Ottawa Manufacturing Company made machines of all types QUESTION: I am in possession of an Ottawa log saw that needs parts. Does anyone remember the Ottawa Manufacturing Company? Any information about the saw would be greatly appreciated. — Frank Robinson, California ANSWER: The Franklin County Historical Society is a great resource for information on this company, which went by the names of Ottawa Manufacturing Company, Warner Manufacturing and Union Foundry. According to an article on the historical society’s online digital history portal, the Warner family — brothers Charles E. Warner and William H. Warner and Charles’ son, E.L. Warner — started fence manufacturing in Melvern and Waverly in the late 1800s before incorporating in Ottawa in 1904. Through the years, the company reportedly manufactured all sorts of things: small engines, a garden-sized tractor, post-hole diggers, powered weed and grass cutters, service station equipment, brake shoes for railroads, refrigeration equipment, windmills, log saws and much more. The Old Depot Museum has two Warner engines and a log saw, Diana Staresinic-Deane, museum manager, told me this week, and the historical society has various documents and catalogs related to the company. ••• QUESTION: I recently noticed the City of Ottawa’s Government Access Channel (GAC20) moved from channel 20 to channel 23. Why? ANSWER: I checked in with Mat Simonson in the city’s information technology department to get more information on the channel. He said after Vyve Broadband did a mandatory digital box update, the government access channel was moved to channel 23. Simonson said he thought the change happened sometime in July or August. “We had no say in which channel our television programming would be put on,” he told me. According to Vyve’s channel lineup card, channel 20 is now one of three C-SPAN channels. Simonson said the city plans to update the channel and website information with the GAC23 name when time permits.

Obama action targets ‘no background check, no questions’

When customers are denied the ability to purchase a new firearm, employees at The Gun Guys don’t always know why. At the counter in the 415 S. Main St., Ottawa, business, customers pay $25 for a background check, which is run through The National Instant Criminal Background Check System, before leaving the store with a new gun, owner Tim Van Leiden said. The requests to purchase are either accepted, delayed up to three days or completely denied based on the checks, he said. The paperwork and electronic verification are part of a process required by licensed gun sellers and a step being emphasized nationally in a recent effort to control gun violence. In a 37-minute speech Tuesday, President Obama announced several steps — executive action without the need for Congressional input — he’s taking in reaction to mass shootings in such high-profile cases as Newtown, Connecticut, Aurora, Colorado, Charleston, South Carolina, and most recently San Bernadino, California. “Instead of thinking about how to solve the problem, this has

auctions and on the Internet don’t take the step, Van Leiden said. He said he was unsure how specifically or broadly Obama would define gun sellers. In his speech, Obama said a recent study found that about one in 30 people buying guns on one website had a detected criminal record. “The problem is some gun sellers have been operating under a different set of rules,” Obama said. “A violent felon can buy the exact same weapon over the Internet with no background check, no questions asked.” See Guns, Page 8

Fifth day of 2016 still 13 weeks early for first baby By KATE SHELTON Herald Staff Writer

Chasity Rice wasn’t expecting to have the first baby of the year in Ottawa. Her son wasn’t due until April. Rice, 25, Paola, was lying in bed late Tuesday night when she felt a gush of fluid. What she thought was her water breaking was blood, she said. Rice screamed for her fiancé, Victor Brewer, to call 911. She

then was rushed to Ransom Memorial Hospital, 1301 S. Main St., Ottawa, for an emergency Caesarean section. Their son, Alexander Reed Brewer, was born at 26 weeks — 13 weeks early — 12:39 a.m. Wednesday. He weighed just 2 pounds, 7 ounces and measured 14 inches long. For perspective, the youngest baby to arrive early and survive in the United States was born at 21 weeks, according to media reports. At the hospital Wednesday afternoon, Rice still hadn’t been able to hold her son, she said. She was only able to get a quick look at the premature boy before he was transported to Children’s Mercy Hospital in downtown Kansas City, Missouri. See Baby, Page 8

