Palm Coast Mayor
Milissa Holland NEWS EDITOR
In new mayor Milissa Holland, Palm Coast has its third mayor, and its first who wasn’t one of the city’s founding members. But Holland, 45, is an experienced political figure in Flagler, and she’s had other firsts: She was the first woman to be elected to the Flagler County Commission, in 2006, and served for six years before resigning to run unsuccessfully for a Florida House District 24 seat. She then worked as a lobbyist before running for mayor. Holland’s father, James Holland, was a member of the city’s first City Council after its 1999 incorporation. Milissa Holland ran for the county seat promising to bring a city perspective to the county board, and ran for the mayoral seat promising to bring a county perspective to the city board. Her background as a county commissioner, she said, “allows me to understand issues such as the county’s transportation issue, for example. I can speak to that issue intimately, because I spent six years helping develop it. ...
CITY-COUNTY COOPERATION
When Holland chaired the County Commission, the commission held quarterly meetings with the Palm Coast City Council. Holland wants to start that tradition again. “I do think this relationship between city and county will be a very significant coming forward,” she said. “We have to come to a place where we’re going back to our regular intergovernmental meetings. At times they were lengthy, but I think they were worth the times and effort put into them. ... I really believe we can do that.” The city and the county have competed over several issues in recent years, including emer-

gency radio systems and policies on emergency medical services transportation. “I want to come to a place where we sit down and say, ‘This is the county’s role, this is the city’s role,’” she said. At the same time, she said, the two government bodies can work together by advocating for legislation that helps them. “It could be something as simple as making a phone call legislatively where the county needs support on an issue, or where the city has an issue,” she said. Holland did some of that for the School District at a Dec. 21 legislative delegation meeting, urging the county’s elected representa-
tives to help retain funding for a school district program for adults with disabilities. UPCOMING ISSUES
Palm Coast has a number of major issues to deal with in the coming years, Holland said. “I think our utility issue is something that encompasses every aspect of just about everything we approve, we’re look at moving forward so that’s a really critical component.” Then there are the issues with the county in terms of emergency services and emergency radio. Another issue the city needs to address, Holland said, is work-

That knowledge then transfers to my role as mayor in a pretty significant way.” “I think it’s important that I do understand the history of Palm Coast,” she said. “And anybody who’s elected to office needs to understand the history, and where we came from.” She envisions advancing, not changing, the vision the of city’s founders set forth at incorporation in 1999. “I want to find ways to advance upon that foundation,” she said.

force development and job creation. The city could partner with Daytona State College, she said, to encourage the creation of local educational programs that would help develop a workforce that would be attractive to employers offering skilled jobs with good pay. “We need to address workforce development on a much larger scale,” she said. “We need to diversify our economy, and in doing so, it will help create a more beautiful community in the process, because it will be an influx of revenue.” That money could be used to expand and improve recreational amenities, she said, which will further attract people to the city. “I want to create a momentum,” she said. “I want to create a great partnership with our local Realtors, where we’re arming them with the tools to sell a community, not just a home in Palm Coast.” Holland also would like to see the city attract a greater diversity of housing types and more facilities for the arts. “I really do want to make sure that we are really providing support for our cultural arts in our community. It’s such an integral part.” Holland says she enjoys taking on projects or programs and getting the right people connected to them. That means developing trust with a broad segment of the community. “I think an effective mayor not only sits up and creates really good policy in the community, but they have to continue to earn people’s trust,” Holland said. “They are relying on you to be their advocate and their voice. And there’s not a day that goes by that I do not understand that.”

Melissa Moore Stens was elected as county judge in 2012.

