OVERVIEW This annual report presents the 2016 IT Division’s actual accomplishments that highlight major projects being carried out with great impact to the province of Davao del Norte. This reveals the importance of integrating information technology into the agenda of development and points out successful technological advances in the current government operations. The use of information and communication technologies (ICTs) to support government operations, the so-called e-governance, has paved the way to leverage public services in an easy and accessible platform.
As one leading e-governance advocate in Davao region, software programs or solutions are now available to overthrow challenges in government activities and processes. Major technological advances in the province include HRIS (Human Resource Information System) which automates HR tasks that were previously done manually and the AGR-IMS (Aksyon Gabay tungo sa RepormasyonInformation Management System) which provides reliable VSR (volunteers submitted for reformation) data capture, speeds up VSR classification, and determines appropriate task-force interventions.
These web-enabled computer programs have provided better and faster delivery of services to the people. These ICTs have become our advantage to overcome the present hurdles in public service. As the role of technology in governance moves to the forefront of political agenda, so does the discussion of the web-based services the province will need to reinforce the increasing demands of the people. ICTs are proven as essential in advancing various programs for diverse populations in the region, for connecting people to information and to technology, and into shaping the future of politics. To achieve the greatest impact for the most people, new technologies offer web-based services to further improve operations and processes that are inclusive, accessible, and available to the people in a networked online community. During the next several years, the province of Davao del Norte will be able to synergize demand-driven projects, programs, and activities through e-governance. Page 01 | Overview
WHO WE ARE The IT Division under the Provincial Administrator’s Office consists of information technology officers, information system analysts, computer programmers, computer maintenance technologists, and administrative assistants.
Through persistent efforts in developing cutting-edge ICTs, we give high priority to innovate web-based services, introduce advanced computer applications, and offer technological solutions to problems in government operations. We formulated projects and activities to further improve the ICT system in the province which offer new perspectives to maximize the potential benefits of ICT in today’s context. As visionary leaders from the government sector, we paved the way towards setting a practical framework for preparing various stakeholders with the skills for the coming decades. WHAT WE DO At present, this division is divided into three sections: (1) website development & maintenance section which develops contents and formulates responsive web designs; (2) software development & maintenance section which initiates and develops software programs and information systems that organize, process, and analyze data into useful information, and; (3) hardware & network maintenance section which conducts repair and maintenance of computers and network.
ICT CURRENT SITUATION In 2012, the Philippines Australia Human Resource Organisational Development Facility (PAHRODF) conducted a technical assessment in the province to evaluate the human resource automation system and provided recommendations for improving the requirements and targets for software development. These are the following recommendations: Develop a strategic plan that presents detailed concepts, strategies, and requirements for information system (IS) development including but not limited to, IT system features, infrastructures, and institutional capacity. Strengthen human resources and competencies for in-house development to handle business analysis and reengineering, system analysis, system design, system development, system customization, test engineering, application support and maintenance, project management, and change management. Integrate and create a common platform for software development on web-based technology or mobile application. Evaluate and incorporate current policies and procedures to IS development for automation. Maximize the use of IT infrastructure to support IS development and use.

OUR TARGETS From the PAHRODF’s recommendations, we formulated the following ICT projects for a three-year implementation: Centralized Data Center – aims to integrate the location of all network equipment, firewalls, and all servers used in all Information System Projects. Capitol Compound Network Backbone – aims to connect all offices within the capitol compound connected to the Centralized Data Center through Fiber Optic and Cat6 Backbone. Upgrading of Desktop Computers – aims to address the upgrading desktop computers. Replacing the oldest model with the current trend in order to optimize computing performance and reduce hardware maintenance cost. Acquisition of IT Equipment – aims to acquire IT equipment that supports the operation of the Information System and Office Automation. Software Licensing Project – aims to address the registration and licensing of all desktop, laptop, operating system, and application software procured by PG-DdN.
WHAT WE’VE ACHIEVED HIGHLIGHTS OF THE THREE-YEAR INFORMATION SYSTEM STRATEGIC PLAN (ISSP)IMPLEMENTATION From the strategies and projects outlined in the ISSP, various findings and recommendations could be made to evaluate the three-year strategic plan’s implementation. These are the following findings and recommendations:
The Human Resource Information System (HRIS) has been successfully developed into an integrated web-based system.
Through the Human Resource Information System (HRIS), essential HR tasks and functions have been computerized and automated. This allows HR activities and processes to occur electronically.

