Government Policy towards the Expansion of the Mass Transit System The government by the Office of Transport and Traffic Policy and Planning (OTP) completed the Urban Rail Transportation Master Plan (URMAP) in 2000 and conducted further study in the practical implementation in 2004, referred to as URMAP2. The purpose of this program was to reduce and alleviate the existing traffic problems, which would help improving the country’s economic and social conditions, as well as minimise the environmental problems.