County Judge Melissa Moore Stens Meet the most overworked judge in Florida. BRIAN MCMILLAN EXECUTIVE EDITOR
O
n the desk in her fourthfloor office at the Justice Center in Bunnell, County Judge Melissa Moore Stens has a calendar that has been meticulously colorcoded to keep her on track. “If I get something three months in advance,” she said with a straight face, “I can work it into my schedule.” That schedule includes getting up as early as 4:30 in the morning for exercise classes; getting her two children (Brady, 15, and Mia, 13) to school and supporting them at their sports and music performances; teaching yoga; attending conferences and teaching seminars for newly appointed “baby judges”; making civics presentations at elementary schools; and mentoring a student in the Take Stock in Children Program. And then there’s her actual job: being a judge.
MOST OVERWORKED IN STATE
A recent study identified Stens as the most overworked judge in the state. She is the lone county judge in Flagler County, one of two counties with a population as high as 100,000 but only one county judge. When Stens was elected to her position in 2012, then-Clerk of Courts Gail Wadsworth said Stens would hear about 5,800 cases that year, more than double the average for a county judge in Florida. “There should have been another county judge here probably 20 years ago,” said Josh Davis, a local attorney.
It could finally happen: The Florida Supreme Court has recommended that a second county judge be included in the budget this year. It’s up to the Legislature to decide what to do next. Fortunately, Stens is efficient, organized and fair, according to Tom Bexley, who worked for Wadsworth for several years before succeeding her as clerk of courts on Jan. 3. “She crushes the docket,” Bexley said. “That’s clerk talk meaning there is a tremendous case load, and she manages it very well.” Still, one person can only do so much, and criminal cases take precedence over civil cases, Bexley said. That means some civil cases, such as tenant-landlord disputes or small claims, take longer to resolve than would be ideal — or they might receive less attention in court than the parties might like. Another judge is necessary in Flagler County, he said. In the meantime, Stens is “quick and courteous. She’s tough but fair,” Bexley said. “She’s the epitome of a professional. She’s a dream judge, is what she is. I wish we could clone her.” LIFE OF A JUDGE
One responsibility of a judge is to be impartial and to act in a way that will make it easy for the public to maintain trust in the system. “You’re not supposed to show a lot of personality,” Stens said. “I don’t tell a lot of jokes or tell a lot of stories in court. I try to be very private.” Being on social media, she said, “is explicitly discouraged.” “I can say the job is very isolating,” she said to me. “You go to a
social event, and you meet somebody, and you can talk about what you do for a living and get to know that person, whereas we’re not really permitted to do that. I can’t talk about any active case, or anything that could appear in front of me.” Still, she finds satisfaction in helping people. Being a judge is public service. “People are coming in there because they’ve had a negative personal experience,” she said. “My goal is to make it as peaceful as possible and resolve the case as efficiently as possible, while giving them the opportunity to be heard and get a resolution they’ll be satisfied with.” And so, while the judge is not supposed to be personally connected with people in a way that could compromise her decisions, Stens also wishes there were another judge in the county to free up more of her time and allow her to be more visible in the community. “It’s important for kids and business owners in my community to know that I’m a real person, that I’m not this elusive person in a black robe,” she said. “I would like people to see me in a more professional, social setting, not just living in an ivory tower.” WHAT’S NEXT FOR STENS?
Although Davis and Bexley agree Stens has excelled in her role in the county court, she may not be here for long. Stens’ resume shows a steady climb in everything she has worked on in the past, and she sees herself eventually moving up a level to the circuit court, which handles more serious crimes. Particularly, she said, “I miss working with families.” In the circuit court, she might hear cases
Clerk of Courts Tom Bexley said Melissa Moore Stens, “Crushes the docket.”
involving custody, child support and delinquency, and would oversee more trials than she does now. And while she says she is still completely dedicated to her work in the county court, she has already applied to be appointed to fill vacancies in the Seventh Circuit. Each time, she has been denied, but she plans to continue to apply for future openings. Bexley doesn’t think Stens will be here long: Someone else will likely replace her as a Flagler County judge — hopefully as one of two Flagler County judges. But she will be tough to replace. “We hate to think that we won’t have someone quite as strong as her,” he said. Then he added, with a smile, “but if we have two, we won’t need someone quite a strong as her.” “She’s been a great judge,” Davis said. And that says something coming from him, considering he ran against her for the job in 2012. “She has ended up being wonderful.”
TV TASTES
Melissa Moore Stens watches three TV shows, and the combination of the three might be a perfect representation of her personality and interests: “Project Runway,” “How to Get Away with Murder,” and “Survivor.” “I love big cities, and I love fashion,” she said. Because of her judicial robes, however, only a few people behind the scenes ever see what she’s really wearing that day. She is a judge, so a crime show fits. Her love for hiking and the outdoors helps explain her interest in “Survivor.”

Sheriff Rick Staly JONATHAN SIMMONS NEWS EDITOR
After taking the oath of office Jan. 3, newly elected Sheriff Rick Staly faced an audience of deputies and community members to outline his vision for the agency and present a blunt warning to criminals. “If you are a drug dealer, a gang member, a burglar, commit domestic violence, drive impaired, prey on seniors, or you’re just a dirtbag criminal in general — I want you to know, the vacancy light is on at the green-roof inn,” he said, referring to the county’s new jail. Staly said his agency will be tough on crime while offering those involved in it opportunities to change; will reach out to youths to develop trust; will mirror the community it serves and will create a domestic homeland security section to prevent terrorist attacks and mass shootings. Staly already knows the agency well: He served as undersheriff under former sheriff Jim Manfre, and retired in April 2015. One thing, he said, will change immediately when he takes office. “The sheriff will go out on patrol,” he said. “I did that as undersheriff on Friday nights; I will do that as sheriff.”

Staly, 61, has spent his career in law enforcement. A Florida native, he became a police officer in Oviedo in 1975, then later became a deputy sheriff in Orange County. He was shot in 1978 trying to stop a suspect who’d gotten his partner’s gun. Staly was awarded a Medal of Heroism by Gov. Rick Scott in 2015 for that incident. “After he was shot in the line of duty, he made it his mission to develop patrol techniques regarding public interaction to reduce the possibility of injury,” said Chief Mark Strobridge, a former colleague of Staly’s in Orange County who has joined Staly’s command team. Staly, who has graduated from the FBI National Academy and the Southern Police Institute’s Administrative Officers Course, has a Master of Science in Justice Administration from the University of Louisville. He touted his policing background during his

Staly lists three major issues as priorities for policing in Flagler County: drugs, auto burglaries and gangs, which he said are at their “infancy stage.” “If you don’t control the gangs from the very beginning, if they get a foothold, you’re done,” he said. Gang activity in Flagler, Staly said, comes from a combination of small-time “wannabe” gangs and individual members of larger city gangs who have moved to Flagler County. “What I don’t want is Flagler County to be the place they’re going to feel comfortable to sleep at night,” Staly said. The county has also seen “a resurgence of cheaper drugs: crack cocaine, powder cocaine,” he said. His agency will push for incarceration for dealers and treatment programs for users, Staly said. Another issue to tackle, Staly said, is “a nexus” of criminals operating in Flagler and surrounding counties to break into cars.
Flagler County is seeing rising numbers of arrests for domestic violence, Staly said, and he’d like to create a program to prevent it. “One of the first things I will do is put a task force together, and we will look at that issue for real solutions,” Staly said. Dealing with the problem might involve making resources like anger management classes more accessible to those who need them. “I will use my position as sheriff to bring the resources together so we can focus on this problem, and then have the experts tell, is, ‘OK, here’s the best way to combat it,’” Staly said. COMMUNITY POLICING
Staly said he will continue the “One Common Ground” meetings that Manfre held regularly with local pastors, school officials and students. Manfre started the tradition in August 2015 in response to national tensions over police shootings of black men. “The thing to do in any community is to have those bridges built before something happens,” Staly said. “Because we’re in a high risk occupation, and something can happen at any time. ... The time to build those relationships is not after that incident happens, it’s long before.” Staly has created a new motto for the Sheriff’s Office: “An honor to serve, a duty to protect.”

