Vice-President

In a joyous spirit I am writing this message on the 2018 Christmas to count the blessings of support and team work of our faculty and colleagues who together had made various achievements in research and knowledge transfer over the period spanning much of 2017 and 2018 when we celebrated the golden jubilee of Lingnan University’s re-establishment in Hong Kong. You will read from this issue about our dedicated academics being rewarded with prestigious awards and significant grants, and our University’s latest developments in student entrepreneurship, faculty outreach and active international engagements.

Thanks to the ardent efforts of Lingnanians, the University has grown to be in the top 1% of Asian universities in the Quacquarelli Symonds (QS) Asia University Rankings 2018, and has made a remarkable leap of 140 places in scholars’ citations per paper in the QS League Table. We shall continue to make bold and innovative moves to build on our strengths to excel in scholarship and better serving society.

Year of Harvest on Our 50th Anniversary

On the 50th anniversary of Lingnan’s re-establishment in Hong Kong spanning 2017 and 2018, an array of achievements were recorded in the University’s commitment to serving the betterment of society through innovations and knowledge transfer (KT) activities.

As a Liberal Arts University with particular strength in research and KT of high social value and relevance, Lingnan has been attracting increasing funding support from various KT initiatives, and reaching out to around 40,000 beneficiaries in 2017/18. These had served as a good testimony to our academics’ concerted efforts in meeting social needs.

The University Grants Committee (UGC) has given very positive comments on our University’s Annual Report on Knowledge Transfer for 2017/18, with commendations for its initiatives and efforts in:

• launching new KT endeavours, including the first Research and KT Excellence Awards Presentation Ceremony, the new Lingnan Entrepreneurship Initiative (LEI) and the first Startup Weekend

• promoting innovation and entrepreneurship leveraging on the University’s strength in liberal arts education

• obtaining funds from charitable and community organisations to support research and KT activities of high social value and relevance

• having an increasing number of academics who actively seek and utilise available resources from social organisations to address Hong Kong’s social needs

Leaping onto New Research & KT Platforms

Research into Economic Policies and Education Development

In line with the HKSAR Chief Executive’s 2017 Policy Address, Lingnan academics actively research into economic opportunities under the initiatives of the Belt and Road and Greater Bay Area through the Pan Sutong Shanghai-Hong Kong Economic Policy Research Institute (PSEI). In summer 2018, the Institute enhanced its strength by establishing the STEAM Education and Research Centre (SERC) which has a strong focus on the design, training and policy research on Science, Technology, Engineering, Arts and Mathematics (STEAM) education. Both the PSEI and SERC are supported by the generous donation of Mr Pan Sutong.

More than 540 primary and secondary school students from 75 schools from major cities of the mainland, Hong Kong and Macau formed 104 teams to participate in the final rounds of the Mainland, Hong Kong and Macau Young STEAM Maker Competition held in Hong Kong this year which was co-organised by our SERC and the National Institute of Education Sciences

Substantial Donation for New Psychology Research Centre

With a donation of HK$10 million from the Wofoo Social Enterprises, the Wofoo Joseph Lee Consulting and Counselling Psychology Research Centre (WJLCCPRC) was established in September 2018 under the leadership of Prof SIU Oi Ling, Professor and Head of Applied Psychology, as the founding Director of the Centre.

The Centre will actively engage in intervention programmes and training offered to teachers, social workers and parents to deal with youths with challenging behaviour, particularly in Tuen Mun, Yuen Long and Tin Shui Wai districts. Findings drawn from pilot programmes and collaborations with community partners are expected to reinforce the Centre’s further research initiatives and international collaborations.

Prof Siu has strong track records in translating psychological research into professional development for people in the workplace. She was commissioned by the HKSAR Government’s Education Bureau, Occupational Safety and Health Council, and the MTR Corporation to conduct 5 consultancy and contract research projects amounting to HK$2.89 million since 2013/14.

Judicial and Legal Experts at Lingnan Competition Forum

Lingnan was honoured to have distinguished speakers including Mr Yang Hongcan, Director-General of the Anti-monopoly and Anti-unfair Competition Enforcement Bureau, State Administration for Industry and Commerce, The Honourable Mr Justice Godfrey Lam, President of the Competition Tribunal, and Mr Brent Snyder, CEO of the HKSAR Government’s Competition Commission speaking at this two-day Competition Policy Forum held at Lingnan University. Organised by Lingnan’s Centre for Competition Policy and Regulation using the Knowledge Transfer Project Fund and supported by the Competition Commission, the Forum assembled more than 60 legal specialists, economists, policy scholars, and industry professionals from multinational law firms discuss recent developments related to the Competition Ordinance of Hong Kong and the Anti-Monopoly Law in mainland China.