Arthur F. “Artie” Hufford, 79, of the Appanoose community, passed away Sunday, Jan. 3, 2016, at Olathe Medical Center. Funeral services are set for 10 a.m., Friday, Jan. 8, 2016, at Dengel & Son Mortuary. Family plans to meet with friends 7 p.m. to 8 p.m., Thursday, Jan. 7, 2016, at the mortuary. Interment is slated for Dean Cemetery, north of Pomona, Kansas, with Hufford military honors by Fort Riley Honor Guard. Artie was born Wednesday, Feb. 26, 1936, in Michigan Valley, Kansas, the son of Ora Earl and Edythe Mae (Wade) Hufford. He was a lifelong resident of the Appanoose community. He graduated from Appanoose High School with the class of 1955. Artie was united in marriage with Betty Walburn June 6, 1959, in Pomona, Kansas. She survives of the home. Other survivors include his three children, Teresa Hawkins and husband Joe of Michigan Valley, Randy Hufford and wife Debbie of Michigan Valley, and Marilyn Stevenson and husband Brad of Ottawa; sister, Elva Banning of Topeka; nine grandchildren, Stacey Bell and husband Johnny of Topeka, Clint Hawkins and wife Heather of Scranton, Evan Hawkins and wife Kristen of Pomona, Annie Hufford of Lyndon, Daniel Hufford and wife Kasee of Lyndon, Tom Lister of Portland, Oregon, Rachel Lister of Lawrence, Danielle Stevenson of Ottawa, and Susanne Stevenson of Dodge City; and eight great-grandchildren, Brady Bell, Cambrie Bell, Bowen Hawkins, Jordy Hawkins, Serena Hufford, Donovan Brown, Addyson Hufford, and Sophia Hufford. He was preceded in death by his mother and father; sister, Geneva Newkirk; infant brother, Claude Hufford; and infant granddaughter, Erica Hufford; Artie served in the United States Army from October 1955 to October 1961. His title was Heavy Weapons and Infantryman. Artie was a hard-working lifetime farmer in Franklin County. He was employed for 10 years with Franklin County as a road grader operator in the 1960s, 12 years with West Franklin USD 287 as a bus driver from 1970s to early 1980s, five years with Killough Quarry as a heavy equipment machine operator in the late 1980s, and five years with Walmart Distribution Center, retiring in 2001. He was a 20-year trustee of Appanoose Township. Artie was a loving and devoted husband, father, brother, grandfather and great-grandfather, whose greatest joy was spending time with his family. He enjoyed taking care of his donkies and horses, watching Wheel of Fortune, KU basketball, and doing word search puzzles. Hazel was a very hard worker holding numerous jobs. She was a member of the Lutheran Church in Ottawa and the Williamsburg Order of Eastern Star serving as Worthy

Matron. Hazel was a longtime volunteer for the Williamsburg Library and was an active caregiver to many in the community. She helped in the nursery at the Lutheran Church and also attended the Williamsburg Methodist Church. Hazel was an avid reader, enjoyed yard work, flower and vegetable gardens. lakes in the surrounding area. He liked to sit in his “comfy” lawn chair in the shade, no matter how hot it was. He was a good man. He liked watching KC Chiefs football, KC Royals baseball, KU basketball, old movies and westerns. He also enjoyed reading westerns, country music and talk radio. She was born Sept. 17, 1934, in Clay Center, Kansas, the daughter of Carl and Hattie Hoffman. She was a dedicated and loving homemaker. She was a member of Holy Cross Catholic Church where she was part of the altar society and bible study groups. She had a fascination for reading history, was an avid gardener, loved traveling, camping and boating with her family,

and in her early days loved to roller skate. On Feb. 5, 1955, she married Dale Arthur Schamle in Ottawa, Kansas. He survives of the home. Other survivors include two sons, Douglas (Martha) and John (Jody) Schamle; one daughter, Catherine (Douglas) McMurphy, all of Hutchinson, Kansas; one sister-in-law, Nadine Hoffman, Springfield, Missouri; nine

grandchildren; 15 greatgrandchildren; and one great-great-grandchild. She was preceded in death by her parents, and one brother. In lieu of flowers the family has established memorials to Holy Cross Catholic Church or Alzheimer’s Research Association, and may be left n care of the funeral home. Jury selection starts in Ottawa killings

The hearing came one day before the first step in jury selection, or “voir dire,” which took place during the mornings and afternoons of Tuesday and Wednesday. Four groups of potential jurors — 81, 94, 84 and 88 people respectively — were summoned to the Ottawa Municipal Auditorium, 301 S. Hickory St., where they filled out a multiple-page questionnaire that asked whether they knew potential witnesses and sought their feelings about capital punishment. Attorneys are expected to review the packets Jan. 20-22 before generating a random list of people to appear in district court Feb. 1 for individual questioning. The jury trial is scheduled to begin Feb. 17 in Franklin County.

