelter: 13 strangers lived together for two days – and no one discussed the presidential election! I guess even a hurricane cloud can have a silver lining.” Kipnis brought her Tibetan terrier, B.J., to the shelter. She said she was told that at one time there were 163 dogs, 68 cats, 10 birds, two rabbits and assorted others. “Everyone who had a pet there should give generously to the (Humane Society),” Kipnis wrote. She said the society had pet supplies for those without any. An ironic point: Three Tibetan dogs and owners were in the same classroom.

Thanks for making evacuations comfortable I would like to take this opportunity to thank lots of people that were involved to make our evacuation as comfortable as possible. Thank you to the Sheriff’s Office and Flagler County Fire and Rescue. Thank you to all the people who worked at Wadsworth Elementary School, from the principal to the teachers, to the kitchen people and to the janitors.  A Blakefield Drive resident reported that his home was bur-

glarized while he was evacuated. The thief had pried open a garage door and stole TVs, XBox games, a power pack and an XBox 360.  A thief broke into the Cricket Wireless on Palm Coast Parkway NW. The thief stole two cash bags, plus petty cash.  A neighboring business owner found the door to Robert Weidig Gunsmith on Utility Drive open. It was clear that someone had forced their way into the business. Forty-one guns were stolen.  On Clubhouse Drive, someone reported that a generator was stolen from outside their home.  Someone broke into a Pine Haven Drive home through a bedroom window and a stole a camera. EVENING AND NIGHT OF SUNDAY, OCT. 9:

 A man was leaving for work and walked back inside his Sederholm Path home briefly while leaving his 2016 Chevy Silverado running in the driveway. While he was inside, someone stole the truck. Deputies tracked the man’s cell phone, which he’d left in the truck, to Florida Hospital Flagler. Two people seen walking away from the truck were arrested.  A man reported to deputies that his son came home to their Wasserman Drive home intoxicated. The man’s wife picked up the son’s cup of booze and poured it out. The son got mad and punched the man in the face, the man reported. Deputies charged the son with battery.

anything was stolen.  On Llewellyn Trail, a woman struck a victim over the head with a wine bottle, then fled while firing a revolver into the air. Deputies arrested the woman.  A man grabbed a pregnant woman around the neck during a fight at their home on Parkview Drive. The man was arrested on a charge of aggravated battery.  A man was asleep at a home on Eastgate Lane and heard the glass of the sliding glass door shatter. He heard someone moving around inside the house. It took the man about 30 minutes to get out of the house and call 911 from a neighbor’s home. Deputies deployed a police dog but couldn’t find a track.  A man was in his living room on Prattwood Drive when his power went out. He assumed that his generator needed fuel but when he went out to check, the generator had been stolen.

 A Blakeport Lane resident evacuated, and someone broke into the empty house and stole several TVs.  On Papaya Street, in Bunnell, a man woke up at 7:15 a.m. and saw that someone had stolen all of the guns and a whiskey jug containing about $400 in quarters. There were no signs of forced entry.  Someone broke into a Blakefield Drive residents’ home while the resident was evacuated, and stole numerous electronics.  On Radcliffe Drive, a man’s home was burglarized while he was evacuated. The thief apparently pried open the front door and stole a 2011 Toyota Camry, jewelry and electronics.  A Radcliffe Drive resident reported that a thief broke a rear sliding glass door and stole electronics during the evacuation.  On Grove Street, in Bunnell, a woman returned after evacuation and found that a thief had stolen her TVs and guns.  Someone broke into an Eastgate Lane house through a rear sliding door and ransacked the bedroom. The resident had not retuned, so it was unknown what was taken.

He came out of a bedroom with a gun and threw it on a table. Deputies arrested the father-in-law.  A teenager got into a fight with several of his family members on Clove Avenue in Bunnell. The teen stabbed an older family member several times. The victim was hospitalized and survived.  A Bud Hollow Drive home was ransacked while family was evacuated.  Someone called to report two suspicious persons on Brookside Drive. Deputies found a teenager believed to be involved with car break-ins. The teen was turned over to a parent, and deputies expected to prepare charges.  On Dogwood Street, in Bunnell, someone sent a text message stating that she would be dead soon and to tell everyone she loved them. The person who received the text reported it to police. Deputies searched the area and tried to ping the cell phone from which the text was sent, but did not get a result. The person who sent the text was later found, and told deputies that the person who reported it had misunderstood the message.