An opportunity to serve: The upcoming Constitution Revision Commission The Florida Constitution is being revisited. Want to have a say? BY LESTER ABBERGER AND CAROL WEISSERT
Thomas Jefferson wrote that “every generation of citizens has a right to choose for itself the form of government it believes productive to its happiness.” In Florida, we have an opportunity to do this once every 20 years with a Constitution Revision Commission CRC that in 2017-2018 will review the state’s Constitution and make recommendations for change. The commission can be powerful; its recommendations go directly to the ballot. The success of the coming CRC will depend on having members who come in without commitments to specific issues or interests and who desire to make the state better with quality amendments intended to improve our state’s governance. Anyone can apply to be a member. This is the third CRC since the 1968 Constitution put it in place. Constitutional amendments proposed by the 1997-1998 commission and adopted by the electorate included requiring the state to make adequate provision for an efficient, safe, secure and high quality public education system, a local option for merit selection for trial judges, streamlining the state cabinet to four officials (including
the governor) and setting up a system of public financing for statewide candidates. The CRC is made up of 37 people appointed by a select few: the governor appoints 15, the Senate president appoints nine, the speaker of the House appoints nine, and the chief justice of the Florida Supreme Court appoints three. According to state law, the attorney general is an automatic member. Appointments will be made in early 2017. Application forms can be found on the websites of those in charge of appointments. Once the commission is established, it will likely hold public hearings throughout the state where citizens can attend, share ideas and receive feedback on potential proposals for the ballot. After gathering public input, the commission will draft proposals that will go directly to the 2018 ballot. Voters will then vote the proposed amendments up or down, with 60% of the vote required to win and become part of the Constitution. Well over 100 people have already applied for the CRC, but there is still
time to apply before appointments are made. Being chosen to serve on one of the most influential roles in Florida is a great honor, but also a solemn duty. Those selected wield great power to promote significant changes to our constitution. As supporters of creative, bold solutions to the issues facing our state, we encourage a broad spectrum of Floridians to apply to the CRC to ensure that the ideas the CRC members proffer will be as diverse as our population and reflect the public’s goals for the state. Once the CRC is named, citizens should monitor the process, testify at hearings, and vote on the commission’s product. The CRC happens every 20 years; it is an opportunity too important to miss. Abberger is chair of the board and Weissert the director of the LeRoy Collins Institute, which heads the Partnership for Reforming Florida’s Constitution, a group of 18 organizations working to educate, engage and empower citizens on the CRC.

Being an entrepreneur is second nature to Leslie Giscombe. His first job was baking and selling cookies. “I grew up in an entrepreneurial family,” Giscombe said. “My mother had a catering business, and started a day care in our home. When I was in elementary school I would see her making and selling things for other people.” Giscombe first honed his skills while attending a private boarding school in Pennsylvania, selling snacks from his dormitory room to hungry students after physical education class. After the market crashed in 2008, he decided to go back to school. As a student at Daytona State College, Giscombe realized he wasn’t the only one starting over; he was surrounded by nontraditional students affected by the economy, and looking for a way to support themselves and their families. This prompted him to start Regroup USA, a resource and support group for the older students at the college. He started a second Regroup while he was at the University of Florida. While working toward his MBA at the Florida Institute of Technology, Giscombe started a counter top business, eventually adding design and layout. “While I was in graduate school, I thought about specializing,” Giscombe said. “I took into consideration the demographics of Palm Coast. The houses were 15 years and older, and the owners were in the market to improve them.” With each business venture, Giscombe was learning the principles of empowering the local economy. “If we can support entrepreneurs, and help them be effective, there are so many benefits,” he said. “You are benefiting your

community; you’re benefiting that person so he can support his family and not feel like there’s no hope.” Once again, Giscombe realized a need for a club, this time to support African American entrepreneurs, and in July 2016, he began the African American Entrepreneurs Club. “I would go to Entrepreneur Night at Office Divvy, it was not a club, and there were very few African Americans that showed up at their events,” he said. Reaching out to the African American entrepreneurs he had met, Giscombe responded to the need and contacted Parker Van Hart, director of the Entrepreneurship MSE program at UF. “We started in July, as an online club,” he said. “We have 384 members across the U.S. About a third of those are local, from Orlando, Jacksonville, Daytona and Palm Coast.” Members post notices and inspiration online for those starting a business, as well as those with existing businesses. Giscombe sees the club as a way for all entrepreneurs — those who went to business school, and those that did not — become successful. “Very few of us get the opportunity to go to business school,” he said. The club focuses on three components: education and mentoring, group economics, and a business directory. “Our directory has more than 100 African American businesses,” Giscombe said. “We want to make it available to anyone in the public, to be able to go to our directory for any services.”

and Carrie Baird does too Carrie Baird has only called Flagler County “home” for a year, but she is already committed to making it a better place for everyone. JACQUE ESTES COMMUNITY EDITOR
Carrie Baird remembers when she received a call from Patrick Johnson, the former director of the Florida Department of Health in Flagler, to help with Flagler Cares. The group, formed by Barbara Revels, Ken Matison and Johnson, is designed to help build a coordinated system of social, financial and health services for people in the county in need. Baird began One Voice for Volusia, where she was executive director for 12 years, so when Johnson called with another project, she was interested. She said: “My goal is to ignite action in certain areas: adult and youth behavioral health, mental health, substance abuse issues, cardiovascular disease, diabetes, issues related to moms and young children under 5, domestic violence, and child abuse and neglect.” Then there is the homeless issue. Flagler is part of the Continuum of Care with Volusia County, and Baird is making sure Flagler’s needs are heard and met concerning affordable housing, living wages and support for the working poor. “In our country, there are a lot of resources for the very, very, very poor, but the working poor are often not eligible for these resources, and they, with a little help, could make it,” she said. “Families with children under 5 have a higher level of poverty, and, usually, if you can help them through until the kids enter school, then they’re OK.” In 2017, Baird said the organization will be applying for $400,000 grant to bolster the mental health services for children. She said Flagler Cares is looking for strong partners who already have the capacity, and new funding to bring to the community. “We don’t provide direct services,” she said. “Our customers are the agencies that are serv-