News Briefs Power outage mystery solved The mystery problem triggering power outages across Ottawa was solved Tuesday night, Dennis Tharp, utilities director, said. A faulty micro switch located inside a transformer, which converts higher voltages to lower voltages, at the city’s Second Street substation was the cause of electricity shortages lasting up to several hours New Year’s Eve and up to 10 minutes Tuesday night, Tharp said. Tharp said the micro switch was tripping up one of two relief valves inside the transformer. Before Tuesday, the problem had not been identified even after inspection from crews. “It had not reared its head and given us the opportunity when we had tested it before,” Tharp said. Tharp said downtown, as well as east and west residential areas, were affected by Tuesday’s brief outage. Now that the micro switch has been fixed, Tharp said, he does not expect the same problem to occur again.

Weekend fire burns mobile home No injuries were reported after a mobile home burned Saturday morning. The residents of a mobile home that burned this weekend were reported safe, according to an Ottawa fire report. Firefighters responded at about 10:50 a.m. Saturday to the fire at 814 S. Cherry St. The blaze caused an estimated $35,000 in damage to the structure and its contents. Firefighters returned about one hour later at 11:56 a.m. in response to a small hot spot that was smoldering, but caused no additional damage, the report said. The cause of the fire is still under investigation, the report said.

The Ransom Memorial Hospital Auxiliary is set to again offer scholarships for health-related fields, according to a hospital auxiliary news release. “The members of the Ransom Memorial Hospital Auxiliary consider this scholarship fund to be one of the most important financial projects that they undertake,” the release said. Those eligible for the scholarship must be residents of Franklin County and/or work at Ransom Memorial Hospital, must be enrolled or accepted in a health-related field offered by an accredited institution, and must have a cumulative GPA of 3.0 or above. To apply for the scholarship, forms with instructions are available at the information desk inside the hospital, 1301 S. Main St., Ottawa, or can be filled out online and printed from the hospital website, www.ransom.org In the past, the hospital auxiliary has awarded 288 scholarships for a total of $172,150, according to Herald archives. Last year, the auxiliary awarded 14 scholarships totaling $6,500 for the 2015-2016 school year, according to Herald archives. Emergency personnel work the scene of a two-vehicle wreck Tuesday afternoon at the intersection of U.S. 59 and Haskell Road about four miles south of Ottawa. Both vehicles, a navy Chevrolet HHR and white Ford car, were southbound on U.S. 59 at about 4 p.m. Tuesday when the Chevy attempted to make a left-hand turn onto Haskell and the Ford struck it from behind. Two occupants in the Chevy, including the female driver, were transported to Ransom Memorial Hospital in Ottawa for minor injuries, emergency personnel said. The male driver of the Ford was uninjured. Traffic on U.S. 59 was reduced to one lane for a period of time while emergency crews investigated the wreck. The Kansas Highway Patrol, Franklin County Sheriff’s Office and Franklin County Emergency Medical Services, and Lincoln-Ottawa-Harrison Fire Department responded to the scene.

Death panels? Kansas Medicaid talk sounds like health care rationing Back in the days when Obamacare was still a debate, opponents argued that it would give rise to “death panels” that would decide who would get life-saving treatments and who would not. Then last week, some Kansas legislators led a legislative panel that sounded much like that fear-mongering. State Sen. Jim Denning, R-Overland Park, led the efforts to turn the KanCare Oversight Committee into the arbitrator of who gets life-saving treatments for conditions such as hepatitis C. The new death panel, or rather legislative committee, passed by a voice vote an attempt to prohibit treatment for people who drink alcohol or go off their medication. “If we have patients that are abusing an $80,000 drug, then there have to be consequences,” Denning said during the meeting, reported by the Wichita Eagle. While that might sound reasonable from a fiscal standpoint, it’s also another assault on the poor by a group of lawmakers who seem to have lost touch with the people of their state. Chronic hepatitis C affects some 2.7 million people in the United States, with more than 29,000 new cases surfacing each year, according to the Centers for Disease Control. The primary way people transmit the contagious blood-borne disease is through sharing needles from intravenous drug use. This is a disease, therefore, that is contracted by people who already have a severe drug problem, also may drink alcohol and are probably poor. Let’s not forget, alcohol and drug addiction is also a disease. It’s like saying, we’re going to deny people cancer treatment because they smoked or refusing treatments for head injuries because a motorcycle rider didn’t wear a helmet. Those are all personal choices that cost the taxpayers money, through Medicaid. But we can’t start playing God and limiting who gets access to health care. After all, that’s what our conservative leaders warned us about – and what they are now proposing to do in Kansas. State Sen. Mary Pilcher-Cook, R-Shawnee, said people have other options besides Medicaid and that using alcohol or drugs is a choice. While people in the affluent suburbs in Johnson County may have plenty of choices, truth is many people have no choice other than Medicaid. These same lawmakers would in the same breath vow to try to overturn the Affordable Care Act, or Obamacare, so fewer people would have access to health insurance. Then once they can get coverage, the same politicians want to limit the treatments to only people who can afford it. Death panels were never part of the federal health care law. The watchdogs at Politifact even awarded the topic of death panels as its “Lie of the Year” in 2009. Kansas Republicans now seem to have convened one. Of course, this is only a recommendation and now goes to the Kansas Department of Health and Environment, which would have to send it to the full Legislature, which begins its session next week. Let’s hope it meets someone who has a better grasp of public health with the good sense to stop it. — The Hutchinson News

