Democracy In Action By Representative Richard Stark

n keeping with the familiar
phrase that “children are our future”, I am pleased to share my second year initiative with you. I want to encourage high school students to become involved in their State’s government. I believe that it is extremely important for students to learn the complex path of how ideas become bills and hopefully laws. All Broward County High School students are invited to write their own law. If your child attends Cypress Bay High School, or another school, and is interested in submitting a bill idea, please have them speak to their Social Studies teacher regarding this contest. The deadline for bill submissions is Friday, November 15th. Each participating school will select one winner. I, along with staff from the School Board, will review the winning entries. We will narrow the bill ideas to approximately five finalists who will present their bill to our committee. This mimics the process that I, and my fellow Representatives, must go through in Tallahassee. Not all bills are heard in Committees. One bill will be selected for me to carry to Tallahassee along with the support of our Senate sponsor, Senator Jeremy Ring. This is a special opportunity for students to connect with their government and to write laws that are
important to them. Special interest groups draft bills for legislators to pass into laws and this is an opportunity for students to do the same. Students are encouraged to think of ideas and to review what bills can do. They are not always about making something illegal. Bills can offer a tax incentive, appropriate money for a project, make something legal that is currently illegal, and of course, make something illegal. Students will learn that bills that are revenue neutral have the best chance of passing. Last year, I received some wonderful ideas from our high school students. The bill that won last year almost passed and I will submit that bill again this year. It requires that at least one School Board meeting per quarter year be held after school hours. This transparency accommodation will allow teachers and students to attend meetings that directly relate to them. Great idea! I am looking forward to reviewing this year’s submissions and it will truly be my pleasure to promote an idea from our youth. I am confident we are creating great leaders for our future.
