The city is pursuing a comprehensive plan to address housing issues in the city. This plan, known as Housing New York 2.0, aims to build 300,000 affordable housing units within 12 years. But it's unclear how many units are needed. In order to help the city meet this goal, it's developing two new programs to assist first-time homebuyers and existing homeowners. Among these, the Neighborhood Construction Program aims to create one to four-family homeownership opportunities on vacant sites. The latter will also pilot a mixed income housing program. While there are many problems in New York City's housing market, one of them is a lack of planning. Housing production in the city has lagged for years because it is highly concentrated. In fact, nearly half of the city's housing permits have been issued since 2010 in ten community districts. More than one-third of this growth has occurred in just five neighborhoods. Many of the neighborhoods within the top five communities were rezoned in the early 2000s, allowing redevelopment of underutilized manufacturing and commercial districts. In addition to the diverse communities of New York City, its diverse populations include many ethnic groups. Among the South Asian population, Indians make up almost a fifth of the city's total. Other South Asian groups include Pakistanis and Bangladeshis. Moreover, Asian Indians are the largest minority group in the city. For these groups, Queens is their preferred borough, while Korean, Filipino, and Southeast Asians live in Brooklyn. Aside from the many cultural and economic centers, New York City is home to several universities, colleges, and universities. In the early 20th century, the city became an important center for jazz, stand-up comedy, and abstract expressionism. In the 1970s, New York City became the center of the hip hop scene. While Central Park is the most famous green space in New-York City, the city also boasts over 1,900 parks across the five boroughs. Washington Square Park is one of the most popular parks and is surrounded by the campus of New York University. It attracts large crowds each day and is home to the marble Washington Arch, which was inspired by the Arc de Triomphe in Paris. Affordable housing is a pressing issue in New York City. The housing market has moved from a crisis of abandonment to one of affordability. Because the supply of affordable housing failed to keep up with demand, there was an explosion in household size, high rates of overcrowding, and persistently low vacancy rates. As a result, the city is experiencing a rapidly declining number of affordable units for low and moderate-income households. During the recovery from the Great Recession, the city experienced record job creation. While the city's economy was recovering, the housing supply was not. The city issued fewer permits for new housing units during the recession than any other large city. In addition, downstate New York's suburbs fared worse than the rest of the suburban areas. This has led to an increased competition for scarce housing resources. Fortunately, there is a solution. To address the housing crisis in New York City, the city should implement a citywide housing plan. This plan should quantify the number of vacant properties, identify the gap between the supply and demand, and set ambitious production goals. A comprehensive housing needs assessment must be conducted to produce an actionable plan, including milestones and zoning actions. A citywide housing plan should be accompanied by a strategic approach to affordable housing. With a comprehensive housing plan, the city can address the housing crisis and ensure that residents have affordable housing. Currently, there are more than 765,115 rental units in New York City, New England, and Connecticut. Nearly 50% of rental units are family households with children. Twenty-four percent of these rentals are occupied by renters with bachelor's degrees, while only 19% of rentals are occupied by people with less than a high school education. This means that housing prices may be rising in the near future. Luckily, the City is developing incentives to help landlords make more affordable rental units. Housing production in the region is much lower than in the rest of the country, but zoning regulations are still limiting the development of affordable housing. While the five boroughs experienced growth, the corresponding suburban areas suffered from a housing shortage. Almost half of the city's housing supply has been affected by zoning restrictions. As a result, the housing supply and production of new units has been severely restricted. But a more nuanced measure of the situation is housing unit growth. In the five boroughs, most neighborhoods experienced growth, but at lower rates than the rest of the country. In addition, there are some neighborhoods where growth has been particularly significant.


Despite the lack of housing supply in the city, it's hard to imagine a time when housing production in the region could be on a similar level to that of the suburbs of other major cities. Moreover, the growth in density is so concentrated that some neighborhoods are losing population and housing, despite the high demand. One-third of all new housing permits in New York City have occurred in ten community districts, and more than a quarter of that growth has been concentrated in five neighborhood.