Take a time out from your angry brain We’ve talked about how negative communication patterns and interactions can erode relationships. As a reminder, communication danger signs include: put-downs or invalidation; withdrawal or avoidance, negative interpretation and escalation. These four danger signs are common. We all do them, but when it’s too frequent and they become the main pattern of interaction, they are likely to slowly poison a relationship. To keep a relationship healthy, you need five positives for every one negative. If you don’t maintain more positives than negatives, your relationship is probably going down. Have you ever tried to talk to someone who is all riled up? It isn’t easy. Have you ever been so angry that you later regretted what you said or did? During those times, you are operating in your lower brain (the part of your brain that controls vital bodily functions like blood pressure, breathing reflexes, etc.). Your lower brain doesn’t think it reacts. It’s impulsive. That’s why you can’t reason with someone who’s all riled up. You can’t return to your thinking “smart” brain and use that power until you calm down with your blood pressure, heart rate, and stress

hormones at normal levels. This takes at least 30 minutes. So, during those times, instead of using your “angry brain,” take a time out. The time out skill provides a way to calm down and bring you back to your more powerful thinking brain. The time out skill sounds simple, but when you are “in the heat of the moment” it isn’t easy to stop. So, here are the rules and steps for the Time Out Skill: • Never say “YOU” need to chill or “YOU” need a time out. That will only make someone more defensive. Always say “we” or “I.” • Do or say something to calm yourself down. Take a walk, take deep breaths, etc. Replace hot negative thoughts with soothing ones. Examples: “She’s had a bad day.” “We both might be a little wrong here.” “We’ll get through this.” “This isn’t about me.”

• Identify what’s behind the anger. Are you feeling put down, ignored, disrespected, rejected, accused, unappreciated, devalued, guilty, powerless, uncared for, or unloved? • Remember VIEW: You are Valuable, Important, Equal and Worthy. • Come back and talk. Wait at least 30 minutes, but no longer than 24 hours. Remember, it takes 30 minutes to calm down and return to your “thinking” smart brain. You need to come back and talk about the issue within 24 hours so each of you know you aren’t blowing it off. You might need to use the Speaker/Listener Technique to help you talk through it. (I’ll share this next time.) Time outs are not about sweeping things under the rug. They are about taking control and dealing with things when you can handle them the best and that is when you’ve returned to your calmer, more rationale, “thinking” brain. Cyclone boys tweak offense over break Herald Sports Editor

LOUISBURG — Ottawa High School boys basketball coach Cliff McCullough used the first five games to see what kind of things he needed to tweak. One of those was the offense. The Cyclones were scoring 50 points a game. The coach went to a quick tempo and it appeared to work. The Cyclones netted a 65-50 road win Tuesday over Lou-