ing people, trying to make sure that they can connect with each other.” She knows homelessness is not a topic a community wants to admit it has, but she feels ultimately there will be a persistent and growing issue if affordable housing is not available. “I would like to see the city and county governments get engaged in working together on that,” she said. Suicide prevention is another issue. “If you look at the suicide numbers, we have this anomaly in the 18- to 25-year-old range,” Baird said. “Typically it is white men, 35 to 65 years. We are going to work on a set of strategies to try and work on that. A large percentage of people who successfully committed suicide were at a mental health or doctor in the previous six months.” The goal is to ensure individuals at risk can be accurately identified and receive proper services. The smaller size of Flagler County is appealing to Baird. “Working in a community the size of Volusia is challenging, and it’s hard to make a difference,” Baird said. “That’s what is so exciting about Flagler, because really you see possibility of actually making a difference.”

Craig Coffey,
Flagler County administrator Entering his 10th year as county administrator, Craig Coffey has a big challenge ahead: Get funding from multiple agencies to restore the beach.
When he was in the Army reserves, Craig Coffey learned an important lesson about leadership. “Even during a disaster,” he said, “it’s leadership by example. In the Army, the officers eat last. ... If the troops are sleeping in the mud, you’re sleeping in the mud.” Coffey was a platoon commander in the first Gulf War, serving in Saudi Arabi, Kuwait and Iraq. He retired from the military in 2000 after 16 years of duty and went on to earn a masters in public administration from the University of Central Florida. Now in his 10th year as Flagler County administrator, Coffey said he has applied that leadership style with his staff. For example, while the county was being threatened by Hurricane Matthew, Coffey asked a lot from his staff, but, “I was right there with them. I was working 18-hour days, sleeping in my office.” Coffey will need to muster that kind of energy in 2017, as well, as he faces a difficult battle ahead: securing funding to restore the dunes that were washed away by
Matthew. To do that, he’ll have to coordinate the efforts of several government agencies, some on the federal level, some on the state level — and none of them seem to agree with each other. Instead of taking a vacation after Christmas, Coffey met with a representative with the Federal Emergency Management Agency because that was the best time for FEMA. “It’s my job to try,” he said. Charlie Ericksen, who is entering his second term as a County Commissioner and works closely with Coffey, said the beach funding is going to be a “balancing act.” But, Ericksen said, “He’s always shown he puts in the necessary hours to get the job done and also to be on call. He’s johnny-on-the-spot.” Coffey prides himself in fighting for his “troops,” which in his current role are the staff members. He defends his staff at County Commission meetings and takes responsibility for everything staff does. “If I’ve OK’d something or let something go, leadership stops with me,” he said.
HOLLAND ON COFFEY AND LANDON
Brian McMillan
Craig Coffey, as described by County Commissioner Charlie Ericksen: “He’s always shown he puts in the necessary hours to get the job done and also to be on call. He’s johnny-on-the-spot.”
Mayor Milissa Holland served as a county commissioner from 2006 to 2012 and at times had an adversarial relationship with Craig Coffey: She voted to fire him in 2010, but the motion failed. In 2017, after being elected mayor of Palm Coast, Holland will be a key factor in helping to build bridges between the municipalities; she campaigned on being able to inspire some harmony. Holland said she met with Coffey and Palm Coast City Manager Jim Landon separately and said both were ready to move on from past disagreements and find a “fresh perspective.” She believes that can be accomplished and praised Landon for his ability to create a cooperative, team-centered environment in the city staff, and she praised Coffey for his creativity in providing services on a small-town budget.

There’s another reason Landon comes in at the last minute to council meetings. “I’m very introverted,” he said. “I prefer being in small groups. Professionally, I can be very outgoing, but that’s the job. There’s a difference between the professional job and the personal Jim Landon.” If he gets to a meeting a early, he said, “I get a barrage of issues
Jim Landon’s city staff is divided into teams, and they are given big projects like finding a new approach to health care for city employees. “I was very surprised with the outcome of their recommendation,” Landon recalled. “I was one of the skeptics but agreed they had a good program, gave it a shot, and it turned out to be a huge success.” It was so successful that city staff was selected to make a presentation at a statewide conference. “When you have that kind of success, you want to build on it,” Landon said. Mayor Milissa Holland sees Landon’s ability to lead his staff in teams as his greatest asset. “Hi is a very, very strong organizer,” she said. Landon’s approach to city government has earned him many accolades, including the Award for Career Excellence in 2013 from the Florida City/County Management Association.
coming my way that are not the topic of the meeting. It’s a matter of not being distracted.” Landon sees himself as a bridge between the City Council and the city staff. “I have to be a story teller,” he said. “By telling the story, it’s trying to explain something so that people can understand it, and hopefully it’s interesting so that they’ll listen to it. It’s a talent you have to learn — or at least I had to. If all you had to do was look at the engineer’s report and make a decision, that’s easy, but that’s not how this local government business works. It impacts people. It impacts their lives. That’s really what City Council’s role is.”

secrets to success in his role as city manager of Palm Coast, a job he has held since 2007. Prior to coming here, Landon, 60, was a city manager in Oregon, Missouri and Texas; he has 25 years of experience on the job. “I learned this a long time ago,” he said in a recent interview at City Hall, overlooking Central Park. “You have to have a certain schedule. With the hair cut, time goes by, and it’s like, ‘Wow, I didn’t realize it had been six weeks since I had a hair cut.’” He also schedules his time for reading and responding to emails: 6:30 a.m. to 8 a.m. every day. “Email is part of your job,” he said. “It’s how we communicate more than any other way right now. So it has to be considered a daily task. What you find is that if you don’t include that in your schedule, it’s easy not to do it. To expect it just to happen is pretty naîve.” Jacob Oliva, superintendent of Flagler Schools, meet with Landon regularly, and scheduling is one thing he has learned from Landon. “He’s been a role model for me,” Oliva said. “He’s someone I can call who understands how government agencies work. You can’t put a price on experience.”

