ew Palm Coast City Councilman Robert Cuff joined the council behind the dais for the first time at its Sept. 6

meeting. City Clerk Virginia Smith swore in Cuff at 7 p.m. during the Sept. 6 meeting, about a month early: Under more normal circumstances, he’d join in November. But Cuff’s appointment fills the seat vacated by former councilman Bill McGuire, who left before the end of his term and had to be replaced, as per the city’s Charter, within a month of his resignation. The City Council approved Cuff’s early appointment unanimously during the meeting. “I don’t want to take up a lot of time tonight, because I understand I’ll get a do-over in eight weeks,” Cuff said in his comments at the end of the meeting. “I do want to say how excited I am: I think this is the first time in city history that a majority of the City Council has been bearded,” he continued, earning laughter from the audience. “I do want to thank the council and staff. This is very exciting to me. It’s an honor to be asked to complete the term of somebody that I respect as much as Bill McGuire.” In an interview after the meeting, Cuff said he hoped to bring his local experience and historical knowledge to the service of the city’s residents, and that he felt honored to occupy the same position that McGuire and former councilmen Jerry Full and Frank Meeker had.

“It makes you think, when you realize you’re sitting in the same position that they occupied,” he said. Cuff knew and respected all three men. Cuff, an attorney who specializes in real estate, real estate planning and business law, opened his own law office in Palm Coast in 2010 and has lived here since 1983, when he moved to the county to serve in ITT’s legal department, according to a bio on his law firm’s website. He worked for ITT for 17 years, ultimately serving as its general counsel in his last four years there. Cuff was a partner with Roger Towers, PA, from 2000 to 2010, where his practice of law dealt with real estate, land use and permitting, government relations and the creation and operation of business and nonprofit entities, according to the bio.

Before his move to Palm Coast, Cuff practiced law in Miami-Dade County and Broward County. In Broward County, he served as an assistant city attorney and prosecutor in the city of Hollywood, and as an assistant city attorney and acting city attorney for the city of Hallandale. He is active in organizations including Flagler Habitat for Humanity, the Flagler County Education Foundation, the Rotary Club of Flagler County and the Flagler Humane Society, and is a member of the Flagler Chamber. A former director of the Flagler County Humane Society, Cuff has two dogs — a golden retriever and a shepherd mix — and a kitten. He enjoys kayaking, hiking and birding in his spare time.

Cameron Fulling’s 60th treatment for cancer was a time to party. The 9-year-old survivor has been in and out of the hospital for the past six years, and he and his family decided to buy some cupcakes for an Aug. 28 “Hope Party,” as he awaits results on recent tests. So he and his mother, Melisa Fulling, stopped in to the Cupcake Café and met Theresa Tazewell, who has owned the place since it opened in February 2015, in Bunnell. Tazewell remembers the day well. She didn’t know Cameron and didn’t know he had cancer until they ordered gray and gold cupcakes and explained it was

because those are the colors for pediatric cancer and brain cancer. And then Cameron piped up and asked if some of the cupcakes could have a fishing theme. “I said, ‘Of course!’” Tazewell recalled. She showed him a potential design — pretzel sticks for the fishing rods and goldfish crackers for the fish — and everyone was happy, so they arranged for a time to come back and buy the cupcakes for about $80 when they were baked and decorated. “After they left, I was like, ‘I don’t think I can charge them,’” Tazewell said. “It just hits you, and God tells you to do certain things, and you have to listen.” It wasn’t the first time Tazewell had decided to donate to a cause. She also made a free cake for Paul Lucente, a former Marine who was celebrating his birthday in April in hospice. “We can’t do a heck of a lot of things for everybody, and I do wish I could do more,” Tazewell said. “If we can afford it, we do it, and if we can’t afford it, we just bite the bullet and do it anyway. I couldn’t let that boy’s family pay for those cupcakes.” She said it makes her job more

The 9/11 ceremony will feature an Honor Guard comprised of New York, Palm Coast and Flagler County fire departments and law enforcement agencies. Palm Coast Mayor Jon Netts and retired New York Fire Department Capt. Rich Meo will speak. The invocation will be given by Senior Pastor Greg Peters of Parkview Baptist Church. The National Moment of Silence at 8:46 a.m., which marks the time the terrorist attacks began when American Airlines Flight 11 crashed into the World Trade Center, will be observed. In case of rain, the ceremony will be held at Fire Station 21, at 9 Corporate Drive. FLAGLER BEACH

The Knights of Columbus Council 10514 from Santa Maria del Mar Catholic Church will have their annual 9/11 Remembrance Day at 8 a.m., Sunday, Sept. 11, at the Flagler Beach pier. The service will include tossing four wreaths into the ocean, representing those who gave their lives on Sept. 11, 2001. The tolling of bells at 8:47 a.m. will take place. Following the program, participants will proceed to the church, 915 N. Central Ave., for a Memorial Mass celebrated by Father Alberto Esposito. There will be refreshments after Mass.