The 65 points was a season high. “It better suits the personality of our team,” McCullough said. “We have speed, so we should use it as much as we can. “It was nice to see us be up in the 60s. LOUISBURG — The Ottawa High School girls got a much needed victory Tuesday over Louisburg in Louisburg. The Cyclones took a few hits, but had enough moxie to pull out a 41-36 win. “It is a win on the road after Christmas break,” Ottawa coach Kelli Fischer said. “We are still young. “We are getting better every day.” Ottawa jumped to a 13-4 lead early in the second quarter. Louisburg kept coming at Ottawa taking a one-point lead twice in the waning moments of the third quarter. “We did some good things at first and quit,” Fischer said. “We were executing our offense ... getting out on the break. “We were playing really good defense. Then we quit getting up on the shooters and they hit some. “They were right back in it.” Ottawa kept its emotions under control throughout the game. “We stumbled and staggered,” Fischer said. “I knew it was going to be rough that first game. We had good practices

over break. We learned a lot.” Free throws helped Ottawa get over the hump. The Cyclones were 2-of-12 from the line through three quarters. Ottawa hit 8-of-15 in the fourth quarter. “If we had not made them, we would not have won,” Fischer said. Ottawa (2-3, 1-1) was up 39-36 with 38 seconds left and switched from a zone to a man-to-man defense. “The girls reacted well,” Fischer said. “It worked. The girls made that transition. That is a plus.” A couple of areas that need work is playing with more emotion and talking on the court. “We work hard, but we don’t do that with enthusiasm or excitement,” Fischer said. “We need to get some excitement and have some fun. “We need to get them to talk on the floor better. We don’t talk like the last three years. We are so quiet.” Senior Brynn Ferguson paced Ottawa with 14 points.

The Ottawa University men’s basketball team has things going in the right direction. The Braves won eight of their past 10 games after Monday’s 103-92 victory over Crowley’s Ridge in Wilson Field House. Ottawa has healthy players and a lot of depth. The momentum swung after a slow 1-4 start. “The talent is there,” Ottawa coach Aaron Siebenthall said. “If we do team things, sky is the limit. “We have done a lot of positive things. We can’t get complacent. We need to keep on going.” The Braves are 5-2 in the KCAC and sit two games in the loss column behind nationallyranked Tabor. All is left is 13 KCAC games.

“We are back to conference games and they all count,” Siebenthall said. “The next three games are huge as we finish out the first round of conference. We can’t overlook anybody. “It is an absolute grind in our league.” Through most of the winning, the defense has been good. The Braves slipped a few notches defensively in the second half of Monday’s game. Crowley’s Ridge scored 58 points in the second half and cut a 24-point deficit down to 10. “It is hard to stay focused for 40 minutes in a game like that where you have a big lead,” Siebenthall said. “That is what championship teams do. They keep that focus for 40 minutes. “Hopefully we will learn from that second half and get better.” Ottawa’s offense was in full

gear. The Braves shot 61 percent from the field. Ottawa ran out to a 55-34 halftime lead. “The first half, we did what we wanted,” Siebenthall said. “We established inside presence. Crowley’s Ridge is a team that wants to get up-and-down. We tried to run selectively. We did a good job of that in the first half. “We have big guys that can score inside. We have guards that can cut and make shots. We are going to score the ball.” Ottawa (9-6, 5-2) plays 8 p.m. Thursday at home against Kansas Wesleyan. Grieving daughter wants to cut off mother

‌DEAR AMY: When you tell someone, “Please, give me time to get myself strong before you ask for support,” and they don’t listen, what options are there? My mom is a piece of work. We are all grieving from my dad’s sudden death in the summer. I am too overwhelmed with executor responsibilities, my six kids, husband and job to take care of her. One brother lives with her. I get the usual guilt for not talking with her but she’s been emotionally abusive to me my entire life, so her guilt is beyond “normal.” I told her to stop calling for support because I have no support to give her. I need to heal myself before I can help her. She called to tell me she loves me. She was in total tears until I asked if this was a suicide call. Then she stopped. Other than ignoring her calls completely (I only answer 20 percent of them, anyway) and deleting the messages immediately so I don’t hear the guilt, what can I do? I am trying to teach my kids it’s OK to not answer her calls. I am in counseling to heal from the loss of my dad. Mom just isn’t respecting my boundaries. Maybe I’ll tell her we’ll only use snail mail from now on. — Lost in Yonkers

City re-examining 911 deal, other major contracts By AMELIA ARVESEN Herald Staff Writer

In the wake of Franklin County’s notice of termination of one joint agreement between the county and Ottawa, city commissioners are examining another interlocal contract. The 911 dispatch center, which operates out of the Franklin County Adult Detention Center, 305 S. Main St., Ottawa, is next up for discussion in the coming weeks. The agreement, executed in February 1994, provides county-wide emergency communication between the dispatch center, Emergency Medical Services, Wellsville Police Department, Ottawa’s police department and fire department, county emergency management, nine volunteer fire departments and Kansas Highway Patrol. In a Monday Ottawa City Commission study session at City Hall, 101 S. Hickory St., commissioners raised questions about the interlocal agreement’s fairness. Franklin County and Ottawa have agreed as part of the contract to equally split the system’s expenses, even though the center takes calls from seven other cities in the county. City Commissioner Sara Caylor, who signed the con-

