The Southeast Minnesota Forage Council (SMFC) along with the Midwest Forage Association held a Summer Field Day on Thursday, July 18, 2013 at Haz-Broy Farms near Lanesboro, Minn. Owners of the farm, Brian and Judy Hazel, were gracious enough to host the event. Jim Paulson, extension agronomist with the University of Minnesota and also a Peterson, Minn. native, gave a Small Plot Demonstration. There were five cool season grasses and alfalfa-grass mixtures. The plots included

tall fescue, meadow fescue, orchard, smooth brome and meadow brome. Paulson said “The purpose of the event is to educate south east Minnesota farmers and affiliated business people about timely topics related to forages. It gives us a chance to show work we might be doing with research plots, talk about topics related to profitable growing and feeding forage crops and a time to interact with other producers,” and added, “I think we can all learn from each other.” According to University of Minnesota handouts on Emergency Forage Plantings (available on at www.uwex.edu),

“Perennial forage crops are the foundation of ruminant livestock feeding programs in the North Central USA.” It continues, “Unfortunately, because of the harshness of the region’s climate, perennial forage crop, and particularly alfalfa, occasionally winterkill, leaving the producer faced with an immediate loss in supply of high quality forage,” which is why an event such as this is important in order to learn how to get the best quality and most forage possible. Paulson stated that Meadow Fescue is a “good grass” and is “quite hardy,” add-

The Chatfield City Council at its July 22 meeting approved the sales tax agreement with Rochester, Minn. accepting the sales tax money. Councilor Dave Frank was absent. Cody Hendrickson, a 2013 graduate of Fillmore Central, was recently honored by the Minnesota Twins Baseball Club. He and 19 other high school graduates throughout Minnesota were presented with $2,000 scholarships as part of the Minnesota Twins Community Fund’s “Diamonds and Dreams” scholarship program. Applicants must meet criteria based on academic achievement, leadership, community service, and involvement with youth softball/baseball programs. many attended. Paulson said that if a person is establishing grasses he would recommend one of the fescue grasses with alfalfa and added probably half meadow fescue and half tall fescue. The plots were cut to emulate rotational grazing to see how it goes. Paulson said, “Long term if we are going to feed people we need to find ways to co-exist.” This is part of the reason for the Summer Field Day. Additional speakers and events took place at the Field Day including a presentation on corn silage rations and nutrition strategies by Chad Kieffer of Benson Farm Service, LLC, of Lewiston, Minn. A list of Must Do’s given by Chad was : •Pull forage samples routinely •Test for NDF Digestibility on forages •Test for Starch Digestibility on corn silage and corn •Check moistures often •Use TMR Tracking Software •Keep weighback feed to a minimum (less than 2 percent) •Know your cost of production and IOFC. A discussion was held on Emergency Feeding Options by Paulson and also included a producer panel with Brian Hazel, Rick Alberts, and Chad Kieffer. Many questions from

the audience were answered during the panel discussion on how to deal with the feed shortage. A hearty meal was served consisting of rib-eye steak sandwiches cooked by the Fillmore County Cattlemen’s Association, with beans, chips, cookies, milk, chocolate milk, and water served by Linda Hazel of Haz-Broy Farms and Paul Hamann of Fountain, Minn. Gary Redalen, who was grilling the rib-eyes on an evening that was over 90 degrees and humid, did a great job cooking the steaks to perfection. Gary said that the Summer Field Day is a “good event” and said “you can always pick up ideas” of how to make improvements. Chelsea Russell, of the Mid-

west Forage Association, who helped coordinate the event was on hand greeting visitors and taking registrations. Chelsea stated, “The Southeast Minnesota Forage Council is our largest affiliate so I help with meetings” and she also coordinates events, and does fundraising among other tasks. C ommentary Stand your ground, legal sanction for deadly force By Karen Reisner Minnesota is ‘not’ one of the 23 states in our country that has some form of a “stand your ground” law. Personally, I feel safer living where this kind of law does not exist because it seems to invite confrontation. We tend Karen Reisner to glamorize the Old West and what many believe was the ‘OK Corral’ type of life. Actually, the towns in the Old West often had check your gun laws as one entered a town. Gun laws in many of these cities are less restrictive today than they were back then. With the recent acquittal of George Zimmerman in the shooting death of Trayvon Martin the stand your ground law in Florida was not used by the defense, only the claim of selfdefense. However, the judge in her instructions to the jury said they must acquit if they believed that Zimmerman didn’t have a duty to retreat and if he had the right to stand his ground and meet force with force, including deadly force. If the Florida stand your ground law was not in existence, the judge’s instructions would have likely been that Zimmerman wouldn’t have been able to justify the use of force which could likely cause death or serious injury if by retreating he could have avoided the need for force. The verdict may have been justified under Florida law, but it leaves an unsettling gut feeling for many of justice lost. Since the implementation of stand your ground laws, some of the states have seen large Editorial Cartoon

increases in “justifiable homicides” that fall within the law. Attorney General Eric Holder insists the stand your ground laws have contributed to confrontations resulting in deaths by including more actions under the umbrella of self-defense. He said stand your ground laws strive “to fix something that was never broken.” This case has ripped off the scab and exposed the raw emotions concerning a perceived uneven application of the law by the legal system, especially for black and brown races. Stereotyping, prejudice and bias are all too real in both the application of laws and the way people treat people differently from themselves. President Obama on July 19, speaking of his personal experience as a black man in American society, asked a fair question, “If Trayvon Martin was of age and armed, could he have stood his ground on that sidewalk?” I wonder if the roles were reversed, would there have been a similar tragic result and would Martin have been acquitted? There is much that divides us including race, religion, economic class, education, and so on. This country has certainly evolved, albeit slowly, over the last 50 years concerning racial equality, but there still remains a real disparity. Perhaps the greater disparities are with economic class and corresponding educational opportunities. Education is key. Differences among us create mistrust, much of which is driven by ignorance. The availability of a good education is an equalizer. Without educational opportunities the promise of an untold number of human beings is being lost. We are a country with diver-