Enhanced Strengths in Promoting Youth Well-being

The Centre for Social Policy and Social Change (CSPSC) is a new platform that has come out of a process of transformation to sharpen its focus and bring together social scientists who share a commitment to local, international and comparative policy research into some key challenges facing governments and households in this rapidly changing world.

Led by Professor Ray FORREST as the Centre Director, a new website of the Centre (https://www.ln.edu.hk/ spsc/) was recently unveiled and two major projects are added to its repertoire with one being supported by a HK$766,197 grant from the Hong Kong Committee for UNICEF for Professors Maggie LAU and Stefan KÜHNER on “The Voices of Ethnic Minority Children on Their Lives and Well-Being in Hong Kong”, and the other one on “Promoting the Well-being of Children and Young People in Hong Kong” under the Knowledge Transfer Project Fund by Prof Kühner and the CSPSC team.

Global Scholars Joined Higher Education Research Partnership at Lingnan

Lingnan University has become the new Secretariat of the Asia Pacific Higher Education Research Partnership (APHERP), originally based in the US, and Lingnan’s Vice-President, Prof MOK Ka Ho, is the current Co-Director. It is a membership organisation comprising universities, ministries of education and quality assurance entities which join together to identify, explore and conduct research on key issues of higher education changes in the Asia Pacific Region, and to compare the policies and development between Asia and Europe.

Lingnan Entrepreneurship Initiative (LEI)— Building New Culture

Echoing the Policy Address of Mrs Carrie Lam, the HKSAR Government’s Chief Executive in promoting innovations, the Lingnan Entrepreneurship Initiative (LEI) was launched in 2018 as a collaborative platform to foster innovations that address social, business and humanitarian challenges locally and globally.

Other initiatives under the LEI include:

• developing more credit-bearing courses with the innovation and entrepreneurship elements

• expanding Lingnan’s Stanford Teaching and Learning Studio (TLS) alumni network to bring Design Thinking Studios from Hasso Plattner Institute of Design at Stanford to Asia for local schools and communities

• providing students and faculty members with opportunities to compete and exchange ideas with other universities globally by organising innovation and entrepreneurship competitions, workshops and activities

• launching international internship programmes for students to work in start-up companies overseas

Prestigious Scholar in Collaboration with Columbia University

Prof CAI Zong Qi, Lee Wing Tat Chair Professor of Chinese Literature and Director of the Centre for Humanities Research, has a long-sought ambition to promote in-depth dialogues between Western and Chinese literary theories.

Over the years, Prof Cai has demonstrated dogged determination with his achievements in being:

• Awardee of the Humanities and Social Sciences Prestigious Fellowship Scheme 2015/16 by the Research Grants Council of the Hong Kong SAR Government

• General Editor of How to Read Chinese Literature, a ten-book series published by Columbia University Press, the oldest and arguably the most prestigious publisher of translations of Asia classics and literary anthologies

• Co-founder of the Journal of Chinese Literature and Culture published by Duke University Press

In 2018, Prof Cai revamped the Journal of Modern Literature in Chinese (JMLC) with a new and international orientation and a new title, Prism: Theory and Modern Chinese Literature Published by Duke University Press, Prism will enjoy productive synergies with a host of Duke journals.

Sets Sail at Lingnan

A leading figure in Asian American and transpacific literature, Prof HUANG Yunte, joined Lingnan’s Department of English in August 2018 as Tong Tin Sun Chair Professor of English. Prof Huang began his academic career as an assistant professor at Harvard University and later worked at the University of California, Santa Barbara, where he was promoted to full professor in 2006.

A Guggenheim Fellow, Prof Huang has enviable publication records. He is the author of landmark books including –

• Charlie Chan by Norton which won the Edgar Award and was a finalist for the National Book Critics Circle Award

• Inseparable: The Original Siamese Twins and Their Rendezvous with American History by Liveright, one of the Best Non-Fiction Books of 2018 selected by Newsweek

• Transpacific Displacement published by University of California Press

• Transpacific Imaginations published by Harvard University Press

The appointment of Prof Huang will further strengthen Lingnan’s academic profile and extend the University’s engagement with the local and international communities.

The University presented awards to 27 faculty members and academic departments at the Research and Knowledge Transfer Excellence Awards Presentation Ceremony held in 2018. Awards in the three categories of RGC Competitive Grants Award, Research Output Excellence Award and Knowledge Transfer (KT) Excellence Award were bestowed to honour the myriad ideas and achievements by Lingnan scholars, that not only have transformed and benefited society, but also developed close ties with the local and regional community.

Psychology scholar recognised as top research contributor

Prof SIU Oi Ling, Professor and Head of Department of Applied Psychology, was bestowed the 2018 Top 50 Overall Contributor to Work and Family Research. Being the only Chinese scholar to receive this award, Prof Siu was recognised for her distinguished contribution and reputation in scholarly research in the field of work and family. The award was presented by the Work and Family Researchers Network, an international membership organisation of interdisciplinary work and family researchers, at its annual conference in America.