School District sets millage rate The Flagler County School Board at a workshop Sept. 6 adopted a final millage rate of 6.952 mills for the 2016-2017 fiscal year. Last year’s rate was 7.255, and the previous year’s was 7.446. The millage rate is the lowest the district has had in 22 years. Flagler County’s state funding per student is $6,915.51, the 64th lowest out of the state of Florida’s 67 counties, School District Finance Director Tom Tant said. Its state-set Required Local Effort millage is the sixth-highest in the state. The total millage rate of 6.952 mills will raise an estimated $56,290,389.

The city of Palm Coast will build new bathrooms at the Indian Trails Sports Complex. There will be a unisex, singlestall family bathroom, a men’s bathroom with four toilets and three urinals, and a women’s bathroom with 14 toilets. An agreement between the city and the School District isn’t finalized yet — the two entities are talking over water and sewer — but City Manager Jim Landon said at a Sept. 6 workshop that the issue was “not a deal killer.”

Why can’t a qualified Hispanic teacher keep her job in Flagler Schools?

As a leader and the president of the Hispanic American Club of Palm Coast, I have chosen to voice my concern about the inequities in Flagler Schools. After reading the 2015-2016 Equity Report issued by the school district and the Aug. 18 Observer newspaper article, “What do we look like at Flagler Schools?”, I have some insight I wish to share. On June 6, 2016, I was non-reappointed to a teaching position at Buddy Taylor Middle School. After an annual contract for two years, I was not given any explanation. My evaluation for the 2015-2016 deemed that I am a highly qualified Hispanic educator. I hold a four college degrees, including a doctorate degree from Columbia University in New York and am certified

in five content areas by the Florida Department of Education. Over the past 30 years, I’ve worked in administrative positions such as principal and assistant superintendent in other counties and states before moving to Palm Coast. On my evaluation conducted by an assistant principal via classroom observations and daily collaboration on multiple occasions, I was rated highly effective. In addition, I provided student data to show a 100% increase in reading fluency by targeted students. I also received the maximum point value of 40 points on my individual professional development plan. These are the highest levels of performance possible for a teacher in the district. In addition, I served as coordinator of English Speakers of Other Languages and the Title I After-School Tutoring programs at the request of the administration. This was additional time I put in and out of school to support the school’s goals when others were unable to. Nevertheless, I was one of several minority educators not reappointed this year.

Since my non-reappointment, I’ve applied for over 20 teaching positions with Flagler Schools, including the position I vacated, which was still vacant up to August 2016, after school started. I did not receive one interview. Although I was surprised and devastated by my nonreappointment, I looked to other school districts to continue doing the work I love. I was offered numerous positions by neighboring districts and now travel over 30 miles to serve students in a school district where I feel appreciated. Being a community member in Palm Coast for the past 15 years, I love my community and want to work here, but I have been forced to seek work elsewhere. It has been my observation that cronyism, nepotism and inequities are rampant in Flagler Schools for adults and students. When minority teacher candidates are hired, mentoring and induction are not suitable, and often details of the job are not provided training for. This lack of guidance leaves new faculty to be treated

unjustly and discriminated against, often ending in midyear resignation or termination. A solution to this frequent practice in Flagler County would be mandatory diversity and cultural responsive teaching professional development for all leadership. We need to create a mentoring and induction program that is far more robust and deals with key factors of diversity. In addition, naming a district-level staff person solely responsible for increasing cultural competencies in every staff member, student and family is needed; clearly Title I funding and training is not sufficient in Flagler Schools. Not only does the school district not hire qualified minority candidates, they also do not provide the same excellence in education to some minority students. It is time for this sad situation to come to light, in hopes that true equity and excellence is eventually achieved for all in Flagler Schools. Dr. Emily Cortes-Torrado lives in Palm Coast.

Residents who drive by the golf course can still enjoy it Dear Editor: I live on and play Palm Harbor Golf Course. It is in the best shape as it has ever been, thanks to the greens keeper. The sand traps are still awful. Mr. Art MacQueen’s letter in the Sept. 1 edition made a lot or sense to quite a few people. Maybe someone should hire him for his expertise. It makes a lot of sense as to eliminating some of the traps. Fill them in and throw some sod down: end of problem. Ms. Fran Heiser also made some good comments. I don’t use the tennis courts but would never say close them down. I very rarely use the walking paths, but a lot of people do. I do not go to the park, but a lot of mothers with children do. Unfortunately, the teens take over later and then the trouble starts. But I would not say close it down. These are all the things people moved to Palm Coast for. The homeowners on the golf course would lose the beautiful course, and it’s not only the residents that live on the course; it’s also the people that pass by on Clubhouse Drive that get to enjoy it. Is the Palm Harbor Golf Course a benefit to the city as a whole, like a park?

never play there again. The staff could care less if you golfed there or not. This course is mismanaged, plain and simple. It is a nice municipal course in a nice part of town. If this were any other business that lost money the way this does, it would be drastically overhauled. I have read where people think this is akin to other parks in town, but alas it is not. It is a golf course only used by golfers who pay the fee to golf there. If you don’t pay, you don’t enjoy. This is not the case with Palm Coast’s other amenities like parks, where you pay through taxes and don’t enjoy. I find it ridiculous that we continue to lose money here and don’t have a viable solution to either break even or make money! From the response I read this week in the Observer, it would appear Kemper makes money manag-

ing the course while the city of Palm Coast pours money into the facility year after year. Does this make sense to anyone? The place needs fixing, either by finding someone who can manage the property to make it profitable or turning it into something else. If we want to class it as a park, make it a park and let everyone enjoy. I golf every week with my wife, and we choose to golf at the LPGA or in St. Augustine. Palm Harbor does not even enter our minds when picking a place to golf. Daytona’s municipal course is on our list as well for municipal courses. If we lose hundreds of thousands of dollars every year, what could that money do if spent elsewhere? Food bank? Women’s shelter? Community outreach? Senior program? City of Palm Coast, it is time to rethink how you spend our