Whereas in Flagler County the music scene mostly features tribute bands, the St. Augustine Amphitheatre has the “real bands.” It’s not a tribute band that sounds like Foreigner playing on the amphitheater stage Feb. 24, it’s Foreigner. Sam Perkovich wants to know, “Why not here?” “I spent my teenage years going to see the real bands — to see Pink Floyd,” said Perkovich, president of the Palm Coast Arts Foundation. “I’m not really interested in seeing a tribute band.” She thinks many people in the Baby Boomer generation feel the same way. The only thing missing is the right venue. Thus, the Palm Coast Arts Foundation is working toward a state-of-the-art facility that would attract names that normally are only seen in St. Augustine and beyond. But that’s a decade in the future, right? Maybe not. While PCAF Executive Director Nancy Crouch predicts the venue won’t be built for another 10 years, the recent completion of the outdoor stage at PCAF’s property (leased from the city) in Town Center could still make a noticeable difference in the music scene in Flagler County. “Fall of 2017,” Crouch said in a recent interview. That’s when she’s predicting to host a concert at the stage featuring a band that “people will recognize.” The band has yet to be determined, but that’s the goal, she said. David Ayres, general manager of five radio stations headquartered in Flagler County, is hoping to partner with PCAF in promoting a new era of entertainment. “Now’s the time to poke around and find some national acts,” he said. One way to do that is to find acts that are en route to other cities and could make Palm Coast an intermediate stop. “Money will be made, and money will be lost, but (Perkovich and Crouch) know the risks and the rewards, and they’re ready to ante up.” The Flagler Auditorium, according to Perkovich, doesn’t have a large enough stage or enough seating to attract larger name acts. PCAF’s new outdoor stage is about 4,500 square feet, or three times as big as the auditorium’s stage. That

makes it a great fit for something like the Jacksonville Symphony, which is scheduled to play its annual show again in May. By then, the city plans to have completed restroom facilities on the property, which also makes the venue more viable for bigger shows. And while there is no permanent seating, there is plenty of room behind the stage for lawnchair seating. PCAF’s other major goal for 2017 is to begin raising funds for a 60-foot-high roof over the outdoor stage. Cost estimates range from $500,000 to $1 million. “There really isn’t anything quite like what we’re planning,” Perkovich said. “If you build (the roof), you’re going to have to go all the way to Washington, D.C, to get that kind of quality.” Mayor Milissa Holland is excited about the vision of Perkovich and Crouch and called the new stage “significant.” “That’s what a community does,” she said. “It allows for families or residents to enjoy amenities they grew up with, and the arts are a very significant part of that.” “It’s incremental,” Ayres said. “You don’t bring Kenny Chesney to town just because you have a stage, but they’re poised now to grow. They had a launching pad, and now they’ve got a rocket ship.”

CORY AND TRENTON STEWARD: MY BROTHERS’ KEEPER The Matanzas Pirates will begin next football season, missing key players who will graduate this year. But, two of their most explosive players — brothers — will return with even bigger roles. Junior Cory Steward and his younger brother, sophomore Trenton, helped Matanzas make program history by getting to the postseason for the very first time. Cory led the defense at the safety position, while Trenton lined up on offense and kick returns. THUNDER
Cory often made his presence felt, delivering hard-hitting shots to break up passes and send his opponents to the ground. He ended the season with 44 tackles, 11 pass break-ups and five interceptions. “I’ve always been physical,” Steward said. “I just knew in my heart since a little kid that football was what I loved and desired. And, if I don’t play physical, what would be the point of playing football? It’s a physical sport.” Returning for his final season, head coach Robert Ripley expects Steward to fill a captain’s role, saying, “Cory’s growth from being an instinctive player to a
film rat, and knowing the defensive game plan, makes him and his teammates better. I can’t wait to see his physical growth this off season.” Excited to step up and fill a leadership role, Steward said, “With it being my last season playing high school football, I expect to continue making a lot of game-changing plays. I will also play my heart out for my team and also lead my team us to even more history.” LIGHTNING
Growing up as the younger of the two, Trenton first watched Cory play. He had never really thought about playing organized football, but, after joining the year after Cory, he’s played ever since. He sees football as a potential ticket to take care of his family. On offense, Trenton ran for 391 yards and four touchdowns, and he added 267 yards and a touchdown as a receiver. He also led the team in kick and punt return yardage. “His stats speak for themselves,” Ripley said. “Trent is gaining confidence in not only himself but his teammates and his knowledge of the offense. Over 600 yards of offense as a sophomore is pretty awesome in its own right. He now has to have a great off season, further his film study and work on the track as well as in the weight room to carry a bigger role as a junior.”
SKYE GREEN: BASKETBALL BY CHANCE? Maybe she would have eventually tried out for a basketball team. Then again, FPC’s Skye Green may have pursued an entirely different endeavor. During the summer before she entered middle school, then 12-year-old Green — who stood SEE TOP SPORTS PAGE 14