After Hurricane Matthew struck, burglars broke into Palm Coast homes, stealing cash and electronics. There were also fights, assaults and batteries, and a number of arrests. Three businesses — Robert Weidig Gunsmith at 15 Utility Drive, Cricket Wireless at 1499 Palm Coast Parkway NW, and the Mobil gas station at 5935 E. S.R. 100 — were burglarized, with the Mobil station burglary still under investigation Oct. 11. The Flagler County Sheriff’s Office has asked anyone with information about the crimes to call the Sheriff’s Office at 3134911; or, to remain anonymous and eligible for a reward of up to $1,000, to call Crime Stoppers of Northeast Florida at 1-888277-8477. hey have been barraged with insults, complaints and stark discontent from their customers, but the workers at Florida Power & Light Company have labored day and night to return power to Flagler County. After Thursday evening, a mere 8,000 houses in Flagler County remained with power. People in the other 51,000 homes scrambled to adjust after the hurricane by eating cold food, taking cold baths and living in darkness.

Meanwhile, dozens of trees around the county lay across dangled powerlines – some broken – thwarting attempts restore power. Because of the damage, the streets have been filled with power trucks, tree service trucks and other specialty trucks, heading in every direction to play a part in returning light to homes. The number of houses without power continues to dwindle. As of 10:30 a.m. Oct. 12, 1,781 homes in Flagelr County remained without power.

Hurricane Matthew gnawed away at Oceanshore Boulevard in Flagler Beach like a giant sea monster, sucking sand out from underneath the scenic roadway and leaving a series of biteshaped chunks of asphalt to crumble into the ocean, where storm tides swept them out to sea. The cost to repair the road, including design and construction, is estimated at $35 million, according to Florida Department of Transportation spokesman Steve Olson. It would come from state and potentially federal coffers. The repairs are estimated to take six to 12 months. The damage extends along about 1.3 miles of the roadway in Flagler Beach, running from Ninth St. S. to 22nd St. S., Olson said. “Current cost estimates … are subject to change as the scope of

the project is developed,” Olson wrote in an email to the Palm Coast Observer. Time estimates for the repairs are also subject to change. For now, orange and white traffic barricades have been placed around the damaged portion of the road, with motorists routed in detours along residential streets. “FDOT is examining further options for traffic control,” Olson wrote. The repairs, Olson said, will involve not only reconstructing the roadway, but adding a protective wall along the east side using sheet pilings — vertical, interlocking metal sheets placed in the sand to shore it up. They’re already used along parts of Oceanshore Boulevard, and those areas didn’t collapse, Olson wrote. FDOT will work with other agencies — including the Army Corps of Engineers and the Florida Department of Environmental Protection — during the reconstruction process, Olson wrote, and will work with local government to assess how to handle

Sewers overflow Power outages within the city of Palm Coast caused problems other than spoiling food, stifling hot homes and lukewarm showers. Without electricity to run sewage pumps and PEP tank pumps, the sewage systems backed up, causing manholes to bubble and sewage to back into swales and overflow at pump stations. The city sent out news releases imploring residents who were still without power to limit water usage. Even water used in sinks and showers drains to the same overfilled tanks as toilet water, contributing to the potential

for backups. Still, as the length of power outages dragged into the fourth day — PEP tanks are usually designed to hold about three days’ worth of wastewater — the city hired about 20 tanker trucks and about a dozen generators to pump out overfilled and overflowing tanks Oct. 9-10. “That has been our highest priority,” City Manager Jim Landon said at an Oct. 11 City Council workshop. “We still have areas without power right now that are on PEP. … I’ve spent numerous conversations and hours worth trying to get FPL to understand … we’re really trying hard to get them to focus on PEP systems.” None of the sewage has contaminated bodies of water, Landon said, and the city’s wastewater and water plants continued operating, on generators, throughout the storm.

the debris left by the storm began the day after it passed, and will likely continue for weeks, City Manager Jim Landon said at an Oct. 11 City Council workshop. The city has contracts with national companies that have been called in to help with the cleanup effort, which has so far focused on public property such as streets, parks and trails. The city expects reimbursement by FEMA for some of that work. FEMA sent out staff to view the debris removal process and calculate cost estimates. “FEMA will reimburse us for that, but only if they can verify it’s storm related, so there are monitors.” Landon said. City buildings and facilities all survived the storm. The Indian Trails Sports Complex and Ralph Carter park were scheduled to open Oct. 12 for team sports practices, and a lacrosse tournament planned for the weekend will go on as scheduled, city spokeswoman Cindi Lane said. The Palm Coast Community Center was open as of Oct. 11, with youth programs scheduled to resume Oct. 12, and the Palm Coast Tennis Center was scheduled to open Oct. 12.