Good for the city, good for taxpayers Dear Editor: Lease the Palm Harbor Golf Course for $1 (or whatever) a month to Kemper or others like them (and there are plenty that would do the deal). The city manager would contract a deal to pay the city a percentage of the profit, but not be at rist of any of the losses. Check the records. Many municipal courses are run this way if the city does not run it themselves.

A married couple were at their home at 65 Bronson Lane in Palm Coast the night of Aug. 31 when someone shot into the house and then fled in a vehicle. No one was injured. The man, 43-year-old Edwin Cox, told deputies he was sitting on his couch when he heard loud gunshots and the sound of glass breaking at about 11:23 p.m. His wife was asleep in a bedroom. Cox told deputies that the shooter fled in a vehicle, but deputies who searched for it didn’t find it, according to a Flagler County Sheriff’s Office case report. A crime scene investigation

A tailgater threatened another driver and the driver’s passenger with a handgun Aug. 30 after the driver break-checked the tailgater, the victims told deputies. The driver, a 40-year-old Flagler Beach man, was driving east on S.R. 100 at around 9 p.m. when his passenger, a 33-yearold woman, noticed that a car was following closely behind theirs, and remarked on it to the man. The tailgater was a young blond man driving a two-door Cadillac with dark tinted windows, they later told deputies. As the Flagler Beach man headed over the U.S. 1 overpass on S.R. 100 West, he tapped his breaks “to alert the driver behind him,” according to a Flagler County Sheriff’s Office case report. The tailgater sped up and passed on the Flagler Beach man’s left. As the two cars came to a stop

in the roadway, the Flagler Beach man pulled alongside the tailgater’s car. The tailgater held up a silver semiautomatic handgun, pulled the slide back and loaded a round, then asked the Flagler Beach man and his passenger if they “wanted some.” At the intersection of S.R. 100 and U.S.1, the tailgater held the gun out the window and fired a round into the air before turning north on U.S. 1, the Flagler Beach man said. The Flagler Beach man tried to catch up to the tailgater to get his tag number, but he ended up

in front of the tailgater’s Cadillac again around Whiteview Parkway, and the Cadillac began following him. The Flagler Beach man got to the intersection of Whippoorwill Drive and Whirlaway Drive and heard what he thought was another gunshot, then got away from the Cadillac at Wheatfield Drive and went to a local house whose residents let the couple use the phone to call 911. Deputies searched for the tailgater’s car but didn’t find it.

Someone broke onto a property owned by former Flagler County elections supervisor Kimberle Weeks and her husband Duane Weeks and stole the couple’s horse and a 60-inch TV. A Flagler County Sheriff’s Office deputy was dispatched to the Weeks home on County Road 305 at about 5:46 p.m. Aug. 31, according to a Sheriff’s Office case report. The Weeks told the deputy that they’d suffered numerous incidents of criminal mischief since the spring at a second property they owned, also on C.R. 305. Someone had stolen Buckskin, a light brown horse with a dark mane and of “unknown gender;” damaged a gate that cost $1,100 to replace; and burgled the home, stealing an $800, 60-inch TV, according to the report. The incidents have been happening since late May, and the horse was stolen around that time. The Weeks didn’t reported the horse theft to the Sheriff’s Office at the time, according to the case report. Part of the report is redacted.

Searching for

Who is Natasha Taylor Bennasr? Why is she homeless? How can we help?

T

his spring, a call came in to the Palm Coast Observer about a homeless woman on Pine Lakes Parkway. The new gas station at Wynnfield Drive had recently opened, and one of the benches nearby had apparently been adopted by an African-American homeless woman in her 40s. Then more calls came in. People started emailing about her, asking who she was and why she was living there, and wasn’t there something that could be done? Wasn’t there some kind of government program or a shelter for her? What about the Baker Act? I was also curious about another question: How did she become homeless in the first place? I drove by Pine Lakes one day. It was very humid — the kind of day when the grass seems to radiate heat. Sure enough, there was a woman who matched the description: African-American, in her 40s. She was surrounded by grocery bags and other survival gear, including an umbrella to provide some shade. I had brought a cold bottle of water with me, and I offered it to her. “No thanks,” she said calmly. “I have plenty.” And indeed, she had four or five half-drunk bottles of water in a grocery bag next to her on the bench. “I’m sorry if this is awkward,” I said. “But some people have called me about you. They’re wondering if you’re OK, and if

“Not a lot,” I said. “I’ve read a few books about it.” Later, she told me her mother had died, and her father had disappeared. I made a note to do some research and see if it was true. Maybe she still had family in the area who could help. We sat quietly for a few minutes in silence, watching cars pass by. Flies buzzed around her. It smelled like feces. “Well,” I started again. “There are people in this city who would like to help you somehow. We care about you. So hopefully we can find a way.” She assured me she was fine. I walked back to my car, carrying the unopened bottle of water with me, wondering if I should have left it with her anyway. Who was this woman? And how did she become homeless? I was determined to find out, and my first step was to call the Sheriff’s Office to see if they had a record of interactions with her. And indeed, they knew her well. Her name: Natasha Taylor Bennasr. SQUATTER?