gent opinions on many issues including race. Discussion is a healthy step toward understanding and unity. Interaction between people of diverse backgrounds leads to understanding. Isolation of groups reduces understanding and creates barriers. Racial and ethnic differences are more of a challenge for the so-called American ‘melting pot.’ In our increasingly diverse population can long time Americans of various races and new immigrants preserve their ethnic identity and still come together successfully united as Americans? A person’s race is part of their identity and their roots, but race should not define a person or limit his or her lifelong opportunities. Change comes along slowly. Changes in personal and social attitudes come even more slowly. Many in our society are working at being more inclusive, others continue to resist. I am optimistic for the future of America and the ability of people to persevere under difficult circumstances and to mature socially. The demographics of our country are changing and getting along is necessary for the future of America. Our diversity of cultures and ethnicities can make us stronger. Learning to live together, respecting each other’s civil rights are appropriate goals for a strong America. Laws have to be fair and applied equally. It is a fact that there is a higher crime rate among black males. Most black young men are saddled with this stereotype whether deserved or not. President Obama recognized in his comments that black men are disproportionally the victims and the perpetrators of crime in this country. The black

community needs to take some responsibility for the environment that produces more violence among young men. Young people need the education and other tools necessary to give them an opportunity to achieve the ‘American Dream.’ A degree of hope for a path to a better life may stem from some of the violence in these communities. The distrust and fear of black men by many of us separates and isolates them. The ingrained bias is a product of our upbringing and media influences. If Martin were ‘white,’ would he be alive today? Stand your ground laws in my opinion are flawed, encourage an escalation to violence and have no place in a future America. Morally we need to strive to understand and accept differences between us and our fellow countrymen. Retreating for your own protection and contacting the proper authorities makes more sense and will more likely avoid the loss of innocent life. I am optimistic that with reflection there can be some positive changes in attitudes, especially among the younger generation as a result of this young man’s unnecessary and tragic death. Equal protection under the law is a must. President Obama called for an examination of state and local laws to see if they are designed in such a way that encourages altercations, confrontations, and tragedies. A reexamination of laws periodically to see if their implementations have improved or diminished the quality of life is part of good governance.

Letter about Big Oil To the Editor, Freedom of choice. Americans treasure it, and Big Oil wants to eradicate it. Recently the U.S. Supreme Court ruled against Big Oil’s efforts to limit Americans’ choices of alternatives to petroleum. So now, in an effort to preserve their monopoly, the American Petroleum Institute is launching a campaign called “Fuel for Thought”, reciting a bunch of half-truths and misrepresentation to abolish the Renewable Fuel Standard (RFS). That would be very good for Big Oil’s bottom line and bad for all consumers. The renewable fuels industry does not have the big subsidies and money that the oil industry has to influence these things, but we have popular support and I believe the people do not support monopolies. Let’s preserve the Renewable Fuel Standard. Call your Congressional delegation and tell them it is time to end Big Oil’s monopoly. Support the RFS. Governor Dayton Secures Disaster Declaration for June Storms

A n d , thankfully, we’ve received some excellent feedback. Here are a few things our readers have shared with Jason Sethre our team. “Don’t censor your online comments!” Interestingly, this came from an anonymous submission. In response to that concern, we do not censor comments online at www.fillmorecountyjournal.com unless the comments include profanity. We are a family-owned newspaper, and we know that children can find their way to our website, and frankly I do censor profanity. Keep your comments clean, and you can share your thoughts. Here’s another one: “I love the Fillmore County Journal - right next to my weekly paper. The only thing that I dislike is no names under photos. I’m sure people don’t want that. Also, ads that don’t state the town they represent. If you want to hire someone from an ad, you want to know WHERE they are from. It can’t cost that much more to place that in their ad for heaven’s sake. I like to patronize our small area people. No complaints here. Thank you -- just keep it coming!” This is a great point made by one of our readers in Chatfield, and we have discussed how we can do a better job with providing more information in our photo captions. We will also suggest including towns in ads, but ultimately that is up to those who pay for the ads appearing in our newspaper. In general, we feel it is important to continually invest our time, energy and resources into making the Fillmore County Journal the best source of local news in Fillmore County. That’s why we started including “Where Fillmore County Local News Comes First” in the

masthead of the newspaper each week. But, in recent months, I took a step back and said we do a great job of covering meetings and events in cities like Preston, Harmony, Chatfield, Spring Valley, Lanesboro and Rushford. However, we tend to overlook the less populated communities in Fillmore County, and that’s not a fair representation of our entire readership. So, in the past couple months, we strived to find reporters to provide more news coverage of more meetings in the smaller communities of Fillmore County. And, we got lucky! Every month, we have a team of reporters covering every city council, school board and county board meeting under the Sun in Fillmore County. Below is the list of meetings and reporters we’ve added to the pages of the Fillmore County Journal in recent months. ST. PAUL — Governor Mark Dayton secured a latest major disaster declaration following strong storms and flooding in June. President Barack Obama declared a major disaster for 18 Minnesota counties: Benton, Big Stone, Douglas, Faribault, Fillmore, Freeborn, Grant, Hennepin, Houston, McLeod, Morrison, Pope, Sibley, Stearns, Stevens, Swift, Traverse and Wilkin. Preliminary damage assessments determined the storms caused $17.8 million in damage to public infrastructure across the state. Communities in the affected counties are now eligible for federal assistance. The major disaster declaration is for Public Assistance which covers uninsured eligible projects submitted by counties, cities, townships and certain private, not-for-profit organizations. Preliminary damage estimates compiled by the Federal Emergency Management Agency (FEMA) and the Minnesota Department of Public Safety Homeland Security and Emergency Management division (HSEM) showed the following eligible amounts: Emergency Work •Debris Removal - $5 million •Emergency Protective Measures - $1.8 million Permanent Work to Repair • Roads and Bridges - $9 million • Water Control Facilities - $1 million • Buildings and Equipment $243,474 • Utilities - $585,615 • Parks, Recreational Facilities and other items - $73,780 FEMA will reimburse 75 percent of approved costs. The 25 percent non-federal share is the responsibility of state and local governments. This disaster declaration also includes funding for the Hazard Mitigation Grant Program. This is assistance for actions taken to prevent or reduce long term risk to life and property from natural hazards. All counties in the state are eligible to apply for assistance under this program. The storm system began with 5.6 inches of rain in Stevens County on June 20 and ended with 8.25 inches of rain in Wilkin County on June