few days ago, I asked a young lady what she expected from this upcoming year. Despondently, she replied, “Loneliness, frustration and boredom.” I assume she didn’t bother to make any New Year’s resolutions. Neither did many us, for the same reasons. Year after year, failed expectation after another, she has come to believe every New Year will play out dreadfully similar to her recent years. And she’s not the only one. Some of us was were once fervent in listing all the life changes we hoped to accomplish with the turning of every year, but, soon after the first of the month, we too experienced failure. On the other hand, all across the nation, gyms and religious buildings will fill up during the first few weeks of January, and yearly planners will fly off shelves, in hopes of people getting more organized this year. Other resolutions will be attempted from people who simply acknowledge they need to make life alterations and aren’t afraid to record them. While this may have included some of you (and myself) several New Years ago, you’ve concluded that failure is imminent, so there’s no point in wasting your time. I honestly don’t remember the last time I made New Year’s resolutions, because it’s been so long. But, I think I’m ready to get back in the game. Throughout this new year, I will strive to make changes in my life, and I’m sure I will succeed at times and probably fail at others. But, at least I’ll try, and why can’t the first of January be a starting date for my endeavors? After all, it is the day where we begin a new calendar, a new count to 365 days, among other starts. So this year, I plan to accomplish these: 1. Lose 30 pounds. 2. Read Christian and secular literature every day. 3. Exercise at least five times per week. 4. Take my wife on a date every week. 5. Step out of more of my comfort zones. I spoke with another young lady Sunday night, and she seemed to still believe in the power of the New Year. After telling me she planned to read her Bible every day, she exclaimed, “New year, new me.” Whether she only succeeds for a quarter or half the year, and whether I achieve any of my resolutions, the truth is that I will have gotten further along in accomplishing my goals than if I never make any. Happy New Year!

Top sports people to watch in 2017 at 5 feet 10 inches — was approached by a shopper in a store and asked if she played basketball. “I never thought about playing basketball until then,” she said. “I’m sure it was asked because of my height.” Soon Green found herself starring on the middle school basketball team, where the game came natural to her. GROWING PAINS
Despite her current height (6 feet) and natural talent, Green didn’t start for the Lady Bulldogs last season. With more talented girls than she in the starting five, she played a key role by coming off the bench. Not content with her role, Green

devoted her summer to travel basketball and one-on-one practices with FPC head basketball coach Javier Bevacqua. Her hard work during the summer has paid off. Green leads the team in almost every statistical category, and she’s the only Bulldog averaging double figures (17) in scoring. She has scored 20 or more points in six of the Bulldogs 16 games, 26 being her career high. From not playing to starring in middle school to sitting on the bench and now starring again in high school, Green is living out the best advice she’s ever received: “Unsuccessful people make decisions based on their current situation. But successful people make decisions, based on where they want to be.”

Flagler Palm Coast’s new football coach knew he wanted to ever since his high school playing days at Mainland. While sitting in class, Travis Roland thought to himself, “If I can’t play, I would want the next best seat, which is the sideline.” After a college playing career at Bethune-Cookman and a short stint in the Arena Football League, Roland returned to Mainland as an assistant coach. Shortly after, he left for a better teaching position at Seabreeze, where he coached for two years. Roland was on the Sandcrabs’ sideline, when they last beat Mainland (7-3 in 2010). He then went back to Mainland as the defensive coordinator, where he’s been until now. The 30-year-old first-year head coach has been inspired by his dad, Thomas, and his former coach Alvin Wyatt, who now coaches at Edward Waters College. “I’ve always looked up to my dad, because he’s volunteered his time for the last 30 years to Pop Warner,” Roland said. “It showed how much he loves kids, because he does it for free. And Coach Wyatt taught me so many life lessons. He taught me how to appreciate this game, because it will always move on, whether I’m here or not.” Roland seeks to create a culture in which he uses football to create “great young men who learned how to win at life and football.” His hire has thrilled the Bulldogs community, and by that, Roland says, “I’m glad people are excited. That means there will be butts in the seats.” SEE TOP SPORTS PAGE 16

GREG AND CHRIS HARRISON: A CULTURE CHANGE Matanzas basketball has been revived, thanks in large part to the Harrison brothers, Christian (senior) and junior Greg (junior), who transferred from FPC. Unsatisfied with their playing time and academic performances, the brothers decided to change schools when they heard Matanzas had hired a new head coach, Donald Lockhart. The Harrisons have gone from mostly playing junior varsity and riding the bench on varsity to now leading the turnaround at Matanzas. “Coach has helped both of us
tremendously,” Christian Harrison said. “He constantly pushes us to get better, and he has changed the way I view the game, the way he makes all of us players push ourselves.” Lockhart too understands how fortunate he was to receive such talented transfers in his first year. Both average 12 (along with Greg Layne, another transfer) points while Chris adds 10 rebounds, and Greg adds 6. “They bring size (both stand over 6 feet) to our team, what every coach desires,” Lockhart said. “They have emerged from newcomers to veterans on the team. Greg surprised me most. He is so athletic and versatile, defenders have a hard time guarding him. Christian is a good low-
post player that finishes and runs the floor like a guard.” In just 13 games, Matanzas has already matched its season total of wins from last year (six), and the team has only lost two games by double digits. After suffering four straight losses by only 12 points, Lockhart stressed to the team that they had progressed from what they used to be; they now just have to learn how to win. With players like Greg and Christian Harrison, Lockhart feels the winning will only keep coming. “They are a big part of the foundation for the success we’re building,” Lockhart says. “They are getting better with every game, and the team is moving ahead of schedule.”

