The increasing number of people joining the party is an indication of BJP’s growing acceptability in Kashmir. We all are pressing that party’s chief ministerial candidate should be from the Valley,” said state BJP leader Fayaz Ahmad Bhat. Sources from state BJP said senior party leaders including Prime Minister Narendra Modi are of the opinion

the party in the state. “The party wants to take Muslims in confidence. National leadership has opined that a Muslim from Kashmir should represent the party in this state,” they said adding party is yet to decide who would be that face. There are speculations that former IGP Farooq Khan, who joined the party before Lok Sabha polls, might be the front-runner for CM’s post. Sources in BJP said party high command is exploring all options as lot of new faces has joined the party. After winning Jammu-Poonch, UdhampurDoda and Leh-Ladakh parliamentary

ments during the recently held Lok Sabha polls in the state, BJP is trying hard to strengthen its base in the Valley. “To strengthen the base in the Valley, the party has no option but to bring more number of Muslims from the valley in the party and have a Muslim as chief ministerial candidate, which would take away communal tag from the BJP,” BJP sources said. BJP has 11 seats in the 87-member state Assembly. After recording stupendous victory in the LS polls, BJP launched Mission 44+ to win Assembly polls in the State and form its own government.—RK

Sectarian divide a serious issue in Kashmir: Huriyat (G)

SRINAGAR—President Doctors Association after marrying to Prophet Mohammed S RINAGAR —Days after Chairman Huriyat Conference (M) Mirwaiz Umar Farooq stated that Kashmir society is being divided on sectarian lines under a planned conspiracy; Huriyat Conference led by Syed Ali Gelaani has stated that the Muslims must counter the moves jointly at an earliest. It is the most serious issue that the Kashmir society is witnessing at present, said Huriyat Conference (G) chief spokesman Ayaz Akbar, adding that deliberate attempts are being made by the agencies to divide Muslims of Kashmir at large. “We have to look into the crises and have to put our heads together to counter the same or else the situation could turn disastrous.” He stated further that earlier the Kashmir society used to live in harmony with each other and the sectarianism was no where existent but from the past decade the crises of this nature is deepening wherein Muslims are being declared infidels by other Muslims and vice-versa. “The situation could be disastrous if not taken seriously. Geelani sahib earlier many times has raised concern over this dreadful trend emerging within the Kashmir society.” He claimed further that the home ministry itself has assigned the task to some selected clerics here so that they could instigate sectarianism in Kashmir and also west is propagating hard to divide the Muslim society for the petty interests. Pertinently, Mirwaiz recently had stated that mosques and Muslims are being divided in Kashmir under a planed conspiracy.—NNI

Kashmir (DAK) Dr Nisar ul Hassan in a statement demanded that Bait-ul-Maal should be institutionalised so as to introduce Islamic concept of public trusteeship and public ownership by way of transferring wealth from individuals to a social collective ownership. DAK President in a statement issued to GNS said “This institutional framework will serve the concept of cardinal principle of Islam that is “Haqooq-ulIbad” thus making society responsible for the welfare of people. More importantly, with interdependence will remove the economic disparity and bring fundamental Islamic concept of equality in practice”. The financial institution of Bait-ul-Maal has existed and grown since the time of prophet Mohammad (SAW), but institutional Bait-ul-Maal independently as economic institution stood at the time of Hazrat Umar (RA). They were successful in establishing a viable economic institution by transferring their whole wealth to Bait-ulMaal, Nisar ul Hassan said. He said that Hazrat Khadijah (RA) the richest woman

United Nations maintained criminal negligence towards Kashmir issue, Shabir Dar S RINAGAR —Muslim conference has said that international community is showing interest & urgency to resolve the political disputes around the world which pose a threat to global peace, though an encouraging & good step for ensuring peace & security in the world but the unfortunate part is that the oldest issues of Kashmir on United Nations agenda speaks volumes about the apathy & criminal negligence by the concerned institution which came into being for ensuring the peace in the world & ensure peaceful resolution of the political disputes which relates to the future of millions of people. According to the spokesman Muslim Conference chairman Shabir Ahmed Dar along with a delegation which included Sajad Ahmed & Mushtaq Ahmed addressed people at Reban & Nowpora. Shabir Dar said that the United Nations is not only maintaining criminal negligence towards Kashmiri people but is also allowing the genocide in Kashmir as more than one lakh were killed in last 25 years only,