Obituaries Delores A. Billmeyer Delores A. Billmeyer, age 84, of Mabel, Minn. died Thursday, July 18, 2013 at the Green Lea Manor Nursing Home in Mabel. Delores was born April 29, 1929 in Caledonia, Minn. to Emil and Hattie (Tessmer) Klankowski. She attended the Duffy School in rural Caledonia. She worked in Winona, Minn. and Mansfield in Spring Grove, Minn. before working at Tweeten Health Care in Spring Grove where she worked for 29 years, retiring in 1994. On May 19, 1967 she married Frank Billmeyer. They lived and farmed near Riceford. Frank later died on November 5, 1991. Delores was a member of the Mabel First Lutheran Church and enjoyed gardening, flowers, and cooking. Delores is survived by a

His enjoyed his grandsons, going to their activities and talking Norwegian. Orvis is survived by two daughters, Lynette (Mike) Simser of Northfield, Minn. and Janelle (Randy) Paulson of Chatfield; four grandsons; one brother, Gordon (Edna) Johnson of Chatfield; and two sisters, Viola Johnson of Chatfield, and Ruth Hall of Minot, N.D. He was preceded in death by his parents and three sisters. Funeral services was held at 10:30 a.m. on Tuesday, July 23, at the Chatfield Lutheran Church, with the Rev. Mark

Casablanca Here’s looking at you, Readers. I got stuck in “Casablanca” this week. Astoundingly, I’d never seen the movie. So I spent nearly two hours last Monday evening with Humphrey Bogart, Ingrid Bergman, and my host parents, waiting for letters of transit and stifled by the sun and heat. If you haven’t seen the movie, here’s a quick rundown: in a classic story of intrigue, drama, and love, Richard (Humphrey Bogart) unexpectedly runs into Ilsa (Ingrid Bergman) in Casablanca, where he has fled from German-occupied Paris during World War II. Unbe-

knownst to Ilsa’s husband, Victor Laszlo, she and Richard had fallen in love in Paris just before Ilsa received word that Victor, an underground resistance leader, had not died in a concentration camp like she thought. Mere hours before she was to board the train, escape Paris, and embark on her glorious new future with Richard, Ilsa learns that Victor is alive. To protect the Cause, she can’t tell Richard, instead leaving him devastated in the pouring rain. Years later, will the heartbroken Richard volunteer his ill-gotten immigration papers for Laszlo and his wife when the still-bitter Richard and

stunningly beautiful Ilsa suddenly meet—in Casablanca? Not bad, eh? The movie, released in 1942, is a classic, and apparently reveals something new with each viewing. I’m told you can see it in black and white or color, not a bad thing since one of the movie’s famous lines has to do with a blue dress. Humphrey Bogart was spoton as the cynical, jilted Richard. Play it again, Sam. Which leads me to this week’s discussion question: what does it mean to be local? Bear with me. Besides experiencing the movie greatness that is “Casablanca,” I also traveled to the Twin Cities this past weekend for a friend’s wedding. While there, I was surprised to realize that returning felt almost like a homecoming—a strange sensation for one not used to associating “home” with my college campus. The Cities felt familiar. But is familiarity enough to make one a local? I’ve mentioned wanting to have

My local experience of the week, the original inspiration for this column, was my trip to the grocery store. This grocery store, Dominick’s, is part of the chain that sponsored the Taste of Chicago last weekend. I’d never seen a Dominick’s until I moved here, but I drive past every day going to and from my internship, and thought it high time I stopped by. I did not feel like a local when, upon entering the store, I wandered through the entire produce section before finding the dairy section. I did feel like a local when, seeing the prices, I knew from experience that Dominick’s was far more expensive than either Walmart or the Jewel-Osco (another new grocery shopping venture here). Yes, I have been grocery shopping on more than one occasion, at more than one location. Does that make

me a local? Maybe not, but I still think that I’m on the right track. Unlike the travelers in “Casablanca,” I have come here for the purpose of being here, not for escaping to somewhere else. But like the people in Casablanca, my experience is largely defined by the people I’ve met as we all interact with the place we’re stationed, however permanently. Being local is deeply tied to a sense of location. But being local is also about finding a place that you belong, as cliche as I know that sounds. Richard is, practically, a local in “Casablanca:” he knows the people and what makes the place tick. He doesn’t really intend to stay, but he’s found a niche. Although I know I won’t be staying long-term this go-round, I’m beginning to find a place here—in Batavia, at my internship, in my host family. It’s only temporary, but these regular, meaningful interactions with places and people can still make a world of difference.