Trash pickup tips The city of Palm Coast has asked residents to separate trash at the curb into three categories: 1) Household trash and bagged storm debris; 2) Construction and demolition debris, such as roofing shingles and damaged gutters; and 3) Vegetative debris, such as logs, tree branches and plants. That debris will be chipped into

On Oct. 5-6, the patients were transported to other Florida Hospitals in the area that were further from the coast. The one exception was the emergency room at Florida Hospital Flagler, which remained open through the duration of the storm for patients with medical emergencies. After the storm, on Saturday, Oct. 8, patients were transported back to Florida Hospital Flagler. The outpatient facilities at Parkway Medical Plaza and Town Center Surgery are fully operational again and open to patients. The medical office building on the Florida Hospital Flagler campus is open, but patients should call their physician’s office to ensure they are open.

But the trash should be left at the curb, so staff can pick it up during the next cycle. Waste Pro will make multiple passes through the city to pick up debris as residents collect it. ”We will do at least two sweeps, possibly three,” Landon said. “If people get it to the curb, we will pick it up.”

Check contractor licenses Palm Coast officials have warned residents to make sure any contractors they hire are properly licensed. “As our residents start to try to make repairs .. Please, please,

please use licensed contractors,” Mayor Jon Netts said. He listed three tipoffs that a contractor isn’t licensed: 1)They show up at the door soliciting work; 2)They ask residents to get permits for them; 3)They say that if the resident doesn’t hire them immediately, it will be months before they can get back to them. Unlicensed contractors also often demand large down payments before they’ll start working. That’s illegal: State law allows contractors to take only 10% up front, Netts said. dicting,” Palm Coast City Manager Jim Landon said at an Oct. 11 City Council workshop. “Zero structures had major damage according to FEMA standards. … very little damage, relatively speaking, from a hurricane standpoint.” There were 195 Palm Coast single-family homes affected by the storm, and seven multifamily structures affected. “Affected,” in FEMA parlance, could mean something like a tree falling against a house but not penetrat-

ing it, according to the county news release. Palm Coast has fielded damage assessment teams to create reports on damage to private and public property. Those reports will be turned over to FEMA. Most of the damage Hurricane Matthew caused to private property occurred in unincorporated areas and in Flagler Beach. In unincorporated Flagler County, the storm caused $49,659,830 in estimated total damages, and $48,033,938 in estimated resi-

dential damages. Six homes in the unincorporated areas were destroyed. In Flagler Beach, estimated total damages were $15,178,829, of which $13,166,109 was to residential properties. Five Flagler Beach homes were destroyed. The storm also caused an estimated $4,001,517 in damage in Beverly Beach, an estimated $135,515 in damage in Marineland and an estimated $259,014 in damage in Bunnell.

As Palm Coast residents dragged downed trees and damaged fences out of their yards after Hurricane Matthew, local government agencies and volunteers scrambled to help clean up debris. Within the limits of the city of Palm Coast, there was no major storm damage — at least, according to FEMA standards — and damage to private property totaled about $3,585,412. But countywide, the damage was much more serious, totaling an estimated $72,820,117 in damage to private property, with residential damage accounting for $66,124,679 of the total. A total of 11 homes in Flagler County were destroyed, according to a Flagler County government news release, and 164 had “major damage” according to FEMA standards, meaning that repairs would not be possible within 30 days. Another 294 had “minor damage” expected to be repairable within 30 days, and a total of 1,276 properties were affected. School board member Andy Dance and his family were cooking up a storm at the shelter at Rymfire Elementary school during Hurricane Matthew. Rymfire was the shelter designated for those with special needs and their caregivers. Other school administrators helping at the shelter included Lynette Shott, director of Flagler School Services, and Rymfire assistant principals, Abude Koushakjy and Travis Lee. “The school cafeteria crew was cooking up the meals, and the maintenance crew was there if anything needed to be fixed,” Dance said. Dance said they served 500 meals. “I helped in the kitchen with my two daughters, Sarah and Kayla, preparing and distributing meals,” Dance said. “I knew I could help there without getting in the way. I actually had a good time.”