HRIS is an integrated software solution for HR management transactions that covers recruitment, employees attendance tracking, leave administration, and payroll management. This is also a web-based employee self-service system that allows data capture using portable computers, smart phones, and other platform devices.
Technical assessment or business process review and re-engineering should precede any ICT development with proper technical documentation. However, current policies, processes, and procedures on ICT development have not been thoroughly implemented and the IT Division lacked updated technical documentation on all ICT projects. On one side, the proposed organizational structure has not been adopted due to limited budget. As a result, IT Division’s functions have been constrained with limited HR capacity.
Today, workforce has increased wherein new workers have been added and IT staffs from other offices have been re-assigned to the IT Division. In addition, all essential network equipment, firewalls, and servers have been integrated and accomplished but most of these require upgrading to meet today’s access demand. Required license software for license operating system has been partially complied and some of the IT equipment that were identified as phase-out was totally replaced with new units.
Majority of the offices within the government center are connected wherein most of the Cat-6 backbone is already upgraded into Fiber Optic Backbone. Page 05 | What We’ve Achieved
One major achievement of the IT Division is the creation and development of AGR-IMS (Aksyon Gabay tungo sa Repormasyon - Information Management System). AGR-IMS is a joint project of IT Division, PADAC (Provincial Anti-Drug Abuse Council), and various task forces of the council.
The AGR- Information Management System (AGR-IMS) has been successfully launched and developed into a Web and LAN-based computer program. Last November 14, 2016, PADAC has successfully launched AGR-IMS at Maniki, Kapalong through a coordinated program dubbed as “Convergence of Services” that was participated by LGUs and a total of 317 VSR (volunteers submitted for reformation) documented. Through AGR-IMS, there were 288 VSR documented in the actual profiling and 273 DAST-10 (Drug Abuse Screening Test) conducted on-site.
AKSYON GABAY TUNGO SA REPORMASYON (AGR) INFORMATION MANAGEMENT SYSTEM (IMS) (AGR-IMS) AGR-IMS is a management tool using ICT in the implementation, monitoring, and evaluation of the Aksyon Gabay tungo sa Repormasyon Program. It is a Web and LAN-based computer program that allows efficient and reliable data capture, storage, processing, and reporting of data.
The AGR- Information Management System (AGRIMS) has helped speed up VSR (volunteers submitted for reformation) classification into mild, moderate, severe, & mentally-ill and has allowed faster determination of appropriate intervention. AGR-IMS has given access to various system users specifically, the IT staff of PNP, DepEd volunteer encoders, DAST-10 evaluators/doctors, and the 13 task forces of the council. This computer program has helped the PADAC task forces in identifying the VSR in need for an appropriate and immediate intervention. These task forces are the following: Rehabiltation Services, Psychiatric Services, Spritual & Moral Recovery Program, Livelihood & Skills Training, Tech-Vocational Scholarship, Farm Management, Sports & Physical Fitness, Social Services, Education, Health Services, Veterinary Assistance, Legal Services, and Disater Preparedness Training.
WHAT WE ENVISION VISION OF e-GOVERNANCE A dynamic, “state of the art� ICT System efficiently providing critical information, communication, and financial support for good governance in the Provincial Government of Davao del Norte (PG-DdN) under an enterprising, self-reliant ICT institution.
Our main goal is to maximize the use of ICT as a governance tool through its infusion into the blood stream of PG-DdN to be able to provide better and faster delivery of services to its constituent

Now, with a heightened interest in information and communication technology (ICT), the time may be right to look at technology in a new way: as glue to bring together efficiency in governance and information-age skills of the people. At the heart of e-governance is the nexus of technology and governance.