Superintendent Jeff Boggs had informed the board that the state was offering a referendum match of $212 per student. If the district went ahead with it, they would be getting approximately $45,000 from the state next year. At the regular meeting on July 18, Boggs informed the board that he had learned

2013 Fillmore County Fair Attracts Kids of all Ages By Barb Jeffers The Fillmore County Fair provided entertainment for children and kids at heart the week of July 23-27, 2013. Monday got the fair started with a 4-H General Project Day. Tuesday was a very busy day for 4-H members with Horse Training, Horse Pleasure Show, and Poultry Show. Later in the evening the General Livestock Judging took place followed by Dairy and General Livestock judging. Crowds sat on bleachers, stood near their family members or fellow 4-H members nervously waiting for the results. Exhibits filled the 4-H building with entries in a wide array of categories including Fine Arts, Farm Products, Vegetable Gardening, Orchard, Apiarian Department, Golden Age Needlework, Needlework, Quilts, Quilts-Novice, Minnesota themed Quilts, Sr. Citizen 70 & older quilts, Canning, Baked Products, Woodworking, Flowers, and Homemade Wines & Beer. There were impressive entries in every division making judging a difficult task. Ashley Williams, age 12, was very happy to receive a Blue Ribbon for her Oriental Roller pigeon. Courtney Greiner, age 17, of Hancock, Minn. and Hope Morrison, age 17, of Fillmore County, were also busy getting ready for the Dairy Judging. Once the signal was given, each participant entered the ring and formed a single line to show his or her livestock. In the same building

the Swine Judging was also taking place. Viewers could see the judges’ faces examining each entry to choose the top place finishers. Tuesday evening was also Church Worship Night. A small but enthusiastic group of people enjoyed the service and sang many favorite songs including “Yes, Jesus Loves Me” and several others. Everyone in attendance joined in to make beautiful music together. Additional 4-H activities continued on Wednesday including Horse Training, Swine Show, Horse Trail & Game Show, Open Class Judging and a Sheep Show in the morning. Wednesday afternoon was a favorite for families with Armband Hours from 1 - 5 p.m. ECFE was busy making crafts on Wednesday afternoon as well. The Awards Program took place Wednesday evening followed by the 4-H Live Auction. The Grandstand belonged to 4-H on Wednesday evening with a Fashion Revue, the Friend of 4-H Award, and Hall of Fame Induction. Music by Doug Otto and the Get Aways began their show at 8:30 p.m. in the Grandstand. This is always a very fun night for the 4-H members to take a break from the hard work the fair brings each year. A very interesting demonstration was being done by Regina Delarm, of Connecticut, who was making pottery at the fair. Regina travels around the country to fairs mak-

ing and selling all types of pottery. Regina stated that she loves the history of clay and enjoys working with it to create many different items. Also putting on demonstrations was Roger Abrahamson, of Minneapolis, who is a bowl turner. Abrahamson stated the way he makes bowls is how it’s been done for about 4,000 years and seeing how the bowls are made is something many visitors had never seen before. Food of every kind was available at the Fillmore County Fair. There were several 4-H Food Stands with a large variety of choices from chicken strips, hamburgers and french fries, to dessert. Working hard taking orders in the 4-H Food Concession Stand was Nicholas Fetterly, age 9, who is with the Challenging Workers 4-H Club. Other 4-H workers, who were working in the 4-H Food Wagon, were Kammry Broadwater, age 7, Kassidy Broadwater, age 11, with the Carimona Cruisers and Raegan Eickhoff, age 11, with the Challenging Workers. Many members worked at the various 4-H stands throughout the fair and worked hard to serve many hungry people. The Fillmore County Pork Producers had pork burgers which are always a favorite. The Fillmore County Dairy Producers sold malts. Some of the workers selling malts were Alexis Williams, age 11, and Frederick Williams, age 9, of Mabel, Minn. Of course there were the typical fair favorites such as

mini-donuts and corndogs, which many people must have before leaving the fair. There were many more types of food available for anyone wanting to sample as much food as possible during the fair.

Gov. Mark Dayton Appoints Destination Medical Center Board Members By Mitchell Walbridge A big step for the Destination Medical Center project is underway, which is the formulation of the eight-member board that will have the task of overseeing the state’s largest-ever economic development project. The DMC Board will make important decisions guiding the state’s $455 million investment in the DMC vision. According to the Governor’s Office DMC is expected to leverage an estimated $5.6 billion in local and private investment over the next 20 year while creating tens of thousands of new jobs. The eight-member board structure will consist of four members appointed by the governor, a representative of the Mayo Clinic, two seats are reserved for members of the City of Rochester, and one from the Olmsted County Board. By law, the selections were required to be made by July 23. Governor Dayton has chosen his four individuals to be approved by the Minnesota Senate. They include James Campbell, a retired Group Executive Vice President of Wells Fargo & Company, will serve a six-year term on the DMC Board; Tina Flint Smith, the current Chief of Staff to Governor Dayton, will serve a six-year term on the DMC Board; Susan Rani, President of Rani Engineering, Inc., will serve a four-year term on the DMC Board; The Honorable R.T. Rybak, the Mayor of Minneapolis, has been appoint-