She said city residents end up paying both county and city portions of the service. “I think that oftentimes it is overlooked that as city residents we pay county taxes too,” Caylor said. “I’m a county citizen too. I still am in disagreement with the amount that is actually budgeted for us to spend on 911.” In 2014, the city approved a budget of about $284,000 for the system, according to records. Scott Bird, Ottawa’s finance director, said the city budgeted for $292,900 in 2015. In the 2016 budget, $318,896 was set aside for the emergency communication system, Bird said. It was a 9.9 percent increase from the year before. The city numbers match the county’s budget for 2014, according to county documents.

The county reported the city budgeted $292,792 for 2015. Bird said the final expenses for Fiscal Year 2015 should be available by the end of the week. Jeff Richards, Franklin County sheriff, said he responds to the decisions made by the county and city commissioners, which have been to share costs since 1994. He said he raised the issue when he was a city commissioner before being appointed (and later elected) sheriff, but said in his current position has taken a neutral stance. Information detailing the number of calls from each city in the county — Ottawa, Wellsville, Pomona, Princeton, Rantoul, Richmond, Williamsburg and Lane — was not made available before publishing. A clause in the agreement says the contract renews every year if not terminated. Caylor requested the com-

missioners discuss the issue again in more detail before the end of February, potentially with a presentation from county staff. City Commissioner Shawn Dickinson said in the meeting he could see the city agreeing to a slow transition to a new payment plan. “It is something that continually gets brought up and at some point it really does have to be a conversation between the two bodies,” Dickinson said. “It can’t just be them deciding they want to move forward and us feeling we have to trail along.” The city’s examination of the agreement follows the Franklin County Board of County Commissioner’s unanimous vote Dec. 16 to terminate joint authority with the city over an area considered for urban growth come June 31, 2016. Before the vote, city commissioners urged county commissioners to discuss the agreement together. Several times in the Monday city meeting, city commissioners said they would like to have a conversation about the 911 dispatch center agreement before moving forward. In the last city study session of the year on Dec. 21, city commissioners discussed several other major contracts the city retains including with

Van Leiden said he sells guns online through a website called GunBroker.com — similar to eBay, but strictly for guns ­— where individual sellers are required to ship through a licensed seller to another licensed seller, where the receiver then must undergo a background check. “You can’t just sell a gun on the Internet and ship it to somebody’s house,” he said. Background checks are necessary to reduce dangerous and violent people from qualifying, he added. One customer who was denied at The Gun Guys, Van Leiden said, came back three years later to find he was denied again. Van Leiden said the man told him he had nothing on his record besides a few traffic violations. After appealing the denial, Van Leiden said, the man came back to say he was told he had the same name and birth date and a similar social security number as a felon. One initiative stated in Obama’s Tuesday speech was a move by the Bureau of Alcohol, Tobacco, Firearm and Explosives (ATF) to establish an Internet Investigation Center to track illegal online firearm trafficking and dedicate $4 million and additional staff to the National Integrated Ballistics Information Network, according to the White House website. ATF is enforcing a rule that dealers who ship firearms notify law enforcement if their guns are lost or stolen in transit — which Van Leiden said he has done in the past. Despite Obama’s steps to protect the nation, many people have said they feel their right to keep and bear arms is being infringed upon. In an online poll conducted by The Ottawa Herald, about 40 percent of those who responded by Wednesday afternoon indicated they think Obama has overstepped his authority. About half of the polls respondents supported the president’s action. Richard E. Levy, a University of Kansas professor with expertise in constitutional law, said there are two constitutional arguments people might raise: the first has to do with the increase in background checks violating the Second Amendment, the second explores whether Obama has tread on the legislative powers of

Congress. Already, two instrumental cases that challenged the Second Amendment led to allowing lower courts to uphold the rights of the states and federal government to impose certain licensing regulations, such as restricting convicted felons from owning firearms, Levy said. Obama in his speech addressed other specific constraints. “We understand there are some constraints on our freedom in order to protect innocent people,” Obama said. “We cherish our right to privacy, but we accept that you have to go through metal detectors before being allowed to board a plane. It’s not because people like doing that, but we understand that that’s part of the price of living in a civilized society.” Levy said how Obama’s action is interpreted, adopted and possibly enforced by state and federal agencies will depend on the administrative procedures that follow. Van Leiden said he doesn’t expect operations of the local gun store to change much yet. Actions are likely to require sellers at auctions and gun shows to become licensed and conduct background checks.

