DESIGN OF A RATIONAL EXPECTATIONS ECONOMIC MODEL FOR PLANNING THE COST OF OPERATION AND MAINTENANCE OF AN ELECTRIC COMPANY ABSTRACT The purpose of this study was to analyze the trend of inflation rates during 1989 to 2011, estimated growth in the context of the economic theory of rational expectations, identify the endogenous or exogenous most striking factors in the operation and maintenance costs. We propose an econometric model based on rational expectations on a scientific basis for planning the operation and maintenance costs of the CA Barquisimeto Electric Power (ENELBAR) in Barquisimeto, Lara State. The study formed part of a projected research project, supported in a descriptive bibliography of documentary and analytical character. The study population consisted on the nominal accounts Income Statement, the price indices at the level of consumer, producer, wholesaler and other technical variables specific to an electric utility. In relation to the technique and instrument for data collection, we used the log file and comparative analysis of nominal accounts, rates and other variables. We determined that those responsible for formulating the budget, for operating expenses and maintenance don’t have statistics or econometric tools for planning the same, necessary to make a decision, the use of economic theory of rational expectations will help operators to best scenarios formulated with internal and external information available.