ed to serve a four-year term on the DMC Board. Rochester Mayor Ardell Brede and city council member Ed Hruska will be the City of Rochester representatives on the DMC Board. The Mayo Clinic appointed its representative, Bill George, a member of the Mayo Clinic Board of Trustees and former chairman and CEO of Medtronic. The Olmsted County Board representative to DMC will be County Commissioner Jim Bier. In a statement by Dr. John Noseworthy, Mayo Clinic president and CEO, he commented on the importance of the DMC leadership, stating, “As we embark on this important long-term economic development initiative for Minnesota, it’s important that the appropriate governance structure is in place to oversee the Destination Medical Centerrelated projects.” Noseworthy commented on Gov. Dayton’s appointments, “The skills and expertise brought to the board by those appointed ... by Gov. Dayton and Mayo Clinic complement the strengths of the local appointees already in place. Uninvited Guests Keeping in touch with family and friends via instant messaging is great, through video is even better. Skype, for example, is a great program to video chat at people’s convenience by utilizing your computer’s webcam. However, if a stranger was calling, you probably wouldn’t be so thrilled to talk to them, let alone hit the ‘answer’ button. Hackers have found their way around that though. And, when you’re least expecting it, you may have some stray eyes watching you within the security of your own home without even noticing. It’s easier than one may think for a hacker to work their tech magic and attach to your computer system’s webcam. In fact, you’re probably doing most of the work for them. These online privacy invaders take advantage of your mistakes such as clicking on an insecure or virus infected attachment, not using a firewall, having weak anti-virus protection, or even not using a secure wireless connection. Once you let your guard down, the game is pretty much over. So, what is the best way to tell if someone’s watching you? If your webcam indicator light is on when it’s not in use or you did not turn it on, that’s a good hint that something suspicious

is going on. To be on the safe side, Norton Anti-Virus Company suggests that computer owners cover their webcam lenses with a Post-it note, for example, just to be on the safe side. You probably don’t want to put anything sticky directly on the lens as damage may occur. If you have an attachable webcam, it is suggested that you detach it when it is not in use. Norton reported in 2010 that one Chinese hacking group alone was able to tap into more than 1,300 webcams from more than 100 different countries. I’d hate to be one of them. So, we may grumble and groan on occasion when unexpected company arrives at the front door, but that would be the least of my worries if I had complete strangers looking in watching my every move at their convenience – not through a window, but through my computer. And everyone stores their computer in a different place in their home… some in the living room, the home office, perhaps the kitchen, and even some in the bedroom-- Just simply stating a word of caution. Surely we wouldn’t want uninvited guests in any of these places.

Fillmore Central prepares for new school year By Jade Sexton The Fillmore Central High School building has been undergoing renovations this summer, including a large heating and venting project. At the regular school board meeting on July 23, principal Heath Olstad said the project is going according to schedule. Olstad also mentioned new flooring that has been installed in a few classrooms at the high school, and a freezer that has been replaced. Olstad said he is grateful there is someone who checks on things during the weekend. The broken freezer was discovered, and they were able to save the food inside. Personnel The board accepted some hires and resignations during the meeting. The resignation of Jodie Daniels was approved, as well as Allison Braaten. The at-will contracts of Angie Haugerud, community education assistant; Melissa Laue, paraprofessional; and Brian Lee, paraprofessional, were approved. The hire of Jade Sexton was approved for paraprofessional at the Root River Program. Jeffrey Dick was hired as a high school social studies teacher. He will be taking over

the duties of Aaron Janssen, who will be taking over the duties of Jodie Daniels. Bernie Hurley was hired for the lead custodian position. Tenure status was approved for Tom Siebenaler, Marit Janssen, and Carrie Mathison. Other Business The Root River Program contract with the City of Harmony for the use of the community center was approved with no changes from last year. Special Ed. director Michelle Breitsprecher said they are very happy with the contract and the support from the city. The board approved the second reading of the handbooks for K-6, 7-12, Root River Program, faculty, and coaches.

Highway 16 detour change in Fillmore County ROCHESTER, Minn. – The detour route for the Highway 16 resurfacing project between Spring Valley, Minn. and Preston, Minn. has been changed, according to the Minnesota Department of Transportation. Motorists will now be detoured using Highway 63, Fillmore County Road 12 and Fillmore County Road 5. The new detour is necessary as crews begin resurfacing the west end of Highway 16, and will remain in place through the end of July. Rushford Days 2013 was “the place to be seen” last week By Barb Jeffers The City of Rushford, Minn. was definitely the place to be seen the week of July 15-23, 2013 for a person looking for a good time. The week began with the Queen Pageant in the high school gymnasium on Monday, July 15. The results of the pageant were: Little Miss - Makenzie Knutson, Runners up - Hannah Highum and Annika Bakkum-Ekern. Queen - Mariah Olson, Attendants - Hunter Dunbar, Hailey Atkinson, and Leah Leisen. On Tuesday a Teen Swim was held at the Aquatic Center for the younger residents to get together and have some fun. Wednesday brought the Car Cruise Night with fancy cars of different varieties out on the road. Also on Wednesday was the Rushford Peterson Valley Farmers Market at Creekside park. While parents chose their favorite fresh products and listened to music, the children could visit the petting zoo. A wine tasting, sponsored by the American Legion, took place on Thursday at the American Legion while the kids cut loose at the Teen Dance at the Fest Tent. Things started gearing up for a busy weekend on Friday with the Food Vendors selling their goodies on the Fest Grounds. The Bingo Tent was a popular place on Friday with Brenda O’Hare doing a great job of calling numbers and waiting to hear “Bingo!” from the players. The Fest Grounds were full of people going in all different directions to the various events on Friday including Pony Rides which children enjoyed. Mutton Bustin had a large crowd watching as the children tried to stay on the sheep as long as they could possibly hold on. There were two groups one being ages four and five years olds and the second being six and seven year olds. A few of the children had second thoughts and decided maybe next year as they climbed off the sheep and back