One afternoon just before Thanksgiving 2014, a deputy named Shane Meehan was sent to 72 Rolling Sands Drive. The home appeared to be vacant. It was surrounded by other neatly kept homes that are typical of Palm Coast, but this one had its windows boarded up, and the lot was overgrown, with grass shin high. At other times, I later learned, the front yard had gotten so bad it looked like a forest, with bright green weeds scraping against the

gutters of the house. But Meehan wasn’t here to examine the yard. The call had said a suspicious person was lurking about the property. Meehan found a path worn in the grass from the front of the house to the rear, where a screen enclosure was torn away near the pool. Someone had been in this house — recently. A squatter. On the back lanai, a window was partially open. Sheehan called out to see if anyone was there. Silence. Inside, he found trash on the floors and counters and furniture, as well as canned goods and soda cans, some of which were empty. But also, he saw small piles of burned material, as if someone had made small fires to burn trash or possibly to cook food. Meehan walked through the rest of the home but didn’t find anyone. In the driveway, he stopped to look at the green Toyota. No license plate. Then he saw a woman approaching. She was in her 40s, African-American, about 5-foot7. She was wearing a backpack and carried groceries in a sack. She opened the mailbox and took out some advertising circulars. This is what homeowners do: check the mail. Maybe she had some explanation for the state of the home. Then she started tossing the ads on the ground. The deputy asked who she was, and she identified herself as Natasha Taylor Bennasr. She said she lived at the home, which used to belong to her parents. She opened

there’s anything they can do to help you.” She was puzzled. She had short-cropped black hair with hints of auburn and gray, and she appeared relaxed, her eyes thoughtful, her countenance dignified. “Help me how?” she asked. “Well, it’s kind of unusual to be living out here on a bench,” I said, trying not to sound patronizing. “I mean, do you have somewhere to live?” I asked her name, but she refused to tell me. She said she’d had a house, but it had been taken away from her. She said she was waiting for an attorney from Miami to help her, but she didn’t have the money to pay him yet. I offered to help her contact the attorney. I offered to let her use my phone. But nothing satisfied her. She was already waiting for help, she said, but it wasn’t available. Nothing to do about it yet, just waiting. Something wasn’t making sense. I asked her about her background. Where did she come from? “I’m a Vietnam veteran,” she said. She looked at me in the eyes, very proud of her service. “But how old are you?” I asked. “How old do I look?” “Not old enough to be a Vietnam veteran,” I said. “I’m 36, and you look like you’re somewhere around my age.” She looked at me for a moment and then said, “How much do you know about Vietnam?”

HEIR OF 72 ROLLING SANDS

Eleven years earlier, Carole and Herman Taylor moved from New York to retire in Palm Coast. They moved into the home at 72 Rolling Sands Drive and added a swimming pool to the property the next year, in 2006. They attended Mount Calvary Baptist Church and were very active, having moved here to reunite with some friends from New York. Then Carole got cancer. She died on March 4, 2011. Before her death, she told her husband not to let their daughter move in with him. Natasha was Carole and Herman’s daughter, and she had some mental health challenges — always had. As a child, she spent a lot of time alone, and as an adult she became a perpetual student, obtaining two master’s degrees but never able to hold down a job. She had sometimes come down to Palm Coast from Maryland for help before going back up north for another job. That’s how a family friend tells the story. I spoke with the friend,

Alonzo Spearman, who is a trustee at the church, in August of this year. Ultimately, after Carole died, Herman let Natasha move in with him. Just as Carole had predicted, it wasn’t a good situation. “He would wake up in the middle of the night, and she was standing over him, checking to see if he had died,” Spearman said. Once, she drove to California and then the car broke down, so he had to fly out there and rescue her. Herman had some heart problems, and Natasha stressed him out. He decided to take a vacation. He was an accomplished man, a former Marine who was fluent in Russian and French. He had worked for Air France airlines after the military, and one day he asked Spearman if he wanted him to travel to France with him for an adventure. They planned to travel across Europe and visit the Holy Land. But Spearman had to back out at the last minute, so Herman Taylor went by himself. He flew all night, leaving Natasha home alone. When he got to the airport in France, he walked off the plane, had a massive heart attack and died right there in the terminal. Spearman and Natasha’s younger brother, who lived in New York, tried to get Herman’s body back. But the French authorities put the decisions in Natasha’s hands, since she was the oldest child. “She said she didn’t want him back because of the way he left,” Spearman said. “She said, ‘Bury him over there.’” Herman Taylor was buried in France. For the next three years, Spearman and others fought to bring him back. Ultimately, they

were successful. The body was then exhumed, and a memorial service was held for him at Mount Calvary. “He was buried beside his wife,” Spearman said. Natasha didn’t come to the service. ‘SHE WAS LIKE A GHOST’