Passing on Our Heritage of Pride

Securing a fund of HK$28.63 million from The Hong Kong Jockey Club Charities Trust, the project titled “ICH+” Heritage of Pride: Intangible Cultural Heritage (ICH) Education is unprecedented in both nature and scale, encapsulating the “living cultural traditions” of Hong Kong in providing a link from our past, through the present, and into our future.

In collaboration with a major arts and culture incubator in Hong Kong, the project aims to preserve, promote, redefine and revitalize the intangible cultural heritage of Hong Kong with a novel integration of “Education”, “Revitalization and Investigation” as well as “Curating and Audience-building”

Inheriting the past by the youth

An experiential learning programme will be held for junior secondary school students to learn from masters of arts and culture the historical knowledge and techniques in such ICH items as cheongsam, paper cutting and paper crafting.

Building on tradition for the future

Students will work with artisans to initiate a crossover of traditional craftsmanship and contemporary art practice to translate crafts of unique heritage into modern-day design.

Producing precious common asset

An online platform will be created for open access to research outputs such as teaching kits, oral history interviews, audio-visual materials documenting the crafting processes.

Passing on unique traditions

Mind-provoking summits and showcases will be held to develop an intricate and dynamic relationship between ICH and the wider public so as to motivate community members to conserve and promote the local ICH.

Reliving the Forgotten “Toy Kingdom”

The legendary history of Hong Kong being the world’s largest toy exporter may have been lost in the memories of many citizens. Prof LAU Chi Pang, Coordinator of HKSCHRP brought Hong Kong’s “Toy Story” to life in the three-month exhibition “The Legend of Hong Kong Toys” at the Hong Kong Museum of History.

In the project on the history of toys “made in Hong Kong” commissioned by the Hong Kong Museum of History, Prof Lau and his team interviewed over 20 local senior toy manufacturers who built up their own brands from scratch and tapped into overseas markets in the past century. Documented conversations with those innovative manufacturers were then translated into solid resources for the exhibition.

Prof Lau sees the toy history project as one of the most meaningful and interesting initiatives. Not only did the exhibition reflect the development of Hong Kong’s social and economic landscape over the years, it also relived childhood fantasies and stimulated the collective memories of citizens across generations

Revitalising Deserted Village with Art

The belief that Art appeals to the senses as well as to the mind sparked Prof Law’s research into art being a form of experiential learning and as a language written in images. One of such is the knowledge transfer (KT) project that won the University’s KT Excellence Award“Touching the Earth – Environmental Art Workshop at Lai Chi Wo”

Partnering with the Kadoorie Institute, Prof Law organised four workshops in Lai Chi Wo, a 400 yearold walled local Hakka village, for 130 students of different ages and stages. Through hands-on activities like Blind Drawing, Blind Tour and creation of art installations, the project transformed the majority of participating students by -

• raising their awareness of Lai Chi Wo’s historical, cultural and natural resources

• enhancing their appreciation for the value of conservation

• heightening their connection with nature

Promoting Age-friendly Community and Active Ageing

Asia-Pacific Institute of Ageing Studies (APIAS)

As the flagship centre of Lingnan in promoting active ageing and providing elderly care training, APIAS has been putting ceaseless efforts in research, public engagement and professional training to create an age-friendly community and promote active-ageing

Research Sheds Light on Direction of Active Ageing Policy

Drawing on the results of a study on active ageing, APIAS and research teams of three collaborating universities suggested the local Government to offer more barrier-free access for the elderly to take part in social activities and more opportunities of participation by senior citizens from remote or rural districts. The study covered 18 districts in Hong Kong and involved some 740 respondents in 91 focus groups in more than 9,700 questionnaires. The APIAS team conducted baseline assessment studies, and organised training and district engagement activities in Tsuen Wan, Islands District, Tuen Mun and Yuen Long.

Fostering Socialpreneurs Development and Gerontechnology

Prof MOK Ka Ho, Vice-President and Lam Man Tsan Chair Professor of Comparative Policy, received HK$19.68 million under the Chief Executive’s Community Project List 2018 of The Hong Kong Jockey Club Charities Trust for the 36-month project “Social Innovation & Socialpreneurs Development: Smart Ageing with Gerontechnology”. The project aims at addressing the ageing issue in Hong Kong by promoting Smart Ageing & Active Ageing, via the promotion of public awareness and application of Gerontechnology, with a particular focus on social innovations and socialpreneurs development. It not only provides a valuable cross-sectoral, inter-generational and cross-boundary platform that facilitates dialogue and collaboration, but also contributes to establishing Hong Kong’s pioneering role in promoting smart ageing and social entrepreneurship.