to their parents with the crowd giving them each a round of applause for their attempts. Every child who participated received a ribbon and a bandana. The top three finishers in each category received plaques and were invited to ride in the parade on Saturday. “Moose” Hagedorn, who organized the Mutton Bustin event did a great job and provided an entertaining evening for many families. Helping “Moose” corral the sheep coming out of the gate was Bruce Nelson of Wykoff, Minn. These two men sometimes had trouble keeping a hold of the quick animals but seemed to be enjoying every minute of it. Before the Mutton Bustin event had ended there were squealing noises coming from the Burn Out that was taking place. Smoke rose higher and higher as the vehicles and one motorcycle took their turns laying rubber. The crowd watching reacted to their favorite drivers with yells and screams. Friday night ended with a dance at the Fest Tent with music by Pastel Black. A new event this year, a 5K Run/Walk sponsored by the Rushford Operation Christmas Child Group, kicked off Saturday, July 20, with the registration for the event at 7 a.m. and beginning at 8 a.m. A Fly-In and plane rides were available at the airport Saturday morning for the daredevils. A pancake breakfast was held at the Masonic Lodge to give area residents a hot and healthy start to their day. Many activities throughout the day kept everyone busy choosing their favorite things to do between a Softball Tournament, a basketball competition, photo contest, and a Minnesota State Sanctioned Pedal Tractor Pull. A new event this year, sponsored by Rush Creek Longbeards, a local chapter of the National Wild Turkey Federation, was JAKES TAKE AIM (BB Gun Range) to introduce children to shooting or to show off the skills they have

Rushford-Peterson Schools Fall Sports parent and student eligibility meeting Our annual Fall Sports Parent and Student Eligibility Night has been set for Thursday, August 1. All students in grades 7-12 planning to participate in a fall sport need to attend this meeting. Students and parents in grades 7-8 will meet in the theatre at 6:30 p.m., while students and parents in grades 9-12 will meet in the theatre at 7:30 p.m. If you are a parent with a child in both age groups, you only have to attend one meeting. There were games for children and adults as well including various children’s games and Bingo for adults. Last Call Meldahl DJ/ Karaoke entertained the crowd at the Fest Grounds and there was a Car/Semi show, also at the Fest Grounds, with a variety of nice vehicles to view. A delicious Lions Pork Chop Dinner hit the spot for many hungry people on Saturday afternoon as one of many choices of food throughout the City of Rushford. A Frog Jumping Contest was held at the Fest Grounds which had many children excited. Speaking of excitement the Grande Parade started at 7 p.m. with people lining the streets for blocks on the parade route. The parade was fantastic with no end in sight for quite a long time. A wonderful variety of entries lined up for the parade including Grand Marshal Herb Highum, local pageant win-

ners, and fire trucks among many others. “Chang,” the Osman Shrine Dragon, made childrens’ mouths drop open with disbelief and anticipation of smoke shooting out towards them. Kids of all ages ran to pick up as much candy as they could and then waited for the next handful to come their way. Troubleshooter played in the Fest Tent to end Saturday night on a high note. St. Joseph’s Catholic Church provided a bright start to Sunday morning with a Waffle Breakfast at Montini Hall. An Antique Tractor Ride took place early Sunday morning as well. Many attended an Ecumenical Church Service sponsored by area churches at Creekside Park and the day continued with Softball Tournaments, Bingo, and games such as a Bean Bag Tournament and Tractor Games. A Chicken-Q sponsored by the American Legion Riders gave attendees another mouthwatering option for eating on Sunday besides all of the food vendors at the Fest Grounds.

District Court Jesse Cole Julian, 19, of Chatfield, Minn., appeared in Fillmore County Court on July 15, 2013, for a probation violation on the conditions of one count Theft - Take/Drive Motor Vehicle - No Owner Consent. He was given credit for time served of 24 days. David Lester McHan, 47, of Spring Valley, Minn., appeared in Fillmore County Court on July 12, 2013, facing one alleged count of Domestic Assault - Felony, which carries a maximum penalty of five years imprisonment, fines of $10,000, or both. McHan also faces one count of Domestic Assault Subsequent Violation, which is a gross misdemeanor carring a maximum penalty of one year imprisonment, $3,000 in fines, or both.

Buffalo Bill Days - A Rootin’ Tootin’ Good Time!

By Sara Pecinovsky Well folks, get those cowboy boots out of the closet and saddle up because this weekend is Buffalo Bill Days in Lanesboro, Minn., starting on August 1-3! According to the committee that organized this western-themed celebration, the community has been celebrating this annually for 28 years. How did it all begin, you may ask? For starters, it used to be a fundraiser for the “Swim and Race” program. Still to this day, many groups in the community take this time as an opportunity to fundraise (such as working shifts at the Beer and Brat tent or various Kids Games). At the time the celebration was referred to as “Good ‘Ole Days” but, interestingly enough, Lanesboro changed the name of the celebration to “Buffalo Bill Days” because Buffalo Bill Cody began the “Wild West Show” in Lanesboro! The committee informed that there will be many fun things to do this weekend. “There is something to do for the WHOLE family!” The Sylvan Park will be hosting Kids Games on Saturday and Sunday. Some of the main attractions are the Fireworks and the Grand Parade that a person of any age will enjoy. Fireworks start at 9:45 p.m. on Saturday (if it rains, it will be at the same time on Sunday) and the Grand Parade is Sunday at 1:30 p.m.

If dancing and listening to live groups is more your scene, you can head into town for the Fireman’s Street Dance, which will feature the band “Trouble Shooter” on Friday night starting at 8 p.m., located at the Fire Hall. Another band will be performing at the parking lot of the Community Center called “Next 2 Nothing” on Saturday night at 8:00 p.m. Sylvan Park will still host the Market Place for people to buy produce, goods and treats. A returning group this year, and a popular group to be seen, will be the Cannon Old West Society. They are “wild west” actors who will be putting on three performances: robbing the bank on Saturday at 10 a.m., a High Noon shoot-out and at 2 p.m. will be a showdown between good guys and bad guys at the Beer and Brat tent. The committee mentioned there will be three

sport tournaments during the weekend. Softball will start on Friday night at 7 p.m., Saturday morning volleyball and bean bags will be hosted at the Fire Hall. People can sign up at 11 a.m. for the bean bag tournament, which will start at noon. Lanesboro is one of the best tourism communities in Southeast Minnesota and you sure wouldn’t want to miss this small town celebration, especially if it involves a western theme.