Jim Sabaka is a stout man with a booming voice and blond hair that almost reaches his shoulders. He lives at 74 Rolling Sands Drive with his wife and teenage son and knew Herman Taylor as a good neighbor; they would chat in the driveway every now and then. Some time after Herman died, the grass started to get out of control, and the landscaping company knocked on Sabaka’s door to see if he knew if there was any plan for cutting the grass. No one had paid the company for a couple of months. No one seemed to know anything about the house. Was it vacant? Then Sabaka started seeing a woman dressed in all black walking away from the house in the mornings. She had a huge backpack and carried other bags with her, as well, as though hauling

all her possessions wherever she went. She wore sunglasses, a jacket and a snow hat even on hot days, almost as if she were in disguise. She would be gone all day, and then walk by again at night, sometimes with bags of groceries. “She was like a ghost,” Sabaka said to me when I stopped by one recent afternoon. “She would walk down the street and just disappear into the darkness.” Sabaka saw her a few times at the Target shopping center, when Books-A-Million was still in business. She sat at a table in the coffee shop there and used the WiFi on her brand new MacBook. Where did she get it? Did she have money? But then things got spookier. “You go out and sit on the back porch, and you’re smoking a cigar, and you hear this awful noise,” he recalled. “Banging, and scraping. It sounded like someone was doing business, like there was a demolition there, or someone was stealing copper.” The water was shut off. There was no power in the home. Rats and snakes started to appear near the fence, and the Sabakas had to set out traps to keep from being overrun.

The swimming pool started to stink. Over the fence, Sabaka could see that the water was turning black from neglect, and, considering it would be easy for any young child to walk up and fall into the pool, he decided to do something about it. He called the city of Palm Coast’s Code Enforcement Department to complain. The city got involved and, over the next few years, worked extensively to help bring the house into compliance. According to spokeswoman Cindi Lane, the staff went above and beyond any typical response, even contacting Natasha’s brother in New York to keep him aware of the situation. He traveled back and forth to try to address the problem, but Natasha refused to cooperate, and he eventually signed away any interest he had in the house, making her the sole owner. According to the city, between 2012 and 2015 there were 15 Code Enforcement cases against Natasha’s house, with 10 citations for overgrown grass and weeds. But in those three years, as the due process continued, nothing really improved, and that frustrated Sabaka. After all, he had once been cited by Code Enforcement for leaving his work truck in his driveway. And the city won’t put a stop to his neighbor’s hazardous pool? “This government puts so much pressure on us as homeowners to maintain our houses, and yet I’m stuck,” he said. “Brand new home, and I’ve got a lady that’s got a cesspool behind me, weeds growing up everywhere, rats in my garbage, and it takes three years SEE NATASHA PAGE 12

her backpack and produced an envelope with documents that showed she had a claim to the property. Something didn’t seem quite right, and the deputy suspected she was mentally ill. He asked, “Are you under the care of a doctor? Are you on any medications, or should you be on any medications?” She said she was not diagnosed with anything, and she was not taking medications. The deputy gave her a business card, but she refused any further help. Considering she didn’t appear to be in danger, there wasn’t much else for the deputy to do. It appeared that the woman was able to provide food and shelter for herself. In fact, she seemed to be well educated. A property appraiser search confirmed that it was actually her house. So why was she living in it like this — as though she were homeless?

for them to maintain the codes. I hired an attorney to see if I could force the city to enforce the codes. They know she’s in blatant code violation, and it took for frickin’ ever.” A VOTE TO FORECLOSE

I spoke with City Manager Jim Landon about the case, and he sympathized with Sabaka. “The neighbors went years with conditions next door to them that none of us would want to have to tolerate,” he said. And yet, what could the city do to convince Natasha to take care of the home, when she didn’t have the resources or wherewithal to do so? Finally, in February 2015, the Code Enforcement Board voted to take an extreme measure — something that hadn’t yet happened in the city’s history: foreclosure. This was not foreclosure out of failure to pay taxes or house payments (although those

bills hadn’t been paid, either), but purely for violating the city’s codes. The total bill for the violations was $251,325. As Sabaka sees it, that might seem cruel to Natasha, but it wasn’t fair or acceptable to let the situation continue, either. “If I didn’t have to live by her, if the value of my home didn’t suffer, I might be more sympathetic,” he said. “But I was trapped.” ‘UNABLE TO UNDERSTAND’