Engaging Stakeholders through Public Forum and Programme

Hosted by APIAS, the Public Forum with the theme “Enhancing Social Participation, Young to Old” gathered speakers from the Government, medical and social sectors, elderly representatives and over 400 stakeholders to hold inspirational groups and panel discussions on promoting social participation by different age groups and building an age-friendly community. Co-host Summer Schools

Lingnan University and the University of Oxford co-hosted the International Postgraduate Summer School for two consecutive years since 2017. The three-week Summer School kicked off on the Lingnan campus for one week in late June each year, which was followed by a two-week programme at Hertford College, University of Oxford in early July.

The Summer School served as a platform for a vibrant mix of faculty members and research postgraduate students to present major research findings, share research practices and reflect on essential methodological issues.

On Heritage

Instead of using conventional channels such as news articles and media interviews to reach out to the public, Prof LAU Chi Pang of our Hong Kong and South China Historical Research Programme took up the role of a TV programme host in the weekly programme “歷史說香港” of Radio Television Hong Kong (RTHK). He interacted with guests from backgrounds ranging from local history experts to the last rickshaw puller in Hong Kong in the process of exploring how major historical events of Hong Kong shaped its development, and presenting a comprehensive picture of Hong Kong’s history from various angles to the audience.

On Public Health

It has been the pursuits of Lingnan academics to conduct research of high social relevance so as to address the current needs of the public. An example is the timely advice given by Dr Padmore Adusei AMOAH, Research Assistant Professor of Asia-Pacific Institute of Ageing Studies in response to concerns over public health in the wake of Hongkongers’ hectic work and over-indulgence in electronic devices. In an article in the South China Morning Post, he called for the strengthening of social bonds through personal interactions as an effective means to the benefit of Hong Kong citizens’ health and well-being.

Strategic Engagement and Initiatives

On International Partnership and Dialogues

Lingnan University has formed the Alliance of Asian Liberal Arts Universities (AALAU) with respectable liberal arts universities in Asia to press on for wider international collaborations and to build on its own strengths through benchmarking. Founded by 15 member institutions, the Alliance expanded quickly to 22 members from 6 countries and regions in 2018. In addition to student exchange and joint master programmes, research collaboration has been an important part of the Alliance’s agenda where cross-disciplinary clusters are taking shape.

Lingnan’s senior management has also initiated academic exchange with university leaders worldwide in various international academic arenas in order to learn best practices from one another –

On Belt and Road Initiative

With the support of UGC’s funding scheme for theme-based public lectures, our China Economic Research Programme (CERP) and Pan Sutong Shanghai-Hong Kong Economic Policy Research Centre (PSEC) held the “2017 Hong Kong Forum on the Belt and Road Initiative: Dialogue and Cooperation between China and Asian Countries” in collaboration with the Bauhinia Magazine and Hong Kong Economic Association. Keynote speakers including Prof LIN Yifu, Counsellor of the State Council and former Senior Vice President and Chief Economist of the World Bank who shared their insights into future directions of the Belt and Road Initiative.

The Forum tapped on collective wisdom and efforts of distinguished academics, businessmen, diplomats, economists, think tanks and public institutions. Participants commended the forum for providing new insights from different perspectives, facilitating the stable and healthy development of Hong Kong, China and the world economy, and enabling important dialogues and cooperation at the international level.

Our Hong Kong Institute of Business Studies (HKIBS) co-organised a conference to release Enabling Technologies for Belt and Road Initiative with the Indonesia Hong Kong Business Association and the Future and Future Foundation. Renowned scholars, professionals and software developers explored how to enable technologies to seize and facilitate global business opportunities for the Belt and Road Initiative.

On Development of Education and Social Service Sector

Over the past year, Lingnan had provided professional training for more than 200 leaders, delegates and public administrators of higher education institutions and government offices from the mainland. Specifically Vice-President Prof MOK Ka Ho translated research findings from his Public Policy Research Scheme project “Hong Kong Non-Governmental Welfare Organizations in Mainland China: Services, Challenges and Opportunities” funded by the Government’s Policy Innovation and Co-ordination Office into professional training for 92 civil servants from Guizhou and in an invited presentation to social policy and social work professionals in a public forum at Sun Yat-sen University. Prof Mok shared about major management issues and how deep collaboration in social services might be fostered among NGOs in Hong Kong and the mainland.

Lingnan hosted the Principal Forum in the Greater China Region together with the Hong Kong Principals Professional Development Association, Hong Kong Association of the Heads of Secondary Schools, and Hong Kong Primary School Leaders Association for some 180 international higher education experts, principals and education professionals from primary and secondary schools in the Greater China region. At the Forum, 21 principals from secondary and primary schools in Hong Kong, the Mainland and Taiwan were appointed as advisors to the President of Lingnan University to provide opinion on the University’s future development and education endeavours. The Forum covered such hot topics as positive education, parenting education, and implications to education development under the “Belt and Road” strategy.