(PBUH) donated all her wealth to Islam. Hazrat Abu Bakr (RA) at the time of battle of Tabuk donated all his wealth to Islam and when prophet Mohammad (PBUH) asked him what has he left for his family? He replied Allah and his Rasool (PBUH), Nisar ul Hassan said, adding that Hazrat Umar (RA) despite being Caliph wore worn out shoes, was usually clad with patched up garments and used to sleep on bare floor of Mosque. “Our leaders who preach teachings of Islam have a responsibility to create the institution of Bait-ulMaal. Leadership has to follow and practice Quranic wisdom, life of Prophet Mohammad (PBUH) and the wisdom of caliphs for creating a successful Bait-ulMalal”, Nisar ul Hassan said. “We have failed to create an institution of Bait-ul-Maal so far because our preaching’s and sermons are contrary to what we practice”, Nisar ul Hassan said, adding that leaders have to set up an example by donating their wealth and property to Bait-ul-Maal and I am sure nation will follow.—KW

n the run up to Prime Minster Nerandra Modi’s visit to Jammu and Kashmir, the Pakistani and Indian narratives on Jammu and Kashmir crisscrossed in their merit and content. Pakistan set the tone. Foreign Office Spokesperson of Pakistan on Thursday 3 July 2014 in reply to a question said, “We do not accept the so- called accession of the State of Jammu and Kashmir to India. Kashmir is not an integral part of India. Our position is that Jammu and Kashmir is a disputed territory. People of the State of Jammu and Kashmir have yet to exercise their right to self-determination which has been assured to them by almost 20 resolutions of the United Nations Security Council. So, we don’t accept the accession claimed by India and we don’t accept Kashmir as integral part of India.” Pakistan narrative: It seemed that Pakistan has updated its narrative in line with article 257 of the Constitu-

for which both have to answer one day. Shabir Ahmed Dar said that we see development taking place in the world but in Kashmir only graveyards are coming up & that too because of only one crime that is the demand of our birth right of right to self determination. India is committing such crimes against humanity in Kashmir which discredit the international human rights organizations also. The unfortunate part is that it still wants itself to be called as the biggest democracy of the world. India is ruling Kashmir in presence of its 7 lakh army & by hiring a discredited group of politicians they are under an illusion that Kashmir belongs to them. Shabir Dar said India may talk about the development in Kashmir but that can never change the collective decision of Kashmiries to be part of the freedom movement. India needs peace to execute its plans of development & progress in its territory but they are themselves responsible for the fragility of peace in their backyard.—NNI

History students asked to sit for Chemistry exam SRINAGAR —Directorate of Distance Education University of Kashmir has proven source of nuisance for hundreds of students pursuing B.Ed courses through distance mode. “You can’t imagine how much mentally disturbed we are. I am an Arts student and the University authorities have directed me to appear in mathematics in the examination that is going to start on Wednesday July 9,” a student Shaista Amin said adding that Directorate of Distance Education was playing with the careers of the students. Students said that the information they downloaded from the Website of the Directorate was so confusing that they are feeling restless. “Those who are supposed to appear in History and Civics subjects have been directed to appear in Chemistry and vice versa. Similarly some students who are supposed to appear in Psychology have been told to appear in Mathematics,” they said adding that irony is that the authorities are unwilling to address the problems of the students. “How can you expect from me to appear in a subject which I have never studied. The irony is that one of the University official told students to appear in those subjects mentioned in the date sheet. This is ridiculous,” Ajaz Ahmed said. When contacted Director Distance Education Kashmir University Professor Shabir Ahmed said they have taken care of this ‘blunder’ and will surely come up with a new notification in this regard.—KO

mysterious circumstances from a village in Rajouri district of Jammu and Kashmir. Some locals informed the police about the body lying near the open field at Fethpur in the district and a police team was immediately rushed to the spot where a female body has been recovered having visible torture marks on her body, official sources said. A police official confirmed the recovering of a throat-slit body. “The body was later identified as Kounsar Parveen (24-years-old) wife of Wazaret Iqbal resident of Fethpur, Rajouri”. “She was Wazaret Iqbal’s second wife and was married with him some 12 days back,” the official said, adding that Wazret Iqbal’s first marriage happened 3 years back.

ing with Kounsar, he said. During the dawn time, the family members found the girl alone while the bride was missing from the bedroom, the official said. He said that later during morning prayers, the family members and their neighbours found the bride some 70 meters away from the home in a pool of blood. Reports said that shops, other commercial establishments; schools, colleges, government and semi government offices remained closed for the third consecutive day in Tral and its adjoining areas against the killing of Jaish-e-Mohammad commander Aadil Pathan. The public and private transport was off from the roads. However, hospital ambulances and the vehicles of security forces were seen playing on the roads of Tral Township. The streets of Tral town witnessed a deserted look and only police, CRPF and army personnel were seen patrolling on the streets guarding the roads of the area keeping a tight vigil over the eruption of