Along with the 911 dispatch center agreement, city commissioners may be re-examining other city contracts in the future. Nothing has been scheduled and made public as of Wednesday afternoon. Their son, Alexander, who got his name just for the simple reason Rice and Brewer liked it, is expected to be at Children’s Mercy for another few months at least, Rice said. “They had most of his face covered, but I think he will end up looking like me,” she said. “From the way his lips look.” For now, her fiancé, Brewer, and two children, a 7 year-old boy

Brewer and Rice met at a party several years ago, but didn’t reconnect until more than a year later. “We lost each other for over a year then he tracked me down again on Facebook,” she said with a smile. The couple got engaged about two years ago, she said, with plans for a wedding in the future. He currently works for a slaughter house in Spring

Hill and she works at a Casey’s General Store in Paola, she said. From her hospital bed, Rice was working on building up her health and working toward the release date this weekend, then eagerly making the hour-long drive to Kansas City to see her son. Despite the traumatic 24 hours, she said, the staff at Ransom Memorial Hospital has been great and she’s had a good experience. “Dr. [Ellen] Sinclair has been my doctor since I had my daughter,” she said of why she came to Ransom. “There’s no OB/GYNs in Paola.” The good news, she said, is Alexander is expected to be OK.

Roaming questions on feral cats? Town hall set to address concerns By KATE SHELTON Herald Staff Writer

Seen a lot of cats wandering through Ottawa? Wondering what can be done about the high numbers? Plan to attend a town hall meeting “It Takes A Community to Help Free Roaming Cats: Nobody’s Cats are Everybody’s Cats” 7  p.m. Tuesday at the Neosho County Community College auditorium, 900 E. Logan St., Ottawa, according to a Prairie Paws Animal Shelter news release. The town hall meeting is expected to address questions related to the local Trap, Neuter, Return (TNR) program, which aims to control the cat population by humanely trapping the cats, altering, vaccinating and ear tipping the cat (a harmless procedure where the tip of one ear is cut off as an identifying mark), and releasing it back where it was found, according to the release. About 2,500 free-roaming cats live in Ottawa, the news release said. Common questions typically include: Why return the cats? Why not just relocate them? Why can’t the shelter just keep them? What’s the difference between a feral cat and a free roaming cat? Where’s the proof TNR works? Does TNR encourage the abandonment of cats? Why are feeding bans ineffective? How many litters do these cats have each year?

About 2,500 freeroaming cats live in Ottawa, according to Prairie Paws Animal Shelter. Do I have to worry about getting rabies from a free-roaming cat? And why ear tip them? Is that humane? Representatives from Prairie Paws Animal Shelter, 3178 K-68, Ottawa, and the Humane Society of the United States plan to be on hand to answer questions, along with an experienced TNR program director and a veterinarian experienced in the program, the release said. Prairie Paws Animal Shelter was in the process of adopting a TNR program June at its shelter to combat the city’s cat population, according to Herald archives. The shelter partnered with Kansas State University for a shelter medicine program to offer K-State students the opportunity to delve into shelter medicine procedures as well as perform spay and neuter procedures. The partnership saves the shelter about $50,000 annually, according to Herald archives. “As we all know, there’s cats running everywhere,” Melissa Reed, Prairie Paws executive director, said previously. “We want to be able to take care of that.

Now we’re in a position where we can since there’s not a financial burden for us. “Part of our problem that we’ve struggled to be able to take care of the feral cat population in the city of Ottawa has been the cost associated with that — $50 to $75 dollars per spay and neuter on every cat that’s feral in the community is just not an expense we could take on. So with our partnership with Kansas State University ... we’re starting to put together some protocol to start addressing the feral cat issue in Ottawa.” To find some of the cat populations, Reed said previously the shelter did a ride-along with the Ottawa Police Department’s animal control unit, according to Herald archives. “Right now, there’s quite a few feeders in town that go out and give food to these animals on a regular basis and we need to get that set up so there’s a schedule so they’re feeding twice a day and that will help us when we go to trap,” Reed said. “We really need to communicate with the feeders and try to get them on board.