Dance said that areas in the school were set up according to needs. One area for those who needed oxygen tanks and a higher level of care, and another area in the gymnasium that was full of cots. “It was very organized. The department of health was amazing, signing everyone in as they arrived,” Dance said. The school was a good safe haven. “We rode it out without really hearing what was going on outside,” Dance said. The only drawback was the emergency safety system in place at the school. “When it got dark and it was time to go to sleep, some of the lights couldn’t be turned off,” Dance said. “The school is set up with battery backup lights.” Dance said his home wasn’t damaged, but like most, he returned to no power.

taying at a shelter may have been an inconvenience for most of the Flagler County residents who fled to local shelters during Hurricane Matthew. But for Nicholas Carter, his wife Tiffany, and their kids Mikayla, 8; Damian, 7; Jasmine, 4; and 3-month-old Ayden, they went from a tent to an actual building. The family has been living at the Thunder Gulch Campground in Bunnell, and the family had no choice but to leave ahead of Hurricane Matthew. While Nicholas says they pretty much have most essentials there, he also admits it can be difficult living in a tent – especially with four kids. “Other than the typical problems, we have to deal with constant bugs — ants, bees, everything like that,” he said. “It’s kind of hard to keep them out of your tent, when they can chew holes through it.” At the Bunnell Elementary shelter, their worst concerns were getting bored and living among dozens in a school hallway. They were provided food and other necessities, including air conditioning. They only get cool air at the tent when the weather is cool. The couple fell on hard times and is working to purchase a place.

lagler Humane Society staff and volunteers set up the first-ever, peopleand-pets shelter at Bunnell Elementary, the night before Hurricane Matthew arrived. In the past there had been shelters that were suitable for a Category 1 storm only. Amy Carotenuto, director of the Flagler Humane Society, knew the official shelter would be well received, but even she was surprised at the number of people with pets. “The amount of animals that

we cared for shows what a huge demand there is for pet friendly evacuation shelters,” Carotenuto said. Volunteer Manager Jeffrey Ritter, and other FHS staff, were at Bunnell Elementary when the people and their pets began to arrive, and they kept coming. “We thought we might get 80 pets,” Ritter said. “We checked in 230.” Ritter said there were dogs, cats, eight birds and a sugar glider. First Coast No More Homeless Pets of Jacksonville brought 54 extra kennels to the shelter while the team was setting up. “We would not have made it without that,” Ritter said. Ritter said the pet owners were grateful to have a place for their animals. Being the first time, there were a few small snags, mainly, crates for the cats. “We ran out of cages for the cats, so they had to stay in their travel carriers, not ideal, but they were safe,” Ritter said. “You don’t always think about a crate for a cat, but they need one a small litter box can be placed in.” Every two hours pet owners were allowed into the pet area

Carotenuto had some advice for the next time the shelter needs to be opened. “We do need to emphasize, for future storms, that pet owners absolutely have to buy crates. Even though we loaned over 100 crates, we ran out.” “We had more animals than we expected but we made it work,” Ritter said.

He reflected later in the week on the brief church service that he presided over on Sunday. “Everybody who talked to me said those 15-minute church services were among the most spiritual church services they’ve ever had,” he said. “That’s just because when you serve your fellow man, you serve Christ. It’s just wonderful.”

For some neighborhoods in Palm Coast, hurricane relief came dressed in yellow T-shirts. After Hurricane Matthew, 1,300 volunteers from The Church of Jesus Christ of Latter-day Saints gathered from around Florida and showed up in Volusia County and Flagler County to help cut down trees and do all manner of other cleanup after the storm. Dozens of local members of the Bunnell-based congregation joined in the effort, as well, on Sunday, Oct. 9. Dressed in jeans and work clothes, they met for a brief sacrament service in the chapel — an open door and a lantern provided the only light into the building, which was still without power — and then church was adjourned so that everyone who was able could assist with the cleanup. Work crews scattered around Flagler County, working on houses with as little damage as some branches lying on the grass to other houses with enormous trees down. Eventually, many of the crews

ended up on Farraday Lane, surrounding the home of Billy and Jenny Whitley. Most Farraday lawns were carpeted with Spanish moss that Hurricane Matthew had raked from the towering oak trees. In the Whitleys’ backyard, one of those towering oak trees had been taken down as well. The scene was dramatic, with the root structure lifted entirely out of the ground, leaving a crater about 6 or 8 feet deep. Billy