But tall weeds and a dirty pool weren’t the only the concerns. Sabaka said he was told by a law enforcement officer that Natasha had a concealed carry permit, and that Herman had left a gun collection in the house. Was this woman, who was walking around his home late at night, also carrying a gun? Sabaka had his own permit, he said, and he started carrying his weapon because he didn’t feel safe without it. But that seemed like bad news all around. What if she confronted him sometime? “If she goes short circuit, I don’t want to face her,” Sabaka said. The city’s Code Enforcement officers were also aware of the threat of guns, so they brought

deputies with them whenever they needed to posta notice or try to contact Natasha. She wasn’t happy about their visits: She posted threatening “no trespassing” signs on her door, laced with profanities. Meanwhile, a Port Orangebased investment company called Real Estate Solutions bought Natasha’s house and remaining mortgage on the courthouse steps for $25,000, sight unseen, to try to flip the property for a profit. The Code Enforcement headache was officially out of the city’s hands, but that didn’t mean Natasha was going to willingly leave her home to make way for the new owner. Deputies from the Sheriff’s Office arrived at 72 Rolling Sands on the afternoon of Sept. 17, 2015, to evict her. The home had gotten progressively worse inside since Meehan’s first visit two years earlier, and in a case report, the deputies said it was an unsafe place to live. “The home had a strong burning smell, and it appeared that Natasha attempted to light the house on fire as she was still living inside it,” Deputy Trevor Jacob wrote in the report. “There were several burnt objects in the

home that appeared to have been recently burned.” Later, Sabaka told me that he didn’t suspect Natasha ever actually tried to light the house on fire itself, but that she was cooking inside and it made everything black and soot-covered. “After Natasha exited the residence,” Jacob’s report continued, “I began speaking with her and she did not appear to be in the right state of mind as she was unable to carry a normal conversation without making sudden incoherent statements. Natasha was unable to understand that she was being evicted and belligerently made several attempts to get back into the residence.” Jacob determined that Natasha was a threat to herself. And that was enough to take her away, based on the Baker Act, which is a law that allows for involuntary detention for the purpose of a mental evaluation, for a period of 72 hours. Jacob wrote: “Natasha was placed in custody … and was transported to the Pine Grove Crisis Center in Daytona Beach without incident.” Later, deputies referred to Natasha as being diagnosed as schizophrenic.

But apparently, Natasha returned to the house after her 72-hour evaluation, because after two weeks passed, the scene was repeated. An agent from the real estate company opened the garage door, and Natasha came running around from the back of the house and yelled at them to get off her property. Sabaka remembers the night well, as several law enforcement vehicles were on the scene, lights blazing. Natasha continued yelling at the officers, saying they were “spreading diseases.” And why were the power lines under ground? she asked. They should be above ground. She was about to go to the grocery store, she said, but when she got back she wanted everyone issued a trespass warning to keep them off her property. Once again, she was taken away, and Baker Acted. Then the real demolition began. Five dumpsters were brought in, and the house was gutted. Natasha was homeless. WHERE IS SHE NOW?

Today, the home at 72 Rolling Sands is beautiful. It’s owned by Charles and Barbara French. Barbara held a puppy in her arms as

she explained to me that, on the second night after they moved into the house, the toilet backed up. The drain in the bathtub started bubbling up sewage, Charles French said. So they called the plumber in the middle of the night. Finally, a worker found the problem. Outside, the white plastic cap that was on the city’s sewer line had been broken off. When it was cleaned and fixed, they found rags and shot gun shells in an elbow joint underground. “She must have put them down the hole,” Charles French said. Today, Jim Sabaka has a “normal” neighbor. The Frenches’ yard is manicured with crownof-thorn and bird-of-paradise plants in the front yard, surrounded by smooth stones. Someone comes once a week to mow the lawn. Another person comes once a week to take care of the swimming pool. Today, Deputy Shane Meehan still sees Natasha Taylor Bennasr around town. She has moved from the bench at Pine Lakes Parkway, then to White View and Belle Terre, and then she disappeared for a while before showing back up near McDonald’s and the FlaSEE NATASHA PAGE 14

gler County Public Library. I saw her on Aug. 30 as the rain started falling, on a bench in front of AutoZone. No umbrella. “It’s a sad situation,” Meehan said. “What do you do when she doesn’t want help, but she’s definitely not living like you or I live? We don’t see people living that like.” ‘I’M WORKING ON THAT’

Although I had mostly satisfied my curiosity about how Natasha came to be in her current condition, I didn’t feel like I was any closer to answering the questions of some of the residents who had seen her: What can be done to help her? I stopped by to see her on Whiteview Parkway one day in July, and, as it happened, others were also there to talk to her: Two deputies had been asked to accompany a caseworker from the Department of Children and Families. A deputy told me DCF was looking at some options to help her. Perfect! This could be a happy ending, after all. I waited for the DCF worker to finish, hoping that he would have some results. It was, as usual, hot and humid outside. Insects swarmed around me, and I batted at them for about 10 minutes, until I saw her fill out a form and take some paperwork from him. The DCF worker left (he was unable to talk to me because of their confidentiality rules), and I sat down on the bench next to Natasha. She was wearing a blouse with a floral design. She wore glasses and a canvas hat. Piled in front of her were several Walmart bags

I could never fully verify this, but I did speak with a relative who understood that she did travel to Africa to get married. The only other clue I could find was a person from Tunisia who is friends with her on Facebook.