Independent Silver Band performs as finale to Chatfield’s summer concert series

The Independent Silver Band, from Mt. Vernon, Ill., will be making a stop in Chatfield, Minn. to perform on Thursday, August 1 at 7:30 p.m. The concert will be at the Chatfield City Park band shell. The band is enroute to Northfield, Minn. to perform at the Vintage Band Festival during the weekend. In case of rain, the concert will be held in the Chatfield Elementary School lunchroom. The Independent Silver Band was formed by William Reynolds, as a re-creation of the 19th Century Mt. Vernon Independent Silver Band. The original band, with 10 local men who attended the same church, was active from 1884 to 1889. In July of 2004, the band came to life once again under the direction of William Reynolds,

of Mt. Vernon, a music educator and longtime circus operator and musician. Reynolds brought together interested brass players and percussionists from Mt. Vernon and surrounding cities in southern Illinois, all of whom shared his vision of giving the audiences an opportunity to hear authentic American music of the 19th and 20th centuries. The musicians play pre-1920 era instruments and frequently dress in pre-1920 costumes or Civil War era uniforms. They play all styles of music from many time periods as the situation dictates. The band performs throughout Illinois and surrounding states for many historical events including the Abraham Lincoln Museum, Civil War Reenactments, Box Socials, military balls, and concert performances in Mt.

Small Flock Sheep Grazing Field Day By Jerrold Tesmer, Extension Educator for Fillmore/Houston Counties A Small Flock Sheep Grazing Field Day will be held on Saturday morning, August 10 at 10 a.m. This will be an opportunity to see and discuss the benefits Jerrold Tesmer of rotational grazing on the small scale. Both those producers grazing only a few animals or those considering starting grazing will receive useful tips. The 25 ewe flock grazing area consists of grass around the building site and driveway. Combinations of temporary and permanent fences are used. With the exception of 2012, there is adequate grass to maintain the flock. For those beginning a flock, it will be a chance to see remodeled buildings used as a lambing area. The yearly sheep work cycle will also be discussed.

NRCS Grazing Specialist John Zinn and SWCD SE MN Grazing Specialist Dean Thomas will be available for question along with flock owner Jerry Tesmer. This flock started out as a 4-H project approximately twenty-five years ago and has gone through a number of changes as the family has changed. A representative of the Farm service Agency and specifically the Farm Loan Program personnel are planning to attend to present the FSA programs for existing producers, individuals interested in starting a farming operation in the conventional and non-conventional sense, as well as possible youth applicants. The Jerry & Kathy Tesmer farm is located at 22097 County 30, Harmony, Minn. Travel 10.5 miles west on Highway 44, 2 miles south on 225th Avenue, ½ mile west on County 30. The farm is on the north side of the road. The event will be held rain or shine. There is no charge to attend.

Recycling 101 By LaVerne C. Paulson, Recycling Education Coordinator From time to time, residents of Fillmore County ask me about common household items that are NOT recyclable. This article will deal with many of them and why they should be landfilled rather than recycled. Please keep in mind that LaVerne C. individual Paulson counties throughout Minnesota have their own list of recyclable materials, so what may be accepted in Brown County or Itasca County may not be recyclable here in Fillmore County. It has been said that if it looks like paper, feels like paper, and tastes like paper, it is most likely paper and is recyclable. This is not quite true. Perhaps more than 97 percent of the fiber that comes into your house is very recyclable. However, paper egg cartons are not because their fibers are too short to be made into new products. They do, however, make great compost, or give them to a friend who raises chickens. Most cardboard boxes that contain food or beverage kept in a refrigerator or freezer have a protective coating to keep them from falling apart where additional moisture may be found. Cardboard boxes used to take home pizzas are usually coated with foods and oils, especially on the covers, making them landfill material. Any part of the box that is dry and clean should be recycled. Tissue, paper towels, and candy wrappers are not meant to be recycled. Steel/Tin cans are 100 percent recyclable, including the lids. A quick rinse and they are ready to recycle. The steel lids found on any jars of food purchased in a store are recyclable, as well as the jar itself. Glass-like items that are not recyclable in Fillmore County are ovenware, home canning jars, window glass, mirrors, ceramics, pottery, and incandescent light bulbs. The problem here is with content and melting temperature. Any plastic item or container that does not have a “1” or a “2” inside the chasing arrows on the bottom is not recyclable in this county. The melting points are different and they contaminate the large vats of good plastic. Most yogurt, cottage cheese containers, butter tubs and the like are not recyclable. Please make every effort to keep plastic bags of any kind out of recyclable material. Plastic bags brought to the recycling center and placed in the red bin for plastic bags are sent to the landfill. You may want to consider taking your grocery bags, bread bags, and such to one of the stores in the area that collects plastic grocery bags for recycling. The garbage bags