Whitley said that some time ago he paced out 75 feet to estimate how tall the tree was. Turning to look at the tree, now lying on the ground, he said, “Now you can probably use a tape measure.” As dozens of church volunteers swarmed around the tree, cutting it up with chainsaws and hauling branches to the front yard, the scene was surreal for Whitley. “It’s always weird when it’s

your house,” he said. He felt fortunate that the tree fell parallel to his house and not on top of it. Moreover, he said, it was lucky that, about a year ago, the neighbor had removed a similarly large tree that was even closer to the house.

rancine Beat’s blond hair furled and unfurled against her face in the wind, as she sat on a chair in the driveway of her beachfront home north of Hammock Beach. It was the afternoon of Oct. 11, and the home had survived Hurricane Matthew’s storm surge. And yet, she was regretful. “We should have left,” she said. “Next time, yes, I would leave.”

‘I HAVE LOST THE BATTLEFRONT’

Evan Beat recorded his bout with Matthew with a series of harrowing videos on Facebook. But it started with a great deal of preparation, some having taken place years earlier, when straps and other hardening techniques were implemented, per county building codes. Francine Beat said she is grateful today for the building codes. In the days before the hurricane, Evan Beat also surrounded the house with 80 sandbags. Then, with his mother at the neighbors’ house, he settled in to watch the hurricane come for him. By about 10:50 a.m. Friday, Oct. 7, the house was already surrounded by water, and Evan was using towels and tarps to try to SEE STAY PAGE 22

Her son, Evan Beat, stood next to her in the driveway. Twenty-six years old, he’s short and balding, with a goatee and cheerful eyes. He had volunteered to stay at the home at 61 Ocean St. during the storm. Meanwhile, Francine Beat stayed with friends three doors down, unwilling to go any farther from her home, despite the mandatory evacuation order.

Evan attempted to ease her conscience. “If I didn’t stay, you were going to,” he said with half a smile. The trauma of the hurricane — and knowing her son was in harm’s way — was still fresh for Francine Beat, as was the evidence of the power of Mother Nature all around. The home used to have a swimming pool. But it has been entirely

filled in. Instead, there is now a bed of sand with a metal handrail. The home used to be protected by a dune, with a beautiful wooden walkover. Now, the dune is gone, having been bulldozed away by the ocean; the walkover is torn in half, twisted in midair. “I’m old,” Francine Beat said. “I’m done. I’m going to move to Palm Coast.”

But a couple of hours later, he went down to the garage and was lifting a box of documents from the floor to a shelf to keep them from getting wet, when he heard a groan and then a thunderous boom. A panel of the garage door burst, and seawater poured in. Evan Beat was knocked off his feet, and his legs were scraped up by debris. He scrambled to the door that led inside and tugged with all his strength to open the door against the current. Then, once inside, he had to use all his strength to close it again, although it didn’t do much good: The bottom two steps were flooded, and he had to move up to the second floor. He posted on Facebook: “I have lost the battlefront.” Friends implored him to evacuate, but he responded, “It’s too late.” He kept his eyes on the soffit around the house, fearing that if one piece of the roof were to fly off, the rest would soon follow, and he might be next. Meanwhile, waves were now crashing against the house, and floodwaters rose. Down the street, the mailboxes were nearly covered. Then he saw a shed across the street come loose from its foundation and float into a neighbor’s yard. “And I saw this little thing, and I realized it was a cat in the skylight of the shed,” he recalled. “And I just thought, ‘I can’t just sit here and watch it drown.’”

So he jumped from the balcony into the water, and he scraped himself up even more because he had unknowingly landed in his shrubs, which were buried in the water. He swam across the street and grabbed the cat by the scruff of the neck, and then he swam back, holding the cat in the air. When he reached the stairs to the deck again, however, another storm surge was coming. He lifted the cat as high as he could in the air, and he grabbed onto the railing and held his breath, and he was underwater, as waves broke against the house again. “Adrenaline and fear — basically fear — kept me hanging on,” he recalled. ‘I’M DISAPPOINTED I COULDN’T SAVE MORE’

An hour later, the storm was essentially over. That evening, Francine returned home. On Oct. 11, while Evan Beat was giving me a tour, the neighbors arrived, Ken and Linda Hirsh. I suggested to them that I was bound to get a Facebook comment when I posted the story, so I had to ask the question: Why didn’t they evacuate? Evan Beat said with a smile, “I don’t regret staying, but I wouldn’t do it again.” Looking at the possessions that were out in the driveway, drying in the sun, he said, “I’m disappointed I couldn’t save more, but I did save a lot of things.”