It’s at the Wyndham Resorts, I think.” She again told me about her mother, saying she had died in 2011. Her father, she said, had disappeared later that year. I didn’t know at the time that he had actually died, and she never told me. We talked for a few minutes, but she didn’t really respond to my questions: She talked about other things. I left her there, unsure of what else to do. In fact, it seemed that the brutal truth was something most people didn’t want to hear: We could do nothing to help. As I walked away, I glanced back and saw that she was fanning herself with the paperwork from DCF, the papers that, possibly, if she wanted it, could have given her access to some help. f you’ve spent any time around Matanzas High School this year — especially the football team — you’ve probably wondered, “What does all this barbecue chicken stuff mean?” This particular entrée has become a phenomenon amid the blue and black — and it came by way of chance. During a summer 7v7 football game, defensive line coach Ty Saterfield felt his guys weren’t playing with any momentum, which led him to begin yelling, “Barbecue chicken! Barbecue chicken!” “When I started yelling it, everybody’s level of play went through the roof,” he said. “We needed some juice; should’ve been eating (making plays) all day. So I thought of something HUNGRY everyone likes to eat.” YET? Since that game, Matanzas has used it as a The Pirates battle cry. Coach Saterfield equates barbecue chicken — the sauce, precisely — with “staying in the moment, having fun, playing fast, making plays and looking good while doing it.” “I yell it before the game, after a huge play, in the locker room and just randomly,” he added. “It doesn’t matter … anything to keep the sauce brewing.”

ould you have imagined taking in the Rio Olympics live — especially as an American — where after every other event, one of your own was standing tall on the podium, getting the national anthem played in their honor? Well, for FPC alum Stephen DeAugustino, he doesn’t have to imagine it: He lived it. Acting as a production associate with NBC, DeAugustino helped producers put together feature stories. He helped produce edits, find music, research interesting story plugs, find video, go on video shoots, help write scripts and come up with story ideas. While simply doing his job, he witnessed the magic of Simone Biles in a gymnastic arena and the wonder of Michael Phelps and Katie Ledecky in a swimming pool, saw the dominance of our basketball teams on the court, and watched many others spring to the international spotlight. But DeAugustino was a former high school and college wrestler, and what meant the most to him was what took place on that competition mat. “Wrestling is a huge part of my life, so to be able to go and be an onsite field producer for that was incredible,” DeAugustino said. “We got some interviews with Helen Maroulis, who was the first American female wrestler to ever win Olympic gold, and Jordan Burroughs, after he lost his final match and missed the medal stand. Each, on polar opposites of the emotional spectrum, was surreal, getting those interviews.” Outside of his work, DeAugustino says his best experience was, of course, being there to see Phelps’ last race. Before the Olympics, the biggest event DeAugustino had ever covered was the 2014 PGA Championship that Rory McIlroy won. When asked how the two compared, DeAugustino said, “I don’t think there’s anything comparable to the Olympics. The scale and magnitude of the production and the event itself is nothing like I’ve experienced, and I’m not sure there isn’t anything bigger.” Talk about a dream job!

The final game on Saturday, which began the double-elimination bracket, pitted Team Flagler against its first 60AAA challenge, the Coral Springs-based Pompano Crush. Flagler trailed by three runs after the sixth inning but scored six runs in the top of the last inning, and held off Pompano in the bottom of the seventh to win 13-11. The championship game was a rematch between Team Flagler and Acousti, who won the single loss bracket. This game began with Team Flagler jumping out to the lead with a five-run first inning. From then on, Flagler’s defense dominated the game, holding Acousti to one run in the first five innings. Team Flagler won 9-3. The defense of Team Flagler allowed only 29 runs and made only three errors over five games. Co-MVP honors for the tournament were awarded to pitcher Jim Zgorzelski (five complete games and a batting average of .647) and Steve Bolter (.765 and 10 RBI). Dave Stoverink (.765 and nine RBIs), Thomas Knott (.625 and 18 PO) and Rick Albert (.533 with a 3-for-3 in the Championship game) were named to the AllTournament team.

Local teacher Dawn Emling watched as her mother fought four types of cancer in a nine-year period. “In 2007, she was diagnosed with triple negative breast cancer, a rare form of cancer,” Emling said. “She went through chemo and radiation treatments and had a lumpectomy. A year and a half later, they found a different type of cancer in the same breast, and she had a mastectomy.” Emling, 52, took her mother’s advice and looked into genetic testing, but getting the $6,000 test wasn’t easy. Initially her insurance company said she didn’t qualify. “My dad had prostate cancer, and my brother went in for his 50-year colon screening when he was 49 and was diagnosed with colon cancer,” Emling said. “My mother was then diagnosed with colon cancer and the colon cancer in the lung, it had metastasized. My dad’s sister had pancreatic cancer and her child died of pancreatic cancer. My mother died in January 2016.” “Everyone but me had cancer at the time,” she said. With her family history, Emling also gets annual pancreatic screenings and a colonoscopy every three years. With help from Dr. Padmaja Sai, Emling was able to take the test. “I didn’t fit into all of the boxes so the insurance company said I didn’t qualify for the test, even though I had this genealogy of family cancer,” she said. “Dr. Sai could see my angst, and went to the pharmaceutical representative and got the test for me at no cost.”