aren Gargon did not always want to be a teacher. “I went to nursing school, and it wasn’t quite as fulfilling as I wanted it to be, so I went back to college and got my education degree,” Gargon said. “I wish I would have known, and done it sooner. I feel like I wasted a lot of time.” In the past seven and a half years, Gargon has made up that “wasted time” by teaching at Belle Terre Elementary. And every so often, her training as a nurse does come in handy for minor injuries on the playground. Gargon’s own experiences having a child who struggled in school helped prompt her decision to study education. “I didn’t understand how things were being handled, “ she said. “He went to a private school for a while, but the academics didn’t seem challenging enough.” Gargon said she truly loves coming to work. “It’s simple, but when my previous students come up and hug me, or call out my name, that’s it for me – it just makes my day. When I go to the buses and the kids are calling my name and wanting a hug from me, that melts my heart.” She knows she’s made the right
The decision to change her career and become a teacher was great for Karen Gargon’s students.
career choice when she sees her hard work paying off. “I am working with a student who couldn’t read anything at the beginning of the year, and now he’s getting it; he’s reading fluently in this short time,” she said. Her first-grade inclusion class includes some exceptional education students. “You wouldn’t know it, they work so well together,” she said. The one question Gargon has trouble answering is which subject is her favorite to teach. She loves teaching these kids everything. “I think reading is probably the most rewarding, just because when they come in here, they are like kindergartners still, and by the end of the year they are reading chapter books,” she said. Her classroom community extends beyond normal school hours. “We meet to go bike riding as a class on the Lehigh Trail,” she said. “Whoever can come. We take a snack and have a little environmental lesson. It’s a great opportunity for us to be together, outside the classroom and with their families.” She is just as proud of her students for winning a pizza party for good behavior. Before the holiday break, her students learned about meteorology.

Karen Gargon has been a teacher at Belle Terre Elementary for more than seven years.
“They will start learning about weather, and we are going to have a talk by Teresa Phillips, a meteorologist, in front of green screen, and we will video it.” Gargon said she is very excited about being nominated for Teacher of the Year, but doesn’t feel, “worthy.” “I don’t see myself as this amazing person,” she said.

Teacher of the Year, Indian Trails Middle School:
David Morden JEFF DAWSEY STAFF WRITER
A
fter graduating from Stetson University with a music education degree, Indian Trails Band Director David Morden was given his first job, teaching music to elementary schoolers. It was his toughest task to date. “The shorter they are, the scarier,” he said with a laugh. “I didn’t go to college thinking I would teach elementary school. But you just have to learn how to interact
Former students have told Morden that his band class helped keep them in school.
with them.” Morden has grown from that early learning experience to become a student favorite — and a peer favorite — at Indian Trails. “He’s funny and makes us laugh,” said Tyler Lawrence, one of his fourth-period students. “He always tries to make us the best we can be with our instruments, and he never gives up on us.” Morden understands what it feels like to be a band student. After middle and high school
band, he was convinced he wanted to share that experience with other students, so he pursued his music teaching degree so he could teach students who share his passion for music. “We all enjoy doing something we’re good at,” Morden said. “So when we give the students the tools needed to be good with their instruments, and they succeed at a high level with their instruments, they inevitably enjoy it.” In class, Morden aims to teach his students versatility. He uses music to teach them how to be independent and how to work as a team. He also shows them how to take the lead when appropriate, and when not to take the lead. Morden says he wants all of his students to be “thinking people.” Morden credited his Teacher of the Year nomination to the band’s visibility on campus. “What we do in band is so much more visual than other classes. We’re out in the community and around the school. They actually get to see the product we produce.” Morden says his greatest rewards from teaching come when he sees or hears his students perform in high school and college bands. “It’s great to turn on a Saturday football game and see your student in the band on the field,” he said.
Indian Trails Band Director David Morden.
Former students have told Morden that his band class helped keep them in school. “Kids will often come back and say to me, ‘I never enjoyed school, and I didn’t want to keep going, but I kept going for band, and I finished.’ That means so much to me,” Morden said.

Teacher of the Year, Matanzas High School:
Andrew Hutcheson
Andrew Hutcheson has created innovative ways to intrigue his AP Physics students.
Matanzas AP Physics teacher Andrew Hutcheson
JEFF DAWSEY STAFF WRITER
M
atanzas Teacher of the Year nominee Andrew Hutcheson credits an engineer and a registered nurse — both previous students of his — for giving him the greatest compliments he’s received as an instructor. T h e e n g i n e e r t h a n ke d Hutcheson because Hutcheson showed him how physics is interesting and useful. The nurse emailed Hutcheson to thank him for making her learn how to use the metric system. She’s the only nurse in her hospital wing who can easily convert units and measure medications for hospital patients. Hutcheson’s current students also praise him. Venturing into his classroom, you see colors, games, scientific models and nearly twodozen brainstorming students.
Hutcheson has instructed them to team up and solve a problem. This is one method he uses to get away from the typical 60-minute lecture classroom. “I ‘gamify’ the classroom with a learning management system called Classcraft,” he said. “Students create and customize characters. The experience points help their characters level up in the game, and students unlock abilities they can use in class. I also differentiate the lesson, so it impacts students of various learning styles and interests. Sometimes we learn by reading about the science, sometimes we learn by seeing the science in action, but most times we learn by doing the science ourselves.” Hutcheson said getting the school’s nomination “is a great honor ... especially because there are many amazing teachers at MHS.” Matanzas student Amanda Rushton called Hutcheson her favorite teacher of all time, crediting his humor and innovation. “He makes us relate the experiences to real problems,” Rushton said. “Vectors aren’t the most interesting topic, but he uses a rocket that launches things, so we can measure the magnitude
and direction.” Hutcheson realized he wanted to teach during his senior year in college. He wanted to help other people discover amazing moments for the first time. Hutcheson said he loves teaching because it allows him to leave the world in a better place than it
was before he was born, and also gives him a way to improve individual young peoples’ lives. “It’s so gratifying to hear someone say, ‘Oh. That’s why that happens. I always wondered about that!’” he said.
Photos by Jeff Dawsey
For a twist on the typical classroom photo, Hutcheson asked his students to act amazed at their assigned vector problem.