Heavy deployments of forces have also blocked the road through concertina wires and through mobile bunkers in the town to prevent any protest demonstrations. The security personnel had also taken position on the higher reaches and also on higher building to maintain tight vigil in the township. Most of the people in the township and its adjoining areas preferred to stay indoors to prevent arrests. BJP demands ending IHK two-flag system SRINAGAR—A demand to abolish the two-flag system in Jammu and Kashmir was raised in Rajya Sabha by a BJP member. The demand came through a Special Mention from Tarun Vijay who also insisted that the one-flag system was needed to maintain the unity and integrity of the country. “I demand that the government should abolish the two-flag system in Jammu and Kashmir and there should be only one-flag system,” he said. Vijay also demanded establishment of a memorial for Syama Prasad Mookherjee in Srinagar who died there fighting for the cause of the country’s unity. K P Ramalingam (DMK) demanded setting up of safety measures at the vital installations of oil and natural gasBSE -1.60 % industries. Motilal Vora (Congress) asked the government to send a central team of experts to study and advise Chhattisgarh on the problem of drinking water in Rajnandgaon.—KD

Shifting of Kashmiri detainees from India to valley demanded S RINAGAR —APHC leaders, Zafar Akbar Butt and Javed Ahmad Mir have appealed to international human rights organization to help shift the Kashmiri prisoners lodged in different jails of India to the Kashmir valley in view of deteriorating health of the detainees due to high temperature. The APHC leaders while addressing gatherings in different areas of Srinagar during their mass contact programme, urged global human rights watchdogs including Amnesty international to take a strong note of the

difficulties the Kashmiri prisoners were facing due to burring heat. They said that many families had had not a glimpse of their imprisoned members since long for number of reasons. “Visiting jails needs money and maximum families have not visited their imprisoned members since long as they don’t have money,” they added. SRINAGAR: Kashmiris demanding shifting of their detainee relatives to Kashmir.

Kashmir: An insightful analysis tion of Islamic Republic of Pakistan, its assumed share in the AJK Act 1974 under UNCIP Resolutions in providing a better Government and better administration in the area until the dispute is resolved in accordance with UN Resolutions, its obligations as a member nation of UN towards the right of selfdetermination on the principle of equality and as a party to the Kashmir dispute. The update may not be faultless and has to continue its upgrade. Indian narrative: External Affairs Ministry spokesperson of India a day after, on Friday 4 July 2014, in its response said that, “Our position is that Jammu and Kashmir remains and will remain an integral part of India. As regards the language of a bygone era, it does not serve anybody, any purpose to look into the rear view mirror and speak in terms of which are not in consonance with what Prime Minister and

Prime Minister Nawaz Sharif are working towards”. The spokesperson further added that, “Jammu and Kashmir is an integral part of India. The Prime Minister of India can visit any part of India anytime he desires.” Integral part: There is no doubt that Indian Government has a higher burden of responsibility in Kashmir. However, this duty does not confirm that Jammu and Kashmir is an integral part of India. The option in this regard is there and the people of Jammu and Kashmir have yet to exercise it or the other two options of accession to Pakistan or forming an independent State with a membership at the United Nations. Indian admission into the State is provisional and based on four principal duties, namely, Defence of the territory, Protection of Life, Honour and Property. There is an emerging debate that since India has failed in discharg-

ing the first duty in regard to the defence of the territory and has failed to protect life in Kashmir, the accession may have been vitiated at core. Any duty performed by the Indian Security Forces in Kashmir in addition to these four stipulations remains extraneous to the merits of the agreement and purpose of their admission into the State. Moreover, the accession has been placed before the UN Security Council for arranging a ratification or otherwise by the people of the State under the auspices of the United Nations. Therefore, the arrangement caused through the accession of 26 October 1947 has been taken over by the interests of 195 countries of the UN (including Pakistan as a member nation of UN and as a party). Pakistan as a party to the dispute administers two administrations of the State on its side of cease-fire line. Although Jammu and Kashmir un-

der the administrative charge of India may have been through an exercise of giving itself a constitution on 17 November 1956, it has its own problems to overcome. As a start, the Constitution was adopted post UN Security Council Resolution of 30 March 1951. Since after, the National Conference and the J & K assembly continue to remain under a UN caution that, it is elected from only a part of the State and is not fully representative of all the people and that any decision taken by it (assembly) at variance with UN manner of resolving the dispute would be coram non judice (without lawful authority). Violation of Water Resources Act: All has not gone well for the Prime Minister on the day. The revelation of Minister for Health and Medical education and senior Congress leader Taj Mohiuddin on the day of visit that the 240 MW Uri-II Hydro Electric Project

inaugurated by Prime Minister Narendra Modi has no license to operate does not help in any manner. Prime Minister in fact has been made to violate the Jammu and Kashmir Water Resources Act. According to the State minister NHPC has been deceiving the people of Jammu and Kashmir. In this regard Taj as the minister for PHE and Irrigation had written to Prime Minister’s Office during Dr Manmohan Singh’s period informing the PMO that the NHPC has not obtained any license for the project so Dr Singh should not give his consent to inaugurate the same. It seems that NHPC has violated the state laws and the government would be within law to shut down the project. It is also being considered that people of Uri will now approach the High Court through a Public Interest Litigation (PIL) against the NHPC. All has not gone well and it was not right to interfere with faith on the First Friday of Ramazan. —Courtesy: Kashmir Dispatch