Also, if you use one of the rural containers for recycling, deposit the contents loosely in the container, but not the bag itself. The plastic cover on your peanut butter jar is not recyclable, nor are the plastic caps of your water bottles, pop bottles, or milk and juice jugs. Amber pill bottles, as well as their caps, are not recyclable. Styrofoam of any kind is

not recyclable here in Fillmore County. It may have a “chasing arrows” symbol on it, but it is not a “1” or a “2”. We do not want your styrofoam, not the small peanuts nor the large pieces, so please place all styrofoam into your landfill garbage. Plastic toys, flower pots, aluminum foil with food, lawn and deck furniture, lumber, and dirty diapers are not recyclable. Blackcaps and Bites I rose at sunrise, anticipating a sweltering hot day with only a couple of hours of relative comfort in the shade before the sun reached the forest edge. I forced myself to put on lightweight slacks and a long-sleeved shirt, both stained and relegated to the pile of gardening clothes. I tucked my pants into socks, which had been put aside weeks ago in favor of sandals, and tied a bandana around my forehead to soak up sweat. With bucket in hand, I headed out into the already warm morning. A soft breeze moved the air pleasantly as I made my way to the meandering patch of wild black raspberries known as blackcaps. Beyond the garage and between the forest and sheep pasture lay my own patch of promise. Even a quick glance confirmed what I hoped. The canes were laden with ripe blackcaps, with plenty more pale and red berries still growing towards perfection. I started in, one berry at a time, picking continuously and slowly

as I reached, bent, and moved along, aiming to not skip a single ripe berry. These were big, juicy berries, in contrast to the dry small nubs of last year’s drought, and sometimes I could pick two, three, even four at a time in one cluster. With fingers turning purple, I avoided touching the spiky canes and tried to brush my way through the thicket without destroying the plants. Blackcap canes reproduce by arching over, and where the tips touch ground, they set root. It is a great way for the canes to reproduce and go bounding over the countryside. However it can be a nightmare for humans trying to walk through the patch. To open up the patch, I walked through it the past few autumns with pruner in hand, cutting through the canes at the apex of the curve, on the theory that both ends have roots and will grow, so I’ll be able to stroll through the patch without lacerating my legs. Blackcaps are well known by natives in this part of Minnesota, but I’ve never seen them sold commercially, and I’ve never known anyone to grow them in their garden. I read that a century ago blackcaps were just as popular as regular red raspberries. But today one has to get out there personally and seek a wild stand bearing the gifts for free. Blackcaps like to grow in areas of transition, where fields and meadow are giving way to forests. They seem to move around over the years, fading away as their site gets too shady or too sunny for their taste. Picking berries, tasting occasionally, listening to the birds… This would be among the most peaceful pastimes imaginable if it weren’t for one thing. Bugs. This wet summer has brought out ticks and gnats and mosquitoes. The latter we often brag that we don’t have, but not so this summer. Yet this year there is also a new problem. I’ll call it the underwear bug. You never see or feel the insect, but some time after

you come inside, red itchy spots appear. When you shower (and inspect for deer ticks) you are horrified to see multiple bites where clothing fits tightly, with none on skin that was exposed. Several people who weren’t too embarrassed to discuss it agreed that this had been driving them crazy too. I am no scientist, but I looked into it and came up with the tiny harvest mite as the cause. This nearly microscopic red spider is rarely seen, but it moves in on passing humans and animals, looking for a warm place. First it anesthetizes the skin, then feeds and injects a fluid which later causes the itchy red spots that sometimes last for weeks. They do not burrow in. Websites report that a hot soapy

shower helps, and you should wash your outdoor clothes in hot water before wearing them again. I can add that a dab of aloe vera gel helps. Even this little touch of torture is worth it however, when I taste the unique sweet and wine-like flavor of blackcaps. A fresh warm handful is a summer treat. I eat them on my granola in the morning, drink them at noon blended into a blackcap-banana smoothie, and top off the evening with blackcaps on chocolate ice cream from Kapper’s dairy in Chatfield. Many quarts of berries are frozen to continue the blackcap frenzy all winter long.

Blackcap Berry Cobbler

• Place a stick of butter in a baking dish or pie plate and put in the oven just until melted, while preheating oven to 350 degrees. • In a mixing bowl, whisk together 1 cup sugar, 1 cup flour, 1 cup milk, 1/2 teaspoon salt and 1 1/2 teaspoons baking powder. • Whisk about half of the melted butter into the batter. • Pour batter over the rest of the melted butter in the pie plate. • Sprinkle 2 cups of berries on the batter and then top with 1/4 cup sugar. • Bake at 350 degrees for one hour, until brown around the edge. Delicious with fresh or frozen blackberries, blueberries or raspberries. Serve with vanilla yogurt, whipped cream or ice cream, if desired. This recipe has also been called “Cuppa Cuppa Cuppa Cobbler.”

Jordan is the daughter of John and Julie O’Conner and will be majoring in accounting. “We are very excited to have Jordan’s speed and athletic ability, she will be a great addition to the Yellowjacket softball team.” Jordan played basketball and softball at Fillmore Central and will be competing to be a starting outfielder for RCTC. “I am very excited to be able to continue my softball career and I can’t wait to get back on the field again with my new teammates,” said Jordan. Fixing up or trading in? Lately on my visits to local repair shops (Herman’s in Fountain, McCabe’s in Preston & Hanson Tire in Preston) I see a lot of tough looking vehicles getting major repairs done to them. As we have discussed before, a person must look at the whole picture before committing big dollars to a repair or a vehicle upgrade. After fixing an engine or transmission there are still many other problems that can occur. On a lot of older vehicles rusty undercarriages can mean gigantic expenses. If brake lines are rusty that can be a very time consuming fix. Are the steering components tight? In the same breath, is the vehicle you’re looking to purchase have any of these same issues? Each week Kids Club participants attend a morning day camp of their choice. The week of July 15th kids chose between “Christmas in July” and “Game Show Mania.” One activity during “Christmas in July” was decorating cookies.

Horse Appreciation Camp was offered through R-P Community Education. The instructor was Julia Olstad, with assistance from Kjersta Hinz. Kids spent 5 days learning about proper horse care, grooming, tack, attire, safety, and the basics of riding.

Our summer breakfastlunch program is a success! Averaging 65 for breakfast and 165 for lunch daily! Joyce Miller is our Food Service Director.