But the Hirshes were adamant that staying was part of coastal life. “If you’re going to build near the coast, you have got to be willing to buy the best products you can buy to keep your home safe,” Linda Hirsh said. “Our house was made to withstand 185 mph winds,” said Ken, although he later amended that to say the windows were rated at 180 mph. Linda Hirsh also said the overstated weather predictions of the past were a factor for people staying. “This is the first time that they were right about how bad it was going to be,” she said.

Ken Hirsh laughed and said it was foolish for Gov. Rick Scott to threaten that this storm “will kill you.” The implication was that, clearly, it hadn’t killed the Beats or the Hirshes or any of their neighbors. If you evacuate, there is also the danger that your home could be looted. In fact, the day after the hurricane, Evan Beat saw people peeking in the neighbors’ windows, and he chased some of them away. What if he hadn’t been there? Still, Francine Beat wouldn’t change her mind. She shook her head and said quietly, “We were wrong to stay.”

Parkview Baptist Church, Epic Church, First Baptist Church of Bunnell and First Baptist Church of Palm Coast have sent their members out to help clean yards, feed the hungry and cut down trees. “In a world where everyone is out for themselves, we have surrendered ourselves to put others first,” said Eric Trawick, senior pastor at First Baptist of Bunnell. Parkview has had 150 people help with services either before or after the storm. “Many of the people we helped were single moms, elderly, and handicapped,” said Greg Peters, Parkview’s senior pastor. “Our desire was to share the love of Jesus and to help those who could use a hand. One family we served were quoted $8,000 from a tree service. There was no way they could afford that, so we sent volunteers for free. FEMA efforst are underway FEMA personnel are on the ground in Nassau, Duval, St. Johns and Flagler counties today to pinpoint damage caused by Hurricane Matthew. Teams will be deployed to additional counties as requested by the state. These individuals will help identify areas of damage where Preliminary Damage Assessment (PDA) teams will be needed. PDA teams, comprised of representatives from local emergency management, the State of Florida, U.S. Small Business Administration (SBA) and Federal Emergency Management Agency (FEMA), will then be assigned to areas identified by the state to further document the extent of damage caused by the hurricane to those areas. The PDA teams visit and inspect damaged areas and document their findings. However, they do not visit every home or business. The teams look at concentration of damage, number of primary residences affected, damage to public infrastructure and the amount of insurance coverage, and then provide this information to the state. However, the PDA process does not guarantee federal assistance. The major disaster declaration of Oct. 8 makes federal Public Assistance aid available for emergency protective measures and debris removal (categories A and B) in Brevard, Duval, Flagler, Indian River, Nassau, St. Johns, St. Lucie and Volusia counties. Damage assessment results from each county will be a factor used to determine the county’s eligibility for Individual Assistance. If a county is declared eligible for further assistance,

Sort waste in Flagler Beach Beginning Thursday, Oct. 13, waste removal will begin in Flagler Beach. Crowder Gulf crews will work from west to east, and multiple passes will be made in the coming week to assist with yard waste debris removal. Citizens can put un-bagged yard waste to the side of the road for removal. Yard waste consists of branches, leaves, trees limbs, underbrush, etc. The importance of separating yard waste debris associated with the storm from normal household waste/garbage (Class 1) and construction debris (treated wood, metal, aluminum siding, etc.) cannot be understated. hat a day in the Machiela household! Three siblings, Ashlyn, Corbett and Emma, wanted to do something for all the people who were serving the community, so they performed two service projects on Sunday, Oct. 9. One project was accomplished at a city landmark that honors first responders, Heroes Park. The kids swept and hauled, filling 12 black garbage bags with debris. The kids also bagged lunches that were delivered to first responders on Oct. 9. Their mother, Ashley, wrote via email: “Lunches included a sandwich, fruit, oatmeal creme pie, chips and a piece of Double Bubble. It kept us busy when we didn’t have power.” To add more to the story, the kids’ grandmother Belinda Machiela also emailed the Observer to say that Ashlyn had open-heart surgery in June. “We are very grateful she is recovering so well,” she wrote. “This little girl has been through a lot.