artin Evans scans his class for project managers. Hopeful faces smile and hands shoot up to volunteer. The students whose names he calls break in to smiles. The others will have their chance in the future. “The project manager is one of the things we emphasize, and it’s really everywhere, in all of the classrooms,” Evans said. “We try to work on cooperative learning because it’s an important skill in life. You have to learn to work with people, whether you are in a leadership or follower role.” His class of 22 sixth-grade students is the STEM Academy program at Wadsworth Elementary. Evans said project managers are applied to most class activities. “I think they all like to have that leadership role,” Evans said. “This is a select group of students. They
had to prove they were capable of coming in here and working hard on their regular academics, as well as giving some extra time and energy into other projects. Evans knows what it’s like to be a Flagler student; he attended Bunnell Elementary and Belle Terre Middle School (now Buddy Taylor), and graduated from Flagler Palm Coast High School. In college, he took pre-med courses, thinking of becoming a medical researcher. He also considered becoming a lawyer or enlisting in the military. But, he said, he “fell into” teaching. “I really didn’t think about being a teacher at all, but the bottom line is I have always wanted to help people,” Evans said. “I got a job working in the daycare center on campus. Then I worked with prekindergarten, 4- and 5-yearolds, and that’s when you really start teaching. I was looking forward to going to work and working with the kids.” An appointment with his guidance counselor, and the realization that he could switch his major to teaching and graduate by the end of the summer, put him on the career path he was meant for and in a school district he was familiar with. “This is my 20th year teaching in Flagler,” Evans said. “I started at Indian Trails K-8. That was my longest stint, almost 10 years.” He also taught at Belle Terre
Elementary and returned to his own elementary school, Bunnell, as the assistant principal for a couple of years. He is in his fifth year at Wadsworth. A part-time job with a technology company turned into a full-time position, and Evans left teaching in Flagler for about a year and a half. During this time, instead of young students, he was showing teachers how he used technology in his classroom. “Business slowed down when the iPads came out,” Evans said. “It was a good time to come home.”
Evans said being limited to just one class is a downside, and he would like to reach more students. “I have worked really hard the last three to five years creating an environment for this program. While I was STEM coach and a teacher on the Wheel” — a program that rotated all of the students through the class — “I was able to gather resources and knowledge needed to do all of this stuff,” Evans said. “As a teacher, I want to impact more students with the STEM Academy program we have here.”

Teacher of the Year, Flagler County Schools: FTI
Robert DeJoy
Jacque Estes
Robert DeJoy, FTI commercial truck driving instructor, and Teacher of the Year.
JEFF DAWSEY STAFF WRITER
E
ighteen years ago, Robert DeJoy decided he wanted to leave his banking career and hit the open road in a big rig. He never imagined he would one day be teaching a truck driving class. DeJoy enrolled in the Flagler Technical Institute in 1998 to earn his commercial driver’s license — and some freedom. “I had been in banking for 24 years,” DeJoy said. “I told them I was getting my master’s degree, but I was going to truck driving school. I always wanted to drive big trucks.” Before settling into his career as a teacher, DeJoy drove big rigs cross-country. He said he loved it. “There’s no better job in the world,” DeJoy said. “The money is good, and the freedom is there. You are your own boss. You control your destiny, and you do what you want to do.” There is more to becoming a truck driver than climbing behind the wheel. DeJoy teaches an eight-week course, 320 hours

of instruction, before his students take their final test and hopefully earn their CDLs. FTI boasts a 99.8% graduate placement rate. “It’s a lifestyle, not a 9-to-5 job,” DeJoy said. “The downside is you miss being home. That’s tough if you have young children.” DeJoy teaches about 35 students a year. Coursework involves not only how to handle a big truck safely, but trip planning, how to keep log books and how to read a map. “We use maps,” DeJoy said. “GPS is a good tool in conjunction to the maps, but it will put you on roads you shouldn’t be on.” One driver told DeJoy that his GPS put him on the Tail of the Dragon, an 11-mile stretch on U.S. 129 in North Carolina that has 318 curves. “Once he was on this road he couldn’t get out,” DeJoy said. “GPS gets you there the quickest way, but not the safest or most practical way.” DeJoy said his students come from all walks of life. “When the economy wasn’t much, we got a lot of construction workers,” DeJoy said. “It’s pretty gratifying because we have people who haven’t worked in four or five years, and they graduate and they are making good money, $ 55,000, out of the chute.” DeJoy emphasized that although the pay and benefits are good, there has to be a desire to drive. “If you are just doing this to make money, you are not going to like it at all,” he said. “You have to have a passion. It’s not for everybody.” DeJoy admits that he never thought he would be teaching at FTI. He taught banking at Daytona State College, but never imagined this is where his training would take him. “It’s a good program, and I think we put out a high quality product,” he said. “The students that graduate from here are in demand, and they have confidence in themselves.”

Nearly 100 people came for the celebration, most from Chabad of Palm Coast and the Chabad Lubavitch of Greater Daytona in Ormond Beach. After the lighting of the menorah, everyone headed to a table filled with jelly doughnuts, a traditional Hanukkah treat.

THURSDAY, JANUARY 5, 2017
OUR 2017 LINE-UP HAS SOMETHING FOR EVERYONE! The State Ballet Theatre of Russia presents
importance of spreading the message of the miracle of Hanukkah. “What an amazing way we did it. We spread the miracle all the way down A1A, from the Walmart on Granada,” Rabbi Levi Ezagui said. “We don’t know how many Jews saw it and were inspired.” Rabbi Levi Ezagui spoke about times when it was against the law to light a menorah, and in some countries people were imprisoned. “People used to hide and light the menorah. Now we were driving down A1A happy, and we lit the menorah. We are so lucky to live in a country, America, and so happy that Flagler let us light the menorah happily.” The rain storm that started a couple hours before the celebration subsided to allow the lighting of the menorah, but made keeping the candles lit a challenge. But nothing was going to stop the celebration — or the children anxiously gathered around a table covered with jelly doughnuts.