She returned to the doctor’s office to get the results. “I was looking at the printout with all of these colorful charts. It said ‘high risk breast cancer,’ and ‘elevated risk pancreatic,’” she said. She had tested positive for the ATM gene. Women with mutations in the ATM gene have an increased risk for breast cancer. While the risk increase is not as

high as for women with mutations in the BRCA 2 and 1 genes, it is high enough to consider options to reduce the risk. Her next step was to consult with Catherine McQuade, a genetic counselor at Halifax Hospital. While her testing was done at Florida Memorial Hospital in Ormond Beach, all of the surgeries were performed at Florida Hospital Flagler. “I met with Dr. Steven Bower, my doctor, and he told me I could go wherever I wanted for the surgeries — Mayo in Jacksonville, Houston — but I wanted to stay here.” Even though she didn’t have breast cancer, the high risk made having a mastectomy a logical next step. “It was Mother’s Day weekend (2015),” she said. “They don’t usually keep you overnight for a mastectomy, but I had previous reactions to certain medicines so I stayed overnight. One night turned into two and three nights.” Before returning to her second grade class at Belle Terre Elementary, teacher Dawn Emling was keeping up with the class’ studies from home.

The complication came from her decision to have nipple sampling, a process where the nipples are saved instead of having them tattooed on. In less than 5% of people, the nipples die, and Emling was in that 5%. The past two years have been a series of surgeries, reconstructive surgery and 43 hyperbaric treatments, but on Tuesday, Sept. 6, Emling went back to school to be with her second-grade class at Belle Terre Elementary. She isn’t a stranger to her class: She was the kids’ first-grade teacher, and when she had the opportunity to move up to the second grade with the kids, she took it. “I am really close to this class,” she said. “We have family picnics and things like that.” Emling manages to keep a smile and a positive outlook, something she learned from her mom. “The only thing I really could do was to be positive,” Emling said. “What good was being negative going to do for me? That’s what my mom showed me the whole time she fought the cancer. ... That’s my journey, and I just pray I never get cancer.”

n June 25, 2014, my daughter, Kelley, adopted a cat from the Animal Rescue League of Boston. Robby came into the rescue in March 2014 after his owner died. Every shelter has animals who are there because their owner has died or had to move into an assisted living that doesn’t allow pets. The animals don’t know why they are alone in a strange place. In cases like Robby’s, the older cats don’t generally get snapped up quickly. Robby was at the rescue for four months before my daughter adopted him, virtually sight unseen. THE ‘T’ TRIP HOME

Robby has issues. Primarily, he bites my daughter’s face if she sleeps too soundly or too long. This brings the question up, “How long was he in the house with his dead owner?” She doesn’t even know if perhaps there was another cat and someone wanted it but not Robby. He doesn’t like it when she works long hours, and he hides food around the apartment.

Robby’s first owner died, so the cat spent four months in a shelter until his new owner, my daughter came along. He’s lucky because he has “grandparents” that would take him, but please don’t tell my daughter!

There are lots of animals like Robby in shelters across the country. While most of us outlive our dogs and cats, there are some parrots that can live 50 to 75 years. Birds are another perfect example of the importance of having a legal guardian in place for them in the event you are unable to provide their care. Parrots need a guardian that has experience with large birds.

PET TRUSTS

Forty-nine of the 50 states and the District of Columbia recognize pet trusts. The only one that doesn’t at this time is Minnesota. The provisions vary between the states, and your lawyer would be the best one to advise you on what to do. A pet trust is a legal document, often part of a will, that provides for the care and

maintenance of one or more pets in the event the owner becomes unable to take care of the pet. In most cases the trustee had funds “in trust” to continue to provide food and veterinary care. When creating a pet trust, the ASPCA recommends the following: Describe in detail your pet’s standard of living and care. Require regular inspections of your pet(s) by the trustee. Determine the funds needed to adequately cover the expenses for your pet’s care (generally, this amount cannot exceed what may reasonably be required given your pet’s standard of living) and specify how the funds should be distributed to the caregiver. Determine the amount of funds needed to adequately cover the expenses of administering the pet trust. Designate a remainder beneficiary in the event the funds in the pet trust are not exhausted. Provide instructions for the final disposition of your pet (for example, via burial or cremation). Pet trusts ensure your pet is cared for and decrease the chances they will end up in a shelter. Robby was lucky – someone with patience was willing to give him a second chance at a loving home.

Cypress Knoll course to reopen Sept. 10 Cypress Knoll Golf and County Club, formerly Cypress Course and Cypress Knoll, is set to re-open on Sept. 10. The course was purchased by Flagler County residents Doug Brown and his wife Janice Reid, who live on the golf course. “After a summer of hard work improving the grounds, we are ready to welcome our Flagler County neighbors,” Doug Brown said in a press release. “My father bought the property that I eventually built my house on in 1972, and I didn’t want the course to fall into disrepair like what happened with the Matanzas course.” There was a buy offer on the table that was getting ready to

expire, and Doug and Janice Brown made the decision to purchase the golf course in less than 24 hours. The couple retained the five-person grounds crew and plan on adding approximately 20 new jobs. The new owners plan on reopening the restaurant, and a Par 3 Pitch and Putt will be installed in the future. In addition to staff, they have had seven people, mostly Cypress Knoll residents, volunteering to help improve the grounds. They will reopen, with the back nine becoming front nine. “The first golfers out on Sept. 10 will hold the course record — at least for a few minutes,” Doug
