OREGON ASSOCIATION OF REALTORS® BOARD OF DIRECTORS REPORT

COMMITTEE: Business Issues ACTION ITEMS:

THE FOLLOWING IS REPORTED FOR YOUR INFORMATION ONLY AND DOES NOT AFFECT ASSOCIATION POLICY OR BUDGET: Principal Broker’s Forum On April 12, 2018, 10:00-12:00, the first Principal Broker’s forum of the year will be held during the 2018 Spring Governance Meetings. The forum provides discussions on industry topics that brokers are dealing with currently and those that may be coming down the road. All are welcome to attend. Industry Forum The 2018 Industry Forum was held on February 5, 2018 in the Portland area. Industry partners attending included representatives from escrow/title, lending, attorneys and appraisers. Some of the topics discussed involved the concern with adequately protecting your buyers in transactions subject to FIRPTA laws, the role escrow companies are playing in these transactions and potential consequences for violating FIRPTA. Additional topics included the energy audit requirement in Portland, new loan limits, extension of the National Flood Insurance Program, the process escrow companies use regarding termination or a transaction based on the Seller Property Disclosure laws, issues now surfacing in jurisdictions permitting marijuana grow operations, violation of Do Not Call (DNC) rules, appraisal concerns and NAR updates. Raising the Bar Workgroup The efforts initiated by the Raising the Bar Workgroup to require all Principal Brokers to take and Advanced Real Estate Practices course achieved major success with the Oregon legislature passing HB 4048. The REA will develop a curriculum for this course in conjunction with input from industry stakeholders such as OAR and the like. The requirement to complete this course for new Principal Brokers will be implemented after July 1, 2019. Another issue addressed by the Raising the Bar workgroup is the implementation of Mandatory E & O insurance. This topic has been addressed over the years but has never been fully vetted by a larger group of OAR membership. To allow for a broader discussion, including members, a panel consisting of the Real Estate Commissioner, Principal Brokers and a representative from the insurance brokerage that writes mandatory E & O insurance for 13 states will be presented at the legislative conference. The Business Issues Committee will meet following this presentation to determine whether to make a recommendation to the Government Affairs Committee and the Executive Committee to move forward with proposed legislation mandating all licensees have E & O insurance. A variety of additional concerns surfaced during the Raising the Bar Workgroup meetings. The OAR President and Executive Committee will assess the need for the workgroup to continue with further discussions.

Global Business Council The Global Business Council is a work in progress under the leadership of OAR Past President Debra Gisriel. With a focus on international transactions involving both incoming foreign investors and investments in countries outside of the United States, a series of education presentations will be scheduled across the state. Education topics will focus on providing tools and resources for members working this market. Seller’s Property Disclosure Statement (SPDS) Workgroup The SPDS proposed revisions will be further vetted and modified when the workgroup reconvenes later this year with plans to resubmit during the 2019 Legislative session.

THE FOLLOWING IS REPORTED FOR YOUR INFORMATION ONLY AND DOES NOT AFFECT ASSOCIATION POLICY OR BUDGET: Highlights since Sept. 2017 BOD Meeting, taken in part from the 2017 Q4 Education Report. GRI Core Courses: Encompassing 2017, we offered 42 GRI courses, totaling 257 CE hours, to 667 participants. We had 35 GRI graduates in our second year of the new GRI format. So far in 2018, we have scheduled 53 GRI courses in all 6 districts. As of March 6th, we have already had 4 GRI graduates. We currently have 19 GRI Instructors that work around the state to offer these one-day classes in partnership with Local Associations. Designations/Certificates: There were 4 Designation/Certification courses held in Q4. The demand for the PSA course at Fall Convention was very high, as the class sold out, so two more were offered in December. One in Salem that had 26 attendees and the other in Portland with 35. Additionally, in partnership with the Eugene Association, we held an ABR Designation course in October. There were 12 attendees. For 2018, we have four Designation/Certification courses scheduled. The locations are Medford, Roseburg, Eugene and Salem. The PSA was held in Medford, in February. There was an astounding 78 individuals that attended the class. Webinars: We offered 5 webinars in Q4 with 244 members in attendance at 93 locations. In 2017, we held 21 webinars and had 2,958 attendees. For 2018, we currently have 13 scheduled. There will be more added as the year progresses. To date, we have reached 1084 attendees through four different opportunities. Upcoming topics include; Oil Heating Tank Closures in Oregon, Marijuana Laws Update and an Advanced 1031Class. Absorb LMS: In Q4, 17 webinars were purchased for a total of 27 CE credits. For all of 2017, 181 webinars were purchased with a total of 223 CE credits completed. There are 35 webinars live in Absorb, currently, with a total of 43.5 CE hours available. We are working to add more before the end of the year. Each webinar is 1-1.5 hours long and are $10 each. Profit Sharing: In 2017, we received $1,590 in commission from The CE Shop. The number of Interact CE courses sold in Q4 was 65 for a total of 1109 CE credits. In the first year, there were 175 purchases, which provided access to over 3000 CE hours. Our total income from this partnership, in 2017, was $6328. Moving forward, a larger emphasis will be put on Interact CE in our marketing efforts in 2018. We will be working to offer a revenue share model with our Local Boards/Associations as a way to ensure that a wider audience has a chance to learn about this opportunity. Oregon Leadership Academy: The decision was made to suspend the Oregon Leadership Academy (OLA) in 2018. Moving forward, we will be coordinating efforts to retool the popular program and provide an even more comprehensive and encompassing platform to our members. The Washington Association of REALTORS® invited applicants from Oregon members to participate in their Academy this year. Currently, we have four members participating in the Washington program. Their last retreat will be in May. OAR will relaunch the OLA in 2019. Potential dates for the 2019 Oregon Leadership Academy are: February 6 – February 8 April 17 – April 19 June 5 – June 7 Miscellaneous: In 2018, we will be continuing our partnership with the Oregon Real Estate Agency to offer CE credit for their Board meetings and the re-vamped afternoon course on “Violation Prevention”. This year, the meetings will be held in Portland- April 2nd, Bend- June 4th, Pendleton- August 6th, Brookings- October 8th and Hood RiverDecember 3rd. 53
